As used in connection with open-hearth or other high-temperature operations, "insulation" refers to a multitude of substances, natural or manufactured, that have the one principal property of preventing the flow of heat by conduction to a greater degree than refractories can prevent it, the principal properties of the latter being resistance to temperature and/or chemical action. The term "control" as commonly applied to the mechanization of management functions is inappropriate without qualification, for without some degree of control of every operation we could produce no steel worthy of the name. Although grouped together in this paper, insulation and control in open-hearth furnaces have little, if any, interrelationship, therefore the paper is made up of two distinct parts. INSULATION OF OPEN-HEARTH FURNACES More than ten years ago the writer proposed the insulation of an acid open-hearth furnace system below the charging floor, and it was accomplished, with gratifying results. Possibly that was the first time the insulation of regenerators and slag pockets of any open-hearth furnace was undertaken, but shortly thereafter such insulation became general, and when the six groups of 150-ton furnaces1 were built in 1929-1930, they were completely insulated below the charging floor. While the practice was accepted at least five years ago, it was not well understood, however, as indicated by the following incident which occurred in connection with an installation made in 1929. When a hole is made in a stressed solid, such as rock pierced by mine openings, equilibrium of the solid is destroyed. To restablish that equilibrium the stress condition in the rock surrounding the opening becomes rearranged. This rearrangement may or may not develop local stresses in the vicinity of the opening which exceed the elastic strength of the rock. Since stability of the opening depends, therefore, on the strength of the naturally occurring rock surrounding the opening, this rock is an engineering material of construction, and all rock affected by the associated opening or system of openings may be considered a structure. The term invert is chosen to describe the formation of the structure built from the inside, as it were, and a consequence of mining rather than an entity built for a purpose. By definition, an invert structure is formed when openings are made underground and is com- posed of that material on the solid side of a rock-air interface wherein the stress condition is affected by the associated opening or system of openings. The shape of an invert structure is never clearly defined; the skin of the structure may be mapped, and even described, but the boundary of the structure within the solid rock mass must be arbitrarily set.

Recently, schuhmann1 derived the Charles equation2 using the postulate that complex com-minution operations can be considered as a summa- tion of many comminution events. The fragments resulting from each event are assumed to follow the Gaudin-Schuhmamn distribution. In his derivation, Schuhmann implies that the size distribution of the total mass of a material is determined by the fraction of that mass actually subjected to comminution. Consider a feed to contain a volume, Vo, of uni- formly sized homogeneous material. Regarding the technical paper by Thomas E. Finch and Edward L. Fidler, "Recovery of Stray (Thin) Seams in Western Coal Mining." I would like to comment on this subject. In western Canada, most strip mines encounter thin seam coal or rider seams. Although the paper addresses the problems and costs associated with the recovery of this coal, it does not take into account what the savings are. Without looking at the savings, the "Total Objective" is of course not clear. I feel that in a stripping operation the mine can spend per ton (of the thin seam) up to their dragline stripping costs per ton to recover a rider seam or thin seam. The reasoning behind this is simply that this is the price the mine will have to pay to expose an equivalent amount of coal without the recovery of these thin seams. If the mine can recover a rider seam or thin seam for less than the dragline operating costs per ton, a savings will be realized. By recovering a thin seam or rider seam, the life of an ore body is extended by that amount of coal not thrown away. In addition, the cost of land acquisition, associated permits, capital, and reclamation will be reduced as more coal is delivered for a given area. When the above points are considered, the recovery of these thin seams can be very profitable and indeed worth recovering.

It has been generally accepted as a fact that cast-iron, under the influence of repeated shocks, becomes brittle, and will finally break under a blow which otherwise it would have withstood. It will probably surprise metallurgists, therefore, to learn that experiment disproves the supposed fact, and establishes exactly its opposite. The result of about a thousand tests of bars of cast-iron of all grades, from the softest foundry-mixtures to the strongest car-wheel metal, enables me to assert with confidence that, within limits, cast-iron is materially strengthened by subjection to repeated shocks or blows. It is very well known that the usual process of annealing castings—such, for example, as car-wheels—increases their strength by relieving cooling-strains. But it is not well known (if known at all prior to this announcement) that the molecules of cast-iron are capable of movement—for they do not touch each other*—without the necessity of heating the casting, and that they can thus rearrange themselves in comfortable relation to their neighbors, and relieve the overcrowding near the surface of the casting. In more technical words, a molecular annealing may be accomplished at ordinary temperatures which will release the strains in the castings, precisely as does annealing by slow cooling in heated pits or ovens. IN the field of mineral resources, today's problems and those we can reasonably expect in the future are so vast that nothing less than world-wide thinking and world-wide planning will suffice. I can imagine nothing more useful for the Institute to do in celebration of its seventy-fifth anniversary than to hold this conference on world mineral resources. Mineral resources are the basis of any nation's industrial production. Without expanding industrial production, the high standard of living found in the United States could not exist. Without such a standard of living it would be most unlikely that we should have a high level of culture. The hope of the world, as I see it, depends very largely on a general rise in living standards everywhere, and in the general increase of the levels of culture including a sympathetic understanding of the problems of other nations. For this reason, the proper use of the world's remaining mineral resources must be taken into account in any plans to safeguard the peace of the world. Being as exasperatingly human as human beings always seem to be,. we usually wait until almost too late to begin our plans to stave off an impending disaster. We do this as individuals, as components of particular States or Governments, and as citizens of the world. THERE are three chief production zones of tungsten ore in China. In the Province of Kiangsi mines are located at Kanchow, East River, and West River. Their combined production is understood to amount to 300 to 350 tons of ore per month, and their original exportation is made through the port of Kiukiang, largely to Shanghai. The second zone is in Kwangtung Province, the mines there being at Tayulin. Produc-tion reaches about 200 tons per month and cargo is gen-erally exported through the port of Hong Kong. In the Province of Hunan approximately 25 tons of ore are produced monthly in the mines at Ton-on. Tungsten ore from Kiangsi and Kwangtung Prov-inces is generally about 70 per cent WO, (tungstic acid), while that from Hunan is of lower quality, run-ning about 65 per cent WO3. Kiangsi ore is received from the mines in 100-1b. and Hunan in 224-lb. gunny sacks. No repacking is done except as it is made neces-sary by the condition of the sacks. Kiangsi Province contains the Chinese districts pro-ducing the largest amount of salable wolframite or tungsten. Many districts west and south of Kiangsi have been found to have wolframite deposits.-Com-merce Reports.

AT the Tulsa meeting of the A. P. I., the following reso-lutions, expressive of the policy of that organization, were among those adopted: RESOLVED, That we endorse the conclusion of the Federal Oil Conservation Board in its report of September, 1926, that the prevention of the waste of gas incident to the pro-duction of oil is of paramount importance in the conserva-tion and economical production of oil, and the president of the Institute is requested to appoint a committee of seven to devise and suggest to this board, or the executive com-mittee, such measures as will enable the industry, while continuing to meet the consumption requirements for pe-troleum and its products, to conserve in its natural state such reserves of petroleum as may not then be required for consumption. RESOLVED, That the president of the Institute appoint a committee of seven to formulate and recommend to this board or its executive committee, at the earliest practicable date, a program of legislation; Federal and State, to be advocated by the Institute giving sanction and effect to agreements by oil producers for the curtailment of produc-tion in pools where and during periods when there is over-production, having for their purpose the economical and orderly production of oil.

THE constancy of calibration, and to a great extent the life, of a thermoelement is dependent on the suitability of the primary protecting tube in which the wires are mounted, particularly when used at high temperatures. An ideal thermocouple protecting tube would be com-posed of materials that would not contaminate the thermoelement wires contained in it-one that would remain absolutely gas-tight ,it all temperatures of usage, that will not be attacked by gases, or other surrounding agencies, that is not destroyed by heat, that withstands sudden and extreme temperature changes, that affords a high degree of mechanical protection and does not deform at high temperatures, that is a good heat conductor and obtainable in small diameters so as to keep down lag factors. It has not yet been possible to produce tubes of any known mate-rials that will meet all of these conditions. In selecting protecting tubes, therefore, one should be chosen the characteristics of which best fit it to the particular conditions of usage. Frequently conditions are such that two tubes have to be used, a primary gas-tight protecting tube inside of a secondary protecting tube, because certain agencies will attack the primary gas-tight tube unless it is guarded by the outside tube.

The fate of generations yet unborn lies in man's hands. Shall it be prosperity, a high standard of living, and the development of spiritual values; or ruin, misery, and a reversion to jungle law? World affairs move in high gear, at high tension, in many directions. Each nation fears the other fellow- races, crosses the white line on curves, skids, takes its half in the center; and the devil take the hindmost. For one, the United States is on the horns of dilemma; it must insure a flow of raw materials of industry and world-wide markets in order that the American people may maintain high standards of living, but the commitments of the United States cannot be fulfilled without trimming present standards of comfort and convenience back to the level of perhaps a quarter of a century ago. A way must be found to retreat without anarchy at home as well as abroad. Everything is relative and all things change, and change is the essence of civilization. It is now clear that man has not kept pace with changes of all kinds, some of them overnight, during the past 50 years. Conventionality has led to stagnation; man now seeks learning of all kinds at an accelerated pace, but men should not be educated beyond their native intelligence for they must be able to apply their education. H. McD. Lorain says in regard to his son, Captain S. H. Lorain; "It might be of interest to you to know that, although but 23 years of age, my son is captain of Co. C 107th U. S. Engineers, Thirty-second Division. He landed in France about the middle of February, 1918, and was commissioned a captain on Sept. 5, 1918. He started for the front the latter part of June and was there continuously until the armi-stice was signed, on Nov. 11, being on the front lines in the Argonne at that time. He is, at present, in Coblenz, Germany, with the Army of Occupation. Although much of his work was clone under artillery and machine-blur fire, as well as airplane bombs and fire, he escaped without a scratch. Once, he was the only one of a group who escaped without a scratch from an exploding shell." Lieut. Bernard H. Lasky, on a post card received a short time ago, gave the following brief record of his military career. "I have been serving with the 316th Engineers in France and in Flanders and had the satisfaction of being in the last big drive in Belgium which sent the enemy beyond Avaenarde and did much to increase their gait on their way to Brussels. On Oct. 1, I received a commission as second lieutenant and was assigned to Co. C of the 316th Engineers."

INTRODUCTION The decade from 1969 to 1979 saw the crest of a wave of investments by companies and investors, primarily from the major industrial nations, in the metals and minerals industries of the so-called lesser developed countries. This was brought about by two major considerations: 1). The higher ore grades and therefore the higher profit potential of the mineral deposits in the third world countries, and 2). The desire, particularly by the European countries and by Japan, to ensure a safe supply of raw materials not available in their own countries. The decade began with the start of the Toquepala mine in Peru and the major investments in the Bougainville mine in Papua New Guinea and the Ertsberg mine in Indonesia. It ended with the start-up of Southern Peru Copper Company (SPCC) Cuajone mine in Peru and Inco's Soroako mine in Indonesia and the investments in several major alumina or aluminum projects in Australia and Brazil. Concurrent with this huge flow of funds into the mineral resources industry of the developing world was the build-up of a psychological fear in the host countries of exploitation/domination by the foreign investors. This resulted in an increasing trend towards: 1). Nationalization of existing mineral ventures, and 2). Tougher legal/fiscal frameworks for new ones. NATIONALIZATION Nationalization appeared in its earliest form as "Mexicanization" of the petroleum industry in Mexico in the 1930's, followed later by Mexicanization of the mining industry in general. This was enacted with the Mexican Mining Law of 1961 which required that 51% of the equity be owned by Mexican nationals. Later in the decade the equity share for foreign investors was reduced to 33 1/3% for the developers of the Frasch sulphur operations in the Isthumus of Tehuantepec. However, the law was not fully implemented in the copper industry until late 1970 with the purchase of 51% of the ownership in the Cananea Mining Company. The trend toward nationalization of the copper industry progressed to Chile where in 1967 under the Government of Eduardo Frei the major North American copper companies were induced to sell a one-half interest in their Chilean mines to the State. Likewise, in 1970, "Zambianization" took place, when the two major operating companies Roan Selection Trust (Amax) and Zamanglo (Anglo American) were restructured into Roan Consolidated Mines (RCM) and Nchanga Consolidated Mines (NCCM) providing the government with 51% of the equity ownership. Whilst the earlier forms of nationalization in general constituted a fairly priced buy-out (El Teniente, Chile for US$80 million, RCM for US$117.8 million, NCCM for US$178.7 million), the total nationalization of the Chilean mining companies in 1970 under Salvador Allende did not. Later, "Western" countries joined this trend and on October 29, 1973, Mr. Gough Whitlam proclaimed that "overseas capital must continue... in partnership with Australian capital" and "in some special energy cases we have an objective of 100% Australian ownership". In 1974 Mr. Pierre Trudeau stated: "The Liberal Party of Canada sets as an objective that new resources projects in the natural resource field should have at least 50% and preferably 60% Canadian equity ownership". FOREIGN INVESTMENT The situation for the foreign investor in the worldwide resource industry rapidly deteriorated from then on. New features appeared in mineral exploitation and operating agreements, centering not only on local government/local companies ownership but also on increased taxation. The new tax rate (mineral tax, royalty, and income tax) for the semi-government companies NCCM and RCM in Zambia became an effective 73%. Likewise the much publicized and discussed renegotiated Bougainville agreement brought dramatic increases in the total "take" by the PNG Government. MUCH information concerning pegmatites which was thought to be true a few years ago has been proved false, and what is now actually known about some pegmatites is not true of many others. The erratic and seemingly unpredictable structure and variable composition of this class of mineral deposits has been widely emphasized. Even parts of the same pegmatite body exhibit marked differences in texture, mineral composition, width, and attitude. Constructive geological thinking in respect to pegmatites now aims to establish general laws rather than to stress the confusing diversity of features having no special economic significance. Substantial progress has been made in classifying different types of these deposits according to general features, internal structure, mineralogy, and origin. In some cases it has even been possible to block out tonnage reserves in advance of mining. It is still easy, however, to make highly erroneous predictions after a preliminary examination of a pegmatite prospect. Pegmatites are important to the economic well being of the country and to its military security. They furnish virtually all the feldspar, strategic mica, beryl, columbium, tantalum, and caesium utilized in the United States, as well as sundry other minerals and significant amounts of lithium and rare earth minerals and gems. With the exception of vermiculite, occasional ilmenite-rutile, and perhaps soda-lime feldspar and garnet deposits, basic pegmatites are of little economic importance. Consequently in this paper, as in common parlance, the term pegmatite generally relates to coarsegrained acidic rocks or what is aptly called giant granite. Available data indicating the size and importance of the production and trade in specified pegmatite minerals are summarized in Table I. Geological Features Much of the latest thinking on the economic geology of pegmatites is now available in a 115-page monograph' by a group of experts who participated with geologists of the Federal Geological Survey in the widespread wartime investigations. Doubtless the most significant feature of the monograph is indicated by the title, The Internal Structure of Pegmatites, but it also contains a vast amount of other new information and includes the assimilated concepts of many earlier writers, whose works are given in a comprehensive list of references. The shape, size, attitude, and continuity of many pegmatite bodies is controlled by the structure of the older rocks in which they occur. If the older rocks are easily penetrated, e.g., biotite schist, most of the pegmatites in a given district will be found outside the parent granite mass as exterior pegmatites. Marginal pegmatites are more prevalent if the older rocks are massive, unsheared, and sparingly jointed. Networks of pegmatites are abundant in highly-jointed rocks. In strongly foliated schists the bodies are usually lenticular, whereas in highly-folded areas they assume tear drop, pipe or pod-like, bow-shaped, or sinuous forms. Jahns2 recognizes five major shape classes: l—dikes, sills, pipes, and elongate pods; 2— dikes, sills, pipes, and pods with bends, protuberances, or other irregularities; 3-—trough-or scoop-shaped bodies with or without complicating branches; 4—bodies with the form of an inverted trough or scoop; and 5—other bodies, including combinations of the above and miscellaneous shapes. Many pegmatite deposits are scarcely big enough to be recognizable as such. Most of them, in fact, are small tabular deposits less than 4 in. wide and usually without economic concentrations of minerals. On the other hand, some pegmatites are more than a mile long and over 500 ft wide. The ratios of length to breadth range from 1 : 1 to 1 : 100. Although the vertical dimension bears no invariable relationship to strike length, tabular deposits or large lenses are often symmetrical enough to show nearly as much continuity down dip as in their horizontal extension, and some pipes or pods are amazingly persistent in the vertical plane. Small pegmatites often string along a fairly definite trend line; in a given district major bodies may lie roughly parallel, and where only a few of them do not, the erratically disposed bodies generally differ in composition from those conforming to the regular pattern. This does not apply, however, in all districts. Characteristically, pegmatite veins pinch and swell or split into branches. When they pinch out entirely it is often possible to find a new body by prospecting the extension of the strike or dip, but the chances of finding a hidden deposit are ordinarily too uncertain to justify much subsurface prospecting. Diamond drilling may yield valuable information as to the continuity of known deposits whose upper portions are well-exposed. Some deposits, in fact, can be proved up for hundreds of feet by surface trenching and then intersected by drill holes at various depths like any other vein-like deposit. Others twist and branch, apparently defying all efforts to explore them short of actual mining.

TOTAL DIRECT IMPACT The uranium mining industry's principal economic impacts on the Texas economy are the result of three flows of money from the industry into the remainder of the state's economy. These three are: (1) money paid to individuals (personal income) ; (2) money paid to other businesses (business income); and (3) money paid to state and local governments (government revenues). As these direct payments from the uranium industry to various other sectors of the Texas economy subsequently circulate and recirculate within the state, the indirect effects of uranium mining's direct impacts multiply to reach amounts significantly higher than the direct income flows alone. Over the past decade, the uranium mining industry has substantially increased its role as a provider of jobs, personal income, business income, and government revenues in Texas. The growth has come almost exclusively in a largely rural, seven-county area that lies within the triangle formed by the Laredo, San Antonio, and Corpus Christi metropolitan areas. The uranium mining industry, in fact, has been the major dynamic element in this rural area despite relative stagnation in most of the region's other basic economic sectors. Over the three years from 1976 to 1978, the South Texas uranium mining industry directly contributed a total of $115 million to the economy of the seven- county region in which it operated and $164 million to the economy of the entire state of Texas. In 1979 alone, the total direct contribution of the industry to the Texas economy had climbed to $124 million in personal, business, and government income. PERSONAL INCOME IMPACT In the period from 1976 through 1978, the South Texas uranium mining industry provided an average of $12.5 million in personal income each year directly to residents of Atascosa, Bee, Duval , Karnes, Live Oak, McMullen, and Webb counties -- the seven Texas' counties that make up the South Texas Uranium Belt. A1 though 84 percent of this resulted from the employment of area residents in uranium industry jobs, some amounts were also provided by the payment of rents and royalties to land owners for the use of their land and mineral rights in uranium mining operations. In 1979, the uranium industry provided approximately $38 million to residents of the Uranium Belt and the rest of Texas. This was more than double the average of $16.1 million provided to Texas residents during the 1976 to 1978 period. The full importance of the uranium industry as a source of personal income, however, should not be reckoned merely by the amount of wages and salaries that it pays directly to its own employees, nor by its rent and royalty payments paid directly to land and mineral rights owners living in Texas. The added payments that the industry makes directly to other Texas businesses and state and local governments in Texas are themselves converted into personal income as those business firms and government units in turn pay their employees. All of the direct income payments made by the uranium industry circulate and recirculate within the state's economy, multiplying their impact as they go, until they eventually all leak out of the state as federal taxes or as payments to individuals or businesses located outside of Texas. The combined circulation and recirculation of the direct personal, business, and government income that was provided by the-uranium industry in Texas during 1976, 1977, and 1978 resulted in an average annual amount of indirect personal income of more than $83 mill ion. This alone was $20 mill ion more than the industry's average annual sales during the same years. The total of combined direct and indirect personal income contributed to the Texas economy by the uranium mining industry in that same three-year period thus averaged almost $100 million annually. In 1979, the amount of indirect personal income contributed to the Texas economy by the circulation of uranium mining's direct contributions had risen to about $196 million, more than double the average of the previous three years. The combined direct and in- direct personal income impact in 1979 thus amounted to $234 million. BUSINESS INCOME IMPACT The income provided directly to other Texas business firms through the purchase of needed goods and services by the uranium industry has been twice as big as the industry's payrolls. In 1976, 1977, and 1978, the South Texas uranium industry spent an average of almost $36 million each year to buy both goods and services from other Texas businesses. By 1979, this direct contribution to the Texas economy had swollen to $76 million. The biggest share of the uranium industry's payments to other businesses have gone to contracting firms, including both construction firms and those providing specialized mining services. In the past four years, about 40 percent of the direct payments made by Texas uranium producers to other Texas firms have been to contractors. Texas wholesale and retail firms have also shared in the business sales provided by the South Texas uranium mining industry. Over the past four years, Texas wholesale and retail trade businesses have accounted for about 34 percent of the uranium mining industry's purchases from other Texas businesses. Public utilities firms have received another six per- cent, while Texas manufacturers and transportation firms have accounted for about five percent each. Manganese Products, Inc. has developed a chemical process for the recovery of high-grade manganese oxides from low-grade manganese ores. Ammonium sulphate is also produced. Manganese ore is leached with sulphurous-sulphuric acids. The impurities are removed with ammonia, heat, and air. Manganese oxides are produced by addition of more ammonia and air under pressure. Ammonium sulphate is recovered from the remaining solution.

The Pine Creek mine, owned by Union Carbide Nuclear Co., Div. of Union Carbide and Carbon Corp., is one of the world's largest producers of tungsten. The mine is located on the eastern slope of the Sierra Nevada Mountains, about 25 miles north- west of Bishop, Calif. Prior to 1948, production from the property came either from surface pits or from underground workings above A level haulage tunnel. The tunnel is at an elevation of 10,900 ft, which left 500 to 600 ft of vertical backs to the surface outcrops. Heavy production demands during World War II hastened the planning for long range development of orebodies below A level. A 7000-ft haulage tunnel, 1500 ft below A level, was started in 1943 and completed in early 1947. This haulage tunnel is at an elevation of 9400 ft and is known as Zero tunnel.

Since 1905, education has expanded in every direction. Many more people are being educated for much longer periods of time. The school-leaving age has risen from 14 years to 20 years, on an average. Many are in school until after their 25th birthday. On the surface this situation appears all to the good. Our technical society needs a massive yearly infusion of semitrained (or educated, if you prefer) new blood. The efficiency of our economy and our standard of living are tied to high individual productivity which can be achieved only with an educated work force. Our democratic institutions are said to be founded on an educated electorate.

Waste of coal, or perhaps more properly the percentage of its recovery in mining, has keenly interested me during an experience of over a half century in coal mining. In the early part of that time and until a few years after World War I the use of better mining plans and supervision resulted in an increased recovery. Since then, and particularly since controlled prices have been effective and mechanized mining has been extensively practiced, the tendency has all been toward lesser recovery in mining. The purpose of this paper is not to criticize the methods being used, which after all are the result of economic forces, nor to point to any particular mining method or to any locality where the best recovery is obtained, but to call attention to the tremendous waste of our national coal resources that is constantly continuing. A possible method of reducing this loss will be suggested, but without any illusions that it will be followed or that such attention will be paid to it. Average Recovery The actual average percentage of recovery of coal in the ground is not known. Many papers giving figures of recovery have been published but no definite base of measurement has been agreed upon by those presenting the data. As an example, the Pittsburgh bed can be considered—it has produced a greater output than any other and has been sold or leased at higher prices in place than any other coal bed. Over a large part of its area where high prices have prevailed it has been customary for many years to draw pillars. In these mines it has been usually assumed that the average recovery was higher than in other beds and percentages of recovery of 85 to 95 per cent are usually said to be realized. In all of these mines, however, it has been customary to leave from 4 to 8 in. in the bottom, and 10 to 16 in. in the roof; thus from 14 to 24 in. of coal has been left in the mines out of a total seam thickness of about 96 in., or 15 to 25 per cent of the total coal. No attempt is made to mine this coal for metallurgical purposes, owing to its impurities, although this unmined coal is of excellent quality and better than much of the coal used for steam purposes. If we add to this discard the coal usually lost in mining and those parts of the bed 'that must be left because of bad seam conditions, barrier pillars, reservations for buildings, gas and oil wells, one can easily see that the actual recovery from this bed cannot be more than 65 to 75 per cent. In addition, the rooster or rider or wild coal over the mining bed—often 3 to 4 ft. of coal, high in ash and sulphur but still good steam coal—is hardly ever mined, nor is any attempt made to mine it. It is safe to say that from a broad economic viewpoint not more than 50 to 60 per cent of the fuel value of this great seam is actually being recovered.
