SOME interesting and, to American eyes, rather unusual processes for refining impure aluminum derived from scraps were found by American and British investigators who went into Germany in 1945 for the Technical Industrial Intelligence Committee Of the Joint Chiefs of Staff. What was found was recorded in a series of reports (see page 14), many of which have been released for general reading. This paper gathers under one title and summarizes the German work in refining light metal scrap. Reference must be made to the original reports for greater detail. Basically, the occasion and stimulus for the German developments in treating light metal scrap were hard necessity. Germany needed the metal for a rapacious war industry. Adequate supplies of new aluminum from reduction works were not assured. Great quantities of airplane and other light metal war scraps were forecast. It was evident that the scrap metal would have to be reabsorbed by the producing industry and would have to be kept of good quality. The normal current production of manufacturing scrap was being and could be consumed as generated. It offered no technical problem. The mixed scraps, especially those arising from crashed and decommissioned airplanes, however, presented problems of another kind. AIRPLANE SCRAP The recovery of usable aluminum alloy from the mixed assemblies that made up the piles of airplane scrap was attacked in different ways by different groups and with differing degrees of success. Three procedures actually were used On a commercial scale, one was in pilot-plant stage and another had come to a halt in the laboratory a year before Germany collapsed. Four of these five processes actually involved "refining"; that is, some measure of purification of the metal after melting. SORTING AND SEPARATION ON A SLOPING HEARTH The simplest procedure for utilizing airplane scrap involved no refining in the strict sense of the word. This was the practice adopted by two representative plants visited by the author, the Leipziger Leichtmetalle Werke, Rackwitz, Saxony, and the Vereinigte Leichtmetalle Werke, Hanover. These firms did essentially the same thing that was done in England but not with equal success, to judge by their shorter experience, the smaller tonnage handled and by the number and quality of alloys produced. The two German firms named rough-sorted scraps by their easily recognizable alloys, essentially by part and shape. They used hand labor to chop and hack and tear apart. After an interval of fourteen years, saddened for all of us by the death of David Thomas, the father of the anthracite iron-trade, first president of the Institute, and by the untimely loss of his successor, Alexander L. Holley, whose memory we are about to honor by loving services, the members of the American Institute of Mining Engineers have conferred upon me for the second time the office of president, under circumstances similar to those which led to the choice in 1876. Then the whole world was represented at the great exposition of industry which was held in Philadelphia to celebrate the one hundredth anniversary of our declaration of political independence. In 1890 it is our privilege to receive as guests the members of the British Iron and Steel Institute, who, with singular and graceful felicity, have appointed a meeting in the United States in the year when we pass from the second to the first place in the international column of the production of iron, and thus celebrate our industrial independence. For the honor of being chosen to extend to our distinguished guests the right hand of fellowship and a hearty welcome I return to my associates the grateful acknowledgment of one whose chief claim to your favor is to be found in his love for the professional occupation in which we are all engaged, and in his efforts, public and private, to promote its advancement into new fields of usefulness. In order to indicate the full significance of the visit of our foreign guests at this time, it will be proper to explain briefly the origin, aims and work of the Iron and Steel Institute. It unquestionably owes its birth to the International Expositions held in London in 1851 and 1862, and in Paris in 1867. These expositions served to break down the jealousies of nationality and to diffuse a better knowledge of industrial processes. It is now fourteen years since we German ironmasters, in considerable number, visited the United States on the occasion of the Philadelphia Exposition, and found the iron metallurgy of this country, as must be frankly confessed, in an advanced stage of development not previously suspected by us. At that time the United States already occupied, as now, the second rank, with Germany in the third, the product of pig-iron for that year being, in Great Britain, 6550, in this country, 2093, and in Germany, 1850 kilotons.* This relative position has not been changed. The present annual product of the three countries is, in round numbers, Great Britain, 8380, the United States, 7790, and Germany, 4530 kilotons. But the proportion of the United States, which was, in 1876, but 15 per cent. of the world's product, has now advanced to 30 per cent. When we left America in 1876, it was not only with gratitude for cordial hospitality and for the liberality with which our professional colleagues here had opened to our inspection whatever was worthy of notice in our special field, but also with the conviction that we had collected a great treasure of new and interesting information which we could utilize for the benefit of our German Fatherland. Particularly the achievements of the never-to-be-forgotten Holley in the field of Bessemer practice, set us an inspiring example for imitation in our own country. Introduction.—In the year 1885, the writer signed a contract to take charge of the reopening and developing of the celebrated old mines of " El Cerro Rico de Potosi." Two years earlier, an Eng- . lish firm of engineers had made a very glowing report on the property. In the summer of 1885, telegrams arrived from the parties in charge of operations at the mountain, claiming the finding of one of the old veins, with an average richness of over 200 ounces to the ton. In the fall of 1886, the author first personally visited Potosi, but found neither the English report nor the telegram borne out by the facts. After an expenditure of over half a million of dollars and more than three years of continuons hard work, the writer succeeded in unwatering and developing one of the principal old veins of the mountain. This vein, called "Cotamitos," now yields ores of about 75 ounces to the ton, and the old historic mountains of Potosi may be said to have again fairly entered the list of silver-producers. The experience of the author, during his residence in Bolivia, and data obtained from Sr. Don F. Avelino Aramayo, form the basis of this description. POTOSI. Etymology of the Name.—The Quichuá (pronounced Keechna) Indians, known to North American students as the " Incas," although the word "inca" merely signifies ''king," or "chief," of the Quichuás, called the mountain "Sumac-orcko," or the beautiful mountain." Eighty-three years before the discovery of the mountain by the Spaniards, the inca, or king, Huaina Ccapac, travelling from Cantumarca to Calque-Porco, saw the mountain of Potosf and, admiring its grandeur and beauty, said that within its bowels there was, no doubt, much silver. He ordered his vassal* to work the mines. THIS paper is a brief description of the design and equipment of a new coal mine in southern Illinois, which has many features not common practice in shaft coal mining and which is laid out and equipped for such unusually large capacity that it promises soon to become one of the largest mining operations of its kind. Shaft sinking for the mine, New Orient, was commenced in May, 1921, by the Chicago, Wilmington & Franklin Coal Co. In October, 1924, the plant was practically completed and was producing over 6000 tons of coal per day. There is good prospect that within a few years, when the mine is fully developed and manned, the output will attain a daily rate of 12,000 tons. The coal seam at New Orient lies approximately horizontal, about 500 ft. below the surface, and may be said to run from 9 to 12 ft. in thickness. The tendency in Franklin County has been toward large mining units (5000 to 6000 tons per day) with great care being given to protection against fire and explosion hazards, and usually with quite elaborate surface plants permitting careful preparation of the coal into graded sizes comparable with those made in the anthracite region. The field is unionized, with uniform conditions of wages for various classes of work, hours, etc., and the Illinois mining laws are quite specific with regard to fireproofing and safety measures. These conditions make it difficult for any but well-equipped and well-operated mines to meet the competition of the numerous fine properties of which this county can justly be proud. The coal company's property was already developed on the western side by the Orient. mine-a much visited and written about operation (with which many of you are possibly familiar through the Department of Mines' film "The Story of Coal ") which until recently held the 8-hr. production record with 8218 tons and usually ran quite consistently with production of slightly over 6000 tons per day. Experience at Orient was naturally one of the greatest influences in determining the location and character of the New Orient.

Safety and health are no longer secondary responsibilities but must be of paramount concern to every mining operation, according to Anthony J. Thompson, an attorney with Hamel, Park, McCabe & Saunders of Washington D.C. The Mine Safety and Health Administration (MSHA) forecasts an estimated 19,000 inspections during 1979, and the economic and psychological impact of these inspections may he significant. To illustrate his point Thompson reviewed the experiences of a relatively large operation during a recent MSHA visit. The inspector was on the premises for two months, issuing between 250 to 300 "significant and substantial" (s&s) citations. During the most intensive period, about one month in duration, the operation experienced a production loss estimated between 2500 to 3000 tons; an accident rate up 30% over the previous month and 20% over the same month in the preceding year; 100% of the safety director's and safety engi¬neer's time was devoted to the inspection; 50% of top level management's time; and 90% of the mid-level or front line supervisory's time.

As already announced, the Arizona Meeting of the Institute is to be held from the 18th to the "25th of September. There will be a special train from New York City to Arizona and return, to take members and guests of the Institute to the meeting., The Committee in charge consists of Walter Douglas, Chairman, Cleveland E. Dodge, John C. Greenway, Arthur S. Dwight and Julius Kruttschnitt, Jr., and while the plans of this Committee are not complete, it may he announced that 'the train will be run with the requisite number of Pullman, dining and baggage cars to accommodate those who desire to go, which will accompany the party during the entire week of the Arizona Meeting as per the following program, including, of course, the visit to the Grand Canyon. It is especially desirable that the Committee should know, at as early a date as possible, the number of those who desire to make the trip; and those who desire special accommodations such as drawing rooms, state rooms, etc., are especially requested to communicate as soon as possible with the Secretary of the Institute, stating the number in their party.

Union Carbide began looking seriously at heap leaching in 1971. At that time some 1.6 million tons of mineral averaging 0.40 kg U308 /t) (0.80 lb U308) were stockpiled at various sites around the Gas Hills, Wyoming, uranium facility. Several alternatives for economically exploiting these reserves were considered and heap leaching seemed the most attractive. At the time, Western Nuclear Inc. was operating a heap leaching project nearby in which the low-grade ore was leached with sulfuric acid, the product liquor treated in an on site solvent extraction circuit, and the stripped product liquor re-acidified and recycled. The operators were most generous in allowing us to visit their site and in answering our questions. They were also helpful in discussing the problems associated with heap leaching. Their experience confirmed our belief that it was possible to operate a heap leach profitably on material too low grade for conventional milling.

THE first specimens of this material which came under my notice, as found in the State of Texas, were sent to me by Mr. J. C. Melcher, of Fayette county, soon after the organization of the State Geological Survey. I wrote him concerning it, and had the locality and manner of occurrence described, but 1 had no opportunity to visit and examine the deposit until the present field-season. Later, specimens were collected by Dr. Penrose and myself on a trip made by boat down the Rio Grande, from Eagle Pass to Hidalgo, in June, 1889. At the time of collection I marked the substance "Albertite," doubtfully, but, on examination, it proved to be nearer Grahamite. The geological horizon of the two occurrences is Tertiary. The first locality mentioned is in the upper part of the beds called by us Fayette beds, and provisionally correlated with the Miocene, or Grand Gulf of Hilgard's Mississippi section, while the latter is in the lowest strata of the Eocene which are exposed on the Rio

Pollution control will be of utmost importance in the 1970's. In this area, the mineral process engineer has a special competence to understand and remedy many pollution situations. There is an old adage that goes, "Build a better mouse- trap and the world will beat a path to your door." Would that it were so, but the reality of the situation is such that, just as a supplier must sell his machine, a professional man must sell his competence. It is a sad but true fact that mineral processing engineers have not done a very good job in selling their extensive competence in the control of a broad range of pollution problems. Recently one of our students visited a paper pulp mill where he was shown a foam fractionator used to remove paper pulp fibers from plant discharge waters. "Foam fractionator hell, that's a flotation cell!'' was his comment. Ah so, it would appear that large numbers of technical people consider themselves experts on "foam fractionation" Or is it that we have been very remiss in demonstrating the usefulness of our equipment and processes and our professional competence to solve, these pollution problems?

THIs old and once famous district played, through its enormous production of silver and gold, an important part in the history of the State of San Luis Potosi. According to a pamphlet prepared under the direction of the Governor of the State, Sr. Don Blas Escontria, and presented to the visiting members of the Institute during the Mexican meeting of 1901, this district is situated 20 km. east of the city of San Luis Potosi, in a range of mountains of moderate height, extending 135 km. N. and S., and 16 km. E. and W.; and the mineralized area hitherto developed is about 600,000 sq. m. The history of the district, as given by the record dated 1778, and formerly kept in the Sail Francisco convent, says that it was discovered in 1575 by Sr. Don Pedro Irarte, and adds that the city of San Luis Rey de Francisco de1 Potosi received its name (in allusion to the famous Potosi mines in Bolivia) by reason of the remarkable productiveness of its gold- and silver-mines in the first period of their exploration, during which they paid to the Crown, as quintos (the fifth part of the product), $97,000,000, as appears from the accounts of the royal treasury. The amount of the quintos paid during the " bonanza period " of 80 years was $72,000,000. The larger sum first mentioned probably represents a longer series of years. But either will suffice to indicate the great wealth of the mines. Introduction Since the adoption of the Surface Mining Reclamation and Control Act of 1977, which mandates that surface subsidence be an intergral part of the underground coal mine design, there has been a sudden rise of demand on guidelines for minimizing surface subsidence and its associated structural damages. Unfortunately there is no sufficient amount of systematic subsidence data to fill such a gap, although considerable research has been devoted to the subsidence induced damages of surface structures in the past. However, it was said that many surface subsidence surveys have been performed and monitored by coal companies during the past twenty years, and that it will be a great source of information for subsidence engineering design if they can be collected and assembled together. An effort was therefore initiated in the Department of Mining Engineering, West Virginia University, under contract with the U. S. Bureau of Mines in December 1978 to contact each individual coal company in the Northern Appalachian Coal Field for any surface subsidence survey data. After 10 months' survey, the data collected include: 17 longwall panels and 2 room and pillar sections. The data in each panel and section cover the complete set of subsidence survey raw data, underground mine layout maps, surface topo maps, geological loggings showing the stratigraphic sequences and thickness of the overburden, and if available, locations and types of surface structures. On-site visits were followed to study the surface terraines and structures. Interviews were conducted with the owners of the surface structures in most cases about, if any, the history and characteristics of damages. Most subsidence surveys started with the first panel and ended with the second or sometimes, but rarely, the third panel. The first panel may be located in a virgin area but frequently it was adjacent to (on the tailentry side) a mined-out room and pillar section. It must be noted that all of the subsidence data is restricted only to the amount of vertical subsidence and that the horizontal displacement measurement was completely ignored. Primarily due to the fact that vertical subsidence is the most striking feature in a subsidence trough, which is mistakenly considered to be the only critical contributor to surface structural damages, and that a horizontal displacement survey is much more complicated and time-consuming.

The history of the mining region of Custer county has been somewhat peculiar. Although, in the broader features of geological structure, it bears a strong resemblance to its newer and now more famous neighbor, 40 miles to the northward, the Cripple Creek mining district, it has been noted for failures rather than for successful mining ventures. Yet it has a number of mines that have proved themselves to be remarkably rich, and many others that have well-defined veins and very rich ore, though they never have been worked to any great depth. A few of the deposits seemed to the early miner so anomalous in form and manner of occurrence that they were popularly described as " contrary to all geological laws." The region has had several " booms," succeeded by more than usually violent reactions, the latter having proved more permanent than the former. It was, for a long time, the favorite resort of patent-process mongers, and the ground is now strewn with relics of various unsuccessful reduction-plants. Mismanagement, ignorance and disagreements among mine-owners seem to have been quite as responsible for the want of success in the region as the quality of the ores or the form of the deposits. In the early eighties, when the booms had not entirely died out, a division, then under my charge, of the U. S. Geological Survey, undertook an examination of the region for the purpose of making a study of its ore-deposits. The areal survey was carried to completion by Mr. Whitman Cross, but the study of the mines could never be completed for the reason that most of them were closed, for one reason or another, before we had time to visit them. DURING the winter of 1946 to 1947 potash operations in Germany, France and Spain were visited by the author. The U. S. Department of Commerce, through its Field Intelligence Agency Technical, sponsored the inspection of German properties by representatives of the American Potash Industry. Vast deposits of potash salts occur in the above-mentioned countries, and the production and marketing of these salts are important in their respective economies. Germany An area of some ten thousand square miles of north central Germany is underlain by lenses of potash salts interbedded with greater thicknesses of sodium chloride or common salt. These salt measures are relict deposits from the evaporation of an arm of the Zechstein (Permian) Sea which formerly covered northern Europe. During the peak year of 1940, Germany produced salts containing 1,860,000 tons of K,O and, next to coal, potash is its most important mineral raw material. The German deposits are found in the synclinal areas flanking the Flechtingen, Hartz Mountain and Thuringian uplifts, and, to the north they lie beneath the plains of Hannover. The regional dip of the salt measures is to the north, hence, lenses of potash found at depths of 500 to 1000 m* in the Two general depositional provinces of potash concentrations are recognized: (1) the main basin, and (2) the subsidiary basin. Salt Stratigraphy: Five commercial potash zones or beds are recognized. The three beds present in the main basin are: The Stassfurt bed that occurs near the top of the older salt, and the Ronnenberg and Riedel beds in the younger salt occurring 200 to 300 m, respectively, above the Stassfurt bed. The Stassfurt bed is found over the entire main basin, while the Ronnenberg and Riedel are restricted to the Hannover area. Two potash beds occur in the Werra basin. These are the Thuringian, or lower bed and the Hessen or upper potash bed that occurs 60 m above. These beds lie 210 and 150 m, respectively, below the position of the Stassfurt bed, and are restricted to the Werra basin. The upper bed is 2.5 to 11.5 m in thickness, and the principal ores are hartsalz with varying thicknesses of carnallite. The lower bed averages 3 m in thickness, and contains hartsalz. Two distinct types of defects occur at times in copper wire as a result of the use of dies of improper design or undesirable wire-drawing practice. The conditions under which these defects may be produced, as well as precautions to be taken in order to prevent them, have been known to The American Brass Co. for many years. The quality of the copper wire bars and rods has too often and unjustly been held responsible for these particular defects and it is to correct any such belief that this paper is presented. An extremely high quality of electrolytic copper has been supplied to the trade by all refineries for the last 20 years at least. The purity of the copper would average well above 99.900 per cent. The casting of the wire bars has been handled in a generally satisfactory manner. The bars have been cast sound, with a flat to slightly crowning set and have been free from sloppy edges, cold sets, etc. In other words, the wire bars have met A. S. T. M. specifications and have been generally satisfactory. For the most part, they have been everything that could be desired from a quality standpoint yet most of the wire mills in this country and in Europe have at times held the quality of the copper responsible for the two types of defects described in this paper. As a matter of fact, these defects are produced entirely in the wire mills. The author has visited many of the large wire mills in the United States and in Europe to investigate these defects. In some cases the trouble has been so serious that the wire mill has ceased operations. At times the wire mills are reluctant to believe that they are responsible for the defective product. The effect of die design, wire-drawing practice, etc., upon the quality of copper wire has received little study on the part of wire mills, particularly those that have commenced operations in the last few years. Two Types of Defects One type of defect is generally known in this country as "check marks;" in Europe it is termed "crowfeet" (Fig. 1). COMMENCING in 1922, each year a lecture has been presented to the Institute of Metals Division at this February meeting. The range of subjects has been very broad. Some speakers have dealt with the most advanced work in the very heart of the science of physical metallurgy. Others have stimulated our imaginations by discussing the most recent progress in related fields of science. Others have told us of the latest art, which is at any moment of greater practical importance than the latest science, of metals. I feel that this broad precedent in the choice of subjects will justify my choosing to talk about some of the prosaic details of how, during the last generation, industry has effectively organized research to accelerate progress in our own and all other fields of science and related art. A number of years ago I visited one of this country's well-known research laboratories and had the pleasure of chatting for a few minutes with its equally well-known director. Being particularly interested at the time in the organization problems connected with industrial research, I broached that subject. My host stated in effect that he didn't believe in organized research. He was, of course, resorting to a rhetorical hyperbole to point out the danger of overorganization which can so easily drift into regimentation and destroy individual initiative. Actually nearly all of us, much as we cherish our personal freedom of action, believe in organization because the history of progress in every field of human activity has been a history of men learning to work together, to cooperate, to create an efficient division of labor. We use organization to achieve this coordination. At the same time our form of organization must not stifle individual initiative or it will prove a deterrent rather than an aid to accomplishment. Research, too, must be organized for greatest achievement but especial skill and care are perhaps needed to avoid stifling the initiative of the individual workers. I have, of course, followed with keen interest and much benefit the vast amount that has been said and written on this subject in the past twenty years but I still find new stimulation in discussions with my good friends working in this field. It is my hope that this discussion may serve a like purpose. It would be ungracious not to make due acknowledgment to the many able contributors to this particular phase of human progress, but their very number and the great volume of their writing makes it impossible to trace to any one individual a particular significant and valuable idea. I shall content myself therefore with this general acknowledgment and with acknowledgment of the specific debt that every research man owes to those who have so ably kept before the public, and in particular before industrial executives, the place of research in the modern scheme of things. Two distinct types of defects occur at times in copper wire as a result of the use of dies of improper design or undesirable wire-drawing practice. The conditions under which these defects may be produced, as well as precautions to be taken in order to prevent them, have been known to The American Brass Co. for many years. The quality of the copper wire bars and rods has too often and unjustly been held responsible for these particular defects and it is to correct any such belief that this paper is presented. An extremely high quality of electrolytic copper has been supplied to the trade by all refineries for the last 20 years at least. The purity of the copper would average well above 99.900 per cent. The casting of the wire bars has been handled in a generally satisfactory manner. The bars have been cast sound, with a flat to slightly crowning set and have been free from sloppy edges, cold sets, etc. In other words, the wire bars have met A. S. T. M. specifications and have been generally satisfactory. For the most part, they have been everything that could be desired from a quality standpoint yet most of the wire mills in this country and in Europe have at times held the quality of the copper responsible for the two types of defects described in this paper. As a matter of fact, these defects are produced entirely in the wire mills. The author has visited many of the large wire mills in the United States and in Europe to investigate these defects. In some cases the trouble has been so serious that the wire mill has ceased operations. At times the wire mills are reluctant to believe that they are responsible for the defective product. The effect of die design, wire-drawing practice, etc., upon the quality of copper wire has received' little study on the part of wire mills, particularly those that have commenced operations in the last few years.

One Sunday night last month the phone rang and it was George Schenck from Penn State. How would we like to see a big scrap operation, he wanted to know. A few days later we were on the Connecticut turnpike headed for New Haven to visit a large scrap operation, M. Schiavone and Sons. George had a large clam basket in the back which he explained was for collecting trophies. The car shredder, he said, turns out some fancy metal shapes. In fact, they have gained a certain acceptance as objets d’art among George's friends and relatives. He thinks there may be a small, but possibly lucrative secondary market for shredded cars in the art world if the idea is imaginatively promoted. On the way to New Haven we received a briefing on the scrap industry. The scrap business grew from humble beginnings. Mostly it was started by a few immigrant Jews who collected junk in hand- or horse-drawn carts. The fortunate one might even have had a truck. Before proceeding further, we hasten to point out that the word "junk" is strictly taboo among scrap people, who prefer to refer to their industry as the "secondary metals industry."
