Fleet management systems have been adopted by many open pit mines throughout the world and the resulting improvement in truck cycle times has been one of the most significant contributors to mine efficiency. Ongoing enhancements to fleet management systems such as interfaces for vital signs monitoring have given incremental efficiency gains. Each incremental improvement is another step towards a grand vision of a totally automated mine. A relatively new fleet management system is being integrated with two other technologies to provide a highly reliable platform for a networked information system which monitors mine machinery and production. The paper reviews the integration project, the features of the new mine site information network platform and the contribution to productivity and safety. The new fleet management system has a predictive truck dispatch algorithm. It also has a distributed database that replicates rapidly so that each machine in the fleet has an identical database, thereby making each machine aware of other machinesÆ locations on the site. High precision systems for navigating and monitoring machinery such as drills, dozers, draglines and shovels provide individual machine operators with cockpit style real-time information to increase their operational efficiency. The integration of the new fleet management systems capabilities with the high precision systems that provide production information, machine vital signs data and operator information means that the mine operations and maintenance managers have real-time access to the whole mine siteÆs production data. Such a mine monitoring and reporting system is dependent on reliable wireless communications and reliable positions. Positions in fleet management and high precision systems for open pit mines are usually provided by global positioning system (GPS). Other global navigation satellite systems (GNSS) such as Glonass, and in the future Galileo, will provide additional satellite cover; however, some parts of open pit mines do not have enough sky visibility for reliable GNSS positioning and so a new centimetre level wireless positioning system called Locata is being integrated with the fleet and high precision systems to augment and backup the GNSS positions. The final integrated system will provide the highest levels of reliable position-based information to all stakeholders in a mineÆs operation, ensuring gains in productivity and safety.

Graham Hall and V. M. Cottle (Rosebery, Tas.) : In their paper on "The Mineralized Rift Valleys of Tasmania", Campana, Dickinson, King and Matheson have summarized a wealth of data from many sources. In proposing the new concept of a rift valley structure, they claim to have found a new guide to regional ore control and distribution in North-west Tasmania.Although the authors acknowledge suggestions made by us prior to publication of the pa:per, we are still at variance with their conclusions. We are not convinced that a rift valley structure exist~d when the Ordovician conglomerate was deposited. We are unable to find evidence for Cambrian deposition in a rift valley or reason to project the structure to embrace Hercules, Rosebery, and "possibly" Mt Bischoff.That the Great Lyell Fault (the authors' Owen Rift Fault) is a promising place to look for ore is not a new idea, but the existence of important ore deposits away from the structure reveals its inability to provide an adequate explanation of regional mineral distribution. A well-known structure that does have an influence on ore deposition is not discussed by the authors.STRUCTURAL CONSIDERATIONSThe great thickness of coarse unsorted Ordovician conglomerate lying in an elongate but narrow belt of country is presented as evidence of its deposition centrally within a rift valley, the position-of which is now said to be outlined by resistant slabs of the conglomerate. The marginal shears of the rift are said to show up well along the edges of the conglomerate.

Despite the importance and usefulness of basicity in metallurgical slags, the optimum quantitative expression of it has remained elusive, partly due to the fact that the precise concept of basicity has not been properly clarified. The two basic approaches to the concept of basicity are the Lux-Flood, which perceives basicity in terms of the activity of the free oxide ion, aO2-, and the Lewis, which perceives basicity in terms of the ability to donate negative charge. The former has been almost universally adopted in the area of metallurgical slags, while the latter has been increasingly accepted in the field of glass chemistry. In this paper, some difficulties of the Lux-Flood approach are pointed out, including the need for indirect measures of aO2-, which have proliferated in recent years. Accordingly, it is suggested that the Lewis approach has a good deal to commend it, and that the quantification of it in terms of optical basicity is the best measure of basicity available, which should therefore be more widely applied in metallurgical slags than it currently is. The fact that there are intrinsic problems in evaluating the optical basicities for the transition metal oxides is acknowledged, and a new scale is recommended. The patterns of iso-optical basicity lines in ternary systems are shown to agree well with the pattern of iso-activity and iso-capacity lines under appropriate conditions.

During 1999 there was a considerable turnaround in world prices for most minerals and energy commodities, except for the bulk commodities (coal and iron ore). The main reasons for this turnaround were: improved prospects in demand for most minerals and energy commodities in the Asian region following a return to both economic and industrial production growth in key economies in that region; continued moderate growth in demand in Europe and North America; substantial production cutbacks in a range of minerals and energy industries; effective reductions in the supply of oil by OPEC nations; and an announcement by European central banks that they would cap the amount of gold they sell and loan in the next five years. Most of these influences are expected to be sustained into the first years of the new millennium. In 2000, with exception of coal, average world prices of minerals and metals are forecast to rise significantly. Gross domestic product and industrial production is expected to grow in some European countries and most Asian countries in 2000 and, with moderate growth expected to be sustained in the United States, demand for minerals and energy is expected to increase. AustraliaÆs main bulk commodities, iron ore and coal, saw prices set for 1999 - 2000 at substantially lower levels in negotiations in early-1999. Double digit price cuts were locked in. However, similar falls appear to have been avoided for coal in Japanese Fiscal Year 2001, while increases of between four and six per cent were achieved for iron ore. Forecast modest recovery in economic growth in Japan and increasing demand elsewhere in Asia are expected to lead to tighter market conditions in 2000. Beyond 2000, world minerals and energy markets will be influenced by the expected robust global supply responses of minerals and energy companies, against a background of sustained economic growth and industrial production growth in major consuming countries. Over the medium-term, a return to declining real prices which have been evident for most commodities in the recent past, is expected as exploration, mining and processing technological change and associated productivity growth continues to reduce industry costs. While lower rates of exploration and mining investment in Australia between 1998 and 2000 will modestly constrain the rate of future industry expansion, Australia remains an important contributor to expected growth in global minerals supply over the medium-term. Australian mine production is forecast to grow between 1999 - 2000 and 2004 - 05, boosted by production from recently commissioned mines and minerals processing facilities and comissioning of other projects at advanced stages of planning.

Computer software has been developed to link real-time information generated by underground mine ventilation airflow monitoring sensors into a network simulation program to undertake network simulations and allow interpretation of key system data and operational changes. Results were used in the development of a computerised monitoring and simulation system to provide immediate or real-time data on air behaviour within each branch of an underground mine ventilation network through linking of sensors to the ventilation network simulation software. The outcome of the project is an online system that can report changes in the mine ventilation system, allow causes of changes to be isolated and rectified, improve balancing of available air throughout the mine, allow improved approaches to regulator setting and dispense with much of the labour used for underground ventilation measurement. The work activities in both coal and metalliferous Australian mines have involved examination and modelling of regulators, software modification and considerable mine site testing and optimising activities. There is some discussion on approaches to control of flow through ventilation systems with increased information. New systems will be part of a total mine information management system. They will have to be cost effective and justified by gains in productivity. New systems will need to provide simulation of contaminant production such as diesels, vehicle heat, strata heat, radiation, blast fumes and other gases. More robust real-time ventilation simulation systems will be required. Personnel and vehicle identification and production tracking will be collected to provide integrated ventilation system monitoring and control. This paper examines a study to gain greater understanding of computerised real-time airflow monitoring and control within the mine production system to provide immediate simulated information in each branch of an underground ventilation network and to allow interpretation of key system data and operational changes. A case study implementing a real-time airflow monitoring and control is discussed. Approaches to control of flow through ventilation systems with increased information are discussed. The concept of a system that can be linked to or be part of a total mine information management system is developed. Such a system can form the base for mine automation that allows mines to incrementally and cost effectively implement monitoring and control to further seek gains in productivity.

It is usually the case that the short-term plannerÆs role is occupied by the younger site mining engineer. ThatÆs because mine scheduling is generally seen as a mundane and thankless task. But, short-term planners play an extremely important role in maximising the value of the mining resource, generally the companyÆs biggest asset. A look at any mining operation today will expose the competing drivers behind the operational and strategic plans. Operations are too often faced with pushing short-term constraints. It is the responsibility of the short-term engineer to answer the question of æWhere to next?Æ. In answering this question the young mining engineer is in an environment overflowing with urgency and constraints. Hasty decisions made at this time may have significant adverse consequences to the long-term value of the resource. Long-term strategy must address a broad and expanding number of issues that are generally overlooked by the short-term planner. It takes a holistic, rather than the prescriptive approach of short-term planning to determine the best strategic direction for the operation. To better understand the consequences of decisions made at the operational level short-term planners need better vision of the whole business. The key to improving the mining business is a planning process that integrates the short-term planners role with the overall mining strategy. Future developments in the mine planning process will focus on bridging this ædisconnectÆ between the operational objectives and the long-term goals. Improvements will come from the tools which planning engineerÆs use, and the planning methodology surrounding them. There will be significant hardware improvements to improve the speed with which a short-term planner can evaluate plausible options. Software that maximises the use of the improved hardware will be developed. Complimenting these technological improvements, conceptual methodologies of mine planning will improve to allow strategic planning to be brought within the focus of the short-term planning engineer. In todayÆs mining industry the young mining engineer is embarking on a career where business processes are paramount. This paper discusses the ædisconnectÆ that occurs today between the operational planning and long-term strategy and how this is driving developments in mine planning today.

Exploration requires substantial capital, and is an extremely risky business (only 1 in 100 prospects ever becomes a mine). The average lead time, that is the time between discovery and production, varies from around two years for a gold mine, to 15 years for a lead/zinc mine. Since it takes years to find, prove and develop most ore bodies, exploration must be carried out years ahead of the depletion of existing deposits. Investors in exploration are exposed to risk for long periods before knowing whether they will receive a return on the funds invested. The risk, high-cost, uncertainty and long lead times involved in exploration make it an aspect of commerce that most managers and investors find difficult to rationalise or understand. Nevertheless, it is a given that the long-term survival of the mining sector depends on discovery of new mineral deposits, however the immediacy of the need to find or acquire new mineral deposits in order to compete and prosper in the industry is less well understood. This paper examines the commercial realities which underlie exploration for new mineral deposits. The first and foremost reason for exploration is to maintain or increase depleting ore reserves which are the asset base of mining, but there are other compelling commercial reasons for exploring, and these are: to maintain return on investment, to achieve growth or create wealth through discoveries which lead tonew mining ventures, to remain competitive in the industry, to diversify, and to control raw material source for mineral processing and/ormarketing ventures. Exploration is necessary for survival of the industry, and also for survival of organisations competing in the industry. The organisations which discover the best orebodies are in the best position to compete, and mining organisations which fail to find or acquire new mineral deposits rapidly become uncompetitive and unable to maintain return on shareholdersÆ investment.

The Miocene Chichibu granitoids associated with the Chichibu skarn deposit are divided into North Body, South Body and Daikoku altered stock. Orebodies of the Chichibu skarn deposit are mainly distributed in the north-western part of the North Body and Daikoku altered stock. The North Body consists of magnetite-series granitoids ranging from tonalite to granodiorite and to monzogranite from the margins to the centre of the intrusion. The South Body consists of tonalite and granodiorite, and most of these rocks are also classified as magnetite-series granitoids. The Daikoku altered stock consists of a quartz diorite porphyry. The SiO2 contents of the granitic rocks of the North Body and South Body range from 61.6 to 70.7 wt per cent. During magmatic differentiation, Cu, As and Zn contents in fresh granitic rocks of the North Body and South Body increase with SiO2 content up to 63 wt per cent SiO2, and then progressively decrease with increasing SiO2 contents as SiO2 exceeds 65 wt per cent. Estimated pressure for the emplacement of the granitoids is about 0.5 kbars. Cathodoluminescence studies on quartz from those granitic rocks show that vapour rich two-phase fluid inclusions tend to occur in the core of quartz crystals, while halite-bearing poly-phase fluid inclusions occur in the margins of quartz crystals. The distribution of fluid inclusions suggests that fluid composition changed from low to high salinities during the growth of magmatic quartz crystals. Texture showing quartz crystals with an oval shape enclosed by radial aggregates of a mixture of fine-grained quartz, plagioclase and K-feldspar composing the groundmass of the monzogranite also suggests a pressure decrease during solidification of North Body. These findings show that high salinity fluids were present during magmatic differentiation and that Fe-Cu-Pb-Zn-Au-Ag skarn mineralisation of the Chichibu deposit was possibly associated with these high salinity fluids. The BIOX« process for the treatment of refractory gold ores and concentrates has been commercially in operation for 18 years. A total of six BIOX« operations have been successfully commissioned since the commercialisation of the process. Four of these BIOX« plants are still in operation today. There has been a renewed interest in the process the past few years with two BIOX« plants, the Suzdal plant in Kazakhstan and the Fosterville plant in Australia, scheduled for commissioning during 2004. Four new projects are also in various stages of development and are currently scheduled to be commissioned during 2005 and 2006. Research into the process are currently focussed on the two highest operating cost items for the commercial operations, namely power for agitation and air dispersion and cyanide consumption during leaching. Laboratory aeration and agitation testwork using the A340 up-pumping agitation system has shown that similar mass transfer rates can be achieved at slightly higher agitator power. The up-pumping system, however, eliminates the need for a separate blower and sparger system as air is introduced into the slurry from the slurry surface. The use of the thermophile bacteria as the final oxidation step during biooxidation has shown great promise. Reductions in cyanide consumption of up to 50 per cent were achieved when using the combination mesophile and thermophile process compared to standard BIOX« product solids. The combined process takes advantage of the milder oxidising conditions of the well known BIOX« process for the bulk of the oxidation and then uses the high temperature thermophile bacteria to complete the oxidation. The ASTERÖ process for the biological degradation of cyanide and thiocyanate containing effluent solutions has been proven to be efficient and stable. The process uses an activated sludge system with a residence time of approximately six hours in the sludge reactor. Heavy metals and metal cyanide species have also been shown to be removed successfully from solution.

Cannington is a Broken Hill type deposit discovered by BHP Minerals, now BHP Billiton, in 1990. The deposit is located south east of Cloncurry, Queensland, Australia. The deposit occurs in the Eastern succession of the Mount Isa Inlier within the Soldiers Cap Group. The mineralisation is interpreted to be confined to two limbs of a synform wrapped around a core amphibolite. The silver, lead and zinc mineralisation is zoned within silicic and mafic units. There is a strong association between silver and lead. The combination of mafic and silicic zoning, differing relative grades of silver, lead, zinc and iron, the relative position of the mineralisation on the synform limbs and differing metallurgical performances have resulted in the identification of ten different ore types, four of which are currently extracted. Ordinary Kriging (OK) is used as the resource estimation methodology for the silver, lead and zinc mineralisation. This modelling approach has performed quite well for resource reporting and long term mine planning. However the limitations of this modelling technique to adequately provide information on a local stope scale has lead to the geological staff to consider alternatives to this approach. Limitations of the current modelling method apply to both the geometry of the orebodies and the grade variability. Since early-2000 the Cannington geologists have been experimenting with modelling both the distribution of the mineralisation types using Probability Field conditional simulation (PF) and the distribution of grade using Sequential Gaussian Simulation (SGS). This approach to local modelling of mineralisation type and metal grades using conditional simulation (CS) has undergone a full evaluation by comparing grades estimated for stopes using both the (OK) resource model and conditional simulation (CS) models. The mine planning staff have used the CS derived models, and have found improvements in grade predictions over the currently utilised Ordinary Kriging û derived resource model.

Fundamentally, the development of a minerals processing project is a very risky enterprise. Most mining companies do not have sufficient financial resources to undertake significant projects and hence have to undertake external financing. Indeed, most resource companies understand the high risks associated in developing their projects and therefore, wish others to share in the risks. Most merchant banks, on the other hand, are searching to find suitable resource development projects in which they can share their risk and also share a large proportion of the ærewardÆ. To resolve this issue a Feasibility Study is completed by the project developer and assessed by the merchant bank often with the assistance of an æIndependent EngineerÆ (IE) who assesses the validity of the development proposal. Generally speaking, unless the Feasibility Study has been prepared improperly, the technical aspects of most mineral projects are reasonable. Some of the more recent so-called æhigh techÆ projects are exceptions but these still do not present major technical mistakes or misconceptions. p> In most cases, the major criticism the IE presents after discussing the validity of the ore reserves focuses on production plans, capital costs and operating costs. Of these three parameters the production plan is one in which owners tend to be far too optimistic and financiers, until recent years, have not taken a position. The most critical part of the development plan is the ability of the project, as designed, to attain the required design performance and, even more critically, the ability of the owner to reach and sustain this level of production. In short, how long should the æramp-upÆ be planned to take? Financiers have become more circumspect and are now taking a more conservative view of new project performance by factoring into their project financial analysis longer periods of ramp-up, higher capital costs and higher operating costs. However, these financiers can also be part of the æproblemÆ if they become overly conservative. This paper attempts, by way of case studies available from the public arena, to identify the pitfalls the project owners can meet and possible means of avoiding the disastrous financial conundrum whereby the second or third æownerÆ is the company that reaps the rewards initially extrapolated. The paper briefly discusses this problem by referring to projects known to the author and including previous studies that looked at this very problem. It is emphasised that many of the opinions stated within the paper are strictly those of the author and could be subject of much debate.

A new understanding of the formation of black organic shales in the Illinois Basin has contributed to insights on how to produce methane from these complex reservoirs. These shales are far from simple shallow derived sediments but are in fact the result of a complex series of events which include the intermixing of volcanic detritus and the marine organic material, onlap successions and low energy turbiditic intraformational activity. This has led to a review of the commercial significance of the mid Devonian shales in the sedimentary basins of the eastern half of the USA. These shale sequences are also characterised by very little contribution from the underlying Lower Palaeozoic carbonate formations. The later diagenetic influences and the interaction of sea floor bacteria especially since the mid Devonian have lead to the creation of a major source of energy in the form of methane. Vast areas measured in 1000s of square kilometres are known to contain biogenically derived natural gas as methane. However, this vast resource produces very little gas due to abundance of illite which acts as a major adsorption mineral and creates a refractory situation where though there is abundant gas present the rate of release is clearly subeconomic. This paper will present the results of recent laboratory trials which have indicated that it is possible to create microfracturing using bacteria within the gas bearing shale sequence and also restart the methanogenesis process. As most coal bed methane environments have similar organically derived shales in direct relationship to the coal beds themselves then this paper has ramifications for this industry as well.

Risk Management has been applied relatively slowly in the mining industry. Except for the risk concept application in financial considerations, the application of Risk Management in safety management has been far from satisfactory. When applied it was treated in a global occupational safety and health sense. Regardless of how much the mining industry has progressed over the years it is still, in many respects, `state-of-the-art' business. The safety aspects of mining are well known and yet little understood by the public. Regardless of what has been achieved so far and how much effort has been put into it, mining is regarded as an unsafe and somehow rude business. Safety records of the mining industry vary from State-to-State. Latest mining related disasters in PNG and Queensland and some other fatal accidents support this public perception. They purport a need for change in managing safety in the mining industry. The latest mining fatalities have raised the issue: What must be done to improve safety standards? Duty of care, risk management and system engineering concepts can provide some answers. Risk Management principles which have been advocated for some time provide many answers and explanations and can make safety management more constructive and workable. What has been missing so far is that this concept has neither been applied nor has been modified for its practical application and purpose on a larger scale. A risk management approach to the management of safety and health in the mining industry is addressed, herein. This approach does not attempt to provide the solution. It does, however, provide a basic understanding of what Risk and Risk Management are all about. Rational management of risk is addressed in the life cycle and system contexts. A system of continuous improvement is applied. There is always a chain of events, outcome, exposure, consequence(s), and consequence(s) value(s). It means that development of an event takes place in time and space. Dynamic circumstances have been created in or within the system. It is a decision-making process designed to provide a methodology which is directed not toward a mathematical model but toward easy use and application in dynamic working environment, by decision-makers who can be anybody from either a risk taker or a risk creator. The emphasis is placed not only on arriving at the best practical, possible and fair decision but also on structured and systematic acquisition of knowledge about the system, its hazards and associated risks, hence increasing the decision maker's ability to manage the decision-making process related to the management of risk.

Artisanal and small-scale gold mining (ASSM) offers lucrative employment opportunities to the locals of most developing countries. The major drawback of ASSM is its adverse impacts on the environment resulting from improper mining and processing techniques. Papua New Guinea (PNG) has very active ASSM activities. The artisanal and small-scale gold mining in PNG provide employment at local and national levels and the sector is an important source for inflow of foreign exchange into rural communities. However, small-scale mining activities are associated with sensitive health and environmental issues. The process of recovering gold by retorting and heating the amalgam over an open fire is a dangerous health practice. This paper discusses artisanal and small-scale gold mining operations in PNG and their impacts on the local environment.

Deep cuts in CO2 emissions will be required to stabilise and, in the long term, decrease CO2 concentrations in the atmosphere. Technologies for capturing CO2 from major stationary sources (power stations, industrial plants, etc) and storing that CO2 for long periods of time is one of few near term options for decreasing CO2 emissions. This transition to low carbon intensity energy and possibly the hydrogen economy through renewables and in the long-term technological developments such as artificial photosynthesis.Capture of CO2 from post combustion emissions can be done using a range of technologies though costs are currently high and dependent on the concentration of CO2 in the emissions. Techniques include solvents, pressure swing adsorption and the use of membranes. Options for decreasing capture costs by increasing the concentration of CO2 in the emission stream include the use of oxyfuels (in pulverized fuel types boilers) and by moving to integrated gasification combined cycle (IGCC) operations either simply for power generation or for poly-generation opportunities. Once the CO2 has been captured it can be stored using a variety of methods. Storage in the ocean has been suggested but is considered an unlikely option because of environmental uncertainties and political opposition. Mineral storage is a niche opportunity. The greatest potential lies in geological storage of CO2 and this option is commanding increased attention from the Australian and international community.In Australia, the Cooperative Research Centre for Greenhouse Gas Technologies (CO2CRC) is an important new initiative that will support energy companies and energy intensive industries in meeting challenges posed by greenhouse gas issues and assist them in their efforts to reduce their emissions profile.The progress of geo-sequestration and the challenges in the capture and separation of CO2 in the process industries are discussed.

This paper outlines the feasibility assessment conducted to explore the possibility of constructing two submarine water supply pipelines beneath the Ma Wan Channel in Hong Kong using either horizontal directional drilling or tunnelling. The Ma Wan Channel is a major shipping channel in the Northwest New Territories, which separates Ma Wan Island from the mainland. The challenges faced by the projectÆs designers included space limitations on either side of the channel, marine department restrictions on construction activity within the channel and selection of a suitable crossing alignment and profile given the channelÆs depth, irregular sea floor topography and complex geology. The existing geological information indicated the proposed alignment would cross granitic and volcanic formations, which would likely be faulted. The primary concerns with horizontal directional drilling were:the length, diameter and depth of the crossing were at the limit of precedent experience in rock; the lack of available space at both the entry and exit sites; and whether the technique would be flexible enough to cope with the anticipated range of ground conditions. The primary concerns for tunnelling were: the possibility of encountering large inflows of high pressure groundwater; andthe possibility of encountering disturbed ground within the fault zones which could flow if not properly treated. As a means to evaluate and mitigate these technical risks for both construction options, a directionally drilled pilot hole was used to investigate the ground conditions along the proposed pipeline alignment. The pilot hole results indicated that either directional drilling or a closed face TBM drive were technically feasible crossing options at a crossing depth of 80 m. The results also indicated that either an open face TBM or a drill blast drive would need to be constructed at much greater depth because of the presence of highly permeable, disturbed ground in mid-channel at this crossing elevation.

Vatukoula, the Fijian equivalent of gold rock, is the name of the community embracing the gold mines owned and operated by Emperor Gold Mining Company Ltd., Loloma (Fiji) Gold Mines, N.L., and' Dolphin Mines Ltd. It is situated in the Tavua Goldfields approximately five miles from the northern coast of Viti Levu, the largest island of the Colony of Fiji.The climate is sub-tropical, there being a definite wet and dry season. The wet season is somewhat variable in length but usually extends from December to March, during which time most of the rainfall for the year is recorded.Although the average annual rainfall is 71 in., more than twice this amount has been recorded. The urgent need for the control of surface subsidence caused by longwall coal mining in densely populated areas of China has led to a feasibility study on the effectiveness of longwall goaf cemented backfill. The study is focussed on exploring the potential of longwall goaf cemented backfill practice for surface subsidence control. Specific backfill geometry was designed in view of the characteristics of the longwall coal mining system. Laboratory physical simulated tests were carried out with different backfill material properties and pack size. The tests achieved a marked reduction in surface subsidence by the use of goaf cemented backfill. The system has been shown to be effective in laboratory tests, the challenge now is to overcome the engineering problems to put it into practice.

CANMET-MMSL and Penguin Automation Systems Inc have been exploring how process simulation and ventilation modelling software, when combined, can be used to optimise hard-rock/metal mine ventilation systems. In combination, it is anticipated that this methodology will facilitate the exploration of mine design options that affect ventilation requirements and ultimately cost. Such integrated mine design could limit, and possibly reverse, the drivers that under current practices would generally dictate increased ventilation, power consumption, cost and greenhouse gas emissions. It is believed that the mining industry needs such process models to develop better business cases. For example, the implementation of optimised ventilation systems will undoubtedly require significant investment and mines are often reluctant to try such conservational measures unless they can be proven cost-effective. In general, Canadian hard-rock mines know their ventilation systems are providing too much air and consuming power unnecessarily. This is because their systems are designed to provide maximum production flexibility, based upon peak demand, which may be at some future time, and operated continuously at that level regardless of actual need. Simplistic analyses have shown electrical energy savings can range from 30 per cent through to 90 per cent (Hardcastle, Gangal and Leung, 1998). These savings depend upon such factors as the intensity and continuity of the production schedule as opposed to non-productive time. Where these savings occur is also important, if limited to either the primary or auxiliary ventilation systems, they could be negligible in a mineÆs total energy consumption. The problem these mines face is determining what level of ventilation is required in real-time and then the relative benefits. Such parameters as varying electricity costs, heating fuel options, different design criteria and their complex inter-relationship can effect the selection of an optimal system, depending on whether energy, environment or cost is the prime driver. The use of process simulators in underground mining is in its infancy; to date they have been used to show the benefits over the life of a mine under different mining methods, such as a comparison of tele-remote mining from surface against conventional manned operation (Baiden, 2000). This ongoing development advances the use of such simulators into a new and potentially important area, namely modelling the life-cycle ventilation requirements of a mine. This paper shows how such a life-cycle analysis as opposed to peak demand can provide the basis for optimising the design of ventilation systems and their control.

Prior to the merger of BHP and Billiton, both companies had a keenfocus on improving their performance in health, safety, environment and community (HSEC) matters. This shared intent, albeit executed insomewhat different ways, provided an excellent foundation for the newCompany. During the integration planning phase, a team was formed toconsider the organisational design for consistently achieving world class HSEC performance. The design included the policy platform, resources, structures, standards and procedures to be implemented in the merged entity. A key aspect of the design was the fully integrated HSECManagement Standards. These Standards create the framework for theconsistent application of BHP BillitonÆs HSEC Policy at all of ourmanaged operations across the world. The Standards have their origin in similar frameworks adopted by BHP during the 1990s, as well as thewell-known quality related standards (eg ISO 14001). However, they areunique in that they combine all aspects of HSEC management into asingle integrated set of auditable standards. By combining these areas and integrating our HSEC Management Standards with other aspects of the æBHP Billiton WayÆ, we are establishing a holistic, line management driven improvement approach. Over time, the BHP Billiton Way will embed a systematic improvement philosophy that we expect will become a key source of competitive advantage. The HSEC Management Standards are consistent with ISO 14001,OHSAS 18001, the Australian Minerals Industry Code for EnvironmentalManagement and generally aligned with SA8000. While compliance withthese external standards ensures that a systematic approach andimprovement plans are in place, BHP BillitonÆs HSEC Standards gofurther to include minimum performance requirements that reflect theintent of our HSEC Policy. Therefore, implementation at site levelensures that robust systems are in place to implement our Policy and that accreditation can be achieved to external standards if required.To assess implementation of the HSEC Management Standards anaudit system has been designed which incorporates both self-assessmentand peer review. Each site is required to undertake an annualself-assessment of compliance with the Standards using a commonassessment protocol. Every three years a peer review is conducted at each site to confirm the results of self-assessment and to provide a means of sharing knowledge throughout the Company. The review teams are composed of line managers and HSEC professionals from around theCompany, representatives of our joint venture partners and independentspecialists as required. The Company has committed to public reportingof the audit results through our annual HSEC report and this is reflected in our published targets. From a wider perspective, as we in the resources industry strive tocollectively raise our HSEC performance and reputation, there may be arole for industry based HSEC Management Standards complemented bya level of independent review.
