The negative charges on diaphragms of quartz, tungstic oxides, stannic acid, acid dyestuffs, soaps, and glass have for a number of years been explained on the basis of chemical equilibria-a hydrogen ion or light metal ion passes into solution leaving the solid complex ion negatively charged. While there are a number of observations which indicate a proportionality between the ( potential and the streaming potential it should be recognized that all the experimental evidence thus far presented shows that if hydrogen ion concentration is kept at a constant value, electrokinetic phenomena are influenced by salts. The multivalent ions exert the greatest effect on the reduction of osmotic flow. In the interpretation of all electrokinetic data the assumption is made that the potential of the solid remains constant. That this is not true is evidenced by the values of ( potential for quartz in contact with conductivity water as reported by the several investigators and by the authors of this paper.

The objective of delineation drilling is to provide a data base for the tonnage and grade estimates required to evaluate the economics of mine development. As drilling information is accumulated, geological risk is reduced and more reliable estimates of tonnage and grade are obtained. Investment in drilling is justified by the benefits which result from improving the reliability of the economic criteria evaluated. These benefits are subject to diminishing returns, i.e. as drilling information is accumulated the reliability of the economic criteria evaluated is improved but at a decreasing rate. At the same time, costs are incurred -- the direct investment cost associated with additional drilling and the time cost of delaying possible production revenues. The economic sampling limit is de- fined by the point at which the marginal benefits from drilling investment just balance the marginal costs. The paper describes the formulation of an economic model to optimize investment in delineation drilling. The model is applied to a simulated mineral deposit to illustrate the economic effects of a sequential drilling program.

In the summer of 1894, a specimen of corundum from Acworth, Ga., which mas reputed to be of markedly inferior quality for the manufacture of corundum-wheels, was received by the Geological Survey of Georgia, with the request that it be analyzed, in order to ascertain whether this inferiority was associated with any peculiarity of composition. In its appearance there was nothing uncommon, though it seemed to be rather easily scratched with a knife, while, at the same time, it scratched agate easily. An analysis gave the following results: Alumina, 94.58; silica, 1.77; magnetic oxide of iron, 0.69; calcium oxide, 0.44; and water, 2.51 per cent. There is nothing unusual in this composition, except the amount of water, which is usually, in southern corundum at least, from 0.3 to about 1 per cent. The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on a11 week-days, except holidays, from Sept. 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by for- warding copies of mining reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

The problems involved in an optimum decision making model for flotation circuit are, first of all, to characterize the feed material in terms of parameters which can quantitatively describe the network flotation action in terms of a feasible set of control actions. Once the characterization has been postulated, it is then necessary to devise tests relating to parameter sensitivity, in order that credibility of the model predictions can be assessed. Once a credible model is available, the optimum control set is determined by a hill climbing technique. Details will be reported as to the credibility of model predictions using the stochastic flotation model on a network and further, computational problems associated with hill climbing for a complex objective function are reviewed. Discussion is presented on use of the Rosenbrock technique with constraints and use of a modified objective function with constrained derivatives when employing Fletcher and Powell technique.

Results of a large scale compression test in situ are the subject of discussion. A cube of coal having an edge length of 1.5 meters was subjected to uniaxial compression tests in situ. At the same time both load and deformation were controlled. Deformations were measured on 60 short measurement bases, each 23 cm in length. The bases were uniformly distributed on the side surface of the cube, forming five horizontal rows and twelve columns on the development of the surface. Readings were taken from each gauge for each level of loading which was increased step by step. Due to heterogeneity of the rock, readings showed scatter. Scattered data were approximated by a plane, using the least squares method for each row separately and for the entire population of bases. Orientation of the planes are analyzed. The geometrical measure of the bending moment is introduced. It shows that the magnitude of the bending moment and the bending plane differed from row to row, thus implying that the cube was not only bent but twisted as well. This complex behaviour of the coal cube is apparently caused by its heterogeneity and vertical anisotropy. The results constitute a contribution to the verification of existing design criteria on the stability of mining pillars.

The 48th convention of the International Union of Mine, Mill and Smelter Workers, held in New York City recently, saw delegates vote funds for a new organizational drive expected to begin immediately. John Clark, union president, told members in his keynote speech, that the union would be in a better position to make demands if it extended its membership to all phases of the nonferrous -industry. He told the 250 delegates that union leaders have already laid extensive groundwork for the campaign. Clark said: "I am proposing here that we concentrate on organizing during this coming year. I am proposing that we throw a heavy amount of re sources in organizing. That means financial resources as well as re- sources of staff ."

THE time is no longer when a man can act as an independent unit; the appreciation of the interdependence of one man upon another has emphasized the importance of the social unit. Epidemics have made us recognize that even a man's health is not distinctly his own to control as he pleases. The physical examination of workmen previous to employment started with an effort to prevent the spread of tuberculosis, for tuberculosis may be .detected in its early stages and cured. But it was soon found that many other diseases were detected and the saving of lives made possible. The physical examination does not mean the elimination of the unfit-on that basis it would utterly fail- but rather the measuring of a man's physical fitness and placing the man where he can do the best for himself, his fellow worker, and the company. Industry as a whole cannot expect to live up to the standard of physical examination set for the army, nor should it expect to do so, for in all branches of industry there are types of work that do not require -the same amount of endurance as does army work, and the placing of men with physical limitations in the work for which they are' capable permits a higher average of physical fitness for the work requiring physical excellence.

In an earlier communication, Ref. 1, the authors presented the tensile properties and the changes in crystal structure and microstructure for pyrolytic graphite tested at 2750°C. It was suggested that changes in the structure may have an effect on the tensile properties of this material. Accordingly, tensile tests were run on a series of specimens, from one block of pyrolytic graphite, some of which were hot-worked by being strained at 2750°C, others of which were tested in the as-deposited condition. According to the manufacturer, General Electric Co., the polycrystalline material was deposited at 2100°C on a substrate of synthetic graphite by decomposition of a dilute natural gas mixture. The as-deposited material had a density of approximately 2.19 g per cc, and as shown in Fig. 1 had a structure of medium size growth cones which were regenera-tively nucleated. All specimens had a gage section 0.75 in. long by 0.06 in. wide by 0.1 in. thick with the thickness direction perpendicular to the basal planes. The testing method and equipment used have been previously described, Ref. 2 and 3. For both the hot-working and the testing the load was applied parallel to the basal planes; a cross-head speed of 1.5 x l04 in, per sec was used. All heating was done in an atmosphere of bottled helium.

The North American Coal Corp. Increasing demand for coal, stimulated by the national energy shortage, and complicating and often conflicting, demands by government and ecology groups for better land reclamation methods continued to propel advances in surface mining technology during 1974. To meet current demands for coal (estimated at more than 700 million t for 1975 and 1.5 billion t in 19851, equipment manufacturers and coal operators concentrated on increasing the productivity of all surface mining equipment. The trend towards larger equipment, particularly in overburden removal, loading, and haulage machinery, prevailed during the year, notwithstanding the perennial debate over the economics and practicality of using large, inflexible equipment. This survey is one of the more recent tests of geophysical methods of prospecting by the Dominion Observatory and the Geological Survey of Canada, of which the purpose is to find out what application such methods may have to geological problems in Canada. The Malagash salt deposit lies on the north shore of Nova Scotia about 40 miles east of the New Brunswick boundary, arid forms a part of faulted and folded Carboniferous strata. The salt beds are exposed only in the mine workings, which are about 1000 ft. deep and at one place extend for 1000 ft. along the strike. Lack of rock exposures, complicated folds, and faults make it impossible to predict the location of salt away from the mine. A survey of an area in the vicinity of the mine was therefore undertaken to find out whether the salt could be located by the torsion balance and whether its extension from the mine workings could be traced. As the gravitational effects at Malagash may be fairly typical of those at other concealed salt deposits in the Carboniferous rocks of the Maritime Provinces of Canada, the survey has a direct bearing on prospecting for other deposits. The survey was made in 1934 by A. H. Miller in collaboration with Dr. W. A. Bell, of the Geological Survey of Canada. Observations began on June 15 and were completed four months later, on Oct. 15. Definite gravitational effects including a lowering of gravity were observed over the deposit. The survey also disclosed one other area of low gravity cast of the mine hut whether this area is underlain by a large body of salt is not yet established.

THE town of Rancagua, at the junction of the state and Braden Copper Co. railroads, is located 82 km south of Santiago, the capital of Chile. From Rancagua 70 km to the east, situated in the Andes at an elevation of 7000 ft, is the town of Sewell, the location of a millsite. Two and one half km east of Sewell by underground railroad at an elevation of 7500 to 10,000 ft is the Teniente ore-body. The history of El Teniente dates from the eighteenth century, when according to legend a Spanish lieutenant, or teniente, a fugitive from justice, escaped to the Andes and camped at what afterwards became known as the Mineral El Teniente. This man reputedly discovered a vein of high grade copper ore. The first official records date from 1819, when some exploitation was begun, and continue until 1870. The orebody was large and of relatively low grade and was beyond the capabilities of the small groups attempting to operate it. No effort was made to erect a concentrator until William Braden became interested in the property. Mount Isa Mines Limited (Isamine) has process control computers in the major surface plants -- lead smelter, copper smelter, lead/zinc concentrator, and copper concentrator. HP computers are used to implement the more complex stabilizing control loops and control schemes aimed at optimizing plant performance. The choice of control strategies is discussed with particular reference to long-term performance in metallurgical plants. These control schemes must be understood by the process metallurgists who are responsible for the performance and initial fault finding. Major emphasis has been placed on the ability of the control systems to handle most of the common plant upset conditions as well as providing improved performance under normal operating conditions. To illustrate the approaches adopted, the lead/zinc concentrator crushing system and the process bag- house control system for lead smelter off-gas handling are reviewed in detail. The improvements in both of these areas resulting from control systems implementation are discussed.

THE Portland Cement Association was organized more than a third of a century ago by a group of cement manufacturers, to do cooperatively the educational and research work needed to ensure proper use of their product. Specifically, the Association has a threefold purpose: (1) to search out facts to ensure the best possible service from concrete; (2) to give the widest possible circulation to facts affecting the use of concrete; (3) to urge practical application of those facts on actual building projects. An organization of technically trained men conducts many research projects in the Association laboratories, interprets their findings and applies them practically in the field. The net effect of this work has been to improve the design and prolong the life of roads, bridges, industrial, commercial and public buildings, homes, farm structures and concrete products. The results of this technical research and experimentation are made available to the entire construction industry through bulletins and reports. Information is also released to the general public through newspapers, magazines and Association publications. In addition to a1 technical staff in the general office in Chicago, the Association has district offices in 22 cities. Field engineers cover 37 states, the District of Colum-bia and British Columbia, to give service to users of Portland cement.

Most coal mining areas of the Western United States are characterized either by thick beds, steep pitches or heavy cover. Individually, each of these may present inherent safety hazards that influence mining. When all are met at one location, the combined effect is to make the safe operation of the mining property a challenge to management. These combined conditions are met in the coal mines of the Columbia-Geneva Steel Div. of the United States Steel Corp., in southeastern Utah. This coal bed measures up to 16 ft in thickness, the pitch is as much as 25 % and mining is under a cover approaching 3000 ft. The Sunnyside coal bed is found in the Book Cliff Mountains, a great escarpment extending from west of Castle Gate, Utah, some 180 miles to Grand Junction, Colo. West of Green River, Utah, the Book Cliffs swing sharply to the north because of the domelike uplift of the San Rafael Swell to the south- west. It is in this northerly extension of the Book Cliffs that the Sunnyside coal in the Blackhawk Formation of the Mesa Verde Group, Upper Cretaceous Age is found. The strata are transected by numerous faults with from a few inches to as much as a hundred feet of displacement. All of these faults have had some effect on the mining operation, either in roof control or, in the case of major faulting, the pattern of mine development.

THE Northwestern Pennsylvania Oil Producers Association and the United States Geological Survey have cooperated in conducting a pre-liminary study of the character of the flood waters, the relationship of changes in concentration of the salts dissolved in these waters to ultimate flood-oil production, and the original association of oil and water in the Bradford field. Bradford has long been recognized as a dry-sand field. As a matter of fact, there had been little information available on the oil-field waters of northern Pennsylvania until this investigation was undertaken. THE BRADFORD SAND Practically all of the oil produced in the Bradford field comes from one horizon, generally known as the Third, or Bradford, sand. Originally, it was believed that the Bradford sand was equivalent to the Third sand of Venango County, Pennsylvania and the name "Third" unfortunately still persists, although shortly after the discovery of the Bradford pool Carll1 determined that there was a stratigraphic interval of approximately ;000 ft. between the two horizons. The Bradford sand, although varying considerably in thickness and lithology within local areas, is persistent throughout the field. It is of marine origin and, upon both paleontologi-cal and stratigraphic evidence, is regarded as a basal member of the Chemung formation.

OIL FLOTATION DISCUSSED BY SOUTHERN CALIFORNIA SECTION . A meeting of the Section was held in the home of R. H. Norton, 335 W. 27th Street, on Mar. 10, thirty-two members and five guests being present. Vice-chairman Staunton opened the meeting with a description of an experiment he made with oil flotation, and then introduced the guest and speaker of the evening, L. C. Penhoel, of the South-western Engineering Co., who gave a very interesting and informal talk on the subject of Flotation. During the talk, as points were raised, there was a general discussion, in which valuable information was brought out. A number of examples of successful competitive, results by cyanidation and flotation in large milling plants in this country and Mexico were cited and discussed. The latter part of the meeting was devoted to a discussion of the bill introduced in the California State Senate, to license and register engineers. Mr. Ernest Strout gave a most favorable opinion of the principal of licensing mining engineers from his extensive experience in the working out of such a law on the Rand. All members who spoke were opposed to this bill as drafted but felt that the subject was of too great importance to the profession to attempt to amend the present bill in the week or two that remains, and that the passage of a bill that was so crude and inefficient for the achievement of the results desired, would harm the engineering profession. After the meeting adjourned a short time was spent in social intercourse, during which light refreshments were served. The appreciation and thanks of the Section is extended to Mr. and Mrs. R. H.
