"The Key Lake mill was commissioned in 1983 to process the two Key Lake ore deposits. With the depletion of these ore bodies in 1999, the plant was converted to mill the exceptionally rich McArthur River deposit located seventy eight kilometers northeast of the Key Lake mine site. This paper describes in detail the Key Lake milling process. The mill consists of a grinding circuit, a leachkounter current decantation circuit, a solvent extraction circuit, a yellowcake precipitatiodcalciner circuit, an ammonium sulphate crystallization circuit, and a waste treatment circuit. Access to the mine is by an all weather road and by a private airstrip.HISTORYAND DESCRIPTION OF OPERATIONThe Key Lake mill was commissioned in October 1983 to process ore from the Gaertner and Deilmann ore bodies. The mill was designed to produce twelve million pounds of uranium oxide (U308) a year from a feed grade of 2.4% U3O8.Following grinding, the uranium is leached in a two stage leach circuit using oxygen and sulphuric acid. An eight-thickener counter current decantation (CCD) circuit is used to separate the uranium bearing solution from the solid waste residue. The uranium is further purified in a solvent extraction circuit and then precipitated using ammonia. It is then calcined at 840' Celsius, and packaged into drums for shipping to refineries. There is a crystallization circuit to recover ammonium sulphate produced in the process and a waste treatment circuit."

"THE ISLANDS lying north of the Canadian mainland, and the large Boothia and Melville peninsulas, form one of the great archipelagos of the world; this sparsely vegetated and nearly unpeopled region extends about 1,500 miles east to west and 1,200 miles from the mainland to the northern tip of the northern-most island. Sea access to most of the islands is restricted by ice to the summer season, and the 'polar pack' ice of the Arctic Ocean presses the year round against the northwest margin of the archipelago. Although the region is remote, the accessibility has greatly increased through a network of weather stations, airfields and air routes connecting with southern centres.The area considered in this paper is that part of the island region underlain mainly by sedimentary rocks. In broad terms, this includes the land and sea areas of the archipelago and the adjacent continental shelf, but excludes the dominantly 'Shield' terrain of Baffin Island, and of Melville and Boothia peninsulas. An impression of the size and potential of this sedimentary region may be gained by comparing some areas: the land area of islands underlain mainly by sedimentary rocks is over 300,000 square miles or about 50,000 square miles greater than the area of Alberta. The total area of the region, including the continental shelf and the inter-island areas, may be double this figure, and may approximate one-seventh of the land area of Canada."

"Significant energy savings are often possible for centrifugal compressors operating in parallel by improved control strategy and improved instrumentation. Blow-off can usually be reduced by improved surge control combined with a better control strategy for loading and unloading the group of machines. More precise and stable pressure control then becomes possible. This improved control strategy will also decrease the frequency of operation near the dangerous limits of surge or overload or overspeed. A sample station of mixed centrifugal and reciprocating compressors is examined and a substantial energy saving with the recommended control strategy is projected from operating data. Present Operating Conditions of the Compressed Air StationThe Compressor StationThe compressor station described here has three centrifugal compressors and three reciprocating. It supplies a mine in New Brunswick.Compressed Air and Power ConsumptionFigure I and Figure 2 provide graphs of air consumption and pressure changes based on the owner's data.During the typical two-shift operating day (Fig . I) in the non-productive shift (midnight to 8:00 a.m.), the consumption stays at a level of 9,000 SCFM. This corresponds to a pressure of 110 PSIG. Then, after 8:00 a.m ., the air consumption starts to increase and th e pressure decreases. Around 10:00 a.m., the consumption reaches its maximum level at 97 PSIG. Around II :30 a.m., the air consumption starts to decrease because of the production drop during the lunch break of the first shift. Pressure increases again up to 109 PSIG. After the break, consumption rises to its maximum level over 16,000 SCFM andpressure drops to 97 PSIG.Around 2:30 p.m., the air consumption drops sharply to 9,000 SCFM because of the production decrease to zero level. This drop results from changing of shifts. The pressure at this time increases again up to 110 PSIG. The second shift (2:30 to II :30 p.m.) is an alogous to the first.During the three-shift operating day, the break around 4:00 . a.m . and the shift change around 6:30 a.m. cause sharp drops in air consumption. The pressure for almost the entire night shift stays near 110 PSIG because the station is working with blowing-off even under the maximum consumption. The analysis of Figures I and 2 shows that the pressure varies with the air consumption changes. During non -productive time (non-production shifts , shift changes and breaks) or during the night shift, the total station capacity is proportional to the discharge pressure. Higher employer costs and increased employee benefits will result from the current sweeping revisions of the un-employment insurance system now receiving consideration before Parliament. The new legislation, the Un-employment Insurance Act, 1971, will substantially increase the unemployment insurance costs of many employers through an increase in the level of employer contributions -generally, employer contributions will go to 1.4 times employee costs -as well as by extending coverage to many classes of employees now exempt. Under the new legislation, executives, technicians, teachers, institutional workers and others will be covered, and eligible for the higher benefits which it provides. For the first time, absence from work because of illness or accident may qualify individuals for unemployment insurance benefits.

THE following is a brief description of the method of hoisting ore automatically at the No. 14 shaft of Mcintyre Porcupine Mines, Limited, Schumacher, Ontario. All ore and waste below the 3875-ft. level is hoisted up No. 14 shaft from the 7000-ft. level to the 3000-ft. level. Seventy to seventy-five per cent of the mining is done in this area. The shaft consists of four compartments: a man way, a ventilation compartment and two skip compartments. The hoist, located on the 3500-ft. level (see Figure l), is an 80-in.-diameter, 4-rope friction winder, utilizing two 6-ton front-dump skips in balance. The hoist is powered by a 1,100-h.p. A.C. motor, the maxi-mum speed being 2,400 ft. per minute. The operation can be either manual, push-button automatic from the pocket, or fully automatic. Men can be raised or lowered in the skips, using a collapsible aluminum platform placed inside the skip box.

"Froth depth, along with reagent addition and aeration rate, is one of the crucial factors that can be used to control a flotation circuit. Sub-optimal setpoints and disruptions in levels have a severe adverse influence on grades and recoveries. A novel control strategy has been developed which provides exceptionally tight regulation of pulp levels. The controller observes and acts on all the flotation levels simultaneously. This provides a clear improvement over the standard approach, which is to use a set of Pl controllers. The system has been run on several industrial plants and has resulted in reduced fluctuations in level; fast responses to setpoint changes, and fast settling times after start-ups or disturbances. Testwork has shown that the improvements in level stabilisation translate into improvements in recovery and grades.IntroductionProcess control and optimization have an important influence on the economic efficiency of flotation plants. Inefficient operation can allow the wrong balance between grades and recoveries, and can also lead to adverse shifts in the grade-recovery relationship. Of all metallurgical operations, flotation loses the largest proportion of valuable material. Better operation can reduce these losses.An essential requirement of a good controller is that it should be able to stabilize and regulate the plant. Stable operation allows the performance of the plant to be observed without being obscured by the effects of disturbances and fluctuations. The optimum conditions can then be detected more easily. Good regulation can maintain operation at the optimum with proper neutralization of disturbances. Only when good stabilization and regulation are achieved can an optimizing strategy be properly applied.Froth depth, aeration rate and reagent addition are the three means by which a flotation plant is generally controlled. These control actions are effective on different time scales. Reagent addition is slower in its effect as some conditioning time is required. Since reagents are only added at the head of the circuit and at a few selected points within the banks, time is required for the effect of reagent changes to move through the circuit. Because of this slower time constant, reagent addition is more suited to process optimization and to dealing with slower changes in the process. An example of these slower changes is variation in the feed."

"Introduction The Boundary Dam Mine is located 5 km south of the City of Estevan, Saskatchewan and is operated by Manitoba and Saskatchewan Coal Company Ltd., one of the Luscar companies. The entire production of 1.7 million tonnes per year is delivered to the Boundary Dam Generating Station of Saskatchewan Power Corporation. Geology There are basically two seams mined on the property, the main Estevan seam ranging in thickness from 3.0 m to 4.5 m with partings and the upper Roche Percee seam (roughly 15 m to 23 m above the Estevan) which ranges from 0.6 m to 2.0 m in thickness. Most of the reserves are concentrated in the Estevan seam, the Roche Percee only being mined whenever its thickness makes it economic to recover. The coal measures belong to the Ravenscrag Formation of Tertiary (Paleocene) Age. This formation is widespread in North Dakota and Montana and contains the lignite fields of North Dakota and subbituminous coals of Montana. The formation is gently tilted to the southeast at Boundary (0.5 degrees) and consists of weak sandstones, siltstones and silty mudstones. Reserves and Coal Quality The present minesite encompasses a coal reserve of approximately 50 million tonnes calculated to a maximum stripping depth of 37 metres or 20:1 mining ratio. The reserves form only a part of the total reserves in the Estevan area which are owned by the Saskatchewan Power Corporation. The coal being mined is classed as Lignite ""A"" and has the following specifications:"

"Comparative surface analysis of floated and rejected free gold grains from a number of full scale benefication plants and from pilot plant testwork, has shown silver (the most common impurity in gold) and sulphur invariably in greater concentration on floated gold grains, implying that they assisted gold flotation (gold activators). Collector loading measurements on individual gold grains from concentrates of staged rougher flotation tests on a cyclone U/F product of a pyritic gold ore, revealed first progressively lower concentrations of the collector monomer on gold from each follow-up concentrate and secondly a direct proportionality between the surface concentration of silver and the collector monomer. These two observations leave no doubt that silver activates gold and that collector monomers play a significant, previously not fully recognized role in gold flotation.INTRODUCTIONGold to some degree is naturally floatable in industrial systems, which means that it can be recovered without collector addition (Marsden and House, 1992). This is due to the adsorption of hydrocarbons and deposition of sulphur, which are dependent on the metallic properties of gold, particularly its high electrical conductivity, which allows surface electrochemical reactions to occur catalytically and selectively. Cyclic voltammetry has shown that gold can be rendered hydrophobic by deposition of a surface layer of sulphur (Sº) from S2- and HS- solutions (Walker et al., 1984). Twenty monolayers of sulphur were required to produce a hydrophobic gold surface.However, no sulphide flotation plant relies solely on the natural floatability of gold for its recovery. Gold hydrophobicity is enhanced by the addition of flotation collectors such as xanthates (X), dithiophosphates (DTP), dithiophosphinates (DTPI), mercaptobenzothiolates (MBC) etc., as used in sulphide mineral flotation (Dekok, 1973: Adams et al., 1986). The mechanism invoked in enhancing the hydrophobicity of pure gold with the aforementioned four groups of collectors is similar to that of pyrite, whereby collector anions are oxidized at the gold surface to form dimers (Groot, 1987; Marsden and House, 1992; Basilio et al., 1992) As an example, xanthate ions are oxidized at the gold surface to form the neutral dimer dixanthogen (X2):"

The Dominion Observatory was founded in 1905 and, from the beginning, it work included research in both astronomical and geophysical science. During its first years, up to 1916, the Observatory also included geodetic surveying as part of it scientific program. Although, at the beginning of the century, geophysics did not have the close connection with mineral exploration that it now holds , the founders of the Observatory were men of vision, and they laid a solid foundation for the application of the techniques of geomagnetism, gravity and seismology to an understanding of the Canadian terrain of plain , mountains, seacoasts and shield area . The particular sphere which the Observatory occupies in the field of geophysics has been evolving over a period of many years and it has now a rather definite relation to the work of other government bodies, university science departments and industrial organizations. We have, for example, an over-all responsibility for the regional magnetic mapping of Canada and, as the magnetic field is subject to slow but steady changes, we produce new magnetic maps of the country every five years. These maps indicate the strength and direction of the magnetic field, the variation of the compass and the rate of change of the magnetic elements.

"Nova Scotia Department of Mines and Energy Throughout the history of Nova Scotia, trends in the production and use of its coal resources have resulted in major impacts on the economy and society of the province. Current trends in coal demand locally, nationally and internationally are having and will have an increasing positive effect on Nova Scotia over the next twenty years-in terms of energy supply, job creation and general economic development. Coal for electrical generation is an immediate and key objective of Nova Scotia's energy plan; and, in the long term, coal-derived fuels will meet the province's needs for transportation fuels. Demand for metallurgical coal is also expected to increase, especially if the merchant coke plant currently under investigation becomes a reality.Meeting these coal supply and utilization objectives in the face of increasing environmental, social and economic constraints poses a tremendous technical challenge. Work has begun on projects to expand coal production capacity and to adapt new technologies for coal preparation and utilization to the specific needs of Nova Scotia; much more work will be required in the coming decade in order to succesfully tap this resource.IntroductionThe energy problem facing Atlantic Canada has a few unique features not found in the rest of the country. Canada, as a whole, has access to a diverse mix of energy resources, including crude oil, natural gas, coal, hydro and uranium, with the result that crude oil supplies only about 40 per cent of Canada's primary demand. In contrast, foreign crude oil dominates Atlantic Canada's energy mix, supplying over 70 per cent of the primary energy demand.This results in important differences in various sectors. Nationally, about 5 per cent of the electricity is generated from oil whereas last year in Nova Scotia approximately 40 per cent of the electricity generated was from imported oil. Residential, commercial and industrial space heating, and industrial process heating in Atlantic Canada was almost 100 percent dependent on foreign oil. This is in sharp contrast to the situation in central and western Canada, which have access to secure domestic natural gas, oil and hydro electricity."

Air hough diatomite is known in many parrs of British Columbia, deposirs of mineable size have only been found in the area between Kam/oops and Quesnel in the sourh-cenrral parr of rhe province. Ar Quesnel, commercial producrion has continued since 1950 from diatomite lenses up ro 35m rhick. OCCURRENCES of diatomite are reported from many parts of British Columbia, but deposits of mineable size are known only from the area between Kamloops and Quesnel. Only Quesnel deposits have yet reached the production stage. Commercial production dates back to 1950, and up until 1979 approximately 22,700 tonnes of diatomite had been produced. Most extracted diatomite was processed until 1980 by Crownite Industrial Minerals Limited in Quesnel to produce an oil absorbent and animal bedding. Smaller shipments are used to make insulating bricks on the lower mainland. Deposits near Quesnel extend 40 km along the western bank of the Fraser River from Quesnel to Alexandria; most production has come from Lots o. 6132 and 906. Di atomite is present as discontinuous lenses up to 35 m thick. Diatomite beds Industrial Minerals in Canada are of Upper Miocene age and are overlain by plateau basalts. Diatomite consists almost exclusively of Melosira granulara diatoms that are usually very small and mixed with variable amounts of clay, ilt and volcanic ash. In recent years, extensive beds of diatomite were identified near the confluence of the Chilcotin and Fraser rivers. Diatomite in this locale is a part o f the Upper Miocene to Pliocene Chilcotin Group of sedimentary rocks that are overlain by olivine basalt and related luffs. A deposit near Red Lake is situated 50 km northwest of Kamloops. Diatomite beds occur in the Tranquille Series of Eocene age and are similar in composition to those in the Quesnel area. The Red Lake deposit is abo ut 4 m thick but its areal extent is only a few tens of hectares.

"When elephants fight, it's the grass that gets trampled". It is becoming increasingly evident that the federal and provincial governments are awakening to the fact that their vigorous scramble for a "fair share" of mineral revenues which kicked off in 1974 has done considerable harm to the Canadian mining industry. Recent public statements made by government officials, particularly at the recently held annual convention of the Prospectors and Developers Association, would indicate that there is a general consensus in the government sector that changes must be made to the mining tax system. However, there is no evidence as yet that there is any agreement among the various governments as to what form these changes should take , who should make them , or when. It would seem to be worthwhile at this time to reflect on where the Canadian mining industry has been vis-a-vis taxes and "where it is at ". This article is based on a recent address given by R. D. Brown, of Price Waterhouse & Co., Toronto, at the annual convention of the American Institute of Mining, Metallurgical and Petroleum Engineers in Denver , Colorado.

"Campbell Mine is dedicated to quality management in the form of a Continuous Improvement (CI) Operating Philosophy. This paper discusses that philosophy, why and how it is being implemented in the milling facility, and some of the challenges experienced to date. Examples of mill CI team projects and results are described. This paper describes practical experiences for those who are considering or are in the process of adopting a CI operating Philosophy.INTRODUCTIONCampbell Mine is 100% owned and operated by Placer Dome Canada Ltd. The mine is located in Balmertown, Ontario approximately 300 km northeast of Winnipeg, Manitoba. Campbell Mine has produced over s,000,000 ounces of gold since commencing operation in 1949. The operation is profitable and continues to be a major contributor to the gold production of Placer Dome Inc.At Campbell Mine, the concept of Continuous Improvement (CI) is being implemented to make further improvements to safety, quality, productivity, and subsequently profits. CI is not a ""program"". It is a way of doing business that concentrates on improving the system rather than finding fault and being resigned to the status quo.CI focuses on involving all employees in the decision making process and tapping their expertise to improve every facet of the business. In the past, many solutions were simple ""band-aid"" fixes treating the symptom, only to see the problem resurface again. With CI, solutions endeavour to address the root cause of problems and eliminate them permanently. Another primary goal is to eliminate unilateral decisions that benefit a small group but have a negative effect on the whole system."

"Continued and expanded use of underground diesel-powered equipment is considered desirable in order to achieve necessary production capability, particularly when coal becomes increasingly in demand as an energy source. Although diesel engines are derated for underground use, concern has been expressed in many quarters regarding the health effects of worker exposure to diesel-generated particulate and NOx emissions. This concern will increase as Canadian diesel fuel quality becomes heavier and with higher sulphur content. This could result in a requirement to increase ventilation rates by 50%.This paper describes the results of studies of various approaches designed to reduce diesel emissions. Two major approaches have been followed: fuel modification, and emission control hardware development. The results of progress in the development of these approaches will be described.Fuel modification includes the application of water/diesel and methanol/diesel fuel emulsions to the engine. Details of the techniques employed in this approach will be described, together with the effects on diesel emissions. (The paper is concerned with the emission aspects only, not the possible major engine modifications and/ or substitute materials of construction for 100070 methanol.) Use of methanol has the added advantage of acting as a diesel fuel substitute and extender, and there are expectations that underground diesel engines could eventually operate on close to 100% methanol fuel, thereby eliminating particulate emissions. The results of emission control hardware development will also be presented and will include the effects of catalysts, water scrubbers, exhaust filters and exhaust gas recirculation techniques on emissions. A combined systems approach employing a number of these components appears to be the most viable method of controlling the complete array of diesel emissions.This work should culminate in a better understanding of the costs involved in employing fuel modification or emission control hardware relative to the costs of increased ventilation which mpy be necessary to maintain a safe working environment for the underground worker."

"This paper is a commentary on selected trends within the transportation industry.In general, innovations are taking place within all modes of transport (road, rail and water) serving the industrial minerals industry which will affect future distribution patterns, methods and costs. Significant technical innovations in the transportation of solids by• pipeline will also appear, perhaps in the near future, permitting the transport of specific commodities, including some industrial minerals. However, the timing and magnitude of the commercial exploitation of solids pipelines are heavily dictated by marketing factors and distribution system logistics, as well as by the innovations likely to take place within competitive modes of transport. Competitive technological developments will include increased ship capacities, improved bulk-handling facilities, larger and specialized bulk-handling rail equipment, unit trains, containerization, larger ""off-highway"" vehicles and greater inter-modal integration. Equally significant are some ""soft-ware"" techniques such as the growing interest in total distribution cost concepts. However, the impact of the developments will not be spread uniformly over all Canadian industrial minerals."

An in situ water sampling device has been developed to measure biologically-available or “labile” metals in natural waters and effluents. The active mechanism involves the use of a polyacrylamide gel layer to quantitatively control metal transfer to a trace-metal-adsorbing, gel-imbedded resin. Because the resin only adsorbs free metal ions (the gel sampler methodology is a kinetic speciation technique), and because metal bioavailability is related to the free-ion activity, the device provides a direct measure of the biological-availability of metals in the environment sampled. The prototype consists of a layer of ion-permeable polyacrylamide gel which separates the solution to be sampled from an ion exchange resin. Because approximately 90% of the polyacrylamide gel is water, mass transport through the gel is diffusion-controlled, and is therefore well defined. Metal ions are rapidly bound by the resin, creating a steep concentration gradient in the gel. The amount of labile trace metal that accumulates on the resin can be related directly to the concentration of the metal in solution, the exposure time and the molecular diffusion coefficient of the labile species. In addition, the passive nature of this device affords it the potential to address many of the limitations presented by conventional sampling methods, such as sample contamination introduced during collection or filtration and changes in trace metal speciation prior to analysis. Laboratory studies and limited field trials indicate that the sampler behaves as anticipated and illustrate that biologically- available metal concentrations in many environments are a small fraction of the total concentrations and often significantly less than the dissolved concentration. The implications of this on regulatory criteria are discussed. Additional field trials and correlation with bioassays are currently underway.

Refractory castables based on alumina-silicate aggregates are commonly used in casting wheel components and launders. In this research the recycling process of waste magnesia chrome bricks for production of refractory castable lining for launders and casting wheel ladles at Iranian Sarcheshmeh copper complex (I.S.C.C.) is discussed. The smelting plant of ISCC consumes 4,000 tons refractory materials and produces 2,000 tons waste refractories annually. In order to reduce the environmental pollutions and gain the economical advantages, the recycling of waste refractories proved to be a solution [1]. In ISCC, 800 tons alumina or alumina-silicate refractory castables are used for linings of anode furnace ladles and launders annually [2]. In the present work, the spent bricks from reverberatory, converter and anode furnaces were analyzed in term of microstructural changes from hot zone to the cold end to evaluate the changes in texture and chemical composition. Different formulations based on recycled magnesia chrome aggregates and various particle size distribution and cement content were tested. Economic recycled magnesia chrome refractory mixture was prepared after crushing and sizing the non-deteriorated regions of wasted bricks. After evaluation of physical and mechanical properties of samples, one ton of refractory castable was prepared and successfully installed in the casting wheel ladles.

"I offer a personal view of what the next 30 years holds for mineral processing. Re-stating that mineral processing will remain a vibrant industry in raw material production, growth opportunities in waste management are identified. The processing sequence familiar now (mining -mineral processing -extraction) will become more interwoven. In situ processing (i.e., milling underground) will evolve from concept to demonstration. Opportunities to exploit physical properties altered in chemical (pyro-and hydro-) processing will present themselves. In primary grinding, the path to AG/SAG milling will progress with little deviation but opportunities in regrinding are wide open. Flotation will see the trend to designing bubble/particle reactors accelerate simultaneously with a vigorous response from mechanical cell suppliers. Gravity separation remains a bastion of the lone inventor but I anticipate that the new lines will come from the waste management business. I finish by examining the ""research cycle"", identifying growth in small ""high tech"" companies and university research centres.IntroductionI have been asked to offer a personal view of""where we are going in mineral processing?"". Gazing into crystal balls is quite a cottage industry as we approach the end of the millennium. Academics are often asked to assume the role of visionary, I presume because it is considered in their mandate, to reflect and philosophize (or, less charitably, because they are considered to have the time). Since this is the 30th Annual Canadian Mineral Processors Operators Conference, I am tempted to suggest the next 30 years as my frame of reference. This is about equivalent to one engineer's career or, given it takes typically 15 years to go from concept to realization in mineral process engineering (Napier-Munn, l 997a), about 2 ""invention cycles"". With this length of cycle, much that is familiar now will remain so over the 30 years.Research and development (R&D) is in response to need. The overarching need in mining is to find new ore bodies. Process developments cannot compensate for a depleting deposit or a declining commodity price. Mineral processing R&D is characterized by incremental gains, aimed at pushing the mine down the cost per tonne league table. Breakthroughs are the exception (flotation at the turn of the century was one). This must be kept in mind when trying to predict the future in our business."

"The developing world energy crisis and spiraling fuel costs have created a new public awareness and general acceptance of the need for energy conservation.Plants will have different objectives for an energy conservation program but there appears to be a common approach on how to save electrical energy.Data for a 180tph Rod Mill powered by a 750 hp motor will be used to demonstrate the relationship of energy input and production levels and to seek an optimum operating condition.Energy Conservation:Plants that have examined ways of dealing with the energy situations have concluded that energy conservation has important benefits for industry, including reduced costs, fewer production slowdowns inthe event of fuel shortages and a continued competitive position.There have been some ""startling"" conservation achievements attained through such simple plant maintenance and operating practices as reducing unnecessary lighting in buildings and yards, turning off' equipment not needed at night or over week-ends, through planning maintenance and production schedules to minimize energy use and through improving quality control to eliminate waste.Significant reducti.ons in energy use have been achieved by some rather simple but vigorous maintenance and plant engineering efforts directed at finding and fixing energy ""leaks"" rather than technological advances or major rework or redesign of facilities and equipment.An Energy Conservation Program often must overcome such obstacles as historic operating practices and emp1-oyee indifference, i.e. the ris.ing costs of fuel should result in re-examination of so1ne basic attitudes to energy conservation. Some measures, rejected in the past largely on the grounds of capj.tal. expenditure, now make economic sense in the light of future escalating energy costs."
