THE object of this investigation was to determine whether silver alloys could be used instead of the currently employed insert of high-expansion AVERAGE COEFFICIENT PER DE G. C. OVEN RANGE 20° To 200° C. Pure aluminum '31.6 X 10-6 Cast low-expansion Si-Cu-Ni-Al piston alloy 20.0 X 10-6 High-expansion austenitic Cu-Ni cast iron 19.3 X 10-6 Cast steel (0.25-0.35 C, 0.10-1.0 Mn) 12.6 X 10-6 Cast iron (3.15 total C, 2.16 Si) 12.8 X 10-6 Pure silver 18.9 X 10-6 austenitic ferronickel alloy, to reduce the wear of ring grooves in light metal pistons. A typical example of a piston containing a ferronickel insert is shown in Fig. 1. The high coefficient of expansion of silver made it worthy of consideration, while the small size of the insert would render it use feasible in Germany as an emergency in is- tire. The coefficients of linear expansion of several metals and alloys are as shown in the table above. Obviously the melting point of the insert must be high enough to prevent it from melting when the light alloy is cast around it. This imposes a lower limit of about 850° C. for the solidus of the silver alloy. Pure silver melts at about 961° C., so that the Fin. 1.-PISTON CONTAINING tolerable depression in the solidus is rather FERRONICKEL INSERT. small. To avoid deformation of the insert during use a Brinell hardness number of at least 60 appears necessary.

The wire-line tubing perforator is a mechanically operated tool that is run on an ordinary steel measuring line into the tubing of a well, under pressure, to drive into the wall of the tubing, and securely lock in place, a tapered, cylindrical insert containing an orifice. Use of the perforator obviates the necessity of pulling and rerunning the tubing to install jet collars or flow valves, reduces the cost, and simplifies the task, of placing an oil well on gas-lift operation. More important, however, is the use of the tool with a removable check valve and stop, to provide a means of washing drilling mud from the annulus between the tubing and casing, and to complete the well for gas lift operation without exposing the producing formation to the mud column and without moving the tubing string. This paper discusses the origin, development, and mechanics of the wire-line perforator, the various purposes for which the tool was designed, and the method of selecting orifice sizes for any depth, and gives the results obtained thus far in practical application. Origin and Development Several years ago, a tool that could be lowered on an ordinary steel measuring line into the tubing of a well under pressure was designed and constructed for the purpose of punching a hole in the tubing walls above a shale bridge that had completely plugged the tubing of a well in the Long Lake field, East Texas. The well was in a low, swampy area, which excessive rainfall had caused to be in- accessible by car or truck for about four months. The only equipment at the well site consisted of an ordinary steel wire line that had been carried there to measure the depth of the bridge. Since a pulling unit could not be moved to the well site, and as the pressure on the casing was 2100 lb. per sq. in., it became apparent that the only way out of the predicament was to make a perforating tool that could be lowered into the tubing on a measuring line and operated under Pressure. Thus, the first wire-line tubing perforator was designed and built as an expedient, and was not used extensively until it had been redesigned to meet more frequent and increasingly urgent needs. Until recently, it was necessary to pull the tubing to install jet collars or flow the when a well was to be placed On gas lift. Because most companies either maintained or had access to pulling units and crews for this work, little or no thought had been given to eliminating or even simplifying this task. When the manpower and steel shortage became so acute, however, many operators suddenly found themselves without facilities to equip their wells for gas lifting. The wireline tubing perforator already had been tried and proved successful, therefore operators immediately requested its use to punch gas-jet holes in the tubing, to eliminate the pulling and running of tubing strings. The first deficiency revealed by more general use of the perforator lay in the inability to regulate the size of the hole punched through the tubing. INTRODUCTION A major change in financing exports in recent years has been the decreased importance of subsidized export credits, following the commitment of the OECD countries to eliminate the subsidy element. Subsidized export credit rates are now often more expensive than market rates as the financing for exporters has decreased in volume and importance. The forfait market, in recognition of this decreasing importance, provides a rapidly expanding source of nonrecource finance for exporters. The following is a step by step guide to what it is, how it works, its benefits and problems. WHAT IS FORFAITING? Forfaiting is not new. It has been used in Europe for about 25 years to provide export finance for both capital goods and commodities without recourse to the exporter. Although long the preserve of exporters in Germany, and more lately Italy, forfaiting is now used increasingly by exporters in Great Britain, the United States, Canada and Scandinavia. It is a fairly simple operation with easy straight-forward documentation. The transaction involves the purchase by the forfaiting bank of a bill of exchange or a series of bills without recourse to the exporter. These bills will have been drawn by the exporter, accepted by the importer, and will usually bear the unconditional guarantee of the importer's bank. They are normally drawn payable at intervals during the credit period agreed between importer and exporter and are purchased at a discount by the forfaiter. The exporter thus obtains his cash payment and the importer receives his credit period. The forfaiter collects the amount of the bills as they mature directly from the importer. Credit periods vary, depending upon the type of goods and the country and commercial risk of the importer. The period is generally between one and five years with six monthly maturities. The usual forfait currencies are US dollars. Deutschmarks and Swiss francs and others, such as sterling, French francs, and the Scandinavian currencies are being used more frequently. CHOOSING FORFAITING Most types of financing require the continued involvement of the exporter in the financial side of the transaction during the credit period. Forfaiting has certain comparative advantages. In particular, it is possible to forfait 100 percent of the risk without recourse to the exporter, unlike government sponsored export finance schemes, where some retention of the risk by the exporter is required. In addition, exports from country sources do not present problems and forfaiting can also cover trade within the EEC. Other benefits for the exporter are: (a) The exporter's balance sheet is improved; debts are turned into cash thus improving the liquidity of the company and enhancing its cash flow. And there are no contingent liabilities for bills of exchange. (b) If the sales contract is in a foreign currency forfaiting removes the risk to the exporter of adverse movements in foreign exchange during the credit period. (c) Fluctuations in interest rates during the credit period can be ignored since in forfaiting the transaction is usually done on fixed interest rate terms on a discount basis. (d) The political and transfer risks are taken by the forfaiter. (e) The commercial risk is taken by the forfaiter. (f) The costs of administration and collection etc. during the credit period are removed.

It is pointed out that the application of capillary pressure curves obtained by drainage or desaturation processes to the calculation of the fluid distribution in interphase transition zones involves a number of difficulties; namely: (I) the development of very low nonwetting phase saturations appears to be in contradiction with the lack of mobility of such distributions indicated by permeability-saturation curves, (2) dispersed nonwetting phases are thermodynamically unstable, and (3) discontinuous phases should not be subject to hydrostatic equilibrium requirements. While these difficulties could be obviated by assuming that the capillary pressure drainage curve has an initial horizontal segment, they are automatically circumvented by application of the imbibition capillary pressure curve to the lower part of the water-oil transition zone. These generally show zero displacement pressure at only partial wetting-phase saturations. The countercurrent upward flow of oil into the main oil-saturated pay and downward drainage of water also suggests that wetting phase imbibition processes will control the saturation distribution immediately above the water-saturated section. Similar considerations, with a generalized interpretation of the apparent wetting-phase behavior of the oil and gas phases, provides a basis for constructing the curve for fluid distribution in the oil-gas transition zone. In the transition zones so derived, the oil begins with a nonvanishing saturation at the water-oil contact and terminates with a similar saturation at the top of the gas-oil contact. The gas-oil transition zone begins with an equivalent nonvanishing gas saturation. Introduction It has been a common assumption for some years that the nature of the fluid dis- tribution in virgin reservoirs, and in particular that in the transition zones between the oil and water and between the oil and gas sections, can be computed by a simple application of capillary pressure data. The results of such calculations appear to have been first reported by Leverett.' The latter, however, indicated only the numerical values of the parameters used in the computations, without explicitly describing the procedure. Leverett's illustrative calculated transition zones are reproduced in Fig I. Although no critical study of the apparently obvious method of calculation has been published, one cannot proceed very far in the computation without encountering some rather fundamental questions not yet answered in the literature. This paper is not written under the pretense that the whole transition-zone problem has been fully and satisfactorily solved. Its purpose, rather, is to discuss suggestions for its treatment, much of it admittedly hypothetical, and emphasize the nature of the uncertainties arising therein; for the literature, as now available, gives little indication that there are any problems still outstanding. The Transition-zone Equation The basic equation, which presumably gives directly the fluid distribution without recourse to any further consideration, is: Ap = (r1 - r2)gh [1] where r1, y2 are the densities of the two contiguous fluids, h is the height above the "capillary-free" zone of complete saturation with fluid I, g the acceleration of gravity, and Ap is the capillary pressure across the average interface at the height

(Canal Zone Meeting, November, 1910.) UNDER the title, Labor-Saving Appliances in the Works-Laboratory, I published a paper1 in which was described how multi-manipulations, in a works-laboratory, and in the furnace-room of an assay-laboratory, can be condensed into single manipulations by applying the proper mechanical devices. For example, I now deposit in, or withdraw from, a muffle a set of 48 cupels as one unit. The front row. (8) of these. are blanks or heaters; the other 40, when they have attained the proper temperature in the muffle, are charged simultaneously with the 40 lead-buttons. Three manipulations here accomplish an operation which by the generally customary method requires 136, and this number is only limited by the size of muffle and cupels. This operation is an enlargement of what I have already described in my former paper, and Fig. I shows the improved implements. In the paper referred to I described a gold-silver bead parting-bath, which is the last of the devices used in regular sequence in practice. This bath was designated as being convenient, but was not a labor-saver properly. Fig. 2 of the present paper shows a new device. Instead of the original tray, there are now sectional holders for the test-tubes, each having a wooden handle on either end, so that the holders may be removed from the boiling bath, and the acid or water poured off from each set of tubes (in this case, 7) without waiting to cool. The tubes, held in place by clutches, as shown in Fig. 3, rest in holes in the base-strip, having a smaller diameter than the tubes. Each holder is stamped at either end with a number, so that the bath becomes further useful by permitting several men to use it at the same time without interference. Diffusion of carbon from gases into iron has been the object of much research, because of its long recognized importance in carburizing processes, but the direct diffusion of carbon from steel into iron has received relatively little attention. Because of the increasing use of clad metals in industry, direct diffusion from steel into iron is becoming of practical importance. Therefore, the object of this investigation was to study the diffusion of carbon from several different kinds of steel directly into relatively pure iron, realizing that elements in the steels other than carbon might influence the rate of carbon diffusion. The previous work on diffusion of carbon into iron has been considerable, and includes many reports in foreign languages. This work has recently been well reviewed by Mehll and Krynitsky12 and the reader is referred to their excellent bibliographies. Methods of Study There are two main methods by which the direct diffusion of carbon from steel into iron may be studied. In one method, steel is first decar-burized in part, and diffusion of carbon then allowed to take place from the steel into the decarburized steel. This method is open to two serious objections: (1) the decarburized steel is not iron, but contains elements such as manganese, silicon, chromium or tungsten, which may be an essential part of the steel under study, and which may seriously influence the diffusion of carbon into the decarburized area; (2) there is from the start of diffusion an unknown carbon-concentration gradient between the steel and the decarburized area. Another method, which possesses neither of these disadvantages, is to study diffusion from steel into a thick plating of electrolytic iron. Herc the chief difficulty is to secure an electrolytic deposit of iron upon steel without introducing an oxide film at the interface that will interfere with diffusion. The author is able to deposit iron upon any kind of steel without introducing an oxide film at the interface, so that diffusion of elements from the steel into the iron is free to proceed unhindered.

INTRODUCTION Rock slope stability research has been in progress for the past four years at the Royal School of Mines in London under the sponsorship of a consortium of 23 companies* with interests in open pit mining. This paper reviews the principal aims and achievements of this research project. In order to assist the reader in following these details, the basic philosophy underlying the formulation and direction of this research project is discussed. DISTRIBUTION OF RESPONSIBILITY In open pit mining, the economic necessity of keeping waste rock removal to a minimum generally means that the mine slopes have to be excavated to the steepest possible slope angle. On the other hand, excessive steepening of these slopes can induce failures, which may negate the economic benefits that have been aimed at and which may also result in loss of life and damage to equipment. Consequently, where slope failures are likely to prove to be a problem, an evaluation of the stability of the slopes to be created should be included as part of the overall pit design. How is the stability of a rock slope evaluated? When this question was examined, during discussions on the research policy to be followed at the Royal School of Mines, it was clear that relatively few satisfactory techniques were available in a form that would be comprehensible and therefore useful to the practical mining engineer. It was recognised that the research project must be directed towards two distinct aims: a) The evaluation of existing techniques for rock slope stability analysis and the provision of new techniques where these existing methods were found to be inadequate and b) The presentation of the results of this evaluation and research in a form that would be useful to engineers without specialist training in rock mechanics. It was soon realized that a university based research team, however large and efficient, could not achieve these aims without the co-operation and assistance of mining engineers,

The purpose of this paper is to present a scientific method for determining the proper span and shape of roof for safe and economical mining; at present, these two vital factors wherever pillars are left to support the roof are determined by local practice or general experience. To develop the method described here, experimental laboratory work was done. The arch adopted was a segment of a circle, a flat roof being considered an arch with an infinite radius. Hitherto, arches have been used underground without the background of stress analysis that generally precedes arch construction on the surface. In many cases results have not been as expected, because of the lack of knowledge of the factors affecting its strength and behavior. A theoretical and experimental study of arches should furnish information that will make it possible to design safe and economical surface structures as well as underground openings. For example, on the subject of mine drifts and tunnels, the present idea is that arching their backs increases their strength; this paper will indicate that this is not always true, and if it can be shown that under certain conditions arching becomes unnecessary an economic saving will result. In room-and-pillar work a question may arise as to whether arching the roof and gobbing the excavated material will result in timber saving, and a decrease in the dangers from falls of roof. It is to be distinctly understood that each mine must be treated as an individual problem, and that answers to these questions and many others can now be found after experimental laboratory data have been obtained. Mine-Arch Structure Fig. 1 shows the elements that affect the strength or behavior of the experimental arch. They are the span, crown thickness, radius of curvature, rise and restraint. Stripping is the name given to the process of removing clay, rock, or other cover from deposits of coal or ore. In this paper it is intended to cover the methods used in carrying on this operation in the anthracite coal regions of Pennsylvania. In doing this, attention will be chiefly devoted to those methods wherein practice in different sections of the region differs, or is susceptible to change or improvement, though it is intended to give as complete data as possible concerning all stages of the operation. The data from which this paper has been prepared have been collected and submitted by a committee† representing the larger users of stripping methods, of which committee the writer has acted as chairman. Data and assistance have also been obtained from various mining men, engineers, contractors and manufacturers of stripping equipment, to all of whom our appreciation is due. Early History and Statistics The earliest mining operation on a commercial scale in the anthracite region was a stripping operation. This was the famous Quarry mine at Summit Hill, where this method was used only because no other method of mining a deposit of the nature found there seemed feasible to the early operators. A description of this stripping from a report published in 1821 is as follows: "The coal mine at present worked by the company lies on the top of a mountain, and appears to extend over some hundred acres of land covered by about 12 ft,. of loose black dirt resembling moist gunpowder, which can be removed by cattle with scrapers, and thrown into the valley below so as never to impede the work. The thickness of the coal is not known, but a shaft has been sunk in it 35 ft. without penetrating through. More than an acre of mine has been uncovered and presents a huge rock of coal, which is easily quarried without blasting."

The present report represents that part of the work that has been done by the War Minerals Investigation, Manganese Section, of the Bureau of Mines, on the use of manganese alloys in open-hearth practice. The magnitude of the work and the number of people participating in one way or another make it difficult to acknowledge adequately the services of all who have contributed to the success of the work. It would be amiss, however, to pass to the body of the report without mentioning the hearty cooperation and willingness to assist of the various manufacturing interests. With such a sympathetic attitude toward this investigation, our work was assured of success. Inasmuch as the unhappy circumstances that rendered this investigation necessary have now passed, this report is made in the hope that the results may prove of some permanent value to the peace-time operation of our open-hearth industry. Broadly speaking, the purpose of the manganese investigation was to consider the most suitable means of utilizing our domestic supply of manganese and thus relieve, to the maximum extent possible, our shipping of the burden of importing manganese ores. It was not held that any decided shortage of manganese was imminent but rather that every legitimate means should be utilized for making our ship tonnage available to European service. While we have considerable metallic manganese in this country, it occurs largely as a low-grade mixture with iron or silica or with both. The open-hearth investigations, therefore, were carried on to determine the extent to which domestic or low-grade alloys could properly be substituted for high-grade alloys without materially impairing the steel production as to either quality or quantity. Also, it was held that such an investigation would yield valuable results to the steel industry as well as contribute, in no small way, toward directing future investigations in the same field. IN January and February of the current year, at the Tooele plant of the International Smelting Co., Tooele, Utah, a modification of the usual method of converting, for the treatment of copper-lead matte from lead blast- furnaces, was developed and put into successful operation. In brief, the method consists in blowing molten matte direct from the blast furnaces in basic-lined converters, without the addition of siliceous fluxing ores, to the almost complete elimination of the lead contained, and to the production of copper bullion, the resulting lead fume being recovered by the filtration of the converter gases through woolen fume bags. The process is carried out in conjunction with the converting of reverberatory copper matte, the heavy iron slag, together with the copper precipitated, being transferred to converters blowing copper matte. The purpose of this transfer is to reduce the copper oxide formed, due to the necessary overblowing of the lead-matte charge, and to utilize, as far as possible, the value of iron from the lead matte, for the fluxing of siliceous dry ores. The final slag from the copper converters is then skimmed off and transferred molten to a reverberatory smelting furnace treating copper ores. This variation from general converting practice was the outgrowth of results obtained during 1913 when it was endeavored to convert copper-lead matte in the usual manner, with the direct addition of siliceous fluxing ores. To make clear the reasons lying back of the process it is necessary to recount at some length the results of operations during that year. In the design of the lead plant it was planned to treat the copper-lead matte from the furnaces by direct converting without reconcentration and thereby to recover the copper, silver, and gold as quickly as possible. A converter plant of ample capacity, treating copper matte, already being in operation, it was only necessary: to install a bag house, a fan, and the necessary flues to complete the equipment.

As we look backward Our attention is directed forward. ONE hundred years ago, the manufacture of steel from molten pig iron without the use of fuel first began. In the earlier part of the nineteenth century the crucible process was the principal steelmaking method. It was a costly process, producing only a few pounds of steel at a time; so, most of the ferrous metal output was in the form of wrought or pig iron. With the perfection of the converter technique it became possible to produce low cost steel by the ton, thereby completely changing the structure, not only of the ferrous metal industry, but also of industrial production in general. This was the turning point from the Iron Age to the Age of Steel. William Kelly (Fig. 2), Sir Henry Bessemer (Fig. 1), and Joseph G. Martien experimented with the process before 1856. William Kelly began in Eddyville, Ky., in 1847 and has been given credit for first discovering the principle of the pneumatic converter process. Several years later in England Henry Bessemer independently conceived a steelmaking process similar to Kelly's. Bessemer made public his invention at the annual meeting of the British Association for the Advancement of Science held at Cheltenham, England, August 1856. As a result of his paper, "On the Manufacture of Malleable Iron and Steel Without Fuel," and his progressive leadership in the years to follow, the process became permanently identified with the name, Bessemer. Credit for the commercial adaptation of the process must be given two additional persons. Robert Mushet (Fig. 3) in 1856 in England recognized the necessity of deoxidation and recarburization of the converter product and evolved the technique for adding high manganese iron following the blow. Water is a most remarkable substance. It is essential for life of all kinds. Not only can no one live without water, but man has always needed water for farming, raising animals, manufacturing, transportation, and recreation. When our country was young and inhabited by few people, the streams, rivers, and lakes were able to provide all the clean water needed by man and take away all the wastes created by man. However, with our growing population and our ever-increasing demand for goods and services, the public, industry, and government at all levels have become aware of the need to more efficiently manage the water resources of this nation. Coal has helped this nation to become the greatest industrial nation in the world. Coal has generated our electricity, run our railroads, and helped arm our nation during wartime. The result has been the highest standard of living in the world, a time of widespread prosperity, and a national defense potential that has delivered the hardware during four wars in this century. The use of water in coal mining is somewhat different than in most industries. With the exception of the small amount of water used in cleaning plants and for fire protection, most of the water encountered in coal mining operations is unwanted since it serves no useful purpose. In other words, it must be removed, otherwise it will interfere with mining operations by flooding. In the past, removing water from working areas of most mines was usually a fairly simple matter. Pumps with piping were installed at sumps or low spots in the mine and the water was pumped to the surface. Ditches were often used to drain the water by gravity to the outside or to main sumps for pump discharge. In either case, the water was allowed to flow into the nearest stream or river. THE emphasis in some political quarters on hemispheric unity and defense indicates Latin American mineral resources should be more extensively developed. However, United States mining companies have, in many instances, been discouraged by the laws of southern neighbors. At the same time, some of the countries have liberalized their mining laws in an effort to attract investments from the United States. The resultant confusion has been detrimental to all concerned. Ownership of Mineral Deposits Examination of the mining codes of Latin American countries shows that, without exception, governments reserve the right of direct ownership of all mineral resources. Ownership can be divided between the Feredal Government and the states or among the Federal Government, the states, and private individuals. However, in the majority of the nations constitutional authority vests all mineral rights solely in the Federal Government. Mexico is the only country that has expressed Federal ownership as imprescriptible; the other republics have not defined the exact significance of government ownership. The implication derived from the general economic and political climate is that all mineral resources are ultimately to be regarded as a national heritage. Whether a concession granted to an individual or corporation carries any right of private property is shaded with a variety of meanings. The exceptions at one extreme are Argentina and Bolivia, whose laws state explicitly that a concession granted to a juridical person is an act of the state, and the land becomes the private property of the individual, and the concessions constitute real property. However, in Mexico mining concessions or grants do not create rights of fee-simple ownership. The concession only conveys the exclusive right to explore, develop, and work the deposits. The mining property remains the property of the state. In some instances exploitation concessions represent a compromise between private and government ownership. In Honduras the period granted to a mining enterprise is fixed at 90 years. At the end of that time, the enterprise and all installations revert to the state without compensation.

Government aid, regulation, and participation in the mineral industry are not new; they date back to the time when man first adopted communal living. Even in primitive tribal life, the obtaining of arrowhead or ceramic materials, washing of gold, or mining of copper were specialized activities, under tribal sponsorship. Later, when kingdoms, dynasties, and hierarchies developed, titles to mining properties were held by the sovereign or the state, work usually being done by slaves. Title acquisition through denouncement developed in Europe in the late Middle Ages and spread to the Western Hemisphere with the Spanish and Portuguese empires. Denouncements still recognized the rights of the sovereign in the requirement to pay royalties, which practice continues in many places today. Thus, anyone who views government participation in mineral activity as "encroachment" has no historical perspective. Only in a few countries and for a few generations have private interests enjoyed the right to exploit mineral deposits without the specific consent of the sovereign or without payment of royalty. Governments and the mineral industry have been linked together by other factors. Governments have had special interest in metals and minerals as stores of value and for armaments. Spanish conquests in the New World were energized by the lure of gold and silver. Pursuit of gold led to the American seizure of California in the days of the Forty-niners. The strategic importance of minerals in our own times has called for special steps to stimulate production in national emergencies and to prevent the enemy from acquiring mineral supplies. Our export controls to deny certain minerals to unfriendly countries, purchases for Government stockpile, and subsidies for domestic production are examples. Production regulation by state governments of oil and gas has become a well established routine. In brief, the mineral industry has never lacked aid, regulation, and participation by governments. The entrepreneur who wishes to explore for or develop minerals must deal with governments in most areas before he can begin, because mineral rights are reserved by them. Under the title, Labor-Saving Appliances in the Works-Laboratory, I published a paper1 in which mas described how multi-manipulations in a works-laboratory and in the furnace-room of an assay-laboratory, can be condensed into single manipulations by applying the proper mechanical devices. For example, I now deposit ill, or withdraw from, a muffle a set of 48 cupels as one unit. The front row (8) of these are blanks or heaters; the other 40, when they have attained the proper temperature in the muffle, are charged simultaneously with the 40 lead-buttons. Three manipulations here accomplish an operation which by the generally customary method requires 136, and this number is only limited by the size of muffle and cnpels. This operation is an enlargement of what I have already described in my former paper, and Fig. 1 shows the improved implements. In the paper referred to I described a gold-silver bead parting-bath, which is the last of the devices used in regular sequence in practice. This bath mas designated as being convenient, but mas not a labor-saver properly. Fig. 2 of the present paper shows a new device. Instead of the original tray, there are now sectional holders for the test-tubes, each having a wooden handle on either end, so that the holders ma?-be removed from the boiling bath, and the acid or water poured oE from each set of tubes (in this case, 7) without waiting to cool. The tubes, held in place by clutches, as shown in Pig. 3, rest in holes in the base-strip, having a smaller diameter than the tubes. Each holder is stamped at either end with a number, so that the bath becomes further useful by permitting several men to use it at the same time without interference. Apart from the handles, the holders are made of sheet-copper.

The perusal of Mr. Willard P. Ward's " Notes on the Behavior of Manganese to Carbon," presented at the Washington meeting of the Institute in February, 1882, has suggested further reflections on the same general topic, and has led to the preparation of the present paper. The same observation that Mr. Ward has put on record in his "Notes" was also made by myself at about the same time (in August, 1875), and under almost the same conditions. From a blast-furnace that was very hot, as was the furnace mentioned by Mr. Ward, I obtained a pig-iron containing about fifteen per cent. of manganese, gray in color, and very tough. It could be pulverized, but could not be cut with the chisel. I analyzed this iron and found that it contained, as I had suspected,a large amount of silicon. From this fact I drew the conclusion that the silicon had deprived the manganese of its power of dissolving carbon, since the latter, instead of occurring in the pig in combillation, appeared as graphitic carbon. I thus saw reproduced on a large scale, and demonstrated in a visible way, the property that Colonel Caron, a French scientist, had discovered in silicon,—the property of obstructing the process of hardening in steels by keeping the carbon in the graphitic condition. An attentive study of the conditions under which the phenomenon observed by Mr. Ward takes place led me to go back to operations of synthesis, and to make as I wanted them pig-irons containing varying quantities of silicon, manganese, and carbon. An iron, thus prepared, was intended to serve me as a chemical reagent in the production of steels cast without blow-holes, such as my lamented friend, Mr. A. L. Holley, has introduced and made known to the United States. Proration in the petroleum industry has come to mean a method for curtailing the production of crude petroleum by artificial effort, and it is in this sense that the term is employed throughout this paper. Although a contrived curb on supply has been invoked at various times in the past in particular fields and to meet specific situations, it is not until the past few years that this procedure has become general and assumed a dominant role in the oil business. In the sense that we now understand it, proration had its inception in the Seminole area of Oklahoma in 1927, from which time and place the practice spread to include practically all the flush oil fields of the country, especially those of California, Kansas, Oklahoma and Texas. At present there is perhaps no phase of the oil business that commands more attention than proration, nor one that engages more time and effort on the part of executives in the business. The practice of proration, indeed, has not only become an integral part of the policy of most companies and operators, but it has also taken on the aspects of a "movement" involving two schools of thought with considerable feeling, and at times some bitterness, on both sides. In this atmosphere it is difficult to find calm, dispassionate consideration of proration, for most discussions are either vigorous exhortations by its proponents, or else sharp condemnations by its opponents; although it appears that the majority of the industry is clearly "in favor of" proration. It is hoped that this analysis will be taken as an attempt to appraise the movement as an economic force, without bias and without regard to the incidence of the conclusions upon any preconceptions that the industry may entertain.
