1. COAL PRODUCTION: Under Section 402 of Public Law 95-87 (SMCRA), coal operators are required to pay a fee when coal is sold, used, or transferred. These fees are deposited in the U.S. treasury as the Abandoned Mine Land Fund. Information about the type of coal (bituminous, lignite, or underground) and tonnage are tabulated on Form OSM-1 and submitted with the fee, which is paid quarterly to the Office of Surface Mining. The coal production data presented in this report was compiled from information stored in the Office of Surface Mining Fee Collection System computer data base. Collection of the fee began with the last quarter of 1977; therefore, 1978 data includes the last quarter of 1977 and the first three quarters of 1978. Information for each successive year follows the same tabulation pattern. Surface production includes both bituminous and lignite coal; underground includes tonnage reported as underground mined. In New Mexico and Montana, coal production on Indian land is listed under the Crow, Hopi, and Navajo Tribes. 2. HISTORIC COAL PRODUCTION: Federal Government agencies have published coal production data since 1807, the date of the earliest record. The source of coal production data used to compile this graph was: 1891-1895, U.S. Geological Survey, Division of Mineral Resources; 1896-1977, U.S. Bureau of Mines annual Minerals Yearbook; 1978- 1991, Office of Surface Mining data described in footnote 1 above. 3. NUMBER OF MINES: The number of mines was compiled from Office of Surface Mining Fee Collection System data described in footnote 1 above. Annual totals were calculated by adding together the number of operations with the same Mine Safety and Health Administration numbers reported each quarter and dividing by four to give an annual number in each state. 4. ENFORCEMENT ACTIONS: Enforcement action data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The data presented are all actions taken by both the state regulatory authority and the Office of Surface Mining. Citations issued are the sum of Notice of Violations (NOVs) and Cessation Orders (COs). Because the Hopi and Navajo jurisdictions overlap in Arizona and New Mexico, enforcement actions data for the tribes have been combined in annual reports prepared by the Albuquerque Field Office; therefore, they are combined for this report and listed under Navajo Tribe. 5. ACREAGE PERMITTED: Acreage permitted data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The acreage listed was permitted during the year shown and is not the total acreage under permit during that year. 6. BONDS RELEASED: Acreage of reclamation bonds released was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The sum of final Interim Regulatory Program bonds and Phase 111 (or final release) bonds shows only the land area where reclamation is complete and has been released by the regulatory authority.

The first steps in the process of mine evacuation are the recognition of a problem and an attempt to communicate the problem to miners who may be affected. This chapter will focus on the way that a problem, fire, came to the attention of mine personnel and the messages that were sent to miners in the affected areas. The concept of information uncertainty, which was introduced in chapter 4, will be discussed as it influences problem perception and diagnosis. Sociotechnical and interpersonal communications will be explored and suggestions for improving these systems will be offered. It might seem that the first indication of a dangerous fire would motivate individuals to take self-protective action, to evacuate the affected area or structure, and to provide clear warning to others who are in danger. Research has actually shown that in most situations this does not occur. Instead, time is taken to gather more information, confirm information that is provided, and consider possible alternative explanations that could account for the given circumstances [Canter 1990; Scanlon 1979; Bickman et al. 1977]. This process of confirmation can lead to the loss of critical time. Canter [1990] summarizes the problem in his book, which reports studies of a number of fire events: "As discussed throughout this book, ambiguity and confusion, incoherent instructions and time-wasting actions, lack of appropriate instructions and misunderstanding of the nature of the event that is unfolding, are all hallmarks of fires and emergencies that kill people." In this chapter, the detection of each mine fire and the communication of warning to endangered miners will be reviewed with an emphasis on how those processes were affected by the availability and use of information. Information can become available through a variety of mechanisms during an emergency situation. First, cues may be taken directly from the environment. Smoke is an obvious example. Secondly, mechanical devices, such as smoke detectors, may provide warning messages. A third source of information is interpersonal communications. These can occur face-to-face or through some mechanical device such as a telephone. With all three methods there is a possibility of miscommunication, misunderstanding, and misinterpretation. All of these means of communication were used with varying degrees of success in the three mine fires analyzed here. A fire, like any nonroutine situation, engenders uncertainty about a diagnosis and understanding of the problem [Mead 1938]. This uncertainty leads to delays in realization of the seriousness of the situation and therefore in the proper response to it. Delay in action is an important concern in any fire setting, but is even more at issue in underground coal mine fires. Mine fires are qualitatively different from structural blazes: workers' escapeways may be miles long; the seam height at many operations is so low that it is impossible to walk upright; access to underground workings is always limited to a few (sometimes only two)

"In accident prevention, a study of statistical data is necessary to determine primary causes of accidents to devise means to eliminate causes at the original sources. Explosions in coal mines of the United States during the 10 years ending December 31, 1931, ranked third in the causes of fatal accidents; they constituted 16.2 per cent of all fatal accidents in bituminous mines and 8.4 per cent of all fatal accidents in anthracite mines. A study of coal-mine explosions in Pennsylvania, with approximately 160,000 men employed in anthracite mines and about 145,000 in bituminous mines or about 205,000 out of -the approximately 525,000 men employed in all coal mines of the United States, should give information of value to all persons endeavoring to reduce or eliminate coal-mine explosions. This circular reviews explosions of gas or dust or of both in the coal mines of Pennsylvania to show the hazard of gas and dust, to point out the influence of certain factors in causing explosions, and to emphasize the efficacy of explosion-preventive measures.The data published annually by the State Department of Mines and of the United States Bureau of Mines were used in compiling the tables of explosions. Through the cooperation of W. H. Glasgow, secretary, Department of Mines of Pennsylvania, and his assistants, many doubtful cases were clarified, so that as far as recorded the history is comparatively complete. Figures used in compiling some of the tables were furnished by W. W. Adams, chief statistician, demographical division, United States Bureau of Mines.Anthracite in the Wyoming Basin of Pennsylvania was used locally by gunsmiths in 1755, by blacksmiths in 1769, and as domestic fuel in 1808.Mining and shipments developed slowly between 1806 and 1812, but more rapidly after that.Early mining along the outcrops gave essentially no trouble from gas, but by 1870, when State inspection was established, explosions were frequent; ventilation was crude and accumulations of gas were generally ""brushed"" or burned out.Table 1 lists 1,232 ignitions and explosions of gas in anthracite mines from 1870 to 1932, inclusive, every one of which was accompanied by loss of life. Some details are given of 110 representative cases in which five or more lives were lost or in which it appeared that some violence was present.During the period 1870 to 1932, inclusive, gas explosions caused 2,213 fatalities, or an average of about two deaths for each ignition or explosion. Records are not available as to the number injured in these and in other explosions where no deaths occurred, but from a study of explosion reports it appears probable that the number injured exceeds the number killed. In the 110 cases described, 599 were killed and 294 were injured. As shown in Table 2, fatalities from gas explosions averaged 8.3 percent of the total fatalities in Pennsylvania anthracite mines from 1870 to 1931, varying from 6.0 percent in 1931 to 13.1 percent in 1927."

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the eleventh. The-data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each halt township is followed by a description of each deposit developed in that halt township. The 14 halt-township maps and 77 detail maps of the bauxite deposits in this series at reports give the locations and numbers of all the holes drilled on the project, except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in volume 1. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained tram the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each halt township is given with the discussion of that area.

"The Union Copper mine is in the Gold Hill district, Rowan and Cabarrus Counties, N. C.The mine was discovered in 1799 and first worked as a gold mine; but copper was encountered at depth, and the property became an important producer of copper. It is estimated that the mine produced 5,000,000 pounds of copper before operations were discontinued in 1907.As part of the strategic minerals program, the Bureau of Mines conducted a development project on the property from July 1943 to November 1943. Eight diamond-drill holes, totaling 2,500 linear feet, were drilled to delineate the ore body. Analyses of 205 core samples were made.Tabulations of sample analyses and drill-hole logs are presented in this report.The project work embodied in this report was under the immediate supervision of Austin B. Clayton, project engineer, and the general supervision of H. B. Ewoldt, district engineer for North Carolina and Tennessee. The preliminary report, written by Austin B. Clayton, was revised and the various figures redrawn for publication by T. J. Ballard under the general supervision of M. H. Kline, chief, Raleigh Branch, Mining Division.Acknowledgment is due the Metallurgical Branch for analytical determinations of the samples.The mine property is 1.5 miles southwest of the village of Gold. The attorneys for the owners are Neidle & Taylor, 6 East 45th Street, New York City.The Union Copper mine is in the Cold Hill mining district of North Carolina where gold was first discovered in 1799. The upper parts of the veins in the district were first worked for gold; however, the increase in the sulfide content of the veins with depth rendered the amalgamation process for gold recovery ineffective, and the mines were closed.The period of greatest activity at the Union Copper mine was from 1899 to 1906. At an earlier period the oxidized and leached part of the lode near the surface was mined from a working known as the ""big cut,"" the reported yield of which was $300,000 in gold.3/ The mine has not been operated since 1907.J. T. Pardee3/ lists the probable value of the production of the Union Copper mine as $1,050,000, of which about $675,000 was the value of some 5,000,000 pounds of copper produced."

This report (Software Safety 2.2) is the third in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended or use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g] and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and non networked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety .• 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meets the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full lifecycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment.—The independent assessment of the Safety File is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • 5.0 Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be don and the guidance is the how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treaty of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. [ ]

An explosion occurred in a high-pressure compressed-air line in October, 1930, at an Arizona copper mine. The air is delivered to the loco- motives at a pressure of 1000 pounds per square inch. There are no receivers in the system. The air for running the locomotives is compressed by one three-stage and two four-stage compressors which have capacities of 600 and 300 cubic feet per minute, respectively. These machines are operated by electric power, and are in an end of the main compressor building in which air is compressed to supply the air drills in the mine. Whenever the demand decreases, as at the noon hour, one or more of the Compressors are shut down. On this particular occasion, at the end of the noon hour, one of the operators was approaching the high-pressure compressors to start the two smaller machines that were not running, when the explosion took place under the floor a few fost ahead of him. The man was mocked down and received some superficial cuts and bruises, but was not seriously injured. The floor was torn , the side of the building blown out, and holes imo cited in the roof some twenty feet above. The explosion was immediately followed by a fire which was quickly put out by the plant operators with hand fire extinguishers. At the time of the explosion the 600 cubic foot compressor was running alone, and the pressure in the system at the machine registered 1040 pounds por square inch. On examination it was found that two 6-fout sections of pipe, about tan feet apart, were completely ruptured into twisted fragments; the rest of the pipe line, apparently, was not injured. The destroyed sections were in that part of the pipe near the large compressor and above the connection from the two smaller machines. It is not definitely mom what caused the explosion. Explosions in other compressed-air systems have taken place, and, although of rare occurrence, have caused loss of life. Such explosions are not confined to high-pressure installations and several have occurred at plants compressing air te one hundred pounds per square inch, or less. plosions of this nature are not to be confused with the rupturing of compressor cylinders from excessive air pressure caused by the discharge valve being closed.

"As movement or transportation of coal is second only in importance to actual mining, and as the latter is wholly dependent on the former, the efficiency of the haulage system often determines the efficiency of the entire plant. Safe or accident-free transportation is essential, also, because no attempt is made to divorce safety and efficiency, it being realized that they are inseparable.Most of the Ruhr mines were opened decades ago, and many features that were considered up-to-date then are now obsolete. Progress in developing haulage systems has been slow, chiefly because it would be very costly to change many to accomodate more modern equipment. These systems are being altered or modernized slowly, as capital permits. The only revolutionary changes that have been made in mine haulage are the use of larger locomo¬tives and cars, in the movement of shuttle cars, and in the adoption of skip hoisting. Most Ruhr shafts, however, will not accomodate large cars, the secondary roadways are too narrow for large locomotives, and the coal is too soft to permit skip hoisting because degradation would be too great. Therefore, notable advances have been made only at newer plants, where allowances have been made for modern equipment.The shafts are deep (average 2,300 feet) and of comparatively small diameter. The small bore was designed to reduce costs of sinking and lining. Generally, the shafts are lined throughout with masonry; however, most of the buntons and guides are wooden.The hoisting engines arc installed in masonry structures, and where more than one hoist is used they are placed on opposite sides of the shaft to eliminate as much noise as possible (fig. 1). This arrangement also prevents an engineer from acting on any signals except those transmitted to him. A few hoisting engines are mounted in the headframes (fig. 2). The hoisting engines are equipped with overwind, overspeed, and auxiliary braking devices, which are tested frequently and kept operative at all times. The signal code is displayed in view of the engineer, and a light or dial indicator informs him of the cage's position in the shaft. Many hoists are equipped with re¬cording devices, which show on a continuous chart the speed of hoisting as well as any delays throughout the 24-hour period.A Koepe system of winding is in general use because of the depth of shafts (fig. 3). With this system, a single rope passes over a single-groove, large-diameter sheave attached to the motive power, and the ends of the rope, after passing over the head sheaves, are attached to the cages. A flat tail rope suspended in the shaft and connected to the bottom of the cages serves to balance the system. Both steam and electric engines are used to activate the hoisting system, end the engines are capable of moving at least a 50-percent overload.The ropes are necessarily of large diameter (2-1/2 inches and greater), and flexibility decreases as rope diameter increases. To overcome the unwieldiness .of large-diameter ropes as shafts become deeper, a four-rope system is being tried at one mine (fig.4). In this system the load is equalized between four ropes which permits much smaller ropes to be used. All hoist ropes are inspected daily and discarded after 2 years service unless special permission for longer service is granted by the Mine Inspectorate, and then only after thorough visual and electromagnetic inspection."

"Bureau of Mines engineers3/ examined the White Eagle fluorspar mine on September 3, 1943, and again on February 17, 1944. The examinations led to a proposal for the exploratory project upon which this report is based. The project, which was supervised by the author and P. L. Russell, was started on April 6, 1945, and completed on June 26, 1945.Geologists4/ of the Federal Geological Survey examined, mapped, and reported on this property prior to initiation of the Bureau of Mines project.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. H. S. Dean, assistant director.Special acknowledgment is due to C. H. Johnson, Rolla, Mo., Division, Mining Branch; to W. R. Storms, mining engineer in charge of the New Mexico field office; and to J. H. Hedges, chief of the Tucson, Ariz., Division Mining Branch. The property is reached from Deming, N. Mex. by taking the paved U. S. Highway No. 260 northwestward for 13 miles to the junction with State Route 61. State Route 61 is a graded but unpaved road and is followed northward for 8 miles to a junction with a poor dirt road, which is followed eastward for 11 miles to the mine. Silver City, N. Hex., is about 50 miles northwest of the mine and may be reached by several routes.The White Eagle patented claim was owned by L. H. Duriez of Vanadium, N. Mex., W. D. and W. A. Howard of Deming, N. Mex., Alvan N. White of Silver City, N. hex, and: Mrs. E. M. Saunders of Los Angeles, Calif. D. P. McCabe of Lordsburg, N. Mex., a former lessee, has recently contracted to purchase the property.The White Eagle claim was located about 1920 and was patented in November 1933. It was leased to Cooper Shapley of Deming, N. Mex., in July 1933; to General Chemical Co. from August 1938 to May 1940; to Antonio Cristo from October 1940 to the fall of 1942; and f is ally it passed into the hands of D. F. McCabe of Lordsburg, N. Mex., in May 1945.Approximately 25,000 tons of fluorite ere containing about 65 percent CaF2, have been mined and shipped from this property.5/ Most of this ore was mined by Cooper Shapley and the General Chemical Co. and shipped to the General Chemical Co.'s La Purisima mill at Deming. No exact data on production are available."

"The evolution during oxidation of the internal structure of soot and carbon black particles was studied using high-resolution transmission electron microscopy (HRTEM) and an image analysis system. Increasing ordering to the carbon structure with increasing oxidation is observed. Measures of the increased order are increases in the fractional coverage of a cross section of the particles with a layered structure, a decrease in the mean interlayer spacing, and a decrease in the spread of the interlayer spacing. The changing structure of the carbon black impacts its properties, such as the rate of oxidation.There is considerable interest in the study of the structural changes of carbonaceous materials as a function of oxidation. Davis et al.1 measured the variation of carbon dioxide surface area of various coals as a function of residence time in a flow reactor. HRTEM measurements revealed that crystallite dimensions and interlayer spacings are altered by combustion. Ishiguro et al.2 showed that oxidation alters the structure of diesel soot. The aim of our current research is to develop a better understanding of the microstructural reordering of carbon blacks with implications to their properties. The carbon blacks used in this research have already been studied and their reactivities as a function of oxidation measured.3The methodology used in this work has already been described in detail elsewhere.4 This paper presents an application to quantify the structural changes of carbon black particles as a function of oxidation and graphitization. The technique used is based on the use of HRTEM (high-resolution transmission electron microscopy) and computational image analysis.It is well-known that carbonaceous materials like graphite, soots, coals, chars, etc., possess characteristic structural appearances which can vary from mostly random or amorphous to a perfectly ordered graphitic crystalline structure. The carbon structure has been variously described as turbostratic5 or as crumpled sheets6 to indicate that parallel layering, reminiscent of graphite, is observed over dimensions of nanometers but that these planes or crystallites show disorder over larger scales. The degree of order of such structures is strongly dependent on the thermal treatment of the material as well as the composition of the source of the carbonaceous material. The value of electron micros¬copy in studying the morphology of such materials has been well established,2,7,8 although only a few attempts toward quantification have been made.The sample observed was carbon black CB330 from De¬gussa. One set of carbon black samples were oxidized in a thermo-gravimetric analyzer (TGA) in air at 575 0C, so that the conversion varied from 0 to 96%. Another set of carbon black samples were graphitized (Graphpac-GB by ALLTECH) and then oxidized in the TGA at 680 °C until 92% burnout was reached. The latter samples are called GB 0% and GB 92%, respectively.For the HRTEM observation a small portion of each sample was ultrasonically dispersed in ethanol. The suspension was deposited dropwise on a copper TEM grid coated with a lacey carbon film. The examination of the samples was carried out on areas that extend over the holes in the supporting film in order to avoid interference from the amorphous carbon background film An oriented gold crystal was used as a calibration standard and subjected to the same techniques as the carbon black samples."

"Churn drills for blast-hole drilling are important to the operation of most open-pit metal mines, but certain hazards are created through their use that cause fatal and nonfatal accidents.2/ The purpose of this circular is to present a code of safe practice prepared and followed at a large Arizona open-pit copper mine, where safety is recognized as a definite operating problem. Such a code, based upon a thorough study of available published information as well as practical experience gained from accidents and near accidents, is the result of considerable effort and monetary expenditure. It is hoped that other operations using churn drills may benefit by the code presented, either in comparison with existing rules or in the preparation of new operating instructions.The code presented is in use at the Morenci Branch of the Phelps Dodge Corn., Morenci, Ariz. At Morenci, approximately 98 percent of the ground is broken by primary blasting of churn-drill holes.There has been a growing tendency in Arizona's copper-mining industry to change from underground to open-pit mining, with consequent increase in the use of churn-drill blast holes for primary blasting.3/Thirty-three churn drills are in use at Morenci for blast-hole drilling. The drills operate with 440-volt alternating current, and trailing drill cables, in 500-foot sections, connect with the portable drill transformer station.4/ Three Diesel-driven churn drills for drilling prospect holes also are in use. About 25 churn-drill shifts are operated currently on a three-shift basis. Ordinarily, a two-man crew is assigned to each drill; however, with prospect-drill crews a third man is added to handle the sampling.Benches are carried at a uniform height of 50 feet. Churn-drill holes are 9 or 12 inches in diameter and about 60 feet deep. The holes are 18 feet apart in hard waste and 21 feet in soft waste and ore, with toes from 11 to 13 yards at the shovel grade. Both the hole spacing and the toe have been increased gradually, until they are now 2 yards longer than in 1940. The average ground broken per hole is 3,500 tons, or 60 tons of ore per foot of hole drilled. The holes are drilled 10 feet below the bench to avoid leaving hard bottom, which requires secondary drilling and blasting.Starting with a 12-inch casing, the prospect holes average 1,200 to 1,500 feet in depth and terminate with 6-inch casing; the deepest hole drilled to date went to 1,735 feet.In addition, churn-drills are used at Morenci to drill blast holes in the silica pit, limestone quarry, and the tailings dam. Other irregular applications are the drilling of holes to set trolley roles and for concrete piling in building foundations."

Heavy equipment manufacturers have made a long-term commitment to minimize operator vibration exposure for comfort, performance, and health reasons. Domestic and international guidelines/standards and EC laws dictate exposure limits based on measurement of vibration at the interface between the seat and the operator’s buttocks using seat-pad accelerometry.1-4 This is historically based on the assumption that the only major source of vibration is transmitted through the seat pan. However, vibration may also be imparted to the head and neck via the steering wheel and/or arm-rest controls and a relatively rigid upper body.5 Unfortunately, little is known regarding the influence of arm position on head and neck motion. The purpose of this study was to investigate relative head and trunk motions during riding simulations of large construction equipment, using three different arm control options. Methods Five typical heavy equipment ride files were “played back” through a man-rated Servo Test 6-degree-of-freedom vibration system. An 8-camera Vicon motion capture system operating at 200 frames per second, recorded the motion of reflective surface markers on 5th, 50th, and 95th percentile right-handed male subjects, using 3 seat and control configurations (steering wheel (SW), floor mounted armrest controls (FM), seat-mounted armrest controls (SM)). Two trials were performed for each ride and seat control combination (each trial: 60 sec of 6-dof and 60 sec of vertical vibration). The relative motions (change in distances) from the marker over the xiphoid process (caudal end of sternum) to markers over each shoulder, each mid-clavicle, the presternal notch, and to each of four markers on a tight band around the head were calculated (12,001 frames, 6-dof motion only). As a rigid body control, distances between markers on the head band were also monitored. The standard deviation (SD) of the 12,001 distances between pairs of markers was normalized by the mean (L) of the associated distances producing: SD/L which was used as a measure of motion. Error assessments were also performed by analyzing the motion between relatively fixed markers (on the headband). A repeated measures analysis of variance was used to evaluate the results. While five ride files were used, only one ride file containing significant lateral acceleration components was analyzed for comparing the effects of two armrest controls versus use of a steering wheel for this part of our study. Results Values of SD/L between the points on the relatively rigid head band were consistently small and similar to each other for all conditions with one exception due to treatment (SM v SW, p=0.0145). SD/L between the markers over the xiphoid process and the presternal notch, another region that should be relatively rigid, were also similar to each other for all conditions. Use of floor-mounted, arm rest controls versus a steering wheel produced a significant increase in the value of SD/L between the xiphoid process and: the right shoulder marker (92%, p=0.0316), the right mid-clavicle marker (47%, p=0.0478), and the right-front marker on the head band (28%, p=0.0182). "At the beginning of 1920 a general feeling of optimism was noted in many talc-producing districts. The industry seems to have recovered from the temporary depression of the first half of 1919 and many mills are running at capacity production with their entire output for 1920 contracted for. The imports of talc for 1919 were only slightly larger than in 1918 by weight and probably no more by value. Thus foreign competition has not begun to be seriously felt. Several new companies in this country have been organized, some to operate new deposits and others to continue the work done by others.An interesting phase of the present situation is the possibility of increased use of talc in paint. There is a shortage of barium sulfate used as,paint filler. Since, for some uses, talc is considered second only to BaSo4 as a filler for paint, it is possible that part of the shortage could be relieved by an increased use of talc.A series of physical tests upon all pigment materials used in the manufacture of paints is being conducted for the Paint Manufacturers Association of the United States. It is important that all types of talc be represented in these tests. Producers of finely ground talc, 200 mesh and finer, are urged to submit samples of at least two pounds each of these grades that are available to paint makers with trade name and quality data, to the Institute of Industrial Research, 19th & B Streets, Washington, D. C., where the tests are being conducted.The Talc Products Company, Inc., Washington Building, Los Angeles, California, has recently been organized to develop a large body of talc one mile north of Riggs, San Bernardino County, California, This deposit contains a compact, white talc which can be sawed into crayons. The company's mill, at Los Angeles) is equipped with a unit of the Raymond system of grinding and air separation, and pencil sawing machines. It is reported that the pencils are being successfully used in Pacific Coast ship yards.The mining of talc where no mill is owned by the operator and the consequent sale of talc in its crude massive state has not proved profitable in a number of cases recently noted. Under exceptional circumstances, where mining costs are low and the product can be sold to a mill near the mine, the operation maybe profitable, but this condition is not common. One mine of this type has recently closed down, at least temporarily; but a second, more fortunately situated, in another district, is continuing operations, although plans are being made to erect a mill in the early spring. Most satisfactory results are ordi¬narily obtained where the mine and mill are owned by the same company.The sale of the Balmat mine of the International Pulp Company, near Gouverneur, N. Y., to J. H. McLear, Gouverneur, and H. G. McLear of New York, has been reported. It is stated that a large part of the property has been already leased to the Sylvia Lake Company, who will operate it. ""Cement, Hill, and Quarry""* states that ""the first mining done on this property was for silver and lead, but it developed into a good zinc producing property and later it was worked for its talc deposits. It has passed through several hands, the American Pulp Co., the Union Talc Co., and the International Pulp Co., all having had it in successive periods since 1891."""

Objective To improve seats on mine shuttle cars with ergonomic design and by reducing shock impact transmitted through the mine vehicle seat to the vehicle operator. Background Operators of underground mobile equipment, particularly shuttle cars, are often exposed to significant levels of shock and whole-body vibration. Past studies have reported that as many as one-third of underground equipment operators could be exposed to adverse levels of shock and whole-body vibration. Moreover, seats on mining equipment, historically, are inadequate relative to the ergonomic needs of the equipment operator. In the extreme, amine vehicle seat has sometimes consisted of blocks of wood or a bent steel plate bolted to the machine frame. Also, the lack of sufficient vertical clearance in some underground mines is an impediment to providing adequate shock isolation systems on mine equipment seats. Approach The NIOSH Pittsburgh Research Center (PRC) is conducting research with viscoelastic foams to improve seats on mine shuttle cars. Viscoelastic foams were used in an ergonomically designed seat to reduce the amount of shock transmitted through the mine vehicle seat to the vehicle operator. Data on selected viscoelastic foams were analyzed from laboratory shock tests at PRC. Using information from the analysis, two ergonomic seats incorporating selected foam were constructed for in-mine testing on a shuttle car (Joy 21SC) in eastern Kentucky. The shuttle car operated in a 35-in-thick coal seam with an approximate mining height of 43 in. Operational data were recorded on the ergonomic and original seats. Further, the shuttle car operator was asked to compare these seats. Results When comparing the original seat (figure 1) with the ergonomic seat (figure 2), the shuttle car operator described the ergonomic seat as generally “much better” than the original seat. The operator explained. “It’s just easy to adjust. And it’s got the lower lumbar support. And the pad is thicker. It’s just much better all the way around.” He added, “It does support you more and [there is] less shock when you hit a hole...I liked the lower lumbar support. That’s where most of your shock is at, in your lower back.” The operational data supported the operator’s comments. In the full-load case, significant improvements in isolation were achieved(down to 15 Hz) with the ergonomic seat. Additional laboratory testing of seven viscoelastic foams was done to further improve the level of isolation from shock and better characterize the material properties of each foam. Data from this testing were used in an analytical model of the seat pan isolation system. Results showed that two of the viscoelastic foams, SUN-MATE EXTRA-SOFT and PUDGEE, gave the most effective shock isolation of the seven materials tested. A composite of EXTRA-SOFT and PUDGEE foams improved the isolation characteristics of the seat pan to approximately 4 Hz. Similarly, EXTRA-SOFT by itself provided isolation to 5 Hz. "When permissible equipment is first placed in a gassy mine, those in charge may not realize the amount of attention and care they must give it if they intend to secure its full value as safety equipment. If permissible machines are installed as a safety measure, then they must receive regular, intelligent inspection and upkeep to forestall the development of unsafe features.Certain fundamentals have been followed in the design of this type of equipment in order to minimize the possibility of its igniting gas and dust. Hence, some knowledge of these fundamentals is essential to the inspector or official charged with the duty of ascertaining the condition of permissible machines with respect to safety. Familiarity with the constructional details of a machine is of first importance in making a thorough inspection of it. A knowledge of Schedule 2C3 which gives the requirements for practically all types of motor operated equipment receiving the United States Bureau of Mines' approval is also a requisite.There are certain special features in the construction followed by different manufacturers that can not be made clear for the purposes of inspection except by a lengthy description which would be inappropriate in this paper. There are, however, some general points that are applicable to the inspection of any machine employing trailing cable for connection to the power supply, also some that apply to any permissible storage-battery locomotive.The following list, based on the writer's experience in making field inspections, gives these general points in the form of questions which may he used as a guide by the inspector. A brief explanation is given after each question so that the reason for checking up on each point will be understood.1. Is a U. S. Bureau of Mines' approval plate attached to the machine? (Such a plate is necessary in order to establish identification as a permissible machine.)2. Is approval plate clean?(The plate should be clean so that the precautions enumerated on it are readable.)3. Is trailing cable protected by a fuse or other automatic circuit-interrupting device?(Trailing cable must have a fused trolley tap or other suitable means for short-circuit protection in case the cable is run over or splices fail. Proper fusing will minimize the possibility of fire in the cable reel.)4. If a trolley tap is used, does it contain a fuse of the proper capacity? (A piece of trolley wire or, too large a fuse may entirely defeat the purpose of fusing.)5. If a fused trolley tap is not used, how is connection made to the power supply? (The end of the trailing cable must be fitted with an insulated arrangement to minimize shock hazard when connecting the cable to the power supply.)6. Are the main fuses (or overload relays) of the correct size (or setting) for protection of the machine against overload?(Too large a fuse or too high a setting of the overload relay will permit damage to the machine by abuse through sustained overloads.)7. If the machine has a headlight, does the headlight circuit have overload and short-circuit protection?(The wiring of the headlight circuit on a machine is usually of a smaller size than that for the main circuits and therefore requires fuse protection proportionate to the size of wire.) Note: This same question may be asked relative to coal drills sometimes mounted on a machine."

"Generally, the hazard of cool-dust explosions in tipples and cleaning plants is not given the consideration that is given it underground. This lack of consideration is probably due to failure to appreciate the potential hazard. An explosion in a tipple or cleaning plant is basically little or no different from an explosion underground. If bituminous-coal dust is raised into a cloud in the air and comes in contact with arcs from motor brushes, switches, or open flame, the dust is very likely to ignite, and flame will very probably propagate or extend through it if the quantity of dust per unit of air space is sufficient. The open space in a tipple or cleaning plant may reduce the violence of the explosion, but it is not likely to prevent ignition or propagation of flame.The movement of coal through a tipple or cleaning plant naturally puts into suspension a large amount of dust, which finally settles on exposed surfaces. Any disturbance that will put this dust into suspension in a sense enough cloud can result in the dust being ignited by an arc or open flame if one should be present. An explosion of bituminous-coal dust in a tipple or cleaning plant generally can be prevented either by keeping it thoroughly clean or by removing all sources of ignition, or both.The tests at the U.S. Bureau of Mines Experimental mine have shown that the explosibility of coal dust is proportional (other things being equal) to the ratio of the volatile matter to the volatile matter plus the fixed carbon, indicated thus:The volatile ratio for the Pittsburgh coal bed is calculated as follows:Therefore, as the volatile matter decreases the liklihood of ignition decreases; however, coal-dust explosibility depends on other factors also, such as fineness, dryness, and cloud density; and under some conditions other factors also intervene.Proof of the explosibility of coal dust in the absence of explosive gas has been shown in numerous cases in mines and mine plants and also by a series of tests. In these tests a dense cloud of dust is blown onto an open flame or an electric arc, almost invariably with resultant exploding of the dust. The Safety Division of the United States Bureau of Mines has made a number of demonstrations of the explosibility of Pittsburgh coal-bed dust, using a small gallery or box in which a cloud of coal dust is blown onto a lighted match; larger-scale tests have been made with an electric arc as the igniting agent. Bituminous-coal dust is readily ignited with a medium arc, but with low-volatile coals a larger arc is required. For test purposes, a 100-ampere arc has been used. Ignition has occurred readily under these conditions with Pocahontas No. 5 coal dust with ratios of volatile to total combustible of 0.232 to 0.253, and with Pocahontas No. 3 coal dust with a combustible ratio of 0.242. Lower Kittanning coal dust, with a ratio of 0.187, did not give definite ignitions, and Pocahontas No. 4 dust did not explode, although part of the coal-dust cloud ignited. It is probable that even the low-volatile coal dust will be found to be explosive with a higher-amperage electric arc as the initiating agent."

"The erection of barricades by men who are shut off from escape in mines at time of fire or after an explosion has been consistently advocated by the United States Bureau of Mines. Largely through the publicity given by the bureau to this excellent type of emergency safety endeavor, several hundred lives have been saved during the past 20 years. One of the earliest instances of barricading in the United States of which there is fairly complete record was in connection with the Cherry mine fire in Illinois in 1909; in this fire 259 lives were lost, but 20 men were saved by two barricades and were brought safely to the surface after seven days. In another coal-mine fire, followed later. on by an explosion, at Delagua, Colo., in 1910, 79 lives were lost, but 18 men saved themselves by erecting canvas brattices or barricades; the miners in one barricade were removed safely after five hours and those in another after 21 hours. In 1911, after an explosion in a coal mine at Briceville, Tenn., in which 84 lives were lost, five persons were brought out alive after 58 hours behind a barricade. Twenty hours after an explosion in which 73 were killed at McCurtain, Okla., in 1912, 13 men were taken out alive and one dead from behind a barricade or partition constructed of canvas. In 1914, after an explosion at Eccles, W. Va., in which 181 were killed, 35 men barricaded themselves in one place and after four hours were brought to the surface alive; this barricade was also of canvas. In 1915, 112 men were killed in an explosion at Layland, W. Va., but two groups of men, 47 in all, were able to barricade themselves; after four days 46 men were rescued alive, but one man was dead. In 1915, an explosion at Boomer, W. Va., killed 23, but 27 others barricaded themselves in one place and after seven hours came out alive. All of the foregoing instances of barricading were in coal mines. In 1917 there were three cases of barricading in a Montana metal-mine fire (the North Butte) during which 163 lives were lost. One of the barricades, sheltering 19 men, failed because the region barricaded was in porous broken ground through which the poisonous gases seeped and killed the entire group. From another of the barricades, engineered by an assistant foreman, 8 men were taken out, 6 uncon¬scious and 2 dead, 50 hours after the fire started. The 6 unconscious men lived, out the assistant foreman who directed the men was one of the 2 who had died. In the third case of barricading in this metal-mine fire,,men, also led by an assistant foreman, kept themselves closed in for about b6 hours and then broke barricade or bulkhead, 25 oing in one direction to safety, and 4, including the assistant foreman, going in another direction to death from poisonous gases. There have been a number of other cases of barricading, some successful and others a failure. Probably the worst failure was that in the argonaut (gold) mine fire in California in 1922; all of a group of 46 miners behind a barricade were found dead when reached after 21 days."

"Good ventilation is one of the first requisites in the safe and efficient operation of a coal mine. If a mine is gassy, the uninterrupted circulation of an adequate supply of fresh air is imperative if that mine is to operate with a relative degree of safety. That ventilation is not •only a safety consideration, but is an extremely important economic factor is shown by the fact that in many mines 50 per cent of the total power cost is for ventilation.The system used in the Graceton Coal & Coke Co. mine, Graceton, Pa., is believed to be unusual in many ways. Its application in this mine has re¬sulted in good ventilation of the working faces, no interruption to the venti¬lating current through the use of doors. a large- portion of the air circulated by the fan reaching the working places, low velocity air currents on traveling and haulage ways, low water gage and power consumption of the fan, and well-ventilated gob areas.This investigation was made possible through the courtesy of W. H. Robertson, mine superintendent. Fred Roberts, mining engineer, and Floyd Phillippi, mine foreman, assisted in the collection of information.The Graceton mine is a slope, opening the Upper Freeport or E bed, on the Pennsylvania Railroad about midway between Blairsville and Indiana at Graceton, Indiana County, Pa. The production is approximately 1,000 tons of coal per day and about 170 men are employed underground. The mine is considered gassy and was found to be liberating approximately 300,000 cubic feet of methane in 24 hours. The return airways terminate at a circular, concrete lined shaft 12 feet in diameter and about 115 feet deep at which is the exhaust fan.Mining is done by a block system with flat or level entries turned off the main slope at intervals of 1,350 feet, off which the butt headings are turned up the grade parallel to the slope. Rooms, which are about 225 feet long and 12 feet wide, are turned off the butt headings on 80-foot centers, leaving a block about 68 feet thick between rooms.Haulage on the main slope is by rope, with the hoist on the surface. This hoist is electrically driven through a 500-h.p., 2,300-volt motor. The rope used in this haulage is 1-1/8 inches in diameter. There are five electric trolley locomotives - one 10-ton and four 6-ton - which do all of the hauling in the flat and butt entries.Before it is blasted all of the solid coal and as much of the pillar coal as can be cut with safety is undercut by permissible mining machines. Shooting is done by shot firers who use permissible explosives, electric detonators, and dry-cell, nonpermissible batteries.In rooms where conditions are normal, timbering consists of two rows of posts on 4-foot centers. Posts are required to be within 6 feet of the face in machine-cut places and within 3 feet of the face in hand-mined places. Timbering on entries, where required, is of two types: a bar hitched into the ribs and supported by the coal, or 3-piece sets. The legs of the 3- piece sets used on the slope are set well back into the rib to prevent their being. knocked out by a wreck."
