The report provides a general description of DOM technology, sources for DOM technology, and identifies approaches and requirements for acquisition by the Enterprise of DOM technology by conventional means. The approaches identified assume the Enterprise enters into a contractual/ joint venture arrangement with an uncommitted and competent systems management firm at various stages of the DOM system acquisition process. The approaches provide for training through work/study as well as through direct participation in acquisition programs. The potential success of the alternatives are evaluated in terms of the likelihood of the acquisition of an ongoing Enterprise economic DOM operational capability. The study concludes that sources exist and that the Enterprise should under-take the development of its own technical capability through conceptual design prior to selecting its source for systems management expertise.

The purpose of the present study is to increase the safety of explosive storage. This was accomplished by: a) review of the histories of recent and past magazine explosions to define causes and trends; b) observation of present-day explosive storage conditions and practices at active mines; c) examination of existing Federal regulations on explosive storage to determine whether they address all conceivable safety problems, whether they contain redundant or obsolete standards, and whether their intent is clearly stated; d) recommendation, for safety improvements and for revision and clarification (if necessity) of governmental regulations. Magazine explosions are rare. A recent increase in magazine explosion frequency must be attributed to a large increase in deliberate (criminal or malicious mischief) explosions. Fires of various origins account for the remaining explosions of the past decade. During 1884-1926 several lightning-generated explosions occurred in non-metal magazines, but none recently. It appears that the contents of a well-constructed, metal magazine are immune to direct lightning strikes, regardless of whether the magazine is grounded or not grounded. Grounding a metal magazine cannot be harmful, but it may well be superfluous. Magazines were observed at 34 widely separated mines and storage problems were discussed with personnel at these mines. In general, storage conditions and practices were found to be satisfactory. Usually, only small quantities of explosives are stored on mine property since most explosives are brought in by suppliers when needed. MSHA and BATF standards on explosive storage appear to cover safety aspects adequately. However, certain revisions are recommended to clarify some of these standards and to reduce inconsistencies in their enforcement.

"THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented III this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960/ from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963,1 The leading general and technical libraries of the United States maintain files of the Bureau's publications. There are no producing or developing mines or active mining claims in the Deschutes Canyon RARE II study area. Only two prospects were found; they have no identified potential for mineral resources. Thin diatomite deposits occur in the Pliocene Madras Formation. Development of sand and gravel deposits in the area could not favorably compete with similar deposits in the surrounding area which are closer to points of use. By mid-1982, active oil and gas lease applications covered about 25 percent of the area, a reduction from nearly 100 percent in early 1981. No holes were drilled for oil and gas exploration. INTRODUCTION Personnel of the Bureau of Mines, Western Field Operations Center conducted a mineral investigation of the Deschutes Canyon RARE II area during the summer of 1982. The area, about 10 mi (16 km) southwest of Madras, Oregon, covers 10,890 acres (4,407 ha) in the Crooked River National Grasslands (fig. 1). The Deschutes River has incised a deep canyon into the north sloping elevated lava plain near the transitional boundary of the High Lava Plains and the Deschutes-Umatilla Plateau geomorphic divisions (Baldwin, 1964, p. 20).

Bituminous coal mining in the United States is currently experiencing a period of rapid growth which began in the early 1960's. Future demands are conservatively predicted to rise to 700 million tons by 1980 and to anywhere between 1 to 3 billion tons by the turn of the century. This means a continuous expansion of coal production by a factor of at least two can be expected before the end of the century. Over the last few years, production from underground mining has decreased; yet it is about 50% of the total coal output. In the absence of any discovery of near surface coal deposits, and even after conceding that some deeper deposits can be surface mined with changes in technology it can be reasonably assumed that coal production from underground will continue to play an important part in solving the energy crisis.

This paper, covering Chaffee, Fremont, Gunnison, Lake, Larimer, Park, and Summit Counties, Colo., is the second of a series reporting on the tungsten potential of the Colorado region. The assembled information was obtained by examination of some properties, personal contacts with owners, and access to unpublished reports by other engineers. The tungsten-bearing areas of the 7 counties cover approximately 400 square miles and are in 10 distinct areas, which vary in size (fig. 1) from 1 square mile up to 290 square miles. The tungsten mineral wolframite was discovered by a man named Hackay near Dale on the Florence & Cripple Creek Railroad in the early 1900's, and wolframite and hubnerite were noted at Climax and the adjacent areas in Lake and Summit Counties at an early date, but no records of shipment from any of the areas are available before World War II. It is not known when scheelite was first discovered, but it was recognized in the Stockton mine during World War I. In the counties listed 64 properties are known to contain tungsten; of these, 18 have had some commercial output, although only 3 of them produced in 1953. The total production through 1953 is estimated at 115,000 short-ton units of tungsten trioxide. In 1953 by far the major portion came from the Climax mine.

A study was conducted to determine if commonly used alloying additions or coating materials can prevent the formation of a liquid-copper phase during the reheating of copper-containing steels. If so, the tendency of such steels to surface-crack during hot-working might be eliminated. Steel specimens were scaled by heating them either isothermally or in a programed manner that simulated industrial furnace practice. Metallographic examination of the heated specimens showed that molten fayalite (Fe2Si04) completely prevented the formation of liquid copper at the surface. Fayalite, which melts at 2,200° F (1,205° C), was formed by internal oxidation of the silicon contained in the steel. By forming complex molten oxides, coatings of borax glass were also effective in preventing the occurrence of liquid copper at the steel surface.

The zirconium-hafnium separation plant at Albany, Oreg., was the result of a chain of events that started with studies by A. R. Kaufmann at the Massachusetts Institute of Technology. Variations in the listed neutron-absorption cross-section of zirconium caused him to suspect a misprint. As a result of these discrepancies and following his suggestions, Oak Ridge scientists made studies establishing a value of 0.4 barn or lower. This meant that the potential of zirconium for reactor application was greatly enhanced. Since hafnium is invariably associated with zirconium and has a high neutron cross-section, it was necessary that an efficient hafnium-separation method be developed before the superiority of zirconium as a structural material in nuclear reactors could be realized. The Albany plant was built and operated for the Atomic Energy Commission (AEC) under Letter Agreement AT-(11-1) -140, patterned after a plant operated by the Carbide and Carbon Chemicals Corp. at Oak Ridge, Tenn. Construction was begun in April 1951. Hafnium was to be extracted preferentially as hafnium thiocyanate from an aqueous mixture of zirconyl and hafnyl chlorides in hexone (methyl isobutyl ketone) by a liquid-liquid countercurrent system.

The first bulletin (269) 3 in this series, which appeared in 1932, compiled the entropy values then available for the elements and in-organic compounds, results being listed for some 150 substances. Elaborations and revisions followed in 1936 (272) and 1941 (280), when over 500 usable entropy values were tabulated. The present bulletin constitutes a further elaboration and revision. The accumulation of data since 1940 has been marked, and 800 entropy values now are available. The present bulletin also contains all the pertinent explanatory matter that appeared in its predecessors. Thus, it retains the same dual purpose of assembling the available values of the entropies at 298.16° K. of the elements and inorganic compounds and giving enough explanation of methods of calculating entropies to make the results comprehensible.

To improve mining safety and efficiency by providing a practical way of detecting faults and channel sands that disturb coal seams. Approach A seismic system using a shallow blasthole has been developed and tested. How It Works A small shock is caused in a shallow hole, sending seismic waves through the ground. These waves are reflected from the top of the coal seam, acid are detected by a line of geophones on the earth's surface. Dampening of the seismic signals by channel sands and other discontinuities in the seam is detected and recorded. See Figure 1. The seismic shock wave can be produced by exploding small charges, dropping a weight, firing a gas gun, or actuating a vibrator. Depending on the soil cover, the shock is usually generated in shallow vertical holes about 10 feet deep. Hole depth depends on the soil mantle thickness because it is preferable that the seismic shock originate below that layer.

This report (rind related Appendices) provides a description of the functional design specifications and related rationale for development of a training system for dragline equipment operators. Phase I activities involved a delineation and detailed analysis of specific behavioral requirements for successful dragline operation. Following the field data collection effort, job/activity/task descriptions were formulated into training requirements which can be achieved by a trainee with training hardware having specific functional capabilities. The training system analysis integrated the training requirements and the trainer functional capabilities into recommendations which configure a total training system. The objective of the training system described in this report is to provide new operators of dragline equipment with the requisite skills and knowledge to assure cost-effective development and an adequate supply of our human resources.

Ohio has an estimated 46 billion tons of coal beneath 12,000 square miles of the eastern third of the state. Recoverable coal reserves within this vast area are estimated at 21 billion tons, 3.2 billion tons of which have been mined since 1800. Ohio is the eleventh-largest coal- producing state in the nation and ranks third nationally in coal consumption. Coal resources in Ohio lie in as many as 60 identifiable coal seams along the northwestern flank of the Appalachian coal basin. Except where interrupted by minor faults and erosional discontinuities, these rocks dip gently and uniformly to the east, simplifying the mining methods needed to extract the coal. Fourteen of Ohio's 60 coal seams are considered to be important, although only a small number of seams are currently being mined. Ohio first enacted a surface coal mining law in 1948, requiring in part a $100 per acre reclamation bond. Ohio progressively strengthened its surface mining law in 1949, 1955, 1959, 1961, 1965,1972,1975,1978, and 1981. At the time of its enactment, Ohio's 1972 mining law was one of the most stringent in the country. This law also created a state coal severance tax of four cents per ton to be used for abandoned mine land reclamation. Ohio received primacy to regulate the surface coal mining operations within the state August 16,1982. Its Abandoned Mine Land Program was approved on the same date.

A program has been conducted to determine the feasibility of providing a borehole liner for Kelly Bar drilled boreholes in Southern Florida. The concept was to drill the borehole with the Kelly Bar and with it still in the borehole insert a tube which would remain in the unstable ground after withdrawl of the bar. The tube then will provide an unobstructed borehole for the charging of explosives upon completion of the drilling the shot pattern.

This report describes exploration, development, and exploitation methods, and summarizes costs at the Stormy Day mine, which was discovered in 1941. Several shipments of tungsten ore were made in 1944 to the Metals Reserve Company, Salt Lake City, Utah. The purchase of tungsten by the Federal Government, which began in 1951, stimulated interest in tungsten, and a successful program of exploration with participation of the Defense Minerals Exploration Administration (DMEA) indicated enough ore to warrant development of the property. Development work comprised drifting, crosscutting, and raising. Shrinkage stoping was used for mining the ore. Operations were suspended in October 1956, when the Federal Government terminated its purchase program. Total production of the mine was approximately 20,000 tons of tungsten ore. INTRODUCTION This information circular is one of a series, prepared in cooperation with various mining companies and published by the Bureau of Mines, relating to methods and costs of equipping and developing mining properties in the United States.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. The objective of this study was to determine the magnitude and sources of environmental noise from mining operations near populated areas, to de-scribe monitoring techniques, and to identify applicable existing noise abatement techniques. To this end, noise surveys of a representative sample of mines and quarries were conducted. Noise levels at site boundaries and near specific equipment and ensembles of equipment were measured. Noise exposures in terms of annual day-night sound level were calculated for the boundary noise measurement locations. In addition, the relative sound level contributions were estimated for the mining equipment noise sources affecting the boundary locations. Noise abatement methods falling into three categories were analyzed: equipment practices, operational/administrative practices, and equipment quieting. Selected applications of noise abatement methods were evaluated in hypothetical situations with emphasis upon machinery selection and use. Procedures for measuring noise around mining operations were provided.

This report presents a design and cost investigation for several alternative versions of a field-worthy mining machine-mounted respirable dust monitor. Three main design variations are considered: (a) light scattering sensing, (b) Beta-filter tape sensing, and (c) a combination of the two preceeding methods. Eventual instrument production coats as a function of design complexity are tabulated. Cost estimates for the development and field testing of field-worthy prototypes are also presented. A general discussion on the technical aspects of these design alternatives is included following a modular-hierarchical approach of progressive complexity. The technical background to this report has been provided by the experience and results derived from the work performed under U.S. Bureau of Mines Contracts Nos. H0166097 and H0377092.

It also discusses the most advantageous use of this well-stimulation method in waterflood projects. A thorough search of the literature was made, and pertinent information was abstracted from appropriate reports. A carefully designed and controlled program of formation fracturing is an effective aid in waterflooding because it increases water-injection and oil- production rates. Generally, fracturing has resulted in little or no reduction in ultimate oil recovery, but under certain circumstances recovery has been substantially increased.
