F OR many years, only one grade of structural steel has been used in volume in Canada. Its characteristics have not been altered appreciably and its long use speaks well for its performance. This standard grade of structural steel may be bought and specified as C.S.A. G40.4 steel or the American equivalent, A.S.T.M. A7. The principal limitations and requirements of this specification are shown in Table I. Within the last five years there has been a growing awareness among the steel producers and steel fabricators that economic forces are at work which make desirable the availability of new and better grades of structural steel. Competition from other materials has increased. The use of concrete bridges and pre-stressed concrete beams is a prime example. """A matter of serious concern to the mining industry in British Columbia""; this comment reflects the attitude of the Mining Association of British Columbia toward the proposed new B.C. Mineral Royalties Act. The proposed legislation, introduced by the provincial government in February and now being debated by the legislature, combines a basic 5% royalty on the selling price, less approved p1ocessing and transpo1•tation costs, of minerals produced in B.C. with an ""excess"" royalty of 50% of any price increases over a predetetmined base. Government estimates project annual revenues of $20 million from the new royalty structure. The accuracy of these figures has been contested by the mining industry. Based on current world prices for copper the industry estimates that the provincial revenues from this mineral alone may run as high as $140 million in 1974 and $150 million in 1975. The Mining Association has warned that the new royalties “threaten to become confiscatory""."

The paper reviews the back-ground leading to the invention, discusses the process chemistry and historically tracks the commercial development. Engineering and cost considerations are presented.IntroductionThe year 1994 was particularly significant in terms of the technical and business development of the INCO SO2/AIR cyanide destruction process. The year marked a decade of service to the world mining community since INCO acquired the Canadian patent in 1984. In that time period, the technology had become widely recognized as the state-of-the-art process in the field of cyanide detoxification and today we enjoy the distinction of having licensed the process at over 50 project sites worldwide. The application for the process has mostly been in the mining industry in precious metal recovery plants where it offers treatment for a wide range of waste streams such as: CIP/CIL slurries, Merrill-Crowe barren bleed solutions and/or re-pulped filter cakes, tailings pond water recycle or discharge, make-up water to flotation circuits and feed to underground backfill plants. The process also applies to the treatment of high cyanide rinsewaters from metal plating shops. More recently the process is being applied to the rinsing and abandonment of heap leach pads where it has proven to be a very cost-effective application of the INCO process. The distinct advantages that have led to the success of the process are the ability to work on slurries as well as solutions and the significantly low cost of sulphur dioxide products. The process is safe and easy to manage and uses all forms of SO2(liquid, gas or salts) which gives the process tremendous versatility with respect to geographic application. "Archean lode gold deposits of both vein and chemical sedimentary types typically have major enrichments of certain rare elements, including Au, Ag, As, Sb, B, W, Se, Te and Bi, coupled with low or negative enrichments of the more abundant and mobile base metals, Cu, Pb and Zn. On the other hand, in massive base metal sulphide deposits Au, Ag, Cu, Zn and in some instances Pb are all enriched by a factor of 200 to 2000 t:'Jf'1pared to background and there is no large separation of gold relative to the base metals.The fluids from which gold was precipitated in veins were at temperatures of 320 to 480°C, at lithostatic pressure, had significant C02, and Na """" K; whereas the fluids which generated base metal deposits were at 250-300°C, at hydrostatic pressure, had C02 < < H20 and Na > > K.Many lode gold deposits are characterized by K, C02 and Si additions to their enveloping rocks, whereas base metal deposits typically have a fixation of Fe, Mg, Si and S in footwall rocks. Lode gold deposits may also have a relatively large halo of low-temperature oxidative, sadie spilitization in enclosing volcanic rocks, where seawater has later streamed into cooling stocks or flows that have initially acted to focus gold mineralizing fluids along thermal contraction fractures. The submarine environment is one hydrologically appropriate for the mixing of two initially independent hydrothermal systems, and the blending of their separate characteristics. Hence, lode gold and base metal massive sulphide deposits appear to be products of two distinctly different crustal and hydrological regimes. The former involves a high-temperature, high-pressure discharge of fluids which probably were generated during dehydration accompanying burial and progressive accumulation of volcanic-sedimentary sequences, with an additional influence of marine water in the near-sea-floor environment. The latter represents thermally driven convection of ocean water at lower temperatures and under hydrostatic conditions.Auriferous fluid systems with only minor base metal content could plausibly be generated during dehydration accompanying burial and metamorphism, when the water-to-rock ratio is low and halogen availability is limited by crustal abundance (- 60 ppm Cl). These two factors may constrain the uptake of the abundant base metals into fluids, but the solubility of rare elements is not constrained by limited fluid; and preferential uptake of Au along with other rare elements may be promoted if such elements compete more successfully for the limited halogens than the base metals, and/or have an alternative complexing agent such as CO or C()j-."

Introduction Very little fundamental research has been done on asbestos fibre to cake maximum advantage of its properties and to determine in what commercial products it can best be utilized. For the research chemist who is associated with asbestos development work, a thorough study of mineralogical information on asbestos deposits would furnish reliable information on the rock formations and the mineral impurities closely associated with the asbestos. Furthermore, ?he must have an intimate knowledge of the uses of the fibre in various products so that he can visualize the importance of the fibre and the role it plays in industry. Some of the properties of asbestos fibres such as strength, composition, length, harshness or softness, and mineral associates are of considerable importance to the manufacturer because they are responsible for many production difficulties. Fibre Strength It has been known for some time chat asbestos filaments have considerable tensile strength. These strengths have been referred to merely as &apos;weak&apos; to &apos;very strong&apos;. Not until recently have numerical values been applied to the strengths of asbestos fibres. But today we can take a thin fibre filament and mount it between two holders and apply a gradually increasing load or pull until the fibre breaks. By measuring the cross sectional area of the filament and the amount of load applied, we can calculate the tensile strength of the fibre in terms of pounds per square inch. This type of test is slow and rather difficult, but the fundamental data obtained furnish important basic information that can be applied to mechanical processing equipment and to certain asbestos products.

The recovery of copper from low-grade solutions res ulting from dump leaching is well known, whereas the recovery from highly concentrated copper solutions has not been practiced. This paper discusses the use of Ashland Chemical's Kelex 100, a substituted quinoline, for the recovery of copper from solutions resulting from leaching copper-nickel concentrates. A flow sheet is described, and an economic comparison shows Kelex 100 to be superior to either the LIX 64N or LIX 70 reagents of General Mills for the recovery of copper.

In 1976, Rio Algom Limited began the expansion of uranium production facilities at Elliot Lake. Quirke Mine was the only property in operation at the time, and plans were made to expand its milling capacity from 4,500 to 7,000 tons of ore per day. Following this expansion, other properties in the area will be reactivated to fulfill long-term contracts for uranium. As part of the expansion program, it was decided that in view of the escalating cost and impending shortage of energy, heat reclaim and conservation would be employed wherever practicable. In general terms, heat reclaim applications fall into three main classifications: ventilation, utility and process. Two of the ventilation applications and one process application will be described in some detail. Several other systems will be presented briefly as a matter of general interest. Some future possibilities will also be mentioned, together with their potential for economical heat recovery.

Introduction The work, of which some of the results are described in this paper, was started with the object of investigating the properties of certain binary alloys of titanium made from powders. Our main interest was in the possible use of such alloys in gas turbines. We were attracted to titanium, as have been others, by its high melting point (I,724° ± 11°C.), its low density (4.54), and the likelihood that, if a relatively wide use could be found for the metal, it might become available in commercial quantities at a fairly reasonable price. The readiness with which the metal reacts with hydrogen, oxygen, and nitrogen was recognized from the very beginning. At the same time there seemed a good chance that alloys could be produced which, because of the formation of protective films, would resist the attack of these and other corrosive agents. No specifications were drafted to cover the &apos;quality&apos; of the titanium hydride powder which was used in our work and which was, to judge by the results of a few preliminary experiments, the most useful source of titanium then (1944) available in sufficient amount for our purpose. During the course of our work, the need for such specifications became very clear (see Sections 9 to 12 of this pa per). Even today, lack of knowledge regarding the effects on titanium of impurities, some of which may later be looked upon as essential elements in commercial alloys of titanium, and difficulties in manufacture, make the preparation of specifications for commercial titanium and titanium compounds a doubtful procedure. The papers presented at the 1948 Symposium on Titanium, sponsored by the U.S. Office of Naval Research lend colour to this view. At the time our work was commenced, one had to depend upon the manufacturer to supply what he considered to be his &apos;best&apos; material. It may be some time before we can ask for more than this, the question as to what is his &apos;best&apos; being left to the manufacturer to decide. However, in this connection the results of our study may be of some value and on that account we are constrained to publish them.

"IntroductionTHE PURPOSE of this paper is to introduce the reader to rock bolting and its present application in mining.Rock bolting consists of bolting insecure rock to secure rock in order to form a safe structure. The insecure rock may be a weak beam or loose from arching or from sloughing. The material is strengthened and held in place before damage can result.Little is known of the limitations of rock bolting; to date, work has been carried on by trial-and-error, with large safety factors being used. Rock bolts have been principally used for roof support. Bolting offers a new field of support to the mining industry: it now has a permanent position as a ground control method.HistoryRock bolting is a relatively new means of support, its exact origin being unknown.Bolting has been in use at the St. Joseph Lead Company's property in Southeastern Missouri for the past twenty-six years, the first attempts having been hit-or-miss trials before a systematic attack was made. It is hypothesized that the standard approach adopted to characterize the ground and to determine the rock strength properties at depth are flawed and generally tend to underestimate the rock strength and possibly the stiffness, particularly when the rock mass is characterized as massive to moderately jointed or blocky to very blocky. It is therefore necessary to conclusively established that the hypothesis, that the rock strength in highly confined rocks is greater than generally anticipated, is actually valid and generally applicable, and then to develop new procedures to establish rock parameters that can be reliably used for the design of deep excavation.

"The Red Mountain porphyry molybdenum deposit is situated in the Big Salmon Range, approximately 80 km east-northeast of Whitehorse, Yukon.Red Mountain is underlain by Paleozoic, argillaceous sedimentary rocks of the Yukon Cataclastic Complex, which have been intruded by a multi-phase mid-Cretaceous stock.Mineraliwtion, quartz stockwork, metal zonation, and an alteration assemblage characteristic of a porphyry molybdenum system have been superimposed on quartz monzonite porphyry and adjacent homfelsed sedimentary rocks. A later, barren and pyritic quartzeye diorite porphyry body and related dikes have dissected the quartz monzonite porphyry, homfelsed sedimentary rocks and associated molybdenite mineralization.Drill-indicated geological reserves of molybdenum mineralization outlined consist of 187 270 000 tonnes grading 0.167% MoS2.IntroductionLocationThe Red Mountain porphyry molybdenum deposit is located at 60°59'N, 133°44'W (NTS 105 C), approximately 80 km east-northeast of Whitehorse, Yukon. The property is situated within the rugged Big Salmon Range, 15 km east of the north-northwest-trending Teslin River. Red Mountain, at an elevation of 1702 m, consists of relatively steep, talus covered slopes with prominent gossanous bluffs marking the southeast flank. Relief on the property is 700 m, with tree-line at an elevation of 1450 m to 1500 m (Fig. 1)."

Mae Moh mine, operated by Electricity Generation Authority of Thailand (EGAT), is the largest open pit mine in Southeast Asia. Its production is approximately 15 million lignite tons and 90 million m3 of waste, annually. The bottom of the final pit limit is designed to be approximately 500 m in depth. Presently, the pit depth is almost 250 m below original surface. The complexity of geological structures, such as faults, has caused a number of geotechnical difficulties. In a challenging lowwall area, called Area 4.1, an inclined weak bedding plane, G1, will be daylighted along the lowwall as following by mine plans. The dimensions of Area 4.1 are nearly 300 m wide and 90 m high. The friction and dip angles of the G1 interface are reportedly 12° and 15°, respectively. A three million m3 claystone block, resting above G1, would potentially slide down, and possibly cause a massive failure. EGAT engineers are acutely aware of the potential gigantic sliding failure and are modifying the mine plan in Area 4.1 to improve mine safety and minimize the displacement of the potential sliding block, reduce the possibility of failure and lower the additional mining cost as much as possible. The cut and fill mining technique was selected and studied to achieve those goals for mining in Area 4.1. With this mining technique, G1 will be partially daylighted. Therefore, an arch formation is induced with a sliding block above the mining area, which could perform as a temporary support undercutting a certain span. Initial studies of the behavior of the partially undercut slope are presented in this paper, along with a review of the similar failure history in Mae Moh mine and a 3-dimensional numerical model of the mine. The failure history review provides an estimation of undercut span without failure. The three-dimensional numerical model results, using 3DEC, gave an initial approximation of the displacement of the sliding block in Area 4.1. The next exciting study of the behavior of partially undercut slope is a trial undercut slope field experiment in Area 4.1. Currently, a trial undercut slope field experiment in Area 4.1 is under construction. In the field experiment, a number of monitoring programs will be installed in Area 4.1 to monitor and obtain information to allow a better understanding of the behavior.

The province's lignite resources lie mainly in the south, extensions of the much larger deposits in Montana and North Dakota. Because of planned additional capacity, conventional steam power generation will probably remain as the dominant resource usage for many decades. Conversion of coal to other energy forms is receiving emphasis and in the future will compete with steam power generation in terms of quantities used.Economic deposits, minable by present-day technology, have been generally defined. Because a large percentage of the total lignite resource is in seams containing multiple partings, future extraction will become much more difficult and capital intensive.Increased public involvement will ensure that the impacts of future coal mining and usage operations are compatible with environmental and social objectives.

This paper suggests a crude correction for the impact of raw material quality on factor productivity in the Canadian mining industry. Such a correction would give a figure more dependent on the changing efficiency of the use of labour and capital, and less dependent on the effects of unquantified changes in inputs.

For base metal sulphides, iron rejection starts in mineral processing. This review focuses on the changes in plant practice specifically to improve iron sulphide rejection by controlling contaminant ion effects and discusses selected innovations in mineral processing that can be expected to play a role in iron control. One change to control contaminant ions is size reduction (the use of stage grinding and inert stirred milling) and another is system chemistry (order of reagent addition and exploitation of the flexibility of sulphoxy species). Plant examples illustrate the successes, and indicate that there are several options available. The general innovations consider the new tools for measuring gas dispersion properties and quantifying froth characteristics from images. Examples of their application to improve concentrate quality illustrate the potential. Other innovations adapt geostatistics to model variations in ore flotation response to provide feed forward control and rigorously apply the statistical experimental methodology in plant test work. An example from one concentrator shows that significant improvements to reduce the iron content of concentrates can be achieved by applying these basic principles.

"A series of new, grease-based, solvent free open gear lubricants were developed to meet the demanding service requirements of mining equipment. The use of these products has resulted in better performance under conditions of temperature extremes and in terms of longer component lives. They have gained widespread acceptance within the mining communities for such applications as the lubrication of mining shovels, draglines and ball mills.These products are WHMIS non-controlled and are environmentally acceptable. The benefits and advantages of using this type of product to lubricate mining equipment as well as the field evaluation and experience will be discussed."

Discussion of the laws bearing upon the economics of mining in this province at once resolves itself under three headings: (a) The rights and obligations of holders of mineral bearing lands; (b) Taxation of mines; (c) Regulation of methods adopted in financing mining operations. Titles: The law relating to titles is contained in the Mineral Act, Placer Mining Act and Coal Mines Prospecting Act. Origin: Mining laws in force in this province and elsewhere on the continent had their origin in the rule-of-thumb regulations adopted by prospectors themselves, when, far from the centres of civilization and the seats of the courts of justice, they found it necessary, for mutual protection, to fix the conditions of possession by right of location, and to prescribe the duties to be performed in order to enable the individual to maintain his ground against all comers. These regulations have been codified and added to by legislatures, until we find adequate protection and safeguard to property in the laws of this province.

The expansion of the mining industry, with other industries, of course, is dependent upon a supply of fresh capital from year to year. Mining is a speculative form of investment, though there is a wide range of risk as between indiudual undertakings. All of the leading financial writers, nowadays, agree that expansion is being seriously interfered with by the unprecedented load of taxation Canadians are carrying. Individuals have less for investment and corporations are obliged to defer necessary expenditures in order that the demands of the taxing authorities may be met. Naturally, speculative investments such as mining exploration suffer first. Undoubtedly, a great deal of cash raised by taxes, if left in the hands of individuals and corporations for investment and expansion, would have been far more beneficially used and would have developed the country more than any use made of it by the government, in the way of bonusing new industries, or the undertaking of large schemes of development. Government undertakings of this nature are often entered into without a proper knowledge of cost and probable return. Expert expenditure of the same sums by business men or corporations undoubtedly would generally produce more prosperity for the country as a whole. The absolute necessity for lower taxation is being increasingly known to the public at large, and eventually it is hoped that our governments will see the economic impossibility of continuing the present rate of expenditure. The successful Finance Minister of the near future will not be the one who can borrow the most money.
