The machine-mounted continuous respirable dust monitor (MMCRDM) is a fixed-location area sampling device developed for possible use at the working face of an underground coal mine. This device, based on proprietary technology known as the tapered element oscillating microbalance, has evolved over the past eight years through a cooperative effort of the former Bureau of Mines, MSHA, and the Rupprecht & Patashnick Company in Albany, NY. The capability to measure respirable coal mine dust levels on a continuous basis, rather than depending solely on periodic samples obtained from the traditional coal mine dust samplers, has been a goal in the mining industry for nearly two decades. Recently, an extensive series of laboratory and underground tests was conducted by NIOSH with the cooperation of MSHA and coal operators to test the performance of the MMCRDM In preliminary laboratory testing, the MMCRDM seemed to work well. However, in every underground test, when compared to reference samplers placed close to the inlet, the MMCRDM failed to meet the 25% accuracy criterion specified in the contract under which it was developed. Two reasons explain this failure: First, in most tests the bias (the relative discrepancy between the average MMCRDM concentration and the average reference sampler concentration) was too great. Second, the variability of the samplers used for reference comparison was too large. Finally, the underground testing of the MMCRDMs showed that they are quite unreliable at this stage of development. In the majority of mine tests, no more than 10 shifts of data were taken before the MMCRDM failed to function properly. Major breakdowns, requiring the return of the MMCRDM to the factory for repairs, occurred on average every 28 days. To be considered mine-worthy, MMCRDM reliability must be substantially improved. Although extensive research has been carried on to determine the factors affecting the explosibility of carbonaceous dusts, as much has been published on coal-dust and grain-dust explosions recent reports of loss of life and property in explosions if metal dusts emphasize the lack of information on the extent of the dust-explosion hazard in plants manufacturing or handling; aluminum, magnesium, or zinc powder, as well as other metal or mineral dusts. Early investigators believed that only the carbonaceous dusts formed explosive mixtures with air, and it was not until near the beginning of the present century that the explosibility of certain metal and mineral dusts was recognized generally. In his book, entitled "Fire and Explosion Risks," published in 1904, Von Schwartz called attention to such hazards. Many vague references to metallic-dust explosions are found in the literature, such as "a severe explosion of aluminum dust occurred in the Middle West several years ago," but very little information seems to be available on the extent of the hazard, the number of explosions, or the amount of loss caused by explosions in pants handling metallic or mineral dusts or powders other than those of a carbonaceous nature. A search of the records of insurance companies, rating bureaus, fire underwriters,and fire-protection associations as well as the files and records of Government agencies has been made to obtain authentic data on explosion losses. To indicate the extent of the hazard a summary of laboratory tests covering the explosibility of certain metal dusts, with brief reference to their uses and Methods of manufacture, and the data compiled from the information available on losses are presented in this publication.

The Belizean economy registered a modest real growth of 1.3% during 1981. The gross domestic product (GDP), based on current prim was $121 million' with an inflation-rate of 10%. The country received $19 million in economic aid during 1981. In early 1981, Belize'e four commercial banks raised the interest on deposits to 15% in an effort to curb capital outflow. During 1981, the financial situation deteriorated somewhat, particularly the balance of payments. For the year the total value of imports exceeded exports by almost $38 million, while the Government continued to maintain a fairly free trade policy. Import duties and term averaged about 8% on essential item and 40% on nonessential ones.

A strategy for prioritizing mining health and safety research by evaluating the potential for risk reduction through interventions is proposed. Mining has one of the highest incidence rates of injury and disease found in major industries. The main premise of this paper is that often the best opportunities to reduce these rates are not revealed by retrospective analysis of injury and illness data. Instead, a proactive approach is needed that accounts for risks to specific hazards that can be abated by engineering or behavioral interventions. The process proposed here begins with development of prospective interventions. The degree of reduction in risk to be expected from an intervention then is determined from statistics on the mining worker population, the expected degree of success of the intervention, and the expected change in the severity of injuries resulting from the intervention. Three disparate mining health and safety concerns are presented to demonstrate common problems in assessing risks of injury and illness and describe additional data needs. Information on events preceding injuries and illnesses and more detailed demographic data on the mining work force are needed to analyze injury and illness data more precisely. Detailed information on exposure to specific hazards is necessary to evaluate the potential for an intervention to reduce risk of injury or illness.

In order to provide an initial approach to the deposits of oil shale, nahcolite, and dawsonite in the central area or the Piceance Creek Basin in northwestern Colorado, the U.S.B.M. and associated contractor personnel drilled and cased a 96-inch ID shaft to a depth of 2,371 feet. The shaft was constructed using ?big hole? drilling techniques and succeeded in giving access to previously inaccessible deposits of the above minerals. This report documents the construction from its beginning in January 1977 to its completion in January 1978. Procedures used and problems encountered are discussed in detail.

The Cuyuna range in central Minnesota has been the source of substantial tonnages of, manganiferous iron ores for almost four decades. To Increase the Nation's self-sufficiency in manganese reserves, the Bureau of Mines initiated a comprehensive investigative program to determine and develop the potential manganese reserves in the region. In the course of compiling all available information on the Cuyuna range, the Scallop-Todd lease appeared to be an area having favorable possibilities for developing substantial reserves of manganese. Early drilling on this lease indicated considerable tonnages of material relatively high in manganese. More recent drilling substantiated the size of the deposit but Indicated lower manganese values. However, beneficiation tests of samples obtained from the recent drilling indicated that the material was amenable to concentration.

The objective of this program was to adapt Space Shuttle technology on high-performance spherical pressure vessels to cylindrical pressure vessels. Specifically, a cylindrical aluminum liner overwrapped with fiberglass filaments and prestressed by yielding the liner under a sizing pressure was to be replaced by a higher strength-to-weight ratio steel liner overwrapped with a higher strength-to-weight ratio filament. The steel was cryoworked stainless steel and the new fiber was Kevlar 49. In addition, the heavyweight ends of the aluminum liner were to be replaced by thin-walled domes which required multiple helix angle wraps for their support, in place of the single kite-string wrap from pole to pole of the aluminum overwrapped design. The use of cold swaging of tube-ends to form bosses, demonstrated on subscale development efforts, had not been achieved full-scale when the contract was initiated. Difficulties arose with the full-scale demonstration which were not solvable at the time with the designs and equipment available. hence, an unanticipated development was the finally selected method of making the 4-in.-diameter stainless steel liner with a single boss and no welds in an 0.020-in.-thick wall, from an 0.050-in.-thick, 13-in.-diameter disk. The demonstration vessel failed by leakage during the prestressing step because embedded oxides had formed flaws in the boss region. Such flaws have been avoided by proper temperature control during hot spinning. Hence, a new design was developed which weighs half as much as its recently developed predecessor. Funds ran out before adequate testable hardware was produced.

Abandoned underground coal mine areas must either be sealed or ventilated to comply with federal mine regulations. Ventilation of these abandoned areas is often impractical due to roof falls and inadequate primary mine ventilation. If the area is sealed, a very complex ventilation system is set up. In which the gob "breathes" in and out due to barometric pressure fluctuations. The Gob Assistant is a computer program (for use on IBM compatible personal computers) which allows the prediction of air flows into and out of a sealed mine area. Gas flows with applicable control techniques are also modeled. This information is presented to the user who will decide which control technique, or combination of techniques will ultimately be applied. The Gob Assistant is an intelligent gob simulator that can reduce the guesswork involved in predicting the effects of sealing and control techniques before they are applied. This paper provides the fundamental principles upon which the Gob Assistant is based, verification of these principles, and an explanation of how these principles were integrated into the Gob Assistant.

This paper is one of a series being prepared by the United States Bureau of Mines describing mining and milling methods and costs at cement-plant quarries throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs may in some instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue.

The Kline tract ?3.nd the Frey tract are two separate properties situated in the Wentworth district on the easterly edge of the Tri-State zinc-lead region (fig. 1). The Kline tract is in the southwestern corner of Lawrence County, Mo., and the Frey tract, 1 1/2 miles west of the Kline, is in the northeastern part of Newton County, Mo. A bureau Of Mines drilling project embraced work on both properties, but the amount of work done on the Frey tract was comparatively small. At the time of the project the Kline tract was under lease to the Wentworth Mining & Milling Co. The Surprise Mining Co. held the lease on the Frey tract. Underground workings on the generally flat-bedded are deposits of the Kline property-covered an area of-about 15 acres. No total metal-production records are available. In 1942-1943 the mine, operated by the Wentworth Mining & Milling Co., produced at an average monthly rate of 83 tons of 60-percent zinc concentrate derived from mining and milling 1,700 to 2,100 tons of ore. At the end of that period no significant amount of reserve ore was in sight. The gravity-flotation mill on the property was operating at about one-sixth capacity.

"INTRODUCTION Red-iron-ore deposits in northeast Alabama have been exploited at vari¬ous times for nearly 6o years. About 3-1/2 million tons of ore have been produced in the Gadsden district; but mining activity has been dormant since 1926, and furnaces within this section of the State now suffer a shortage of red ore.To alleviate these shortages, work by-the Bureau of Mines was recommended after preliminary investigations. 4/5/ Diamond drilling, to determine the lateral and vertical extent of ores of known deposits in Greasy Cove and on Shinbone Ridge, was done from August 1946 to May 1947, as Project 9-106, Alabama Red Iron Ore. Three holes were drilled in each area.ASKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of domestic mineral resources to the end that they- make the greatest possible contributions to the national security and economy. The flotation work on samples from nine fluorspar properties in Crittenden and Livingston Counties, Ky., reported herewith was part of a wartime project that resulted in increasing the supply of metallurgical-grade fluorspar. The samples were tailings, dumps, and waste rock that had been rejected in previous milling operations. All were treated successfully by flotation to yield metallurgical-grade concentrates with recoveries ranging from 77.5 to 98.3 percent of the fluorite. After the laboratory testing, the results of which were available to the owners and operators of the properties, many of the tailing ponds and rock dumps were milled. The real value of this report, therefore, is to show the operators of gravity concentration plants the possibilities of re-treating waste products by flotation either at some future time or currently with the gravity

Duties on Lead Imports from Mexico. - On September 15, the President signed Proclamation 4792 suspending concessions formerly granted as of January 1 on red lead imported from Mexico. The Proclamation also increased the duty payable on litharge imported from Mexico from 3% ad valorem to 3.5% ad valorem, effective September 15. Appeal of Lead Standards. - The U.S. Court of Appeals for Washington, D.C., rejected petitions by the Lead Industries Assoc. and St. Joe Minerals Corp. for a review of standards promulgated by EPA and OSHA. The Lead Industries Assoc. reportedly will appeal to the U.S. Supreme Court on the basis of the "benzene" and "cotton dust" decisions. Scheduled implementation of standards will continue during the appeal.

The value of raw nonfuel mineral materials production totaled an estimated $19.7 billion in 1978. The record 1978 value exceeded by 13 percent the 1977 value of $17.5 billion. This raw mineral output was the basis for approximately $200 billion worth of processed materials of mineral origin. Output of both metals and nonmetals increased about $1 billion each, above comparable figures for 1977. Of the 22 metals produced quantitative output of 11 increased and the value of 13 increased. Among the 48 nonmetallic commodities produced, the quantities for 35 increased, and the values for 40 increased.

This Bureau of Mines report summarizes some recent results on the sensitivity of various experimental explosive systems using ammonium nitrate (AN) as the oxidizing agent. The sensitivity survey included drop-weight and friction testing and sensitivity to initiation by projectile impact and a No.8 blasting cap. It was found that certain types of AN prills can result in cap-sensitive mixtures when combined with No.2 diesel fuel (Fa); prilled AN mixed with nitromethane also result in cap-sensitive mixtures. Mixtures of AN prills and neat 1-and 2-nitropropane were not cap-sensitive, and the use of powdered or grained aluminum in AN-FO did not adversely affect the sensitivity except possibly to increase its sensitivity to friction.
