Stanley D. Michaelson retired in 1976 as chief engineer, Metal Mining Div. and director of the Engineering Center for Kennecott Copper Corp. An active consultant on mining and metallurgical assignments, Mr. Michaelson is also currently adjunct professor of mining engineering at the University of Utah. He received his B.S. degree in mining engineering from Lehigh University in 1934 and an honorary E.M. degree from the Montana School of Mines in 1961. Mr. Michaelson received AIME's Robert H. Richards Award in 1962 and was named a Distinguished Member of the Society of Mining Engineers of AIME in 1975. He has served as a Director and as a Vice-President on the AIME Board of Directors and is a Past President of the Society of Mining Engineers. He became an Honorary Member of AIME in 1978.

In mid-1970, Park City Ventures, a Utah partnership of Asarco and the Anaconda Company, initiated a six-phase exploration and development program in the Park City District, Utah. Geologic studies had delineated a number of exploration targets in several areas of the district. Discovery of ore in any of the target areas and continued favorable downdip development below then productive ore bodies would allow for reserve expansion and mill construction. The targets were: replacement mineralization in the Mississippian Humbug formation below productive ore bodies on the east flank of the Park City anticline; replacement mineralization in the Humbug formation in an unexplored fault block in the footwall of the Hawkeye structure on the east flank of the anticline; vein and replacement mineralization along the Silver Fissure; potentially higher grade replacement mineralization in the Humbug formation in a theorized structural block on the west flank of the anticline beneath the Ontario vein; replacement mineralization in the Permian Park City formation in the West End shaft area of the Silver King mine; vein mineralization along the Back vein in the Judge mine. In 1971 the Judge and Silver King Projects were suspended, due to a 30% cutback in the exploration budget. In spite of the cutback additional reserves were developed below the Humbug East Flank ore bodies; a major zone of ore grade mineralization was discovered along the Silver Fissure, five new ore bodies were found in the Humbug and Doughnut formations on the west flank of the anticline beneath the Ontario vein. First concentrates were shipped from a new mill in May 1975.

OVER a period of years the writer has presented a number of studies1 on various aspects of proration, in a progressive attempt to analyze critically and constructively the economic complexities of this interesting institu-tion, which in a decade has revolutionized the economics of oil production in the United States. In the course of the investigations leading to these papers, the changing nature of proration and the principles under-lying its evolution have gradually become clear, so that it is now possible to depart from the analytical method and to construct a synthesis of the steps that, if furthered by the industry, should carry proration past the economic hazards that still surround it to the goal of maximizing the value of the petroleum resource to the industry and the public alike. NATURE OF PRORATION Proration literally means the allocation of demand among competing producers on a pro rata basis, but the term now carries a much broader significance for it is employed to describe the entire process by which the production of crude oil in the United States is regulated. There is naturally much confusion of thought on the subject, for proration is an evolving system of control based upon principles of conservation and equity and embracing a body of practices that are tending to adjust themselves to the needs of the situation but are subjected to varying and divergent influences in the process. As it is now constituted, proration is a planned production measure designed to prevent waste, insure ratable takings, and balance supply and demand. The procedure is administered by State regulatory bodies through use of the police power of the States under authority of State conservation laws; the practice is supported by a considerable degree of voluntary conformance on the part of operators; and the Federal Government has accorded its cooperation by providing advisory quotas, circumscribing imports, checking movements of hot

A STUDY of American coal mine practice shows two of its distinctive features to be: A greater number of accidents per thousand employees than in any of the other leading coal-producing countries; a much greater percentage of the coal lost than is the case in any of the other leading coal producing countries. Although our subject is mainly concerned with the second feature, any consideration of mining methods should include safety, efficiency, and economy or costs. If in defense of our wasteful mining the argument could be offered that it was necessary on account of safety, and that it is carried out with less loss of life than is the case in other countries the plea for conservation of coal could not be so strongly urged. But when we are wasteful of both life and property, the subject merits more consideration than it has received. Some coal operators will doubtless say that the unit of accidents should be the number per million tons produced rather than per thousand employees, for by adopting this unit America probably stands in the lead rather than the lowest among the countries. However, vital statistics are not usually so expressed by other governments, by life and accident insurance companies, or in other industries, and it is merely begging the question and attempting to bolster up a bad condition to adopt a peculiar unit for the statement of our accidents. For many years the statement was made by various agencies, and was unchallenged, that "For every ton of bituminous coal mined in the United States a ton had been lost in the way of pillars left in the mines." This statement was undoubtedly true for many years, and although some progress has been made in the past decade looking to a higher extraction, and in some districts very decided progress, the loss is still great; and, although no exact data can be given, it is probable that for the United States as a whole at- least one ton is lost for every two mined.

Coal being essentially a complex conglomerate of plant remains that have undergone decay and interaction in varying degree, it is understandable that attack on the problem of its chemical constitution by normal chemical methods should have been attended by but slight success. The obvious method of fractionation by means of selective solvents has yielded a few results of some value. Thus it is known that from many, if not all, bituminous coals organic solvents extract small percentages of oxygenated compounds, which are generally assumed to have been derived from the original plant resins, though a more probable source would appear to be the glycerides and waxes of the plants. Organic solvents also extract small proportions of hydrocarbons, the origin of which is doubtfill. Of more importance is the action of such pseudo solvents as pyridine, which, in addition to their specific solvent action, have the power of resolving and simplifying a portion of the coal substance in a manner analogous to that by which water can disperse a hydrogel. Early work with pyridine indicated that coals are composed of two main classes of compounds: the one soluble in organic solvents, the other capable of being partly dispersed in pyridine. Recent work has shown that the dispersion is colloidal in character and that it may be accomplished by the use of solvents less active than pyridine, such as benzene or chloroform, provided that the temperature of extraction is raised or the coal has been suitably preheated. The action of reagents on coal has proved of little value in the past, but some insight into the constitution of coal has been given by regulated destructive distillation. Thus, it has been shown that coals behave on distillation as though composed of two main classes of compounds: the one readily decomposable at moderate temperatures (yielding mainly the paraffins), the other undergoing a preliminary early decomposition (with evolution of oxides of carbon and water) and yielding a residue that at higher temperatures breaks down, yielding much hydrogen.

DURING experimental study on the separation of a zinc concentrate from the heavy sulfide ores of Jerome, Ariz., a great deal of attention has been given to proper activation of the sphalerite content of the ore. The sphalerite at Jerome contains enough iron to class it as a marmatite, as picked specimens have only about 60 per cent. zinc, whereas pure zinc sulfide contains 67 per cent, zinc. This marmatite in large pieces is black in color, but in dry powdered state is brown. A flotation froth made from it has a silvery black luster in comparison with a brassy luster caused by chalcopyrite which occurs in the same ores. The sample used in most of the experiments described below consisted of about 3000 lb. of diamond-drill core from the zinc-bearing orebodies of the United Verde mine, and had the following analysis: PER CENT. Chalcopyrite 2.0 Schist 3.2 Marmatite 10.32 Quartz 8.2 Pyrite 73.0 Calcite 0.9 All samples were ground in a laboratory ball mill in order to leave about 3 per cent. on a 200-mesh sieve, fine grinding being essential to liberate the minerals in the ore. Most of the Jerome ores are so intimately crystallized that reasonably complete unlocking by grinding does not take place until 800 mesh is approached. Therefore, the 200-mesh grind adopted contains a considerable amount of locked mineral grains, but not so much as. to render impossible the preparation of commercial grades of concentrate:

In "Sorting Before Sizing " (a paper first announced at the Pittsburgh meeting, February, 1896, but delayed in preparation and now presented at the present meeting) it is shown that if slime-tables are to do their best work on slimes below 0.5 mm. or 0.05 inch in diameter, they must be carefully sorted or classified, and fed to a series of tables suitably adjusted to the different slime-sorts. The reason is that the coarser and finer slime-sorts require respectively different adjustments of the tables. Hence, if the two are fed together upon a table which has, as nearly as may be, average adjustments, fine galena, for example, will go into the tails, or coarse quartz into the heads, or both—losses which could have been largely prevented if the slime had been carefully sorted and each sort sent to its own slime-tables. As indicated in the paper just mentioned, the present tendency in this country is generally to do away with slime-sorting or "classification," and simply to take the overflow from the hydraulic classifier and divide it among the tables by means of

The equilibria at 1 atm total pressure and 600° to 1300°C (1112° to 2372°F) between gas mixtures with various partial pressures of the reactive constituents (principally sulfur dioxide, carbon dioxide, water vapor, oxygen or carbon monoxide, and hydrogen) and coexisting solid phases (groups variously including calcium oxide, calcium carbonate, calcium sulfide, calcium sulfate, iron, ferrous sulfide, and the iron oxides) are examined. Tables and charts show the combinations of temperature, oxygen activity, and carbon dioxide partial pressure under which the various groups of the solid phases coexist and the corresponding sulfur dioxide pressures. In the presence of calcium sulfide, calcium sulfate, and calcium oxide, the partial pressure of sulfur dioxide has a peak value at each temperature which increases from 101 atm at about 800°C (1472°F) to 1 atm at about 1200°C (2192°F). With water vapor present, hydrogen sulfide may predominate among gaseous sulfur compounds, particularly at low temperatures and oxygen activities; under all other circumstances considered, sulfur dioxide is the dominant gaseous sulfur-bearing species.

Fatigrle of ionic crystals has been studied primarily in magnesinm oxide. under cyclic stress dislocations move irrreversibly; they multiply; slip bands form and grow; cracks mucleate and propagnte, and failure occurs. The use of ionic crystals such as MgO is advantageorus in such investigations because they are optically transparent. Individual dislocation Intersections with {100} surfaces may be observed with a standard microscope, using etch-pit techniques. Slip, deformation, crack .formation, and fracture in MgO crystals under cyclic stress are compared with cotrresponditzg processes in metals. ThE effect of cyclic loading in metals has been studied for many years. The appearance of slip lines is readily observed and the ensuing fracture may also be seen. From these observations it is possible to predict the behavior of a material and make an educated guess as to what is happening internally, but the actual changes taking place within the structure are not readily apparent. If one could obtain a material in which the individual glide components could be observed, it would be invaluable in determining the actual slip distribution resulting from cyclic loading as well as the distribution of slip in the neighborhood of a growing crack. IN connection with other investigations on the properties and characteristics of chilled iron car wheels, the question as to the best range of annealing temperatures was raised. Chilled-iron wheels are cast with a chill against the tread and the inside of the flange, the remainder being in sand. The composition of the metal is so chosen that under these conditions the tread and inside of the flange will show white iron to a depth of from 5/8 to 7/8 in. (15 to 22 mm.), the remainder of the wheel becoming graphitized or gray. In order to relieve the stresses set up during cooling under such drastic conditions, the wheels are stripped from the mold, while still red hot, piled in a soaking pit, and allowed to cool very slowly from their temperature at stripping. Obviously the most suitable temperature for this annealing is the highest at which no formation of graphite occurs within the white tread and at which the wheels can be stripped from the molds. Inasmuch as no direct determinations have been made of the temperatures at which the' formation, of graphite takes place in white iron of compositions used in car wheels upon annealing, it was considered worth while to determine these temperatures as a means of establishing the maximum temperatures at which the annealing of the wheels may be carried out. In the course of this work, some incidental observations were made which are of interest in connection with the theory of graphitization in white iron. The literature on the subject of the formation of graphite both during cooling at casting and upon annealing is very extensive and can be best studied by reference to a comprehensive discussion of the subject by Hatfield. 1 Perhaps the most important contributions of previous investigation are the following: 1. Whether a given mass of molten iron becomes white, mottled, or gray upon casting, depends on its composition and its rate of cooling through the temperature range of solidification and immediately below.

Thermodynamic properties of Hf-0 alloys have been determined from 0 to 25 at. pct 0 between 1000" and 1200°K by equilibrating specimens with alkaline metal oxide-metal vapor combinations. Partial molar-free energies, enthalpies, and entropies of oxygen have been obtained and are conzpared with similar results for the Ti-0 and ZY-0 In continuation of a thermodynamic investigation of the Ti-O and Zr-O systems1 activities of oxygen and lattice parameters of Hf-0 alloys have been deter- system. The positional entropy in all three systems corresponds to an ideal random interstitial solution with one interstitial site per one metal atom. The lattice parameters of hafnium and Hf-O solid solutions have been determined in the range 0 to 20 at. pct O from measurements of Debye powder patterns. mined. All three metals dissolve large quantities of oxygen to form interstitial solid solutions. The phase diagram of the Hf-O system is shown in Fig. 1.' The maximum solubility of oxygen in the cph a phase is considerable (up to 25 at. pct O). The solubility in the high-temperature phase is much smaller. The only stable compound in the solid state is HfO2 which may exist with a certain oxygen deficiency. The low partial pressure of oxygen of Hf-0 alloys required the application of an indirect method. STATEMENT OF THE PROBLEM THE administration of industrial organization today embraces more than the cost of production and selling prices. Competition is deeper seated than mechanical devices, overhead charges, and a shrewd manipulation of the markets. Despite the "down-to-the-minute" equipment and the "last word in organization," it is quite evident that "capacity production" will be an unknown quantity until the workman is considered as a producer, in relation to his home, as he is now considered in relation to industry. Whether or not a man shall do an honest day's work is as much a psychological condition as it is a matter of physical strength or skill. His attitude toward his work each morning is determined, to a large degree, by the environment of his home. Whether this attitude, good or bad, obtains the day through will depend entirely upon the one fact as to whether the corporation which employs him does or does not differentiate between the mechanical factor and the human factor in industry. To be more specific, sociological work, under whatever name, should be of such a character as to influence the life of a workman in such a manner as to establish a cooperative interest in his work, foster within him a spirit of contentment in his home, lead him-so to employ his leisure time that he will not lower his efficiency as a workman, destroy his domestic happiness, or endanger his standing in the community as a citizen. While no fixed rules of procedure can well be formulated for the development of the work, yet definite lines of activities will readily present themselves as applicable to the individual needs of a community. This is especially true where community influences and agencies pertaining to general welfare are easily correlated.

This paper addresses a process by which both the disposal and utilization of preparation plant coal refuse can be simultaneously accomplished with an attendant benefit of significantly increasing the percentage of extractable coal. A laboratory study is described in which coal refuse was successfully utilized as an aggregate in low cost concrete (coal-crete) mixes under simulated mine environments. Coal-crete specimens with compressive strengths of 14 000 kPa (2000 psd were consistently produced. A construction sequence and mining plans are offered for placing the low-cost coal-crete pillars in accessible areas in room and-pillar mines so that a substantial portion of the remaining coal pillars could be extracted. The method could be applicable in areas where mining procedures do not permit pillar extraction because of possible surface subsidence, roof problems, or other conditions. Possible structural difficulties with the coal-crete pillar support system are discussed. Using a discounted cash flow analysis, the economic feasibility of mining with the coal-crete pillar system is investigated. The cost of the system is compared to the cost of a mining system which would have less coal recovery. The analysis indicates that although at higher coal selling prices the coal-crete mining system may yield an acceptable rate of return, the alternative of leaving the coal pillars is more attractive at the present time.

PROF. EDWARD ORTON, in his Report on the Occurrence of Petroleum, Natural Gas and Asphalt Rock in Western Kentucky, thus clearly states his ideas of the universal dissemination and rare accumulations of the bitumens:1 " We need to bear in mind that the various members of the bituminous series are abundantly and almost universally distributed among the unaltered sedimentary rocks of the earth's crust. The valuable accumulations of these substances are rare, it is true, but one can scarcely go amiss of petroleum, asphalt or gas, at least in small quantities, among the stratified rocks that retain their original structure." Speaking of the Ohio valley, he adds: "A fifth of one per cent. of petroleum, if distributed through a, thousand feet of rock, would make a total to the acre, or square mile far , beyond any production that has ever been realized from the richest oil field, and percentages of this amount are not only not rare to find, but are even hard to miss." Dr. F. W. Clarke in his Data of Geochemistry (Bulletin No. 491, U. S. Geological Survey, 1911), discussing these views of Orton with similar views of T. Sterry Hunt and Szajnocha, says that they "lead to the conviction that the formation of bitumens is a general process and by no means exceptional. Wherever sediments are laid down, inclosing either animal or vegetable matter, there bitumens may be produced."2 The organic origin of the bitumens, including petroleum, has long been an accepted fact with nearly all geologists, but the method, place, and time of the transformation into petroleum or other bitumen is still under discussion.

As used in geophysical exploration, the term overvoltage applies to secondary voltages set up by a current into the earth which decay when the current is interrupted. These secondary effects may be measured by pick-up electrodes. The term induced polarization has often been employed to describe this same phenomenon. In its own operations Newmont Exploration Ltd. commonly uses the word pulse. The basis of this method in prospecting is that metallic particles, sulfides in particular, give a high response, whereas barren rock, with certain exceptions, gives a low response. Overvoltage has been tried in searching for many types of mineral occurrence but has been most successful in outlining the widespread disseminated mineralization associated with porphyry coppers. History:' Newmont Mining Corp. has been interested in overvoltage since 1946, when Radio Frequency Laboratories of Boonton, N. J.. drew the company's attention to phenomena observed in the laboratory. At the instigation of A. A. Brant further model studies were undertaken, and the first tests were performed in 1947. Tests at San Manuel, Ariz., in 1948 were very encouraging, clearly demonstrating that the method could be used to distinguish scattered sulfides at depth. H. 0. Seigel followed up the San Manuel work with a study to determine the phenomena involved.'

AT the meeting of the Board of Directors in March 1945, plans were discussed for a special General Meeting to commemorate, in an appropriate way, the founding of the Institute at Wilkes-Barre, Pennsylvania, in 1871. It was decided that seventy-five years of growth, progress, and achievement; of service to the profession, to the mineral industry in all its branches, and to society at large should be fittingly celebrated. Harvey S. Mudd, then President of the Institute, was authorized to appoint a General Committee on Arrangements as well as necessary working committees. On June 6, 1946, Louis S. Cates, as President, at a special meeting of the Pennsylvania-Anthracite Section at Wilkes-Barre, officially announced plans or a three-day meeting to be held at The Waldorf-Astoria, in New York City, September 16-18, 1946. Four major sessions to be addressed by eminent speakers had been-planned in some detail to constitute a "World Conference on Mineral Resources." The U. S. Department of State had dispatched a 1500-word airgram to all its diplomatic posts giving worldwide publicity to the scope and importance of the meeting; and formal invitations had been issued to more than 150 institutions in 40 foreign countries to send official delegates. These included scientific and engineering societies, educational institutions, and sundry government agencies connected with the mineral industry. However, about a month later it was found necessary to postpone the celebration. The reason was an unforeseen expansion in the requirements of the United Nations for hotel living space in New York to accommodate delegates to the meeting scheduled to start September 3; and, of course, U.N. delegates would be given priority. It was decided to postpone the Celebration-conference to the week beginning March 17, 1947; t6 devote the first three days primarily to the Celebration; and to follow it with the technical sessions, committee meetings, and other functions, that are regular features of the Annual Meeting. To accommodate the combined "show" it would be necessary to hold some of the Annual Meeting sessions at another hotel;

2.2-1. Need for Acquisition Operating Plan. In planning a trip by automobile, a road map is procured and studied. Travel by plane suggests detailed examination of route maps, weather charts, and navigation charts. Planning for construction of a factory, office building, shopping center, or housing subdivision envisages working out a complete development plan. Household needs arc generally jotted clown on a shopping list, with each item checked off as it is purchased. In turn, forwarding of any surface mining project should be undertaken only after an acquisition operating plan has been set out, by checklist, under three general headings: 1. Public relations-a check list setting out applicable Federal, State, and local laws and regulations, and the office, board, commission, and individuals having responsibility for licensing, administration, and enforcement of each such law or regulation. 2. Land requirements-a complete check list encompassing all aspects of land acquisition, ownership, management, control, and disposition, with applicable laws. 3. Water requirements-a full check list embracing all aspects of water development and control, acquisition of rights to use, manner of use, and manner of disposition, with applicable laws and regulations. 2.2-2. Public Relations Aspects of Operating Plan. NEED TO DETERMINE APPLICABLE LAWS. The laws and regulations governing acquisition of land and mineral rights, water and water rights, and the use and control of those rights, vary so much from state to state that one cardinal rule must govern all preplanning: determine applicable Federal, State, and local law at the outset. Changing conditions in the past century have resulted in a multiplication at all levels of governmental agencies interested in, and having responsibility for, acquisition, use, control, and disposition of minerals and mineral lands. The same is true of waters and water rights found in, brought to, or discharged from, the operating site.

SCOPE OF DISCUSSION THE laws here referred to Are those which define the status of the prospector for mineral deposits in the soil or beneath it, establish his methods of procedure, protect him in his possession while searching for the subterranean treasures, and give him assurance of title when all required conditions have been fulfilled and valuable minerals discovered. Regulations for the operation of mines and the safety and health of mine employees are likewise subjects of Federal and State legislation, but are not within the scope of the present program. Various features of our present laws will be discussed in detail by able students of the subject, and specific remedies will be proposed for the most glaring defects. It is my purpose to present in this paper a summary review of the reasons why revision is needed and demanded by the great majority of those in daily contact with the industry.

IN any theory of a hydrodynamic nature dealing with the vertical flow of gas-liquid mixtures in pipes, the two factors that present the greatest difficulty are the relative motion between the phases and the energy loss resulting from turbulence work. The former has generally been referred to in the literature as "slippage" and the latter as "fric-tion." A third factor of importance is the nature of admixture between liquid and gas for both the relative motion between the phases as well as the turbulence work are functions of the type of mixture. Although much work of a general nature has been performed on the vertical flow problem, there have been very few attempts made to study experimentally the factors involved in the phenomenon individually. Of these, perhaps the most notable is the work of Moore and Wilde1 on slippage. Some writers on the subject have assumed that over a wide range of operating conditions the controlling type of mixture, is one in which gas bubbles of uniform size are distributed throughout the liquid, and that the data obtained from experiments on the motion of single bubbles through various liquids may be used in evaluating the slippage. Ver-sluys2 has further assumed another controlling type of mixture in which the liquid occurs as a dispersed phase within the gas and applies data on the fall of drops of water in air to calculating the relative velocity.
