The skills differential between manpower supply and demand is due to deeply rooted socio- and politico-educational misconceptions that can be remedied only by a concerted cooperative effort on the part of the general public, the State, organized industry, organized engineering, and engineering education. This will require the general public to recognize that the reasons for the shortages in engineering manpower should be regarded as critical. Public perceptions of engineering, of the vocational and educational prospects in engineering, and of the skills required are poor. The spectrum of engineering vocations, the corresponding function profiles, the interaction between the vocations and the relative proportions of the vocations in the engineering team are in general not adequately appreciated. The recruitment and training of students and teaching staff, teaching facilities, educational curricula, practical training, qualifications, professional registration, and financing are aspects of engineering education that should be brought to the attention of all concerned. . In addition, the educational curricula for the various vocations need to be specified clearly and definitively if the overall mission of engineering education is to be properly appreciated. The uncertainties between university and technikon education and the pursuant vocations need to be resolved. This can be done only by defining the respective curricula in terms of the mental skills and scientific techniques required. The remedial actions with regard to the rationalization of engineering education comprise informing of the public; establishment of an active political lobby; revision of existing education policy; rationalization of existing educational infrastructure; promotion, development, and guidance of engineering student intake; financing of engineering education; accelerated creation of new employment opportunities; and monitoring of the supply and demand of high-level manpower. The parties required to nitiate these remedial actions are various State departments and corporations involved in engineering and industry, various departments of education, the Directorate of Technology of the Department of Trade and Industry, organized engineering education, organized engineering, organized industry, and the Human Sciences Research Council. Only if these interest groups actively initiate the various actions under the coordinated guidance of organized engineering wil the required results be achieved. The South African Engineering Association has proposed a comprehensive programme as strategy to solving the problem, and has obtained broad consensus from various State departments, organized engineering education and research, and the private sector. A joint venture between the Foundation for Research Development, the South African Engineering Association, and organized industry has been charged by the State President with the task of launching the programme.

ABSTRACT: Short-term strength, damage and healing boundaries for rock salt are experimentally determined and integrated into the Hou/Lux-MDS damage-healing model. This model can be used to describe the mechanical behaviour of rock salt during a damaging process (under high stress to strength ratios) as well as during a healing process (under very low stress to strength ratios with high confining pressure). The development of the damage and the stress to strength ratio in the excavation damaged zone (EDZ) of a storage cavern under a minimum internal pressure as well as the development of the healing of damage and the stress to strength ratio under a subsequent maximum internal pressure are investigated project-related. The results of the investigation make it possible to shift the permissible minimum pressure boundary down, allowing the optimisation of decisive economic characteristics of storage caverns. RÉSUMÉ: Le comportement court terme, l’endommagement et les conditions de colmatage pour le sel gemme ont été étudiés expérimentalement et intégrés dans le model endommagement-colmatage Hou/Lux-MDS. Ce modèle permet de décrire le comportement mécanique de sel gemme pendant le processus d’endommagement (sous fort rapport contrainte-résistance) et le comportement du processus de colmatage sous très faible rapport contrainte-résistance avec forte pression de confinement. Le développement d’endommagement et le rapport de contrainte-résistance dans une zone d’endommagée (EDZ) d’une cavité de stockage avec un maximum de pression de soutènement ont été étudiés. Les résultats de cette étude permettent de conclure qu’il est possible de baisser la pression de soutènement, et par conséquent d’optimiser les caractéristiques économiques décisives des cavité de stockage. ZUSAMENFASSUNG: Für Steinsalz werden Festigkeits-, Schädigungs- und Verheilungsgrenze experimentell ermittelt und in das Schädigungs-Verheilungs-Modell Hou/Lux-MDS integriert. Damit kann das mechanische Verhalten von Steinsalz sowohl bei einem Schädigungsprozess (mit hohen Ausnutzungsgraden) wie auch bei einem Verheilungsprozess (mit niedrigen Ausnutzungsgraden) beschrieben werden. Projektbezogen werden die Schädigungs- und Ausnutzungsgradentwicklung in der Auflockerungszone einer Speicherkaverne unter einem minimalen Innendruck sowie die Verheilungs- und Ausnutzungsgradentwicklung unter einem anschließenden maximalen Innendruck untersucht. Die Untersuchungsergebnisse erlauben, die zulässige Minimaldruckgrenze nach unten zu verschieben, so dass entscheidende wirtschaftliche Kenngrößen von Speicherkavernen optimiert werden können.

International Solvent Extraction Conference 1971 ISEC '71, which will be held in The Hague, The Netherlands, from 18th to 23rd April, 1971, is being sponsored by the Society of Chemical Industry in association with the Koninklijk Instituut van Ingenieurs, the Institution of Chemical Engineers and the Koninklijke Nederlandse Chemische Vereniging. The Working Party on Distillation, Absorption and Extraction of the European Federation of Chemical Engineering is participating in the Conference, which is the 101st event of the Federation. The scope of the Conference covers the entire science and technology of liquid-liquid extraction as applied in all branches of industry. Thus sessions will cover both chemical and chemical engineering aspects of the subject as applied to both inorganic and organic solutes. The conference aims to bring together academic and industrial workers in the field from all parts of the world. The programme includes over 100 papers by authors in 26 countries. Full details of the papers, together with registration forms, are contained in a detailed programme, copies of which are now available from: ISEC '71, 14 Belgrave Square, London, S.W.1, U.K. Department of Mining and Mineral Technology of the Royal School of Mines Postgraduate Courses Technical and economic challenges facing the minerals industry, together with progressive change in methods and equipment, increasingly necessitate re-training of experienced professional engineers who aim for top places. In order to meet this need, this Department has for some years run one year M.Sc. courses. Engineers, often sponsored by their employers, have a choice of three courses which are respectively devoted to mining, applied rock mechanics or mineral process design. The course in Mining is divided into five subjects, which are treated from the business management point of view. It is intended to provide middle management with a knowledge of those techniques that are required by the mining engineering function in the preparation of modern projects. The course in Mineral Process Design provides a systematic use of mineral sciences, engineering and economics for ore testing and process design, so as best to balance the technical and financial requirements for specific mineral resources. The course in Engineering Rock Mechanics is designed to provide a specialized training in the engineering applications of rock mechanics for engineers and geologists, so that they are equipped to treat a wide variety of problems in mining and civil engineering. Prerequisite qualifications are a good first degree in a related subject, plus industrial experience: The rewards include an M.Sc. of the University of London and the Diploma of the Imperial College (DIC). "Ecological footprint analysis (EFA) was first described in 1996 as a measure of carrying capacity appropriated by human activities. EFA is a resource and emissions accounting tool designed to track the demand on the biosphere’s regenerative capacity. Ecological footprints are increasingly used as indicators of organizational and corporate environmental performance and product sustainability. There is a compelling argument to develop an EFA tool for mining companies.To determine the size of a mine’s ecological footprint, land requirements for all categories of consumption and waste discharge must be summed. This land is only made up of the ecologically productive land and water in various classes (cropland, pasture, forests etc.) required on an ongoing basis to provide all energy and material resources consumed and absorb wastes.A challenge in conducting an EFA for a mine is the shortage of accessible data. Undertaking an EFA for a corporation or individual site entails compiling consumption and emissions data (which can be used for other reporting applications). The footprint results themselves highlight the most critical aspects of an organization’s impact on the environment and provide a platform for focusing actions and for educating the workforce to improve their contribution to best-practice operations. This paper discusses the benefits and challenges of undertaking an EFA for a mining company, and provides examples of the various components of ecological footprints associated with mines, as well as showing how an EFA can be used to understand and communicate some of the impacts associated with mining activities.IntroductionFundamental biophysical and economic limits are now being experienced in many countries around the world. Herman Daly, a former World Bank economist, described this scenario as ‘uneconomic growth’, where the costs of growth exceed the benefits (Daly, 2005). This occurs when the economy’s expansion encroaches excessively on the surrounding ecosystem, sacrificing natural capital. Under such conditions the sacrificed natural capital is more valuable that the resulting economic growth. Consequently, the world faces largescale threats to sustainability and especially to the viability and continued existence of the ecosystems that support human settlements (El Zein et al., 2014). In recognition of this sustainability imperative, mining companies are increasingly concerned with their ecological footprint (EF)."

South Africa depends to a considerable measure on the exploitation of mineral reserves and the processing of these minerals. One of the prime requirements for the mining and metallurgical industry to continue in this vital role is access to sufficient energy in a suitable form. Hence, four important questions are discussed: Does South Africa have sufficient energy for the processing of its minerals and metals! Will the cost of energy allow South Africa's minerals and metals to compete on world markets? Can mining and metallurgical processes become more energy-efficiency Can mining and metallurgical processes be adapted to the various forms of energy that may have to be utilized in the future? It is concluded that about 26 per cent of the extractable reserves of coal would be required in the mining and processing of 50 per cent of South Africa's reserves of gold, platinum-group metals, copper, iron, ferrochromium, and ferromanganese. However, the reducing agents required exceed the extractable reserves but not the total estimates of mineable in situ resources of metallurgical coal and anthracitic coal. Even under the severe constraint that coal could become virtually the sole source of energy, only about three-quarters of the extractable reserves of coal would have been consumed by the year 2025. The reasonably assured resources of uranium metal that can be recovered at less than $80 per kilogram are considerable and, at current conversion efficiencies to electricity, are equivalent to one-fifth of the extractable reserves of coal. The rate of exportation of energy in the form of U30. was about five times that of coal in 1978. It is pointed out that the price of energy has a direct effect on the competitiveness of metals, and, although constituting only a small proportion of the selling price of precious metals, it represents a significant proportion of the selling price of copper and metals recovered from oxide ores. The scope for the conservation of energy appears to be greater in the extraction and conversion of primary energy-carriers to electrical energy than in other mining or metallurgical fields. Provided that alternative sources of energy can be converted to electrical energy, they can be applied to the mining and metallurgical industries. The decision as to which type of energy should be used in specific mining and metallurgical situations is complicated, and is likely to be subjected to closer scrutiny than in the past. The hope is expressed that the tentative conclusions reached will give rise to more-quantitative analyses from those qualified to undertake such an exercise. Inevitably, the questions asked at the outset give rise to more questions, and the more interesting ones are posed in the context of each conclusion.

Despite economic law and policy instruments with righteous intentions, the politics of resource nationalism could render these instruments unworkable. South Africa is a case in point. After the establishment of democracy, the country's outdated law and policy framework was replaced with a modern system, and in many respects an exemplary one. Converting the privately-owned mineral right system into a scheme of state custodianship allowed for several resource nationalism instruments, in addition to a resources royalty structure that first, compensates for the loss of a non-renewable resource; second, provides for optimal resource use through encouraging value addition to mineral production; and third, effectively targets economic rents. However, despite these improvements, the country went through a process of fierce debate on whether or not mines should be nationalized: the debate was fuelled by public anger with claims of political non-delivery. The result was considerable noise because of public unawareness of facts and distortion of the facts in political rhetoric. The purpose of this article is, first, to establish the status of resource nationalism in South Africa's mineral and fiscal frameworks; second, to give an opinion on the findings of the African National Congress's document on state intervention (Maximising the Developmental Impact of the People's Mineral Assets: State Intervention in the Minerals Sector (SIMS), 2012); and third, to fruitfully contribute to the fundamental discussion on how South Africans benefit from their mineral riches. The methodology is to start with explaining resource nationalism as an international issue for the extractive industries; then to offer an overview of existing resource nationalism instruments in South Africa-along with their effectiveness in attracting rents and investment. The major finding is that South Africa has resource nationalism firmly ingrained in its current suite of instruments. However, it is necessary to address the perceptions of bad governance, and above all, maintain the stability of the rules governing mineral development in South Africa.

ABSTRACT The recently introduced concept of negative taxation complicates estimation of the distributable profit of certain South African gold mines, and an assisted mine could operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. A simple diagram is presented from which the approximate working profit or loss, taxation payable or tax credit received, and the distributable profit of an assisted mine can be estimated directly for any combination of the four main variable operational factors: tonnage milled, recovery grade, unit cost and capital expenditure. INTRODUCTION The effects on the working profits of South African Gold mines caused by changes in unit working costs, recovery grade, tonnage milled and capital expenditure are readily estimated. For normal tax- and lease-paying mines the distributable profit is related to the working profit and the latter is a commonly accepted comparative measure of the profitability of an operation. However, the recently introduced concept of State assistance in the form of negative taxation1, i.e. a tax credit, for mines with a life of less than eight years complicates such estimates. A requirement of State assistance is that an assisted mine must lower its normal pay limit by 16 to 20 per cent, and it will be possible for a mine to operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. In the case of an assisted mine it is therefore necessary for management to judge the effects of changes in unit costs, grade, etc., in terms of distributable profit instead of working profit. This will require repeated calculation of tax to be paid or tax credits that will be received under the numerous possible combinations of the four main variable factors. However, with the aid of the diagram illustrated in Fig. 1, it is possible to assess at a glance the practical effect of these variables on the distributable profit of an operation not subject to tax on the normal formula, or small mine formula, with sufficient accuracy to decide whether a detailed analysis is required. USE OF THE DIAGRAM From the central point 'X' in Fig. 1, a range of tonnages milled per annum has been plotted along the north-bearing axis, a series of costs per ton milled in the northwestern quadrant, recovery grades in the northeastern quadrant, and capital expenditures in the southwestern quadrant. Starting from the tonnage milled per annum, a line is drawn east and west across the two northern quadrants up to the points where it reaches the desired cost- and grade-lines. From these points two north-south lines are drawn into the southern quadrants. A further line is drawn to the east from the point where the western north-south line crosses the desired capital expenditure. Early removal of the shaft reef is usually considered necessary on deep level South African gold mines to avoid damaging stress build-up associated with traditional shaft-protection pillars. In the case of the relatively shallow Beatrix Gold Mine it was largely motivated by early access to ore and the consequent earlier return on invested capital. A number of options were considered to protect the shaft from possible damaging stress changes and to minimise deformations in the shaft-reef area. Numerical modelling was used to evaluate the options and to quantify as accurately as possible the likely deformations to be accommodated by the shaft steelwork designs. The option chosen was a combination of strategically placed satellite pillars and yield pillars, and backfill. Following the mining of a small inner cut during the shaft sinking process, full-scale mining is progressing away from the shaft. Suitable instrumentation has been installed to monitor deformations associated with the shaft reef removal. Eine Anzahl an Optionen wurde erachtet um den Schacht vor möglichen zerstörenden Druckänderungen zu schützen und Deformationen im Riffschachtbereich zu minimieren. Um die Optionen zu bewerten und mögliche Deformationen so genau wie nur möglich quantitativ darzustellen die von den Schachtstahlkonstruktionen aufgenommen werden müssen, wurden numerische Modelle verwendet. Die gewählte Option war eine Kombination aus strategisch plazierten exzentrischen Pfeilern und Schutzpfeilern sowie Hinterfüllungen. Nach dem Vortrieb eines kleinen inneren Einbruches während des Abteufens wird der Vollvortrieb vom Schacht weg vorgenommen. Um die Deformationen, die mit der Riffschachtentfernung verbunden sind zu überwachen, müssen geeignete Instrumentenausrüstungen installiert werden.

Introductory remarks by author When Mr R. C. J. Goode suggested preparation of a paper in the area of manpower utilization in South Africa, I was, while keen to accept his invitation, somewhat hesitant for two reasons. Firstly, I recognized the great difficulty of making a factual contribution, because of the lack of really relevant statistical information available, the fact that much of it is out of date, and the difficulty of researching and co-ordinating it and of evaluating a statistically sound resultant viewpoint. Experience in the actual preparation of this paper has done nothing to change my view in this respect. Secondly, it is obvious that a paper presented to a meeting of this Institute, by a member of it, would be expected to devote considerable attention to the subject in the mining industry. I am not directly employed by the mining industry, although my company has carried out extensive assignments for various sectors of it both in this country and in other parts of the world, since the 1939-45 war. I am more conscious than most of the tremendous technical and managerial skills at the disposal of the industry in this country, and consequently am equally conscious of the hazards of publishing facts and figures which might be taken to indicate any criticism of performance. I am aware that some of the information that I am about to present may indeed generate comment, and possibly even critical comment. I would like to be regarded therefore in presenting this information, as a member of the group, rather than an external critic. Under these circumstances, comment can only be constructive, and this is my earnest hope. The contribution of my paper, if contribution there is, will I hope be in the area of assessing labour productivity in mining, and in secondary industry in such a way that the performance of each against its own past results is comparable. This task has not for the present been to my knowledge attempted, and in advance I wish to take out authors' insurance against legitimate criticism from professional economists and others, by stating that I am well aware of possible short-comings in the arguments. Nevertheless I believe that under the circumstances I have, with the important assistance of several people, been able to take the subject further than has been the case in the past. Finally, I have related productivity in the mining industry and in secondary industry to a target of productivity in the Republic of South Africa. I was fortunate recently in being able to attend a series of lectures by a prominent economist in America. He introduced his subject by calling it 'A broad survey of macro-economics'. Perhaps I might be permitted to describe my paper, in the same idiom, as 'The macro-management of labour'.

SYNOPSIS Planning for the Finsch opencast mine is described with particular reference to the proposed stages of mining, the method used to determine the limits of surface waste rock stripping and the derivation of the waste rock mining rate. Actual mining practice is described and the possibility of installing a skipway into the open mine at a later date is discussed. In addition, the waste dumping policy is referred to: this includes the cutting of slots through the hill on the west side of the pipe to increase tramming speeds. The crushing, washing and recovery sections of the treatment plant are described together with the various changes being made to the circuit. The most important of these are the installation of X-ray sorters for the final recovery of + 7 mesh diamonds, and the vibrating grease belt for the recovery of - 7 mesh diamonds. INTRODUCTION The Finsch Mine, a subsidiary of De Beers Consolidated Mines, Limited, is situated approximately 90 miles west of Kimberley, and some two miles from the village of Lime Acres, in the Northern Cape. Lime Acres is a company village shared with the Northern Lime Company which operates a limestone quarry and works near the township. The mine is near the southern end of a well mineralized belt producing limestone, asbestos, diamonds, manganese and iron ore, and the whole area has developed rapidly in the last 20 years. Power for mining operations is drawn from the Electricity Supply Commission. The mine is conveniently close to the main Kimberley-Postmasburg railway line. Water is drawn from the Vaal River through a 57 mile State-owned pipeline at present temporarily operated by mine staff. DISCOVERY AND PROSPECTING OPERATIONS The diamondiferous orebody is situated on the farm Brits, which is State-owned ground that has been leased to the Company for the period of mining operations. There are indications of interest in the area by prospectors (Richter, de Bruin and others) over a period of some 30 years and the discovery would possibly have been made years earlier but for a law preventing prospecting for precious stones on State-owned land. Although the pipe formed a clear depression on the hill where it was situated, it was overlain by some 5 to 40 ft of banded ironstone rubble which was washed into the depression from the hillside above the pipe and obscured the deposit. In 1958, Mr Allister Thornton Fincham applied for, and was granted, the right to prospect for base minerals on the farm Brits. Asbestos is known to occur in the area and, initially, was Mr Fincham's primary interest. However, during the prospecting operations, garnets were discovered and it was realised that diamonds might be present. In 1960, when the Precious Stones Amendment Act was passed, a company

One of the key products produced by the mineral sands industry is the titanium dioxide slag, a process that requires grinding of a coarse product down to a valuable saleable product. Traditional methods have included the vertical roller mill in tandem with dynamic air classifiers and, alternatively, two-stage grinding and crushing through an AG mill in closed circuit with a dynamic classifier and secondary gyradisc crushers. The products produced, commonly known as chloride and sulphate slag, are differentiated by the particle size distribution of the final product. The more valuable chloride slag must, by specification, be a product sized in the range between 850 and 100 microns?the more fines generated in the grinding process, the less higher valuable final chloride slag is produced. This paper will explore a technology that is new to both the mineral sands and to other mineral processing industries. Inter particle communition, or IPC as it is known, has been applied in the cement industry to improve the performance of clinker grinding mills. The principle is to create a process of material on material comminution under high pressure that fractures the material along the grain boundaries rather than breaking it smaller than a gap setting in the crusher. The process is now looked at for the TiO2slag producers because of the potential benefits of energy savings and with a minimal generation of minus 100-micron fines. Discussions will revolve around the design and functionality of the Rhodax® both from a process and maintenance perspective, a typical test regime and results on slag grinding. The development of the flowsheet necessary for the process will be examined, the ancillary equipment required and finally the scale-up from the test to an industrial plant will be investigated. Full-scale results of an operating plant will also be given showing the benefits that can be realized. A promising new flowsheet with fines reintroduction to the Rhodax® crusher will be presented.

The President: We are very fortunate tonight to have with us Professor Franz Pawlek, Head of the Institute of Extractive Metallurgy for Non-Ferrous Metals of the Technical University, Berlin. In him we have a representative from one of the few mining and metallurgical universities in Western Germany, since I understand there are only three such universities, Berlin, Aachen and Kassel. The latter is represented by Mr Schmelling who has accompanied Professor Pawlek here tonight. The famous Freiberg University is on the other side of the Iron Curtain, and so is Breslau. Professor Pawlek was born in Vienna many, many years ago, and he obtained his diploma and then later his Doctor's Degree in metallurgy, in Vienna. For four years he worked for an Austrian company, and then moved to Berlin and joined the A.E.G. Company. After the war, he joined the Institute, which had been very heavily damaged, and he was closely associated with the rebuilding and re-equipping of the faculty of mining and metallurgy. He has written numerous papers, and I am sure we are going to have a most entertaining and interesting evening's talk. The President: Gentlemen, I am sure you would like me to thank Professor Pawlek for his talk tonight. My knowledge of pressure leaching is particularly small, limited to a friendship with Professor Frank Forward, to whose original work at Fort Saskatchewan reference has been made by Professor Pawlek. I enjoyed Professor Pawlek's talk, and as a mining engineer I managed to follow most of the argument, mainly because it was so lucidly presented, aided by these informative slides; but I never realised how complicated a problem this process can be. I am taking the liberty of asking Professor Howat to express our thanks from a more technical point of view. After Professor Howat has spoken, and possibly posed a few questions, I shall throw the meeting open in the hope that various people here will be prepared to ask questions. I see one or two gentlemen who have been over in Canada studying pressure leaching lately, and I hope they will ask questions, informally if they so wish. We will not record the full proceedings of this meeting tonight, in the hope that there will be more questions of a general nature. Thank you. Professor Howat: Mr President, Professor Pawlek, I am afraid I am up here under false pretences, because the matter that I thought I was asked to do was to propose a word of thanks, and I usually thought that a word of thanks was taken at the end,-however. It is always very intriguing to think that for all these thousands of years that have passed, pyrometallurgical processes have provided the main methods of extracting metals from their ores. Within the last 100 years, hydro metallurgical processes have become of increasing importance, and it is quite interesting to speculate that the largest single hydrometallurgical process is the one that we operate in this country,-which was devised by two distinguished countrymen of mine,-namely, McArthur and Forrest.

The main purpose of this paper is to introduce the main strategic restructuring aspects of companies that are directly (coalmines) or indirectly (companies that depend on coalmines) linked to coalmining. An attempt is also made to determine the principal factors required for the successful execution of a restructuring process in companies focused on the basic activities of coalmining, such as companies that provide supporting activities. The restructuring process exerts an influence on the whole area that relies on coalmining. So coordination of activities among the government, the local community, and the coalmine is very important. This is the major premise of this paper. The first section of the paper focuses on identifying and analysing the key factors in restructuring and a selection of key methods, drawing on past and present practice. The key factors to be considered in a model of enterprise restructuring in the coalmining sector are considered. The second section is dedicated to the actual design of the model of enterprise restructuring in the coal industry. The proposed model is based on positive experiences in the restructuring of coalmining companies in Europe, with an emphasis on Slovenia, successful approaches to crisis management in corporations, and identifying key areas in bringing about a strategic turnarounds in company operation. To support the argument for the key business areas, a brief summary of empiric findings has been included to demonstrate the applicability of the proposed model and the restructuring process. The summary is based on the survey done in both Slovenian coalmining companies (especially in Velenje Coal Mine) and their subsidiaries. This paper describes the development of large-scale thermal-plasma systems, which was motivated, in general, by the potential cost savings that could be achieved by their use as a replacement for the more conventional methods used in the generation of thermal energy. The anticipated cost savings arise not only from the use of plasma-generating devices but from the manner in which they have been interfaced with a furnace to process particular materials, mostly as fines. Thermal-plasma systems fall into two categories: non-transferred-arc and transferred-arc devices. In general, transferred-arc devices have been interfaced with open-bath furnaces in which melting or smelting processes carried out, while non-transferred-arc devices have normally been applied to shaft furnaces. Water-cooled transferred-arc devices are somewhat limited in power (about 5 MW) because of the relatively voltages (300 to 500 V) that can be attained in open-bath furnaces, where very long arcs are undesirable, and because only relatively low levels of current can be carried. Graphite electrodes can overcome the restriction current, and power levels of 30 to 50 MW seem feasible, even with one electrode, if direct current is used. Multiple water-cooled devices are capable of attaining similar power levels, but the capital costs are much higher. Costs due to electrode wear are lower for water-cooled systems, but expensive gases are needed for transferred-arc devices. Mintek conducted extensive pilot-plant work in which water-cooled devices were used initially but graphite electrodes were used subsequently to produce ferochromium from fines. Transferred-arc open-bath configurations were used. This work led to a decision by Middelburg Steel & Alloys (MS&A) to install a 16 MVA furnace of semindustrial scale to produce ferochromium aloys based on the ASEA d.c. arc furnace developed for the Elred process. Non-transferred-arc devices have atained reasonable scale-up to the 6 to8 MW power level, and high-voltage operation, which is inherent in such devices, has enabled lower currents to be used. Nevertheless, multiple systems are still necessary to accommodate large-scale applications, and this can be costly from a capital point of view. The cooling requirements are large, and can represent a considerable loss of electric energy. Shaft furnaces equipped with non-transferred-arc devices are suitable for the processing of materials that have volatile species, e.g. silica or manganese, or where the shaft is used to prereduce oxides that are amenable to gas-solid reactions. It is probably in the treatment of light and refractory metals that plasma technology will achieve its greatest development in the years to come. The energy requirements for the production of these metals are high, and very low oxygen potentials are necessary. These are factors that favour thermal plasma. Much developmental work is still needed in this interesting field. It should be remembered that electrically generated thermal energy is a unique temperature source that, in many instances, cannot be replaced technically or economically by the combustion of a fuel.

The hard rock gold and platinum mines in South Africa have seen little development in the technology of mining. Holes are still drilled in the rock—though the latest water hydraulic rockdrills will complete that task in two minutes compared with the eight hours for hand drilling. Charging up is with far safer explosives and with available initiation systems it is no longer necessary to run up the face lighting each fuse. Movement of rock in the stope is predominantly by means of scraper buckets and scraper winches — these were first introduced in the 1920s.Support is still mainly rock, either in sit pillars or backfill, or alternatively wood. Just as themining process has changed very little it is hardly surprising that the productivity of mining is also relatively unchanged. Major efforts have been made to mechanize the mining process. However, most of the narrow reef mines where ‘trackless mechanized mining’ was introduced in the early 1980s have reverted to conventional mining. In the wider reefs mechanized mining is the option of choice, unfortunately most of the gold and platinum mines have very narrow reefs that are not suitable to’ off the shelf’ equipment. The move to introduce room-and-pillar mining into the narrow UG2reefs is at the expense of mining more waste with the reef, fortunately it appears that appropriate waste and reef separation processes are available. Room-and-pillar mining followed by long holedrilling and blasting of a narrow slot of reef out of the pillars currently appears to offer the best of both worlds—maximum reef recovery with minimum waste dilution. All these mining methods are still dependent on blasting to break the rock. The cyclic nature of mining by blasting places severe constraints on the rate of face advance that can be achieved and consequently the utilization of the invested capital. For narrow reef hard rock mining to break out of these constraints and to really make progress in the 21st century it is necessary to follow the lead of the soft rock mining industry and change the technology of mining. In the underground coal mining industry, coal cutting has been proved to be the most cost-effective solution. In narrow reef hard rock mining the future must be based on the development of non-explosive methods of rock breaking that in turn are integrated into continuous mining systems. Non-explosive so that the mining operation can be conducted on a continuous basis, with nodelays for the removal of blasting fumes. Continuous mining also maximizes the return on the capital invested in developing the mine. Rock cutting will define the stope width and that in turn will be designed to minimize waste dilution; it will also minimize damage to the hanging and create a safer environment. Mechanization makes it possible to automate the mining process and further improve safety by positioning the operators in a safer environment. This paper defines the work to evaluate cutting processes carried out by Sandvik TamrockVoest Alpine. The evaluation was in the UG2 and the pyroxenite and norite typical of the Merensky Platinum Reefs. A novel form of mining machine is proposed that will utilize existing technology. Finally the paper describes the interaction between Sandvik Tamrock Voest Alpineand Lonmin Platinum and the initiation of an agreement to develop and trial a prototype hard rock narrow reef mining machine.

Extraction of isolated blocks of ground with elevated levels of stress and/or seismicity is a common occurrence in South African gold mines. Isolated blocks of ground that are divorced from the main orebody and are bound by complex, dip and strike parallel, non-persistent geological structures dominate the Klerksdorp gold fields. No quantifiable methods exist to assess the risk associated with mining these and other classes of remnants. A case history, from a gold mine that planned to extract three remnant blocks hosted in a large complex fault system, is used to illustrate the decision making process based on a combination of underground observations, numerical and seismic techniques. Simple risk estimation matrices were developed and used to estimate remnant-mining risk and finally to quantify the decision on which of the three remnant blocks could be extracted at the lowest possible geo-mechanical risk. Il est courant dans les mines aurifères sud-africaines d’extraire des blocs de terrain isolés qui possèdent des niveaux élevés de contraintes et/ou sismicité. Les régions aurifères de Klerksdorp sont dominées par des blocs de terrain isolés qui sont séparés du gisement principal et qui sont retenus par des structures géologiques non continues, à parallèle de pendage et direction, et complexes. Il n’existe pas de méthodes quantifiables pour évaluer le risque associé à l’extraction de ce genre et autres genres de résidus. Une observation de cas, celle d’une mine d’or qui avait l’intention d’extraire trois blocs de résidus qui se trouvaient dans un grand système complexe de faille, est utilisée pour illustrer le processus décisionnel basé sur une combinaison d’observations souterraines, et de techniques numériques et sismiques. Des matrices simples d’estimation de risque furent développées et utilisées pour estimer le risque lié à l’extraction des résidus et finalement pour quantifier la décision sur lequel des trois blocs de résidus pouvait être exploité au moindre risque géo-mécanique. Die Extraktion isolierter Gesteinsblöcke mit erhöhtem Spannugsniveau oder Seismizität ist in südafrikanischen Goldminen üblich. Isolierte Gesteinsblöcke, die von der Haupterzader getrennt und durch komplexe, parallele abfallende und horizontale nicht persistent geologische Strukturen gebunden sind, beherrschen das Klerksdorp Goldfeld. Es gibt keine quantifizierbare Methoden die das Risiko welches mit dem Abbau dieser und anderer Klassen verbunden ist beschreiben. Eine Fallstudie einer Goldmine, welche die Extraktion von drei in einem großem komplexen Verwerfungssystem eingelagerten Einschlußblöcken plante, wird verwendet um den Entscheidungsprozeß zu illustrieren, der auf einer Kombination von Untertag Beobachtungen und numerischen und seismischen Techniken basiert. Einfache Gefahreinschätzungsmatrizen wurden entwickelt und angewendet um das Abbaurestrisiko abzuschätzen und letztendlich die Entscheidung zu quantifizieren, welcher der drei Einschlußblöcke unter dem niedrigst möglichen geo-mechanischen Risiko extrahiert werden konnte .

A progressive karst formation and its influence upon engineered structures in the ‘phil-karst’ rock mass draw a tunnel engineer’s special attention to a long-term stability and the maintenance issues. Karst sinkholes of any size beneath the railway bed cause train wrecks or long interruptions in train traffic during rehabilitation work. The collapse of cave roof, called a ‘doline’, is in general connected to the cave by the gradual dissolving of the rock, developing into subsidence and sink-holes. The principal conclusions obtained from the field experiments are as follows: It is found that the development of karst cavity shows a relationship with a structural geological line and it is necessary to define the dominant directions of joint and geological layer (formation). The relation-ship between the water flow and joint direction can be used as an indicator of cavity presence in their direction. In addition the direction of in-situ stress can play a role in the development of karst cavities. A risk map of karst scenario is produced for the tunnel supporting systems with rock type classifications in water-soluble karstic rock mass. Eine fortschrittliche Karst-Formung und sein Einfluß auf angelegten Strukturen in der Phil-Karst-Felsenmasse wecken einem Tunnelingenieur eine besondere Aufmerksamkeit zu einer langfristigen Stabilität und der Wartungsausgaben auf. Karstensinkhöhlen in irgendeinen Größen unter dem Eisenbahnbett sind die Ursache der Zugeszerstörung oder der langen Unterbrechungen in Zugverkehr während Rehabilitationsarbeit. Der Zusammenbruch von Höhlendach, d.h. ein “doline”, ist im allgemeinen an die Höhle, die durch das allmähliche Auflösen des Felsen zu entstehen ist und sich in die Subsidence und Sinkhöhlen entwickeln, angeschlossen. Die Hauptschlüsse, die von Feldenprüfungen erhalten wurden, sind folgendermaßen: es wird gefunden, daß die Entwicklung von Karstenhöhlung eine Beziehung mit einer strukturellen geologischen Linie zeigt und es notwendig ist, die vorherrschenden Richtungen von Gelenk und geologischer Schicht (die Formung) zu definieren. Die Beziehung zwischen dem Wasserablauf und der gemeinschaftlichen Richtung kann als ein Anzeiger von Höhlungsanwesenheit in ihrer Richtung benutzt werden. Zusätzlich kann die Richtung von In-Situ-Spannung eine Rolle in der Entwicklung der Karstenhöhlungen spielen. Für das Tunnelunterstützungssystem, welches mit Felsentypenklassifizierungen in wasserlöslicher Karstic-Felsenmasse, ist eine Risikokarte von Karstenszenar hergestellt. Une formation progressive de karst et son influence sur les structures tracées dans la masse de roche "phil-karst" retiennent l'attention particulière des ingénieurs de tunnel aux problèmes de la stabilité à long terme et du maintien. Les creux de karst de toute la taille sous le chemin de fer causent les accidents de trains ou de longues interruptions pendant le travail de réhabilitaion. L'effondrement du plafond de caverne qui s'appelle "doline" s'est, en général, connecté à la caverne par dissolution progressive de la roche, en devenant l'affaissement et les creux. Les conclusions importantes venant des experimentations sur le terrain sont suivants: d'abord, le développement de la cavité de karst montre le rapport avec la ligne géologique de la structure et il est nécessaire de définir les directions dominantes du joint et la couche(formation) géologique. La relation entre l'écoulement de l'eau et la direction du joint peut être utilisé comme un indicateur de la présence de la cavité dans leur direction. De plus, la direction sur place peut contribuer au développement des cavités de karst. Le plan risqué de karst s'est produit pour le système d'appui du tunnel avec les classifications du type de roche dans la masse de roche karstique qui est soluble dans l'eau.

Dit is my aangename plig om u voor te stel aan sy Edele, die Minister van Mynwese, van Beplanning, en van Gesondheid, Dr de Wet en sy gade, mev de Wet. Sy Edele Dr de Wet het geen bekendstelling nodig nie-alhoewel hy ons minister vir slegs die afgelope twee jaar is, het hy reeds talle funksies van ons Mynbedryf bygewoon en het baie vriende gemaak onder ons. Hy het homself baie bemind onder ons gemaak toe hy Wes-Driefontein onlangs besoek het om hulle ondersteuning en aanmoediging aan te bied in hulle uur van nood. The Honourable Dr de Wet was born in the Free State. He is a grandson of that very famous general Christiaan de Wet, who caused so much pain to the British forces and for so many months so successfully eluded them in the Transvaal and Orange Free State. He was educated at both the Pretoria and Witwatersrand Universities. He first practised medicine at Boksburg and then moved to Vanderbijlpark, so you see he has an early association with gold mining on the Witwatersrand, and in moving to the Vereeniging-Vanderbijlpark district he became closely involved in our coal mining and metallurgical industries. South Africa's first steel was poured from a l0-ton open hearth furnace belonging to the Union Steel Corporation in Vereeniging in 1913. Dr de Wet has been mayor of Vanderbijlpark and for several years has been their member of parliament. More recently, the Honourable Dr de Wet has filled with great honour that most important office of Ambassador for the Republic of South Africa in London. At present he wears two hats, in that he is Minister of Planning and of Health, but more important is his cloak, that of Minister of Mines, which I trust offers him the greatest comfort. To fulfill these three arduous tasks must demand of him a terrific devotion to duty, and in doing this he carries on that loyal tradition of service to his fatherland so evident in his grandfather. The achievements of the mining and metallurgical industry in its diversified activities arouse feelings equivalent to paternal pride, but let me speedily add that in considering any family relationship that may exist, the Minister of Mines should not be regarded in the role either of a fairy godmother or an indulgent father.
