"INTRODUCTION The Federal Explosives Act (55 Stat., 863), as amended, was passed by Congress on December 26, 1941, and became effective immediately; it amended the Act of October 6, 1917 (4o Stat., 385). The purpose of the Act was to regulate the manufacture, storage, use, and possession of explosives in order to prevent sabotage and to assure that explosives and ingredients would not fall into unauthorized hands. Under the provisions of the Act, the Director of the Bureau of Mines was authorized to administer its provisions under the supervisions of the Secretary of the Interior.EXPLOSIVES-CONTROL DIVISIONTo administer the Act, necessary personnel were employed in accordance with the appropriation made from a special presidential fund and later by Congress, and the Explosives Control Division was organized as a part of the Health and Safety Branch of the Bureau of Mines constituting the fourth division of that branch. A central office was established in Washington, D. C., and field offices were designated largely at the offices of the Health and Safety Branch throughout the country, and 50 explosives investigators were employed and assigned to work from these offices under the direction of the district engineers of the eight districts into which the United States is divided by the Health and Safety Branch. The territory assigned to each investigator was based on the approximate amount of explosives stored in that area; however, smaller territories were assigned to investigators stationed near the Pacific coast, which was indicated as critical by the armed forces."

6889. Aslakson, C. I., and Swick, C. H. Gravity Observations in Peru and Colombia. Coast and Geodetic Survey,-Special Pub. 233, U. S. Government Printing Office, Washington, D. C., 1943, 18 pp. (Price, 10 cents.) In accordance with the policy of cooperation among American republics, the-United States Coast and Geodetic Survey in 1941 made gravity surveys in Peru and-Colombia. The information was desirable for determining the figure of the earth for geophysical purposes and for studying the relationship between intensities of gravity and deflections of the vertical. The survey instrument was the Brown pendulum apparatus. 11 gravity stations were established in Peru and 13 in Colombia. The results obtained at these stations are given in a table covering observed gravity, theoretical gravity, and anamalies. - V. S.

The revised inspection standards or recommendations herein have been prepared for use in Federal inspection of bituminous-coal and lignite mines. They succeed a compilation of similar standards published as Bureau of Mines Information Circular 7268 in December 1943 and employed as a guide in Federal inspections since that time. Important alterations and additions have been made because of changes in mining, practice and temporary shortages of some safety equipment; moreover, several previous standards have been found not generally applicable and have accordingly been deleted. Mining methods and equipment continue to change, and new hazards and new safeguards are introduced. Consequently, these standards are subject to revision from time to time. Questions from the coal-mining industry regarding these standards and suggestions as to changes and additions thereto will be welcomed and considered carefully when the next revision is made. Many constructive criticisms from the mining industry have been considered in preparing this edition.

Tantalum is a rare element ; estimates indicate that there is less tantalum than gold in the earth's crust . After remaining a laboratory curiosity for many years , it was used to a limited extent and for relatively few years (1903- 1911) for incandescent electric-light -bulb filaments . Another wave of interest in tantalum appeared when its electrolytic-valve action was taken advantage of in charging storage batteries , especially for radio work . Tantalum chargers were eventually displaced by other types of chargers , but for a time they were manufac tured in sufficiently large numbers to create a demand for the metal and to bring about its production on a commercial scale in the United States . As tantalum became available in larger quantities and at substantially lower prices , and as high prices for platinum encouraged the employment of tantalum as a substitute , the metal was put to many new uses . Ferrotantalum was made and sold before the World War , and patents have been taken out for a number of special alloys for industrial purposes , but probably the largest use for the metal to-day is in vacuum tubes .

"INTRODUCTION Water flooding of oil sands in Texas as a means of secondary recovery of oil has been practiced mainly in the north-central part of the State, which includes the old shallow fields in eight counties, extending south through Wichita and Clay Counties on the Red River into Brown County.The Texas Railroad Commission, is empowered ""to promote conservation and prevent waste in the drilling, completion, operation, and abandonment of oil wells"" and ""to issue regulations necessary for fulfillment of these ends,"" granted The Texas Co. the first permit to inject water into the oil-bearing sand on December 7, 1935. The permit was granted after the Commission had conducted a number of hearings, which were attended by many operators interested in that method of secondary recovery. Through December 31, 1944, the Commission had granted 50 permits for water flooding. Of that number, 45 permits were issued for projects in north Texas, the remaining 14 being distributed throughout west and south Texas. By the end of 1944, there were 33 active and 5 abandoned water-flooding projects in the North Texas area, as is in figure I.Oil production in the North Texas area started in 1904 from the shallow sands (ranging from 100 feet to 800 feet in depth) of the Petrolia (or Henrietta) field in northern Clay County. Development was rapid and unrestricted during the boom period from about 1911 to 1918, and considerable waste of both produced oil and reservoir energy resulted."

Sponsored by the American Public Power Association, Edison Electric Institute, National Coal Association, National Ash Association, and Bureau of Mines, the symposium Featured 26 formal presentations by leading experts from Europe and the United States on all major phases of ash production, utilization, and research. Abstracts of all the papers are grouped right after this introduction, and the full symposium proceedings follow. Sponsoring organizations and their chief representatives were the National Coal Association, James R. Garvey, Bituminous Coal Research, Inc.; Edison Electric Institute, C. E. ASBESTOS is a name applied to a group of naturally fibrous minerals. As indicated in a later section devoted to a detailed discussion of the early history of asbestos, the tern may be defined as a. fibrous form of serpentine or amphibole. It does not include fibrous forms of other minerals, such as wollastonite, nemalite (fibrous brucite), or the fibrous forms of calcite or gypsum. A material that has the characteristics of silk or cotton and at the same time will not burn is unique. Because it combines these qualities with other advantageous properties, asbestos has specialized uses for which no substitutes are yet available. Asbestos furnishes a major raw material for a great variety of essential products and their manufacture constitutes a vast industry. The United States leads all countries in the manufacture of asbestos products. The value of such commodities manufactured in 1952 exceeded $332 million. They are not only of vast importance to budding construction and industry but axe absolutely, essential to certain important fields of use, for example, steam packings and friction materials, such as brake-band linings on automobiles.

The 1965 Lignite Symposium, the fourth in a series and the third sponsored by the University of North Dakota and the Bureau of Mines, was held at Bismarck, N. Dak., on April 29-30, 1963. Them 7 symposia provide a forum for those interested in the technology and utilization of solid fuels, especially lignitic coals. As part of the meeting, a 200-mile field trip was taken including inspection of (1) the 200-megawatt, pulverized Lignite-fired Leland Olds plant of Basin Electric Power Cooperative, under construction near Stanton, N. Dak.; (2) the site of the Glenharold mine of the. Truax-Traer Goal Co., Division of Consolidation Coal Co., where a wheel excavator was being assembled; (3) the operating Beulah mine of Knife River Coal Mining Co., subsidiary of Montana-Dakota Utilities Co., near Beulah, N. Dak.; and (4) the 400-megawatt, hydro-electric Garrison Dam powerplant, near Garrison, N. Dak.

"This paper is the second of a series of progress reports4 on a study of the hydrometallurgy of manganese which is being conducted in an endeavor to make possible utilization of the large deposits of low-grade domestic manganese ores that occur in several States.There are at least four processes in which a knowledge of the action of SO2 gas on manganese oxides at elevated temperatures may prove of value.One of these involves dissolution of manganese from ores. The Bureau of Mines has investigated the hydrometallurgy of manganese by a process in which SO2 gas, a waste product at many smelters, is passed into water to form a solvent for manganese. Although several manganese minerals were readily dissolved, rhodochrosite (MnCO3) was attacked but superficially.5 Recent experiments have shown that a roast at 650 to 9000 C. converts the manganese of rhodochrosite to a form that is quickly dissolved by a weak SO2 solution.6 Introduction of smelter gases containing much as 5 per cent SO2 during such a roast would not add much to the cost of the operation, and might result in the formation of considerable water-soluble manganese sulpate.Another case involves a subsequent step in the hydrometallurgical process, namely, the formation of oxides of manganese with simultaneous evolution of SO2 by the heating of the MnSO4 produced by evaporating its solution.A third has to do with the roasting of zinc sulphide ores containing manganese as a preliminary to leaching. During purification of the solutions to be used for the electrolytic deposition of zinc the iron must be oxidized to make possible its removal. Manganese dioxide has been used for this purpose,7 and since manganese compounds are present in some zinc concentrates,8 it is of interest to learn what happens to the manganese in a zinc sulphide or on roasting, and what portion of the manganese in the roasted product might be available for oxidation."

"SUMMARY This report reviews the status of the packaged-for industry as of 1941. A field study was made of 35 representative plants to obtain technics and economic data on different types of processes used to make packaged fuel in the Central States. The report includes a classification of processes, photographs of typical operations, designs of different plants, an analysis of costs of manufacture, and a study of the physical and chemical properties of fuel cubes.It was observed that many of the smaller plants were having troubles in the manufacture of packaged fuel as the price of materials and costs of labor advanced toward the higher levels of 1942. In some instances, the total cost of manufacture was as high as $5.00 per ton, while in the better, medium-sized plants it was approximately $3.25 per ton. The direct manufacturing costs, excluding investment and depreciation, ranged from $3.17 to $2.37. These costs permit almost no profit at small plants when packaged fuel sells for the same price as competing lump coal under conditions existing in 1941-42.It was found that the predominant troubles in plants were due to inadequate drying and insufficient mixing of the starch binder. It was ob¬served that in the better plants, where proper mixing of binder was attained high-quality packages were made if 50 to 70 percent of the moisture was removed in the drying ovens. Experimental data obtained in the laboratory show the relationship between the temperature of dry air and the time required to remove different percentages of moisture in wrapped orunwrapped coal cubes.The average physical and chemical properties of fuel cubes made by five processes are listed, and tentative standards for minimum physical qualities and methods for measuring quantity are giver."

The production of small heats of alloy steels on an experimental scale is often desirable in beginning the study of new alloy steels before large amounts of expensive alloys are used in heats of commercial size. Such small heats can sometimes be made up at crucible-steel plants, but few crucible-steel makers care to undertake experimental heats for other firms. Small electric furnaces offer some advantages over crucible furnaces for experimental work. Hansen1 in 1909 described a small 100-kilowatt single-phase, direct- arc furnace with a capacity of 50 to 300 pounds of steel, and such furnaces, of 200 pounds capacity or larger, are being successfully used by various firms for experimental work. They have the advan- tage of using the same metallurgical procedure as is used in prac- tice for larger electric furnaces. The very small sizes have the draw- back of lack of precision in controlling the carbon content of the steel. Small Rennerfelt two-phase, indirect-arc furnaces of 40 to 60 kilo- watts and small Industrial Electric Furnace Co. furnaces, single- phase with one electrode embedded in the hearth, of 25 to 50 kilo- watts, are also in use by a few firms for experimental work or for production on a very small scale. Hoskins carbon-plate resistor crucible furnaces are also sometimes used. Little seems to have been published on the use of these furnaces in making experimental alloy steels. Keeney' has given data on the making of uranium steels in a tilting Siemens furnace of 25 pounds capacity, and has described a small stationary Siemens furnace.

"The experimental flotation work described in this paper was undertaken to test the conclusions derived from a previous microscopic and chemical study of several samples of converter slag. That study3 resulted in the conclusion that approximately 90 per cent of the copper content of a converter slag wad in either the sulphide or metallic form, and that if the slag were cooled slowly the copper-bearing material would be in particles of such size that they would be freed from silicate and magnetite grains by grinding the slag to pass a 150-mesh sieve. If this were true, it should be possible to separate the copper-bearing grains from slowly cooled, converter slag by the flotation process.Many attempts, of which the author has seen no published account, have been made to treat slags, especially converter slags, by flotation. In every case these trials have been made with chilled slags, in which, as shown in the preceding report, the copper-bearing material is top finely disseminated, to be freed by any reasonable degree of grinding.The flotation tests described in this paper have shown that it is possible to recover by flotation about 30 per cent of the copper content of a converter slag containing 3 per cent copper and to obtain flotation concentrates which have a copper content of 35 per cent.Acknowledgment is made to G. The studies herein reported were begun as a part of researches undertaken by the United States Geologü;al Survey looking to the more effcient utilization of the coal in the United States through the reduction of waste in its extnidion, and were continued as part of further researches having regard to the conservation of the fuel resources of this country and to the lessening of injuries and fatalities in coal mining. Among other phases of the general problem to be studied were the origin of the gas whidi escapes into coal mines, its modes of occurrence in the coal and rock strata, and the conditions governing its outflow into the mines. The subject of relative danger from destructive explosions due to gas and coal dust in different mines belonging to different coal fields was to be one of the principal lines of investigation. But this work was barely under way when the series of unusually disastrous explosions in the Naomi, .Monongah, and Darr mines of Pennsylvania and West Virginia, in December, 1907, afforded an exceptional occasion to observe the behavior of explosions on a large scale. Because of the opportunities for study afforded by these terrific explosions, the inquiry originally planned was d ¡verted to the more specific investigation of the conditions in tl10SC mines, and the examinations have been directed toward finding those qualities of gas and dust which were concerned in these explosions. The following discussion, therefore, consists essentially of a report on that subject; but it is far from being exhaustive, and is to be regarded as a preliminary outline of investigations which are still in progress. The first of the three mine explosions mentioned occurred in the Naomi mine of the United Coal Company, near Bellevernon, Pa., on Sunday, December 1, at 7.40 p. m. All the men who were within the mine at the time, fortunately only 34, were killed. Less than a week later there occurred in mines Nos. fì and 8 of the Fairmont Coal Company at Monongah, W. Va., the most disastrous mine explosion yet recorded in the annals of American mining. The mines were comparatively new and well laid out. Mine No.8 had been in operation only about two years and was the pride of the Fairmont Coal Company. Mine No.6 was first opened ahout four years earlier. In order to make it possible, in case of emergency, for either mine to be ventilated by the ventilating system of the other, the two sets of workings were connected underground. The F face heading of mine K o. 6 led direetly into No.2 north heading of No.8 mine. On Friday, Dcccmber 6, at about 10.30 in the morning, an explosion of unusual violcnce swept completely through both mines, pursuing its course throughout the numerous ramifications and bursting out of the two pit mouths, located It miles apart, nearly simultaneously. The slope of mine No.6 was only slightly damaged, but at the mouth of No.8 the destruction was very great. The fan was wrecked, the engine house was demolished, and mine timbers were blown across Monongahela River: As nearly as can be determined, 361 men were killed in the two mines by the explosion. .While the inspection of the Monongah mines was still in progress, on Thursday morning, December 19, at about 11.20, a similar explosion wrecked the Darr mine of the Pittsburgh Coal Company ut Jacobs Creek, Pu.; 238 men lost their lives in this explosion, which in number of casualties is second only to the :Monongah disustcr in the history of American mining. Of ull thc men in the mine at the , time of the explosion, only one mun, who happened to be within 100 feet of the ~iUrface on an old manway in a wet, unexploded portion of the mine, succeeded in escaping alive. The underground investigation of these mines was made in cooperation with Clarence Hall and ""Valter O. Snelling, of the United States Geological Survey, and James ""V. Paul, now of the Survey but at that time chief of the department of mines for vVest Virginia, to all of whom the author is greatly indebted for valuable assistance, suggestions, and advice. Mr. Paul will rcport on the nature of these explosions, the precipitating causes, their destructiveness, and the general cüliditions in these mines following the disasters. The present report is confined essentially to the laboratory examination of some of the explosive materials collected from these mines directly ufter the explosions.

To measure the loading behavior of friction bolts, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) installed strain gauges on the interior of friction bolts and developed a battery-powered miniature data acquisition system (MIDAS) that fits inside the hollow portion of the friction bolt. The advantages of this system are that it is protected from face blasts and eliminates the need for external wiring. Laboratory pull-out tests showed that friction bolts installed in a concrete block with resin were loaded to about 1.8 tons/ft of bolt length; bolts installed without resin were loaded to 1.3 tons/ft. Three strain-gauged friction bolts were installed at Hecla Mining Company’s Gold Hunter Mine, Mullan, ID, in the wall or rib of a mechanized cut-and-fill stope. The object of these tests was to establish an installation procedure for the bolt-and-MIDAS combination and to evaluate performance. The stope was advanced in three 15-ft increments and strains induced in the rock bolts by stress changes in the rock were recorded every 30 minutes. The MIDAS proved to be rugged enough to withstand the shock and vibration from nearby (5 ft) face blasting. Data from MIDAS showed that the friction bolt installed with resin was the most sensitive to each face advance. It showed a steady increase in loading to a maximum value of 1000 microstrain. The friction bolt installed without resin showed stick-slip behavior with loads to a maximum of 400 microstrain before the stope was completed.

On November 20, 1968, a massive explosion rocked the underground workings of Mountaineer Coal Co.?s Farmington No. 9 Mine in West Virginia. Of the 99 miners who were working in the mine at the time of the explosion, only 21 survived and escaped the mine. This group included eight who were rescued from the Mahan?s Run air shaft. Nearly 40 years after the event, researchers from the NIOSH Pittsburgh Research Laboratory conducted oral history interviews with two of the eight survivors rescued from the shaft. The Farmington No. 9 Mine disaster ultimately led to passage of the Federal Coal Mine Health and Safety Act of 1969 (amended in 1977).

"The seventh National Safety Competition, that for 1931, conducted by the United States Bureau of Mines, was participated in by 350 mines and quarries operating in 34 States. Tables 1 to 5 show the relative standing of the various plants, Bronze trophies, known as the ""Sentinels of Safety,"" which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines were awarded to five companies, each company having established the best accident—prevention record within one of the five classes into which all companies were divided — namely, anthracite mining companies, bituminous—coal mining companies, metal—mining companies, operators of nonmetallic mineral mines other than coal mines, and quarries or open—cut mines. The trophies are awarded for one year and are then transferred to the winners of the succeeding year's contest.The outstanding feature of the contest of 1931 was the operation of a bituminous coal mine without a lost—time injury to any employee. While accident—tree records had previously been made by certain quarries, metal mines, and nonmetallic mineral mines, never before has such a feat been accomplished by a bituminous coal mine in the National Safety Competition. Whether or not such a record has been made by a bituminous—coal mining company not enrolled is the competition the writer does not know, but it is believed that the case referred to is unique among large coal—mining companies. The mine to which reference is made is No. 1 mine of the Phelps Dodge Corporation, at Dawson, N. Mex. To that company belongs the distinction not only of being the first coal—mining company among those enrolled in these yearly safety contents to operate its mine without an accident but also of occasioning the 'Sentinels of Safety' trophy for a bituminous mine to take its first journey west of the Mississippi River. For the past six years the trophy has been in West Virginia, Alabama, or Pennsylvania."

In the last several years, the coal mining industry has made significant changes in the design of longwall mining systems to make them more productive. Some changes, such as increasing the length of the coal faces and increasing the capacity of the face conveyors, have resulted in problems with achieving sufficient motor torque to start and operate the longwall face conveyors. Other changes, such as increasing the size and/or decreasing the percent impedance of longwall power center transformers, have resulted in problems with the short-circuit currents on the transformer secondaries exceeding the interrupting ratings of the molded case circuit breakers used to protect the secondary circuits. A survey of 24 longwall mining systems in northern West Virginia was conducted to investigate both problems. The results of the survey are presented and analyzed. Several recommended solutions to the problems are presented to enable the coal mining industry to design safe and productive longwall mining systems.

Supercompressibility factors, Fpv, were derived from experimental compressibility data for five helium-nitrogen mixtures containing from 50 to 100 pct helium. These Fpv values are required as volumetric correction factors for or if ice meter measurement of "crude helium" (helium-nitrogen) purchased by the Government in a program of helium conservation. Although compressibility measurements were made by the Burnett method (2)3 - for pressures from 100 to 3,400 psia and temperatures from 40° to 100° F, Fpv values were needed only for pressures from 400 to 2,000 psia. Consequently, values at increments of 2° F, 2 pct helium, and 10 psia were tabulated only for the required pressure range. Values for pressures outside this range can be calculated from information shown in the tables. Values for the second, third, and fourth coefficients in the equation Z = 1 + BP + CP2 + DP3 are also included.
