Australia is now committed to the most significant period of infrastructure investment since the 1960s and the current climate of project finance and public private partnership (PPP) model uncertainty means it is imperative that the affordability and certainty in delivery of infrastructure projects is maximised.In light of the current and forecast levels of infrastructure investment it is worth drawing comparison with a similar period of Australian expansion when the nation’s first railways were constructed. Similarly to over a century ago, we are following a trend in rapid development and are already reaping the inefficiencies that could be avoided with broader technical planning and improved client coordination.The original rail networks were developed by the individual states before they combined to form a Federation of states in 1901. As a result of the adoption of different gauges by 1917 a passenger wanting to travel by train from Brisbane to Perth had to change trains six times.Similarly in 2011, there is little parity between Australian states on the quality requirements (performance specifications) for road tunnels. Differences between states start most significantly with the size of the specified traffic envelopes, thus the size of tunnel required. Where ambiguity and differences exist in project documentation, performance specifi cations (PS) and broad technical requirements for road tunnel projects, any associated risk in interpretation ultimately ends up being incorporated in the bidder’s (constructor’s) final sell price.Whilst not nearly as inconvenient as having to change train at each state border, and largely unnoticed by the general tax paying motorist, this paper examines examples of apparent minor differences in Australia’s recently constructed road tunnels to highlight the differences in road tunnel specifications.The paper identifies how these small differences manifest themselves in major price penalties between projects and further, highlights the need for further specification review, refinement and standardisation across road tunnel jurisdictions to increase road tunnel affordability.

TheSouthern Alps in the South Island of New Zealand are currently rising rapidly as a consequence of continental collision along the Pacific-Australian plate boundary. Rapid uplift has resulted in a major thermal anomaly in the shallow crust beneath the alps. Alpine topography and associated intense precipitation, coupled with the thermal anomaly are responsible for vigorous combined topographic/convective circulation of water through the shallow crust.   Uplift is greatest in a wedge-shaped region between the Alpine Fault and an associated second-order backthrust system, the Main Divide Fault Zone, approximately 20 km to the east. The Main Divide Fault Zone is segmented into NNE and NE striking faults, which are regionally sub-parallel to the Alpine Fault, but dip northwest in the opposite direction. Reverse oblique-slip on the Main Divide Fault is in an easterly direction, with a greater component of strike-slip movement on the NE trending faults. Elevated topography in the Mt Cook region is related to thrusting of a relatively homoclinal sequence of semi-schistose rocks on top of lower-grade greywacke, which controls the position of the Main Divide. Tectonically induced fluid flow resulted in only minor alteration and hydrothermal mineralisation of fault-rocks in Alpine and Main Divide Faults, and localised deposition of quartz and/or carbonate in the immediate hangingwall.   The wedge between the Alpine and Main Divide Faults is segmented by third-order structures north of the Mount Cook region. A series of right-lateral (-085/700S) and left-lateral (-150/600SW) faults, which are synthetic and antithetic to the Alpine Fault, respectively, developed as a conjugate set during uplift. Fluid-flow in the Southern Alps is controlled by these third-order fault/fracture systems. Cu-Au mineralisation, hydrothermal veins, and surface hot spring activity are localised by third-order fault/fractures and appears to be enhanced where conjugates intersect.

The Finisterre Range on the north coast of Papua New Guinea is the uplifted forearc riagio.n. of a modern arc-continent collision. The core of the range is composed of the P- nisterre Volcanics, an Oligocene''-arc terrane. The southern flank of the range consists of a clastic sedimentary sequence which is an uplifted accretionary wedge and collision complex. This clastic sequence can be subdivided into three distinct units. To the south of aiid structurally below the Finisterre Valcanics are the Mebu beds, an Oligocene- $arly Miocene sequence of volcanolithic turbidites. The Erap Structural Complex is south of, and structurally below the Mebu 43eds. , It consists of three subunits; the 3rly Pliocene micaceous turbidites of the Sukurum unit, contemporaneous pillow basalts AF{ the Basalt unit, and Late Pliocene to Pleistocene volcanolithic turbidites of the -Nariawang unit. The Quaternary Leron Formation, a fluvial to shallow marine 'clastic unit, is the southernmdst. and structurally lowest unit of the clastic -sequence The Finisterre Range is dominated by a fold-and-thrust belt with most thrusts "dipping steeply N. Melange fabric _ is developed in the vicinity of major thrusts. "ffle thrust belt strikes NW, oblique to the regional convergence direction, but no strike-slip motion is observed along NW striking faults.

Mining education in Australia has undergone another cyclical downturn over the past five years and several departments have been discontinued while others are still teetering on the brink of destruction. During this downturn Curtin UniversityÆs WA School of Mines (WASM) has managed to stay alive and well, but this has not been by accident. This paper outlines some of the strategies and experiences that have kept WASM in a strong position and offers hope to other departments and schools elsewhere that are still experiencing difficulty. This paper is also directed at all mining departments and schools that are certainly going to see it all happen again after the next mining boom turns to bust.

The areas of concern lay in the processing of, and the subsequent hearing into, Waihi Gold's resource consent applications to extend Martha Mine. The proposed amendments to the Resource Management Act 1991 might see the introduction of contestability in the processing of applications - which would have assisted Waihi Gold; and the use of commissioners to hear the applications, with a right of appeal to the Environment Court on points of law only. It is also proposed to have major applications heard directly by the Environment Court. If Waihi Gold's applications had been heard at first instance by the Court, the delays in time and associated costs would have been reduced. However a hearing by commissioners only would not have been satisfactory, there being no right of appeal against the conditions of consent, which if implemented as granted by the Councils would have had a significant impact on the costs associated with the extended project.

The transition of mechanical cooling refrigerants from their inception in the 1800s through to the current day has been driven by several factors. Original refrigerants such as sulfur and carbon dioxide, chloromethane and ammonia, whilst effective came with toxicity and/or flammability issues. In 1930 DuPont trademarked a new synthetic refrigerant known as Freon® 12, this development was the introduction of ‘chlorofluorocarbons’ (CFCs).Throughout the 1930s and 1940s additional synthetic refrigerants were developed, namely Freon® 11 and Freon® 22. Due to their non-toxic and non-flammable characteristics, synthetic refrigerants were extensively used for domestic, commercial and industrial applications for the next 60 years.In 1985, one of the first scientific papers suggested a potential mechanism linking CFCs and areduction in the density of the ozone layer. In 1987 the Montreal protocol is ratified; it is the first UN treaty to be ratified by every country on earth. Due to CFC’s ozone depletion potential (ODP), the treaty required the consumption of CFC’s to be reduced by 50 per cent over the next ten years. By 1996 the phase out of CFC’s (Freon® 12) is completed, the phase out of HCFC (Freon® 22) refrigerants comes into effect.On 1 January 2018 the phase down of HFC’s begins. Whilst having zero impact on the ozone layer HFC refrigerants have high global warming potential (GWP). As we transition through the HFC phase down (2018–2035) we are beginning to see the emergence of what some consider to be the fourth synthetic wave, hydrofluoro-olefins (HFO’s). HFO’s and their blends have zero ODP and low GWP’s, ranging from 150 to less than 1. The reduction in GWP with HFO’s typically comes at the expense of flammability, which is not ideal. Each refrigerant has its optimal application, therefor when considering refrigerant choices for mining systems, a complete assessment of the environmental, health and safety, efficiency and commercial impacts should be considered now more than ever.

The Norman B Keevil Institute of Mining Engineering, or the Department of Mining Engineering (the Department), at CanadaÆs University of British Columbia (UBC) is addressing the integration of sustainable development concepts into mining education and research on behalf of industry and society. Over the past decade, the DepartmentÆs education and research model has been evolving to incorporate collaborative and multidisciplinary strategies, where sustainability initiatives are taught in classes, supported in research and discussed in a voluntary collective of mostly graduate students û the Sustainability Working Group (SWG). The SWG has brought together a diverse array of disciplines from academia, industry, government, non-governmental organisations (NGOs) and mining communities. The operational mechanisms and structure of the SWG have enabled momentum to be gained through several multidisciplinary educational and research networking initiatives. It acts to attract new students with diverse backgrounds, foster innovative research, develop relationships and networks, and create the space to discuss progressive ideas and projects. The original cohort of SWG graduate students laid the foundation for sustainable research initiatives within the Department at UBC. Novel research has incorporated topics such as: community resilience, artisanal small-scale mining, sustainability indicators and corporate social responsibility, environmental assessment and impact benefit agreements and the recycling of waste. Propelled by the support of the Department and inspired by the works completed, a host of new graduate students have embarked on their research quests to integrate sustainability principles into their projects. Such projects include: social impacts and benefits of mining, artisanal small-scale mining, community health, the production and transport of mine pollutants, mine waste management, mineral process plant design and the evolution of community education and mine policy. This paper reports on the departmentÆs continuing research and development towards an understanding and evaluations of the ongoing contributions of mining to sustainable development.

An assessment of methods currently available for the accurate determination of low concentrations of platinum in ores and mineral concentrates indicated that prior treatment of the sample by fire assay procedures is necessary. To enable rapid determinations to be carried out, instrumental methods applied to the metallic bead produced from the fire assay treatment have been evaluated, considering maximum flexibility for concentration variations, minimum chemical operations, and adequate sensitivity.Atomic absorption spectrometry proved suitable, giving solution determination limits of 0·4 p.p.m. Pt, 0·1 p.p.m. Pt, or 0·06 p.p.m. Pt under various extraction conditions using aqueous and organic agents. Thesedetermination limits related to 1 assay ton of sample (32·67 g) produced easily readable and accurate readings within the range of platinum contents (0·03-2·0 p.p.m.) of economic interest in deposit evaluation and prospecting. The technique shows promise of also being suitable for determination of palladium and gold.

"Column flotation has been successfully applied to iron ore concentration since the 1980s with the goal of reducing silica content and allowing for the efficient production of pellet feed. Since then, columns have been widely used in iron ore processing due to: their lower capital and operational costs when compared to conventional cells their ability to generate higher concentrate grades and recoveries.Currently, more than 100 columns have been installed within Brazilian iron ore processing circuits for rougher, cleaner and scavenger duties. Despite it being a well-established approach, several technological advances have improved column design, accessories and performance. Geothermal gradients in the Gippsland Basin commonly exceed 35¦ C/km. Consequently models of thermal maturation may indicate exploration targets with an anomalous age/depth distribution. However regional geothermal models are constrained primarily by observations of surface heat flow. High geothermal gradients may simply reflect the presence of low conductivity coal beds within the basin. Heat flow data are not readily available for the Gippsland Basin. Normally special purpose drill holes are required to provide direct determinations of surface heat flow. These provide core samples for thermal conductivity and allow measurements of a stable geothermal gradient at least one year after drilling. Different indirect procedures are now required to provide estimates for the Gippsland Basin. Bottom hole temperatures can be used with suitable corrections to provide an indication of the regional geothermal gradient. However the corresponding thermal conductivities are more difficult to determine. Geophysical logs can be used to detect the major lithologies but detailed statistical analysis is required for numerical estimates. Complex mixing models are now suggested for geothermal surveys linking physical properties to variations in the mineralogy of each well. Allowing for low conductivity coal measures the data in the Gippsland Basin suggest values for heat flow consistent with regional trends in Australia. Interpretation is complicated by overprinting of transient thermal events with different time scales. Apart from the tectonics of basin evolution geothermal signatures may be complicated by regional ground water migration, the 'hot spot' trace associated with southward younging of Cainozoic volcanism, diagenesis, and basin refraction.

Before presenting this address I desire to express my appreciation of the honour which has been conferred on me by my election as iPresident of The Australasian Institute of Mining and Metallurgy. At this stage it might not be out of place to recall that Broken Hill was the birthplace of The Australasian Institute of Mining and Metallurgy, originally formed as the Australasian Institute of Mining Engineers in 1893.In selecting for my address the topic of "The Broken Hill Mining Industry and its Contribution to the Economy of Australia" I realise it is impossible to cover fully every aspect of the nation's economy which owes all or part of its origin to the Broken Hill field. Nevertheless, I feel that some attempt should be made to give credit to the Broken Hill mining industry for its part in the progress which Australia has made over the past seventy years.. If we care to reflect for a moment it soon becomes apparent that, not only is the Broken Hill mining industry an important producer of base metals for domestic and overseas consumption, but its profits have provided the means whereby many of Australia's leading secondary industries have been established or built up. Examples which come to mind are the founding of the iron and steel industry by the Broken Hill Proprietary Company; the establishment of plants at Port Pirie in South Australia, and at Risdon in Tasmania, for the production of metallic lead and zinc; and also at Port Kembla for the smelting of copper ores. Used in conjunction with geology and geophysics, geochemistry provides powerful exploration tools of special relevance to Australian environments. New methods are needed that will confront the forthcoming emphasis on locating concealed orebodies. Deep weathering is conducive to techniques using groundwaters or gaseous emanations as sample media. Increasing use is anticipated for isotope measurements and for recognition of country rock characteristics that denote proximity to mineralization. Improvements in the sensitivity, reliability and portability of analytical instruments will underpin the contributions of geochemical methods to future mineral exploration.

Incorporating an iron ore pelletising plant, a MIDREX'"' Direct Reduction Plant, and a mini mill, the conversion of iron ore fines to high- quality steel slabs in Western Australia is among the lowest cost routes in the world. The cost and availability of iron ore and natural gas, government support, and proximity to the growing Southeast Asian market all contribute to the competitive position of the area. Owing to the lead-time required, this is an ideal time to develop a new project to supply semi-finished steel to Asia for rolling to a finished product. A project contracted now will start up in about three years, when the market should have recovered.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Baiyinnuo’er Zn-Pb deposit is a typical skarn deposit in NE China. Skarn and orebodies mainly occur between different units of the Lower Permian Huanggangliang Formation carbonates-sandstone-mudstone or within the contact between intrusions and marble. Skarn minerals are dominated by prograde garnet and clinopyroxene, and the main ore minerals are sphalerite and galena. We conducted single fluid inclusion compositional studies using laser ablation inductively coupled plasma mass spectrometry on clinopyroxene (pre-ore-stage mineral) and sphalerite and calcite (syn-ore-stage minerals). The results show that the Baiyinnuo’er fluids are distinctly different from basinal brine but similar to magmatic fluid, thereby indicating that the deposit has a dominantly magmatic origin. This interpretation has also been supported by the Cl/Br mole ratios, which remain stable (~500) in different fluid stages. The decreases for most of the elements in the fluid inclusions from pre-ore-stage clinopyroxene to syn-ore-stage sphalerite and calcite suggest that mixing with groundwater has occurred during mineralisation, with significant Zn, Pb and Ag deposition.CITATION:Shu, Q, Hammerli, J, Chang, Z, Lai, Y and Huizenga, J-M, 2015. This article attempts to outline essential features of the Mount Isa ore deposit, to reveal the agencies thought to be responsible for its localization, and to describe methods used for obtaining and applying geological data on a commercial basis. Structural features are emphasized because they have proved the most useful agencies to date in searching for ore. Vertical depth, horizontal width and stratigraphic thickness are used throughout the article, and quantities are quoted in long tons.THE DEPOSITA width of more than two miles of evenly bedded shale of the Mount Isa series (upper pre-Cambrian) lies sandwiched conformably between quartzites. The series strikes N.S. and dips approximately 60° W. Shale is unaltered...Important geological work has been carried out by the Queensland Geological Survey, chiefly by Mr. S. R. L. Shepherd, in co-operation with the Geological Department of Mount Isa Mines Limited. When used in suitable ground conditions, rock bolts can have advantages over other permanent tunnel lining solutions. Permanent rock bolts offer flexibility in tunnelling profile and rapid rock bolt installation can enable time and cost savings. There are also disadvantages when considering the suitability of rock bolts for permanent support installations. These generally concern achieving the specified durability requirement over the specified design life. By investigating alternate approaches to rock bolt installation, quality assurance (QA), monitoring and design life it may be possible to alleviate some of these concerns.The design and construction benefits that can be realised through the use of rock bolts are primarily related to reducing project program time. This time reduction could be realised if rock bolts are considered as a permanent solution, with the installation being completed as a part of the primary excavation cycle. Any reduction of the program could allow direct and indirect cost savings and in the case of a major project, allow the revenue stream to be realised earlier.Currently ambiguity exists where the treatment of rock bolts as permanent support components is inconsistent with that of (often identical) ground anchors, as utilised in stabilising cut and cover structures. The ground support design process, implementation and testing are generally similar, though the acceptance of rock bolts as long-term support elements is treated differently to ground anchors in technical specifications.This paper discusses some of the benefits available through the use of rock bolts. It offers different solutions to the concerns surrounding durability, including alternate approaches to installation, Quality Assurance practices and monitoring solutions. The selection of an alternate design life is also investigated as another means of alleviating concerns around long-term durability. The paper will also provide an indication of savings that could be expected through the use of rock bolts as part of a long-term support system.

Three well-known copper and gold deposits in northern Luzon, Philippines are located in the Mankayan Mineral District. These are the Lepanto Copper-Gold Deposit, the Far Southeast Porphyry Copper Deposit and the newly discovered Victoria Gold Deposit. The latter discovery led LCMC to shift from a predominantly copper mine to a gold mine. The pre-Eocene Lepanto basement andesite and the middle Miocene Balili volcaniclastic sequence underlie the Mankayan Mineral District. They are intruded by tonalitic to gabbroic Bagon Intrusive followed by diorite-quartz diorite intrusions. Diatreme emplacement of late Miocene-early Pliocene Imbanguila dacite pyroclastics and porphyries took place much later. Faults in the district mostly form a conjugate fracture pattern dominated by north and northwest trending shears, east-west trending extensional fractures and few north-south trending fissures. Victoria is an epithermal gold-base metal rich quartz vein deposit. The veins occur along tensional structures and it is common to observe crustiform and banded features among the sulphides and gangue minerals. It is an open space infilling type of mineralisation. The Victoria vein systems are divided into zones based on continuity. In each zone are major veins and associated spits. Dacite pyroclastics and porphyries predominantly host the major veins with a few narrow veins hosted by the Balili volcaniclastics and the Lepanto metavolcanics. The veins generally trend east-northeast with 75 - 80 dips towards the south. The longest vein can be traced fairly continuously for a horizontal distance of about 600 metres. The vertical persistence of major veins exposed on three level drives has a range of 150 metres and can reach as much as 400 metres based on drill hole intercepts. The vein widths vary from two to eight metres. Right lateral movements of either the NW or NE shear faults could have produced the east trending tensional fractures. The development of ore shoot patterns was recognised and has been helpful to the mining operations. Cymoid loops with defined pinch and swell features are noted both laterally and vertically. Complementing the structural pattern is the distribution of gold values along veins where lateral and vertical continuity is also observed. Gold is associated with quartz, sphalerite, galena and chalcopyrite. In relatively high gold zones, the abundant sulphides are sphalerite and galena. In relatively high copper zones, there is an abundance of chalcopyrite and tetrahedrite. Galena is always associated with sphalerite but less in abundance. Chalcopyrite occurs either as separate bands from or associated with sphalerite-galena. Chalcopyrite and tetrahedrite appears contemporaneous with sphalerite and galena but in some portions the former cuts the latter sulphides. The predominant gangue minerals are quartz, carbonates and gypsum. Rhodochrosite is the predominant carbonate gangue. Few sulphides are found in the carbonates. Gypsum (anhydrite) is found cross-cutting early mineralisation. It carries very few sulphides. The alteration halos around veins are relatively narrow. In an outward sequence, the silicic alteration occurs very near the veins, followed by sericitic-argillic alteration then to propylitic zones. It is also common to observe veins bounded by propylitic alteration. Preliminary paragenetic studies show apparent three stages of mineralisation, the early-quartz (-gold) stage followed by a carbonate stage and a late-gypsum stage. The abundance of base metals relatively decreases towards the gypsum stage. The Victoria gold deposit could have some genetic associations with the Lepanto Cu-Au deposit and probably indirectly with the FSE porphyry system. It is relatively apparent that the Victoria quartz-gold-base metal veins could have occurred similarly as the quartz-gold roots overprinting the Lepanto enargite mineralisation. This overprinting signifies the waning stages of the entire hydrothermal system.
