THE labor policy, of the Standard Oil Co. (New Jersey) is founded. first of all on paying at least the prevailing scale of wages in the community; on, the eight-hour day, with time and one-half for overtime; one day's rest in seven; sanitary and up-to-date working conditions; just treatment assured each employee; payment of accident benefits beyond the amount prescribed by the State compensation law; health supervision by a competent medical staff; payment of sickness benefits after one year's service; cooperation with employee in promoting thrift and better social and housing conditions; and assurance for a generous annuity at the age of 65, guaranteed for life after 20 years of service. Most of these features have been a part of the company's policy for many years, but it is only during the past two years that the cooperation of employees in determining these matters has been definitely assured through industrial representation. Industrial representation, in the Standard Oil Co., is a principle rather than a procedure. It is built upon the belief that personal association of those interested in any problem leads to a mutual understanding and a fair decision as to what is right. Fully believing in this, principle, representatives of employees and representatives of management evolved a simple plan, the basis of which is that it gives every individual employee representation at joint conferences on problems and fundamental principles affecting all those interested in the industry. It is based on cooperation, not antagonism; its operation makes perfectly clear both to management and to employees that their interests are identical, that mutual understanding and cooperation insure progress and success for all. Furthermore, experience has definitely shown that representatives of the employees are not only alert for the employees' interests but are as keen as the representatives of the management in determining and insisting upon fairness to the employer.

In common with all other producing areas of the United States, Pennsylvania enjoyed increased activity and prosperity during 1937 (Table I). Prices of crude oil were better than for any year since 1930, and the Bradford average was $2.599, compared with an average price of $2.60 in 1930. Production and drilling activities were increased over 1936, although drilling for oil represented almost entirely a program of secondary development in both the water-flood areas and the air-gas repressuring areas. Bradford Oil Field The Bradford oil field continued to produce the major portion of Pennsylvania oil; however, no changes occurred in oil-production methods during 1937. Practically all of the production in the Bradford field is by water-flooding and the total number of oil and water wells completed within the area increased from 3205 in 1936 to 4112 in 1937; an increase of approximately one-third over 1936 completions. The percentage of water wells is approximately one-half of the total completions, although any specific five-spot development will have a proportion of 55 to 60 per cent water wells and 40 to 45 per cent oil wells. Offsetti~ig and boundary oil wells probably will result in a division or percentage of 50 per cent oil and 50 per cent water wells. The quoted figures for well completions include the entire Bradford field, approximately 12 per cent of which is in Cattaraugus County, New York. It is possible to make a segregation of production, but it is not possible to segregate well completions. Production in the Pennsylvania end of the Bradford field in 1937 totaled 15,076,000 bbl., or a daily average of 41,300 bbl. compared with a daily average of 37,000 hbl. in 1936.

There is only one way to transport natural gas and that is by pipe lines. In the past few years, these lines have been extended rapidly into areas which previously had been served mainly by solid and liquid fuels. In the subject given me, this extension is referred to as an invasion, which implies a rather forceful entry. Whether or not such an implication may be applied to recent natural-gas developments is unimportant. It is the fact of the extension, not its definition, which is important. For centuries, natural gas has been utilized for various purposes in many parts of the world. It was the foundation of fire worship at Baku. The Chinese used it for the evaporation of brine in salt manufacture. In our country, its history seemingly dates back 110 years to the vicinity of Fredonia, N. Y., where seepage gas was assembled and used for lighting purposes. A few years later, a %inch pipe was laid to a lighthouse on Lake Erie, and the early records of the Lighthouse Service tell of the difficulties surrounding this use. With the discovery of oil in Pennsylvania, there followed further development; the town of Titusville was piped with natural gas and, some few years later, gas was made available for manufacturing plants adjacent to the oil fields. A petrographic study was made of the type and sources of mineral contamination occurring in Florida phosphate rock products. Emphasis was placed on contaminants in the screened rock (+1 mm), since this portion of the product undergoes no physical beneficiation except for scrubbing to remove slimes. Since iron and aluminum contents of the finished product affect the salability, special emphasis was placed on identifying types and sources of these contaminants and relating chemical composition to visual characteristics. Wavellite derived from the overburden was the major aluminum contaminant with some aluminum being included as secondary clay balls. Iron occurred as phosphates in the overburden and as colloidal oxides included in the phosphate pebbles. Chert and limestone contamination derived from the Hawthorne formation underlying the phosphate matrix.

APPLICATION of electric logs has been used in correlation of subsurface structure to determine the size and shape of the oil reservoir. [ ] Such a knowledge is hardly complete until saturation and productivity are determined for the various horizons. It is difficult to use electric logs successfully for this purpose because of the many factors that influence the curves. In this work an effort was made to establish an empirical correlation between formation resistivity for a series of electric-log curves and water saturation and oil productivity of sand. Electric logs were obtained by recording with 10 different electrode spacings through the same interval of a well. In the analysis of these curves all factors except two, a dependent and independent variable, were held constant. The interval studied had been cored and a large number of samples were analyzed in the core laboratory in order to compare the values of permeability and saturation with the measured values of formation resistivity. Results of this analysis indicate: (I) the depth to which mud filtrate enters a sand body, (2) a correlation between permeability and sand resistivity for shallow penetration depths, and (3) that the water saturation for an oil sand can be determined from the measured sand resistivity after making suitable correc- [ ] tions for sand thickness. The proceduer in the last method depends on a correction for thickness factor and a theoretical curve. The accuracy of the theoretical curve is now being tested in the laboratory.

The existence of petroleum in California has been known for many years. From time immemorial the California Indians used this mineral, in the form of asphaltum, for various purposes. In the early history of the State the Catholic fathers utilized it for roofing their missions and other buildings. It is said that in 1855 or 1856 Andreas Pico distilled petroleum on a small scale for the San Fernando Mission. He obtained his crude oil from Pico canon, near Newhall, in Los Angeles county; and he was probably the first refiner of petroleum in this State. In 1856 a company commenced work at the La Brea ranch, in Los Angeles county, and tried to refine the crude oil. In 1857 an attempt was made to produce illuminating-oil from crude petroleum at Carpenteria, in Santa Barbara county; and there are records of similar attempts in other localities previous to 1860; but none of them were successful. The first scientific report on petroleum in California was made by Prof. B. Silliman, who published his researches in 1865. He spoke favorably of the possibility of obtaining petroleum in remunerative quantities in this State, and gave the results of his experiments in the fractional distillation of California petroleum. The next decade was marked by a considerable oil-excitement in California; and a great many companies mere formed for the purpose of petroleum-mining and for distilling crude oil. This chapter describes the rock mechanics studies performed for a high cut at a nuclear power station in Pennsylvania. Two units presently are being constructed on the Susquehanna River. When these units are completed, they will generate approximately 2100 MW of electricity. It was necessary to excavate about 1 million cu yd of rock to prepare the site. This excavation resulted in a high cut on the west and north sides of the station area with a maximum height of about 200 ft. The location of the high cut with respect to the plant facilities is shown on Fig. 1. The recommended slope angles ranged from 1 ½ (horizontal) to 1 (vertical) for the upper residual soil to ½ to 1 for the deeper competent rock. Because of the significant height of this cut and the fact that the slope is immediately adjacent to the proposed nuclear facilities, extensive stability analyses were performed prior to, during, and after excavation to evaluate the steepest angle at which the slopes could be safely cut. The studies consisted of evaluating both qualitatively and quantitatively all apparent factors which could affect the stability of the slopes. These factors include the strength of the material, the zones of weak material which are present along the planes of schistosity, the prominent joint systems, the ground water, and postulated seismic effects. Recovery of fine coal from solids reporting to wash water has become increasingly important. These solids range from about 28 mesh to 0 and constitute 3 to 7 pct by weight of the feed tonnage to a coal preparation plant. In the past they were usually wasted to streams, but present clean stream legislation makes it necessary to remove them from the wash water and, if economically possible, recover the associated coal as a saleable product. Where these solids are not wasted to streams or to slime ponds they are recovered by thickeners and filters. Since filter cake is often high in ash or sulfur, or both, it is not readily marketed or used. Common practice is to mix it with other plant products, generally slack or cleaned run-of-mine. Uniform blending is difficult, not only because the impurity is usually high, but also because during certain operating periods it is possible to get a concentration of this filter cake in a railroad or barge. At some plants filter cake has been derived from the froth flotation clean-up of Dorr thickener underflow. The operating circuits required for a froth flotation plant make this a comparatively high-cost treatment, and in the last few years experiments have been carried out with bulk oil methods. These also are quite expensive and lend themselves only to special situations. Table I gives some characteristics of thickener underflows for plants in the Pittsburgh area treating Pittsburgh seam coal. It will be noted that there is a concentration of impurities in the -200 mesh sizes.

ABOUT thirty miles north of, the city of Belleville (which is situated on a branch of Lake Ontario), and in the township of Marmora, Ontario,: there is found a. belt of gold-bearing quartz veins, which present geological, mineralogical, and economic features of great interest to the profession. The district in which these veins are found is characterized as a rolling country, with low rounded bills of syenitic granite, overlain on the flanks of the hills by Silurian limestones, which lie in nearly horizontal beds, and in some places are so fine in texture as to afford lithographic stone of a fair quality. The gold-bearing veins run north and south through this belt of syenitic granite, and are quartz-filled true fissures, with micaccous or talcoid slates forming the walls of and horses in the veins. Deposition of manganese oxides is of common occurrence in streams of the north-eastern United States. Manganese entering the stream in solution in ground water is oxidized and deposited in the stream, primarily as oxide coatings on detrital materials. Prevalence and thickness of the coatings increases with increasing particle size in the coarse sand and gravel range. A number of metals of economic and environmental interest are enriched in these coatings. Samples of 8 to 16 mm pebbles were obtained from two streams in the Shawangunk region of southeastern New York State, an area of know71 Pb/Zn/Cu mineralization. The pebbles were leached to remove the oxide coatings and the resulting solutions analyzed for Mn, Fe, Pb, Zn, Cd, Cu, Co, and Ni. Trace-metal/Mn ratios in these streams are generally one to two orders of magnitude higher than regional background values. Profiles of trace- metal/Mn ratios along the streams show considerable detail; contributions of metals from tributaries are sharply reflected in the metal content of the oxides. The potential advantages and disadvantages of using coated stream gravel for geochemical prospecting and environmental studies are discussed in the light of these and other data.

THE State Department can be of assistance to Americans in the petroleum business directly and indirectly. During the past few months, at the Arms Conference, it had a large hand in dealing with affairs indirectly affecting the oil problem. The conference has somewhat relieved the emphasis on naval strategy in relation to oil supply by limiting the number of naval vessels or the fleets of the Great Powers and in maintaining the "open door" in the Far East in respect of the development of the natural resources of that region by defining that policy in a nine-power treaty. The largest competitors of the. United States in the petroleum field are parties to that treaty. The Department of State also has stood steadfastly for the principle of equal opportunity in the Dutch East Indies, Mesopotamia, and Persia. The Department of State has been of indirect assistance in connection with oil problems by insisting on the recognition of treaty rights and other guar-antees, such as most-favored-nation clauses, and mandate provisions. I am not speaking as a representative of the Depart-ment of State, as L now have no connection with that institution, but my experience of several years as a member of the department and my practice since my resignation have given me opportunity to see the department from both the inside and the outside, and to measure its limitations as well as its resources.

Largest uranium deposit in the Northwest is Dawn Mining Co.'s Midnite mine on the Spokane Indian Reservation. The orebodies lie along the contact of granite and metamorphosed sedimentary rock and are controlled by faults and shear zones near the granite contact. In the oxidized zone the deposits consist mainly of the secondary uranium mineral meta-autunite; sooty uraninite and primary uranium minerals are known to occur at greater depths. Elevations in the mine area range from 2500 to 3500 ft. The rolling hills and low, rounded mountains are covered with grass and evergreen trees. HISTORY AND DEVELOPMENT Original showings were discovered with a geiger counter in the spring of 1954 by prospectors Jim and John LeBret. High radioactivity in several schist outcrops was found due to scaly coatings of a greenish-yellow, fluorescent mineral, later identified as meta-autunite. Prior to this time autunite was not known to occur in the state of Washington, and no significant uranium deposits had been found in the Pacific Northwest. Outcrops in the area were few, and most of the ground was mantled with 2 to 10 ft of overburden, but three other radioactive zones were discovered by prospecting the ridge southward along the strike of the schist near its contact with granite for three quarters of a mile. It is appropriate to the place of meeting, and of interest to those members of the Institute whose attention has been more or less directed to Virginia during the past eleven years, to know the result of recent developments of the Virginia coal-field. While, during the late " boom," the attention of the industrial pioneers of Virginia was mainly directed to iron-ore deposits and manufacture, it is safe to say that the coal to which, at that time, comparatively little attention was turned, and which did not directly foster a growth of " boom " towns, will prove the most reliable source of mineral wealth in the State. At the time of the last Virginia meeting of the Institute, held at Roanoke, in 1883, the Wise county coal-field was untouched by a railroad, and its economic existence was scarcely considered. Although, in the meantime, a number of reconnaissances had been made, and a fair estimate of the value of the field formed, it was not until 1891, when the Norfolk and Western and the Louisville and Nashville railroads, respectively, completed their Clinch Valley and Norton extensions to a junction at Norton, Wise county, that any development took place, and not until 1892 were shipments of any importance made. Some unique hydrogeologic issues are inherent in the problems of siting, designing and licensing a mined geologic high-level nuclear waste repository. The problems involve hydrogeologically unfamiliar rocks for which little proven technology has been developed, long containment periods, elevated temperatures, and externally-imposed management constraints. In evaluating the existing national program, it should be recognized that hydrogeology is only one aspect of the total nuclear waste disposal problem, that the use of multiple barriers requires that the hydrogeologic system be considered in its entirety as a total system, and that engineering modifications can improve the isolation capabilities of certain barriers. Important research questions involve the mechanics of transport through dense fractured and unfractured rocks, methods for measuring vertical hydraulic conductivity, and a variety of geochemical questions. Current expectations for "high quality data" from either in situ or laboratory testing are unrealistic, and a modified approach to repository hydrogeology is needed. The dilemma is that the hydrogeological characteristics that make a potential host rock more satisfactory for respository siting are the same characteristics that are difficult to characterize and make the particular site more difficult to license. Finally, evaluation of the containment potential of any candidate site will become meaningful only with detailed underground exploration, mapping and testing in the host rock formations at the repository levels.

The health hazard due to the inhalation of certain dusts in the mining industry has been recognized, but was not subject to state or federal inquiry in the United States until about 1916. Reports on miners' phthisis and associated effect of dust inhalation were published as early as 1903 in South Africa and in 1906 in Australia. A report was made by Lanzal in January 1917 of a study of 433 cases of miners' consumption among zinc miners in southwestern Missouri. In a preliminary report issued in 1915 Lanza and Higgins2 concluded that, while there were general causes, such as housing and working conditions, that tended to produce a high incidence of tuberculosis, the flint dust constituted an unusual element of danger, to which it was reasonable to attribute the unusual prevalence of tuberculosis. Later a clinic established under the joint sponsorship of the United States Bureau of Mines, the mine owners, and the Metropolitan Life Insurance Co. carried on an extensive study covering a period of five years. The results of this study have borne out the conclusions reached in the earlier surveys. The early surveys in this country indicated the necessity of determining the extent of the dust pollution of air associated with the various mining operations. The first determinations were reported on the weight basis, undoubtedly to make comparisons with work previously done in Australia. Later studies of dust in industry led to the development of more refined methods of sampling and enumeration on the basis of count in place of weight, so that by 1919 Knowles3 reported 53 methods.

IN pre-war days, the mining industry of Russia occupied in the industrial life of the Empire a place of ever increasing importance. The peak of produc-tion was reached in 1913 and 1914, the years of greatest prosperity, and a rapid growth of the mineral industry seemed assured, especially as regards base-metal mining. Exceptions were the gold production, for which a gradual decline was anticipated, and the platinum out-put which was expected to remain steady. A greater productivity of labor, corresponding to better working facilities was noticeable, and the economic status of the working classes was constantly improving. The tremendous strain on Russia's economic life caused by the World War did not materially alter the prospects of the mineral industry and the fundamental changes began only with the revolution in the spring of 1917. Their scope and character are illustrated by the figures in Table 1 which compare, for the parts of the Russian Empire under Soviet (R. S. F. S. R.) control, the average mineral production of 1913 and 1914 with that of 1920, 1921 and 1922, as supplied by bolshevik sources.1The latter three years in Russia's history were characterized by the firm establishment in power of the Communist party as a new ruling caste. Silver, lead, zinc, tin, nickel, tungsten, barite, etc., were either produced in negligible quantities, or not at all. However, before the revolution the development of several argentiferous lead-zinc deposits in western Siberia had reached a stage which seemed to assure an appreciable output of the white metals for the near future.

A Reference to the geological map of Alabama shows the Goalmeasures of that State to form three distinct fields. The Coosu, or most easterly, contains about one hundred square miles ; the Cahaba, or middle field, which is also the most southern true coal in the United States, contains about 230 square miles ; and the Warrior field, which contains in the State of Alabama some 5000 square miles, is the southern extremity of the great carboniferous deposit, which extends through Pennsylvania, West Virginia, Kentucky, Tennessee, and Georgia. But very little has yet been done towards developing those coalfields, partly owing to the absence of all commercial manufacturing enterprise in the South under slavery, and partly owing to the want of capital and the disturbed condition of the South since the war. Strip mining in the domestic coal industry is contributing a greater proportion bf overall production than at any time in the past. U.S. Bureau of Mines statistics show that the percentage of total production mined in 1958 by stripping methods increased to more than 30 pct, up from 22 pct in 1951. The tendency to favor strip and open pit mining exists in other mining activities, but such trends are not as clearly outlined as in the coal industry. Significantly, the depth of overburden in coal properties considered suitable for stripping is also increasing. A depth of 50 to 60 ft of overburden was once considered to be about the maximum amount that could be handled economically. Today, a depth of 80 to 100 ft is frequently taken into consideration for simple overcasting operations (i.e., excavating overburden and dumping it in the spoil position where it remains indefinitely).

One of the more obvious phenomena which relate to coke formation is that soft coals of low volatile matter content tend to yield hard or high strength cokes while hard coals of high volatile matter content tend to yield soft or low strength cokes. This observation led researchers of the Coal Research Bureau of West Virginia Univ. to study the possibility of using Hardgrove grindability as a supplemental rank indicator for coking properties. Grindability has been used for many years as a means to measure the resistance of coal to comminution but it has rarely if ever been considered for evaluating coals for carbonization. The coal proper- ties which are measured by grindability are complex, but recent work with the difficult-to-correlate high volatile coals has demonstrated that a 93% correlation exists between grindability and the total petrographic rnicrinites, exinites, and resinites. This work demonstrated that inherent ash had no apparent effect on the grindability of high volatile coals, suggesting that the coal substance is apparently harder than the associated ash. These observations, together with the patented Burstlein process," indicate that the distribution of hard and soft components in the individual high volatile coals and blends of coals may be quantitatively interrelated to coke stability through selected ranges of coal volatile matter. The objective of this progress report is 1) to demonstrate the statistical relationships which exist between coal grindability and the numerous coal petrographic entities and 2) to present the results of initial studies concerning the correlation of the coke physical strength index of stability with coal volatile matter and grindability.

QUENCHED, bcc p brass, P1, transforms to a mar-tensitic phase, when it is cooled below room temperature.' This transformation can be followed using resistance measurements since the resistivity of the martensitic phase is considerably larger than that of the parent phase, Fig. 1.' phillips3 first reported that, when Cu-Zn alloys containing between 37.0 and 39.0 wt pct Zn were quenched from the 0 region to room temperature, variable amounts of a phase could be observed depending on the mode of quenching. If the quench occurs very rapidly, the a phase forms by a "massive transformation". The resultant phase has the same composition as the high-temperature P phase from which it was formed. If the quench is less severe, the alloy is retained largely in the p form; however, some a is formed by precipitation. In this case, a contains more copper than the high-temperature 0 phase from which it has formed. The a phase most probably does not undergo a transformation in the temperature range where p transforms to low-temperature martensite. This can be deduced from the Eesistivity-temperature relation which is linear in this temperature range, Fig. 2. The stable a phase which is present along with R. E.
