This circular describes the activities and publications of the Bureau of Mines, Explosives Research Laboratory4 for the fiscal year 1960 (July 1, 1959 -June 30, 1960). Part 1 describes briefly the principal projects that were active during the report period, and presents some data not scheduled for publication elsewhere in the near future. Certain of the results are only preliminary and should be regarded as tentative, pending the findings of the completed investigation. Publications that appeared during the report period are listed and described briefly in part 2. In general, the research activities reported in these publications antedate fiscal year 1960. The published material relating to activities that are still current is indicated by references in part 1.

For the past 9 years , the technical studies conducted by the Explosives Division of this Bureau have been summarized in a series of reports issued annually . The following account presents investigations undertaken from July 1 , 1943 , to June 30 , 1944. The work is detailed under a number of main headings corresponding to the organizational structure of the Division , the various activities being under the immediate direction of unit chiefs , who report directly to the author . Specific credit , however , is due to the individual unit leader and his assistants .

Engineers at the Bureau of Mines Denver Mining Research Center have been a research program investigating the theory and application of mine sampling. Part of this program is an investigation of the efficiency of sampling methods that involves development of sampling-method theory through simulating ore-deposit samples and assays, using - electronic digital computer. Theoretical developments are checked against actual ore-deposit sampling, assay, and production data by the commonly used polygonal and triangular methods of computing grade and tonnage of ore reserves. To speed the computing procedures, a program has been developed utilizing a medium-size digital computer for computing ore reserves by the polygonal method. This program calculates nine prismoids per minute at a total cost of $0.21 per prismoid. The complete program, written for an augmented IBM 650 computer, is described in detail; it can be used without change for computing ore reserves for a low-grade deposit. Modifications necessary to convert the program to compute ore reserves for virtually any other type of deposit or grouping of ore horizons also are given; however, the program is limited to using only vertical drill-hole data.

Mechanical loading, adopted long ago in open-pit, coal, and non-metal mines, was not used extensively in underground metal mines until the World War. In less than a decade it became standard practice in underground work in many mining districts. In 1924 the Missouri School of Mines and Metallurgy, in cooperation with the Federal Bureau of Mines, published a bulletin entitled "Mechanical Underground Loading in Metal Mines," which was prepared by Charles E. van Barneveld, mining engineer, Bureau of Mines.

Since mining operations began in 1900, Government geologists and mining men have periodically recorded the presence of the minerals of mercury and antimony in the extensive gold placer deposits near Flat in the Iditarod district of the Yukon River region, Alaska. No serious effort was made to recover the cinnabar contained in the gold placer gravels, and there is no evidence that veins of cinnabar and stibnite exposed in the placer operations (as reported by the Geological Survey) were ever explored or developed. A large monzonitic intrusive, which is the dominant geologic feature of the immediate area, is believed to be the lode source of the valuable minerals in the placer deposits. In contact with the monzonite are argillite and quartzite, metamorphic products from the Cretaceous shales and sandstones.

WHY IS IT that smoke-abatement efforts do not bring more satisfactory results? The main reason is an incorrect estimate of the kind and size of the job. When an industrial community realizes that keeping the air clean is a project of similar magnitude to keeping streets clean, providing clean water, removing city waste, or guarding the moral atmosphere, then there maybe a real hope of success. We usually think of the project in too small terms. It is thought of as is the dog catcher or the boiler inspector--a matter of a man or two, a job or two, a small appropriation of variable and uncertain amount, to be abolished in a fit of economy and reestablished under pressure of a vigorous minority. Even so, it is surprising how much is obtained for the effort; but the community is rarely satisfied, for the job is bigger than it was conceived to be. Continuous, never-ceasing effort is required to clean up a smoky city. A few months of relaxation and the situation slips back some years of effort.

The effectiveness of an industry's safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information.3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and "service? contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. The Bureau of Mines reviewed current technology in the refractories consuming industries and evaluated the impact of changes in technology on the supply and demand of refractories. Literature was searched and contacts were made with leading consumers and producers of refractories. The distribution of refractories by value of shipments to users was surveyed. The report shows that the percentage distribution of refractories sales to the consuming industries has remained essentially constant during the last decade but that substantial changes have occurred in the relative distribution of types of refractories. The trend in pyroprocessing technology in recent years has been toward higher temperatures, which require more costly refractories. This fact is reflected in the impressive gain in the dollar value of refractories sales, which in 1968 was about one-third greater than in 1960, and the rapid growth of refractories based on high-alumina, magnesia, zirconia, carbon, and other materials, at the expense of fire clay, silica, and chrome- based refractories. An appendix to the report contains refractories value and shipment data tabulated in a manner by which trends in the distribution of refractory types can be observed from 1955 to 1968. In addition, unit values are presented on a per-ton basis for comparison.

This bibliography is the second in a series that covers the current technical literature relating to the metallurgy of zirconium. The rapid advance in zirconium technology makes it mandatory that abstracts be prepared and compiled as soon as possible to have maximum value; therefore, the information in this volume is not arranged chronologically. As a service to research and production groups, succeeding bibliographies will be issued as new acquisitions accumulate in the Zirconium Information Center sponsored by the Department of the Navy, Bureau of Ships and the Bureau of Mines at the Bureau's Northwest Electrodevelopment Laboratory, Albany, Oreg. The initial volume, Information Circular 7771, Bibliography of Zirconium, covering 969 abstracted reports and 645 United States and foreign patents, was published in April 1957.

An investigation was made to determine the mechanical properties of oil shale at elevated temperatures and confining pressures, the thermal properties at elevated temperatures, and to provide mathematical models for mine design for in situ oil shale retorting. A review of current activity in in situ retorting is included with a comprehensive list of references. Tests were run at temperatures from 20°C to 500°C and confining pressures to 1500 psi with shale of 10 to 30 gallons per ton. A major loss of strength occured in heating 140°C with a partial regain from 380°C to 500°C. Higher grade shale had lower compressive strength. Elastic properties showed large variations. Brazilian tensile strength showed a similar temperature sensitivity as the compressive strength. Equations were developed for each property in terms of grade, temperature and pressure. Thermal, electrical and acoustical properties showed anomalies through the temperature range. Creep is a major factor in overall deformation of heated shale. Oil shale was found to be an excellent insulator. Loss of pillar support area at 800 hours of heating would be about 10 percent. Good correlation was found between a finite element model using the developed properties and an in situ heater test.

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. Masurium and rhenium are two elements known only to a few scientists and known to them for scarcely more than five years . The existence of two members of the manganese family was long suspected , and places were left for them in the orderly table of the periodic systemas developed by Mendeljeeff . The empty spaces left in this table some 60 years ago were for elements numbered 43 and 75 , respectively , and since it was evident these were related to manganese they were sought for in research laboratories under the names of ekamanganese and dvimanganese . This nomenclature is in harmony with that usually employed in describing hypothetical elements , and the prefixes are taken descriptively from ancient Sanskrit wherein the word " eka " means one and " dvi " ( also spelled dui or dwi ) means two . Ekamanganese or element 43 was once removed and dvimanganese or element 75 was twice removed from manganese . It was further possible to predict that these elusive elements would not only be related to manganese but would have a great deal in common with certain other elements . It was reasonable to suppose that element 43 , merely because it stood in numerical sequence between element 42 and element 44 , would likewise prove to be intermediate in many other respects . Since its next neighbors were molybdenum ( No. 42 ) on the one hand and ruthenium (No. 44) on the other , ekamanganese could be given in advance what would correspond among persons to a social and economic rating . Similarly , the properties of dvimanganese were likely to be in simple harmony with those of tungsten and with those of osmium , which latter , like ruthenium , is a member of the platinum group of metals . Another inference , although one which could not be stated with scientific certainty , is that these new elements because they have odd instead of even atomic numbers , would be even more sparingly distributed than their near neighbors , none of which is abundant in nature . This inference has been amply supported by available evidence . These elements eluded discovery until 1925 and never have been found except as minute traces in complex association with relatively rare minerals . In 1930 , for the first time , rhenium became available in quantities which give promise of commercial possibilities , but masurium still stands on the border of the unknown , like some distant star speck photographed and identified by vigilant astronomers but invisible without the aid of the powerful tools of science . The telltale flame of element 43 has been charted by its spectrum lines ; but beyond that , little more can be said except perhaps to repeat the forecasts made for ekamanganese before the Noddacks captured it and gave it a definite name . Certain rare - mineral dealers will furnish molybdenite samples from Norway which are said to contain masurium as well as rhenium , but except for a few highly technical statements as to its behavior in the spectrograph , nothing in the way of concrete information on masurium has come to the notice of the present writer . The literature of rhenium is a little less meager and a brief résumé of the data available in the files of the Bureau of Mines may be of interest not merely because of the novelty of the metal but because its unique properties and increasing availability afford a prospect of its finding employment in industry .

This project focused effort on three separate areas: demonstration of a low seam longwall illumination system, design of illumination systems for low coal auger miners, and an assessment of machine lighting systems for machinery used to mine low seam coal. Results indicated illumination systems can be purchased by the mine operators of low coal seams. These systems can be supplied with the equipment as a factory integrated system or can be retrofitted to the machine or longwall equipment.

The work of the Mining Division is divided among seven sections, each in charge of a supervising engineer, as follows: 1. Metal-mining methods section, the supervising engineer of which is also supervising engineer of the Southwest Experiment Station at Tucson, Ariz. 2. Metal-mining research section. 3. Nonmetal-mining section. 4. Coal-mining section. 5. Mine-ventilation section. 6. Mineral-industries survey section. 7. Electrical section. The names of the sections indicate broadly the fields covered by each, and in the following, pages the objectives and type of work of each section will be summarized briefly and their active problems listed. The work clone during the fiscal year 1937 will also be summarized.

The objectives of this study are to: (1) Assess current signing regulations and practices; (2) Develop effective signing guidelines; and (3) Evaluate the applicability and appropriateness of the proposed signing guidelines through field demonstration at representative mines. A literature search was conducted to determine the state of the art for signing applicable to surface mine haulage roads as well as survey of existing MHSA regulations and review of MSHA accident records. Nine representative mines were visited to gather information on current signing practices. Preliminary signing guidelines were then developed based on the abovementioned data. Field demonstration of the preliminary signing guidelines was conducted in which signing programs were implemented in two selected mines. Signing requirements were first assessed at each of the two participating mines. Subsequently, the necessary signs were designed, purchased, and installed at the two mines. Evaluation of the signing program as to its adequacy, appropriateness, and effectiveness was solicited from both mine management and operations personnel. Experiences gained from field evaluation were then incorporated into the final signing guidelines as presented in this final report.

First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . This paper describes studies conducted by the Bureau of Mines to achieve its goal of developing methods for increased recovery and utilization of valuable constituents in a wide variety of domestic and industrial wastes, In this particular study, 36 units of obsolete electronic equipment from military aircraft were disassembled into their modular components by hand to determine materials distribution. Further modular disassembly into individual parts was used to identify metal composition. After identifying the metals in some of the more difficult to dismantle modules, similar modules were grouped together, shredded, mechanically separated, and using metal composition data from hand separation, classified along with the hand-separated materials. Although this equipment is normally classified as law-value iron-bearing aluminum, data were obtained that indicated the potential for moderately higher value classification. The electronic units were classified as to precious metals, copper, iron, and aluminum contents, and scrap values were estimated.

7133. Clewell, D. H. The Gravimeter. Prec. and Trans. Texas Acad. Science 1941, Austin, Tex., vol. 25, 1942, pp. 86-88. Static gravimeters, unastatized and. astatized, are considered to be the most practical for oil exploration. One gravimeter is described using a beam whose moment about a pivotal axis is elastically balanced. Magnetic or electric fields are deemed unsatisfactory for balancing gravitational force because they cannot easily be kept constant. The gravimeter described is capable of detecting a change in altitude of 3 inches and a change in latitude of about 150 feet. V. S.
