Dangerous goods, known as hazardous materials in the USA, are subject to special controls during transport to ensure the safety of the public. Dangerous goods are divided into nine classes, and Class 1 is devoted to explosives. Unlike storage or manufacturing, explosive transportation crosses the political boundaries of localities and nations, and its regulation must be centrally managed to avoid duplicate costs of complying with multiple regulations. Additionally, the transport of dangerous goods occurs by four different modes – highway, rail, vessel and air. While each mode has differences which must be addressed, the fundamental principles of classification, packaging, hazard communication and documentation remain the same. When a shipment travels by multiple modes and across borders, consistent regulations become paramount to cost efficiency. This is a common occurrence in the growing global economy.

Debris data from the Department of Defense Explosives Safety Board’s Project ESKIMORE full-scale explosives event test program are compared to quantity-distance (Q/D) standards and quantitative risk analysis (QRA) methods. The ESKIMORE test program involved quantities of explosives ranging from 1,000 to 60,000 pounds detonated in typically sized structures made of metal and concrete. Debris from these events was extensively surveyed and catalogued. The debris patterns from these events show varying degrees of directionality normal to the walls of the structures. These density patterns are overlaid an existing explosives storage site that is comparable to the test conditions. Analysis of the debris patterns in relation to Q/D standards shows that exposures located beyond the Q/D arc but along the normal to walls of potential explosion sites (PES) may have much higher debris density than exposures at the same distance on the corners of the same PES. Analysis of the debris patterns shows that predicted patterns using the QRA tool IMESAFR v2.0 closely match actual patterns. Additionally, IMESAFR based QRA methods are able to quantify the different risk levels of being exposed along the wall’s normal as compared to being exposed on the structure’s corner. Cerro Vanguardia is a known gold and silver deposit located in the province of Santa Cruz, Argentina. The mine has been in operation since 1998 and is thought to be one of the most important mines in Patagonia. More than 102 epithermal quartz veins have been identified in the area, with variable lengths, thicknesses, orientations and dips that constitute what is possibly one of the most extensive outcropping vein systems on earth. Veins are vertical and have variable depth. For this reason, the deposit is currently mined with a variety of extraction methods. This operation is made up of more than 60 open pits and 20 underground access ramps to exploit the deepest high grade narrow veins. This study is focused on the combination of underground exploitation with open pit blasting. That is, those production stopes in the upper levels of underground mines and their interaction with the damage levels in the final slope of open pit mines, as well as in the study of the impact of the generation of vibrations from the blasting of open pit mines and their influence on underground mines. Considering the current stage of the mine, after 20 years of operation, Cerro Vanguardia faces the need to mine deeper deposits in the face of increasing costs and declining grades. For this reason, it is essential to study the interaction of these exploitations. From a personnel safety point of view, this interaction must be well coordinated so as not to affect people and equipment. Likewise, the generation of vibrations due to blasting must be studied, which would produce new cracks, potentially generating overbreak and dilution. The main objective of this study is to determine the possible causes and influences of the blasting interaction in open pit and underground mines, seeking an optimization of the blasting process and a safety standard for personnel and equipment. To achieve these goals, this study includes a vibration monitoring plan to analyze the charge performance and determine rock constants. With the use of specialized software, damage modelling and simulations are used to determine values of damage in order to reduce overbreak. In addition, this plan contemplates the estimation of flyrock in blasting where underground work is connected to the surface, determining safety distances when carrying out a blast.

Highland Valley Copper (HVC) has embraced an integrated Mine to Mill approach to comminution since the late 1990s. Previous blasting optimization was carried out through adjustments to blast pattern geometry (i.e., reduction of burden and spacing). This approach proved very effective and HVC reduced the burden and spacing of high energy ore blast patterns to what was considered the practical limit that still allowed for efficient drilling and bulk truck loading operations. While mining in the bottom of the Valley pit near the end of the previous pushback, HVC encountered high static groundwater conditions which enabled the transmission of elevated inter-blasthole pressures that had the potential to exceed safe operating limits for initiation products. This risk was mitigated through an expansion of burden and spacing for the high energy ore patterns, reducing the application of blasting energy and increasing the average particle size in Mill feed.

Washington State has a well developed set of blasting regulations which have been promulgated by the Department of Labor using extensive stakeholder input, not only from citizens but also from manufacturers and representatives of IME, blasters in charge, blasting engineers, blasting companies, local and federal law enforcement agencies, fire officials, and local and state government representatives. WAC 296-52 therefore provides a foundation or platform for developing city ordinances for Washington State cities should a City wish to do so. On the other hand, Oregon’s code is based on OSHA 1926, Subdivision U, Blasting and the Use of Explosives which provides scant direction regarding the modern use of explosives. Reference is also made to ODOT Section 00335 - Blasting Methods and Protection of Excavation Backslopes. This paper examines two separate programs that have been developed by two Cities, one in Washington State and one in Oregon to further regulate blasting inside City limits and discusses why the lack of a regulatory foundation made one approach more difficult than the other. One of the authors was retained by the City of Kennewick, WA to develop their ordinance and has more recently followed and reacted to a pending ordinance for the City of Redmond, Oregon. The paper will compare and contrast the different approaches and comment on the reaction from both Blasters and the public. We also present a case study that involved blasting in an urban area of Oregon to prepare a foundation for a water tank. Controlled Blasting was carried out within 70-ft of residencies and within a community that had expressed reservations regarding blasting even though the work would make a significant contribution to the betterment of the community. Pre-construction surveys of residencies located in a large area surrounding the site were performed and a well-planned blasting program was carried out. Residencies were subject to vibration levels that were monitored using six seismographs that surrounded the site and these units measured vibration levels that were significantly lower than allowed by statute. There were complaints triggered by individuals reactions to blast vibrations which validated commonly held models of human perception but no damage was caused by the Blasting.

The criteria to be covered include: energy, velocity, sensitivity, minimum priming, shelf life, pumpability, effect of AN quality, over-the-road handling, and formulation The consumer will learn how each of these properties can directly affect him. The information will enable him to set minimum standards in product selection, blending, and application.

The undesirable effects of blasting fumes can be controlled by minimising the amount of fume created, and by avoiding the movement of the fume plume to sensitive locations. Substantial progress has been made by the blasting industry to reduce the amount of fume typically created by blasting, but at this time no specific blast can be guaranteed to be ‘fume free’.

Harmonic energetic delamination of T2 building is being considered for demolition at a formerly known atomic lab. The T2 building is within a containment structure that is under a negative pressure of -49 Pa (-0.2 inches of WC) so that no remaining radioactive material is leaked out. The T2 containment enclosure is a portal frame-type system that spans east/west over 35.05 m (114’-11 7/8”) and spaced 2.9 m (9’-6”) apart. The west side of the portal frames is supported by a 64 cm (2’-1”)thick concrete wall which is backfilled to the west and open to the T2 basement to the east. The east side of the portal frames is supported by a 61 cm (2’-0”) thick concrete wall that is backfilled to the east and open to the tank farm vaults to the west. A concrete slab-type footing supports both the east and west walls. Transverse walls provide lateral support for the walls as part of the original design. The west wall has an elevated slab that provides further stiffening of the concrete wall between the transverse walls.

In the design of explosively driven penetration devices, understanding the impact conditions between the explosively propelled penetrator and the target is one of the most important steps in optimizing the performance of the device. These impact conditions are especially prevalent when a shaped charge jet impacts concrete, which is not an ideal target material. The specific impact conditions, including but not limited to the impact angle and jet properties, create a great deal of variability that affects the performance and penetration of the shaped charge. The large amount of impurities and voids in concrete, along with its heterogeneous nature and the general strength characteristics, make concrete a non-ideal material for shaped charge jet penetration. These material characteristics lead to a highly non-linear deformation behavior of the concrete target during a hyper-velocity impact.

Since the introduction of the Explosives Track & Trace in Europe in 2014 for manufacturers and 2015 for end-users, a lot has changed in all areas of the supply chain and the use of explosives. The regional associations, manufacturers' organizations, and trade associations have proven that it is possible to overcome a hurdle, that looks almost impossible in the beginning, through consistent cooperation. The paper gives an insight into the problems involved in introducing such a requirement, identifies ways and solutions, and concludes them. When looking at the current situation, the paper describes the process by which a prescribed change in business processes are transforming into a solution that increases productivity, security, and handling.

A high-stakes blasting campaign was successfully executed at a major open pit copper mine in northern Chile. This operation posed a significant technical challenge due to its immediate proximity to the tailings dam - a critical infrastructure whose structural integrity depends on strict control of blast-induced seismic vibrations. The geological complexity of the area, characterized by upper andesite interbedded with caliche (carbonate), further complicated the operation. This lithological composition, known for its high tenacity and cohesion, posed additional challenges for achieving effective fragmentation, necessitating a highly customized blast design and loading strategy. The campaign included four production blasts and one secondary blast, all executed under the constraint of not exceeding the Peak Ground Acceleration (PGA) threshold of 0.64g, as defined by the Maximum Credible Earthquake (MCE) scenario. To ensure compliance, geophones were strategically installed at three monitoring points (P1, P2, and P3) on the dam to capture real-time acceleration data. The use of specialized blast patterns, precise stemming control, and electronically sequenced detonations ensured that all recorded accelerations remained well below the critical threshold. A total of 496,163 tonnes of material were safely blasted, with 8,452 meters drilled and powder factors ranging from 419 to 594 g/ton. Therefore, this case study exemplifies operational excellence in controlled blasting, demonstrating the feasibility of safe mining near geotechnically sensitive zones through predictive modeling, rigorous QA/QC, and post-blast analysis.

A rocket parachute signal flare is often used to signal a maritime emergency. In the general operation of these devices, a solid rocket motor propels a metal body to an altitude of approximately 1000 ft (305 m). At the end of the rocket motor, a propelling charge drives a signal flare and parachute out of the metal body and ignites the flare, which then burns for approximately 40 seconds as it falls to earth. During the Summer of 1997, rock excavation was carried out for construction of the Centre Block Underground Services building (CBUS) abutting the most historically significant structural complex in Canada, the Parliament Buildings in Ottawa. Controlled blasting was required for the removal of 25,000 cubic metres of limestone bedrock within the ten week time window of Parliamentary recess. A test blast program carried out in 1996 had established that close blasting was viable even within the very restrictive limits considered necessary to preserve the structural and cosmetic integrity of these historic structures. In total 300 blasting operations were required to complete the excavation, including the 20 test blasts conducted in 1996. Based on attenuation characteristics established for the site during the trial blast phase, the blasting contractor proposed excavating the CBUS site in three zones. Each zone contained differing drill patterns, depths and explosive loads. Vibration intensities, air concussion levels and displacements across representative existing cracks were measured and recorded at numerous observation points within and around the Centre Block and the Library of Parliament, as well as on the grounds of the Parliamentary Precinct. The blasting portion of the excavation was completed within budget in less than eight weeks, well within the tune window available. Comparison of very extensive pre and post-blast condition surveys revealed no damage to the existing structures on Parliament Hill as a result of these operations.

Liquified petroleum gas mixed with oxygen has been used as a new type of mixed gas source for gas detonating system. The experimental studies have been done on the detonation feature of gas detonating transmission in a long and thin tube, the transmitting reliability for detonating network, the design on gas exploder and test devices. The results of the study show that (1 )Liquified petroleum mixed with oxygen can be used as a new type of regular gas source. (2)The transmission of detonating wave is reliable for new type of mixed gas in a 500-meter long plastic tube with 3mm inner diameter and the detonating velocity is up to 2500m/s. The detonating wave can surely initiate and transmit several branched gas detonating cap and explosive through the end of detonating network, the tubes inner diameter for the detonating quenching is 0. I’mm. (3)The gas exploder designed by authors can be used for gas propotional distribution,strong turbulence-mixing,initiating by reflex shock wave and safety control purposes. The developed double flowmeter can be used together or seperately in responsible for main testing in the system.

PT Freeport Indonesia is a block cave mine that now utilizes an advanced undercut method to set up the min in the Deep Ore Zone (DOZ). In this method a slice of rock (undercut) is broken such that it sits on top of the drawbell level. The drawbells are developed to channel the broken ore into the extraction level and to enable the caving orebody to be drawn out in an even and controlled manner. These drawbells are difficult to form due to the small amount of void that can be developed in the low strength rock before firing. Starting with two rises of 2m square, the void ratio for the entire drawbell around 6%, which would normally result in a frozen and unproductive blast. Orica -Mining Services have worked with PT Freeport in a collaborative effort to find a solution to the mining problem. With excellent control of timing of the blasting it is possible to get fluid flow of blasted rock out of the draw points such that more void can be made available for blasting the remaining parts of the drawbell. The i-konTM electronic blasting system gives the exacting control of timing within the blast to achieve this Dynamic Void Generation (DVG). The solution stops the need to charge close to brows in the drawbells and reduces the cost and time related to developing initial blast voidage. This paper identifies the results of the trials including design, photographic evidence and vibration analysis. The flexibility and accurate timing of this electronic blasting system has enabled single hole initiation rather than 4 or more holes being initiated together, thereby reducing the damaging vibrations to the extraction level.

"Two major railroad companies have identified several segments along the railroad corridor betweenTehachapi and Bakersfield, Kern County in California that require construction of a second track to improve operations in this area. The total project proposes an upgrade of five segments along the Tehachapi-Bakersfield route. The authors focused on two segments: Walong to Marcel and Cliff Siding Extension. The second track project comprised design of a through-cut adjacent to an existing tunnel and up to 120-feet-high (36m) side-hill cuts (both in granitic rock). The authors characterized the geologic ground conditions and ground behavior, including rock mass quality and strength using a combination of rock core drilling and rock slope mapping. The rock mass is generally characterized as granitic tonalite with strong core stones surrounded by a matrix of decomposed granite (DG)."

The Panama Metro System’s Network expansion involves excavating a launching shaft for a tunnel boring machine (TBM) to traverse beneath the Panama Canal. The blasting needed for this shaft construction poses significant challenges due to the presence of concrete walls encircling the excavation. These walls must remain intact throughout construction and the tunnel's future operation. This case study is focused on devising and implementing safe blasting techniques crucial for the shaft's construction, ensuring the preservation of surrounding concrete walls and project equipment. As the interest was potential damage to the concrete walls, an appropriate vibration threshold for this project was also required as an alternative to the traditional U.S. Bureau of Mining RI-8507 limit (USBM RI8507). Blast modeling software was employed to conduct a series of blasting simulations. Parameters like hole diameter, spacing, depth, explosive type, and initiation methods were varied to evaluate their potential effects on wall stability and damage risk. The simulations revealed that smaller diameter holes and reduced spacing between blast holes would effectively mitigate the risk of wall instability. Additionally, utilizing electronic delay detonators and carefully planning the blast hole detonation sequence proved critical in minimizing potential damage. Executing these blasts in the field presented unique challenges, including strict charge per delay thresholds and logistical constraints. Consequently, continuous adjustments to blasting parameters were made and comparative result analysis. Beyond providing a safe blasting strategy for the TBM launching shaft, this study offers invaluable insights into adapting blasting designs to align with environmental and structural safety standards. These findings hold great potential to shape guidelines for analogous sensitive construction projects. They underscore the importance of leveraging prior research as a reference point, engaging with project designers and local authorities, and continually conducting testing and adjustments to ensure project success.
