Following study of historical South African practice and a review of recent experience gained during the design, construction and testing of the high pressure plugs at the South Deep Water Barrier Project, this paper makes recommendations to improve practice. Initially, site investigation requirements are described with reference to geological, hydrogeological and seismic considerations, including site preparation and pre-grouting of the surrounding rock mass, if permeable. Structural and hydraulic aspects of plug design address topics such as residual permeability, aggressive mine water, plug materials, mortar strength and bleed. In situ thermocouples and piezometers are recommended to optimize the timing of plug tightening and monitor plug performance during service. Plug construction covers aggregate preparation, mortar quality control, plug tightening grouts, injection pressures, records and the overriding need for a method statement specification to control all aspects of plug construction. On completion of the plug, tests to establish surrounding rock stress regime, plug strength, and residual permeability are described to enable a comparison with original design assumptions. Monitoring and maintenance procedures are proposed to ensure satisfactory long-term performance of the plugs.

Outsourcing? and ?sub-contracting? have become buzzwords in recent years, as SA industry becomes increasingly exposed to the global economy, and global competitiveness. In its effort to ?catch up? after years of relative isolation, there is a concerted effort to learn from global ?best practice?, in order for South African companies, and the SA economy, to become ?winners?. There seems nothing wrong with this approach at face value. Companies need to compete and be profitable if they are to remain in business. Failure will in the end mean bankruptcy, and the loss of jobs. However, if one interrogates the precise practices, and their implications for all concerned?not just shareholders and employers, but workers, communities, the environment, future generations, the national economy?then the picture can change dramatically. ?Best practice? for whom?

The mining industry in South Africa has developed its own environmental guidelines in the form of an Aide-Mémoire1,which is an extension of the previous rehabilitation provisions to include all aspects of the environment and all phases of a mining operation. This development, at the time, recognized an international trend towards the formalization of environmental management in mining practice, which resulted from the realization of the large environmental liabilities that mines could face, particularly on closure. Over the past decade the international environmental focus in the mining industry has moved from operational management, to the reduction of liability on mine closure. Mine closure guidelines are being developed internationally by nations (for example, SRK, 19982) and by large mining groups (for example, Rio Tinto, 19983). In South Africa the Department of Minerals and Energy (DME) is presently reviewing the Aide-Mémoire to bring it in line with international and local developments and a separate mine closure plan is being considered.

In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

The South African Coal Industry had its beginnings in the Eastern Cape in 1859 when coal was mined to satisfy the fledgling settlements in the Eastern Cape. The growth in the industry was relatively slow up to the early 1970s when, firstly, the export business was expanded coupled with a major increase in the quantity of coal converted to liquid fuels and utilized for power generation. To meet this increased demand the industry developed many new operations employing the latest mining technology and systems. Coal production in South Africa reached 204 million tons in 1996 and revenue from exports reached R8 billion making it the second-largest foreign exchange earner after gold. In his address Rick P. Mohring describes the role coal plays in the international energy scene and outlines South Africa?s position as a producer and consumer of coal, and the challenges facing the industry. A wide range of steam-coals are produced to satisfy both the local market (power generation, coal conversion and the metallurgical industry) and the export steam-coal market. South Africa is in a unique position regarding the export market as it is still a relatively low-cost producer and is geographically well-placed to play in both the European and Far East markets. There are, however, a number of challenges facing the industry. To retain our competitiveness in the international market, ways of minimizing the cost pressures caused by high-cost inflation, increased environmental protection obligations and a decreasing quality resource base need to be sought. Locally the coal mining industry has a major role to play in Eskom?s goal of reducing the real cost of electricity by 15% in the next three years. Safety and health, productivity and the adaptation of the latest technology are issues being addressed by the industry to maintain its dominant position within the South African economy.

Paper written on project work carried out in partial fulfilment of B. Eng (Metallurgical Engineering) degree This work was done to characterize the leaching of a uranium containing pulp processed by a South African producer to identify parameters that could be adjusted to increase the extraction of uranium in the existing circuit. Batch leach tests were used to characterize the leach properties and especially the influence of the oxidant concentration on the leaching achieved. It was found that relatively high extraction could be obtained even at room temperature by using a high liquid-to-solids ratio and that increasing the oxidant concentration significantly improved the leaching of the uranium minerals.

It is not a secret that this relationship has been and is fraught with difficulties. Thus from all perspectives (M&M, society and environmental and social consultants) such a dissection, that highlights the realities, both good and bad, is uncomfortable. For this section of the colloquium to have any value, the honest but difficult approach needs to be taken.

Solving ventilation networks of natural splitting is a basic problem in mine ventilation. Several mathematical techniques are used to solve this problem. This paper proposes a new method which combines the advantages of both classical Hardy Cross method and unconstrained optimization techniques. The trials carried out on model networks have shown that the method offers some facilities in the analysis of mine ventilation networks. "An ideal procedure to determine the limits of flotation-based separation, as is the case with washability analysis for density separation, does not exist. Therefore, a procedure called release analysis, considered to be the counterpart of the washability process in density separation, was developed to evaluate the flotation characteristics of coal fines. Since flotation is a complex process it is necessary to know the maximum recoverable yield that could be achieved at a target ash level and what could be obtained by release analysis. Due to a number of limitations in the initial procedures, modifications were recommended by various researchers to generate an optimum separation curve. This paper presents a review of, and a discussion on, the chronological evolution of release analysis methodology over the decades. Notwithstanding the availability of a standardized release analysis procedure, such as BS 7530, the paper highlights the critical parameters involved in the procedures, such as coal type, feed characteristics, choice of reagents and dosage, operator bias, and design features of the flotation cell IntroductionCoal is a heterogeneous substance consisting of various combustible constituents (macerals) and associated mineral matter. The kind and abundance of the various macerals present in the coal, such as vitrinite, semivitrinite, exinite, and inertinite, determine the type of coal. As macerals are formed by biological degradation of different parts of the plant material, they have different properties based on their original composition. Coal cleaning processes are dependent on the differences in physical properties between the coal components (the macerals) and also between the macerals and the mineral matter. Thus the cleaning characteristics of the coal might vary from one type to the next. The cleaning processes influence the distribution and the concentration of macerals in the various size and density fractions of the cleaned product."

The paper reports on a vacation work project conducted at Khuseleka No. 1 Shaft, Anglo Platinum, where there was a need to optimize the transport of personnel to level 15 and below. Approximately 900 men per hour need to travel between the shaft and the start of the current chairlift system. Time studies were used as the major indicator of the extent of the current problem, and it is recommended that a new chairlift system be installed to cover the distance from the vertical shaft station at level 15 to the chairlift decline station on level 15. A capital cost of approximately R10 million is necessary to carry out the proposed recommendation. Khuseleka No. 1 Shaft has the capacity to wind 1070 people per hour, and the current labour complement going to the level 15 shaft station stands at 1570 employees; thus at optimum efficiency the proposed chairlift system could transport the entire shift to the start of the current chairlift system in only 1 hour and 45 minutes. Reducing the distance walked at the start of the shift may also have an impact on productivity.

The transmission of excessive vibration to the human body can cause physical stress that may result in crippling pain or permanent disability. Rock drills are known to transmit high levels of vibration that are difficult to attenuate through conventional approaches to vibration isolation. However, it can be shown that once the ISO frequency weighting has been applied, most of the vibratory effect of the rock drill?s motion is concentrated at the drill?s operating frequency. This observation opens the way for utilizing a concept known as vibration absorption, aimed at attenuating the rock drill?s vibration. In essence this entails using the inertia of a secondary vibratory system to counteract the motion of the handle. This article documents an investigation into the use of such an absorber for attenuating rock drill vibration and demonstrates the feasibility of such an approach. A mathematical model of such an absorbing handle was developed and used for design studies. Based on these investigations an experimental prototype model was manufactured and tested. A significant reduction in vibration levels could be achieved.

The leaching of zinc and copper from Nigerian bulk sulphide ore with sulphuric acid in the presence of hydrogen peroxide was studied. The aim of the study was to investigate the effectiveness of hydrogen peroxide as an oxidant for the sulphuric acid leaching of zinc and copper from a complex sulphide ore. Distribution of elementals within the various particle sizes was initially determined by ICP-OES and XRF to provide a basis for explaining the dissolution process. The effects of concentration of hydrogen peroxide, particle size, stirring speed, and leaching time at a constant temperature of 298K were studied. There were variations in elemental and mineralogical composition within the different sizes. The concentrations of zinc and copper reduced as particle size decreased while silica, sulphur, iron and lead contents increased. Dissolution results showed that the leaching rate of copper was lower than that of zinc. The highest recoveries of zinc and copper were obtained at a leaching time of 180 minutes, stirring speed of 160 rpm, particle size of 75 µm and a concentration of 1M H2SO4/1MH2O2. It was observed that the leaching rate of zinc and copper increased with increasing hydrogen peroxide concentration. Increased stirring speed had a negative leaching effect as it promotes hydrogen peroxide decomposition. A new way of producing low-silicon ferrosilicon from iron-ore materials in a new type of aggregate-oxygen reactor is presented. The oxygen reactor process is based on using the calorific combustibility and reducibility of carbon materials inside the aggregate. The key to the process is successful post-combustion of carbon monoxide above a layer of a solid coke bed. Initially the possibility of production of grades of ferrosilicon containing 20 to 25% Si (FeSi20-FeSi25) was studied on a laboratory model of the oxygen reactor. Quartz sand and iron ore concentrates (from Russia and India) were used in the laboratory tests. This test work demonstrated that a ferrosilicon grade FeSi15 could be obtained directly from raw iron ore (containing 75.9 % Fe2O3 and a maximum of 23.8 % SiO2) without using rich iron-ore concentrates. The process was successfully tested on a pilot furnace at Serovsky metallurgical plant. Very promising results and efficiency parameters were achieved. The consumption of materials for 1t of ferrosilicon (15 % Si) production was as follows: 1567 kg raw iron ore, 591 kg of coal (in a composition of ore-coal briquettes), 299 kg of coke (for coke bed formation), and 815 m3 of oxygen.

The Northern Cape Province in South Africa has high levels of annual direct normal solar irradiance and reserves of zinc (Zn) ores. The question arises as to the benefits of integrating renewable solar energy into the beneficiation routes of these reserves. The paper evaluates a novel flowsheet for the production and beneficiation of Zn in this region, maximising localised solar energy as a source for both electricity and process heat. Solar variability is discussed and the cost and benefits of thermal storage in the flowsheets are evaluated by its influence on the levelised costs of electricity and process energy over the project life-time at a possible implementation site. The results of the developed scoping model showed that solar photovoltaic integration to provide electricity for electrowinning without battery storage can lead to more than 10% cost saving on electricity over the lifetime of the project. Additional savings potential was identified when battery storage was included to enable the solar PV system to supply electricity during peak tariff periods. The solar thermal case showed the most promise with savings of 70% on heating costs for casting, while solar PV electricity without storage resulted in a 16% cost saving on heating for casting over the lifetime of the project. Solar PV electricity generation resulted in the avoidance of more than 20% of CO2 emissions from grid electricity use. Solar thermal heating can avoid up to 80% of the CO2 emissions associated with grid electricity use for remelting of Zn cathodes for casting. "Four sulphide minerals - pyrite (FeS2), pyrrhotite (Fe1-xS), pentlandite ([Ni,Fe]9S8), and chalcopyrite (CuFeS2) - contain the base metals and most of the iron in concentrates of platinum group metals (PGMs). In the pyrometallurgical processing of PGM concentrates these sulphides form a matte during smelting, and iron and sulphur are removed from the matte during the converting process. This paper discusses the roasting of Merensky concentrate in air before smelting, with the purpose of reducing the matte load to the converter.Roasting tests were conducted in a bench-scale rotary kiln at temperatures from 350°C to 700°C. The concentrate tested contained 17.4% sulphur and consisted of 23% pyrrhotite, 16% pentlandite, 11% chalcopyrite, and 2% pyrite. The particles were fine (d50 = 22 µm), and all the sulphide particles were liberated. Roasting in air at 550°C and 650°C for 20 minutes removed respectively 60% and 70% of the sulphur. The iron in the sulphides was oxidized to Fe3O4 (magnetite) at temperatures below 500°C and to Fe2O3 (haematite) at temperatures above 550°C. At 700°C the bed sintered and copper oxides formed. At temperatures below 450°C oxidation was incomplete: pyrrhotite remained and only 30% of the sulphur was removed. Smelting tests were conducted to assess matte fall and the deportment of copper and nickel to matte. It was evident that roasting resulted in lower matte falls (a drop of approximately 60%) compared with matte falls from unroasted concentrate. The iron and sulphur levels in the matte were reduced to below 3.5% and 22% respectively.This paper also briefly describes the mechanisms by which pyrrhotite, chalcopyrite, and pentlandite are oxidized during roasting. For chalcopyrite, the mechanism proceeds through an intermediate solid solution phase, which extends from Cu1.02Fe1.04S2 to Cu2.04Fe0.72S2 to a copper-rich solid solution of bornite (Cu4Fe1.4S4-Cu2S). The oxidation of pentlandite proceeds through a monosulphide solid solution (Ni0.39Fe0.53S-Ni0.74Fe0.15S) to a solid solution of heazlewoodite ([Ni,Fe]3}xS2). These mechanisms are explored in relation to chemical thermodynamics and microstructures."

?Longhole blast hole drilling? techniques are not new to the mining industry. Appropriate mechanization and improvement of the techniques and application has evolved from the industry requirements. Today safety and economics play a larger role in the excavation of ore passes, ventilation passes, and relatively small inclined excavations in the conventional gold and platinum industry. The application of dropraise drilling from the top or from the bottom is discussed investigating the current techniques available, DTH application, advantages and disadvantages, limiting factors, typical layouts and proposals, the drop raising technique and future applications. Similarly, the application of longhole blast hole drilling in tabular and massive orebodies is discussed with emphasis on the DTH application, advantages and disadvantages, limiting factors, typical layouts, the long hole stoping techniques and future applications.

A brief summary of the propagation characteristics of rock provides the necessary understanding to design effective radar surveys. Measurements of the electrical properties of the major Bushveld platinum-bearing horizons and their host rocks show that radar is an excellent tool for both short -and longer-range mapping. Experimental work confirms the performance predictions. High frequency, 500 MHz ground-penetrating radar (GPR) is a first-rate tool for mapping features in the hangingwall of the orebody, locally known as a ?reef?, for the purposes of determining hangingwall stability. The triplet chromitites above the UG2 have been clearly mapped, as has the Leader Seam above the UG2. Borehole radar at lower frequencies has been used over longer ranges to map reef elevation. Potholes in the UG2 are clearly distinguished in range and elevation to within metre accuracy. The nature of the slump in the various footwall horizons is also apparent. In future, as GPR is routinely applied, it is likely to become used for other purposes. Borehole radar is being developed to operate at higher frequencies, which will allow it to be deployed from boreholes that are within 5 m of the target horizon.
