The social license to operate (SLO) began as a metaphor for the ability of communities to stop mining projects. Soon people began to speak of levels of social license and the ability of communities to raise costs without completely stopping exploration or mining activities. Today the concept has spread to other industries and is evolving towards becoming a general management perspective on the socio-political rights and responsibilities of the corporation. The business case underpinning the SLO perspective on management is the need to assess and manage socio-political risk. For mining companies, socio-political risk has been steadily rising for several reasons, including the efforts of non-government organisations (NGOs) to pre-empt government policy options; the entry of mining companies into jurisdictions weak in the rule of law; and the weakness of global economic and financial regulation. In this perilous world beyond the comfort zone of effective government, mining companies must build their own socio-political stability by engaging directly with stakeholders to develop a strong SLO. In order to become a practical management perspective, the SLO needs to be measurable, which amounts to measuring the socio-political risks and opportunities presented by stakeholders. We present the results of efforts since 2009 to develop a globally reliable and valid measurement tool at the project and industry levels, validated in studies in Australia, Bolivia, Mexico and the USA. A factor analysis suggested four factors that mine management can address to raise their SLO level. The most chronically neglected factor involves the political right of the corporation to foster more equitable social contracts locally and regionally in both developed and developing countries. The Otago Schist is being subdivided on a regional scale into structurally, metamorphically and lithologically distinct blocks. Differences between blocks are subtle, and difficult to map in the field. Boundaries are late-metamorphic or immediately post-metamorphic in origin, and are different from later brittle faults which disrupt the schist. Mapping of late-post-metamorphic structural discontinuities has direct application for basic grassroots exploration in the Otago Schist. The mineralised (and currently mined) Hyde-Macraes Shear Zone forms a regional scale boundary between a block dominated by politic schist and a block with massive psammitic schist, pelitic schist, and minor greenschist and chert. The HMSZ forms a metamorphic discontinuity, with garnet and biotite in the underlying schist, and neither index minerals apparent in the overlying schist. The HMSZ is also a structural boundary between domains with differing lineation orientations. The HMSZ can not yet be traced along strike to the northwest to the Rock and Pillar Range, where the only major discontinuities recognised are the Caples-Torlesse boundary and a normal fault separating low grade from high grade schist. Structural and lithological discontinuities in the Dunstan Range break the range up into distinct structural blocks, two of which are separated by the gold-mineralised Rise and Shine Shear Zone.

The green field site is one that has no history of mining and as such it presents the designer with a blank canvas, on which any number of drill and blasting options can be drafted. No matter which mining method is selected all technology and experience will need to be acquired from outside sources, applied quickly and produce the right results. North Limited, in joint venture with the Sumitomo Group (20 per cent), have developed AustraliaÆs first block cave mine at Northparkes in New South Wales, Australia. This innovative and large scale mining project was taken from a green field site in November 1993 to a fully commissioned block cave mine in December 1997. NorthparkesÆ Endeavour 26 mine is now producing at a rate of 3.9Mt per annum from a 27Mt ore block. Prior to 1993 no history of mining activity existed at Northparkes. The rock had never been blasted and many questions were raised about how it would behave. While it was clear that the Endeavour 26 (E26) orebody contained geotechnical properties appropriate to block caving, the blasting methods required to establish a block cave mine had never been used in Australia and no designs were available. The joint venture partners had no prior experience with block caving and it was immediately apparent that this blasting technology would have to be acquired from foreign sources and applied to the unique local conditions. Conceptual designs for the block cave drill and blast were first drafted in 1994, first issued for drilling in December 1995 and first blasted in January 1996. 470 km of drill metres and four million tonnes of rock were blasted to complete the undercutting project by September 1997. This paper will provide those developing new drill and blast projects with an inside view of how one small technical team solved many design challenges to successfully construct AustraliaÆs first block cave mine under strict quality controls and ambitious time constraints.

For many years the scrubbing of roaster gas carrying sulphur dioxide has been carried out at the plant of the Electrolytic Zinc Co. of Australasia Ltd. at Risdon, Tasmania, using long horizontal tubes. in which the gas stream crossed a shower of water. In order to provide for increased roaster capacity, it was evident that additional gas scrubbing capacity would be required to prevent pollution of the atmosphere.This provided an opportunity to review the whole operation of gas scrubbing and an investigation was initiated to determine the characteristics of a counter-current type of scrubber. It was hoped that a change to this type of scrubbing would also reduce the sulphur dioxide concentration of the gas delivered to the atmosphere to a negligible amount. This, paper outlines results obtained from an experimental tower which was operated under a wide range of conditions, the packing height, gas flow, water flow, water temperature, and concentration of S02 in inlet gas being varied independently. A description is given of the leading features and operating characteristics of the plant units, which are designed on the basis of the experimental results. Operation of the new scrubbing system commenced on October 5th, 1948.THE PROBLEMThe gas which is handled carries S02 which may vary in concentration from 2% to 5%, and reaches the scrubbing system at a temperature of approximately 180 deg. C. An appreciable amount of suspended material accompanies the gas which has passed the cyclone system.

The record for autonomous haulage systems in underground mining over the past 15 years is patchy, marked by many trials and attempts, with few examples of sustained operation until relatively recently. The drivers for the introduction of this technology are variously listed as the occupational health and safety of people working in underground mines, reductions in direct operating costs and increases in productivity.This paper reviews the trends for operation of semi-autonomous and autonomous haulage achieved by underground mines and the defining features of the technology currently available. The inclusion of autonomous haulage as part of mining studies and the fundamental conditions for its successful application is discussed in the paper. The components required for an autonomous underground haulage system are outlined and the key aspects that need to support its effective implementation are examined together with their associated opportunities and risks. Special note is made of the critical role people, including executive leadership, have in ensuring the successful introduction of this technology.The paper draws on published case study material, equipment supplier information and research findings. On the southern flank ofLihir Island, a group of three volcanic cones were discovered at water depths from 1000 - 1500 m. The volcanoes are located in a narrow zone of recent seismic activity and elevated heat flow (up to 100 mW/m2). The recovered rocks consist of fresh alkali-olivine basalts, clinopyroxene-rich basalts, and porphyritic phlogopite basalts. One of the volcanoes has a recently erupted ejecta blanket (recovery of warm ash!), containing a suite of abundant mafic to ultramafic xenoliths. These xenoliths appear to represent a unique cross-section of subduction-modified mantle material sampled by volatile-rich primary fore-arc magma during its ascent to the seafloor. The most spectacular finding was the discovery of an active hydrothermal system with associated vent fauna and mineralization at Edison Seamount, and the recovery of unusually gold-rich (up to 43 ppm Au) hydrothermal precipitates in 1050 m water depth at the top of Conical Seamount, only 25 km south of the world-class epithermal Ladolam gold deposit on Lihir. The discovery of submarine hydrothermal vents associated with highly alkaline, quartz-undersaturated fore-arc volcanics represents a significant departure from similar hydrothermal systems on the mid-ocean ridges and in back-arc basins. The high gold grades in hydrothermal precipitates at Conical Seamount may indicate the first documented example of a shallow-marine epithermal system analogous to those known on land, and has important implications' for the gold potential of submarine arc environments.

Predicting the future is a task that should always be delegated. If that is not possible, then stating your views confidently, but retrospectively, is preferable. Hindsight encourages clarity of thought and sharpens perception. When all else fails one can look back into history and see the trends, evaluate the current situation and project it a little way into the future - in this case 10 years. In exploration the rate of change has been increasing over the past 20 years. With expected developments in technology, legislation, and their sociological impacts, we will see such rapid change over the next decade as to make us uncomfortable, unless we are prepared for it.   The social obligations of our industry also have changed enormously over the past 20 years and are still changing. This will lead to further changes in the way we conduct our business if we wish to stay in business. As exploration technology improves, a further dimension is added by the expectations of the communities in which we operate. This extra dimension needs to be quantified so that we not only keep up with current developments but also get ahead of the game. This paper is based on the New Zealand experience, some of which will be familiar to mineral explorers in other countries.

The Grasberg Block Cave (GBC) Mine is one of the future underground mines of PT Freeport Indonesia (PTFI). Located in the remote highlands of Papua, Indonesia, the GBC mine is scheduled to start production in 2017 reaching its peak production capacity of 160 000 t/d in 2023.In order to reach planned production capacity, the GBC mine will utilise an ore handling system consisting of rail haulage, crushing and conveying. The rail haulage system will utilise over 20 km of track while crushing is accomplished by way of three gyratory crushers each with a capacity of 3300 t/h. Nine conveyors operating in two parallel systems, each system over 3 km in length, will move the ore from the crushers to the stockpiles. These systems require a network of larger tunnels and mass excavations to accommodate the planned production facilities.This paper will describe the ore handling system, tunnel and mass excavation methodology as well as some of the challenges encountered with ground conditions and excavation quality during the execution of the project. Factors of importance in the ntilization of coal fines are mentioned, and the results of flotation tests on coal fines from three important coal seams in New South Wales are presented.INTRODUCTIONEconomic utilization of fine coal is an important problem in the Australian coal industry, particularly as the proportion of fines mined is increasing with progressive mechanization.While the use of uncleaned coal fines may be economic, it may be preferable to beneficiate them, but the most economic process must be selected.For beneficiating coal finer than about 28 mesh, froth flotation can be applied, but mining engineers should avoid practices that may be detrimental to flotation. Such practices include the indiscriminate use of water, particularly that containing a wetting' agent, for dust suppression. In addition, clay stemming in wet conditions may produce slimes which could adsorb on coal surfaces, while the use of oils and greases as well as the application of stone dust and chlorides in roadway consolidation may influence adversely fine coal beneficiation.This paper deals with the application of flotation to samples of fine coal from the Bulli, Greta, and Victoria Tunnel seams. In addition a discussion is given of the mineralogical constitution, size analysis, and degree of liberation of ash constituents of the various samples.COAL SAMPLESRepresentative samples of coal from the Bulli, Greta, and Victoria Tunnel seams were obtained for testing.

Ilmenite production in Western Australia commenced in 1956. There are now five producers, all in the Bunbury-Capel district, and current total production capacity is about 450,000 t.p.a.The deposits occur near the surface and average between 10 and 50 per cent heavy mineral. About 70-85 per cent of the heavy mineral is ilmenite. Other heavy minerals present include leucoxene, zircon, rutile, monazite, and garnet. The ilmenite contains 52-60 per cent Ti02. and is very low in chromium (0·03-0·04 per cent CrS03)Mining is done by sluicing, drag line excavation, or dredging. Primary concentration of the heavy minerals is achieved by spirals, revolving cones, or Reichert cones. After drying and screening, ilmenite is separated from the heavy mineral concentrate by various types of magnetic separator.Separate leucoxene, zircon, rutile, and monazite concentrates are also produced. Each plant uses a different technique and the processes used include chemical attritioning, screen plate electrostatic separation, high tension rolls, air tables, and dry launders.INTRODUCTIONThe treatment of beach sands in the Bunbury/Capel area for the extraction of ilmenite is a very recent development in the mining industry in Western Australia. Nevertheless, since the commencement of production in 1956, ilmenite has become the sixth most important mineral produced (Table 1).The increasing world recognition of Western Australia as a major producer of ilmenite (Table 2) is due primarily to the low chromic bxide content of the mineral (0' 03-0' 04 per cent Cr203), combined with a medium to high titanium dioxide content (54-60 per cent Ti02), supported by large reserves, a stable government, and close access to good shipping facilities. Ilmenite is. produced from these deposits at low cost which enables the industry to compete on world markets despite high rates for sea freights because of the distance from major markets.

There is now a new generation of mobile crushing and screening plant systems available which have been developed based on the motivation of reducing truck haulage. Newly designed mobile crushing and screening plant systems have the advantages of mobility, flexibility, economy and reliable performance, making this system very appealing for small- to medium-sized projects or projects where a number of resources are separated by distance.A brief review of the past history and experience with transportable crushing plants provides an insight into some of the issues with transportable plants in mineral processing. A closer look at a simple model based on exploiting small but high-grade orebodies suggests the concept has merit, however there are many more engineering, logistics, legal, technical and management aspects which have limited the application of such a concept in the resource sector. This paper explores the concept in detail and endeavours to analyse the preferred commodities and scenarios under which the concept could be used and the economic and logistical limitations for iron ore. The paper also looks at the risk assessment criteria to be applied in selecting the type of resource projects where the model could be applied successfully. Other aspects considered in this paper are the project planning requirements, technical and economic feasibility, bankability and operability. "Geometallurgical programs require the collection of representative samples for geochemical, mineralogical and metallurgical test work. Such protocols must be designed to suit the style of orebody in question. The distribution, proportion and size of gold particles have a direct impact on the effectiveness of sampling and test work protocols, and the gold recovery processes employed. Characterisation studies focusing on ore mineralogy, and gold particle deportment, size and distribution are required. High resolution X-ray computed tomography provides a non-destructive method for analysing the 3D nature of gold in rock samples. It can be used to calculate the modal abundance, particle size and distribution of gold in the sample volume. This paper presents a case study of the imaging of in situ gold particles in a high-grade gold ore. The Nick O’Time reef system comprises laminated quartz veins, which locally bear extreme grades of up to 100 oz/t gold. The mineralisation has previously been characterised from both a mineralogical and metallurgical perspective. Eight visible gold-bearing vein samples were scanned using X-ray microtomography. Change and its relationship with the introduction of new technology is a constant of human history. The mining industry has many examples of this relationship. This record contrasts with its present day struggles to move beyond a public perception of being just ‘dirty, dumb and dangerous’. The drivers for the introduction of new technology are frequently listed as the occupational health and safety of people working in the mines, reductions in direct operating costs, and increases in productivity.This paper discusses the issues that a mining business needs to deal with to implement new technology with the best possible conditions for success. It comments on how the strategic and tactical components of technology planning relate to and interact with change management. The central discussion is directed at the role that people play in the successful implementation of new technology. The introduction of autonomous underground haulage equipment provides a background for the discussion of this topic.The paper uses case study references, equipment supplier information and research findings. The legacy issues from mining can, and have often, extended well beyond the closure of operations. However, conventional cost-benefit analysis provides little incentive to implement initiatives at the project development stages of a new mining project as the costs that will be incurred towards the end of the mine life, 20 years or longer, appear minor in net present value (NPV) terms. This analysis can be misleading as the true costs of managing post-mining land can continue for many years, or decades, after mining ceases and any resulting unfavourable legacy issues can delay or prevent government permits or licences to develop new resources. Proper upfront planning is critical for implementing successful rehabilitation and closure strategies. The investment in this planning needs to be done in a structured and rigorous manner taking into consideration the long-term and broad benefits of sustainable land uses after mine closure. The advantages of such an approach could include the streamlining of regulatory approvals by early advice to the regulator of identified issues and responses to those issues, and clear evidence that a strong social licence to operate ethic with local, regional and national benefits is included in the decision-making process. This paper investigates the potential closure options for two case studies at the early stages of project development - concept and prefeasibility. By using a sustainability framework that can identify opportunities and risks, prospective initiatives that deliver enhanced environmental, community and social benefits will be compared with compliance-orientated approaches. This comparison is made across the Five Capitals Sustainability Model - natural, human, social, manufactured and financial. The results of this analysis demonstrate that upfront planning during project development and due care and effort during the life of the working mine will reduce the risks of long-term detrimental legacy issues. In setting out to describe the methods and machinery employed at Iron Knob the writer does not attempt to give any information as to the situation, topography or geological features of the locality. This, together with estimates of the quantities of ore still available, has been carried out in a most thorough manner by R. L. Jackr and F. R. Hockey. This essay is intended to deal with working methods as they exist to-day, beginning with drilling, blasting, quarry traction, etc., and touching on such details as the supplyof electricity, water and compressed air.At the present time almost the entire output of ore is won from the hill known as Iron Monarch. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Thomson Orogen is a large but poorly understood element of Queensland geology. Extensive cover conceals the Thomson Orogen at depth, thus limiting studies to a small number of surface exposures. Previous studies of the northern Thomson Orogen have been restricted to the largest of these exposures in the Anakie Inlier and Charters Towers Province. Less extensive exposures, including Mt McLaren in east-central Queensland, are largely overlooked and poorly documented. Fieldwork suggests that Mt McLaren is a west-tilted fault block of Thomson Orogen metasediments that are at least 2200 m thick. The substantial thickness of these sediments (which we have named the Mt McLaren Formation) and the consistent shallow marine facies throughout the block suggest deposition in an actively subsiding basin. Initial dating of detrital zircons places deposition of the Mt McLaren Formation in the Late Cambrian to Early Ordovician, allowing correlations with formations of similar composition and age in the nearby Anakie Inlier and Charters Towers Province. Both of these areas have a long history of mining and exploration for gold and base metals, suggesting that correlation of basement sequences across these areas could be beneficial for exploration models of the Thomson Orogen as well as for tectonic models of eastern Australia.CITATION:Lee, M, Verdel, C, Welsh, K and Oorloff, A, 2015. A typical high silica low grade magnesite from the Salem area of Southern India, was used in studies to develop a suitable flotation system involving commercially inexpensive sodium oleate as the collector together with other reagents which can give a product of the required grade with an acceptable recovery. It was found that the presence of metallic ions such as Cu+, Fe+++ or Ca++ introduced by the addition of their salts, or by their formation with the addition of hydrochloric acid to react with magnesium and calcium carbonate in the me, can act as effective depressants for silica. The addition of 'hydrochloric acid' was found to give best results.

A thermal neutron irradiation technique using a mCf neutron source has been developed and applied to thp.simultaneous determination of iron and aluminium (expressed as AI2O3) in iron ore fines (-6 mm particle size) on a moving rubber conveyor belt.While the determination of iron with this technique is based on the use of a NaI(TI) detector to monitor the characteristic prompt gamma rays (7.64 MeV) emitted by thermal neutron capture reactions in the iron, the etermination of AI2O3 is based on the use of a second Nal(Tl) detector to monitor the characteristic gamma rays (1.78 MeV) emitted after thermal neutron activation of the aluminium. The second detector is located downstream from the first. Although the speed of the conveyor belt has no direct effect on the iron measurements, it must not exceed about 3 m/min if good accuracy is required for the AI2O3 measurements. Consequently an auxiliary conveyor belt is required in order to avoid interference with normal ore processing.Dynamic trials of the technique, using 1500 kg samples of ore on a 460 mm-wide rubber conveyor belt moving at 1.7 m/min, have demonstrated that the method can achieve accuracies of 0.7% Fe and 0.1% AI2O3. At the present stage of development, it is recommended that lump ore be crushed to a particle size of 6 mm before analysis.In addition to iron and AI2O3 determinations, measurements of total moisture content and bulk density are possible. The determination of Si02 is also feasible, but a separate fast neutron source (e.g., Am-Be) and a separate gamma ray detector are required.

The flow function of an iron ore material governs its flowability characteristics in material handling chains within the resource industry. A uniaxial compression test is able to obtain a flow function more rapidly comparing to the Jenike direct shear test; nevertheless, the results often exhibit lower rankings using the former method. This study aims to investigate the fundamental stress states within the test specimen that lead to this phenomenon, and to introduce a new uniform density specimen preparation method for a uniaxial compression test, in order to achieve comparative flow functions as for a Jenike direct shear test. The minimisation of the wall friction effect and achievement of the critical state when preparing a uniaxial specimen are explicitly discussed. Experimental investigations on flow functions of a suite of Australian iron ore samples were conducted using both the uniform density uniaxial compression test and the Jenike direct shear test. Results from both methods were found to be comparable, providing the specimen exhibits cohesive flow behaviours.
