ONE of the interesting questions in the understanding of the reaction of iron with oxygen is the kinetics and the mechanism of the crystal structure changes occurring in the formation and breakdown of the oxide film. In a recent work' the electron diffraction method was applied to the study of the solid phase reactions occurring internally in the oxide film on iron above 570°C and under vacuum conditions. The higher oxides which form under oxidizing conditions are reduced internally by the diffusion of iron into the oxide leaving the bulk of the oxide FeO (wüstite). This paper will ask and consider three questions. These are: (1) What is the nature of the depressed transformation temperature for the Fe3O4 + Fe ? 4Fe0 reaction in very thin oxide films?; (2) What is the mechanism of the forward transformation of Fe3O4 to FeO at or near 570°C?; and (3) What is the nature and mechanism of the slow reverse transformation of FeO to Fe3O4 and Fe below 570°C?. The composition of the oxide as well as its electrical, magnetic, mechanical, and chemical properties depends upon the kinetics of these reactions. Literature Survey The composition of the oxide film on pure iron at temperatures up to 570°C has been studied extensively by the electron diffraction method. Nelson,' Jackson and Quarrell,3 and Gulbransen and Hick-man4 have shown that Fe3O4 and a-Fe2O8 are formed in the temperature range of 225" to 570°C, while y-Fe,O, is most likely formed below 225°C for long oxidation times. In very thin films FeO (wüstite) is found to form at temperatures as low as 400°C, and its existence depends essentially upon the extent of initial oxidation. FeO is not found in the formation of thick films below 570°C. On the other hand X-ray5 and micrographic8 studies show that Fe3O4 may exist as the main com-ponent in thick films up to 650°C, well above the equilibrium temperature for the reaction Fe3O4 + Fe ? 4FeO. The kinetics of the forward and reverse trans-formations of the reaction Fe3O4 + Fe ? 4FeO have not been studied in oxide films. However, analysis of the data of Gulbransen and Hickman4 on the heat-ing and cooling of iron oxide films of known thick-nesses in high vacua shows that the forward reac-tion proceeds rapidly even for a 4000 A film at temperatures of 575" to 600°C. The reverse reaction or decomposition of wüstite (FeO) occurs at tem-peratures below 450°C. Thus, there appears to be a slow process in the decomposition which is in marked contrast to the rapid forward reaction. The decomposition of a bulk sample of FeO free from the metal has been studied extensively by Chaudron, Benard and coworkers using the micro-graphic, X-ray diffraction, and thermomagnetic methods. Chaudron7,8 first observed that the de-composition of FeO (wüstite) below 570°C occurs by the reaction 4FeO ? Fe3O4 + Fe. Later work by Chaudron and Forestier5 showed that the rate of de-

RECENT developments in the Turner Valley gas and oil field, 40 mi. southwest of Calgary, Alberta, have indicated a large producing crude-oil area. Drilling be¬gan in Turner Valley in 1913 but no major developments took place until the fall of 1924, when Royalite No. 4 well at a depth of 3740 ft. in the upper part of the Paleozoic (Mississippian) limestone obtained a production - of 20,000 M cu. ft. of gas with a content of about one imperial gallon of naphtha (73° A.P.I.) per M cu. ft. This well produced as much as 600 bbl. of naphtha per day, and until abandonment in 1934 produced 911,313 bbl., which together with the gas sold was valued at about $5,000.000.

As already announced, the Arizona Meeting of the Institute is to be held from the 18th to the 25th of September. There will be a special train from New York City to Arizona and return, to take members and guests of the Institute to the meeting. The Committee in charge consists of Walter Douglas, Chairman, Cleveland E. Dodge, John C. Greenway, Arthur S. Dwight and Julius Kruttschnitt, Jr., and while the plans of this Committee are not complete, it may be announced that the train will be run with the requisite number of Pullman, dining and baggage cars to accommodate those who desire to go, which will accompany the party during the entire week of the Arizona Meeting as per the following program, including, of course, the visit to the Grand Canyon. As soon as details have been worked out, a circular will be issued giv¬ing full information concerning the trip.

AT the meeting of the Iron and Steel Division at Cleveland, Sept. 10-12, the morning of Thursday, Sept. 12, has been set aside for an excursion to visit the ore docks, blast furnaces, and steel plants. A special train, made available through the courtesy of Appleton Cleveland, general superintendent of the Pennsylvania Railroad, will leave the siding near the Auditorium at 8.35 a. m. The trip will be free, but tickets must be' obtained in advance at the booths for registration for excursions at the Auditorium. An hour will be spent at the docks, an hour at the Central blast furnaces, and two hours at the Cuyahoga works of the American Steel and Wire Co. A buffet luncheon will be served, with the compliments of the Pennsylvania Railroad Co., on board the train en route. At the Tuesday morning session, Sept. 10, a motion picture showing the operations in making wrought iron by the Aston process will be shown for the first time.

The Minister of Geology of the Soviet Union P.Ya. Antropov, recently visited China and claims that this country occupies one of the foremost places in the world in reserves of tin, tungsten, molybdenum, antimony, iron ore, coal, and phosphates. Occurrences of economic value of chromite, nickel, gold, beryllium, tantalum, niobium, rare earths, and asbestos have also been reported. MINERAL RESOURCES Coal: The inferred reserves of coal are estimated at at 1,500 billion tons. A considerable part of the coal reserves is represented by coking coal, 80% of which is bituminous. Thicknesses of coal seams range up to 150 ft in the principal deposits located in northern and northeastern China. The total output of coal in 1958, 270 million tons, was produced by an army of 20 million people mainly in small mines operated by the agricultural communes. ALL, strangers visiting this district are struck with the peculiar manner in which the pig-iron is graded. There are eleven regular grades, besides which, when gray forge is ordered, one-half of Nos. 1 and 2 Mill are shipped. Occasionally there is another grade Known as Silver Mill, which is made so seldom that I cannot describe it, and have no sample to exhibit. Most of you have found it difficult to grade properly and uniformly under the simpler system which obtains elsewhere, and can consequently readily imagine the increased difficulty with us. Each furnace employs an " expert," and even with this precaution, the system is not conducive, at all times, to amicable relations between buyers and sellers. I am told that it was adopted at the time Southern irons were seeking a market; but it still remains, although the time has come when our iron is sought for and has obtained for itself a place in the markets of the country. The grades are as follows:

Minute of the Board of Directors, Jan. 26, 1917 In the name of all the members of the American Institute of Mining Engineers, this Board extends to. Mr. Herbert C. Hoover, an honored Vice-President of the Institute, on the occasion of his present temporary return to his native land, the cordial welcome of his colleagues, and their congratulations upon the noble work splendidly done by the Commission for Relief in Belgium of which he is the head. It is understood that a leading purpose of Mr. Hoover's visit to America at this time is the collection of additional funds, to be administered by his Commission in the care of the destitute children of Belgium. To this enterprise endorsed by both the belligerent parties, as well as inspired by the purest and tenderest sentiments of humanity, contributions are solicited from engineers, especially through an organization known as the "Belgian Kiddies Limited," which this Board, heartily approving its object and method, recommends to the consideration of the members of the Institute. On motion duly seconded it was unanimously VOTED.-That this minute be spread upon the record of the Board, and published in the Bulletin, and that a copy thereof be transmitted to Mr. Hoover, and to the San Francisco Section of the Institute.

Establishment of a Bureau of Mineral Research at the Michigan College of Mining and Technology, initiated by the State of Michigan with legislation in 1951, is moving toward realization. The Michigan Legislature appropriated $24,000 to cover preliminary costs of plans and specifications for "engaging in a broad, widespread study of the beneficiation of lowgrade ores, of ore dressing, and all the problems of metallurgy that enter into such a program." Ralph C. Calder, of Detroit, who designed Michigan Tech's campus buildings, is preparing plans for the proposed Ores Research Building. Members of the college staff, Professors F. J. Tolonen, W. E. Keck, and Research Engineer Paul Jasberg are assisting in preliminary planning. C. Harry Benedict, retired chief metallurgist of Calumet and Hecla and a member of Michigan Tech's Board of Control, is assisting with technical details. Professor Nicholas Manderfield, head of the department of Mineral Dressing, was assigned to visit other research installations and suggest plans for the Bureau.

At the meeting of the Board of Directors held on October 25, the reports of the Treasurer and the Nominating and Finance Committees were received. Thirty-five members, seven associates, and six junior associates were elected; one change of status front junior associate to member was granted; six members were reinstated; and one resignation was accepted. An extension of' time was granted to fourteen members. The dues of forty-seven members were suspended on account of their being in active service. The application for formation of a Houghton Section was granted and the president was authorized to appoint a committee on organization. The courtesies of the Institute were extended to visiting engineers of France, Great Britain and Italy who are at present in the country on war missions. Votes of thanks were extended to the Committees of the .Milwaukee meeting. The proposed Survey of Engineering Organizations by Engineering. Foundation was approved. The Secretary was authorized to publish in the Bulletin an appeal from the American Ouvroir Funds. A petition signed by 110 members of the-Institute to change the name of the Institute was presented. Treasurer George C. Stone resigned on account of contemplated absence from the city, and George D. Barron was elected Treasurer in his place. Mr. Alexandre Gouvy, a distinguished French engineer, then addressed the Board.

The highest compressive strength cement has the highest bond strength in tests in which the cement is subjected to a confining pressure. After perforating, the bond strength is reduced to nearly zero when the pipe is supported by weak cement. Perforating does not affect the bond strength, however, when the pipe is supported by strong cement. Pipe supported by weak cement is damaged by perforating with expendable capsule jets, but is not damaged by perforating with the hollow carrier gun. High strength cements are recommended for oil wells that are to be perforated. Introduction The purpose of this work is to determine the effect of jet perforating on the bonding strength of oilwell cement at simulated down-hole conditions. Bond strength is a good criterion for determining the effectiveness of cement in performing its main function, i.e., that of isolating zones. According to the literature on the subject, the optimum cement strength for perforating is low and should not exceed 2,000 psi compressive strength. This conclusion was based on the appearance of bullet and jet perforations in neat and gel cements largely done in the absence of a confining pressure more than 15 years ago. Discussion Literature A relatively weak cement has been recommended in the literature as having optimum properties for perforating. In 1947, Oliphant and Farris tested bullet perforating of neat cements at various curing times.' Some of the tests were made at down-hole conditions. They reported that the optimum cement strength for perforating was about 2,000 psi compressive strength. Enlarged holes occurred when strength was too low, and the cement shattered and cracked when the strength was too high. In 1951, Morgan and Dumbauld tested bullet and jet perforating of neat and gel cements at surface conditions.' They reported that optimum cement has a compressive strength less than 2,000 psi. In their tests at atmospheric pressure, high strength cement shattered and cracked when perforated. Thus, the optimum cement strength was based on the appearance of neat and gel cement after perforating. In 1953, Clark showed a relation between cement strength and fluid shutoff.' He concluded that a 500 psi compressive strength is required for good fluid shutoff and that maximum bonding ability is developed at approximately 1,000 psi compressive strength. In 1964, Bell and Shore invalidated most of the conclu sions by the previous authors when they demonstrated that atmospheric pressure tests cannot be used to determine casing deformation and damage that will result from perforating under down-hole conditions.' They showed that the higher the hydrostatic pressure, the more restricted will be the expansion of gases generated by the charge. Less casing deformation and damage occurs under down-hole conditions than at atmospheric pressure. In recent work, Bearden et al. reported that jet perforating at surface pressure with the hollow carrier gun caused the cement sheath to shatter and crack.' The perforating, however, did not seriously affect the pressure required to leak past the casing cement bond. Only three cementing mixtures were tested, and presumably they had strengths in excess of 2.000 psi. Bearden et al. also reported that the hydraulic bonding strength increased as the compressive strength increased. Their hydraulic test showed that approximately 1,000 psi pressure is sufficient to break the casing cement bond for a well aged neat Portland cement sheath. Unfortunately, the tests were not run with a confining pressure, so Bearden et al. were merely measuring the strength of their outer 8%-in. casing. In our investigation, we measured the hydraulic bond strength of cement to pipe under a confining pressure and found that the bond strength was not limited to 1,000 psi. Cement Bond The bond strength is a good criterion for measuring the effectiveness of cement in performing its main function, that of preventing interzonal communication of fluids behind the casing. Measuring bond strength after perforating should be a good quantitative method of determining optimum cement properties, and should be a better method than that used by previous investigators,11 ' who simply observed the appearance of the cement after perforating.

THE relative importance of mineral production in British South Africa is about as follows: Gold, $200,000,000; diamonds, $40,000,000; coal, $18,-000,000; asbestos; $3,000,000; chrome ore, $2,000,000. In 1926 the gold mines paid $42,000,000 in dividends, the diamond mines $13,000,000, coal nearly $3,000,000, others less than $500,000. The recorded history of South Africa starts with the visits of the Dutch and the English in the sixteenth century, followed by the settlement of Cape Colony by the Dutch East India Company in 1651: The English acquired Capetown in 1806 and conflicts between English and Boers were a part of the history, from that, time on. Transvaal was settled in 1835, following the Great Boer Trek. The mining of diamonds became im-portant in 1870; the production of gold from the Rand in 1890;' the export of chrome ore in 1910; and the dis-covery of platinum in 1925. South Africa has a race problem, resulting not alone from the disparity of numbers between whites and natives, more than seven blacks to each white, twenty to one in Southern Rhodesia, and three. hundred to one in Northern Rhodesia; but because of the division of the white race between English and Cape Dutch or Afrikaans. The natives are also of many tribes.

The growing popularity in the United States of the vertical-flue even was emphasized when in 1905 the United States Steel Corp. chose the Koppers oven as the type which best suited their requirements. Heinrich Koppers was born on November 23. 1872. at a small farm in Walbeck near Geldern on the lower Rhine. When young Koppers was eight years old, however the family moved away from the farm to the industrial city of Bochum in the Ruhr. Here Koppers attended public school and subsequently served an apprenticeship to a tinsmith before taking a job as a lathe operator with a local steel company. He had ambitions to be much more than a machinist, however, and used his week-ends and evenings to improve his theoretical background by taking courses at a vocational-training school in Bochum. After winning the highest honor the school could bestow (the silver Staats-medaille), Koppers went on to continue his education at the Rheinisch-Westfalische Hüttenschule in Duisberg. One of his teachers there, Fritz Wüst who later became a professor at the Technische Hochschule at Aachen, recognizing Koppers' unusual abilities, predicted for him a great future. In 1894 Heinrich Koppers joined the firm of Dr. C. Otto and Co. in Dahlhausen, and in 1899 while superintendent of the Mathias Stinnes mine he built his first battery of ovens for Hugo Stinnes, the German industrialist. Two years later he started his own organization, and in 1902 he made Essen his headquarters. It was to Essen that a group of engineers from the United States Steel Corp. went in 1906 with an invitation to Koppers to design and supervise the construction of four batteries of ovens at the Joliet works of the Illinois Steel Co. Each battery was to consist of 70 ovens. Arriving in the United States in 1907, Koppers established a branch of his firm in Joliet, and construction began. The first battery was fired on July 27, 1908. Rugged and simple, these ovens incorporated basic design features which were to make the Koppers oven and its future modifications the choice of a very large segment of the by-product coking industry of America. The 280 ovens at Joliet were 35 ft long, 8 ¾ ft in height, and tapered from 21 to 17 in. The total daily capacity of the four batteries was 2240 tons of coke. The ovens were of the new cross-regenerative type; that is, instead of longitudinal regenerators serving an entire battery, as in the older Koppers ovens, cross regenerators for each separate oven were employed. Fuel gas was supplied from the side of the battery through ducts in the brickwork known as gun flues, which reached to the center of the battery under the vertical heating-flues. Removable, ceramic gas-nozzles fitted at the top of each gun flue helped to insure good control over the distribution of the fuel gas, and uniform heating conditions were also promoted by regulating the air supply to, and the suction in, each heating flue. A different refractory w& used for each battery. One was built of American silica brick, one of American quartzite, and two of imported German quartzite. The installation at Joliet proved to be very successful, and in 1911, 490 additional' Koppers ovens were built for the Illinois Steel Co. at the great new steelworks at Gary, Ind. By 1912 the H. Koppers Co. had established its headquarters in Chicago and was rapidly extending its business to include construction for such iron and steel companies as the Woodward Iron Co. at Woodward, Ma. (80 ovens in 1912); the Tennessee Coal, Iron and Rail- road Co. at Fairfield, Ala. (280 ovens in 1912); the Inland Steel Co. at Indiana Harbor, Ind. (86 ovens during 1913 and 1914) ; and the Republic Iron and Steel Co. at Youngstown, Ohio (68 ovens in 1913). In 1914 a group of men in Pittsburgh bought a major shareholding in the H. Koppers Co., and moved the headquarters of the organization from Chicago to their own city. Under its new management the company was highly successful in obtaining a large share of the contracts for by-product installations built during World War I. The President was authorized to appoint. a liaison committee to cooperate with the American Mining Congress in respect to the establishment of a Secretary of Mines and Mining in the President's Cabinet. He appointed Edwin Ludlow, Chairman; Mark L. Requa, and J. E. Johnson, Jr. It was resolved to accept the invitation from the Chicago Section to hold the. 120th meeting of the Institute in Chicago during the week of Sept. 15, 1919. The action of the Executive Committee in appointing Past President E. Gybbon Spilsbury as representative of this Institute to visit France upon the invitation of the Société des Ingénieurs Civils de France was approved. The final budget for 1918 was approved. Tile President was authorized to appoint a committee, of three members, on the Development of Activities of the Institute. The committee was requested to report at the February meeting of the Institute, and the Secretary was requested to invite each local section to have a member present to discuss the subject. The President appointed J. W. Richards, Chairman; P. N. Moore, and Allen H. Rogers. Thirty-six members, ten associates, and five junior associates were elected; one change of status from associate to member was granted; two members were reinstated; and eight resignations were accepted. An extension of time was granted to nine members. The dues of eight members were suspended on account of their being in active service.

One of the results of the work of the Committee on Precious and Base Metals is that the present Bulletin is as large as some of. the annual volumes of Transactions of the Institute, and we extend our. compliments and thanks to the Committee and express to the members thereof and to. the authors, who have so bounteously given of their time and information, the. sincere gratitude of the Institute. In order to get all these papers printed and distributed to the membership in advance of the meeting, it was necessary to divide the work between two printers. This accounts for the discrepancy in the pagination of the Bulletin; and we also ask the indulgence of our readers in case errors have crept into this preliminary edition during the period of unusual pressure. Program of the Butte Meeting.-The program of the Butte meeting will include six technical sessions for the presentation and discussion of papers and five half-clay visits to mines and metallurgical works. The following program is practically in final form, with slight additions which may be necessary later. Every effort will be made to have papers presented and discussed on scheduled time, so that members who are unable to attend the entire meeting may so plan their trip as to hear and discuss papers in which they are especially interested.

Carlisle: This is August 1960 and I am sitting across the table from Henry DeWitt Smith. We both took the mining course at Yale the same year; and here we are, over fifty years later, at Nantucket Island where we have spent quite a number of summers together. Now, let's start the questions with something about the center of your career. Let's say Tsumeb; not about the mine itself which people know, but some of the details on how you happened to take it over for Newmont. Mr. Smith: I first heard of Tsumeb, a famous German mine, through our own associates O'okiep Copper Co. From 1935 on, the local management at O'okiep, being reasonably close, kept the New York office informed. It served as a listening post for new mine development, as well as being a highly profitable copper mine in the northwest Cape Colony. We had all known of a famous German mine in South West Africa called Tsumeb. But it had a reputation for not welcoming visiting engineers. One engineer who went to this property for the Ministry of Supply in 1943, '44 and '45 was Arthur Storke. He was much impressed with possibilities of profitable operation. This mine had been operated by a German company since 1910. It was finally taken over by the Custodian of Enemy Property for the Union of South Africa.

The manufacturing and domestic consumers of anthracite are beginning to realize the fact more fully, that the coal purchased for any one year does not seem to burn so freely, does not fire with so little trouble, and does not last so long as that purchased during other years, or vice versa. Where coals of different sizes, or from different districts, are offered to the trade by the same or competing salesmen, the question suggests itself, which shall we buy ? Among housekeepers, who are the most numerous class of consumers, though on the smallest scale, distinction is seldom recognized among these anthracites. By other consumers the coals are grouped into those which, when burned, will produce either a white or a red ash, special qualities being arbitrarily attached to each. Others, again, know only of three varieties : (1) Those from the WYoming and LacKawanna fields, or the coals shipped from the northernmost basins over the railroads running through northeastern Pennsylvania direct to New York—notably, the Delaware. Lackawanna and Western, Delaware and Hudson, and Erie railways; (2) those shipped by the Lehigh Valley Railroad and the Lehigh and Susqaehanna division of the Philadelphia and Reading Railroad down the Lehigh Valley ; and (3) those shipped over the main line of the Philadelphia and Reading Railroad down the Schuylkill Valley. In special localities, where a favorite coal is largely used, the consumer will speak of one class, composed of his favorite coal, which possibly comes from two or three collieries, with a total aggregate annual production of less than a million tons; and of a second class, composed of the coals from all the other collieries in the anthracite

DURING the past five years we have probably witnessed greater technological advances than in any similar period. Industry and science have steadily marched ahead. The makers of iron and steel products have watched with great interest the development of stream-lined trains, faster and safer airplanes, the entirely new science of air-conditioning and the widespread use of stainless steels. Since 1930, we have witnessed the erection of the world's largest suspension bridge, the largest and fastest ocean liner and the spectacular Boulder Dam, while even greater things are planned in these particular fields. Other industries, too, have been moving ahead rapidly. This advance in a few years has been caused primarily by the fierce competition of the depression. Now, more than ever, is the emphasis placed upon quality and service. Physical characteristics are becoming of increasingly greater importance. The introduction of triple-skimmed, slow-cooled iron several years ago was the first step in this direction. Now there are a few customers who buy iron by chemical analysis and physical appearance, having found that the analysis alone is an insufficient guide to their requirements.

DURING the past five years we have probably witnessed greater technological advances than in any similar period. Industry and science have steadily marched ahead. The makers of iron and steel products have watched with great interest the development of stream-lined trains, faster and safer airplanes, the entirely new science of air-conditioning and the widespread use of stainless steels. Since 1930, we have witnessed the erection of the world's largest suspension bridge, the largest and fastest ocean liner and the spectacular Boulder Dam, while even greater things are planned in these particular fields. Other indus-tries, too, have been moving ahead rapidly. This advance in a few years has been caused primarily by the fierce competition of the depression. Now, more than ever, is the emphasis placed upon quality and service.
