THE major cause of the deterioration of the open-hearth furnace as its length of service increases, is the melting down, or rather the slagging, of the checker-brick, together with the deposition of dirt in the form of iron oxide, etc., which helps to close the openings, as well as to slag the brick by chemical action. Any construction that will do away with the necessity of having the waste gases come down through the checkers will eliminate the main reason for their deterioration. There are some other well-defined reasons which are subordinate to the main one given above. Some of the defects of the present type of regenerator chambers are as follows: 1. The checkers cannot be cleaned while the furnace is in operation, nor can they be cleaned at the end of the run without taking out all of the checker-brick. This causes high costs for labor and brick. The labor cost is high because all checker-brick have to be handled twice. The brick cost is high because many of the bricks are spalled in the double handling, rendering them useless because a spalled brick will not stand up. 2. The top courses of brick become coated with iron oxide, etc., melt clown, and large amounts of dirt are deposited throughout the checkers, especially at the bottom. The draft of the furnace is decreased by the closing of the top and bottom openings, especially the top ones, and the entire working of the furnace is affected. If an effort is made to clean the checkers the dirt and brick falling down into the holes still further diminish the draft. 3. The distribution of the air or waste gases through the checkers is in many cases uneven, resulting in a lower temperature of pre-heated air and therefore a slower working furnace. Also, the passage of air and waste gases is so crooked that sometimes the chimney is not powerful enough to overcome the friction.

SEEPAGES Of oil in Ecuador have been known for many years. The locality first to receive attention, and still worked in a modest way, lies on the north shore of the Santa Elena peninsula, between La Puntilla and Salinas. Operations were first conducted largely by local capital. Later, foreign companies acquired large blocks of land, where they have done considerable drilling. For details concerning present drilling activities in Ecuador, we are indebted to Leon Price, an American resident engineer of Ecuador. The information solicited, came to the author through the office of the American Consulate,' with permission to use it. The coastal plain bordering the Province of Tumbes, Peru, continues to the northeast, but narrows on passing the Zarumilla River. From this, point northward it widens toward Santa Rosa. In fact, the pampas, as shown on the official Wolf map, correspond fairly well to the areal extent of the coastal plain as far as Guayaquil. This is shown in a general way on the accompanying map. The author understands that the Guayaquil embayment is bordered on all sides by the coastal plain, as recognized at Tumbes and farther southwest, and that it can be followed without a break as far north as Palmar. This view is supported by the mapped area regarded by Mr. Price as favorable or possible oil territory. Moreover the islands in the Gulf of Guayaquil are the same geologically as the coastal edge, being composed of Tertiary sediments. The author understands also that Tertiary formations occur north of Palmar. According to a report by Mr. Cardon, of Guayaquil, Tertiary sediments are exposed in the region of San Francisco and extend to and beyond Pta. Calera. There is also reason to believe that at least the lower part of the valley of the Santiago River is occupied by Tertiary sediments, which probably border the coast line and extend into the River Mira basin, and into Colombia.

DEVELOPMENTS in engineering during the past decade, particularly as applied to marine construction, mining machinery and other purposes in which corrosion offers a serious problem, have created a large demand for a non-ferrous metal highly resistant to corrosion and at the same time useful in general construction work as a substitute for steel without materially decreasing the factor of safety or increasing the weight of the various parts over that ordinarily used in the case of mild steel. To obtain the combination of desired properties many compositions have been proposed and used with excellent success, but at the present time probably the most popular and most widely used combination is the non-ferrous alloy commonly called manganese bronze. This is nothing more than a high brass to which have been added, by the proper method of alloying, comparatively small percentages of aluminum, iron, or manganese with the definite purpose in view of strengthening the alloy and rendering it more dense and close-grained than the average yellow-brass casting. In the manufacture of manganese bronze a great deal has been said about the importance of using only the highest grades of raw material and the beneficial or detrimental effects, as the case may be, of various impurities, as well as the importance of adding the ingredients according to various formulas proposed; but in most of these cases the literature on the subject has dealt principally with the manufacture of this alloy from virgin metals And raw materials of the highest purity. It is the purpose of this paper to deal particularly with the possibilities that lie in the proper development of methods for manufacturing such an alloy by more economical methods than those which have usually been discussed in other literature on the subject. Shortages have recently existed in raw materials needed for many products entering into the various branches of engineering work, particularly the non-ferrous metals, and during the next few years of reconstruction the country will be flooded with many

THE principle of sliding or graduation in royalties is accomplished either by the block, period, cumulative, or class method. The block method calls for a very low royalty rate on all oil produced up to. a certain amount. This amount would normally be that which is believed to suffice to repay the cost of the well. A higher rate would be charged after the well is making a profit. This method, common in many industries, is peculiarly inadaptable to any industry such as this where the productivity per day of the units gradually and inevitably decreases. This, for reasons given later, is because it forces an early abandonment of the well and so offends against conservation. In the period method, the royalty rate is changed by some definite amount when the well produces less than a specified quantity per day or other given unit of time. While simple to explain, it operates badly because a great deal is made to depend upon a small reduction in production, whereas the reduction as a matter of fact declines rather erratically owing to the exigency of lease management, connecting of tankage, and vagaries of the gaugers. These disadvantages are obviated by the cumulative method. In this method, all the production less than a certain amount per week has one rate of royalty, or none at all, and the oil produced in excess of that amount pays an additional rate of royalty. In the long run the calculation is probably no greater than with the period method, for simple tables will be published and printed in the oil papers that can be cut out, enabling quick readings to be made. Even without the table the calculation is easy with the few royalty rates, two or three, which would be used. In this method, the amount paid in royalty declines gradually, rather than suddenly as in the period method.

IN international affairs, the great event of June was the meeting of representative bankers at Paris -for consideration of the arrangement of a large loan to Germany. The conference dissolved in futility. Following this abortive conference, the delegates to the parley at the Hague assembled there on June 15. America is not represented at the Hague, any more than at Genoa. The British view the conference seriously and have Leslie Urquhart, the highest authority on Russia, attending in an official capacity. The Irish had their election and voted by strong majority in favor of the treaty with Great Britain, which was happy, but the general situation in Ireland is miserable. In China there were spectacular military and political events. Economically, Japan was in trouble. Conditions are becoming better in India, although no yet settled. Egypt has troubles still. Australia has a better chance for welfare, following the overthrow of its labor govern-ment early in April last. In Europe it is hard to discern any improvement except in Great Britain. Business in Great Britain has been slowly widening. The future of Great Britain, which is chiefly an in-dustrial country, depends on finding employment for its, 1,750,000 idle men. Personalities figured largely in June. Lenin's health was represented as having failed so that the govern-ment of Russia has had to be-turned over to a trium-virate. All of this has been denied. It is clear that some. mighty events are transpiring there. The assassination of Doctor Rathenau in Germany is probably also an occurrence of portent. The murder of Field Marshal Wilson, in London, tended to in-crease anger in England against the Irish. In the United. States the attention of Congress was concentrated on the soldier bonus, the tariff bill and the subsidy for shipping. All of these projects are economically bad and are of the same nature, viz., the allotment of a bounty to some classes of people, without consideration to the general national interest and welfare.

DEPLETION is a subject of vital importance to the mining industry. Yet, in spite of its importance, its significance is not generally understood. The purpose of this discussion is to clarify the main aspects of the subject from the viewpoint of a metal mine taxpayer. To define the term depletion, it is necessary to distinguish among its various uses. In the economic or geological sense, depletion means the exhaustion of a natural resource. A mineral deposit is a wasting asset and once exhausted is nonrenewable. Millions of years were needed to produce an ore deposit, which may be consumed in a few years and which cannot be replaced except by the discovery of new sources of supply. The wasting asset feature of the mining industry has a vital bearing on the impact of the Federal Income Tax Law on this industry. This is recognized in the law by the various provisions dealing with the depletion allowance, and in this sense the term depletion has an income tax meaning. Depletion from the tax viewpoint means the statutory deduction from gross income designed to permit the return to the taxpayer of the capital consumed in the production and sale of a natural resource. The mining enterprise realizes income on the extraction and sale of minerals and a portion of the income realized represents capital consumed. As the resource is exhausted, the mining enterprise approaches the end of its existence unless new sources of supply can be acquired. Depletion from the tax viewpoint is a creature of statute with limited meaning and application and, in essence, is a method for amortizing the value of the primary asset of a mining enterprise. An example can best illustrate the significance of depletion from the tax viewpoint. Compare a manufacturing concern with a mining company. In computing taxable income of a manufacturing concern, consideraion is given to the cost of producing such income, the principal costs being capital investment for plant and equipment, labor, and raw materials going into the products produced. A mining enterprise, on the other hand, is faced with a different problem because its principal asset is the natural resource which it is producing. In computing its taxable income, consideration is given also to its capital investment for plant and equipment and the cost of labor; but in addition, recognition must be given to the fact that a portion of the proceeds realized on the sale of mineral represents capital. Without such recognition, the mining company would be taxed not on income but on capital and income, and Congress has never intended that capital be taxed as income. Thus, when depletion allowable is referred to in the mining industry, it means the statutory deduction allowable in computing taxable income of a mining enterprise. For guidance the appropriate provisions of the Internal Revenue Code, Income Tax Regulations, and the judicial decisions interpreting and construing them must be examined. It is important to identify and distinguish three methods of determining the allowance for depletion: 1—Cost depletion, 2—Discovery depletion, and 3—Percentage depletion. The basic method is cost depletion and in addition some taxpayers may be entitled to use discovery depletion and other taxpayers may be entitled to use percentage depletion. Discovery depletion and percentage depletion, however, are mutually exclusive and if a taxpayer is entitled to percentage depletion, he is not entitled to discovery depletion. By statute, a metal mine taxpayer is entitled to use cost depletion or percentage depletion, whichever produces the highest deduction. Thus, discovery depletion is merely of academic interest to such taxpayers and to most others. Briefly and broadly speaking, these methods of determining depletion may be described as follows: 1—Cost Depletion: Under this method, the allowable deduction for depletion is based upon the cost of the particular deposit to the taxpayer, unless the deposit was owned prior to Mar. 1, 1913, in which case the taxpayer may use the fair market value of the deposit on that date or actual cost, whichever is higher. This method is sometimes described as basis depletion or adjusted basis depletion, but in this discussion it will be referred to as cost depletion. 2—Discovery Depletion: Under this method, the allowable deduction for depletion is based on the fair market value of the deposit at the date of discovery or within 30 days thereafter and was originally designed to take into account deposits discovered subsequent to Feb. 28, 1913. 3—Percentage Depletion: Under this method, the allowable deduction for depletion is based on a specified percentage of the income realized during the taxable year from a particular property. As stated, the concept of depletion is based upon the exhaustion of a natural resource as distinguished, for example, from the concept of depreciation based on the exhaustion of property used in trade or business. From the tax viewpoint, depletion first became important in the administration of the Corporation Tax Act of 1909, which provided for an excise tax on net income. As soon as this act went into effect, mining taxpayers attempted to claim a deduction for depletion in computing net income although there was no specific mention of a deduction for depletion in the statute. The courts in these cases uniformly held that the statute did not permit an allowance for depletion in computing net income and also held that the provision permitting a reasonable allowance for depreciation did not include depletion. These early cases are quite significant because they establish the principle that the

This old and well-known method of determining silver is, in bullion work, so far superior to the furnace-assay that it is looked upon with reverential awe by many, if not by most, users, and its ease of execution, with proper equipment, commends it highly where much commercial bullion work on silver is required. The method is so thoroughly well known that a description of it here may seem to be unnecessary, but many thousands of determinations are annually made by it in the U. S. Mint Service and its practice is there reduced to an art. This is necessary both for the sake of economy of time, and because high-grade work with it requires constant practice. It is useless for a person who uses it only occasionally to expect to attain high accuracy with it, without spending more time upon a detemination than is warranted in a busy commercial laboratory. It is always employed in the Mint service whenever possible, but its chief field is in the determination of silver in standard silver (ingots and coin), which is 900 fine in silver and 100 fine in copper, and I shall first briefly outline its use on this metal and then take up various points in detail, especially as related to the accuracy of the results obtained. For this determination 1,115 mg. of standard metal are weighed and transferred to a glass-stoppered bottle, the metal is dissolved in nitric acid, and 100 cc. of a standard solution of NaCl run in. The bottle is then vigorously shaken and a measured portion of a decimal salt solution added, and again shaken, if necessary. These operations are repeated until the silver is precipitated. Standard metal being 900 fine, 1,115 mg. should carry 1,003.5 mg. of silver, which is a convenient figure to work with.

IN looking around me for some subject on which to frame an address for this meeting, it has occurred to me that some results of observation and investigation, in regard to the varied conditions under which gold is found, may possibly prove of interest. The subject is one which frequently crops up in discussions at our meetings, but there is always an immense amount of uncertainty expressed as to the actual condition in which the gold exists in any particular ore. It follows, therefore, that any light which might be shed on this rather complex subject, would be of value to science and of service to mining and metallurgical practice. In some investigations which I have, from time to time, been led to make, for the purpose of determining to what extent an ore might be concentrated, I have been astonished at the very varied and apparently inexplicable results encountered, and have been naturally led to inquire into the causes for such seeming inconsistency. The mines of Gilpin county, Colorado, where gold was first discovered in that State, furnish an infinite variety of examples of its occurrence, and it was here that difficulties first presented themselves to the Colorado miners, in the sudden transition from what is called " free-milling gold-ore " to an ore characterized by properties which make the ordinary treatment by amalgamation stamp-mills utterly impracticable. So long as mining was limited to what might be called the zone of oxidation in the veins, just so long might amalgamation be conducted without difficulty; but directly the miner reached a point beyond the influence of the oxidizing power of the surface waters, the gold resisted all attempts at amalgamation, and recourse • was had to smelting.

PENNSYLVANIA's anthracite region lies in the heart of the richest and most densely populated area of the U. S. Nearly 70 million people live within a radius of 500 miles, in which 130,000 manufacturing plants employ more than 8 million workers. The region comprises some 3000 sq miles and contains 484 sq miles of coal measures, which folding and erosion have divided into four separate and distinct fields, known as the Northern, Eastern Middle, Western Middle, and Southern. One million people live in the anthracite region proper, and their prosperity depends to a great extent on the anthracite industry, which produces more than $200 million in new wealth for the U. S. each year. Nearly 80 pct of the tonnage shipped out of the region is handled by nine railroads, which depend on this traffic for a large part of their revenue. It follows that the economic health and the very existence 0: this industry is of real concern not only to the region itself but also to the state of Pennsylvania and the country as a whole. Anthracite mining is one of the oldest mineral industries in America. About 1760 burning rock or stone coal was discovered on the hillsides of northeastern Pennsylvania. Within a few years a systematic search for coal bed outcrops was under way, and hand mining was begun. At first production was very limited, since anthracite was difficult to burn and was not readily accepted as a fuel. Pennsylvania anthracite is one of the densest and hardest of all coals, and its content of volatile matter is low. Consequently it does not ignite easily and it burns without smoke. About 1808 Judge Fell of Wilkes-Barre burned anthracite in an open grate fireplace and demonstrated proper handling of an anthracite fire. From

12.3-1. Reporting. NEED. It seems almost unnecessary to comment on the need for reporting research and development results and activities, and yet much of the difficulty and misunderstanding surrounding a Research and Development (R&D) group results from poor or nonexistent reporting. Certainly no evaluation can be made without reports of results or plans. It is as important to report accurately and fully for the department's own use as it is for external use. Research unreported might as well be considered research undone. This section will discuss, in part, the need for reporting, the general types of reports which may be generated to satisfy the need, and finally, the evaluation of a project as judged by various commonly used standards. PURPOSE. Some specific observations might be appropriate concerning the reporting of R&D results. The requirements and background of the group receiving the report must be considered. A particular report is usually directed towards the background of a particular group, such as ((technical," "operational," "financial," or "marketing." It is essential that the emphasis and coverage be geared to the training of people receiving the report. It should be obvious that the financial department will be less interested in the technical details of the process and more interested in the capital funds and tax implications involved in the project. Operating personnel will be greatly interested in the effects of a new method on mining plans, and so on. This does not mean that the reporting in any way should slight pertinent details, nor should a patronizing attitude be assumed by the writer. However, it is essential that the needs of the reader be recognized. For reports that might have large and varied distribution, it is often feasible to group, either as sections or appendixes, the special details and information of interest only to certain functions within the organization. An investigation was carried out to determine the effect of Ca-Si additions on the dissolved oxygen content of liquid steel. An apparent equilibrium was reached after holding the melt for some time when the total oxygen content of the melt was identical with the dissolved oxygen. Results of the investigation show that for deoxidation with silicon and manganese the apparent equilibrium is reached after 8 to 12 min and the oxygen content of the melt is in good agreement with values reported in the literature for similar steel compositions. Ca-Si additions decrease the dissolved oxygen content appreciably below that obtained with Si-Mn deoxidation. It is postulated that some calcium dissolved in liquid steel at the time of its vaporization combines with dissolved oxygen to form CaO which then fluxes the manganese silicate, thereby lowering the activity of the deoxidation products. Slow flotation of calcium silicate inclusions is attributed to their slower growth rate. An addition of aluminum (to yield <0.005 pct Alsol) prior to introduction of Ca-Si improves the kinetics of removal of resulting deoxidation products. WITH the introduction of continuous casting of billets and blooms, application of calcium-containing alloys for deoxidation purposes has gained new interest. More so than in conventional ingot casting, the degree of control of the dissolved and total oxygen contents in steel for continuous casting can determine the success or failure of the operation because these affect both surface (pinholes) and internal quality of the billets. Of the available deoxidizers, only silicon has so far found wide application. However, in the typical range of application (0.20/0.30 pct Si), it is too weak a deoxidizer to suppress pinhole frequency to the level desirable for all but the least demanding appli-cations (approximately 10/50 pinholes per sq ft, de-pending on degree of subsequent reduction). On the other hand, Vincent&apos; has shown that it requires ap-proximately 0.007/0.008 pct A1 soluble in the steel to suppress pinhole formation to <10 pinholes per sq ft. In view of the difficulty of consistently maintaining this aluminum level and the associated problem of tundish nozzle constriction2 when aluminum is added to the ladle, steelmakers have searched for other de-oxidation alloys to circumvent the problem. Calcium-containing alloys offer such a possibility. When employed as a partial substitute for silicon, CaSi (30 pct Ca/60 pct Si) additions are reported to yield adequate pinhole contro1.3 Its use simultaneously preserves the "fluidity" of the steel and ensures good castability.4 Oxygen contents as low as 0.007 to 0.014 pct have been obtained with CaSi additions varying between 3 to 8 lb per ton.5-7 Due to the high degree of vaporization of calcium at the temperature of molten steel and the different methods used to introduce it into the liquid, the reported results show considerable scatter and lack of consistency. According to several investiga- deoxidation tors, the flotation characteristics of CaSi products are not as favorable as those found for alumi-num but are similar to those established for silicates with low alumina content.678 Thus, cleanliness ratings were improved when CaSi was replaced by a com-bination of Si + A1 followed by CaMnSi additions.5,9 In view of the lack of a comprehensive description of the deoxidation potential of CaSi alloys, a study was undertaken of the effect of CaSi additions on oxygen content in comparison to Si + Mn and Si + Mn + Al. The alloy chosen for this study contained 63 pct Si, 32 pct Ca, <3 pct Al, and 2.5 pct Fe. EXPERIMENTAL PROCEDURE The experiments were divided in three groups as shown in Table I. In each group, the CaSi addition was increased successively while maintaining the melt composition constant. The experiments in the third group were designed to determine the effect of prede-oxidation with small amounts of aluminum. Ingot iron, containing 0.02 to 0.03 pct C and 0.03 to 0.05 pct Mn, was melted in a 100-lb magnesia crucible. Pig iron was added to the melt under air in an induction furnace to attain the desired carbon content of 0.05 to 0.15 pct and thereby control the initial oxygen content of the melt between 0.04 and 0.015 pct. After removal of the slag, the furnace was sealed and argon was introduced through an opening in the graphite cover, Fig. 1. When the desired temperature was reached, electrolytic manganese was added to the melt and pin samples were taken (7 mm silica tubing) to establish initial oxygen content. To obtain maximum efficiency, CaSi and metallic silicon were introduced in a sealed steel pipe into the bath. This procedure assured minimum loss of calcium through vaporization as the deoxidants were always released at the bottom of the melt. Samples were taken at regular intervals and quenched in water. Temperature of the bath was measured with a Pt/Pt-10 pct Rh thermocouple. Portions of the pin sample were used for oxygen analysis; five determinations per sample were made to obtain average oxygen content. Oxygen analyses were made by the inert carrier gas fusion method with frequent cross checks with the vacuum fusion method.

Tests carried out at the Union Carbide and Carbon Research Laboratories, Inc., on the effects of grain-refining deoxidizers are in substantial agreement with the data presented by Mr. Comstock. Notable is the observation that, although boron and aluminum increased hardenability, the steel was of poor quality in comparison with the other boron-treated steels to which at least two grain refiners were added. The effect of zirconium in improving the ductility of the chromium-nickel steel is in agreement with our experience that zirconium is specifically beneficial to chromium steels. In order to amplify Mr. Comstock&apos;s results and to indicate some of the basic principles of special deoxidation, the primary observations of our study have been summarized. The effect of boron in increasing hardenability was described by R. Walther, U. S. Patent No. 1519388, Dec. 16, 1924, but effective amounts in incompletely deoxidized steel are sufficient to harm hot workability and room-temperature ductility. Work at the Union Carbide and Carbon Research Laboratories, Inc., has shown that in order to obtain deep hardening without using such large amounts of boron as to result in impairment of ductility, the steel must be thoroughly deoxidized. This may be accomplished by a high silicon content or a grain-refining addition of strong deoxidizers. The degree of grain refinement and hardenability are inclined to be erratic when only one grain-refining element is used, although aluminum, zirconium, titanium, and vanadium have been used singly and resulted in increased. although somewhat erratic, hardenability. The ductility likewise was inclined to be inconsisterlt when only one grain-refining deoxidizer was added. By combinations of grain-refining elements, it was found possible to combine the specific virtues and counteract some of the defects of each clement. In addition, the complex deoxidizers gave more consistent grain refinement and hardenability. When used in combinations, each element adds its own specific influence as well as modifying the character of the other elements. The converting of lead matte is not a general practice at lead smelters, therefore a description of the methods used and developments made during the past 20 years in converting both lead and copper matte at the Tooele plant of the International Smelting Co. in Utah may be of interest. The Tooele converting plant consists of five electrically operated stands in which are used 96 by 150-in. horizontal, barrel-type converters each of about 10 tons capacity. The main converter building is served by a 60-ton electric traveling crane and the casting shed by a 30-ton crane. Copper matte is tapped from near-by reverberatory furnaces into launders that deliver into 8-ton ladles on the converter floor. Lead matte is brought from the blast furnaces, about li mile away, in 5-ton ladles mounted on trucks, hauled by electric locomotives. As the Tooele copper plant has never been a producer of much copper, and has been Irregular in its operation, the original converting plant with its small converters has been adcquate, although decidedly out of step with large, modern plants. Tonnage figures in this paper are for comparison with each other only, as they are not at all in line with prevailing tonnages at larger plants today. The reasons for the changes made in converting practice at Tooele, as well as the improvements in the results obtained as these changes were perfected, are given in the following pages. Lead-matte Converting, 1914 to 1927 In 1914, Oscar M. Kuchs wrote a paper for the Transactions,&apos; describing in detail the lead-matte converting methods at Tooele up to that time. The method perfected only a few months before Mr. Kuchs&apos; paper was written consisted, briefly, of blowing the lead matte alone, without the addition of siliceous fluxing ores, to a point where the lead and zinc were largely eliminated by volatilization. When Professor Stoek asked for a paper on the above subject, it was too late to prepare by June 1, or near that time, one that would invoive any appreciable amount of experimental work or original research; but the suggestion was made that a review of the literature bearing on the subject might be submitted in good time, and that later this could be supplemented by any experimental data obtained during the summer, if experiments were carried out. In accordance with this suggestion, there are submitted the following notes on references found in the literature of recent years bearing on sulfur in gas. It is to be understood that, in general, these notes express the opinions of the authors whose papers are abstracted, not necessarily the opinions of the abstractors. Very little published information was found bearing directly on producer-gas sulfur, so this has been supplemented, in certain phases of the subject, by references to illuminating gas. Methods of analysis and processes for the elimination of sulfur from the gas are, without much doubt, very closely related in these two products. As in illuminating gas, sulfur is found in producer gas mainly as hydrogen sulfide, mixed with a much smaller and variable quantity of carbon bisu1fide.l The presence of minute quantities of other organic-sulfur compounds has been intimated, but no definite statement is made concerning these. The amount of sulfur present in producer gas is variable and depends on several conditions. The primary factor is the quantity of sulfur in the fuel, but the form in which the sulfur exists, the temperature of the producer, the air-steam ratio, and the efficiency of the scrubbing process are all determining factors. When the coal used contains less than 0.5 per cent. of sulfur, the sulfur in the gas will not exceed the quantity found in the average illuminating gas.2 Sulfur in producer gas may safely run higher than that in coke-oven gas, due to the lower-flame temperature

WITHIN the last 10 years the subject of mine taxation in its relation to coal-mining interests has come to have growing importance, not only to those engaged in the mining of coal, but also to the owners of land underlain by coal. A disposition has developed among legislators to accept the principle, which has been laid down y many judicial decisions, that coal underlying the surface must be regarded as a part of the real value of all properties so underlain, and as such is chargeable with such burdens of taxation as the necessities of the government may impose. These necessities arise from the normal expense of maintaining State and local governments, and in the past have been met principally by, taxes based upon assessments of real estate values, which values in many cases have been confined principally or wholly to the value of the surface, without taking into consideration the value of minerals underlying the surface. It is not proposed here to deal with the question of Federal taxation, whether levied on production, or on products transported from one State to another, or exported from the country, or upon thegross or net earnings of corporations engaged in interstate commerce, or upon the production of materials which may be transported from one State to another, or levied. upon the profits or upon the obligations of corporations. The present discussion will be confined to the appraisal of coal lands as assessed for State, county, township, or borough taxation. The methods heretofore and at present in use in the different States vary widely and have resulted in more or less litigation. Discussions appearing from time to time in the technical and trade journals and in the proceedings of mining and engineering associations frequently direct attention to the need for the adoption of fixed principle in levying taxes, and of uniform methods for applying such principles, but there does not seem to be a general demand from the public for the adoption of such methods.

The graphic methods and records described in this article have been developed, with satisfactory results, for the use of executives of the Chino Copper Co., in Hurley, N. Mex. Particular attention is directed to the use of large wall-charts, the quick reference display of large charts, the scale notation of metallurgical charts shown in Pig. 3, and the inclusion of mesh extraction on screen analysis diagrams. To properly comprehend the operation and metallurgical results from a concentrating plant, a daily record of essential data is kept, usually involving the dry weight of ore milled or treated, dry weight of concentrate or metal produced, assay values of heading, assay values of tailing, assay values of concentrate, and percentage of extraction or recovery. In addition it is often necessary to record moisture, pulp density, or dilution, percentage of weight of oils and reagents employed; screen analyses of grinding conditions, oversize, etc.; assay values of non-valuable or interfering substances; cost data; and such special information as may be required. GRaphic Presentation . Close analysis is necessary of a daily operation involving such a number of factors, the relation and influence of which may be of great importance in the treatment scheme. When the analysis is made from a numerical tabulation, the chance for one or more obscure, but perhaps important, factors to escape notice is considerable, therefore the need for an accurate, readily digestible presentation of metallurgical data is obvious.. Graphic records of milling operations are frequently used, but owing to the wide range of magnitude and values, and the number of factors involved, the customary practice of assigning different values to the same ordinates, as in Fig. 1, results in a complex and intricate record which makes little appeal to a busy operating official. The methods shown in Figs. 2 and 3 are devised to display such data in a clear and legible manner, without confusion.

Australia, the land of the kangaroo, koala, and the platypus, is often referred to as "down under" by people of the Northern Hemisphere. It is a tropical land and has very little freezing and thawing; consequently the in-place rocks are near the surface, exposing some of the unaltered mineralization. This type of geology induces the prospector and miner to search for minerals which lie at his feet (or not far under them), and it is adapted to open cut surface mining. Some of the rules and regulations applicable to exploration and mining in Australia will be interesting and helpful towards understanding acquisitions and control of minerals. They are common and basic to the United Kingdom. Throughout Australia practically all minerals are the property of the Crown (government), and their exploration and exploitation are administered by the state Department of Mines. Surface owners, or land lessees, do not control the minerals. Their mining codes protect the prospector. If a prospector obtains a permit, "miner&apos;s right," it entitles him to search for minerals any place within the state, only holding him responsible for damages he may incur in his exploration. If he finds something of interest, he may then apply for an authority to prospect, which gives greater latitude and protection in his work to develop the find. However, he will be obligated to spend a minimum specified amount to exclusively hold an area. He will be required to furnish maps, analyses, and geological data to the Mines Department. Presuming that he has located something economically valuable for mining, he may then apply for a mining lease or be granted a franchise to produce a specific material. It will contain a quantity clause so that the area cannot be held indiscriminately without production of the mineral. The states have Bureaus of Mineral Resources, Geology, and Geophysics that keep constantly abreast of the search for minerals and often do much of the drilling and deep boring to promote geological study for the states.

The majority of the work done in the field of rock mechanics uses as a basis for analysis the classical linear theory of elasticity. Most workers in rock mechanics realize that removing the assumptions of homogeneity and isotropicity will bring the analysis of stress-strain relationships for geologic materials closer to reality. However, the algebra involved in reducing these restrictions is usually heavy. It is the purpose of this paper to relax the condition of isotropicity to that of orthotropicity and examine the sensitivity of this change for some simple geometries. In addition some necessary relationships between stress and strain for orthotropic materials will be developed. The recent years have seen an increasing interest in the field of rock mechanics. This is amply demonstrated by the number of articles appearing in the technical literature. The majority of these articles use as a basis for analysis the classical linear theory of elasticity. In addition, the assumptions that the material under consideration is elastically homogeneous and isotropic reduce the number of constants necessary to write an analytical relationship between stress and strain to two, e.g., Young&apos;s modulus and Poisson&apos;s ratio. Most workers in the area of rock mechanics realize that removing the conditions of homogeneity and isotropicity will bring the analysis of stress-strain relationship for geologic materials closer to reality. However, the algebra involved in analysis without imposing these restrictions is usually heavy. It is the purpose of this paper to relax the condition of isotropicity to that of orthotropicity and examine the sensitivity of this change on stress concentration for some simple geometries. In addition, it is shown that the expression for maximum stress concentration for some simple geometries considered can be further simplified if further assumptions are made. IN VIEW of the frequent occurrence of petroleum in other parts of the world, it seems odd that so large an area as is contained within the borders of Brazil should be without this product. This apparent deficiency may be due, however, to our ignorance of the regions in which-it, may exist. In some places, indications point to the probable existence of petroleum in ages gone by; and while the presence of petroleum pools may be problematic, in several regions conditions not unfavorable to their occurrence exist. Yet, Brazil has enormous oil resources in the rich oil-shales in different parts of the country. Many of these shales are very rich and only suitable processes for the extraction of the oil are lacking. At the present time, only a few small experimental plants are producing oil by distillation from these shales. These plants have been the subject of recent investigations by the Geological and Mineralogical Survey, a. pre-liminary report of which is in the hands of the printer. The only regions where studies have not been made are the upper Amazon, the Acre, the Rio Negro, and the Peruvian frontier, which really seems to be the most promising field for, explorations of any in the country. In the vast plateau region of the interior north of the 20th parallel of latitude, granites, gneiss, mica schists, and, very old metamorphosed sedimentaries predominate. Later, sedimentaries occupy a minor position and, where found in the interior, represent a thin veneering resting on the older rocks. At several places near the coast they have a greater development and contain considerable beds of oil-shale and may, in some cases, offer conditions favorable for the occurrence of oil. Such deposits are found in the Permian rocks of central-and southern Maranhão; in the Tertiary and Cretaceous beds along the coast of Alagôas Sergipe, Bahia, and perhaps farther south in Espirito Santo; and in the Parahyba embayment north of Cape Frio and in the interior Tertiary basin of eastern Sao Paulo.
