Operator cabs on a front-end loader and a rotary rock drill were retrofitted with ceiling mounted heating1AC units and air filtration systems. Subsequently surface coal mine field studies were conducted to evaluate the respirable dust protection these retrofitted cab systems offer to the equipment operator. A significant 10: 1 respirable dust protection factor (ratio of outside to inside cab dust levels) was measured for the front-end loader cab with positive pressurization of the cab interior. Whereas an insignificant 3: 1 respirable dust protection factor was measured for the drill cab without positive pressurization of the cab interior. These results indicate that achieving positive interior cab pressurization with retrofitted cab filtration systems is a key element to their dust control effectiveness.

Ultimately, the most important product of a hearing conservation program is the prevention of hearing loss, not the amount of hearing protection that has been purchased or whether employees are attending their annual training sessions. Audiometric testing directly reveals whether hearing losses are actually occurring in a plant. With audiometric data, we can assess overall program effectiveness, alert workers of impending hearing loss, and reveal potential employer liabilities for compensable hearing loss. Without the ability to efficiently analyze audiometric data or produce effective reports, our programs become fruitless and unproductive. Consequently, ifaudiometric data are such vital end-products, then effective audiometric technologies serve as the prime architect and generator of these fundamental data. These technologies, consisting ofaudiometers, associated peripheral hardware, and database/reporting software, deserve our consideration.

Intense vibration can be transmitted to the hands and arms of workers who use hand-held percussive or vibrating devices, tools, and work pieces. Continued habitual exposure to vibration directed to the hands can cause patterns of various symptoms associated with hand-arm vibration syndrome (HVAS). The International Organization for Standardization (ISO) first published ISO 5349 in 1986.3 This standard specified methods for measuring and evaluating vibration directed into the hands from hand-held vibrating devices, tools, and work pieces. The American National Standards Institute (ANSI) published ANSI S3.34 the same year.1 This standard was modeled after ISO 5349-1986 and specified methods for assessing exposure to hand-arm vibration. The Parliament of the European Union has issued the European Union Human Vibration Directive-2002/44/EC, which specifies vibration daily exposure action values (DEAV) of 2.5 m/s2 and daily exposure limit values (DELV) of 5.0 m/s2. These values have generally been accepted by medical experts, scientists, and engineers in governmental agencies, research institutions, and industry in the USA and other countries.2 When they are achieved, they will reduce the potential for the development of symptoms related to HAVS among workers exposed to hand-arm vibration. Significant improvements in measurement and analysis instrumentation, miniature and subminiature accelerometers, and medical diagnostic and assessment protocols have being introduced since 1986 when ANSI S3.34 was first published. In response to these improvements and the introduction of the EU Human Vibration Directive, ANSI Working Group S2.39 developed the revision to ANSI S3.34, which has now been published as ANSI S2.70-2006.2 Method ANSI S2.70 specifies the use of the hand-arm vibration measurement procedures outlined in ISO 5349, Parts 1 and 2.2,4,5 It requires the measurement of ISO frequency-weighted acceleration values in three mutually orthogonal axes of vibration. These values are then vectorially added to obtain the vibration total value, ahv: [ ] where ahwx, ahwy, and ahwz are the measured r.m.s. This Bureau of Mines publication contains routine analyses and related source data for 495 natural gas samples from 21 States and three foreign countries. Of this total, 376 samples were collected during calendar year 1968. The remaining 119 analyses are of samples collected during previous years, but releases granting permission to publish the results Here not received until 1968. All samples were collected as a part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917 and in late 1965 was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus which are described in Bureau of Mines Bulletins 4863 and 576.4 Ten previous publications have presented results of 8,165 gas analyses made by the Bureau of Hines Helium Activity prior to 1968. This paper presents the results of a study to verify and validate a computer model that represents and analyzes motions and hazardous events in a simulated three dimensional workplace. The purpose of the computer model is to support research that is investigating the safe speed range for the vertical movement of roof bolter boom arms to reduce worker injuries in underground coal mines. The information obtained for this paper is based upon a project that is investigating means to reduce workers risks of injury from exposure to mining machinery. The methodology being employed by the project includes human factors design considerations, anthropometric modeling and simulation tools, laboratory validation, engineering interventions, and collaboration with industry and an equipment manufacturer. The results of this study were used to (1) determine the input parameters that are unique to the mining environment and needed to develop a credible, computer-based, human-machine interactive model, (2) develop test methods to measure the required parameters, and (3) to refine the human-machine interactive computer model.

Laboratory flotation of synthetic coal-pyrite mixtures and high-pyritic-sulfur coal indicated that ferric chloride (FeCl3), aluminum chloride (AIC13), chromium chloride (CrCl3), and cupric sulfate (CuSO4) are potential pyrite depressants. For each metal salt there appeared to be a range of pH values and optimum concentration for selectively depressing pyrite in coal flotation. Pyrite was depressed in the pH range from 4.5 to 7.0 with ferric chloride, from 5.8 to 7.0 with aluminum chloride, from 6.4 to 7.1 with chromium chloride, and from 6.4 to 7.4 with cupric sulfate. Best separation of pyrite from coal was achieved in flotation solutions containing from 2 X 10-5 to 5 x 10-5 mole/ liter of each salt. In solutions containing excess salt concentrations, coal was also depressed. These Bureau of Mines tests demonstrated on a laboratory scale that, in solutions containing 4 X 10-5 mole/liter ferric chloride and from 1 x 10-4 to 2 x 10-4 mole/liter sodium hydroxide, the pyritic sulfur content of a Lower Freeport bed coal sample could be reduced from about 2.51 percent to less than 0.60 percent with recoveries of over 83 percent. The depression of pyrite appears to be due to the adsorption of positively charged colloidal metal hydroxide at the pyrite-solution interface. This hypothesis is supported by zeta potential determinations which showed that suspended coal and pyrite particles in solutions containing metal salts are positively charged in the pH range where depression occurs.

In this Bureau of Mines investigation, production was monitored for 1 year at over 30 coalbed gas-drainage boreholes located in Alabama, Pennsylvania, and West Virginia. Results indicate that the quality of data gathered from such wells can be improved greatly if potential problems are anticipated and prevented in the early stages of well production. Major water-monitoring problems include solids buildup, freezing, the presence of gas in surface waterlines, and improper pumping interval settings. Such problems may be avoided by incorporating in the original well design waterline filters, sand screens, separator tanks, and systems to automatically control pumping intervals. Problems related to measurement of coalbed gas flow include large quantities of water vapor contained in the gas, especially during winter months; freezing and subsequent obstruction of flow; sudden, uncontrolled release of gas pressure; and solids buildup in metering equipment. The installation of commercially available items, such as filters, separators, and insulation, and the thoughtful application of a basic knowledge of coalbed gas reservoir characteristics will prevent most production-monitoring problems.

The National Institute for Occupational Safety and Health (NIOSH) at the Pittsburgh Research Laboratory (PRL) is conducting research to reduce the noise exposures of roof bolting machine operators and to prevent additional cases of Noise Induced Hearing Loss (NIHL) thru the development of engineering noise controls. This paper describes and evaluates an engineering noise control for the roof bolting machine, namely the collapsible drill steel enclosure. The results of the evaluation demonstrated that using the collapsible drill steel enclosure provided a 7 dB(A) reduction in sound pressure level at the operator?s position of a roof bolting machine.

Coal mines comprised 13.7% of all mining operations. • Bituminous mines comprised 92.5% (n = 1,825) and anthracite mines 7.5% (n = 147) of coal mining operations. • More than 70% of all coal mines were located in three states: Kentucky (29.0%), West Virginia (20.9%), and Pennsylvania (20.2%). • Bituminous coal mines reported the production of over 1 billion coal tons.

This Bureau of Mines report deals with water infusion of coalbeds, which can control methane emission at face areas during developmental mining and which may sometimes suppress dust. Studies show that water infused into the coalbed flows through the fracture system and displaces the methane in the fractures and prevents migration from the solid coal. Displaced gas migrates away from the face area that has been water infused and enters the return ventilation airways. A gradual decrease in methane emission is observed from the start of infusion until the infused zone is mined through. Depending on the permeability of the coalbed, infusion pressures ranged from 300 to 2,200 lb/in2. Face emissions in the Upper Kittanning coalbed were reduced by 89 pct; reductions of 38 to 79 pct were measured in the Pittsburgh coalbed depending on the relationship between the face cleat direction and mining direction. Respirable dust levels were reduced by about 75 pct on a longwall section in the Pocahontas No. 3 coalbed and by about 50 pct on a development section in the Upper Kittanning coalbed, but no statistically reliable reduction was found in the respirable dust levels in the Pittsburgh coalbed.

1. In 2003, a total of 258 metal mining operations reported employment to the Mine Safety and Health Administration (MSHA). Metal mines were the smallest mining sector, comprising 1.8% of all mining operations.1 • Gold mines comprised 44.2% (n = 114) of all metal mining operations. Other common types of metal mines were iron ore (n = 29; 11.2%), copper ore (n = 28; 10.9%), and lead and/or zinc ore (n = 21; 8.1%). • Nevada had the largest number of metal mines (n = 48; 18.6%) followed by Alaska (n = 29; 11.2%).

Coal miners, especially roof bolter and continuous miner operators, work in a hazardous underground environment where they are often exposed to poor roof conditions. Nearly 500 rock fall injuries are reported each year, and 99% of them are caused by rocks falling from between the roof bolts. These loose rocks that injure miners are usually just a few inches thick, but on average weigh 280 pounds. NIOSH has found that most rock fall injuries can be prevented by installing roof screen during the bolting cycle. Roof screen is a sheet made of steel wires in a grid pattern. When screen is bolted up against the mine roof, it provides far more coverage than any common surface control used in the mines today. Because more mine roof is covered, there is less chance that a rock will fall and injure a miner. The facts about roof screen are shown in the new NIOSH video entitled “Make It Safer With Roof Screen.” Using extensive underground footage, the 7-minute video shows how well screen keeps loose rock from falling in difficult roof conditions. Techniques for installing screen from both outside-controlled and walk-thru roof bolting machines are shown. The video also provides safe handling tips, best practices, and information about machine technology that can greatly improve material handling. Throughout the video, a coal mine safety manager and a shift foreman talk about the tremendous difference that roof screen has made at their mines. An instructional booklet supplements the video with additional information. It presents compelling data from mines that have practically eliminated rock fall injuries with a roof screening program. Other sections of the booklet discuss in greater detail roof screen installation, tips for manual screen handling, a material handling system for roof screen, and use of the personal bolter screen, which can be easily handled by one person. Screen specification and custom ordering are described, including the sizes of screen, grid sizes, reinforcing (indicator) wires, edge cut options, and screen strength. A list of additional sources of information is also provided. Nearly every mine eventually encounters poor roof. Screen is one of the most powerful control techniques available. This new video will help make mine managers aware of screen, and it can help them in developing a roof screen installation program. It also serves as an information source and teaching tool for safety managers and trainers. The video can easily be integrated into new miner training programs or annual refresher training.

Me explosions often are caused by it combination of factors, including concentration of methane in air, formation of clouds of dust, and the presence of a flame or spark. These explosion factors have varied with changes ill milting method and practises over the years, but the basis causes have always been the salve. Understanding of the causes and to acceptance of ways to guard against explosions and their effects have been slow to spread from investigates to officials and Own to bosses and miners. Assessment of workplace exposures is an important tool for helping to minimize dust-related occupational illness and diseases. Real-time particulate monitoring can effectively locate areas where dust controls are needed and determine how well they are working. An affordable, person-wearable, real-time dust monitor is needed. The SKC Inc. Dust Detective (SKCDD) fulfills those requirements (Disclaimer: Mention of any company or product does not imply endorsement by NIOSH). The SKCDD consists of a disposable sampling tube (DST) connected to a small hand-held sampling pump. The SKCDD was developed through a Cooperative Research and Development Agreement (CRADA) between the National Institute of Occupational Safety and Health (NIOSH) and SKC Inc. The relationship of dust concentrations measured by personal gravimetric samplers to those measured by the SKCDD was determined in a laboratory aerosol chamber. A comparison of the means and the relative standard deviation of triplicate measurements of each type of sampling device demonstrated the SKCDD to be a viable alternative means for measuring dust. While it provides accurate measurements for specific coal types, it requires correction factors (those correction factors still need to be calculated) for other coal types.

Workers at Anaconda Aluminum Company's primary aluminum smelter at Sebree, Ky., were back on the job December 1, after agreeing to a new 3-year contract. The old contract had expired November 15. On December 20, the Aluminum Company of America reportedly shut down a 42,000-ton-per-year potline at its Wenatchee, Wash., primary aluminum smelter and half of a 23,000-ton-per-year potline at its Vancouver, Wash., smelter as a result of a power cutback by the Bonneville Power Administration. A1 so in December, Kaiser Aluminum & Chemical Corp. reduced overall power at its Mead and Tacoma, Mash,, smelters and shut down one of eight 27,500-ton-per-year potlines at Mead. Reported shutdowns for the firms since September have amounted to 76,000 tons for Alcoa and 50,000 tons for Kaiser. Alcan Aluminum Ltd. announced plans to double the generating capacity at its Kemano hydroelectric power plant in British Columbia to 1,916 megawatts. The additional power would be equal to that required of a primary aluminum smelter with an annual capacity of 567,000 tons.

In this Bureau of Mines report, time-resolved infrared emission spectra and corresponding pressure and temperature histories are reported for large-scale propagations of CH4-air, CH4-air-N2, and CH4-air-CF3Br ignitions in a 12-ft-diam sphere. Absolute spectral radiances were obtained throughout combustion over the 1.6- to 4.8-gym range, and the radiance growth patterns for the H20 (2.5-µm) bands are presented as a function of methane stoichiometry and diluent concentration. Flame temperatures were determined from the C02-band emissions, which approximated unit emissivity shortly after ignition. Burning velocities are also given for some of the test-mixture compositions. Measured flame temperatures were in excellent to fair agreement with theoretical adiabatic values for the CH.-air and CH4-air-N2 mixtures; the best agreement was for the stoichiometric CH4-air mixture. The CH4-air-CF3Br mixtures with =2 pct CF3Br gave poor agreement with theory. The measured temperatures were significantly lower during the early stage of combustion; furthermore, the later stage of combustion was uninhibited and yielded unexpectedly high pressures. Supplemental data from a 2-ft-diam sphere at various initial pressures confirmed that the CF3Br inhibition effectiveness decreases with increased pressure. The possible effects of buoyancy, turbulence, and changing kinetics are discussed.
