These inspection standard have been prepared for use in the Federal inspection of strip mines producing, bituminous coal, anthracite, and lignite. This circular is a revision of the Safety Code for Strip Mining, which was prepared by the Bureau of Mines and employed as a guide for Federal inspectors. Numerous changes have been made in the original code to keep the in step with improvements in the industry. With continuing changes in mining methods and facilities some of these standards may become inapplicable and further revision may be advisable. Therefore, questions regarding these standards, and suggestions regarding new standards should be brought to the attention of the Bureau of Mines. Few States haves laws pertaining to strip mines, but where such laws do exist it is possible that some of the standards may conflict with them. In cases of conflict, the intent is not to advocate noncompliance with State laws, but to suggest reconsideration of such laws or safety orders.

Gnome shaft, situated about 24 miles southeast of Carlsbad, N. Mex., was designed and sunk by the U.S. Atomic Energy Commission for conducting a peace- time experimental nuclear explosion in the thick salt beds of the Permian Salado formation. Excavation was started July 1, 1960, and completed July 26, 1961. The 10-foot diameter shaft, lined with concrete through the rock section, was sunk 1,216 feet. A drift was driven approximately 1,140 feet on the 1,200- foot level terminating in a shot chamber. On completion of 100 feet of shaft, by means of a truck-mounted crane, facilities were installed for conventional sinking. About 709 feet of rock and 506 feet of salt were encountered in the shaft. Salt beds at this place are reported to be over 1,200 feet thick. The overlying rock section varies greatly in composition and thickness of beds and contains a 28-foot bed of water-bearing dolomite. The aquifer was sealed to facilitate shaft sinking and to prevent water-seepage damage in the salt section of the shaft. Sealing was accomplished by grout injection through holes drilled into the aquifer and by grouting behind the concrete liner.

The U.S. Bureau of Mines (USBM) conducted experiments to determine if training using a latent-image, three-dimensional (3-D) slide simulation exercise improved miners' ability to recognize roof and rib hazards. The effectiveness of this innovative type of classroom training was investigated by measuring workers' performance on a hazard recognition task. The study was unique in that hazard recognition skills were assessed in the workplace using actual coal mine roof and rib hazards. Results showed that training with a latent-image, 3-D slide simulation exercise significantly improved each subject's performance on the in-mine hazard recognition task. Further, the USBM researchers concluded that transfer of learning from the classroom to the workplace occurred.

Humphreys Gold Corporation of Denver, Colo., was conducting a successful placer operation in 1936 on North Clear Creek about 6 miles below Blackhawk in Gilpin County, Colo. About 3,000 cubic yards of gold-bearing gravel are dug daily (September. 1936) by two draglines and a power shovel. The gravel is screened in a portable washing plant; the trommel oversize is discarded, and the undersize is pumped to a gold-saving plant. The gold is caught in riffles in sluice boxes. The total cost of mining is about 20 cents per cubic yard. The mine is in a narrow canyon at an altitude of 7,200 feet. The Blackhawk-Central City branch of the Colorado & Southern RR. runs over the property. Freight platforms for receiving supplies were moved as the workings advanced. The workmen reached the mine on a speeder that ran on the railroad tracks from a point on the automobile highway (U. S. 40) on Clear Creek near the bottom of Floyd Hill, about 5 miles distant. The mine is 36 miles by road and speeder, or 30 miles by rail, from Denver.

In its efforts to maintain production of tungsten during the recent war period, the Bureau of Mines explored certain parts of the properties of the Atolia Mining Co. in San Bernardino County, Calif., by diamond drilling. Owing to past production record and other available data, the area was considered attractive for possible development of new ore bodies. Scheelite occurs in narrow veins ranging in width from a fraction of an inch to several feet. The veins are in quartz monzonite in a zone 2 miles long and 500 feet wide. Production from the district was reported to have been over 1,000,000 units of W03. Twelve diamond-drill holes, totaling 5,056 feet, were drilled by the Bureau of Mines in the vicinity of the Papoose, Papoose No. 5, Amity, and Union mines, the tailings pond, and the "Old Spud Patch." The work began in August 1943 and was completed in June 1944. This publication briefly describes the history and deposits of the district and gives full details of the work performed by the Bureau.

This paper, which describes the milling practice at the Britannia concentrator, Britannia Beach, B. C., is one of a series being prepared by the Bureau of Mines. The concentrator treats copper ore at the present rate of 6,000 to 7,000 tons of dry ore daily and produces copper concentrate and pyrite concentrate by selective flotation methods. The copper concentrate is smelted and the pyrite product is utilized for acid manufacture.

In summer, when hot, moisture-laden air enters a coal mine in the region east of the Mississippi River, the moisture is likely to condense on the roof and ribs because the incoming air is cooled below its dew point upon contact with the roof, ribs, and floor of the mine passageways. When the roof and ribs become wet owing to this condensation they are said to "sweat." In many mines, as soon as this sweating begins, shale or slate roof that appears solid and strong in winter begins to cut and fall. For a long time most mining men believed (many still believe) that the roof trouble was due to this sweating. However, from observation of conditions in one mine the operators concluded that the trouble was caused by expansion and contraction of the roof due to changes of temperature. This opinion was confirmed by experiments at several mines in cooling the air as it entered the mines. Methods used in these mines for cooling the air are described in this circular. MINE A At mine A the roof gave considerable trouble in the summer, and it was observed that where a spray of water from a leaking dam kept the roof wet and at a uniform temperature no difficulty was experienced with the roof, although it had cut and fallen on either side of that point. From this fact the company officials concluded that changes of temperature in the air rather than moisture caused the trouble and that if the incoming air were cooled to approximately normal strata temperature much of the additional roof trouble experienced during the summer would be overcome.

The production of beryllium metal and its alloys is one of the most difficult tasks in metallurgy. In this report we shall examine the progress made in this work- in the last 15 years; taking into account the outstanding publications, including; those of the patent literature, and the information obtained during our 20 years? experience with this metal. The difficulties experienced' in producing elementary beryllium derive from the physical nature as well as from the chemical behavior of the metal and its compounds. Its oxygen affinity is about the same as that of calcium and a little higher than that of magnesium. Its chlorine affinity is much lower than that of magnesium, about equal that, of manganese, and little higher than that of aluminum. The sulfur and nitrogen affinity is probably almost the same as that of calcium for these elements, and beryllium carbide is probably more stable than aluminum carbide, A14C3. The intermetallic affinity of beryllium may be given in descending order, as follows: Nickel - copper - iron. It forms eutectics with -aluminum and silicon as well as with silver. It does not alloy with magnesium and only partly with calcium. Its oxide melts at 2,570° C., but CaO and BaO form readily fusible eutectics with BeO(65).3/ No igneous solvents are known for BeO, which behaves id this regard like Mgo. The beryllium silicate is a strong compound, the aluminete much less so; however, CaO easily displaces Be in the heated mixtures. The Anhydrous chloride hydrolyzes, and it cannot be made from aqueous liquors. It sublimes at 488° C, and melts at 405° C., The fluoride, which, is very Soluble in water, hydrolyzes also, but a kind of oxyfluoride of the approximate formula 2 BeO?5 BeF2 can be made from solutions by dessication. The fluoride melts at 800° C, and boils above 1,100° C. It forms very stable double fluorides with alkalifluorides, which have very low melting points and are fairly soluble in water. They are more stable than the analogous fluosilicates and the sodium fluoaluminate cryolite.

This paper also discusses the ways in which silica dusts are thought to interact with the cell membrane, with emphasis on freshness, hydrogen bonding, and free-radical interactions.INTRODUCTIONSilicosis is a debilitating pulmonary disease that afflicts persons (miners, foundry workers, ceramic workers, heavy construction workers, etc.) who chronically inhale silica-containing dusts (Schepers, 1960; Silicosis and Silicate Disease Committee, 1988). Since silica is second only to oxygen in weight percentage of the earth's crust (about 28%) and is found in an enormous diversity of minerals, it is natural that silicosis is one of the major industrial health hazards all over the world. Although silicosis has. been studied extensively, the mechanism by which the dusts exert their toxic actions on cells and the processes by which these actions progress to fibrogenesis are still poorly understood. The biological characteristics of the dusts are largely unknown, although it is suggested that the dust size, shape, surface charge, roughness, surface chemical composition, trace metal content, and crystallinity; dose of silica in the ambient air of the workplace; duration of exposure; genetic variation in exposed subjects; personal respiratory patterns; and presence of any coexisting disease (such as tuberculosis or rheumatoid arthritis) all influence the expression of silicosis (Koskinen et al., 1983; Noweir et al., 1980; Raask and Schilling, 1980; Reiser and Last, 1979; Thorne et al., 1985; Wolff et al., 1981). The actual biochemical mechanisms through which these factors operate are still unclear. However, the experiments do provide evidence that the actions of certain unique properties of silica surface on the cell membrane are the starting point of the silicotic process (Allison et al., 1966; Allison and Harrow, 1971; Bateman et al., 1982; Marks, 1957; Parazzi et al., 1968; Reiser and Last, 1979; Summerton et al., 1977). Research by the National Institute for Occupational Safety and Health (NIOSH) has pursued quartz analysis for the specialized ?lter assemblies of a new worker-wearable personal dust monitor (PDM). The PDM is a real-time instrument utilizing a tapered element oscillating microbalance (TEOM®). Standard ?berglass TEOM ?lters cannot accommodate the desired P-7 infrared analytical method used by the Mine Safety and Health Administration (MSHA). Novel ?lter materials were tested with the objective of demonstrating this type of analysis. Low temperature ashing and spectrometric examination were employed, revealing that nylon ?ber candidate ?lters left minimal residual ash and produced no signi?cant spectral interference. Avoiding titanium dioxide in all ?lter materials proved to be a key requirement. Fine quartz particulates were collected on prototype ?lters in a Marple chamber, either open-faced or through PDMs during test runs. The ?lters were then subjected to MSHA P-7 analysis and the spectrometrically based analytical results for quartz mass were compared to reference measurements. Also, PDM instrumental mass readings were compared to ?lter gravimetric measurements. Results suggest that the P-7 method is adaptable to variations in ?lter materials and that quartz dust analysis by the P-7 method when utilizing the new ashable PDM ?lters can have accuracy and precision within 10% and 4%, respectively. This is within the declared 13% accuracy and 7–10% precision of the P-7 method itself. Instrument mass readings had modest positive bias but met NIOSH accuracy criteria. Continued work with specialized PDM ?lters is merited, as they are a new type of TEOM sample amenable to ashing analysis of particulates.

During the last three years the use of ethylene glycol dinitrate4 (E.G.D.) as at low-freeze (L.F.) agent in place of nitropolyglycerin has become common in the manufacture of explosives of the dynamite type. The usual proportion of D. G. D. in the explosive "oil" is 25 per cent; the remainder, 75 per cant, is regular nitroglycerin. These proportions were probably selected as a continuation of the practice of 25 per cent nitropolyglycerin and 75 per cent regular nitroglycerin.

The Bureau of Mines conducted laboratory batch flotation tests and continuous pilot plant flotation tests on a complex calcareous fluorspar ore from Cave-in-Rock, Ill., to determine the technical feasibility of producing commercial-grade concentrates by the sodium fluoride-calcium lignin sulfonate-fatty acid method of concentrating fluorspar previously developed by the Bureau. The continuous flotation tests, treating about 150 pounds of ore per hour, produced fluorspar concentrates assaying 96.4 percent CaF2; 90 percent of the fluorspar was recovered.

The heats of formation of gehlenite and talc were determined by hydro-fluoric acid solution calorimetry. The results are reported in terms of the constituent oxides (?H298.15 = -31.1 ± 0.5 kcal/mole for gehlenite and ?H298.15 = -44.9 ± 0.3 kcal/mole for talc) and in terms of the constituent elements (?H298.15 = -952.8 ± 0.7 kcal/mole for gehlenite and ?H298.15 -1,415.5 ± 1.4 kcal/mole for talc).

The Bureau of Mines is currently developing methods for reclaiming the metal and mineral values contained in unburned urban refuse. One important phase of this research deals with recovering Mastic from shredded refuse using in electrodynamic separation process. The results of this study have indicated that mixed plastic concentrates analyzing 99.4 percent plastic can be consistently recovered from the light material fraction of shredded refuse, leaving a mixed paper traction analyzing 99.9 percent paper. Recovery of the plastic exceeds 99 percent.

The standard heats of formation (?Hf°) of holmium trichloride and terbium trichloride were measured by solution calorimetry. Heats of solution of holmium and terbium metals and their anhydrous chlorides were measured in 4.360 molal HCI at 298.15° K. From these measurements ?Hf° for HoC13 (c) was calculated as -240,290 ±1,700 cal/mo1e, and ?Hf° for TbC13 (c) was calculated as -238,330 ±1,500 cal/mole at 298.15° K.

The Bureau of Mines analyzed the effects of oxygen, nitrogen, and carbon on the tensile properties of electrorefined vanadium in terms of the Petch equation. The effects of the different impurities and grain sizes on the yield and flow stress between 2730 and 770 K were studied. For specimens of like composition, the values of the Petch parameters 01 and ky obtained by two different methods, extrapolation and grain size, were nearly the same. For high-purity electrorefined vanadium, the 01 value at 2730 K was 10,300 psi (5,150 psi shear). The 01 values for this metal at 1950 and 2730 K were lower by factors of 3 to 4 than for three less pure samples of commercial vanadium metal of equivalent grain size. Nitrogen was more effective than oxygen in increasing 01' the increase being about twice as much for the same impurity level. Carbon produced a slight increase in 01 up to 0.024 percent and then a gradual decrease in 01 to 0.11 percent, the maximum carbon content studied. The corresponding ky values followed the same trend in regard to oxygen and nitrogen additions, whereas the addition of carbon produced no variations at either temperature. Dislocations in vanadium are anchored by carbon, oxygen, and nitrogen with increasing firmness in that order. The high purity of electrorefined vanadium was confirmed by low yield stress and high ductility throughout the low temperature range. The metal also exhibited profuse twinning with high ductility at 1230 and 770 K. The effective surface energy for fracture, y, was found to lie between 3.3 and 3.6 x 1()4 erg cm-2?

Data from the Mine Safety and Health Administration (MSHA) indicate that a total of 44,015 employees worked in underground mining locations in 2003, corresponding to 44,778 full-time equivalent (FTE) workers. • Ninety percent of underground employees (n = 39,735) were mine operator employees. • Contractors comprised 10% of all underground mining employees (n = 4,280) and comprised only 5.8% of all underground FTEs. • The majority of underground employees worked for coal operators (73.0%; n = 32,130).
