The basic rule for correct design of a sample plant is that all parts of the material being sampled must have an equal probability of being collected and becoming part of the final sample for analysis. However, this rule is often ignored in the design of sample plants to save capital costs. This is false economy, because the samples taken are likely to be seriously biased and the precision may be compromised. The introduction of bias is particularly serious, because no amount of replicate sampling and analysis will reduce bias once it is present and it is often quite difficult and expensive to subsequently rectify the problem due to space limitations around the primary sampling location. This is also true of secondary and tertiary sampling stages, particularly in terms of the relationship between particle size and retained sample mass. The best strategy is to seek expert sampling advice and design the sample plant correctly at the outset.

All industrial water users are required to hold Water Rights, which are in effect licences to take, use, dam, divert or discharge water. Water Rights are obtained through a legally defined process and any potentially affected party has the per to object to their granting. A special tribunal hears the evidence for and against an application, and issues its decision, which is reviewable in a higher court on Appeal. Rights, if granted, are issued subject to conditions and, in the case of mining discharges, limits would be set on flaw rate, suspended solids concentrations, turbidity, pH and the concentrations of any potential toxicants. This paper presents a case study of an integrated, catchment wide water management plan for Lake Waahi, that was prepared by the author, and others while the author was in the employ of CoalCorp, and its predecessor, State Coal Mines. The Agnew Mine No. 1 Ventilation Shaft is the largest diameter shaft blind drilled in a hard rock mining environment. The selection of this method of shaft development was based on achieving an accelerated mine development and exploration programme. Drilling the shaft from a pre-sink depth of 73m commenced on March 22, 1982 and the shaft was stopped due to rig structural problems at a depth of 750m, 280m from the designed depth, on February 12, 1983, 137 days behind schedule. While problems with rig mechanical availability, cutter life and lost drilling tools in the hole hindered progress and escalated costs, penetration rates above prediction were achieved and both the speed and safety aspects of the method were well demonstrated.

In recent years there has been a trend among mining companies to diversify exploration and development away from the countries that have dominated mining activity for the latter half of this century. With some exceptions, this trend is accelerating and is a function of the recognition that many parts of the world, with no previous exposure to modern exploration, are endowed with considerable mineral potential. In addition coincident with changing political and economic circumstances, many countries have recognised the benefits of attracting international mining investment and have radically changed policies, fiscal and legal regimes so as to encourage exploration and mining. Some countries, however, have not readily accepted mining for cultural or social reasons and have yet to make effective changes to mining legislation. For historical reasons, other countries may have little or no direct experience of western economics, nor may they fully recognise the need for stability and competitive fiscal and legal systems to attract foreign investment. Not all ventures in new countries have been commercial successes and there have been some lamentable and recent lapses from grace. The Truong Son Fold belt in Indochina hosts the significant Sepon gold-copper district (Laos) and the similar gold-basemetal districts of Phuoc Son and Bong Mieu (Vietnam). With over seven years of exploration, Toronto-listed Olympus Pacific Minerals Inc, is one of few foreign companies that have to date made a substantial investment in mineral exploration in Vietnam.Much of this work has been conducted along the Phuoc Son û Tam Ky Suture, on the south-eastern limb of the Truong Son Fold belt on the Vietnamese side of the border with Laos. These programs have produced a significant number of gold prospects at varying stages of exploration development. The Phuoc Son û Tam Ky Suture is a major Paleozoic subduction zone that extends from northern Laos, through Central Vietnam and out into the South China Sea.It represents a Lower Mesozoic collision zone between the Paleozoic-age Truong Son fold-belt terrain to the north, with the crystalline terrain of the Pre-Cambrian Kontum Block to the south. Since its formation, it has been a locus of deep faulting, continental accretion, intensive intrusive activity and mineralisation. This paper briefly discusses the geological setting, structure, metamorphism, mineralisation, exploration history, and proposed mining development of the Olympus Phuoc Son Gold Project, with particular reference to the Phuoc Son û Tam Ky suture.

An investigation into different aspects of importance in the understanding of explosibility of hybrid mixtures of coal dust, air and gases potentially found within mine workings through a comprehensive laboratory program of explosibility tests was conducted. Plotting of test results revealed that conditions of potential explosibility could be described using two dimensional flammability limit surfaces- for coal dust/oxygen; methane/oxygen; and coal dust/methane mixtures. From these plots, the three dimensional flammability envelopes defining the explosibility of the coal dust/methane/oxygen mixtures can be defined and illustrated for a coal sample. The surfaces of the three dimensional envelope describe limits which separate inert mixtures of coal dust and methane at varying oxygen levels from those concentrations which are ignitable under defined conditions. It is considered appropriate to generalise that the geometric shapes of these limit regions are applicable to all type classifications of coal dust. There are practical applications of these results to the underground environment.The action of free radical initiators in the propagation of a methane gas explosion was examined for its applicability to the flammability of coal dust/gas/air mixtures. The oxides of nitrogen or NO x radicals have influence upon the lean limits of flammability of hybrid mixtures and this is illustrated by use of three dimensional coordinate geometry. Gases can be introduced to the underground environment through the exhaust gases of diesel equipment. It is concluded that radical species can substantially increase the flammability of gas and dust flames and as a consequence raise risk of mine atmosphere explosibility.

Copper refining electrolytes are maintained in the range 60-65¦C to ensure an efficient operation. The heat energy required to meet these temperatures has been traditionally derived from the electrical energy required for the electrolytic process and supplementary steam energy. In 1983, experiments were conducted at Copper Refineries Pty. Ltd. (CRL) to determine the effects of insulating the Tank House cells, and fully covering the cells. The results of these experiments showed conclusively that greatly reduced steam consumption would be required to maintain electrolyte temperatures. These positive results led to an Energy Conservation Programme for the Tank House, and this was implemented in 1984. A computerised cell cover monitoring system was developed, and is used to control cell coverage and fluid balance. The experimental work and the benefits obtained since implementation of the programme are discussed.

To obtain the best economic results in treating the comparatively high-grade ore of the Kalgurli Mine a good roast is essential, and the effort of this paper will be to briefly describe the plant and the conditions prevailing in roasting, which, on an output of about 360 tons daily, subsequently enable an average extraction of slightly over 94% of the gold to be maintained.The percentage of sulphur in the ore varies between 2'5 and 3'5, the lower figure existing when treating oxidized ore. The average gold value is 13 dwt; this occurs chiefly as sylvanite, containing .a lower percentage of silver than is usually present in that mineral. One ore body in the mine contains hessite (Ag2Te) in considerable quantity, associated with gold telluride, and when ore from this stope is being treated the silver contents rise to as high as 20 dwt, but the usual amount is about 9 dwt. per ton, of which only a small proportion is extracted. Other metallic minerals, in addition to pyrite, occurring more or less commonly, are arsenopyrite, magnetite, chalcopyrite, and the tellurides calaverite (AuTez)and coloradoite HgzTe3). A small proportion only of the value occurs as free gold.

Pre-Miocene igneous rocks from the Phili pine island arc are characterised by 87Sr/86Sr and 143Nd/144Nd ratios typical for intra-oceanic island arcs where sediment involvement in the magma genesis was minor. Lead isotopic ratios are similar to Indian Ocean MORB (Mukasa et al., 1986a,b). Pliocene to recent volcanics, however, have more radiogenic Sr and Pb and less radiogenic Nd, except for the volcanics of the Bicol Arc, which have similar isotopic signatures as the Pre-Miocene rocks. We suggest that Pre-Miocene magmas and Bicol-Arc magmas have been generated in response to the subduction of the Philippine Sea Plate, their isotopic characteristics reflecting the composition of Philippine Sea crust. The Bataan arc magmas may reflect the larger amounts of sediments available for subduction in the South China Sea, while magmas of the Mindoro Arc, which are characterised by the most radiogenic Sr and least radiogenic Nd, may have been contaminated by slivers of the Mindoro-North Palawan terrane, which have been carried down to mantle depths after the collision of this terrane and the Philippine arc in Miocene (McCabe et al., 1982). This interpretation implies that Nd (and by inference other REE) can migrate from the subducted slab to the mantle wedge. Thus, variable Nd-isotopic ratios in island arc magmas (e.g. Sunda, Lesser Antillas) may not he a primary feature of the mantle wedge but a consequence of the release of Nd from the subducted slab.

Current research at the CSIRO, Division of Applied Geomechanics, into the mode of response of fill as a structural component has been based on model tests for prediction of behaviour and field observation of critical parameters. The procedure is summarised in four stages: (a) define the specific fill function (b) postulate the mode of failure (c) use models to quantify the conditions (d) monitor critical parameters to check or update the analysis in (c). The above procedure is used to postulate the failure modes of each of the possible func- tions performed by fill materials. Analytical techniques, or lines of investigation, are described for each of these modes and specific reference is made, where, possible, to an exis- ting mine environment.

The proposed guidelines on vibration limits that have been circulated by the Australian Environmental Council, demonstrate the need for an extensive data collection and evaluation program to avoid the enacting of abritrary and costly legislation. The operational or practical influence of blast design and overall economic implications of legislation which further reduces permissible levels of ground vibration are discussed. In a typical blasting operation, blast sizes could become smaller and blasting correspondingly more frequent to meet pro- duction demands. Blasthole diameters and charge lengths could be reduced, increasing drilling costs and associated labour costs. Blast size however, is frequently controlled by factors associated with machinery, grade control, pit control, stope size, production contract levels and other factors which cannot be readily changed for operating mines. Blasthole diameters are frequently deter- mined by existing drilling equipment, length of holes (depth of ore or stope size), geological structure and other factors which are not easily changeable. Typical large scale open stoping and strip mining opera- tions are analysed as case studies. The effects of extreme leg- islative limits and the corresponding operational changes with respect to variations in production costs are discussed.

Drum winders have now been built to attain depths of 3000 m and more in a single lift in accordance with the South African Code of Practice SABS 0294, which was introduced at the time of the last hoisting conference in 2000. Since then, this code has not only been followed for several winders in South Africa but was also followed in deep mines in Canada. Design of winders and their braking systems are described in the paper. Koepe winders are in use for high payloads of up to 50 t and to hoisting depths of around 2100 m. As known, the stress range of the hoisting ropes is the key parameter for rope fatigue. However, as per the SABS Code of Practice 0294, relying on static design is not the answer to the question of where the limits are for Koepe installation. The paper describes factors that are recognised to have influence in rope life and suggests definition of new design criteria for friction winders in order to get viable solutions for high-capacity hoisting from deep mines similar to drum hoisting.

Contaminated sediments are a multinational problem. A crucial factor in solving an environmental problem is knowledge of, not only the amounts of polluted soil, the contaminants involved and their concentration, but also the historical background of the problem. Processing polluted soil is a tailor made activity based on rational decisions resulting from a detailed treatability study. Lack of information about characteristic properties of a specific sludge/pollution combination is the main obstacle in the route from first ascertaining that a particular harbour subsoil is polluted, to final identification of the full scale treatment plant. In the first instance, information must be generated regarding the distribution of pollutants in relation to the distribution of the original geophysical components. Based on this information rational decisions can be made on separation at a particular cutpoint and what sequential techniques should be involved for a certain fraction. For this purpose a `fingerprint method' is presented especially developed for investigation of polluted soil and sediments. The heart of the fingerprint method is a series of sequential hydrocyclone separations, by which a series of products is generated. The objective of the fingerprint method is to select an optimised treatment procedure in which the pollutants are concentrated in as small a volume of material as possible, leaving the bulk of the material clean. The pollutants can then readily be destroyed or isolated from the environment. The philosophy and advantages of the fingerprint method are demonstrated for a harbour sludge containing heavy metals as main pollutants. Hydrocyclone separation combined with flotation of both the coarse and fine fraction resulted in reusable and dischargeable products. Flotation of the fraction of fines was carried out by means of an experimental flotation cyclone enabling the selective recovery of mineral particles with diameters less than 10 microns. The overall conclusion is that design and engineering of treatment flow schemes for polluted dredged materials is a tailor made activity based on rational decisions resulting from the fingerprint information.

The introduction of large diameter holes to underground mining has provided the first opportunity to apply near spherical charges in production scale blasts instead of the convent- ional long cylindrical charges generally used in stope and pillar mining. A modified version of the cratering prin- ciple was applied in the blast design in extrac- ting ore across a horizontal area of a stope or pillar. The new rock breaking technique has developed into the Vertical Crater Retreat (VCR) mining system and eliminated raise boring, slot cutting and dilution of the ore by back- fill material. Furthermore it has reduced labour and time requirements thus becoming not only a low cost method of mining but the safest method of underground mining known today. Exceptionally fine muck is provided with a minimum of damage by blasts to walls and re- treating backs of the stope or pillar. The VCR method can also be used for drop- raising, and for the excavation of underground cavities for almost any purpose . The proper explanation of the breakage mechanism of the near spherical charges opposite to the cylindrical charges yet to be found. The Hikurangi Margin of eastern North Island New Zealand represents the feather edge of the over-riding Indo-Australian Plate at its convergent boundary with the subducting Pacific Plate. Towards the south, convergence becomes slower and increasingly oblique, and sediment supply from the Southern Alps becomes increasingly rapid. In this environment a 150 km wide, imbricate thrust, accretionary prism has grown since the Miocene, uplifting slope ridges and basins and a range of coastal hills. Offscraping of thick, axially transported, trench-fill turbidites begins in a zone of proto- thrusts, which extends up to 25 km beyond the principle, slope-toe, deformation front. On the slope, landward tilted, trench-slope basins are separated by ridges. The ridges ride up on thrusts that sole out at a major decollement. The decollement dips landwards at 3 degrees to a depth of 14 km at the coast, where it coincides with an onshore zone of high seismicity. Beneath the decollement, about 1 km of consolidated, oceanic sediment is going under the margin with the underlying oceanic basement. Some of these sediments may underplate the frontal ranges to the west and geochemical evidence of subducted sediment is found in the volcanic zone beyond. A rapid decrease in the width of the accretionary prism to the north is associated with a decrease in sediment supply and perhaps with a dislocation in the downgoing plate. To the south, the accretionary prism narrows, swings westward, and merges into the zone of very oblique collision that marks the transform between mirror image subduction to north and south of New Zealand.

Site characterisation of subsurface contaminant transport is often hampered by a lack of knowledge of site heterogeneity and temporal variations in hydrogeochemistry. The use of a regional-scale data compilation derived from satellite imaging is discussed with respect to directing design of site characterisation to monitor the fate of a Dense Non-Aqueous Phase Liquid (DNAPL) plume in Nevada. Evaluation of the drainage basin contributing to the groundwater flux into the study site was used to re-assess the site conceptual model and re-direct the characterisation effort. The use of highly resolved measurements of subsurface hydrogeochemistry in space and time were employed to identify the predominant biogeochemical processes controlling arsenic transport during discharge of groundwater into a pond at a site in Massachusetts. Direct-push conductivity measurements coupled with vertically-resolved sampling within the pond and adjoining aquifer demonstrated spatial and temporal variations in dissolved arsenic within groundwater and the pond water column and sediment pore water. Spatial variability was observed over the scale of centimetres to metres, and temporal variations were observed over the scales of days (following storm events) to seasons. Microbially-driven redox processes maintained anoxic conditions in groundwater and at the sediment-water interface (iron and sulfate reduction) and exerted both a direct and indirect influence on arsenic solution speciation and partitioning to surface water sediments.

Solar Salt, Lunar Ambitions I Bauerti The title of this paper is `Solar Salt, Lunar Ambitions'. It is largely the result of a lack of imagination and a tight deadline. I was seeking a catchy title to convey the image of being 'here' and wanting to get `there', with `there' being a long way away and our being held 'here' by powerful gravitational forces. I tried `Solar Salt, Lunar Landings', but that implied we had already reached `there' when, on reflection, we had not. A colleague suggested 'Solar Salt, Luna Park' which is a fun park in Sydney and, I must admit, there was appeal in the image of having embarked on a wild roller coaster ride with stomach-wrenching twists and turns and the only reward being a pair of sweaty palms, and a feeling of nausea. That's sometimes how it feels when you launch into change. In the end I settled for the more sedate `Lunar Ambitions'. It contained that suggestion of hope and continual striving which are central to the idea of best practice. I will discuss our experiences in this area shortly, but I would firstly like to provide some background to our business. The salt industry is steeped in history and tradition. As one learned commentator observed, common salt is 'a substance seemingly too ordinary to think about, yet it is the oldest of man's raw materials and the basis of some of his newest inventions' (Multhauf, 1978). From ancient times, salt was recognised as a key necessity of life and it has played a role in the rise and fall of governments throughout history. The Romans recognised its importance when they gave their soldiers money regularly to purchase salt, hence our modern word 'salary'. Today, while culinary use remains important, the main consumer of salt is the chemical industry (Figure 1).

The major depositional cycles within the Coal Mea- sures are outlined together with those lesser phases within the Coal bearing sequences that influence the mining conditions likely to be encountered.
