Accurate flammability and ignitability data for chemicals form the cornerstone of procedures used to assess the hazards associated with commercial chemical production and use. Since 1967 the ASTM E27 Committee on the Hazard Potential of Chemicals has issued numerous, widely used consensus standards dealing with diverse testing and predictive procedures used to obtain relevant chemical hazard properties. The decision to issue a standard rests solely with the membership, which consists of representatives from industry, testing laboratories, consulting firms, government, academia, and instrument suppliers. Consequently, the procedures are automatically relevant, timely, and widely applicable. The purpose of this paper is to highlight some of the widely used standards, complemented with hypothetical but relevant examples describing the testing strategy, interpretation, and application of the results. A further goal of this paper is to encourage participation in the consensus standards development process. The paper is published in two parts. The first part (in the preceding issue of Process Safety Progress) dealt with the E27 standards pertaining to thermodynamics, thermal stability, and chemical compatibility. "The pollution of streams has received much attention during the last few years, and although there are many other and more serious forms of pollution, the problem of acid mine drainage is important in certain sections of the country, particularly in Pennsylvania. At the request of the United States Public Health Service the Bureau of Mines undertook to determine some of the factors contributing to formation of acid mine waters, the yearly variations in quantity and quality of drainage, effect of mining methods, and various other questions arising in connection with the problem; some attention was also given to its economic phases.In acknowledgment, the writer wishes to thank Dr. R. R. Sayers, Chief surgeon; A. C. Fieldner, chief chemist; and W. P. Yant, supervising chemist, health laboratory section of the Pittsburgh Experiment Station, all of the Bureau of Mines, under whose direction the work was conducted.Because no data of a like nature had previously been determined, and with the thought that such data would throw additional light on the general subject, a stream having a number of mines draining into it was selected for observation in both high-sulphur and low-sulphur bituminous-coal districts, as designated in commercial rating. These mines and streams were visited in both wet and dry seasons to note the quantity and variations in acidity of mine drainage and the subsequent effect on streams. Maps of these streams with the sampling points are shown in Figures 1 and 2. In a report of this nature a great deal of tabular data is best emitted, but reference to the maps will serve to indicate the factors that determined sampling points, such as tributary streams and gobs."

Laboratory performance of mercury filled current limiting devices (CLD) used for high speed switching of DC circuits (600 volts and below, up to 1000 amperes) using a system involving a parallel connected vacuum switch with CLD and an additional series connected vacuum switch was verified in USBM Contract #HO 357079. This report details analytical work and field experimental tests to predict and control voltage surges associated with the high switching speed associated with the switching system. It also details tests conducted to demonstrate the fault current limiting ability of the CLD. Problems associated with designing a fault current limiting system are discussed.

This report is the third of a series on convergence of roof and floor in coal mines and subsidence of surface that accompanies it. The first paper5/ dealt with extraction in a mechanized mine (Montour 10) having relatively short rib lines that retreat rapidly. The second dealt with extraction in a mine (Crucible) in which coal was loaded. by hand and in which the rib lines wore long and slow-moving. The present report deals with a mine (Gibson) in which conditions approximated those in the Crucible mine, except that the distance between room centers was considerably less and the pillars were narrower in consequence. Moreover, the average cover was less and the studies were made under the steep hillside of a stream valley compared with a gently rolling surface over the portions of the second mine studied. Gibson mine lies in the east-central hart of Washington County, Pa. , approximately midway between the Montour 10 end Crucible mines on a north-south line. A cooperative agreement covering the work was made with the Hillman Coal & Coke Co. through W. L. Affelder, vice president. This paper describes the methods used in the investigation, gives excerpts from the data obtained, and offers such generalizations as appear to be justified.

The waters used to waterflood the Wilmington oilfield were studied by the Bureau of Mines, in cooperation with the city of Long Beach, Calif. Increases in the pressure of the injection wells indicated that they were being plugged by materials suspended in the waters. This study was made to identify the suspended materials, determine their origin, and find methods of preventing their formation. The suspended oil-coated materials were iron sulfide, barium sulfate, calcium carbonate, clay, and sand (or silica). Results indicated that the sulfide, which was as high as 90 milligrams per liter, was the product of sulfate-reducing bacteria. The injection of ocean water increased the sulfate content of the waters in the petroleum reservoirs from 3 to 250 milligrams per liter, thereby furnishing sulfate for growth of the bacteria. The waters were supersaturated with barium sulfate. Laboratory tests showed that sulfide could be removed from the waters by adding iron at a cost of 1 to 2 mills per barrel. The solubility of iron sulfide and calcium orthophosphate in the injection waters was also determined.

Enclosed cabs are a primary means of reducing the silica dust exposure of equipment operators at surface mines. The National Institute for Occupational Safety and Health (NIOSH) has investigated various factor effects on enclosed cab air filtration system performance. Factors experimen­tally investigated were intake filter efficiency, intake air leakage, intake filter loading (filter flow resistance), recirculation filter use and wind velocity effects on cab penetra­tion (inside to outside cab concentration ratio). Adding an intake pressurizer fan to the filtration system was also investigated. Results indicate that the intake filter efficiency and recirculation filter were the two most influential factors on cab penetration. Use of a recirculation filter significantly reduced cab penetration over the intake air filter by itself due to the multiplicable filtration of the cab interior air. Cab penetration was also affected to a lesser extent by intake filter loading and air leakage. Adding an intake pressurizer fan notably increased intake airflow and cab pressure while providing only minor changes to cab penetration.

Surprisingly, real gross national product (GNP) surged at a seasonally adjusted annual rate of 4.3% for the first quarter of 1987 according to preliminary estimates made by the Department of Commerce, the highest rate in 3 yr and significantly above the revised fourth quarter 1986 rate of 1.1% (table 1). The spurt, however, was caused by an unusual $59.5 billion rise in inventories, mostly cars and trucks, and there was little support from other sectors of the economy. Motor vehicle inventories rose as consumers continued to tighten their purse strings--consumer spending declined 0.4% for the second quarter in a row. Nonresidential and residential fixed investment and government purchases of goods and services were also down from the previous quarter. The increasing cost of energy was the major factor in the jump to 3.696 in the rate of inflation, as measured by the fixed-weighted price index for GNP, and rising inflation also helped put a damper on consumer spending. The underlying good news was that the trade deficit shrank for the second quarter in a row as imports declined at an annual rate of 11.1%. Also, profits in the manufacturing sector rose strongly in the fourth quarter, and for the first time in 9 quarters, the primary metal industries became profitable (table 1). If one discounts the anomalous inventory growth, the bottom line is that the economy continues to grow at close to the expected 2.5% level experienced over the past 2 yr. Of concern over the next several quarters, though, is the impact of the large over- hang of motor vehicles inventories on the economy. EMPLOYMENT The civilian unemployment rate declined to 6.636 in March after remaining at 6.7% for the previous 3 months. Employment continued to expand in February and March, although growth was significantly slower in March than in previous months. The manufacturing sector, however, lost 24,000 jobs in March after gaining 46,000 in February. Three-quarters of that gain came when striking workers at USX Corp. and Deere & CO. returned to their jobs. Employment in the manufacturing sectors of direct interest to the mineral industries has generally been increasing for at least the last quarter, while worker hours for these sectors have been on the upswing since April 1986 (figures 1 and 2).

The Bureau of Mines conducted a flammability study of plastic ventilation ducts. Six rigid 16-in-diam fiberglass-reinforced plastic ducts from five manufacturers were examined using laboratory-scale, large-scale, and full-scale fire tests. The laboratory-scale tests included the American Society for Testing and Materials E162 radiant panel test, the E2863 oxygen index test, and the standardized small-scale flammability test (S3FT) developed by the Mine Safety and Health Administration (MSHA), U.S. Department of Labor, and replicated by the Bureau of Mines. Ten-foot lengths of the same ducts were also subjected to a large-scale vertical fire test, and 20-to 30-ft lengths were tested in a full-scale in-mine fire test at the Bureau's Lake Lynn Laboratory mine. The data from the laboratory-scale radiant panel test and oxygen index test indicated that the ducts were fire-resistant, However, five of the six ducts failed the S3FT and vertical fire tests, and four of the ducts failed the full-scale in-mine tests with flame propagation rates that ranged from 3 to 10 ft/min. The results indicate the need for improved fire-resistant plastic ducts. The good agreement between the S3FT re-sults and the vertical and full-scale tests show that the S3FT provides a good indication of the flammability of fiberglass-reinforced plastic ducting under realistic fire conditions.

The Bureau of Mines, in cooperation with the Florida phosphate mining industry, investigated the dewatering of waste phosphatic slimes. Part of this investigation was to determine the electrophoretic mobilities and cation exchange capacities of the slimes. The mobilities and exchange capacities are reported for samples of slimes taken from 15 plants operating in the Florida land-pebble phosphate district that includes Polk,Hillsborough, Manatee, Hardee, and DeSoto Counties. The electrophoretic mobilities determined were all negative, ranging from -0.24 to -1.93 (micrometers per second) per (volt per centimeter). Also reported are frequency distributions of electrophoretic mobilities, electrophoretic mobilities of slime diluted with distilled water and electrophoretic mobilities of sand-slime mixtures. The cation exchange capacities ranged from 17 to 45 milliequivalents per 100 grams of slime solids.

A three phase program evaluated commercial proximity warning devices, developed and designed a microprocessor-based electrostatic field measurement instrument, and utilized this instrument to investigate the electro-static fields about power lines. The Phase I program consisted of test and evaluation of these commercially available proximity devices. The evaluation results were reported in the Phase I report entitlted "Evaluation of Proximity Warning Devices II dated 22 February 1980. The Phase II program resulted in the design and development of a microprocessor-based Distributed Sensor A.C. Electrometer which measures the electrostatic field present at 17 discrete locations along a crane boom. Operator control of the measurement system allows simultaneous electric field measurements from 17 probes, print out of the electric fields measured, and data archiving on magnetic tape for post measurement analysis. Under the Phase III program, electro-static fields around a crane boom were measured by the instrument at 17 high voltage power lines of various voltages and geometries. The electric field data was processed and plotted versus boom distance from the power line. Analysis of the electric field data indicate that the distances at which a single sensor alarm will activate, vary by a factory of 3 to 1. This is due primarily to variations in boom orientation. The results also indicate that in the case of multiple power lines, a single electrostatic field sensor cannot reliably be used to determine the distance from a power line.

"INTRODUCTION The Good Fortune mine was sampled by an engineer of the Bureau of Mines in June 1944. Project 984 was set up under the strategic minerals program to make old workings accessible for this sampling program. Actual operations commenced June 1, 1944, and were completed June 30, 1944.The deposit was visited and discussed briefly by Sidney H. Ball 3/ of the Federal Geological Survey in the summer of 1906 and by H. M. Chance 4/ several times from 1887 to 1900.LOCATION AND ACCESSIBILITYThe Good Fortune mine is situated in the Hartville mining district in Platte County, Wyo., approximately 9 miles northwest of the town of Guernsey. The property is about 100 miles north of Cheyenne, Wyo. (fig. 1).ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. This Bureau of Mines report presents the design for a commercial-sized flue gas desulfurization (FGD) demonstration plant that uses the citrate process. The goal of the Bureau's citrate process is to minimize the undesirable environmental impacts of industrial plants emitting SO2-bearing gas. The FGD plant is located at the George F. Weaton powerplant, Monaca, Pa. Construction was completed in April 1979 and will be followed by preliminary testing and a 1-year testing and evaluation program. Design capacity of the FGD plant is 156,000 scfm of 0.2-volume-percent-SO2 flue gas yielding about 16 tons of sulfur per day. The plant is intended to (1) clean fly ash, SO2, and Cl- from the gas while cooling the gas in a venturi scrubber, (2) absorb SO2 from the gas using 1,200 gpm of a countercurrent-flowing citric acid-sodium citrate-sodium thiosulfate solution, (3) react the absorbed SO2 in two 13,000-gal stirred closed vessels with added H2S, thus precipitating elemental sulfur and regenerating the citrate solution for recycle, and (4) recover the sulfur from the slurry by air flotation, followed by melting in a heat exchanger and separation from the occluded citrate solution in a sulfur decanter at 35 psi and 135° C.

This report updates an accounting of mines and prospects in the Seafoam mining district, Custer County, Idaho, begun during mineral appraisal of the Idaho Primitive Area. Thirty-two mine and prospect locations have been added to the Bureau's Mineral Industry Location Subsystem (MILS) data base as a result of initial phases of mineral appraisal of the River of No Return Wilderness; most previously known locations were field checked and the updated information added to the data base. The district's major deposits include polymetallic fissure veins of gold-silver-lead-zinc-copper hosted by granodiorite and quartz monzonite which have been intruded by dikes ranging in composition from rhyolite to dacite, and vein type replacements of silver-lead-zinc-copper hosted by calcareous xenoliths imbedded in major intrusives. These deposits may be related to the intrusion of the Rapid River pluton or the Casto pluton. The dominant northwest structural trend is parallel to an aeromagnetic high, a weak gravity salient, and the Blue Bunch Mountain dike swarm.

Mine fires constitute one of the greatest threats to the health and safety of those working in the underground environment and each event has the potential for disastrous consequences. Of the major mine fires and thermal events that have occurred in the United States in the last 6 years, it is estimated that remotely installed seals could have been used in 63% of the events to control fire growth or to aid in fire suppression work. The National Institute for Occupational Safety and Health (NIOSH) is conducting full-scale tests at the NIOSH Lake Lynn Experimental Mine to evaluate and improve remote mine seal construction technology. The main focus of this work is to develop reliable technology that will completely close the mine opening from floor-to-roof and rib-to-rib. This paper presents the results of remote seal installations using grout-based materials.

This report is volume 3 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation,' and ventilation. This volume of the final report describes the Methane Generator subsystem of the Master Design Simulator. This subsystem is used to determine methane emission rates into the mine environment. These flow rates are then used by the simulator in planning primary and secondary ventilation systems, planning a methane drainage system, and analyzing complex ventilation networks. Both steady state and unsteady state gas flows are included, and have been modeled as second order nonlinear partial differential equations. Finite difference equations are used to obtain numerical solutions to the models using a central differencing scheme. An application of the model is presented. The appendices include derivation of the gas flow equations used in the model as well as a users manual for the computer program.

The purpose of this effort was to investigate the feasibility of employing a piezoelectric transducer for seismic communications applications in mine environments. The transducer, a government furnished device incorporated a high Q, spring-mass resonator to load the air side of the piezoelectric crystal. The resonant frequency was seismic load dependent and fell in the range of 300 to 340 Hz. The effort included a mathematical analysis of the transducer, with corroborative laboratory tests, together with actual communications experiments performed first in an open-formation limestone quarry and finally in an operating iron mine. This work showed that the transducer could be coupled efficiently to hard, competent rock media with power conversion efficiencies of 70 to 80 percent (electrical to mechanical) in typical installations. In the iron mine, when radiating peak power was about 30 W (acoustical) in a gated pulse mode, signals were received at a distance of 760 ft through a massive rhyolite porphyry formation. This represents a 15% radiation efficiency with an input of 200 watts. Despite the high ambient noise level due to operating mine machinery, a signal-to-noise ratio of about 20 dB was achieved using a very narrow band filter to process the received signal, and a data rate of about two pulses/sec was demonstrated.

A continuous flowing paper electrophoresis cell was used to separate petroleum and petroleum extracts into characteristic patterns. The electrophoresis of Bachaquero, Lagunillas, Boscan, and Gibson petroleums in nitro-benzene and acetic acid-based electrolytes was investigated. The extent of separation in the patterns was studied by measuring the metal and porphyrin contents of the effluents. Qualitative separations were achieved in some systems, whereas either system demonstrated only a high degree of electrophoretic migration.

The purpose of the work covered by this contract is to develop a ground and pilot conductor connector which will significantly improve mine trailing cable splice performance. This work compliments the work completed under Contract 00357100 on the development of crimp connectors for the phase conductors of trailing cables. A brief discussion on splice problems is presented as an introductory means and substantiates the need for the development and test programs outlined in this report. As with the phase development work, the ground and pilot connector work is essentially of an empirical nature. As a result time is devoted to explaining the derivations of the test procedures used. In order to familiarize the reader with connector terminology a section is devoted to a glossary of pertinent terms. The connector design effort includes connectors for splicing ground and pilot conductors. A distinction is made between connectors suitable for splicing round and flat ground configurations. The same also applies to the pilot conductors. During the course of this work, much time has been devoted to the question of suitability of round cable configurations for trailing cable applications. This is discussed in detail along with resulting conclusions and recommendations. A field test program was conducted in order to confirm ground and pilot connector laboratory data. This testing also determined the viability of the connector designs and recommended installation techniques in a mine environment.

The principal activities of the Bureau of Mines Explosives Research Center from July 1, 1963 to June 30, 1964 are described briefly in part 1. Part 2 gives short abstracts of publications that appeared during fiscal year 1964; in general, the research reported in these publications antedates the report period. Part 3 describes a short-term investigation into safety problems associated with shipping of molten sulfur; this investigation is not at present destined for publication elsewhere.
