While brass and other copper alloys have long been listed as offering health hazards to their workers, it is questionable if the metals involved are alone responsible for the trades' records of morbidity. The entire science of foundry sanitation is the product of the past two decades; and the best standards now operative would have been regarded as little short of revolutionary prior to 1910. The special handicap to the conservation of the health of the brass founder's employees has been the fact that, unlike the iron founder, his business could be profitably carried on in almost any small and unsanitary quarters. As a result, writers on occupational disease have accepted brass chills or brass founders' ague as an inevitable feature of the trade; and respiratory disabilities, as well as phthisis and disturbances of the nervous system, are also included as prevalent among those employed. While there can be no question as to the basic accuracy of past investigations, there is every reason to doubt the necessity for an undue percentage of ill health among brass molders and casters who are safeguarded by scientific ventilating standards and by improving personal habits of sobriety. There is, however, need for a campaign of education as to the most approved practices and equipment whereby the employer may safeguard the health of his workers, and thereby reduce his labor turnover and increase his productive efficiency. Broadly speaking, copper, tin, and aluminum carry negligible health hazards. The toxic qualities of lead, however, are a menace; especially if scrap lead is recovered or bought for foundry processes. IT is a well-known fact that the solubility of zinc compounds decreases when these compounds are roasted in contact with iron compounds, but descriptions of tests to quantitatively express the fact have not appeared in the literature. Possibly such an expression cannot be uniformly and exactly duplicated by different operators because of the variation in the personal equation. In a general way, however, the reactions between zinc compounds and iron compounds under roasting conditions will show a certain trend with changing conditions and the approximate quantitative expression of this trend appears reasonably well established by experimental work conducted for this purpose. Ferrites and Marmatites The name "ferrite" has been given to the compound of zinc and iron which has the formula Zn0.Fe203. Among the questions pertinent to this subject are those involving inherent or natural ferrite, and also the synthetic or artificial variety. The inherent or natural product is formed when the mineral containing iron and zinc sulfides isomorphously crystallized is subjected to oxidation at roasting temperature. These isomorphously crystallized minerals are known, mineralogically, as marmatites, and contain ZnS and FeS in ratios of 2 to 1 up to 5 to 1 respectively. The zinc and iron sulfides form a definite mineral. They are firmly attached to each other and form common contact planes through which diffusion of the entities occurs during the roasting process. This diffusion of the molecularly intimate entities produces, during roasting, the compound referred to as ferrite, in proportion to the amount of iron originally present in the marmatite. For example, a marmatite from British Columbia containing 9.739 per cent. Fe and 56.87 per cent. Zn corresponds with the mineral having the formula 5ZnS.FeS. As the reservoir rises behind an arch dam, it presses the arch into the canyon walls and valley floor. To compute the stresses, deflections, and arch reactions, it is necessary to know how much the rock deforms under the combined loads of gravity, temperature, and water. Under sustained loading for a period of time, the rock continues to deform or "creep" slightly, causing changes in the stresses and shape of the arch. Under reduced loading, the elastic arch tends to resume its unstrained position and it is important to know that the rock will follow it and maintain tight contact along the abutment. It is, therefore, important to know the "set" characteristic of the rock. Past attempts to define load-deformation properties of rock, including creep and set, have largely l been limited to laboratory test of intact cores and in-situ jacking test utilizing bearing plates 2 to 3 ft in diam. In both cases, a uniaxial load has been applied to a volume of rock too small to fully reflect the influence of cracks, joint systems, foliation, and other inherent weaknesses within the rock mass. This chapter describes a large radial jacking test which more nearly duplicates the action of an arch dam by penetrating the load deep into the rock mass, bringing into play more of the factors which contribute to prototype deformation. Results obtained from the large radial test are compared with those from smaller uniaxial test. RESULTS presented in a previous paper1 have shown that the strength of fired pellets made from eastern Mesabi magnetite concentrates containing 8 to 9 pct Si02 as quartz and silicates is due to several processes which occur during firing. These are: l-recrystallization and cementation of the fragmented magnetite grains; 2-formation of slag from reaction between the quartz, silicates, and available ferrous iron, followed by slag-bonding of the magnetite grains; and 3-oxidation of the magnetite to hematite and subsequent recrystallization and grain growth of this constituent. Microscopic examination of all magnetite pellets fired in one operation in small and large-scale pilot plant furnaces and possessing normal strengths shows that the processes 1,2, and 3 have taken place; where strengths are low and the pellets are otherwise sub- normal, one or more of the processes has not occurred. For example, soft and friable red pellets may contain a central core of slag-bonded recrystallized magnetite which is strong enough in itself, but the shell contains only slightly recrystallized hematite, indicating that the maximum temperature reached was too low. Processes 1 and 2 can occur only under reducing conditions, as for example, when coal is intention- ally added to the original pellets; under neutral conditions, when pellets are fired in an inert atmosphere; or when pellets are brought so rapidly to temperature in an oxidizing atmosphere that oxygen diffusion to the core lags behind the recrystallization and slagging effects. Japan's contact with the mining industry of British Columbia began as far back as 1952 with the first shipment of iron ore from the Texada mine. Five years later, the Big Three steel mills of Japan-that is, Nihon Kokan Kaisha, together with Yawata and Fuji Steel Mills-dispatched a coal survey mission to inspect coal mines in British Columbia. This resulted in 100,000 tons of coking coal being initially imported by Japan from western Canada in 1959. Also in 1959, Yawata, Fuji, NKK, Kawasaki and Sumitomo sent an iron ore survey group to Alaska and Canada. During the preceding year, Nippon Mining Company and Sumitomo Metal Mining Company initiated a project whereby they would assist in the development of Cowichan Copper on Vancouver Island. As a net result of this activity Japanese mining groups, who had heretofore concentrated on Southeast Asia and South America, finally turned their eyes toward Canada. It was in the fall of 1960 that the government of Japan, in order to keep pace with Japan's rapid economic development, announced a long-range economic plan whereby her gross national income would be doubled by 1970. This had the effect of further propelling Japan's desire to develop sources of raw material supplies abroad. With the development of Craigmont Mines and the signing of a long-term contract to export copper concentrates to Japan, and with the Sumitomo group's extending financial assistance to develop Bethlehem Copper, Canada itself began to realize that Japan was indeed a very important market for British Columbia. A number of surveys to develop mines in British Columbia was begun with an eye on Japan as the major market, and the activity has continued to this day.

Aluminum forms not only binary compounds with most of the metallic elements but also forms many ternary or more complex constituents. Several of those occurring in the more important alloy systems have been identified under the microscope and the action of various etching reagents has been carefully studied.' The determination of the structure and composition of these complex constituents is a matter of some difficulty and little information is available. X-ray crystal analysis offers a promising method for the study of such constituents. First, and of considerable importance, is the possibility of recognizing the presence of a given constituent by means more positive than microscopic observation. Evidence can also be obtained concerning the nature and composition of the constituent in question and ultimately it should be possible, at least in some cases, to describe the structure including the relative locations of the various atoms. In this paper some results of an uncompleted study of the constituents of the aluminum-iron-silicon system are given and the methods employed are described. Inasmuch as iron and silicon are the chief impurities in aluminum, the constitutional relations of this system are of fundamental importance in the metallurgy of pure aluminum and its alloys; the system has been studied by several investigators and the more important contributions have been reviewed recently.² Fig. 1 shows the structure of the aluminum-rich alloys after prolonged annealing at 560" C., in accord with one of the most recent investigations.3 The ternary alloys examined in the course of the present investigation were all annealed at 550" or 560' C.; in fact, some of the specimens were the identical ones used by nix and Heath, who kindly supplied them for this work. DUring experimental study on the separation of a zinc concentrate from the heavy sulfide ores of Jerome, Ariz., a great deal of attention has been given to proper activation of the sphalerite content of the ore. The sphalerite at Jerome contains enough iron to class it as a marmatite, as picked specimens have only about 60 per cent. zinc, whereas pure zinc sulfide contains 67 per cent. zinc. This marmatite in large pieces is black in color, but in dry powdered state is brown. A flotation froth made from it has a silvery black luster in comparison with a brassy luster caused by chalcopyrite which occurs in the same ores. The sample used in most of the experiments described below consisted of about 3000 Ib. of diamond-drill core from the zinc-bearing orebodies of the United Verde mine, and had the following analysis: Per Cent. Most of the Jerome ores are so intimately crystallized that reasonably complete unlocking by grinding does not take place until 800 mesh is approached. Therefore, the 200-mesh grind adopted contains a considerable amount of locked mineral grains, but not so much as to render impossible the preparation of commercial grades of concentrate.

The traces of fossils herein described were discovered in or upon piles or heaps of iron-ores upon the docks at Erie, Pa. The author has worked among these ore-piles since 1890, when his attention was first directed to what looked like organic remains upon certain specimens collected. All the specimens described and figured herein were found by him, and, as no ironore is used at Erie, and no other iron-ores, save those of the Lake Superior region, find their way to the stock-piles at this place, there can be no question but that the specimens in question are genuine ore transported from that region over the great lakes, and cannot have been brought in from other ironore regions. The author has reason to think that no fossil remains have been reported hitherto as occurring in the iron-ores of the Lake Superior region, and he believes that these specimens, however imperfect, rank among the oldest forms of which man has any knowledge. The illustrations are engraved from photographs of drawings. The specimens themselves have not been photographed, because their condition would have prevented bringing out, by that process of reproduction, all the markings as clearly as is necessary, and would have rendered the specimens otherwise less distinct by reason of the blotchy character of their colors, the presence of cracks, or of marks more or less in contact with those of the organisms. In drawing these remains, therefore, I left out everything upon the specimens of ore that did not seem to belong in any way or contribute to their value as illustrations of the fossils. According to information obtained from the dock superintendent at Erie, Pa., the majority of these specimens came from the Chapin mine, Iron Mountain, Menominee range, Mich. The year 1936 was a prosperous one for the oil industry in California. Increases in crude prices were posted in February and March. Re-establishment of voluntary curtailment in February was a factor in holding production at an efficient level throughout the year. Reduction of storage was effected through adherence to curtailment measures, aided by greater demand and smaller average well completions. During the first six years of voluntary curtailment, allotments were increased during the summer season and reduced during the winter season. This year, good results were obtained through a revised system of allocation, by which the California monthly quota was held constant at approximately 540,000 bbl. per day. After a 7-month period of practically unrestricted production (ending in January 1936), numerous operators found that curtailment was still necessary, as California and export market,s were not yet capable of absorbing the state's potential production, which was estimated to be in the neighborhood of 850,000 bbl. per day. Therefore, in February California operators again placed themselves under voluntary curtailment; with the result that state production dropped from around 700,000 bbl. per day in January to a low of 565,000 bbl. per day in April, and increased gradually to around 585,000 bbl. per day for December. Drilling activity during the year increased about 10 per cent over that of the preceding year, although the resultant production per well decreased. Intermittent coal mining has been conducted in Alaska for over a century. The first report of coal in Alaska was by the Veechy expedition of 1826 and 1827. Whaling ships used coal from Corwin Bluff near Cape Beaufort during the early and latter parts of the 19th century. The first coal mine in Alaska-and probably the oldest in the Pacific coast of North America-was opened by the Russians at Port Graham on the southwest tip of the Kenai Peninsula. The mine was operated from 1855 until 1867 when the United States took possession of Alaska. From 1880 to 1915 coal mining was carried on intermittently at several localities including Unga Island, Herendeen Bay, Chignik Bay, Kachemak Bay, and several points along the Yukon River. Small coal mines along the Yukon River provided fuel for the river steamers traveling from St. Michaels to Whitehorse. The area of sustained coal production began with the completion of the Alaskan Railroad from Anchorage to the Matanuska coal field in 1916 and to the Nenana field in 1918. Coal production continued to increase until 1953, at which time the oil and gas fields in Cook Inlet were developed. Oil and gas eventually replaced the Matanuska coal as a means of providing heat and power. The military in the Anchorage area shifted from coal to oil in 1967 causing a decrease in production. The increased demand for electric power in the Fairbanks area offset the decline and coal production started to increase. In 1969-1970 the Golden Valley Electric Assn. (GVEA) constructed a mine-mouth power plant 70 miles southwest of Fairbanks near Healy and a power line to Fairbanks. Location of Coals in Alaska Coals are found in all geographical subdivisions of Alaska. Coal in Alaska ranges in age from Carboniferous to Tertiary, and grade from lignite through anthracite. Fig. 1 shows the locations of Alaskan coal fields. The only fields that have been developed extensively are the Matanuska and Nenana. Fig. 2 illustrates the annual production of coal in Alaska and the ratio of underground to strip mining.

BefoRe the Drake well on Watson Flats below Titusville, Pa, inaugurated the modern petroleum industry on Aug. 28, 1859, a considerable industry, based on the manufacture of mineral oils through the destructive distillation at relatively low temperatures (750' to 800' F.) of cannel coals and shales in closed, air-tight retorts, had already sprung up in Europe and America because of the increasing cost of animal and vegetable oils and fats and the growing demand for illuminating and lubricating oils. In 1860, eight out of 55 such coal-oil companies in the United States had plants located in Pennsylvania.' Of these, the Lucesco Works, costing $120,000, situated near Kiskiminetas Junction, was the largest operating in the country. It was equipped with 10 revolving 2.5-ton retorts and 16 stills for rectifying the oil, each holding 2000 gal. The total output of crude oil was almost 6000 gal. per day.2 The discovery of an abundant supply of natural petroleum by the Drake and other wells stopped the distillation of coal oil in America. Most of the smaller plants were closed and others were converted into petroleum refineries. At present, in spite of the temporary over-production of petroleum, the coal and oil-shale carbonization industries are again attracting the attention of far-sighted oil companies who realize that the gradual exhaustion of the American petrol-

This is an attempt to bring together some of the knowledge of the coal-forming conditions obtaining during the Pennsylvanian period in the Western Interior Coal Province, to sketch briefly the present extent and character of the coals produced, and to show the beginning of correlation of beds over wide areas. Coals of later age than the Pennsylvanian are not included and, for reasons that will appear later, little attempt is made to cover the districts of eastern Oklahoma and western Arkansas, and northern Texas is omitted entirely. Geological Conditions The conditions that made possible the formation of large coal beds in the United States were most favorable in the Pennsylvanian period, formerly known as the Upper Carboniferous. The geological conditions can be determined from the records, but not the reasons for them. Preceding the Pennsylvanian was the Mississippian, formerly known as the lower Carboniferous and still later as the sub-Carboniferous. During this time, large bodies of limestone were deposited and at the close of the Mississippian they were warped upward and for a long period were eroded. Then there began a period of subsidence, more or less interrupted at times, during which the Pennsylvanian strata were deposited (see table on next page). These consist of sandstones, limestones and shales, with occasional coal beds. At the beginning of the Pennsylvanian there was subsidence, which allowed the sea to extend over the eroded Mississippian surface to the north and east. It passed over eastern and central Texas, a large part of Oklahoma, with a projection into Arkansas, over Kansas and part of Nebraska, all the northern and western part of Missouri, a large part of Iowa except a strip in the north, most of Illinois, practically all of Kentucky, northern Tennessee, most of Indiana, all of the eastern part of Ohio, practically all of West Virginia, western Maryland, the west end of Virginia, and a large part of Pennsylvania. Practical experience has shown that at elevated temperatures solutions containing sodium hydroxide may attack stressed steel in a manner that cannot be explained in terms of ordinary corrosion. Because the ductility of the metal has been greatly reduced during the reaction, the entire phenomenon is usually called "embrittlement." Thus, after several years of operation caustic evaporators have been so badly embrittled that rivets could be cracked off with the blow of a hammer. Since fine intergranular cracks are almost always present in the zone of fracture, it has often been assumed that a process of selective corrosion in grain boundaries was responsible for the failure, although this has not been clearly proved experimentally. Concentrations of sodium hydroxide below those necessary for the uniform, rapid attack of the steel surface are reported to be most effective in producing embrittlement2, 3. In the operation of steam boilers a similar type of failure has been found, mainly in riveted seams or other capillary spaces where the solution may concentrate and where high stresses may also exist. It is believed that in such localized areas the dissolved solids may reach a value many times the few hundred parts per million prevalent in the body of the boiler. While this type of boiler failure has been the subject of investigation for a period of 20 years1, an understanding of its mechanism and a rational basis for complete protection have not yet been secured. Measures appropriate for the control of the silicosis hazard in mining cannot be formulated precisely, but sufficient knowledge1-l9 has accumulated during the past quarter century to permit the suggestion of useful, though partly empirical, rules for its alleviation. The industrial hygienist today recognizes that the peril incurred by the inhalation of harmful dust is a function of two variable factors—the degree of harmful exposure and the specific susceptibility of the exposed individual to pulmonary injury. Control of the danger arising out of prolonged contact with pernicious airborne particulate matter is consequently best exercised by influencing both of these recognized variables. Obviously the problem has two broad aspects—one, medical; the other within the province of the engineer. I—Factors Comprising Degree of Individual Susceptibility Thorough investigations conducted among miners who have labored for years in the presence of recognized silicosis hazards usually reveal an impressive difference in the injury incurred by men whose exposure to dust has been nearly identical. After a quarter century underground, one individual is short of breath and incapacitated with miners' complaint, while a fellow workman suffers no pulmonary embarrassment and is in good health. Physicians ascribe this oft-observed difference in reaction to individual susceptibility and express a universal regret when they deplore the fate that chose to make the predisposed youth a miner rather than a farmer. To trust the health of miners to fate at the present time is even more unfortunate, because many of the factors that influence man's susceptibility to dust are known, and can be accurately determined by competent medical methods. Among the most important factors comprising susceptibility to injury by dust are the anatomical peculiarities of the individual's respiratory mechanism, his physiological response to the inhalation of dust, his previous dust, exposure, the existence of pulmonary infections or other pathological processes in his lungs, his age,

The motives behind the organization of the Bureau of Safety were twofold. First, there was the policy of the company toward its employees, which was one of fairness and consideration for their welfare and which entails the prevention of injuries; second, in order to prevent injuries, a study of their causes was essential, and this study could be made only by a thorough systematic classification of accidents, which required a special department to form and carry out the plans. The Bureau of Safety was organized to begin operation Jan. 1, 1914, hut practically all of the first year was spent in collecting data, making plans, etc. This department is semi-independent of others and reports directly to the president and general manager. It consists of the president of the company and the managers of the following departments: Mines, Washoe Reduction Works, Great Falls Reduction Works, Coal department, lumber department, B. A. & P. railway; and the chairman of the Bureau of Safety. Working under this group is the General Safety Committee consisting of the manager of mines, as chairman, the general superintendent, two assistant general superintendents, and the heads of the following departments: mechanical, geological, purchasing, sampling works, and framing plant; and also the safety engineer. Operating under the General Safety Committee are the group safety committees, consisting of the Anaconda group of mines, Boston & Montana group of mines, zinc group of mines, Washoe reduction works at Anaconda, B. & M. reduction works at Great Falls, coal department, lumber department and the R. A. & P. railway. Each of these group safety committces was in charge of the superintendent or manager of the group represented and the committee consisted of the foremen of the mine's or works that the committee served, as well as the safety engineer. This investigation was undertaken to determine the quality of different iron blast-furnace slags as desulfurizing agents, and the possibility of using, in the blast furnace, materials of higher sulfur content than is now common. The solution of the problem would render possible the use of higher sulfur iron ores for pig iron and cokes containing more sulfur than now employed, and the economic manufacture of irons and steels of lower sulfur content. It is generally assumed that the sulfur that reaches the lower part of the iron blast furnace is removed from the pig iron by combining with lime to form calcium sulfide. Most of the sulfur introduced with the charge is in combination with iron or manganese or, perhaps in the coke, as a carbon compound.1 The iron and manganese sulfides are more soluble in the iron than is calcium sulfide, and as the latter is generally said to to be more soluble in the slag than the iron and manganese sulfides, this greater solubility of calcium sulfide in the slag tends to free the metal from sulfur. This greater solubility of the calcium sulfide is used not only to reduce the sulfur contents of the pig iron in the blast furnace, but by this means also low-sulfur steels are produced in the open-hearth and electric furnaces. The reaction2 FeS + CaO + CO = Fe + CaS + CO2 requires a high temperature and strongly reducing conditions in the presence of lime. As the time allotted is short, we can present only a general idea of the oil laws in the Latin-American republics, as a supplement to Bulletin 206 of the Department of the Interior compiled under the direction of J. W. Thompson of the Bureau of Mines and entitled "Petroleum Laws of All America." We shall not discuss the European colonies in Latin-America nor the island republics. As to the countries discussed, we shall attempt to give the main features of such special petroleum legislation as has been adopted prior to the early part of this year; where no special petroleum laws exist, we must look to the mining codes for light on the petroleum policy. As the laws and regulations for the extraction of the metals are often difficult of application to, and are lacking in many essentials for, the petroleum industry, it is best for persons or companies desiring to enter, on a large scale, into the petroleum exploration and development of countries not having special petroleum legislation, to obtain a concession contract from the executive of the country under consideration, and to have the concession approved by the congress. If this concession, which would then be a special law, contains nothing contrary to the constitution of that country and does not infringe on vested rights of third parties, it should be reasonably safe. If in such country there is some doubt as to whether the petroleum subsoil is owned by the nation or the private surface owner, only public lands should be covered with the concession. Guatemala is the only republic in the group that discriminates directly against foreigners. Bolivia, Ecuador, Mexico and Venezuela require waivers of diplomatic protection.' Colombia requires foreigners to agree to be bound by its alien law. A previous publication1§ has described the effect of quenching stresses on the lattice parameter values of high-purity aluminum-copper alloys particularly with reference to the solution and precipitation of CuAl². A similar study has been made of the aluminum-rich aluminum-magnesium alloys. Attention has been directed in the present investigation to the magnitude of the quenching stresses as affected by the specimen size and shape, the number of solute atoms and the quenching rate. The effect of cooling stresses in causing plastic defomation or cracking has been considered in relation to the physical properties of the alloy On reheating alloys in the two-phase field, the time required for precipitation to occur has been observed in connection with the degrec of supersaturation, the rate of diffusion of the solute atoms as a function of the comparative atomic radii, degree of strain, temperature of reheating and grain size. A few qualitative comparisons on the relative effect of these factors have been drawn between the aluminum-copper alloys and the aluminum-magnesium alloys. Strain in Solid-solution Alloys A 10 per cent magnesium alloy ill the form of chill-cast bars was furnished by the Aluminum Company of America through the courtesy of L. W. Kempf. Additional alloys were prepared using alllminum (99.95 per cent Al) and high-grade magnesium. The alloys listed in Table 1 were melted in an Acheson graphite crucible under a flux of fused MgCl², CaC12, NaCI. Chill-cast rods were sealed under vacuum in Pyrex glass, homogenized several days at 450' C., air-cooled and machined to rods of from 1/8 to ¾-in. dia.
