INTERNATIONAL ENGINEERING CONGRESS This Congress will be held under the auspices of five National Engineering Societies, of whi h the Institute is one. The sessions will be held in 11 sections and the proceedings will be published in 10 volumes of 500 pages each, of which Volume 8 will contain the papers and proceedings on Mining Engineering and Metallurgy. The membership fee of $5 will entitle the holder to the volume of General Proceedings and Index, and, in addition thereto, any other single volume chosen. Other volumes may be subscribed for according to a sliding scale depending upon the number of volumes taken. The Institute will have a meeting in San Francisco during 1915, and it is desirable for our members to join the International Engineering Congress at in early date in order that their support of the enterprise may be given in its early stages, when it is most needed.

THERE are sufficient arguments and evidence to indicate that boron should be adsorbed to existing austenite grain boundaries during the austen-itizing treatment. Accordingly, it is possible that boron contributes to the hardenability of heat-treatable steels by the reduction of the interf acial energy of austenite grain boundaries, at which sites are nucleated heterogeneously the decomposition products of austenite. Such a reduction in interfacial energy would reduce the total energy that can be borrowed in these heterogeneous nudeation processes and thus retard the initiation of transformation. The more important of the special properties of a mineral species with respect to heat include the following: Fusibility; conductivity and expansion, especially in their relation to crystalline structure; change in optical characters with change of temperature; specific heat; also diathermancy, or the power of transmitting heat radiation. The full discussion of these and other related subjects lies outside of the range of the present text-book. A few brief remarks are made upon them, and beyond these reference must be made to text-books on Physics ant1 to special memoirs, some of which are mentioned in the literature (p. 305).

Leaching manganese-bearing materials with NaOH to remove caustic-soluble silica has been demonstrated as a method for up- grading manganese. Those materials containing opaline varieties of silica respond most readily. Spent leach liquors are regenerated by treatment with lime to precipitate calcium silicate and to reactivate the NaOH for leaching.

Gardner I?. Williams, authority on diamond mining, died at San Francisco, Cal., on Aug. 22, after an illness of nearly a year. Mr. Williams, who was in his eighty-first year, was born in Saginaw, Mich. He was graduated from the University of California in 1865, and afterward took a course at the Freiberg Mining Academy in Saxony. He was awarded the degree of LII. D. by the University of California in 1910, and Doctor of Engineering by the University of Michigan in 1917. A unique freeze conditioning agent (FCA) which functions by forming structurally weak ice rather than suppressing the freezing point of water has been successful in alleviating frozen coal problems. Frozen coal treated with FCA has been quickly unloaded at temperatures below -17.8OC (O°F). Other applications of FCA include deicing: conveyor belts, idler, idler arms, and other moving parts that have been impeded by ice.

MANY investigators, in their discussions, have reasoned that the ductile-brittle transition in iron could be explained by the intrusion of cleavage into the normal slip process. The purpose of this note is to apply the laws of critical normal stress for cleavage and critical shear stress for slip to explain the orientation and temperature dependence of the ductile-brittle transition in body-centered cubic metals. It will be found that within a certain temperature range, single crystals tested in tension will cleave or slip, depending on their orientation. INTERNATIONAL ENGINEERING CONGRESS, 1915.. Announcement. In connection with the Panama-Pacific International Exposition which will be held in San Francisco in 1915, there will be an International Engineering Congress, in which engineers throughout the world will he invited to participate. The Congress is to be conducted under the auspices of the following five National Engineering Societies: American Society of Civil Engineers, American Institute of Mining Engineers, The American Society of Mechanical Engineers, American Institute of Electrical Engineers, and The Society of Naval Architects and Marine Engineers. These societies, acting in co-operation, have appointed a permanent Committee of Management, consisting of the Presidents and Secretaries of each of these Societies, and eighteen members resident, in San Francisco. Thus constituted, the personnel of the Committee 'is as follows:

To an association like the one before which I read this paper, few questions can be more important and constantly recurring than the following, viz.: "What economy can be effected in the manufacture of American iron ?" And it is the one with which I purpose to deal in this paper; premising, however, that my object is merely to indicate the direction in which an answer should be sought for, rather than to give it myself. This subject may be divided into two parts; " Economy in the production of pig-iron," and " Economy in the manufacture of wrought-iron;" but it is to the former alone that I shall confine myself this evening.

The use of activated carbon to improve the selectivity in the separation of base metal minerals from bulk concentrates played an important role in the development of separation techniques employed at Tsumeb Corp.'s Tsumeb and Kombat mines. The Kombat mill fiowsheet and metallurgical data are given with particular reference made to the separation techniques using activated carbon. The mine's historical background, geology, and mining methods are described briefly.

Louis S. Cates was born in Boston, Massachusetts, on December 20, 1881. When Cates was in his teens, the family lived at Chestnut Hill, Mass., and he went to the public high school. Then he entered M.I.T., at first in the Department of Electrical Engineering. Next door to the Cates family lived a Mr. & Mrs. Armstrong, who were especially fond of Louis Cates. The latter always called Mr. Armstrong "Uncle." Mr. Armstrong was connected with Kidder Peabody investment firm in Boston. That firm had an office in London and Mr. Armstrong persuaded Cates, before he graduated from M.I.T., to go to work in the London office.

A little more than a year and a half ago construction started on Canada's largest initial milling plant. Today the zinc concentrating plant 7 miles north of Barraute sits on ground that once was forest and clay flats. The plant is part of Barvue Mines Ltd. zinc-silver operation. Employees of the plant live in the model community of Barvue, built like the plant in record time. About 5000 tons of ore are handled by the plant daily, with an output of 200 tons of zinc concentrate. Management hopes to raise capacity of the $8 million plant to 6000 tons.

Reported are singular results of a completed combustion research program designed to reliably determine the ignition, burnout, and pollution characteristics of various ranks of pulverized coal (bituminous and lignite), chars, and water-slurries of the raw bituminous coals. Well controlled simulated boiler environments were diagnosed to do so. The standardized, systematic, and comprehensive investigation established relationships between physicochemical fuel properties (coal rank, volatile matter, and reactivity) and thermochemical combustion behavior (ignition and burnout times, and NOX pollution potential) for 31 different fuels.

The developed radiometric method of particle system analysis has been applied to investigate the bulk properties of particles precipitated from solutions. The nature and principles of the method applied are described briefly, and some possible models in the field of fine colloid particles precipitation discussed. Changes in radionuclide distribution were followed during the solid phase formation and the data were used to calculate changes in bulk composition of colloid precipitates. The radiometric data show interesting phenomena closely connected with the characteristic of bulk particles. The measured radiometric data are highly reproducible, the applied methods have proved to be sensitive, and the developed techniques have been tested by various standard procedures.

Through the presentation of three hypothetical case histories, including cost data, the author shows how mineral evaluation can be performed during routine petroleum drilling operations and how mining companies and oil companies or oil operators can cooperate in such endeavors.
