Operations at the cement plant of the Permanente Corporation, in the hills about 45 miles south of San Francisco and 12 miles west of San Jose, are interesting to the members because of the adoption of modern hydrometallurgical methods for handling and beneficiating raw materials. Closed-circuit grinding, classification, hy-droseparation, flotation, agitation, and thickening are familiar terms at this cement plant. These methods make it possible to process refractory limestone into suitable materials for the mallufacture of modern cements. Construction of the plant, having originally a design capacity of 7000 bbl. of cement per day, was started in June 1939, and the first clinker was ground on the following Christmas Day. At present the capacity is about 12,000 bbl. of finished cement per 24 hr., most of the production being low-heat cement. † About 3I30 tons of limestone, 620 tons of clay and I00 tons of gypsum are required daily for this output. Occasionally iron oxide is added to the clay to obtain the desired composition. This, together with the gypsum, is purchased from outside sources. up to the present time, the ccrporation has produced low-heat, normal, moderate-heat, moderate-sulphate-resisting, high-early-strength, oil-well, modihed-oil-well, and plastic cements. Most of the present production is for Shasta Dam, near Red- ding, Calif., the total demand being 5,800,000 bbl. of cement. SOME advances have been made recently in the theory of the kinetics of precipitation from metallic solid solution despite the complexities of the problem, but there is surprisingly little quantitative information available on rates of precipitation with which to test present theory or upon which to build new theory.‡ Attempts to measure rates of precipitation have been beset with difficulties which originate both in the anomalies that attend the changes in the properties selected for measurement, as, for example, in electrical conductivity or mechanical properties, and also in the complexities in the structural changes in some systems, as in the aluminum-copper system. If the functional relationship between the quantity of precipitate and the value of the selected property is uncertain, measurements of that property are obviously of uncertain utility in determining absolute rates of precipitation. If the precipitating system passes through one or more transition stages, the interpretation of measured rates lacks definiteness; in such cases, it is necessary to measure the rate of reaction in each separate stage, if the rate measurements are to have any significance from the kinetic point of view.* These difficulties cannot be wholly avoided, for at least in some measure they are characteristic of the process of precipitation from solid solution, but they can be minimized both by the selection of a simple system and by the use of a method of measurement relatively free from anomalous behavior. The present paper reports dilatometric measurements on the rate of precipitation of silicon from the aluminum-rich solid solution in the aluminum-silicon system-a study that approaches the desiderata of simplicity. The aluminum-silicon system offers advantages from these points of view: there are no known anomalies in the property changes accompanying precipitation; 2.3,4 there are no known transition stages; the precipitate is an element, not a compound, and both matrix and precipitate are cubic, and while the structures are not identical (the solid solution is face-centered cubic and the precipitate is diamond cubic), the system at least approaches the ideal case of a crystal precipitating from a matrix of the same crystal type-the ideal case which Becker5 assumed in treating the precipitation process theoretically. ChEap power is essential to large-scale mining and metallurgical operations, particularly where fine grinding of large tonnages has to be resorted to, as is the case with an increasing number of mines treating disseminated copper ores, or low-grade gold ores, in the grinding of which considerable power is consumed. A comparison of the cost of generating power with Diesel engines and steam turbines and a brief discussion of the different factors governing the profitable use of either type of prime mover may be timely in view of the importance of a cheap supply of power to the mining industry, and the prominence that has lately been given to Diesel engines in America. As many of our most important mines and largest producers of metals are located in sections where neither cheap coal nor water power is available, and the price of oil fuel is increased by long hauls, the Diesel engine will become a prime mover of increasing importance. This applies particularly to the Southwestern States, where an ample supply of cold water for condensing purposes is unusual and local climatological conditions interfere in securing the high vacua essential to high turbine efficiency. About 12 times as much water will be required for condensing purposes with steam turbines under general conditions as is needed for jacket-cooling of two-stroke cycle Diesel engines; four-stroke cycle Diesel engines require only one-twentieth of the cooling water. Another condition favoring the use of Diesel engines is the high load factor at which most mine power plants operate. The influence of load factor on the cost of generating power is shown in Tables 1. and 2 and in Fig. 1. The higher the cost of fuel and the load factor, the greater will be the proportion of the fuel to the other costs making up the total cost of generating power. Capital charges (interest and redemption), maintenance, operating labor, and lubrication are practically constant amounts regardless of the load-output of the station; the fuel consumption and its cost are practically the only variables with the load. The costs here given are based on conditions as generally found in the Southwestern States, and on Diesel engine operating experience in European countries, where this type of prime mover has reached a high state of perfection, units upward of 4,000 hp. having proved entirely successful in operation.

Discussion o f Papers. Meetings of the Institute offer opportunity for social acquaintance and exchange of ideas, for the--presentation of papers, and-for discussions. thereon ; also incidentally for viewing under especially favorable conditions mining operations and industrial establishments, and for hospitalities which demonstrate the brotherhood clue to kindred interests. Placing sociability prominent is not to be assumed as relegating other features of meetings to subordinate positions; but during about 40 years of membership in the Institute, the value of acquaintances formed (often ripening into close friendship), and the interchange of data, have frequently demonstrated that the social feature of meetings is of great and lasting value to the membership. Of a roll embracing 4,011 members, resident in all parts of our country, and scattered in various portions of the world, only a small fraction are able to attend meetings, even if the localities selected are alternately widely separated. Hence, the return which most members receive for their annual assessment of dues is limited to the publications issued, and the credit of being recognized as a. member of a great and worthy organization. The greater the value of the contents of our publication, the fuller the return which goes to members. While the Institute disavows responsibility for views or statements made ill papers which appear in its Transactions, the fact that these contributions, after passing proper censorship, are accepted by the Institute and spread before the world may properly be received by the writers as endorsements of their (the writers') ability to present a specific technical or industrial proposition worthy of being carefully read. But the mere presentation and publication of contributed papers falls short of fulfilling one important feature of our meetings. If the purpose is confined to having the writers' views, discoveries, theories, or methods published, this can be obtained through the technical or trade journals and magazines. The true value of a paper presented at a meeting of the Institute may often be gauged by the discussion which it encourages, although there are contributions of decided value which do not especially invite discussion. However, most Of the papers offered contain statements apt to encourage criticism or elaboration by others whose experience or knowledge, or both, assist in combating or endorsing statements made.

COKE with low phosphorus content is required by some of the electrometallurgical and chemical plants recently attracted to the Pacific Northwest by the hydroelectric power available from Bonneville and Grand Coulee dams. Shipping such coke into the area from eastern points involves a high freight charge, and during wartime consumes precious rail and ship-bottom space, so it is highly desirable to produce coke from the coking coals of Washington to meet the requirements of these industries. Although coke has been made from Washington coals since 1884, little has been known about their phosphorus contents or about the extent to which phosphorus could be reduced by cleaning. An investigation was undertaken, therefore, to determine the manner in which phosphorus occurs in the coking coals of Washington and its amenability to removal by ordinary coal-washing methods. PREVIOUS WORK Phosphorus is a deleterious element in coke used for numerous metallurgical processes, including the production of pig iron, yet comparatively little published information is available on the occurrence and elimination of phosphorus in any of the coals of this country. A variation from 0.009 to 0.062 per cent phosphorus in various horizons of the Pittsburgh bed in the Connellsville region of Pennsylania has been reported,1 and a reduction in phosphorus content from 0.020 per cent in the raw coal to 0.018 per cent in the washed coal was obtained in washing coal from the same bed in the Pittsburgh area;2 the latter figures represent average analyses for a year's operation of the washery on about 800,000 tons of coal. A reduction in phosphorus content from 0.018 to 0.011 per cent in washing coal from the Pittsburgh bed at another washery was observed, and the same report provides data on the phosphorus reduction obtained by separating 10 other coals on a bath of 1.35 specific gravity.3 European investigators have been especially active in correlating phosphorus content with petrographic analysis; fusain and durain generally contain the highest percentage of phosphorus, but this relationship is not universal.4 Some of these investigators have found that phosphorus is removed in the coal-washing process,5 but others have observed that the clean coal contained as much or even more phosphorus than the raw coal.6

BRIDGMAN has listed five possible transitions in bismuth at 25°C which were observed as volume changes. He was unable however to detect the last three transitions by electrical-resistivity changes. Kennedy and LaMori have verified the pressures at the Bi 1-11 and Bi 11-111 transitions. They suggested however that the 125-kbar transition previously reported by Bundy3 actually corresponds to the 90,000 kg per sq cm transition observed by Bridgman.1 Jura4 reported a well-defined drop in resistivity at 92 kbar obtained by a four-lead method. The Bi 111-IV and Bi IV-V transitions have not been reported in any of the above-mentioned references.'-' Bundy3 observed a small dent in the low-temperature boundary of the Bi Vll region which is consistent with the presence of a 111-IV boundary. Zeitlin and Bray-man5 were the only ones to report small but well-defined drops in resistance of bismuth at 44.0 and 63.8 kbar, corresponding to Bridgman's 111-IV and IV-V transitions, respectively. High-purity (99.99 pct) 0.020-in.-diam 0.5-in.-long bismuth wire was used to calibrate the Uniram tetra-hedral high-pressure apparatus used in the present work. The bismuth phase changes at 25°C were correlated with changes in electrical resistance as a function of pressure. The output of a sensitive bridge constructed of carbon resistors and kept at a constant temperature of ±°C during the measurements was fed to the Y axis of a MoseleyX-Y recorder and the X axis was used for time scans. Specimens were pressurized using a hydraulic press with maximum capacity of 200,000 lb. Load was applied in increments of 2000 lb and held for about 3 min. The resistance was recorded at the end of this time period. Good contact was established below 20,000 lb. Typical recorder charts are reproduced in Figs. 1 and 2 which show that resistance fluctuations were practically nil during each time scan. Well-defined discontinuities in resistance were observed at 58,000 and 82,000 lb, Fig. 1. Two small but definite "blips" are noticed at 92,000 and 122,000 lb, Fig. 2. The usual method of sampling mineral deposits is to drill holes and assay the sludge or core. Though the results thus obtained may not represent the true average value of the deposit, it is on these results that estimates of practically all large orebodies are made. In a large number of cases, the results of exploitation fall far short of the estimated value of the orebody. The standard method of making these estimates is to find the cubic contents of triangular prisms, in the apexes of which the drill holes are placed, by. multiplying the surface area by the average depth of the ore in the three drill holes and then multiplying the cubic contents by the specific gravity of the ore or rock to find the tonnage. The assay value is found by dividing the sum of the products of the depth of ore in each hole and the corresponding assay value by the sum of the depths of the ore in the three holes. As the latter part of this method is subject to many mathematical errors, it should not be depended on. Some engineers, therefore, use a discount factor, but as this factor is either arbitrarily selected or is obtained by obscure methods, the results are no better than guesswork. The standard method is correct when the drill holes are so laid out that the triangular prisms are equilateral in cross-section. But as ore deposits cannot always be drilled into at regular intervals and because of the human factor, if many holes are drilled, triangular prisms of all degrees of angularity are produced. In such cases it is necessary to assume that the influence of the different holes is not the same in all directions, which assumption of course is absurd. The area of the triangular prism is usually found by scaling; an ore-body of sufficient size to justify churn drilling is too large to be handled conveniently on maps having a scale larger than from 1000 to 1 to 1,500 to 1 and maps of such scales cannot be accurately measured. A variable is thus introduced in the first operation. In addition, the scaling is frequently done from blueprints, which sometimes shrink as much as 4 per cent. between printing, washing, and drying. THE crushing of ore, as defined by Taggart,1 is "usually a stage process, utilizing . . . machines especially suitable for the reduction of particular sizes... . down to a final stage, employed for the reduction of the finest sizes. . .. In contradistinction, comminution to 20-mesh or finer is called grinding. There is a twilight zone in which the product is 6, 10, or 14mesh limiting size which is either crushing or grinding. . .. " Since the data in this paper pertain to a rod-mill operation, comminuting a particular ore size of ¾ in. to a final stage, coarser than 20-mesh, the rod mill is designated as a "fine crusher machine" in this paper. The published literature discloses a wealth of data regarding a rod mill as a fine-grinding machine but relatively little as a fine-crushing operation. Typical of the latter operation is: (I) a description by F. J. Tuck2 in which a fine-crushing rod mill replaced crushing rolls and (2) a description by the present authors3 in which a fine-crushing rod mill was installed instead of a conventional fine-crushing machine. The experience of the authors is that a definite distinction must be made between the rod mill functioning as a fine crusher and as a fine-grinding machine. As a fine-crushing machine it prepares * relatively large amounts of ore for a subsequent fine-grinding operation; as a grinding machine, it grinds relatively small amounts of ore to some predetermined finished product. PULP MOVEMENT AND ACTION IN MILL In considering the work performed by a fine-crushing rod mill, it seems important to understand just what takes place within the mill. We were inspired to study this matter by a paper by E. W. Davis,4 which indicated that definite water classification of ore particles took place in a ball mill. However, in thinking of the rod-mill action from this point of view, we were confronted with the fact that our rod-mill discharge product showed no evidence of action by water classification. The Tennessee Copper Co. ore is relatively high in sulphides, and the gangue rock and the sulphides are of about the same hardness. In the presence of any action by classification, the coarser sizes are definitely very lean in sulphide minerals. [ ]

Modern vibrating screening dates from about 1910 at which time the forerunner of the present day two bearing and four bearing circular motion inclined vibrating screens were first introduced. These simple machines consisted of a screen box holding some kind of a screening surface to which was attached an off-center shaft or a shaft with an off-center weight which was rotated. The rotation of these shafts caused a shivering motion to the screen box and produced the first vibrating screen. In the 1920's and early 30's, the box designs were improved and the mechanisms designs were also improved and by 1940, vibrating screens were an important part of most process plants. In the early days when the screen sizes were dictated by how much could be shoveled onto the screen box and by the force that a particular mechanism could produce, not much thought was given to the proper sizing of the particular units. As mechanism and body design improved the ability to predict vibrating screen capacity at various openings became more important. In the late 1930's, a set of empirical capacities came to be used. with few modifications, these capacities are still in use today, both by those companies that use a formula involving only the amount of fine material in a feed, and by those companies using a formula in which the total feed to a particular screen is used. In either method of calculation, the empirical values are based on these ideal conditions: (1) The material being fed to the screen contains 25% oversize. (2) The feed to the screen contains 40% half size material. (3) The material has a bulk density of 1.6 T/Cu.M. (100 lbs/cu.ft.). (4) The screening surface has an open area of 50%. (5) The material is dry, free flowing and relatively cubical. (6) The maximum screening efficiency required is between 90 and 95%. It is obvious that these conditions do not occur in natural or crushed size distributions. Therefore, modifications must be made to these empirical values to allow for the calculation of a vibrating screen for a particular set of conditions. Before we consider these various modifications, let us look at what happens to material as it is acted on by a vibrating screen so that we can better understand why the modifications are nec-

IN treating carnotite ores by carbonate leaching it is often necessary to subject the ore to a prior roast. Among the advantages that may result from roasting are: 1) improvement in settling and filtering characteristics of the ore; 2) destruction of carbonaceous impurities that would otherwise contaminate the leach solution and consume carbonate reagent; and 3) substantial increase in extraction of vanadium, which is usually low when the un-roasted ore is leached. Recovery of vanadium may be an important factor in processing carnotite ores, and the fact that vanadium is usually recovered in good yield by acid leaching has often been an economic advantage over results obtained with carbonate leaching. It has been found that response of an ore to carbonate leaching, following roasting, depends primarily on its composition and on the conditions of the prior roast treatment, particularly with regard to the roasting temperature, the atmosphere maintained above the charge during roasting and cooling, and the presence of certain reagents. These factors, especially the last, virtually determine the extractions of uranium and vanadium attainable by carbonate leaching, as well as the reagent consumption on leaching, whereas adjustment of the leaching conditions has only a limited influence. These variables were examined systematically to elucidate roasting and carbonate leaching of carnotite ores and to establish a treatment yielding high recoveries of both uranium and vanadium. Tests were conducted on samples of four different Colorado Plateau ores, described in Table I. Roasting Procedure: The roasting tests were conducted in an electrically heated furnace in which the temperature was controlled to +15oC. The ore (usually a 500-g charge) was ground to —100 mesh, mixed with the desired reagent, and spread in a silica tray to a bed depth of about 1/2 in. During the roast the charge was rabbled at intervals of 15 min. To provide free access of air the furnace was usually ventilated; however, in a few experiments a controlled atmosphere such as carbon dioxide or hydrogen was maintained above the charge. Leaching Procedure: The pulp, generally comprising 500 g of ore and a 2000-cc solution containing 80 g per liter of Na2CO3 and 20 g per liter of NaHCO3, was agitated in an autoclave at 120°C, under 30 psi O2. Samples were withdrawn periodically, and the solution and ore residue were analyzed. Under the conditions employed, maximum attainable extractions were generally achieved in 4

Development in the upper Texas Gulf Coast during 1944 resulted in the discovery of 19 new fields as compared with 11 during 1943. These discoveries include 10 oil fields, one dry gas field, and eight gas-condensate fields. Drilling During the year 590 wells were drilled as compared with 418 drilled during 1943. Of these operations, 485 wells were drilled in proven fields, with the following results: 281 oil wells, 22 condensate wells, one dry gas well and 141 dry holes. The remaining 105 wells were wildcats, of which 19 were producers. The geological distribution of these discoveries was as follows: In 1944, production amounted to 178,-522,630 bbl., which was an increase of some 31,670,384 bbl. over the 1943 figure of 136,852,246 bbl. These figures include both condensate and oil production, as separate figures are not available. Wildcatting in the area was more successful during 1944 than in 1943 as the following comparison of number of wells drilled illustrates: Discoveries during 1944 Smith Point, Chambers County.—Standard Oil Company of Texas completed its No. I State, sec. 109, on Feb. 15, 1944, in a Frio sand at 8135 to 8146 ft. The well flowed 250 bbl. of 42º gravity oil through an 1/8-in, choke. Gas-oil ratio was 800 to I; tubing pressure, 1100 bbl. Four other oil wells and one gas well were completed during the year. This discovery does not appear to be of major importance. The producing area lies on the upthrown side of a large fault. North Winnie, Chambers County.—Sun Oil Co. completed No. I P. E. Dougherty on Apr. 27, 1944, from the Frio, through perforations at 8757 to 8759 ft. The initial production was 154 bbl. of 38.3º gravity oil through an 1/8-in. choke. Gas-oil ratio Was 2526 to 1; tubillg Pressure, 2280 1b.; casing Pressure, 1225 lb.; total depth, 9519 ft. Three other wells were drilled during the Year. This discovery is on the downthrown side of the major Winnie Stowell fault, and increases in magnitude the already large producing area along this fault. Mayes Field, Chambers County.—Humble Oil and Refining Company's No. I Mary Etta Mayes was completed on Dec. 24, 1944, in a Frio sand, at 8166 to 8169 ft. through 1/4-in. for 768 bbl. of 40.3º gravity

The lattice parameters of a series of fcc alloys of cerium and thorium were measured at 93 " and 298OK. Lattice parameters were also estimated for 171OK. Substantial deviations, y, from Vegard's law were observed. Although y was negative at the two higher temperatures, it was positive and large at the lowest temperature. A variety of models, which have been proposed in the past, were considered, and the calculated values of y were compared with the observed values. The best agreement was achieved with values computed with Friedel's equation. THE purpose of this investigation was to determine the effect of temperature on the lattice parameter and on deviations from Vegard's law of Ce-Th alloys. A large negative deviation from Vegard's law was first observed independently by Weiner, Freeth, and Raynor' and Van vucht2 in the room-temperature lattice parameters of Ce-Th alloys that form a continuous series of solid solutions. This observation was confirmed by Evans and Raynor. The allotropy of unalloyed cerium was reviewed recently by Gschneidner, Elliott, and McDonald. In two subsequent papers,5" these authors reported the influence of various alloying additions on the y= transformation, which occurs below room temperature. Although other rare earths tend to stabilize the double-hexagonal phase, thorium, plutonium, and scandium as solutes tend to stabilize the normal fcc phase. With addition of sufficient thorium as a solute, there is evidence that the formation of is suppressed and it becomes possible to pass continuously with decreasing temperature from the room-temperature phase to the fcc a phase. Thus there is a closed loop which is similar in many ways to the y loop well-known in ferrous alloys. A closed field also occurs in the pressure-temperature "equilibrium" diagram of unalloyed cerium. Because of interest in the effect of thorium additions and their influence on the a and phases, lattice-parameter measurements were made at low temperatures on the fcc phase for a series of alloys ranging from 10 to 90 at. pct Th. The results obtained at three temperatures are shown in Fig. 1. Evans and Raynors analyzed the deviations from Vegard's law in Ce-Th alloys in terms of changes in the occupancy of the 4f electron level in cerium,

There is a conspicuous lack of information in the literature on the precise role played by residual quantities of austenite in heat-treated steels. While retained austenite may be expected to have significant effects on such important properties as the impact resistance of tools and carburized parts and the dimensional stability of dies and gauges, attempts to study these problems systematically have suffered from the absence of a reliable technique for ascertaining absolute amounts of austenite. With such a technique, not only could the relation between residual austenite and service behavior be investigated, but the chemical and heat-treatment factors that control the quantity of the austenite could also be established. Thus, the retained austenite content could then be regulated in accordance with the results desired. The presence of retained austenite may be inferred by observing the changes in properties (hardness, specific volume, electrical resistance, etc.) due to its decomposition on subatmospheric cooling1 or on tempering,2 but these indirect measurements are not readily translated into percentages of austenite. Quantitative determinations have been achieved in special cases by means of dilatometric3 and magnetic4,5 measurements; but the former procedure requires that observations be conducted during the hardening and involves difficult calibrations that limit its applicability, while the magnetic procedure is very sensitive to extraneous influences and depends upon assumptions that can only be considered as approximate in an absolute sense. Furthermore, both the dilatometric and magnetic effects are volume properties, and cannot be conveniently utilized to explore variations in retained austenite from point to point in a suecimen. Some microstructures lend themselves to accurate evaluation of retained austenite contents by metallo-graphic methods,3 but such instances are not too common, and at best, the procedure is tedious. The characteristic X-ray diffraction lines of austenite permit positive identification of its presence; and in the present paper the intensities of these lines, or the corresponding densities* on photographic film, are employed to measure the amount of the retained austenite. In order to cancel the effect of uncontrollable variations in the X - ray exposure and film - development conditions, a standard reference line is Superimposed on each film by maintaining a foil of aluminum in the path of the incident X-ray beam during the entire exposure. SO commonplace that they are seldom noticed, mining-machinr, bits have a definite and important bearing on the cost of coal production. At the average mine many thousands of bits are used during the year. The actual cost represented by the purchase of the bits used, as well as that of sharpening and handling them, represents a considerable sum of money. The flotation process has been applied extensively in the mineral and chemical fields. This paper reveals results obtained by an exploration of an application to the biological field. In many ways this study was indeed an exploration since so many factors are different. In the mineral field, the particles, both those floated and those not floated, cover a wide range of sizes and shapes; in the biological field, the particles of one population are primarily of one or two sizes and one or two shapes. This identity in size and in shape gives biological systems the advantage of homogeneity. In the mineral field the particles may be as coarse as a millimeter; in the biological field the size may be a micron, or less. In the mineral field the particles may have a gravity several times that of water so that their apparent gravity is quite substantial. Microorganisms, on the other hand, may have a gravity so near that of the liquor that their settling velocity in the liquor is vanishingly small. These two facts conspire to make bubble-particle encounter in the pulp-body less likely. Finally, microorganisms are living, reproducing, and dying-all of which does not help the experimenter get a balance of materials. The analytical problems, too, are extraordinarily difficult, for the organisms can contain only elements that occur in their environment, although at a different level of concentration. The chemical composition of the surface of microorganisms is readily altered. In spite of these areas of difficulty, microorganisms can be floated to leave practically water-clear tailing, they can be floated from each other and, in fact, the same organism can be fractionated into a float that differs from the sink. SIZES AND SHAPES OF ORGANISMS Most ore pulps are described with reference to the percentage of the pulp that is fine enough to pass a 200-mesh sieve. Thus a copper-ore pulp may be 80% -200 mesh. Since 200 mesh equals 74 µ, a 2000-mesh particle would be 7.4 µ in diameter, and a 20,000-mesh particle would be 0.74 µ. The microorganisms with which this work is concerned are of the order of magnitude of 20,000 mesh. INTRODUCTION OF FROTH FLOTATION INTO THE UNITED STATES "The introduction and development of the flotation process have proved to be of such momentous importance to the mining industry of the United States that they deserve to be considered historically ." T. A. Rickard l James M. Hyde installed the first froth flotation process in the U. S., about Aug. 1, 1911, at the Basin Reduction Co. plant, Basin, Mont., which was then under lease to the Butte and Superior Copper Co.2 Two months later, the Minerals Separation Ltd.. filed suit in the U. S. District Court of Montana against Mr. Hyde char& him with infringement of their Patent 835, 120/1906. The U. S. District Court decided in favor of Minerals Separation Ltd. on July 28, 1913. This decision was reversed by the Ninth Court of Appeals in San Francisco on May 4, 1914. Then the U. S. Supreme Court, on Dec. 11, 1916, upheld the patent on three counts only but restricted it to 'the use of less than one percent of oil.” The Miami Copper Co. was sued by Minerals Separation on Oct. 10, 1914, for infringement of Patents 835,120 and 962,678, and 1,099,699. The Miami Copper Co. was operating under John M. Callow's froth flotation process Patent 1,104,755/~uly 23, 1914. Miami lost this suit in the District Court of Wilmington, Del., and appealed to the Court of Appeals, Third Circuit, Philadelphia. The Third Court of Appeals decided against Miami, May 24, 1917. The case was referred to a Master and hearings to determine profit and damages were not settled until 1923. Nevada Consolidated Copper Co. was sued Sept. 9, 1919, and Magma Copper Co. was sued Jan. 10, 1920. Thus, the first ten years of froth flotation in the U. S. were beset by patent litigation. This litigation suppressed the free circulation of new discoveries or useful information that might be cited in a patent suit against the originator; it accounts for many of the blank spaces in the historical record. T. A. Rickard3 has reviewed the history of flotation and has given the chain of discoveries, patents, and processes that resulted in froth flotation. He has re- ported also on the patent litigation beginning in 1911 and ending in November 1923, when Minerals Separation's Patent 835,120 expired. He comments on

THIS is a critical examination of the theory that the amount of carbon necessary to form the iron-carbon (carbide) eutectoid is lowered by the addition of any carbide-forming element. Although this theory has been built up over a long period of years,, it appears, in the light of recent published investigations upon the ternary constitutional diagrams of iron with carbon and other alloying elements, to be no longer tenable. A survey of these new results, summarized below, shows that (as is known) some metals lower the carbon content of the iron-carbon (carbide) eutectoid, whereas others raise it, but (as not heretofore clearly set forth) some first move the eutectoid in one direction and then, at higher concentrations, shift it in the opposite direction. Moreover, these differences in behavior exist even among the common alloying metals classed as carbide formers. PART I INFLUENCE OF BODY-CENTERED CUBIC ELEMENTS The effects of the various body-centered cubic metals (chromium, tungsten, molybdenum, vanadium, columbium and tantalum) are reviewed individually. Iron-carbon-chromium System.-In the monograph on Alloys of Iron and Chromium, Kinzel and Crafts' concluded that the carbon content of the eutectoid is lowered by increasing the chromium content. The quantitative influence of chromium on the eutectoid point of iron-carbon alloys was shown by Monypenny2 (Fig. I) and no data have been forthcoming to refute his findings. Iron-carbon-tungsten System.-Gregg,3 in the monograph on Alloys of Iron and Tungsten, accepted the data showing that tungsten decreases the amount of carbon required to form the eutectoid. The influence of tungsten on the eutectoid percentage of carbon as determined by Oberhoffer and Daeves4 is shown in Fig. a; these results have received general approval. Iron-carbon-molybdenum System.-In the monograph on Alloys of Iron and Molybdenum, Gregg5 reviewed the work of Guillet,6 Swinden,7 and Reed,8 all showing that molybdenum lowered the carbon content of the eutectoid, whereas Takei9 contradicted this conclusion. Svetchnikoff and Alferova,10 a little later, showed that large additions of molybdenum shift the eutectoid to the right. These last-named investigators found that molybdenum, up to 1.2 per cent, shifts the pearlite point and the point of maximum solubility of cementite in the gamma phase only slightly in the direction of lower carbon content; on the other hand, increasing amounts of molyb-

There is a conspicuous lack of information in the literature on the precise role played by residual quantities of austenite in heat-treated steels. While retained austenite may be expected to have significant effects on such important properties as the impact resistance of tools and carburized parts and the dimensional stability of dies and gauges, attempts to study these problems systematically have suffered from the absence of a reliable technique for ascertaining absolute amounts of austenite. With such a technique, not only could the relation between residual austenite and service behavior be investigated, but the chemical and heat-treatment factors that control the quantity of the austenite could also be established. Thus, the retained austenite content could then be regulated in accordance with the results desired. The presence of retained austenite may be inferred by observing the changes in properties (hardness, specific volume, electrical resistance, etc.) due to its decomposition on subatmospheric cooling1 or on tempering,2 but these indirect measurements are not readily translated into percentages of austenite. Quantitative determinations have been achieved in special cases by means of dilatometric3 and magnetic4,5 measurements; but the former procedure requires that observations be conducted during the hardening and involves difficult calibrations that limit its applicability, while the magnetic procedure is very sensitive to extraneous influences and depends upon assumptions that can only be considered as approximate in an absolute sense. Furthermore, both the dilatometric and magnetic effects are volume properties, and cannot be conveniently utilized to explore variations in retained austenite from point to point in a suecimen. Some microstructures lend themselves to accurate evaluation of retained austenite contents by metallo-graphic methods,3 but such instances are not too common, and at best, the procedure is tedious. The characteristic X-ray diffraction lines of austenite permit positive identification of its presence; and in the present paper the intensities of these lines, or the corresponding densities* on photographic film, are employed to measure the amount of the retained austenite. In order to cancel the effect of uncontrollable variations in the X - ray exposure and film - development conditions, a standard reference line is Superimposed on each film by maintaining a foil of aluminum in the path of the incident X-ray beam during the entire exposure. OPERATIONS at the cement plant of the Permanente Corporation, in the hills about 45 miles south of San Francisco and 12 miles west of San Jose, are interesting to the members because of the adoption of modern hydrometallurgical methods for handling and beneficiating raw materials. Closed-circuit grinding, classification, hydro-separation, flotation, agitation, and thickening are familiar terms at this cement plant. These methods make it possible to process refractory limestone into suitable materials for the manufacture of modern cements. Construction of the plant, having originally a design capacity of 7000 bbl. of cement per day, was started in June 1939, and the first clinker was ground on the following Christmas Day. At present the capacity is about 12,000 bbl. of finished cement per 24 hr., most of the production being low-heat cement.† About 3130 tons of limestone, 620 tons 0f clay and 100 tons of gypsum are required daily for this output. Occasionally iron oxide is added to the clay to obtain the desired composition. This, together with the gypsum, is purchased from outside sources. Up to the present time, the corporation has produced low-heat, normal, moderate heat, moderate-sulphate-resisting, high-early-strength, oil-well, modified-oil-well, and plastic cements. Most of the present production is for Shasta Dam, near Redding, Calif., the total demand being 5,800,000 bbl, of cement.
