The purposes of this Bureau of Mines report are to review the history of the domestic offshore hydrocarbon production; to project offshore oil and lease condensate production from 1971 through 1985; and to show the impact of offshore development on the onshore segment of the petroleum industry. Since 1954, offshore production has provided an increasingly larger portion of the domestic oil production. Domestic offshore oil and lease condensate production has increased from about 2.0 pct of the U.S. total in 1954 to 16.7 pct in 1970. Likewise, marketed gas production has increased from 1.0 pct of the U.S. total in 1954 to 15.0 pct in 1970. The past performance of exploration, leasing, development, and production of the offshore petroleum industry was used to make projections of offshore oil production. A comparison between onshore and offshore operations was also made. Assuming a tentative Department of the Interior offshore leasing schedule is completed by 1980, the authors estimate that by 1985, about 30 pct of domestic crude oil and lease condensate production from the lower 48 States will come from offshore areas. Currently, leasing of Federal offshore areas has been delayed due to environmental considerations. The rate at which off-shore hydrocarbons will enter the energy market will depend, to a large extent, on how soon environmental considerations are resolved. Assuming that offshore leasing will resume in the near future, U.S. offshore production of crude oil and lease condensate should be about 934 million barrels in 1985.

When the original version of this study was published in 1972 it was evident that a problem was developing on the energy scene. The ability of the United States to find the energy supplies it needed within its own boundaries--at least in the forms desired--was declining. Production of crude oil in the United States had peaked in 1970 and was declining slowly; environmental restrictions had begun to hamper the production and consumption of high sulfur coal; natural gas reserves were beginning to dwindle; and the development of nuclear power was proceeding more slowly than originally planned. Shortfalls in energy supply were being met through the importation of increasingly larger quantities of petroleum, but supplies were adequate and the price of the imports was below that of domestic production. The energy problem was more prospective than current. In October of 1973 the prospective problem became the "Energy Crisis' when the Arab petroleum exporting countries reduced crude oil production, imposed an embargo on the shipment of crude oil to the United States, and then raised the price of crude oil in a series of large steps. This crisis was a clear demonstration of the dangers of the dependence of the United States on imported petroleum, and of the Nation's vulnerability to the actions of the oil exporting countries. In situ uranium mining offers the advantages of minimal environmental disturbance, low capital and operating costs, and reduced mining development time. It is becoming an increasingly attractive mining method for the recovery of uranium from secondary ore deposits. In order to better understand the process, a laboratory technique was developed and used to study and simulate both the chemical and physical phenomena occurring in ore bodies during in situ leaching. The laboratory simulation technique has been used to determine effects of leaching variables on permeability uranium recovery, and post-leach aquifer restoration. This report describes the simulation system and testing procedure in sufficient detail to allow the construction of the system, and to perform the desired leaching tests. With construction of such a system, in situ leaching of a given ore using various leach conditions can be evaluated relatively rapidly in the laboratory. Not only could optimum leach conditions be selected for existing ore bodies, but also exploitation of new ore bodies could be accelerated.

Surface mining activities disturb large tracts of land resulting in the potential for greatly increased downstream sediment loads. The Surface Mining Control and Reclamation Act of 1977 places increased emphasis on the protection of the environment from the adverse effects of surface mining operations. Surface mining activities must be planned to minimize disturbance to the hydrologic balance, erosion and sediment contributions to receiving streams. Sediment ponds must provide a sediment storage volume equal to the accumulated sediment volume from the drainage area as determined by the Universal Soil Loss Equation (USLE) or other empirical methods established by the regulatory authority. It has thus become extremely important for the mining industry to secure more accurate estimates of potential erosion losses and sediment yield. Accurate estimates of sediment yield are required for the planning, design and successful operation of sediment control systems such as detention ponds and other alternative control structures and for evaluating the effectiveness of land management practices. The principal soil loss prediction procedure available for use is the LISLE. The USLE procedure is inadequate for use in predicting soil loss from surface mine regions for a number of reasons. These include: 1. The USLE was developed to estimate average average annual loss from agricultural soils. It cannot predict accurately soil loss for specific storm events. In surface mine regions a major portion of the soil loss occurs during the initial six months to one year of active mining. Accurate estimates of soil loss over short periods are thus required for the design of control structures. 2. Reduce the cost of modifying uranium well casings so that leaching solutions can pass through, but sand grains are blocked. Approach The well casing and surrounding cement are perforated at the mineralized zone by impinging them with high pressure water jets. How It Works A nozzle assembly is attached to a high pressure (15,000 psi) pipe and lowered into the well casing which typically is schedule 40 PVC (poly-vinyl chloride). The high pressure pipe line is extended down Into the casing until it reaches the mineralized zone. The upper end of the pipeline is then connected by a high pressure hose to the outlet of a 10,000 psi pump. Turning the pump on for 5 seconds causes a high velocity water jet to cut through the well casing and the surrounding cement. Figure 1 shows a high pressure pipe being installed in a well casing. Cutting small diameter holes in the casing allows the leachant to enter the casing and be pumped to the surface. However, the holes are small enough to prevent most sand grains from entering. Numerous holes are usually cut through the casing. The 3-nozzle assembly shown in Figure 2 cuts three holes, one above another.

[There have been large increases in the oil production and casing-head gas production of certain wells on the Quinn dome (northern part of the Lyons-Quinn field of Oklahoma) caused by large volumes of gas under high pressure entering Vie productive oil sand, The oil production of sore of the leases in this part of the field temporarily increased over 100 per cent within a few days after gas entered the oil sand among the leases that had the greatest increases in oil production wore those on which no gas wells were drilled but which were located up-elope on the structure in reference to gas wells on adjoining properties. It is conservatively estimated that 1,444,000,000, cubic feet of gas entered the productive oil sand and, up to January 1, 1924, caused an increase of about 950,000 barrels of oil from this sand. The casing-held gas volumes of a number of wells producing between 25,000 and 75,000 cubic feet of gas per day increased to several hundred thousand cubic feet and a few walls increased to nearly two million cubic feet per day after extraneous gas entered the oil sand from which the wells were producing.]

This report on the properties of aviation gasolines and aviation jet fuels produced in the United States during 1954 was made under a co-operative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. Analytical data are presented for 101 samples of aviation gasoline. Data also are given for 30 samples of aviation jet fuel. The analyses were made on samples typical of the manufacturers I 1954 production in their laboratories and the results submitted to the Bureau of Mines for compilation. The products of 19 manufacturers of aviation gasolines and of 15 producers of aviation jet fuels are represented.

This report describes the preparation characteristics of the signifi¬cant coalbeds in Preston County, W. Va. It is one in a series of reports planned to determine coals suitable for the production of metallurgical coke, either as mined or after beneficiation. Over 2 million tons of coal was produced in Preston County, W. Va. in 190, none of which was cleaned mechanically. Estimates as of January 1, 1959, indicate that more than 3 billion tons of coal remained in the county in beds 12 inches or more thick. The Bakerstown, Mahoning, Upper Freeport, and Upper Kittanning beds were selected by the Bureau of Mines for study based on current production and estimated minable reserves. Sample locations were selected after study of the literature, conferences with mining engineers and mining company offi¬cials in the field, and examination of available sites. Four samples were collected from the Bakerstown and Upper Freeport beds and one each from the Mahoning and Upper Kittanning beds.

The strike of the Canadian asbestos miners entered its seventh month with increasing signs of early termination. Both unions are in the midst of heavy negotiations with management, and an optimistic industry source predicted that work would resume by October 1. Recession recovery in some segments of the asbestos manufacturing industry is being impeded by lack of fibers, CADMIUM - On September 9, St. Joe Minerals Corp. reduced the price of cadmium metal to $2.75 per pound. The producer price bad been uniformly quoted at $3.00 per pound since June 26, 1975. Subsequently, Amax, Inc. and National Zinc Co. reduced their prices to $2.50 per pound. By mid-September all five U.S. cadmium producers were marketing the metal at $2.50 per pound.

A comprehensive production research program, now in progress at the Petroleum Experiment Station of the Bureau of Mines at Bartlesville, Okla., includes studies of the displacement of petroleum from sand by detergent solutions. An earlier report (12)2/ presented the results of an extensive research program to determine the value of detergents as floodwater additives. This report presents later results of the detergent-testing program (13, 17). Although water-flooding methods and controls are constantly being improved to increase the production of oil from secondary-recovery operations, considerable crude oil commonly remains.in place after a water flood has been terminated. Therefore, the possibility of improving the efficiency of a waterflood by the use of detergents is of increasing interest. The effects of many substances on the efficiency of water flooding have been investigated in laboratory studies (5, 11, 13, 17, 19, 24). Of the various sub-stances tested, only surface-active agents were consistently effective in removing oil from sand. Results of laboratory studies presented in earlier reports (9, 11, 12, 13) show that many detergent solutions effectively displace petroleum from sand surfaces under varying conditions encountered in centrifuging, manual and mechanical agitation, ultrasonic vibration, and imbibition.

"INTRODUCTION The relative value of the various individual physical and chemical properties of coke as a measure of its performance in the blast furnace as aroused considerable controversy but it is generally agreed that uniformity in these properties is extremely important if maximum mum pip-iron production is to be attained. The control of,the bulk density or weight per cubic feet of the coal charge in the coke ovens is a major, and frequently overlooked, factor in producing a uniform product and in efficient operation of the coke plant.This report presents a brief discussion of the general problem of bulk-density control and the results of tests on samples of coke-oven charges from several operating plants experiencing difficulties due to lack of adequate control. These tests covered the effect of moisture and oil content on the bulk density of the coal. Some tests on the effect of a wetting agent and furnenous of gained were also made. A description of the methods used to determine the bulk density of the coals studied in this investigation and of the methods used to apply oil to the coal at byproduct-coke plants are included in this product. No theoretical analysis of the data presented in this report, because the primary purpose of the investigation was to obtain data of immediate practical value to the plants concerned."

"INTRODUCTION The metallurgical-research program of the Bureau of Mines .for the past 15 years has emphasized the production of high-purity nonferreus metals through the utilization of our available resources, ores, reducing agents, fuel, and power.Ore dressing or concentration, has always been a vitally important part of nonferrous metallurgy, and the Bureau continues to give most of its attention to it. In the field of the traditional nonferrous metals, the Bureau staff has developed natural-gas reduction of zinc, the application of glomerule technique to preparing high-grade lead concentrates for Scotch-hearth smelting, the production of electrolytic antimony from precious metal-bearing ores, and the recovery of nickel from nickel-chrome-iron ores.In the field of light metals, the Bureau staff has developed several improvements in both magnesium and aluminum production and in alloys of these metals. In the so-called ""rare-metal"" field, Bureau activities have included the production of pure ductile titanium on a larger scale than heretofore attempted, the electrolytic production of cobalt, chromium, and manganese which may now take their proper places as bases for nonferrous alloys as well -as ingredients of special steels. The Bureau staff has investigated many of these new alloys. Investigations of methods of recovering vanadium from its low-grade domestic ores have given promising results. Methods for the preparation of metallic zirconium have been improved."

Four catalytic converters for diesel exhaust systems were tested to determine their effectiveness in reducing the amount of harmful substances discharged into the air. Tests were conducted with four different catalytic converter designs, using two diesel engines as exhaust gas generators. (Of the four noble metal catalytic converters, three are commercially available.) Testing showed that the catalysts varied widely in oxidation efficiency at light to intermediate engine loads, but that all were very effective in reducing emissions of CO, HC, aldehydes, and odor intensity at heavy loads (engine operating modes resulting in high exhaust temperatures). Particulate loading, particulate size, and NOx emissions were generally unaffected by any of the catalysts. The catalysts had one ad-verse effect on exhaust quality--increased sulfate emissions. Because of the potential problem of sulfate emissions, the exclusive use of catalytic reactors for emissions reduction does not appear to be satisfactory. However, when used with a means for subsequent removal of sulfates, a catalyst can function as a key component in an emissions control system for diesel engines operated in underground mines.

This report documents the status of a laser-based underground guidance system for tracking and controlling the movements of underground mobile mining equipment. This research is part of a multiple project effort at the U.S. Bureau of Mines to increase mine safety and efficiency by developing technology for computer-assisted mining. Guidance systems, which can track and control the movements of underground mining equipment, are essential during computer-assisted mining operations. A continuous mining machine at the Bureau's surface test facility served as the test-bed for initial development and experimentation of this guidance system. Subsequently, a continuous mining machine in an underground mine served as the platform for in-mine experimentation The first section of this report includes details of the laser sensors, communication network, and computer hardware. The next section includes experimental results, which show the system capable of accurately tracking and controlling the tram maneuvers of a continuous miner underground. The final section discusses conclusions and recommendations.

Although many small refineries were dismantled in 1934 the total number of plants, including a few under construction, increased from 604 at the beginning of the year to a new high of 638 on January 1, 1935. The capacity also reached a new record, the total of 4,072,400 barrels of crude oil daily being about 45,000 barrels higher than the previous high of January 1, 1932. The number of refineries increased materially in 1933, following construction in east Texas and the building of many small plants in the Rocky Mountain district and elsewhere. Most of the new plants of 1933 were built to provide an outlet for crude or because the ratio between crude oil and gasoline prices appeared conducive to profits However, low gasoline prices and increased costs in 1934 dispelled the hopes for profits; many plants were shut down, and some were dismantled. The number of operating plants declined from 454 on January 1, 1934, to 435 on January 1, 1935, but the number of inactive plants increased from 137 to a new high of 196 during the same period. As indicated above, new construction was at a minimum in 1934, and on January 1, 1935, only 7 plants were being built.

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Research (CFR) Committee of the Coordinating Research Coouncil (CRC) 4/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 5/ Further reports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941. 5/ reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. 5/The present report presents analytical data for samples, representing the products of approximately 100 companies. Most of the samples represented in this report were obtained during December 1)55 and January 194o. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. The number of samples, items, and brands comprising each group is as follows:Regular-price, 1,958 samples, 317 items, and 96 brands; premium-price, 1, samples, 292 items, and 85 brands; third-grade, 58 samples, 22 items, and 14 brands. This report describes the redesign, development and field demonstration of a remote shotcrete lining system, capable of operating in shafts and mines from 8 to 16 feet in diameter at depths up to 1000 feet. The original contractural scope of work outlining problems and remedial measures associated with a previous unit proved inadequate. Significant additional effort was necessary in order to fulfill the project objectives of producing a functionally reliable remote shotcrete lining system. Included with the engineering and technical description of the system, is a comprehensive technology package. Included with this material is ancillary equipment, materials selection procedures, mix-design data, quality control and assurance program, selection and training of personnel and the organizational aspects required to operate the entire system. The report concludes with details of a successfully completed borehole lining operation at the Nevada Test Site. An irregular 104 inch diameter borehole was lined at a rate of 4.8 feet per hour and 20 feet per hour respectively for 8-9 inch and a 2 to 3 inch shotcrete thickness.

"The use of helmets during the war has accentuated interest in the advisability of using stiff hats in mines to protect the miners against falling rocks. About forty per cent of the accidents in mines are due to falling rocks or roof. A large number of these accidents could be prevented if the miners wore stiff hats or helmets.The use of head protective devices in minas is not new, for they have been in use for many years in Europe and in the Lake Superior District in the United States. In practically all of the mining districts in Europe stiff hats of some kind are required by the mine management. George S. Rice, chief mining engineer of the Bureau of Mines, reported that in Germany, Belgium, and France stiff hats made of papier mache or felt rosin are in use. Similar hats are generally employed in the Lake Superior District. In building the subways of New York and Philadelphia it was the practice of engineers and workers to let the hair grow very long and to wear a close fitting cap or felt hat. In Germany the hats are high like the military helmets, whereas in France and Belgium they fit more closely to the crown. In England the practice is mixed. As a rule the miners use soft padded caps, but in Yorkshire many of the miners use sole leather, tight-fitting caps of jockey pattern with the seam forting a little ridge down the middle of the cap. These hats are very useful allow thin beds of coal, as in crawling one is very likely to strike his head a sharp piece of rock or on a timber. Of course, such mishaps are more likely to occur to a man not familiar with the mine. It must be admitted such hats do not stick on well, though this is usually due to their not being especially fitted. The German hat is particularly unsuited to an American-shaped head.It is interesting to note that on the continent tight cotton caps are generally worn over the hair and under the hard hat. This is a measure for cleanliness which is excellent. In low beds of coal share much crawling on hands and knees is necessary the dirt and coal dust sift down, making the miner black and dirty. In metal mines stiff hats are of especial use in shaft work; also in raises or high stapes. A small fragment of rock falling some distance either down a shaft or raise would kill a man if it struck him squarely on the head. A stiff hat or helmet may protect him and save his life. At a station in a shaft where men are loading the cage or skip, some kind of adequate head protector should be compulsory. A head-protecting hat or cup which is also a good insulator should be worn where there is danger of striking one's head against a wire carving an electric current."

Lower the respirable dust expo-sure of longwall mine workers by reducing the amount of air-borne respirable dust generated during coal extraction. Approach Increase the moisture content of the coal seam through water infusion before the coal is mined. How Water Infusion Works Increasing the moisture content in coal tends to prevent respirable dust from becoming air-borne during mining and transport. The moisture content of the coal seam can be increased by infusing water into the seam. Water under pressure is forced into the cracks (cleats) of the coal seam through sealed bore-holes. The effectiveness of water infusion is a function of the amount of water the coal seam accepts (its infusibility), which depends on the cleat density (cleat spacing) and cleat size (crack diameter). Thus the effect of water infusion on dust control depends mainly on coal seam characteristics. Water infusion techniques are generally used to restrict the flow of methane gas to the working face; however, the technique provides an alternative dust control method in mines with severe dust problems which limit production.
