The demand for minerals will grow strongly to satisfy the needs of an increasing world population for materials and energy. The technical problems involved in producing these minerals will be daunting and the engineers who will have the responsibility for designing and controlling the mineral production processes must have a high level of skills. This will place a heavy responsibility on the education system. A small number of large, well equipped university departments dedicated to mineral processing and having a close working relationship with the mineral industry, and an international orientation, will be much better placed to meet the needs than a large number of small ill-equipped departments which find it difficult to remain viable in modem universities. Courses in mineral processing must be designed to meet the scientific and technological needs of industry and full use must be made of innovative educational techniques such as video conferencing in delivering the courses. The concept of a major international network of major mineral processing departments which is designed to make best use of scarce academic resources is important and should be considered by the International Committee of the IMPC.

Politicians and economists talk glibly about the so-called knowledge revolution. The reality is that knowledge is fundamental to economic progress. Consequently there have been many technological revolutions. The global impacts of the invention of the steam engine and the development of the frozen meat industry are well known. Another less publicised technological advance occurred in Central Otago late in the nineteenth century. This was the adaptation of the bucketladder dredge to the mining of placer deposits. A product of over 30 years experimentation and innovation, New Zealand dredging technology was taken to the Risdon Iron and Locomotive Works, San Francisco by R H Postlethwaite, a Dunedin based mining engineer. New Zealand-style dredges built by Risdon operated successfully in California, Alaska and the Yukon. Californian engineers assimilated the best features of the New Zealand dredges with American (Bucyrus) designs to produce a standard for the worldwide placer mining industry.

Both innovation and excellence are desirable attributes of education, as they are also markers in the progression of the human race, but how attainable are they? The interaction of minerals and humanity provides a special insight into the development of both criteria, from the discovery that chert cuts, through the Bronze Age and the first use of metal alloys for implements, to using coal, oil and uranium as sources of fuel. However, there have been many hiccups along the way, where excellence in one respect has meant disaster in another. Examples are in the exploitation of asbestos, and in traditionally poor work practices in mining, both contributing to the widespread public belief that minerals and mining are ecologically undesirable. Yet is this perception based on the unrealistic expectation of innovation and excellence being simultaneous qualities of any given process? Common sense born of experience indicates that the journey from one, to the other, is usually a long and often tedious process, with much trial and error before excellence is attained. In our time, the partnership between academia and industry is the usual pathway to achieve it. Even so, we should take care that innovation does not become overwhelmed by the pursuit of excellence: as history clearly demonstrates, humanity depends upon both.

This paper considers the standard of ore reserve assessments required by lenders when presented to support requests for project based loans. The way lenders use this information to structure a suitable financial package shows why ore reserves should be measured by industry set standards. This in turn raises questions concerning the assumptions used to derive mineable reserves from geological reserves. Consideration of the variety of related problems highlights the need for assessments to be defined according to acceptable standards. These should also address the suitability of the methodology to the assumed configuration of the orebody; the degree of variance and relaibility of estimates of grade and tonnage presented; and the estimation of probability that ore will in practice fall within the defined limits. In an increasingly international marketplace it is appropriate to compare Australian industry requirements to those of similar overseas industries, in this case the United States. Lenders would like to see that individuals responsible for the preparation of ore reserve estimates are certified on the basis of their skill and expereince by an industry body such as The AusIMM. The paper discusses how each of the parameters indicated above may impact upon a lender's assessment of the viability of a project. A number of practical examples are presented where inaccuracies or inadequacies in ore reserve information have led to reduced project performance.

Substantial progress has been made over the last ten years in the development of uniform national and international standards covering the definition, estimation and public reporting of mineral resources and mineral reserves. Agreement between the major participating countries has been reached, which includes the requirement that a Competent Person prepare and approve publication of mineral resources and reserves. Most national regulatory organisations have accepted the new standards and have included them in the rules that must be followed by mining companies operating under their jurisdiction. These developments are the result of a concerted effort on the part of professional societies, national regulatory agencies, international organisations, and many dedicated individuals. The historical development of these standards is summarised in this paper. Accepted definitions of mineral resources and mineral reserves are discussed, as well as the definition and role of the Competent Person. Additional effort is needed before the international standards are fully understood, accepted and followed by mining companies, regulatory agencies, the investment community and the general public. Steps being taken toward development of an International Code are outlined.

This paper presents recent case study data collected by field portable x-ray fluorescence spectrum analysers (FPXRF) as part of grade control activities at three separate (nickel, copper and copper/gold) mining operations. FPXRF has been under utilised for grade control in recent years, largely because the success of early versions of FPXRF was limited to a few metals (eg tin). Efforts to utilise these early versions for other metals was largely unsuccessful and created a perception that FPXRF could not be utilised more broadly within the mining sector and specifically the area of grade control. The structural setting of the analytical function within mining operations has also contributed to the under utilisation of more recent FPXRF instrumentation. The concept of FPXRF as a grade control tool straddles the boundaries of the geology and laboratory departments. As such, this option is often not considered as part of an assessment of grade control procedures for new and existing mining operations. This paper assesses data collected by Australian and New Caledonian miners using FPXRF technology as part of the grade control function and concludes that FPXRF can provide operational and cost benefits to certain mining operations.

A wide variety of process streams are sampled for grade control in the mining industry. However, in many instances the overall precision of the resultant analyses is inadequate for the intended purpose, ie grade control and optimisation of resource utilisation. Consequently, special attention needs to be given to the sampling, sample preparation and analysis procedures in place to ensure that meaningful grade control decisions can be made based on the analyses generated. For example, it is virtually impossible to control a process to within, say, ¦0.2 per cent if the overall precision of the analyses is no better than 0.5 per cent. Hence, precision targets appropriate for the task need to be established and the overall precision achieved in practice monitored and controlled on an ongoing basis.

The model described in this paper has been developed for and in close collaboration with the Bong Mining Company Ltd, Liberia/West Africa. When working an irregular deposit a de- tailed short term production schedule becomes necessary in order to ensure an equal and homo- genous concentrator feed. If the irregularity of the ore body exceeds a certain degree, blen- ding facilities have to be provided between the mine and the concentrator, but even then sche- duling of the mine production is inevitable to meet the given requirements of the blending bed and to keep these conditions steady for at least some of the successive periods. To assist the planning department in set- ting up optimal production schedules a computer model has been developed using a linear pro- gramming approach. The deposit is divided into equally shaped blocks containing defined quali- ties and quantities of ore and/or waste; from which one has to select those quantities of ore which will meet the requirements of the blen- ding bed. This subject of paramount importance in many modern plants employed in the extraction of gold from ores by cyanidation, involves several considerations.With the old-type "slimes decantation" process, using several tanks of large dimension, installed at high capital cost, it was frequently possible to obtain good settlement over a protracted period, but the disability of indifferent response to subsequent filtration and washing of the residual pulp, after decantation of the supernatant pregnant solution, was often present.In modern cyanidation practice, the tendency is to reduce capital expenditure by continuous processing of the ore pulp in a plant of less volume, but capable of handling more tonnage through-put and yielding, coincidently, less residual dissolved gold in the final pulp residues.INHIBITORY FACTORS.These involve a study of the effect of the circuit water or solution employed in milling and treatment, the amount of "primary" slime occurring in the ore broken underground, the constitution of the "walls" underground, the inherent occurrence of colloidal slime in partially decomposed ore, and the presence of kaolinised and ferruginous clayey structures carrying payable infiltrations of gold values, to mention some of the troubles encountered in practice. The Mining Act (1992) and the Petroleum Act (1980) provide for the Government of Papua New Guinea (PNG) to take up equity holdings in mining and petroleum projects. The price the Government pays for its share is based on the historical cost of exploration and development on the project to the date of government equity acquisition. The equity level to be acquired is not fixed and ranges up to 30o for mining and up to 22.5s for petroleum at the discretion of the Government of the time.The objective of this paper is to examine the pros and cons of State equity holdings in PNG from the point of view of both the State and the developer. Using an economic model of the PNG mining taxation system an assessment is made of the effective return on investment received by the State from such equity holdings. The results are compared with government revenues from other taxation measures.

The energy consumption for producing metal from ore is strongly linked to the chemical stability of mineral being processed, availability and richness of the ore, and process route. Energy efficiencies are particularly linked to the process route. The energy efficiency of high temperature operations vary considerably but energy efficiencies greater than 70 per cent are achieved for large-scale metal production. Low temperature processing through grinding, leaching and subsequent electrowinning use large amounts of energy. In particular, grinding and electrowinning suffer from low overall energy efficiencies. The physical chemistry of a new proposed low temperature route, reactive ball milling, is unclear but preliminary evaluations indicate that it is likely to suffer from high energy consumption. In conclusion, low temperature processing routes for metals generally consume more energy that comparable high temperature processing routes.

Commercial interest in refractory gold is increasing rapidly. This trend is supported by the work patterns of Amdel, where, apartfrom routine process- ing of free-milling and refractory ores, the majority of testing now includes biological and pressure oxidation studies to enhance gold recoveries. Central Mineralogical Services have examined, among other ores, an apparently unique type of refractory coating. A summary is given of experience at Optimet Laboratories, Pty., Limited. Research into nitric acid pre-oxidation, underway at the South Australian Institute of Technology since 1987, has shown significant improvements in gold recoveries, and in some cases, large reductions in reagent consump- tions. Three final-year student research projects were undertaken in 1990, jointly between the University of Adelaide and the S.A. Institute of Tech- nology. These projects involved biological pre-oxidation, pressure leaching, and Scanning Electron Microscope examination of refractory ores, and the resultant pre-oxidation and cyanidation products.

Near Kangiara in south eastern New South Wales, Australia, a number of polymetallic (copper, lead and zinc, with minor silver and gold) mineral deposits occur within a relatively broad volcanic rock belt, intercalated with limestones, sandstones and shales, of Silurian age. The Kangiara deposit was the most significant for the region.Adjacent to the Kangiara deposit, the unaltered country rocks are more rhyolitic than elsewhere in the volcanic rock belt, and the mineralization is accompanied by silicification, chloritization, sericitization and argillization. The host rocks typically contain a higher K20:Na2O ratio than the volcanic rocks not associated with mineralization.In the Kangiara deposit the mineralization consist of massive (in part banded), fragmental, disseminated and vein-type copper-lead-zinc ores, with the massive and fragmental types divisible into pyrite-rich, chalcopyrite-rich and sphalerite-galena-rich varieties. With respect to this mineralogy, the ore textures and sulphur isotope compositions the deposit can be compared to the stratiform mineralization associated with Silurian acid volcanic rocks at Woodlawn, Captains Flat and elsewhere in the Lachlan Fold Belt, as well as the Tertiary Kuroko deposits of Japan.

The low potential hydrophobic state of pyrite in amyl xanthate (PAX) flotation with nitrogen is of particular interest with regard to the N2TEC flotation technology currently being used for the recovery of auriferous pyrite at NewmontÆs Lone Tree Plant in Nevada. Initially, the N2TEC system had been found to operate satisfactorily, but cyanide in the flotation mill water appeared to be responsible for a loss in pyrite recovery. This supposition was confirmed with laboratory experiments, and a program was initiated to study flotation chemistry variables by electrochemically controlled contact angle measurements. Experimental results show that activation of pyrite in such cyanide solutions can be achieved more effectively with lead than with copper. Subsequently, based on these fundamental studies, significant improvement at the Lone Tree Plant was achieved by lead activation, in which case the recovery increased to expected levels. The effect of activator is particularly significant not only with respect to pyrite depression by residual cyanide, but also with respect to collector (PAX) consumption and the initial state of the pyrite surface. Experimental results show the importance of the pyrite surface state and the rather interesting features of the activation process.

The 1100 Orebody is the main copper production area of Isa Mine with an output of 390 000 tonnes per four week period and a work force of approximately 260 men per shift. Currently a total of 56 nippers work a three shift, five day week roster to-service crews spread over a strike length of 1000 m and a vertical height of 220 in. A variety of rail and diesel equipment provides shaftto cribroom and cribroomto sublevel work place transport of men and materials. Overall eficiency and safety has been improved with a selected group performing supply, storage, clean-up and "bus runs" throughout the orebody - activities which are further co-ordinated by an FM radio system linking units with a control clerk.

As a society, the retiring age of workers is increasing. Individuals are having to consider working to an older age (beyond 55 years), the reason being to æpay offÆ debt, maintain a quality of life or, as a bigger picture, because society simply cannot afford the aging population. The Government is encouraging and promoting those approaching retirement to work to an older age to alleviate the financial burden of an aging population. In a working context those aged 55 years and over accounted for ten per cent of the Australian workforce in 1998 with this age group expected to account for half of the growth in the workforce between now and 2016. For the 60 - 64 years which account for less than three per cent in 1998, this group is expected to account for 15 per cent of the growth in the same period. As a result of individuals who have worked all their lives and in some cases æphysically hardÆ, they do not fully enjoy their years of retirement as a time when they get to choose what they want to do rather than what they have to do. Of particular interest are the physical or health related conditions that individuals end up with and the restrictions that ensue resulting in an individual being incapacitated either physically or with respect to the state of their health.

The current extraction method of the Platinum Group of Metals (PGM) from an ore concentrate and the subsequent separation of one PGM metal from another is a timeconsuming complicated multi-step process. The use of the Chemical Vapour Metal Refining (CVMR) process for the extraction and separation of PGMs is a simple and economical alternative. The paper covers the CVMR process, which is based on the formation of volatile metal compounds, followed by extraction and thermal decomposition into the pure metals and reagent gases. In the case of PGMs, CVMR does not use CO, and hence, the process is quite different from the carbonyl process previously attempted by a number of organisations and test facilities. CVMR extracts PGMs via synthesis of trifluorophosphine complexes at low pressures and low temperatures (80 to 100¦C). These two facts alone make the process highly economical, compared to other methods available. This paper presents a comparison between the process of extraction of PGMÆs and CVMR proprietary carbonyl process for the extraction of nickel and cobalt. In the carbonyl process, CVMR also uses very low pressures and temperatures, compared to those other processes currently use.

The ""comparable sales"" method of valuation attributes value to an asset by reference to actual sales of comparable assets or to the market capitalisation of companies with comparable assets. This methodology is widely used in real estate valuations. The real estate approach can be used to value mining and exploration properties where there are actual sales of comparable or similar assets in the recent past. The practical limitations of the comparable sales method are well known and self evident: limited number of transactions, limitations on comparability and inadequate data. The real value of the comparable sales method is in its use as a validity check. Estimates of value of mining and exploration assets are so sensitive to so many variables that all valuation methods have limitations. Accordingly there is real value in attempting to establish benchmarks from comparable sales. Apparently sophisticated valuation methods can mislead by creating the impression that valuation is a precise science. The judgement of the valuer is critical and judgements can be wrong. Any available evidence from actual sales that are even remotely comparable can provide useful input to the valuation process.

The implementation of the Mining Further Amendment) Act, 1970, and later the Coal Mining Act, 1973, placed a requirement on the Department of Mines to accept an initiative in relation to coal exploration and coal mine development which does not apply in the case of other minerals. It is necessary to consider the exploration of the total coal resources of the State when considering exploration rather than one individual basin or deposit. If the level of knowledge of the coal resources in these basins is considered in relation to their potential for development it is possible to allocate broad scale priorities to their assessment. Due to the enormity of the task which involves a conservative estimate of in excess of 400 000 m of drilling to reach a broad reconnaissance level of understanding the involvement of industry with the Department in the exploration programme is necessary. Most exploratory drilling in the N.S.W. coal fields has been conducted using convent- ional diamond drill rigs of modern design, us- ually truck or trailer mounted. Conventional diamond drill rigs have also been used exten- sively by the Queensland Department of Mines for coal exploration. However almost all of the exploratory drilling of surface mine coal prospects throughout Queensland has been conducted using rotary rigs typified by the Mayhew 1000 truck mounted unit. The rotary rig has proved capable of both rapid non-core drilling and core drilling with high core recoveries when modern core barrels have been used by experienced drillers. For deep or continuous core drilling, wire-line equipment is now in general use. Both wire-line and conventional coring is effected using stationary split inner tube barrels, for minimum core disturbance, maximum core recovery, ease and accuracy of logging and sub-sectional sampling. Diamond core bits are generally required in N.S.W., with water circu- lation. In Queensland, the generally softer coal measures strata can be successfully cored using tungsten carbide bits and air circulation is the preferred method where possible.
