DURING the past five years we have probably witnessed greater technological advances than in any similar period. Industry and science have steadily marched ahead. The makers of iron and steel products have watched with great interest the development of stream-lined trains, faster and safer airplanes, the entirely new science of air-conditioning and the widespread use of stainless steels. Since 1930, we have witnessed the erection of the world's largest suspension bridge, the largest and fastest ocean liner and the spectacular Boulder Dam, while even greater things are planned in these particular fields. Other indus-tries, too, have been moving ahead rapidly. This advance in a few years has been caused primarily by the fierce competition of the depression. Now, more than ever, is the emphasis placed upon quality and service. Makers of southern merchant pig iron have been no exception and have been confronted with increasingly strict chemical specifications and with much greater stress on physical characteristics than ever before. For example, sulfur in the iron must be held very low, competition demanding that it be in the 0.020's and low 0.030's; silicon content must be held within a very narrow range, and definite requirements of phos-phorus and manganese are an essential part of the specifications. Physical characteristics are becoming of increasingly greater impor-tance. The introduction of triple-skimmed, slow-cooled iron several years ago was the first step in this direction. Now there are a few customers who buy iron by chemical analysis and physical appear-ance, having found that the analysis alone is an insufficient guide to their requirements.

White, "The Mining Town," Alta California August 18,1873 INTRODUCTION One of the most important aspects of mineral enterprises of US corporations is the influence of the depletion allowance on cash flow. This allowance permits mineral producers to claim sizable federal income tax deductions not available to other industries, and these deductions significantly increase cash flows in mining. In the past several years the minerals depletion allowance has come under increasingly heavy fire from many sectors as a tax loophole that deprives the federal government of large amounts of revenue. One estimate of the loss of tax dollars in 1968 was $2.25 billion due to depletion deductions and intangible expenses in the oil industry. Largely on the basis of such arguments, the Tax Reform Act of 1969 reduced percentage depletion rates for a number of minerals, and the Tax Reduction Act of 1975 totally eliminated statutory depletion for most oil and gas. In regard to percentage depletion for hard minerals, the federal government has estimated its resulting loss of revenue at $1.75 billion for 1980. The TEFRA legislation of 1982 further reduced the statutory depletion allowance available to iron ore, coal, and lignite beginning in 1984. Thus, it is clear that minerals engineers and managers should have a thorough knowledge of the origin, evolution, justification, and computational procedures relating to the depletion allowance. ON Sept. 24, 1875, a remarkable deposit of silver ore was discovered by James Ryan and Samuel Hawkes at the east base of Grampian Hill in central Beaver County, Utah.. A shaft was begun and had been sunk about 30 ft. in ore when the claim was sold on Feb. 17, 1876, to A. G. Campbell, Matthew Cullen, Dennis Ryan, and A. Byram for $25,000. To them is due the credit of having developed the mine and started the district on the road to its present state of prosperity. Their development resulted in proving the vein to a depth of over 280 ft. and about 2500 tons of ore was extracted and turned into bullion. In February, 1879, the mine came into the possession of the Horn Silver Mining Co., and since then over $65,000,000 worth of ore has been taken from the mine. Two smelters were built in 1878, near the mine; 400 men were employed underground, and 1000 on the surface, burning charcoal, hauling wood from the surrounding hills, and freighting and hauling hay for the hundreds of horses used in the work. With some difficulty we framed the picture of the village on the mountain getting in the railroad bridge and tunnel at the base. It was a charming scene of red-tile roofs on a green mountain in the golden autumn sunshine with the black hole of the railroad tunnel looking like something out of the movie, "The Train." We clicked the shutter, advanced the film and started back to our rented Audi. At which point there was a hail from the other side of the railroad bridge. A man in uniform was brandishing an object in the air which looked suspiciously like a rifle. We peered around. We were the only other persons in view. He must be yelling at us. He was now closing the distance at a brisk, determined gait but was still 100 yards away. The car was handy but the road was straight, paralleling the railroad tracks for some distance. We dismissed the idea of running for it. Who knows, he might shoot. When he came up we didn't have much of a conversation because it had taken us a week to learn three words of Yugoslavian-zhiveli, long life, huhvalla, thank you, and schlivavitza, the national drink (plum brandy). None of these seemed appropriate. We got the Idea that photographs of railroad tunnels and bridges were prohibited. The guard, for such he seemed to be, took the Audi plate number, administered a last scowling reprimand and stalked off. This incident was the only one in a 15-day visit to Yugoslavia which we would have associated with "Iron Curtain restrictions."

TO my mind the National Bituminous Coal Act so far has proved one of the unhappiest experiences that has ever befallen the bituminous coal operators of the United States. Viewed in the light of its ugly consequences everyone should recognize this measure for what it is -a weird thing as unreal as a page from "Alice in Wonderland." Indeed it might be another stanza to the tale of the Walrus and the Carpenter, with the coal operators in the role of the unfortunate oysters who were taken on that memorable ramble. It is time that coal producers open their eyes, jerk themselves out of any lingering hypnotic optimism about the price-fixing provisions of this law, demand the repeal of these corroding clauses, and then set about remedying as best they can the disastrous effects of this retromingent scheme to regulate the coal business.

(Cleveland Meeting, October, 1912.) ALMOST half a century has passed since the Siemens brothers, after tedious and costly experiments, finally began the manufacture of open-hearth steel. The furnace of that time was very small, having a hearth-capacity of from 3 to 4 tons, and we can appreciate the wonderful development that has taken place in those 50 years by the knowledge that to-day furnaces of 50 times the original capacity are in operation. As the new steel process assumed importance, and furnaces began to grow in number and in size, a question arose, to which no satisfactory answer has ever been given, and that was: ?What is the safe and economical limit of the open-hearth furnace?" Various stopping-places have been suggested, and 20, 30, 40, and 50 tons have each been advocated, but all such arbitrary restrictions have been passed, and 60 tons would probably represent the average furnace, although in a few instances from 70 to 80 tons are regularly tapped into one ladle. The furnaces which are the subject of the present paper have gone far beyond even these limits, and since, in my opinion, they mark another step in the progress of open-hearth steel, they will be considered fairly and frankly, in order that those to whom the matter may be of interest may be able to judge and form their own Conclusions. Short accounts of the work of these furnaces have appeared from time to time in various technical journals, of which the following is a brief résumé. These furnaces are the property of the Phoenix Iron Co., of Phoenixville, Pa., and their distinctive and important feature is, that they charge to twice the capacity of one ladle, and tap simultaneously into two ladles, with a device for controlling the flow into either. In this way the capacity of the furnace is not limited, as formerly, but heats of any size within the capacity of two ladles may be charged.

T HE Board of Directors of the A. I. M. E. held a meeting at Institute headquarters on Jan. 28, 1921. There were present 10 directors and 14 guests, the secretary and the assistant secretary. The following actions of the Executive and Finance Committees were approved: Wilkes-Barre Meeting, Sept. 12 to 17, 1921; authorization of Oregon Section; authorization of Upper Peninsula Section; appointment of Philip W. Henry and Thomas H. Leggett on special committee on Code of Ethics; and presentation of five copies of Raymond Memorial Volume to T. A. Rickard, who edited it. The By-Laws of the Ohio Section were approved. The resolutions in reference to the payment of certain contributions and assessments to the Library Board of the United Engineering Societies, adopted by the Board of Directors on June 27, 1919, were rescinded, and the resolution adopted that the income of the James Douglas Trust of $100,000 be paid over to the Library or otherwise applied by it for the purpose of maintaining the Scientific Library of this Institute in such manner as may be deemed advisable in furtherance of the purposes of such trust, and that said income shall be paid on account of and included in. the assessment levied by the United Engineering Societies on the Institute for the maintenance of the joint libraries of the Founder Societies.

THE sessions of the Institute were opened on Tuesday evening, October 26th, at Garrett's Hall, by Mr. Charles A. Otis, Chairman of the Local Committee of Arrangements, who welcomed the Institute to Cleveland, and introduced Col. Charles Whittlesey, who ad¬dressed the Institute briefly on the coal deposits of Ohio. Col. Whittlesey described the situation and character of the coal-beds of the State, and gave a short history of the use of raw coal in the manufacture of pig-iron, and spoke of the excellent quality of metal produced. The aid that a body of scientific miners and metal¬lurgists were capable of giving in the development of coal and other mineral resources was dwelt upon, and the hope expressed that the visit of the Institute to Cleveland might be profitable as, well to its members as to the citizens of the State. The President, Mr. A. L. Holley, responded to the welcome of Mr. Otis and of Col. Whittlesey, and read an introductory address on Some Pressing Needs in the Iron and Steel Manufacture. Chief among the varied problems facing the mine-manager is that of vein-structure and origin, which is highly important as a guide to successful discovery and development. If metalliferous deposits can be traced to the intrusion of waters along definite lines, then is there something tangible for him to study. But when he is told by a geologist that metalliferous deposits are due to some other cause, like magmatic differentiation, while not perhaps discouraged, he is impressed with a vague sense of new worlds to be conquered. In 1897, while manager of the War Eagle mine at Rossland, B. C., where, previously, the ore-bodies had not been supposed to occur as veins, I suggested to visiting members of the Canadian Geological Survey that, perhaps, the structure of the pyrrhotite-bodies of that mine, which had been proved to occur along well-defined fractures, might throw some light on the similar deposits of Sudbury, then held to be basic aggregations from the original magma. Later investigation has at least provoked discussion of this last deduction, questioning its correctness and suggesting that, perhaps, the deposits are actual veins. The following extract from a paper by J. E. Spurr' is quoted, because it sets forth Mr. Spurr's theory of the quartz-occurrences of the Silver Peak mines, which will be discussed in this article. It also graphically describes the attendant geological features. "The Drinkwater group of mines, which is the most important part of the Blair gold properties, and which has produced practically all of the million dollars' worth of ore, as above stated, may be taken as typical of the gold-veins which, though widespread and numerons, show a wonderful similarity of character. Some months since, in the Johannesburg gold-fields of South Africa, the attention of the author was directed to certain statements to the effect that the gold-contents of foul or extremely dilute cyanide-solutions could not be effectively precipitated in practice by the usual zinc-method. Such statements caused all the greater surprise, because it is well known that this difficulty is not encountered in other wellknown districts, as, for example, in New Zealand, where solutions containing less than 0.05 per cent. of KCy are regularly reduced in practice to below 1 grain of gold per ton, while in Mexico and the United States almost equally satisfactory precipitations are not uncommon. As a result of these representations, however, the author visited several plants at work in the Transvaal, and noted that while at some few mines the precipitation was really excellent, at others the effluent, after treatment, was much too high in bullion-contents. An investigation into the causes of these unsatisfactory results disclosed the fact that more attention to the close packing of the zinc-shavings in the extractor-compartments tended to improve the results, even with the most dilute solutions. The function of the zinc being one of surface, it stands to reason that a compartment well filled with zinc would be more effective than a half-filled one. Moreover, the quality of the zinc was inferior. This should be in long, tough, thin, light threads; light enough to ignite readily, and tough enough not to disintegrate easily into a slime. The coarse shavings too frequently employed appear to give the reverse of the best practice ; they are brittle, contain less surface, and take up more room. Last November, when the British Educational Mission was visiting this country, letters were sent to the various mining schools asking what arrangements had been made for cooperating with British and. French schools. Of the eleven schools from which replies were received, none had taken any definite steps in this direction. The Colorado School of Mines, though, stated that it was offering scholarships to all men who had served in the U. S. Army and Navy during the war. A letter was also sent to Sir Henry Miers, Vice-chancellor of the University of Manchester, who was the head of the British Mission. He replied as follows: "In my opinion the mining profession is second to none in the responsibility of the duties which it involves or to which it leads in all parts of the world; also it is a. profession in which the student or teacher has much to gain by migrating to foreign countries. This applies in a special degree to British students coming to America where they will be able to enlarge their views by a widened experience. We (the Mission) have everywhere found the most, cordial acceptance of such proposals. Several of the British Universities have recently instituted a new doctorate of philosophy attainable after 2 or 3 years course of advanced study; this scheme includes Oxford and Manchester. The conditions admitting to the degree course are that the applicant should be a graduate of an approved University and should show evidence that he is qualified to pursue the course which lie proposes." In a conversation with Prof. Alfred C. Lane, of Tufts College, Sir Henry Miers said that students from Great Britain should be most easily attracted to America, both to universities and colleges and technological institutions.. The meeting of the Institute of Metals Division was held in Phila-delphia from Sept. 30 to Oct. 2, inclusive. On Monday evening preceding the meeting, a dinner was held at the Ritz-Carlton Hotel at which many of the former officers of the Division and of the present officers and execu-tive committee were present. The subject of a membership committee was discussed and a motion to appoint such a committee with powers to go over the membership list for the selection of divisional members and to institute plans for additional members was passed. Mr. H. E. Howe and Dr. Johnston of the National Research Council attended the meeting and presented their plans for an Alloys Research Association. Many opinions were voiced as to the practicability of such a scheme and Mr. Howe expressed himself in appreciation of the cooperative thought and efforts given him. On Tuesday morning the Institute of Metals Division joined sessions with the American Foundrymen's Association and listened to the opening addresses. In the afternoon a boat ride was taken on the Delaware River, visiting the plants of the Cramp Ship and Engine Building Co. and the shipyard of the Emergency Fleet Corpn. at Hog Island. The launching of the boat christened "Afoundria" at 5 p.m. was witnessed by members of the party. The opening technical session was held on Tuesday evening at the Ritz-Carlton Hotel at 8 o'clock. The next session was held at the Ritz-Carlton at 10 o'clock on Wednesday morning and the final session at the same time and place on Thursday morning. The sessions were well attended and the discussion was good. The highly technical nature of some of the papers on the program was of special note. Taken as a whole the meeting was one of the most successful ever held. The follow-ing papers were presented:

Lunt, York, Montana* :—Two years ago I visited the region described by Mr. Jennings and assisted in the examination of a somewhat similar group of deposits in the White Mesa sandstone on the Navajo Indian Reservation, 125 miles north of Flagstaff and 50 miles east of the Kaibab plateau. There, the Triassic red sandstone is less than 200 ft. thick, and is overlain by a stratum from 200 to 250 ft. thick of white sandstone, which gives the name of " White Mesa" to that locality. The white sandstone shows all phases of crossbedding in great complexity, and evidently marks a period of oscillation and subsidence of the water, or an elevation of the land, at the close of a geological epoch. The prevailing color is white or gray, but occasionally it is red. In structure, it is composed of well-worn grains of quartzsand, from which most of the cementing material has been leached out, leaving it soft and friable. Possibly the cement was ferruginous, as is indicated by occasional traces of red color. The copper-deposits consist of a replacement of the cement of one particular cross-bedded stratum of the sandstone by chrysocolla, having also at times various quantities of tenorite in grains or masses. Some specimens of the ore contain as much as 32 per cent. of copper. Generally the copper-deposits are a few hundred cubic feet in size, and no strict line of demarcation is shown between them and the surrounding sandstone, the bluish-green color of the chrysocolla gradually fading into the white of the sandstone. The ore is apparently associated with small vertical crevices or fissures. Some of the deposits show a distinct vein-structure, while others do not. The origin of the ore is not very clear. The Institute, in June, 1881, visited Low Moor in Alleghany County, Virginia, on the Chesapeake and Ohio Railway, seven miles easterly from Covington. Having occasion myself, a few days later, to make a very hasty geological reconnaissance of the iron-ores there, and finding them to be somewhat different in age from what was said to be the opinion of some of those who were there with the Institute, I have thought it worth while to bring the matter up again at the present meeting. According to the opinion quoted, the principal ore-banks belong to the Oriskany sandstone; and that seems to be the view entertained of the same ore in that region by Prof. Wm. B. Rogers in his reports of 1837 and 1838. it is likewise given by Prof. J. L. Campbell in a paper on the Rich-patch iron region in The Virginias for December, 1880 (vol. i., p. 189). A comparison, however, of the section at Low Moor with sections in Pennsylvania, shows clearly that the main ore-bed is the same as that of the bottom part of the Marcellus shales (part of Pa. and Va., No. VIII), a short distance above the top of the Oriskany sandstone (No. VII). The Upper Helderberg limestone is absent at Low Moor, as indeed it is at many places in Pennsylvania, and that is perhaps the reason why the ore has been thought to belong to the Oriskany sandstone. The ores and their accompanying rock-beds, are exposed in three or four folds near the Low Moor iron-mines on Fork Rim and, as described and pointed out by Mr. Geo. T. Wickes, who had in his management of several years' duration become well acquainted with them, are as follows, from above downwards:

In 1861, Reich and Stockhardt examined the extent of injury to vegetation by the Muldner works. Needles and twigs of pine showed in 100,000 parts : Pb, 5 to 50 ; As, 3.3 to 14.3 ; S02, 62 to 120. In the top twigs, 5 to 8 ; needles, 10 to 16 ; thicker twigs, 10 to 22 ; thinner twig-ends, 17 to 54 of lead. Though much has been written during the past several years about the Russian success in using hydraulic jets for coal mining, little or none of the published information, in so far as this writer has observed, has been of any use or practical application in this country. It is true, according to their published reports, that the Russians were pioneers in the use of high-pressure water jets in the mining of coal. They report the use of water jets for this purpose as early as 1936. However, according to a survey of foreign literature on the subject made by the U.S. Bureau of Mines1 a few years ago, water jets in the USSR, as well as in other nations including New Zealand, Poland and West Germany, were used principally to sluice the loosened coal after it had been previously drilled and blasted, rather than to cut or break it from the solid face. The interest of the Northern Pacific in the potential application of a high-pressure water jet to the actual extraction of coal, particularly in steeply dipping beds, originated in a visit by this author to the operations of the American Gilsonite Co. at Bonanza, Utah, in March 1958. After seeing the extraction, on a commercial basis, of gilsonite from a 22-ft wide vertical vein of this solid material with a 3/8-in. diam stream of water under approximately 2200 psi, it was felt that, with some modifications, water jets were the solution to the problem of economically mining the steeply dipping (i.e., steeper than 20º) coal beds in the State of Washington.

Cooperation will be the keynote of the meeting of the Institute that will be held in New York on February 17 to 20. Arrangements are being made for two joint sessions with the Canadian Mining Institute, on the same day, which therefore will be known as Canadian Mining Institute Day. On the afternoon of Wednesday, February 19, there will be a joint session with the American Institute of Electrical Engineers. Besides, we will receive six or eight papers through the National Research Council, four of which will be presented at the National Research Council Session. In March, at the next meeting, of the Canadian Mining Institute, there will be an American Institute of Mining Engineers Day. The plan is to have the same subjects discussed at both meetings, but by different speakers. One speaker on each subject will represent the Canadian Mining Institute, and one speaker the American Institute of Mining Engineers. The Canadians and the Americans who will speak in Canada are expected to attend the discussion in New York. In addition the discussion at the New York meeting will be sent to Canada in printed form, so that the Canadian discussion will be a continuation of the former. At the joint session with the American Institute of Electrical Engineers, there will -be presented six very important papers on the subject of Electric Welding, one by the Chairman of the Electric Welding Research Committee of the National Research Council, another by the Chairman of the Metallurgical Sub-committee of that same Committee, and a third by Comfort A. Adams, President of the American Institute of Electrical Engineers and Chairman of the Welding Committee of the Emergency Fleet Corporation. We will receive six or eight papers through the National Research Council. These papers are results of recent investigations and represent the last word in their respective subjects. The excursion on Thursday, February 20, will be to Newark Bay to visit the Federal Shipyard where the first, electric-welded ship is being built. Philip W. Henry is chairman of the excursion committee of arrangements.
