The title of this book, The Phoenix of Natural Disasters: Community Resilience is aptly chosen. ?The Phoenix is a mythical bird that never dies; the phoenix flies far ahead to the front, always scanning the landscape and distant space. It represents our capacity for vision, for collecting sensory information about our environment and the events unfolding within it.? (source: The Feng Shui Handbook, feng shui Master Lam Kam Chuen.) There are Chinese, Japanese, Russian, Egyptian, and Native American counterparts of the phoenix. All of these birds are identified with the sun and depicted as rising from the ashes ? living again. This is the essence of a community after a natural disaster ? they live again. The Phoenix of Natural Disasters: Community Resilience is edited by Kathryn Gow and Douglas Paton who have done an excellent job of creating a relatively seamless transition between chapters with different authors. The content is organized well with the first chapter providing an excellent overview of what is to come and each chapter including an abstract clarifying the focus of the chapter.

"An Arizona mining company recently demonstrated a new use for the geophone by successfully locating leaks in compressed-air lines which were buried under from 1-1/2 to 2-1/2 feet of fine rock fill. The following information is abstracted from data sent to the Bureau of Mines by the superintendent of the mine.The company has two parallel main compressed-air lines, about one and one-half miles long, buried under an average of two feet of fine rock fill. One of the lines is a four-inch high-pressure (1000 pounds) main, and the other line a ten-inch low pressure (90 pounds) main. The two mains are separated by a 10 to 3C foot interval, and run from the compressor plant to the No. 2 shaft, where they are taken underground. A pump line is also buried in the immediate vicinity.Several leaks, not audible enough to be located, were developed in the Alms. Various =Abode were suggested that did not seem practicable to the management. Finally, the company obtained a Bureau of Mines' geophone and experimented with it. The first test& were conducted while the pumps were running, and while there was noise on the concrete pavement, all of Which caused so much vibration in the geophone that it was impossible to detect the leaks.The second attempt was made at the close of the day shift when the compressors were not operating and when the pumps could be shut down. The valves in the far end of the surface lines were closed, and the lines were pumped to full pressure (90 and 1,000 pounds respectively).Geophone readings were then taken at 7 or 8 foot intervals directly see the lines. Several leaks some very large in the high-pressure line were audible with the geophone at distances varying from 15 to 30 feet. A con-le leak in the low-pressure line was found at a distance of 10 feet. detecting the leaks, no difficulty was found in locating them exactly. ""At this time"", laid the superintendent of the mine, are unable to large a leak must be in order to be located under two feet of loose geophone. The fill we worked over was quite loose and dry and unfavorable for the work in question. However, we have no that the instrument is a valuable adjunct to our business""."

Track and control the tram maneuvers of continuous mining machines by developing and evaluating a laser sensor system. Background Progressive technology has the potential to greatly improve mine-worker safety, helping to create a safer, better working environment for mine workers by keeping them away from the dangerous face area. To benefit from such technology, the Bureau is investigating remote, computer-assisted operation of mining systems for underground, highwall, and surface mining applications. A cornerstone for computer-assisted operation is an effective guidance system. Since there are no guidance systems on any commercial continuous miners (CM's), the Bureau it-self developed and tested a laser-based sensor system, based on a commercial sensor called Lasernet. The laser-based guidance system employs four laser scanning sensors at fixed locations in a mine entryway to report the angular coordinates of two cylindrical retro-reflective targets mounted on a CM. Using triangulation, a real-time microcomputer system processes the sensor data and updates the xy position and heading (h) of the CM five times per second. Using a simple control algorithm and communications interface to the CM control computer, the system also controls rotational and translational tram maneuvers.

To expediate the transfer of technology from Bureau laboratories into new products and processes that enhance the economic competitiveness of the U.S. mining and minerals industry in world markets. Background The U.S. Bureau of Mines and various members of the industry are concerned about the current technology challenge to the minerals industry in the United States. They arc working together to delineate ways of enhancing the mineral industry's technology base. More emphasis is being placed on collaboration between the government, academia, and industry to formulate the innovative revolutions needed to maintain our technology edge. Through these partnerships, real issues and problems can be identified, the industry's needs as customers can be defined, and research and development activities can be tailored to meet these needs. Now is an especially exciting time in research because some special opportunities exist to encourage private industry to capitalize on Federal laboratory research and development. These opportunities arc called CRADA's. What Is A CRADA? The Congress recently enacted a mechanism that enhances collaboration between industry and government through the Technology Transfer Act of 1986. A key lea lure of this Act is a provision through which Cooperative Research and Development Agreements or CRADA's can be developed to encourage industry and government to work together and stretch their research budgets. By entering into a CRADA, a private, non-Federal company can cost-effectively perform research by sharing the costs of this research with the Federal Government. The agree¬ment involves no transfer of funds from the Government. The Government agrees to provide personnel, services, facilities, equipment or other resources (but nut funds) and the non-Federal party agrees to provide funds, personnel, services, facilities, equipment, or other resources needed to conduct a specific research or development effort.

"INTRODUCTION Aluminum and manganese bronzes as a group, may be separated readily from other copper-base alloys by experienced sorters. However, separation of aluminum bronze from manganese bronze is generally a matter of guesswork, so that accurate separation presents a difficult salvage problem.Attempts at separation by the thermoelectric tester. 3/ which had proved successful in solving other sorting problems, showed in this instance that the desired separation was uncertain because of the wide range of composition allowable in each kind of bronze. If only one composition of each kind of bronze were used in industry, separation by the thermoelectric method probably would be simple. However; the variability in composition observed in commercial alloys is so great that the thermoelectric power of the one type frequently overlaps the range of values found for the other. As a result, specimens frequently are classified in the' wrong group.Separation of the two types of bronzes on the basis of measurements of magnetic properties on filings from the various samples also proved unsuccessful because the test results overlapped to such an extent that no clear-cut division could be obtained.Electrode potential measurements were made also on the aluminum and manganese bronzes in the hope of distinguishing between them. A drop of saturated potassium chloride solution was placed on the fresh surface of the metal and the tip of a calomel electrode introduced therein. The voltage generated was measured by connecting the electrode and the bronze part to a research-type potentiometer. Although the voltages generated by the manganese bronze parts were greater than those generated by the aluminum parts, the difference in the closest two sets of readings was not sufficient to warrant a good separation. When a concentrated potassium alum solution was used instead of the potassium chloride solution, a wider divergence of voltage was produced by the various bronzes, but unfortunately readings overlapped in several instances."

[The supply of gravel spar and of acid spar is not well balanced. Gravel spar -- 85 per cent flourspar, 5 per cent silica -- gluts the market, whereas acid spar -- 98 per cent fluorspar, 1 per cent silica -- is somewhat scarce. Hence it is desirable to convert some of the gravel spar into acid spar. Knowledge of this condition prompted the Franklin. Fluorsrar Co. at Paducah. Ky., to enter into cooperation with the U. S. Bureau of Mines and the Missouri School of Mines and Metallurgy to improve the methods of fluorspar, milling so that morn acid spar would be available. The fluorspar company detailed Mr. Omar Greeman for the work. During the course of the investigation, while Mr. Greeman was also doing work for a master's degree in the School of Mines? an extensive study was made of gravity concentration of fluorspar ores. Decrepitation by heat treatment was also given a laboratory try-out. A part of tie time was spent on flotation; these notes relate only to the flotation. The results of one of the flotation runs is appended. The test was made in a 500-gram mechanical-agitation machine. The sample was ground to 100-mesh in a pebble mill.]

In the early part of the your 1919 the Bureau of Mines undertook a study of methods of handling oil after it had buon produced, with the view of pointing out the losses due to evaporation and other causes. Observations on present methods show that the oil is subject to largo losses in both quantity and quality from the time it loaves tho well until it is recoivod by the pipe-lina company. During this time it is splashed into four or more tanks of various sizes and with little or no protection over the tops. From the settling tank, where the flow of oil is tamporarily stopped in order to permit sparation of ter and sediments, through the gago tanks and leaso gathering tanks to the largo tank storage where it is hold for many days, rich gasoline vapors roadily escape, especially from tho ghor gravity oil. As no effort is made to measure the oil before it reached the storage tanks, where it is delivered to the pipe-line company, the lossos of the light products of the oil can only be approximated, and, as final results will show, are no doubt usually very much underestimated. In conducting this investigation, the Bureau has endeavored to make tests that would show quantities and values lost, in order to impress better upon those concerned what might be saved through a little more diligence. Eperiments were conducted on both California and Mid-Continent oils. The field operimental work done in California, on which a report is to be published in the near future, is cutlined briefly below: The field work consisted in collecting from operating companies data on storage of oils in large tankage and in performing experiments in the field on storing and piping oil to small lease tanks under practical conditions. Acourate Easurements were takon on the volume, gravity and gasoline content of the oil as it passed through the various stages in its removal from the lease. The work extended over the four seasons of the year in order to obtain better the effect of varying winds and high and low atmospheric temperatures during those periods. Thanks are due to the many oil operators who have taken a personal interest in the work and gave valuable information and assistance. One company furnished the oil and tanks and much of the apparatus and labor. This company also per- mitted the work to be done on its properties in the Coalinga field. This was of material aid, as the results were to be comparative and therefore it was necessary that the same gravity oil be used throughout the experiments.

"SUMMARY This mine, which was discovered in 1846, was active in the 1850's, in the 1870's, and again in 1883. Since this last date, it has been idle. Two parallel bed-veins in lower Silurian limestone, about 50 feet apart, strike N. 70° E. and dip 70° NW. The north vein had an average width of 12 feet to a depth of 50 feet, where it was barren. The south vein had an average width of 16 feet to a depth of 75 feet; on the 110-foot level, although well-defined it carried little or no values. The zinc content of the ore was as high as 12 percent, and some lead and silver were associated with it. A reduction plant for production of spelter and zinc oxide was constructed at the mine. The only available record of production is for 1873 to 1876, inclusive, when 357 tons of smelter was shipped. The mine is caved and inaccessible, and nothing now remains of the treatment plant.Four holes totaling 1,046 feet wore diamond-drilled to probe for extensions of the ore in depth. Core recovery was about 85 percent. No samples were taken for analysis.INTRODUCTION AND ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The policy of the Bureau is to publish the facts devel¬oped by each project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, does the actual investigative work, and prepares the final report. The Metallurgical Branch, Oliver C. Ralston, chief, analyzes samples and makes beneficiation tests.The deposit was examined in 1944 by C. B. White, mining engineer of the Bureau of Minos. Mining provides a large part of the energy and raw materials that feed this Nation's economy. Copper pipe, concrete, and window glass serve as well known examples of the reliance on minerals in modern society. Less appreciated, but as important, are the hundreds of mined commodities that are an integral and necessary part of everyday products, ranging from medicines and computers to carpet and paper. Coal is a major portion of the country's energy mix today, as it will likely continue to be in a future hydrogen-based economy. The domestic mining industry also provides strategic minerals that are important for the Nation's security. The processes to recover these mineral commodities are among the most demanding and complex in an industrial society, and this inherently dangerous industry has historically had the highest risks of fatality and injury. The mining industry has been undergoing some trying and challenging times because of the recent mine disasters in the coal fields. These events have been alarming in light of the strong and encouraging safety record that has characterized mining in the United States for most of the past decade. While mining communities deal with their grief, mine operators, government regulators, and other safety personnel, set about trying to determine why these fatalities occurred. Subsequently, the mining industry is currently experiencing changes in legislation at an unusually rapid pace. The most recent regulatory changes are the Mine Improvement and New Emergency Response Act of 2006 (MINER Act) and the temporary emergency standard for mine seals. The new mine safety laws call on the nation's mines to adopt certain procedures and safety technologies immediately, or as soon as they become commercially available. Putting all the provisions in place from these new laws is a major undertaking, and will necessitate strong collaborations and partnerships among mine operators, manufacturers, regulatory and research agencies, labor unions, and community groups. It is against this background that Prevention through Design (PtD) components for the Mining Sector are recommended.

"INTRODUCTIONMany of the facilities and much of the equipment available to the Generic Mineral Technology Center for Respirable Dust are highly specialized and therefore, unique to the universities associated with the Center as illustrated in FIGURES 30 through 39.For example, a sample bank of 1300 U.S. coal specimens housed in the Coal Research Section, Deike Building of The Pennsylvania State University has been characterized for physical, elemental, mineralogical and maceral compositions. The results of this research have been used to initiate a study of the relationship between pneumoconioses and coal properties. Selected samples from this bank have been used in animal (primate) studies at the Milton S. Hershey (Penn State) and West Virginia University Medical Centers. These laboratory facilities for research in the medical and biological disciplines is state-of-the-art and includes a primate colony where dust research is currently underway. The Materials Research Laboratory and the Rock Mechanics Laboratory at PSU, and the Mechanical Systems Design and Control Laboratory, the Rock Mechanics Laboratory and the Mine Electronic System Laboratory at WVU are equipped for fundamental research on dust generation and characterization. While the majority of respirable dust research projects fall into these two categories, dust generation and characterization and interaction of dust and lung, there are other laboratory facilities available to the Center which are unparalleled in the type of equipment and expert personnel that they contribute to the program. The Mine Particle Laboratory located at the University of Minnesota and the Diesel Engine Laboratory at Michigan Technological University are examples. They house equipment and instrumentation that is unique to these facilities. much of it having been developed specifically for dust research by the research scientists there. The dust collection equipment and the fine particles measurement, characterization and analysis apparatus are essential to research in the areas of dust collection, particle characterization and diesel particulates. In addition to university laboratories, the research facilities of the National Institute for Occupational Safety and Health (NIOSH) are available to the Center through its relationship With West Virginia University."

In 1985, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied a portion of the 110,000 acre Massacre Rim Wilderness Study Area (CA-020-1013). The area studied, containing 23,260 acres, is located in northwest Washoe County, Nevada, about 25 miles west of Vya adjoining the Charles Sheldon National Wildlife Refuge. Basalt caps older tuffaceous sedimentary rocks in an area that contains no claims or prospects. No mineral resources were identified during this investigation.

"Purpose and Nature of Tests:The rapidly increasing use of motor vehicles and trucks in the United States is creating an entirely new problem in the proper ventilation of tunnels, subways and other confined spaces through which such machines must pass. This problem has become of immediate importance because a tunnel 3,000 ft. long is being designed to pass under the Hudson River between New York City and New Jersey. Another tunnel at Pittsburgh 5,700 ft. long through the South Hills, is already under construction, and a third tunnel, 6,000 ft. between Boston and Past Boston is proposed. It is probably that other tunnels will be started in various parts of the United States in the near future.The ventilation of such tunnels is a serious matter, on account of the poisonous nature of automobile exhaust gases. It not uncommon to read about finding a man dead in his garage. Generally this happens on a cold, winter morning, after he has been running the engine with the doors and windows closed."

There have appeared, from time to time, comparisons of various features of coal mining practice in the United States and Great Britain. A recent, article, appearing in a British journal, points out that the American miner produces 3 1/2 times as much coal per shift as the miner, at one-half the cost, and proceeds to explain the natural industrial, and engineering causes which lead to this result. Amon« he reasons advanced. is that the American coal miner enjoys the advantage of more easily worked seams of coal, due to the fact that the coal mining industry in the United States is of more recent date than in Great Britain. The latter qualification is not correct, because where these advantages exist, they will persist. The coal beds of the United States are not buried deeply, except in the remote parts of the country, as in the Uinta Basin of Utah. The article referred to states that many of our miners are still employed on out seams reached by "adits", (which we term entries), or by vertical shafts of moderate depth. It is probable in fact that the great bulk of the coal of the United States is taken out from a depth of less than 400 feet.

This interpretation of the laws of Mexico has been pro oared from the best information available in Washington but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it has been referred through the courtesy of the Department of State. INTRODUCTION Present-day Mexican mining legislation involves, not only the latest minim enactment (August 1, 1026), but many other enactments and regulations, principal among which are the Constitution, the Civil Code, the Code of Commerce, the Foreign Law, the Mining Tax Law, and. the Civil Jurisprudence of Mexico--the last-mentioned being based in Dart on Supreme Court decisions. Ere Mexican Federal Government is supreme in mining legislation because, among other reasons, a large part of the revenue of the Government must come from the fiscal control of the mines. All circulars, decrees, and rulings that affect the mines not only have their origin in the Central Government but are administered thereby. "Putting safety over , " using the accepted meaning of the word " Safety " as the elimination of personal injury , resolves itself into the prevention or disassociation of a combination of two distinct circumstances . Opportunity for accidents is afforded by conditions that are likely to cause injuries , but such injuries are effected only when the human body is placed in a position to be injured . As will be discussed later , in mining , as in most other industries , the degree of safety experienced depends upon the disassociation of these two circumstances , first , by making working conditions as free from hazards as possible , thus affording the minimum opportunity for accidents to occur , and secondly , the training of employees to recognize dangerous conditions and adopt measures to protect themselves and their fellow employees against injury . The responsibility for preventing accidents rests upon every person employed in an industry from the directing head down through the individual workers , and the safety of that industry will be proportionate to the extent that each member appreciates and accepts his individual responsibility . Hence , safety becomes decidedly a personal equation . Whether the personal equation will be so applied as to result in the greatest freedom from accidents , however , depends largely upon the initiative of those directing the industry . Putting safety over in a small mine presents the personal equation in a more intensified manner than the same endeavor in a large mine . Large mines , owing to their size and financial standing, can usually main ta in and support an effective safety organization with one or more directors who devote all their time to the supervision of safety work . Most small mines with a limited number of employees and limited capital can not afford and are not justified in supporting a paid safety organization , and must depend upon the close cooperation of their working force in maintaining safe working conditions . On the other hand , if proper supervision is exercised the small mine has in some respects advantages not afforded by the large mine . The limited workings in a small mine should afford less opportunities for dangerous conditions to arise and permits more frequent inspection of the entire mine . The small working force permits more latitude in the selection of employees known or believed to be either safe workers or amenable to safety educational work. Likewise , a small working force facilitates the carrying on of safety educational work and allows a closer personal contact between the superintendent and his employees .

It would permit coal mines to operate continuously instead of intermittently . Intermittent operation increases the cost per ton for mining , and makes the yearly return to labor low . These conditions contribute to serious instability and unrest in one of the fundamental industries of the country and this can be changed only by coal buyers doing their part to insure steady work . The railroads are now required to transport the maximum amount of coal during the winter months when traffic is most interfered with by bad weather and when the maximum amount of coal is used by the railroads to handle other coal . The railroads now use nearly 30 per cent of the total output of coal . About one- third of their freight traffic is hauling coal , so that economy of fuel used by the railroads will produce a considerable gross saving .

In studying the destructive distillation or pyrolysis of oil shales, the primary consideration is to determine the effects of heat on the organic components of the shale. The impracticability of separating these organic components, collectively known as "kerogen", from the mineral matter with which they are associated renders the problem extremely complex. The behavior of the kerogan in the shale while undergoing the heating process is probably different from that of the same kerogen if it could be isolated and treated under similar temperature conditions, and in fact the results of actual distillations have shown that the physical properties of the mineral matter in the shale may be the cause of much variation in the products of retorting. It must be remembered that the inorganic .material of the shale is a heterogeneous mixture of minerals solidified into a very close-grained compact mass. This mineral mass has a thermal conductivity different from that of the kerogen, thus complicating the problem of even distribution of heat. Furthermore, the temperatures of dehydration of gypsum end some; hydrous silicates are included within the temperature range of the shale distillation, These minerals are frequently present in the shales; and the evolution of water vapors from them will affect the partial pressures of the hydrocarbon vapors evolved from the kerogen, probably tending toward, the improvement of the quality of the oil distillates. Carbonates and sulphides which are also frequently present begin to decompose within this range of temperature, and the gases produced from them may alter the chemical constitution of the oils produced from the kerogen.

The Secretary of the Interior acting through the Bureau of Mines and the Geological Survey is authorized by the Strategic Materials (Public No. 117 - 76th Cong., Chapter 190 1st Sess.) to make investigation concerning essential minerals of which the quantities or grades obtainable from known domestic sources are inadequate. The Bureau of Mines, in carrying out its part of this program, may investigate deposits of such minerals in whatever manner may be necessary, in order to determine (1) the extent and quality of the are, (2) the most suitable method of mining and beneficiating it, and (3) the cost at which it may be produced. The essential objective in doing these things is to determine where and how supplies of minerals and metals of which domestic production is usually inadequate might be obtained in a national emergency, even though at higher cost than usual.

This review of literature is centered around ore evaluation and reserve calculations as generally used in the mining industry. Methods of data interpolation were reviewed with the object of determining a method that would best suit the evaluation of under- ground coal deposits. Further, computerized data library concepts as related to geological data were investigated together with a brief evaluation of the data requirements for the total project. Additionally, computer techniques for the processing of geological data with a view to generate management information for decision making were reviewed including hardware and software availability. 2.1 Interpolation and Extrapolation of Data The importance of accurate estimates of value parameters in terms of their geographical and geological distribution within a, mineralized body has long been recognized in the evaluation of metallic and non-metallic deposits. As the factors which affect mineral distributions and associations are better understood, accuracy, and reliability of estimation increases. The ideal objective is to develop a deterministic model with the capability of accurately predicting the value at any geographical location. The most important value parameters requiring determination in any orebody are the grade and the quantity of ore that can be mined at the stated grade. These two parameters are modified or qualified by others which include physical dimensions and physical and chemical characteristics of the ore value. Therefore, the

Proper design characteristics for a seismic system to locate miners during a mine disaster are considered in terms of a total system concept. Field hardware, processing equipment, operating personnel, deployment, training, and supportive R and D are necessary elements of the total system. Each of these elements is discussed and an indication given as to the requirements necessitated by each one. Hardware must be portable, rugged, and fieldworthy. Processing equipment must be simple to operate, expandable for future processing improvements, and ruggedized for field use. A small well-trained team must be available for quick response in times of emergency. Alternative deployment procedures are necessary to allow for a variety of situations including both ground and air delivery. Supportive R and D is used to support training and upgrading of the system.
