Mr. Chairman and Gentlemen: I accepted your Chairman's invitation to speak to a group of experts in this field with the greatest hesitation, because I know little or nothing about it. Certainly I can make no detailed suggestions, or suggest planning along very definite lines. You cannot do that sort of thing in a vacuum, and as I have suggested, my knowledge of the whole oil problem is next to nothing. It is possible that as a student of our public law, constitutional law particularly, for a number of years, I have acquired a perspective that may enable me to offer, for what they are worth, some general thoughts on these problems. I think that nothing in the whole field of law requires more definitely and clearly the functional approach than does the problem of a sound legal solution of the difficulties of the oil and gas industry. The industry is dealing with substances that are peculiar, and one must know how those substances act and what has been the history of the industry, to undertake to make anything like specific suggestions. I certainly am not qualified.

A previous article1 by the authors contained a general description of the new roasting furnace herein described but it did not go into detail as to the metallurgical behavior or the results obtained. Believing that such information would be of great value, they have elaborated on the subject and have given many unpublished details. The furnace described applies the principle of roasting finely divided zinc-sulfide ores, now produced in large quantity by the flotation process, in gaseous suspension; that is, the ore particles are carried, in suspension, in a current of air and gaseous products of the roast. The relatively great fineness of flotation concentrate presents difficulties and problems of roasting in furnaces of the ordinary type; the fine ore is forwarded through the furnace in the form of a shallow bed and its very fineness leads to dense impervious bedding which prevents oxygen from reaching the interior of the bed, thus unduly lengthening the time of roasting and preventing the elimination of the last of the sulfur. The fineness of the concentrate, normally, should lead to a rapid and complete roast, for the speed of roasting is a function of the surface exposed to oxygen, which surface is greatest, per unit of weight, in very fine material. The difficulty in bed roasting is to get the oxygen to the particle. If the fine ore, during the roasting, could be freely suspended in oxidizing gases, full advantage could be taken of the great surface conferred by its fineness. This fundamental idea, of course, is not new, for the Stedtefelt furnace, familiar to the older metallurgists, is an example of it; but the manner in which this is accomplished may be new. A GENERAL awakening of interest among mill men concerning the mechanical efficiencies of their crushing machines is evident from a perusal of the recent files of mining publications. Considering the large part of the power bill which must be debited to the crushing department, such. interest is natural. When, however, the articles on the subject are read, the only statement upon which the writers agree is that fine grinding consumes a large amount of power, and that the machine which, from a concentration standpoint, offends as a slime producer is, for that reason, a serious offender in wasting power. When the mill man attempts to find a method for measuring the power wasted, or to compare the efficiency of one machine with that of another for the same work, he is confronted with a choice of methods which lead to conflicting results. There are two reasons why the work of crushing is not more generally understood. In the first place, experimental data are difficult to obtain; and in the second place, before these data can be put in general form certain assumptions must be made. A difference in these assumptions by different investigators has led to conflicting conclusions. This conflict has resulted in the proposal of two laws. The first of these is the so-called Rittinger's law, which is variously stated as follows: . "The work of crushing is proportional to the reduction in diameter."-R. H. Richards: Ore Dressing, p. 304 (1903). "The Work required to crush rock is very nearly proportional to the reciprocals of .the diameters crushed to."-A. Tits establishment being now in full working order, it has seemed of considerable professional interest to collect together, in a concise form, the various points as to its plan, method of dressing, and equipment. The data contained in this paper have been largely drawn from the able paper of E. Kutscher, constructing engineer. of the works, contained in the Zeitschrift fur Berg-Hütten-und Salinenuesen im Preussischen Staate, 1873, supplemented by some personal memoranda made while the works were under construction and by memoranda on the works appearing in various German technical papers from their completion up to date. This is probably the largest dressing works in the world devoted to the beneficiation of argentiferous lead ores, and it is doubtful if any establishment for the concentration of mineral of any description can compare with it in size. As showing the final practice adopted in an old and very conservative mining region, in which the concentration of ores has been a matter of constant practice and experiment for a very long period, these works are of peculiar interest. The fact that the Clausthal ores strongly resemble a very large and abundant class of ores found in the United States has always attracted the attention of American mining engineers and mine owners to the methods employed in dressing and smelting them. The study of their methods of concentration of ores has, however, always been full of difficulty,

A previous publication1§ has described the effect of quenching stresses on the lattice parameter values of high-purity aluminum-copper alloys particularly with reference to the solution and precipitation of CuAl². A similar study has been made of the aluminum-rich aluminum-magnesium alloys. Attention has been directed in the present investigation to the magnitude of the quenching stresses as affected by the specimen size and shape, the number of solute atoms and the quenching rate. The effect of cooling stresses in causing plastic defomation or cracking has been considered in relation to the physical properties of the alloy On reheating alloys in the two-phase field, the time required for precipitation to occur has been observed in connection with the degrec of supersaturation, the rate of diffusion of the solute atoms as a function of the comparative atomic radii, degree of strain, temperature of reheating and grain size. A few qualitative comparisons on the relative effect of these factors have been drawn between the aluminum-copper alloys and the aluminum-magnesium alloys. Strain in Solid-solution Alloys A 10 per cent magnesium alloy ill the form of chill-cast bars was furnished by the Aluminum Company of America through the courtesy of L. W. Kempf. Additional alloys were prepared using alllminum (99.95 per cent Al) and high-grade magnesium. The alloys listed in Table 1 were melted in an Acheson graphite crucible under a flux of fused MgCl², CaC12, NaCI. Chill-cast rods were sealed under vacuum in Pyrex glass, homogenized several days at 450' C., air-cooled and machined to rods of from 1/8 to ¾-in. dia. The purpose of this paper is to present briefly a description of some of the special methods of separation or concentration, either singly or in combination with others, and to give certain operating data and examples. Explanation of the usual methods of large-production mill treatment, such as flotation or wet tabling, or of chemically treating industrial minerals, is not included in the scope of this paper, although one of these methods might be, in certain instances, augmented by one or more of the special methods that will be enumerated herein. Description of these special methods will be centered on magnetic separators, electrostatic separators and air flotation or air tables. Magnetic Sepaeatohs In general, separation is achieved by exerting upon a particle some kind of force opposed to gravity, either directly or at an angle. For example, in the Wetherill or cross-belt type of magnetic separator some particles are lifted vertically from the others because they have been exposed to a force to which they respond more readily than particles of lesser magnetic susceptibility. Of course, there is a limitation to this vertical rise, for the particle must be of a high enough susceptibility to receive a magnetic force greater than the 980 dynes per gram of gravitational urge. To overcome this limitation, the induction type of magnetic separator was developed, so that it is only necessary to instill, say, 30 to 60 dynes per gram instead of the 080, to cause a deflection away from the vertical in falling, and that deflection can be used advantageously when falling by inserting a dividing knife-edge. The induction magnetic separator (Fig. 1) has become a fairly well known method of concentrating and purifying. For example, abrasive grain was among the materials that did not respond to the previously best known type of magnetic separator, such as the Wetherill type, and the development of the induction magnetic separator in the plant of a

As MOST of the oil production comes from leased-lands and not fee property, I shall refer to "leases" as covering the producing tracts. To produce oil, leases on land must first be obtained. Well-selected leases are all important. Not many years ago, the location for drilling for oil in wildcat territory was too frequently determined by the nearness, of adequate water and fuel supply, or with a view to cheapness of transportation. To some extent, the "creekology" theory is the result of the number of wildcat tests made near streams, to obtain water for operations. Now, an up-to-date operator will depend on his geologists for his location and, in many cases, will spend thousands of dollars to get water to it. The wisdom of following the geologist rather than the creek has been abundantly demonstrated in the past few years. In vast territories, where dry holes are spotted at intervals of a few miles or less. apart, and by reason of which these territories have been condemned for oil, the geologist is now finding many more spots that are producing large quantities of oil. No better tribute to the work of the geologist can be found than the surface and subsurface work being done in practically all parts of Oklahoma and the development had as a result of this, work. A land department is usually organized by placing in charge a man who is not only acquainted with the oil development, but who is a shrewd buyer, a first requisite for which should be unquestioned integrity. It takes a shrewd buyer to resist the persuasive lease broker, frequently backed by a geological picture from which the oil fairly drips. The geologist can help a lot by being absolutely honest when he makes these pictures; he will also thus strengthen his own cause. A geologist should interpret his own work and put his name behind his interpretation. If he does not he is liable to be misquoted and often discredited, as a result, by some overzealous lease broker giving an interpretation never intended by the geologist.

The present paper describes a number of experiments with fine silver, coin silver, silver-cadmium oxide and silver-nickei-copper compacts, prepared by powder metallurgical methods. The test data are of a preliminary nature, since most of the work was exploratory. Fine Silver Eject of Compacting Pressure on Hardness and Density during Cold and Hot Pressing The cold-welding properties of silver have received considerable attention and the welding characteristics are functions of such variables as: cleanliness of metal particles (impurities and adsorbed gases), chemical nobility of particles, plasticity and hardness, particle assortment, particle shape, particle porosity, apparent density, temperature, pressure, time, recrystalliza-tion characteristics. Chemical nobility, plasticity and low temperature of recrystallization after work-hardening are responsible for the excellent low-temperature bonding properties of silver. Several series of compacts were pressed at pressures of 5, 10, 20, 30, 40, 50, 60 70 and 80 tons per square inch, at temperatures of 32°C. (room temperature), l00°, 2000, 300°, 400°, and 450°C. Silver powder of minus 325-mesh, produced by displacing silver from a nitrate solution by means of copper, was used. The density was calcuiated from accurately measured and weighed compacts. The hardness was measured on the Rockwell F scale. The investigation shows that an increase in pressure promotes a higher density and hardness regardless of pressing temperature, up to a temperature of 400° C. The pressure-density curves at various pressing temperatures are shown in Fig. I, the pressure-hardness curves at various pressing temperatures, in Fig. z. The greatest increase in both hardness and density was obtained in the pressure range of 5 to 20 tons per square inch. A compact from each series was annealed at 300°C. in air, for various lengths of time. The hardness values after annealing are shown in Table I. A minimum hardness was obtained after one hour of annealing. No change in density occurred during annealing. The maximum density was obtained at 80 tons per sq. in., and at this pressure the hardness is equal to that of hard-drawn wrought

The Republic of Mexico is traversed by many mountain ranges, and presents a great diversity of climates, soils and geographical features, yet its grander geographic provinces are few and peculiarly well defined. The Gulf plain, the Cen tral plateau, the Sierra Madre, and the lowland or Tierra Cali ente of the western coast are the main features of the geogra phy of the Republic, and in the northern half these provinces are particularly well defined. The Sierra Madre separates the Republic into eastern and western parts, and from the City of Mexico north to the Texas line presents an almost impassable barrier to east and west travel. On the north, the first wagon road pass from east to west is at El Paso del Norte, the site of the Texan city of El Paso. Southward for many hundreds of miles the Sierra Madre, traversed by well-worn trails, over which all travel from the west coast to the interior must pass, is a stupendous barrier to social and commercial intercourse. The Sierra Madre is commonly described as a range or con geries of mountain ranges. In fact, it is, in Chihuahua at least, a great plateau, fringed by mountains on the east, trenched by deep canons in its center, and bordered by a wild and rugged complex of mountains carved out of the plateau on the west. Professional duties took me across this region from Parral westward to the Gulf of California via Guadalupe y Calvo. As it includes some of the great ore-deposits of Mexico, and its geological features have never, so far as I am aware, been described, I have prepared a diagrammatic section made from my observations on a horseback trip across the Sierra, and added such notes as seem to be of general interest.

The hydrometallurgical processing of an impure zinc oxide fume is described. Flowsheet includes roasting for fluorine elimination and countercurrent leaching to produce a neutral sulphate solution. This solution is combined with zinc sulphide leach solution for subsequent purification and electrolysis. Novel to the neutral leach step is the use of automatic pH control. THE electrolytic zinc plant of the Hudson Bay Mining and Smelting Co. Ltd. was erected in 1929-1930 to process zinc sulphide concentrates produced from ore mined at Flin Flon, Manitoba. Since 1930, production of high purity slab zinc has been continuous. In May 1951, construction of a fuming plant was completed and operations were started to recover zinc from copper smelter reverberatory slag. A second zinc-bearing material in the form of an impure zinc oxide fume was then made available for treatment. Coincident with the construction of the fuming plant, additions were made to the electrolytic zinc plant to recover the zinc in the fume as slab metal. The original plant capacity of 70 tons of slab zinc per day was steadily increased up to May 1951, at which time the daily production averaged 130 tons. With the advent of the fuming plant and the processing of zinc oxide fume, production was stepped up to the present capacity of 190 tons per day. Of this, approximately 48 pct is contributed by the processing of zinc oxide fume. This additional source of raw material has allowed a 20 pct cutback in mining and milling operations, thereby adding considerably to the life of the Flin Flon mine. Zinc sulphide concentrates are treated by the usual hydrometallurgical method. Details of this operation and plant were described by Carr and Reikie in 1935' and Kent in 1951.8 The impure fume is treated in two operations. First, it is roasted to eliminate fluorine. Next, it is subjected to a countercurrent leach with spent electrolyte to extract the zinc as a neutral zinc sulphate solution. During this leaching step, soluble impur-

(Butte Meeting, August, 1913.) THE manifold inconveniences resulting from the absence of a uniform standard of mass for determining the weight of precious stones have long been obvious. This lack has been keenly felt in commercial transactions, and those who have devoted time and research to the study of historic diamonds and precious stones have had frequent occasion to deplore the absence of such a standard in the past. In a paper read in Chicago in 1893, before the International Congress of Weights and Measures, held in connection with the World's Columbian Exposition, the writer suggested dividing the carat into 100 parts, and constituting a standard international carat of 200 mg. ; that is, 5 diamond carats or 20 pearl grains to a French gram, making 5,000 carats or 20,000 pearl grains to a kilogram. He also called attention to the fact that while this would depreciate the present diamond carat or pearl grain only about 2.5 per cent., it would abolish the troublesome discrepancies between the various carat-weights now in use, and could be easily explained and understood everywhere.1 The subject of the various diamond carats, their incongruity, and the resulting confusion as to the correct weights of historic gems when definite records of them are searched for, has been fully treated by me in an extensive study of this subject in The Book of the Pearl.2 To the earnest and unremitting efforts of C. E. Guillaume, Director of the Bureau Internationale des Poids et Mesures at Sèvres, is largely clue the eventual success of this eminently desirable reform, which lie has constantly urged both by articles on the subject and by addresses delivered in Paris before the International Committee for Weights and Measures.3

Surveying and mapping are used to locate and visually portray objects, lines, or areas in relation to a reference point or line. The actual making of the measurements to locate the objects and points falls under surveying while mapping is concerned with putting the survey information into a graphical form. Generally, the type or class of proposed survey depends on the precision required. Some surveys may need only approximate measurements which can be obtained by simply pacing or by using an ordinary measuring tape; others may require much accuracy, thus calling for the use of an engineer's transit or theodolite along with a graduated steel tape for horizontal measurements, or a level and a graduated rod for measuring vertical distances. Mapping is likewise dependent on accuracy requirements. For example, a general layout showing the relative position of surface facilities may not call for a large scale of dimension or great precision whereas for detailed work, a large scale plus care in plotting points and drawing lines and curves are important factors. SURVEYING METHODS There are many kinds or types of surveying methods. Some examples include : land surveying for determining boundaries of land areas; route surveying for locating roads, highways, right-of-way, and haulways; city surveying for laying out lots, streets, and alleys; and mining surveying for projecting mine openings and locating mining operations. See Fig. 1. There are other types of surveying than those named, but in general, the type of method to be used will depend on the purpose for which the survey is to be made.

FUNDAMENTALLY a dredge designed for operating under arctic conditions and particularly when the temperature is below freezing is not greatly different than one for use in more moderate climates. Because of the accumulation of ice it is necessary to design suspension units to carry an increased weight when ice forms on the digging ladder or stacker. Winch room and house must be made with double walls and insulated. The dredge must be heated either by steam or by circulating warm air electrically heated. The stacker must be covered and heated to avoid having the drive units frozen tight. Actually the worst trouble that might develop in a stacker, because of cold weather, is the freezing of spilled material and ice accumulation on the head pulley and the underside of the belt. For this reason, stackers are completely enclosed and the pan kept open to get rid of any spilled material and to prevent overloading. Since the stacker is the most vulnerable place on a dredge in cold weather, heat is turned on there long before it is necessary any other place on the dredge. The principal points of interest in' connection with dredging, under subfreezing conditions, concern the preparation of the ground being dredged and the frozen ponds. In the interior of Alaska, and also in the Yukon territory of Canada, most of the gold bearing gravel deposits are permanently frozen and they are also covered by variable thicknesses of fine grained sediment, locally called muck. The better pay areas in this frozen ground have generally been worked by the earlier miners who sank shafts to bedrock in the frozen ground, then drifted in four directions and dug out the areas between the drifts as they re- treated toward the shaft. They thawed only the area they were excavating, doing so with steam from wood-fired boilers, and hoisted pay gravel to the surface for subsequent washing.

They tnust thank him for the vast array of $acts he presents, and for having given them sixty-four analyses with which to combat his own conclusions and to establish their own, which are entirely opposite to his. In Dr. Duclley" discussion of his former investigation, at the Pittsburgh meeting, he said, "If you do not like my conclusions, draw your own conclusions." I have studied his last paper as thoroughly as the limited time since I received it would adruit, and have drawn some concluvions which I will first state, and then attempt to demonstrate. Mineral fillers are relatively inert chemically under the conditions of use but have physical properties* that modify those of the materials • The properties. uses, and other data on 15 classes of important *The pro listed in the second edition of Industrial Minerals and Rocks.l A third edition of this reference is in preparation. in which they are incorporated. The mineral fillers considered in this article are asbestos, barite, clays, diatomite, crushed limestone, limestone whiting and lime, mica, silica, talc and soapstone, and pyrophyllite. Slate and stone, other than limestone and its derivatives, are excluded because, even though used in large quantities, they are exceptionally low-cost materials generally produced close to the area where they are used. Carbon black is excluded because it is manufactured from natural gas and more than 90 pct of the output is used in rubber; hence the factors for estimating requirements are easily evaluated. OVERALL GROWTH FACTORS Table I gives the population, retail sales, and value added by manufactures in the U. S. and in the eleven western states in 1954. These data are rough guides to the proportionate part of total U. S. markets for products containing mineral fillers that may be expected in a given area. For example, the population of the eight Mountain states in 1954 was 3.6 pct, and retail sales in these states were 3.8 pct of the U. S. total, but the value added by manufactures was only 1.3 pct of the U. S. total. On the other hand, the three Pacific Coast states, with 10.3 pct of the total population, had 12.0 pct of the retail sales and produced 9.6 pct of the value added by manufactures. On an industry-by-industry basis the correlation between the three guideposts will not be as close as shown in the 1954 data for the Pacific Coast states, but in the long-term view the continuing rapid population growth in the western states is certain to result in expanded industrial production at an even more accelerated pace, which will shorten the gap between local consumption and production in most major groups of manufactured consumer goods. Of course, there will always remain favorable areas for production of specific products. Such special situations must be individually analyzed. Fig. 1 compares the population trends in the U. S., the western states, and California with Real Gross National Product from 1910 to 1957, with forecasts to 1970. It is estimated' that the U. S. In the past few years a great deal of preeise information has been obtained about the relation of natural gas to oil production1. The improvement of our understanding has been of great value, both in prolonging the life of wells and in providing a much needed technical background for the legal problem of proration. But there are two principal aspects of the problem of production. It is necessary to consider not only the energy available, in the form of compressed and dissolved gas and in the pressure of driving water, but also the tenacity with which the sandstone holds the oil. The amount of oil that each sand condition will produce under given conditions of gas content should be determined. Hitherto the effect of the sand has been judged by a study of the flow of each well coupled with a procedure for extrapolating the production curve; hut, as is well known to evaluation engineers, such production curves are subject to changes that are not well understood, and often are affected by outside disturbances. On the whole, the concept of "potential production" is vague principally because the influence of the sand in production is not known beyond the simple ideas of porosity and permeability. The permeability is a quantity that has only inference value where mixtures of gas and oil or of gas, oil and water are present. Excellent studies of the production of oil from reservoirs packed with unconsolidatcd sand are available2, but these studies treat largely of small-scale analogzes to a producing field, and the conclusions to be derived from them arc necessarily of a qualitative character because it is not known in what way these miniature oil fields resemble large ones.

For relative gravity measurements, the author in 1918 described an instrument1 of which the essential part consists of a highly astatized, standing pendulum turning about a horizontal elastic axis. This type of instrument has been used recently in practical field work, therefore a description of its principle and technical development is given herein. Part I, describing the principle, is a direct translation of the original Swedish paper.1 Part II gives an account of the practical elaboration of the instrument, together with some description of measure-ments performed.

The application of scientific methods to the investigation of natural laws and to the conduct of the useful arts which are founded upon them, is year by year mitigating the asperity and enlarging the outcome of human endeavor. More notably, perhaps, are these the facts in that system of productive and constructive arts of which engineering is the general name. In metallurgical engineering especially, within the period of our own recollection, how rapid has been the rate and how wide the scope of progress: the scientific discovery and mining of metalliferous veins; the economical separation and reduction of ores of every grade; the production and regulation of high temperatures; the varied improvements in the manufacture of iron, in saved heat and work, in uniformity and range of products; and, most important of all, the creation and the utilization, to be counted by the million tons a year, of the cheap constructive steels. Wonderful as this range and degree of development may appear to the public eye, the close and thoughtful observer must, nevertheless, conclude that neither the profession nor the craft of engineering may congratulate themselves too complaisantly, but that they should rather acknowledge to each other the embarrassing incompleteness of the union between engineering science and art. There is a small school of philosophers whom we may designate as original investigators, men who come close to nature, who search into first principles, and who follow that scientific and therefore fruitful method by which the relations of matter and force are discovered, classified, and brought within the reach of practice. These wonderful men do not indeed create the laws of nature, as they sometimes almost seem to, but they go up into the trembling mountain and the thick darkness and bring down the tables upon which they are written.

The design and construction of cross-country pipelines for fluids such as crude oil appears relatively simple compared to the complex problems encountered in slurry systems. Considerable effort has been expended in hydraulic research laboratories in an attempt to improve the understanding of slurry behavior. This effort has been rewarded with considerable success and is best illustrated by the large number of slurry systems now planned or under construction. However, slurry transport in pipelines is still, in many instances, more of an art than a science. In order to minimize the risk factors in the construction and operation of large scale slurry systems, studies are frequently conducted in pilot scale test loops such as the one at the Colorado School of Mines Research Institute. The pilot scale projects are designed to provide the basic engineering data necessary to design slurry transport pipeline systems. Usually three slurry solid concentrations are pumped at various line velocities and optimum slurry densities and velocities are determined. Critical velocities, friction head losses, power requirements, and so forth, are also determined from measurements and calculations. Wear tests are also strongly recommended and anticipated pipe wear rates in inches per million tons of solids reported.
