1. Healthy and active Local Section organizations are vital factors in promoting the vigor and growth of the Institute. 2. Activity on the part of Local Sections should be recognized and stimulated by appropriation of funds from the Institute's treasury; and these appropriations should be as. large as is consistent with the relative needs for other activities. 3. As between different Sections, the amount of such appropriations should be based primarily on the extent of activities as reflected in the number and character of meetings held and the attendance of the members at such meetings. 4. In making a request for funds for any year, the officers of a Local Section should submit a report on the printed form approved by the Directors at their meeting on November 19, 1937. 5. A standing Committee on Local Section Appropriations, consisting of one past Chairman of a Local Section, one member of the Institute's Executive Committee, and one member of the Finance Committee, shall be appointed by the President and shall pass upon requests for appropriations and authorize payments within bounds of the budget. The committee will be guided by the principles herein outlined, always having in mind the vital importance of healthy, active Sections to the, welfare of the Institute as a whole. 6. According to Article XI, Section 2 of the Bylaws, requests for appropriations shall be signed by the Chairman, Secretary and Treasurer of the Section. 7. Requests for appropriations must be in the hands of the Secretary of the Institute by February 15 of the year for which they are desired.

During the year terminating at the date for the third annual meeting of Engineering Foundation, the Board completed, its undertaking to sustain the National Research Council for one year. Assistance given in the organization of the National Research Council has been amply justified by the results. The Council is now well established in a 4¬story building at 1023 16th Street, N. W., Washington, and has recently secured another similar building near by in order to house its increasing force. The breadth, importance and volume of work done have steadily grown. Foreign offices have recently been established in London and Paris, Dr. H. A. Bumstead being in charge of the former and Dr. William F. Durand of the latter. The total expenditure by Engineering Foundation for the National Research Council was $9,036, derived partly from income of the endowment fund and partly from special gifts from Ambrose Swasey and Edward D. Adams. In May, Walter M. Gilbert was appointed Assistant Secretary of Engineering. Foundation, with headquarters in Washington, his services being contributed by the Carnegie Institution. He also became and has remained to date Assistant Secretary of the National Research Council. In September, resolutions were exchanged between the Engineering Foundation Board and the National Research Council, setting forth a policy of continuing reciprocal relationship, and a conference committee, Chairman M. I. Pupin, Dr. Charles Warren Hunt, and Gano Dunn, was appointed to inform the National Research Council of the readiness of Engineering Foundation to work upon definite problems sug-gested by the Council. No problems have yet been suggested.

ALTHOUGH it is obvious that in any flotation process we must have a froth, in recent years the development of collecting reagents has caused the possibilities of better frothing agents to be overlooked. Some investigators have even gone so far as to say that the number of satis-factory frothing agents was sufficient. A little consideration will show, however, that the reagents available in the past were far from ideal frothers. The properties of an ideal frother for flotation work may be set down as follows: 1. It. must form in low concentrations a copious but not too persist-ent froth. 2. It must be insensitive to hydrogen-ion concentration of the pulp; that is, it must froth equally well in an acid or alkaline medium. 3. It must be insensitive to salts, even in high concentration. 4. It must be absolutely noncollecting to both sulfides and nonsulfides. 5. Its frothing properties must not be affected by collecting reagents, including soap, the most generally used nonsulfide collector. 6. It must readily emulsify and disperse any insoluble collecting agent that is likely to be used. Clearly the existing frothers do not qualify. Pine oil, for example, is an acceptable frother for many purposes but if used in soap flotation a delicate balance between pine oil and soap must be struck because, as pointed out by Coghill1, these two reagents are incompatible in certain concentrations. The objections to soap itself as a frother are obvious, and the cresols and their substitution products all have some collecting Dower and very little emulsifying power.

At the United Verde mine the 9-2D stope on the 4050 ft level is located within the north sulphide mass lying some 800 ft north of the main sulphide ore body. In 1948 it was estimated that this block contained 85,000 tons of ore at 4% copper and 9.2% zinc. The north ore body is a lenticular replacement deposit in the black schist, extending from about 100 ft above the 3750 level to a distance below the 4500 level yet to be determined. Although the mineralized zone approaches 1000 ft in length, only 300 ft is of economic importance. In width it varies from a maximum of 60 ft to about 3 ft at the north end, and is characterized by pinching and swelling in the ore zone. One of these larger swells is being mined as the 9-2D stope. Mining costs at greater depth, together with the expected grade of ore after dilution, necessitated a low cost mining method to permit profitable stoping operations. Based on the results obtained in a number of Canadian mines, it was decided to develop the ore body for stoping by the Aldermac or bench method of diamond drill blastholes; however, this plan was subsequently changed and the radial or ring method adopted. Such a method seemed to offer the advantage of large tonnages at low cost, and obviate the necessity of waste fill. This latter point was of particular importance, since the present waste system does not extend below the 3000 level.

THE wire-rope hoisting conditions at the mines of the Anaconda Copper Mining Co. in Butte, Mont., are very severe because of the conditions under which it is necessary to operate. A study was made, in the fall of 1919, for the purpose of changing these conditions in order to obtain longer rope and sheave life. There are at present in Butte, hoisting engines equipped with wire rope as follows: 9 main hoists using flat ropes. 7 main hoists using 1 ½ in. rope. 5 main hoists using 1 ¼ in. rope. 6 shafts using 1 1/8 in. rope. 2 chippy hoists using 1 ¼ in. rope. 9 chippy hoists using 1 1/8 in. rope. 15 shafts using 1 in. rope. 7 shafts using 7/8 in. rope. 1 shaft using ¾ in. rope. In addition, there are a number of sinking engines using 5/8 in., ¾ in., 7/8 in., and 1 in. (15.9, 19, 22, and 25 mm. rope.) The flat ropes run from ½ by 7 ½ in. (12.7 by 190.5 mm.) to ½ by 4 ½ in. (9.5 by 114 mm.) and are used on the older hoisting-engines, which are set comparatively close to the shaft. Because of swelling and moving ground at some of the shafts, these ropes present certain difficulties in operation that are more pronounced than with round ropes; they are, therefore, being superseded by round ropes as newer engines are being installed. They are, however, much more easily inspected and repaired than round ropes.

SPODUMENE is a lithium-bearing pyroxene, and is an important source of lithium compounds. Because of its high alumina and lithia content, it might be a desirable constituent of glass batches. The use of spodu-mene in ceramics will undoubtedly increase, as it has been shown that a mixture of the proper proportions of this mineral with soda feldspar and potash feldspar has a much lower maturing temperature upon firing than has any one of the three components.1 The mineral spodumene seldom occurs as pure mineral, but ordinarily with feldspars, mica and quartz. All spodumene-bearing rocks tested contained these minerals as gangue. Small amounts of iron and manga-nese oxides also were present, usually as stains on the silicate grains. Mica associated with the spodumene carried a considerable amount of lithia. This was discovered in flotation tailings, which, although virtually free of spodumene grains when examined microscopically, showed 0.4 to 0.5 per cent Li2O on chemical analysis. The lithia content of micas picked from the North Carolina spodumene rock was variable. Some samples contained little lithia, others more than 3 per cent. In 1938, under the supervision of Oliver C. Ralston, ? the Bureau of Mines, in cooperation with the Tennessee Mineral Products Corporation, undertook to study the beneficiation of North Carolina spodumene by froth flotation. The Bureau had previously published investigations on the beneficiation of spodumene.2,3 The methods described in the second publication' did not give good results with badly weathered spodumene rock, so that more thorough investigation of the subject was warranted.

Mr. Cottrell : I omitted to speak of the cost of installation. The precipitation-plant at the Balaklala smelter, up to the time of initial operation, including the construction of flues, installation of the apparatus, etc., cost $107,000, and subsequent modifications probably represented at least $15,000 more. Upon the information gained in this plant, the installation at the cement-mill, handling nearly twice as much gas, has been reduced in cost in a number of ways, but the overhead construction, carrying the precipitator at the top of the stacks, is naturally expensive, yet, even so, the total cost of construction will probably not greatly exceed $150,000. The mechanical details of the tubular form last shown have been worked out more recently than those of the plate form, and the tubular form promises to be still less expensive in construction, as you would naturally expect. The cost of operat-ing the plant varies somewhat with the character of the gases used. The amount of power consumed is not determined by the tonnage of the material collected, but by the volume of gas to be handled. It takes as much power to precipitate a thin cloud as a dense one. In the cement-plant they are getting a higher efficiency; i. e., a greater number of cubic feet treated per kilowatt than in the earlier plants. This is perhaps partly due to higher temperature of the gases, which here average about 450° C. The best figures on the cement-plant are between 3 kw. and 4 kw. Of

INTRODUCTION The Ramsbeck Pb/Zn Mine is located in the northern Sauerland area of West Germany, 150 km N of Frankfurt and 120 km E of Cologne. This is a vein deposit which has been worked from the middle of the 19th century to 1974. About 15 million tons of ore were mined and milled. The ore district contains several vein deposits and is roughly 14 km in length and 4 to 5 km in width. The host rocks are strata of Lower Middle Devonian age. The strata strike 60° to 70° NE and where overturned have a dip steeper than the veins (Fig. 1). The galena-sphalerite mineralization is in quartz veins, which are mineralized where they cut the "Main Ramsbeck Quartzite" horizon, a very competent host rock. Vein structures strike at 65º to 75º, dip about 20° to 25º SE and cut the quartzite at approximately 60 m intervals. The main or "steep veins" within each vein structure dip at 10º to 80° SE with an average of 30° and are offset by thrust faults dipping 5º N to 40° S with an average of 5º S. "Flat veins" usually weakly mineralized occur in the thrust faults between the "steep veins", thus forming the overall step-like vein structure. The mineralization is very irregular and changes a- long strike and down dip. It consists of thin veins of pure sphalerite and galena with quartz and pyrite. INCE1 proposed that electrostatic attraction between oppositely charged particles was responsible for slime-coating. Del Giudice2 postulated the metathetic formation of a cementing compound. Wark3 suggested that prevention of slime-coating was related to peptization of the slime. [ ] In the experiments of Table I the technique employed was essentially that of del Giudice, with the difference that the particle was examined under a film of water rather than dry.4 In general, the polished particle was agitated for 2 min. in a pulp consisting of 12.5 grams of the slime (-200 mesh) and 50 c.c. of distilled water, washed in three baths of distilled water, and examined at 220 diameters with the Leitz Ultropak. Observations of Brownian movement were made at 850 diameters with dark-field illumination. Several of these experiments do not jibe with the metathesis theory. According to published solubilities,5,6 the lead salts of the anions in experiments [c] through g are more insoluble than lead carbonate, therefore should prevent the formation of lead carbonate on the galena surface. In experiment [i] the calcium oxalate, which presumably was on the calcite surfaces, should have permitted the formation of a lead carbonate cement by virtue of its greater solubility. Experiments [j] through m show that the addition of lime accelerates the deposition of quartz onto a galena surface. The writer is unable to postulate a satisfactory cementing compound, according to the metathesis theory, to explain this effect. In an earlier paper1, the author described a method of interpreting earth-resistivity curves, based on the theoretical investigation of a single horizontal underlying stratum. If the four-electrode system of Wenner is employed, the resistivity in a homogeneous soil is given by the formula p = 2paR [1] where a is the electrode separation and R is the resistance of the earth between the two inner electrodes. If the earth is not perfectly homo¬geneous, the application of this formula gives an apparent specific resistance varying with the electrode separation. In the special case of the single horizontal underlying stratum, there is a surface layer of thickness h and resistivity pi and a lower layer, extend-ing to infinity, of resistivity p2. It has been shown by Lancaster-Jones2 that the apparent resistivity, obtained by an application of equation 1 is related to the true resistivities, the depth h and the electrode separation a by an expression of the form pa/p1 = 1 + 4F [2] where Pa is the apparent resistivity and F is a function (actually an infinite series), of the ratio h/a, and a reflection coefficient k = (p2 - p1)/(p2 + p1). For given values of h/a and k, the right-hand side of equation 2 can be calculated, and curves drawn showing the relationship between Pa/P1, h/a and k. Such a set of curves for the case when pi > P2 is given in Fig. 1.

In order to find an empirical relation between a quantity F and (m) independent variables or factors, each of which take (n) different values or levels, it is necessary to conduct nm different experiments (all possible combinations of the factors), each of which has to be repeated a few times (usually five) due to the scattering of the data. The total number of such experiments is very large, thus for example, when m = 4 and n = 5, it is equal to 5.54 = 3125; and very rarely is it possible to conduct such a number of experiments. Various possible methods of planning partial experiments are illustrated in Fig. 1. Each method shows a large combinative square consisting of five columns and five rows of middle squares, each of which, in turn, is further divided into five columns and five rows of cells. Such a partition corresponds to a plan of an experiment with four factors, each of which takes five different levels. The blackened cells indicate the combination of factors in a partial experiment. The total number of experiments is reduced on the basis of the following considerations: a) The effect of only a few levels of some factors is studied (Fig. la). Such an investigation gives no information on the effect of some factors, therefore it cannot be accepted as satisfactory; b) By reducing the number of levels of each factor; in such a case it is not possible to obtain an empirical relationship, but only whether some factors have an effect. This is evidently inadequate;

AMONG naturally occurring inorganic compounds, magnetite has many unusual and interesting properties, and it is the purpose of this paper to call attention to these properties and review possible uses of magnetite that might be based on them; in other words, to see what uses may be found for magnetite as a physical rather than as a chemical entity, as a mineral rather than as an iron ore. The Mineral Physics Studies initiated in the Metallurgical Division of the U. S. Bureau of Mines a few years ago gathered together much information on mineral properties, and they are therefore the principal source of material for this paper. Magnetic Properties Of Magnetite And Possible Uses As A Magnetic Material Magnetite is unique among minerals for its great magnetic susceptibility, approximately one-third that of soft iron, and some magnetites are permanent magnets, or lodestones. The literature contains many measurements of magnetic properties of individual magnetite crystals, but no systematic survey of the effect of mechanical preparation and heat-treatment was available until the recent investigations of the Bureau of which included not only susceptibility but coercive force and remanence as well. For the purpose of orientation, Table 1 gives the magnetic properties of several samples of magnetite and of a few other substances3. This table indicates that when ordinary magnetite is powdered it decreases in susceptibility and increases in coercive force and remanence, approaching the properties of lodestone. The properties of lodestone are in fact probably due to the development of very large internal surface on fine grain size4.

THE results of an investigation of the ternary system iron-chromium-ilicon were reported in 1936 by the present authors.1 Partly for the sake of theoretical interest, and partly because of the possible commercial importance of these alloys, the present investigation was undertaken to determine the effect of some of the commoner elements likely to occur, deliberately or otherwise, in such alloys if made on a commercial scale. The elements thus added were carbon, nickel or manganese. The alloys studied were, therefore, parts of quaternary systems. This investigation was concerned primarily with the effect of these additional elements on .the alpha-iron phase and the boundary between this phase region and the alpha plus sigma two-phase region. The sigma phase is a ternary solid solution based upon the compound FeCr. The work was performed mainly by X-ray methods, but a number of microscopic examinations were also made and are reported. While isolated alloys in the composition ranges studied may have been discussed in metallurgical publications, no systematic investigation of any assistance to us was found. Of the earlier work, the investigations on the iron-chromium-carbon system and on the chromium carbides by Westgren and his coworkers,2,3 enabled us to identify the carbide phase. Several articles appeared after the present experimental work had been completed. Lucas and Wintrup4 determined the solubility of carbon ill molten iron-chromium-silicon alloys. Tofaute and his coworkers5,6 have made detailed studies of the iron-chromium-carbon system, which will he referred to later.

A survey of the literature on bottom-cast practice gives but Scant information as to some of the real facts concerning this most int'eresting method of steel manufacture, and some of the information available is very misleading. An exceptionally good description of this met,hod of pouring or teeming is to be found in an English publication2 on the heterogeneity of steel ingots. Quoting from this paper: (a) With bottom teeming, the metal rises steadily and progressively in the mold with the minimum possible agitation, the main force of the stream coming from the ladle being broken down or retarded by the down gate or runner. Further, the stream of metal from the ladle, under these conditions of casting, is invariably maintained at a much more continuous rate and is steadier than with top teeming. (b) In view of the facts referred to in (a) it follows that with bottom teeming the metal is not exposed to atmospheric oxidation to anything like the same degree as with top teeming. In this paper it is intended to detail briefly some of the advantages of bottom-cast practice and to discuss the possibilities of iron-oxide control in the basic open-hearth furnace. A description of the type of charge, ingot rnold set-up, etc., is found in detail in an earlier paper.3 Design of Ingot Molds In any kind of steel manufacture, ingot-mold design is important. L. H. Probably the largest single tungsten deposit in the U. S. is one that has yet to produce any tungsten; it is not even listed in tables showing U. S. reserves. This deposit is at Searles Lake, Calif., where the brine contains about 70 ppm WO3. Small though the concentration is, the amount of brine in the lake is so great that it is estimated at 170 million lb of WO3 (8.5 million units), equaling the total of all other known reserves in the U. S. This dry lake is located in the basin formed by the Argus and Slate ranges in the northeastern corner of the Mojave Desert (Fig. 1). It consists of a massive salt body some 35 sq miles in extent, varying in thickness from 0 to 120 ft and containing more than 3 billion tons of salt. A central section of about L. G. CARPENTER and D. Except for the exposed sodium chloride (10 to 15 ft thick) the body consists of a very complex and heterogenous mixture of soluble crystals, containing at least eight major phases. It is only about 53 pct solid, the voids being occupied by a dense brine which is the raw material for two chemical companies operating in the valley.

The choices of an uranium mill flowsheet are pri- marily determined by economic feasibility with plant location and regulatory bodies playing a lesser but still important role in this determination. The host ore bodies will determine the leach pro- cess to be used for basic uranium extraction. Im- mediately following this decision, the method of leaching has to be determined. These can be: - Atmospheric leaching - Pressure leaching - In-situ leaching - Heap leaching The three previously stated criteria lay important parts in this decision. In the case of atmospheric or pressure leach and once the soluabilized uranium has been liberated from the host gang material, liquid solids separation becomes the major criteria. Three process flowsheets are available; they being: -Countercurrent decantation - Countercurrent or co-current filtration - Resin in pulp Following liquid solids separation, concentration and precipitation become the next variable choice. They being: -Solvent extraction - Fixed bed ion exchange - Fluid bed ion exchange Lastly, washing and drying of the precipitated product to remove impurities can be carried out by either filtration or centrifugation. With the exclusion of milling circuits, grinding circuits, flotation circuits, and calcining processes, we have 240 variations of the flowsheet between leaching and a dry washed precipitate. Of this total, filtration in one form or another and in single or multiple applied forms has application in 144 streams. This paper intends to discuss four (4) facets of the total flowsheet in which filtration is applied, following grinding and prior to calcining. They are: - Leached pulp liquid solid separation - Tailings dewatering - Pregnant solution clarification - Yellow cake washing and dewatering

Writing the Technical Report, third edition, by J. Raleigh Nelson. McGraw-Hill Book Co. $4.50, 356 pp., 1952.-The aim of the book is to inspire a greater interest in report writing. Basis for the increased interest is a development of a keener understanding of the writer's own mental processes and the practical procedures involved in writing a report. The book is concerned with basic principles and procedures, rather than incidentals. It emphasizes the importance of correct attitudes and suggests a method of approach and organization. In the first part of the book, design and composition are considered. Next, the text gives directions for setting up both the long and short term report. The third part of, the book gives a systematic procecure for critical examination of the report. The fourth section presents a 16 week course in report writing. The Rocks of the Sekondi Series of the Gold Coast, by A T. Crow. Gold Coast Geological Survey. 7s. 6d, 73 pp., 1952.-The book describes the results of careful and detailed mapping of the Sekondi Series. The Sekondi-Takoradi area is undergoing intensive development, including extensions to Takoradi Harbor and to the railways. Details are given on the nature, extent, and structure of the Series and many faults which cut into them. The book is aimed at those with a practical interest in the area. It is illustrated with geological maps and drawings of horizontal sections. In the back, the terrain of the series is illustrated in a group of plates.

Mr. Raden has described the practical problems associated with fines in phosphate rock beneficiation. In this discussion, a colloid chemical viewpoint is given to the problem of separating phosphate values from phosphatic clay slurries. The phosphatic clays are predominantly colloids of a complex mixture of many minerals (1). The constituents are typically 25% apatite, 40-50% clays, and various amounts of wavellite, quartz, dolomite, fluorite, and other minerals. The clays are montmorillonite, attapulgite, and illite, with some kaolinite. The various mineral colloids in the slurry are heterogeneously coagulated in the as-produced state. Dispersion of the coagulated state is evident from the fact that dispersing agents (certain polyelectrolytes) cause a large reduction in the viscosity of the slurry (2). The as-produced slurry settles from 4 to 8% solids within a week, but thereafter settles much more slowly in the form of a sediment of flocs. The supernatant liquid is often clear because of the cooperative action of the mutual interaction of particles during settling. Mineral segregation during settling has not been observed for the same reason. The initial slow settling rates indicate that the coagulated assemblies are very small.
