FOREWORD This paper is based on the authors' experience gained in the environmental assessment of major uranium projects in the former Department of Science and the Environment and Department of Home Affairs and Environment of the Australian Government. The views expressed in the paper are those of the authors alone and not the Australian Government or Dames & Moore. INTRODUCTION Uranium has been mined in Australia since 1954. A number of small scale mining and milling operations were active in the Northern Territory, in South Australia and in Queensland in the late fifties and early sixties. However, in the late sixties there was an increase in exploration activities in the expectation of an upsurge in world demand for uranium Substantial new resources were delineated in the Northern Territory, Queensland, South Australia and Western Australia. The most significant deposits were located in the Northern Territory, in what is called the Alligator Rivers Region located approximately 200 km east of Darwin. The Region is in the latitude of 13° South and thus lies within the Australian tropics (Figure 1). It consists of approximately 2.3 million hectares of natural wilderness containing much spectacular and attractive scenery. The area is noted for its abundant wildlife, particularly the waterbirds that gather on the flood-plains. Much of the vegetation is diverse and interesting. The Aboriginal population still maintains elements of the traditional way of life, and the spectacular Arnhem Land escarpment contains many of the best surviving examples of Aboriginal rock art. Numerous rich archaeological sites provide evidence of continuous human habitation for tens of thousands of years. Climatically, the Region is of the tropical monsoon type with a dry season from may to September and a "wet" from November to March. High intensity short period rainfall is characteristic, and the average annual precipitation is in the order of 1 350 mm. The monthly mean temperature ranges from 25° to 30°C throughout the year. The development of regulatory controls on uranium mining in the Alligator Rivers Region has been affected by the political status of the Northern Territory. While Australia is a federation, established as an independent self-governing country in 1901, it was not until 1978 that the Northern Territory became to any real extent self-governing. Prior to 1978, the Territory was administered through a special department of the Commonwealth (ie. the Federal Government). Under the Northern Territory (Self Government) Act 1978, administrative powers similar to those possessed by the Governments of the six founding Australian states were provided to the Territory Government. However, the Commonwealth government did not transfer to the Territory all such powers and functions, and in particular there has been, since 1978, a dual role for the Commonwealth and Territory Governments in the regulation of uranium development. Details of this role are provided later in this paper. RANGER URANIUM INQUIRY By 1973, major deposits had been discovered in the Alligator Rivers Region at Nabarlek, Ranger, Koongarra and Jabiluka. The estimated reserves and mine life expectancy of these deposits are given in Table I. Other radioactive anomalies have also been identified in the area but, as yet, they have not been delineated or evaluated. [ ] In 1974, an agreement was signed between the Commonwealth Government and Peko Mines Limited and the Electrolytic Zinc Company of Australia Limited for the joint development of the Ranger deposit. In July 1975, the Government announced a Commission of Inquiry under the provisions of the Commonwealth Environment Protection (Impact of Proposals) Act 1974, into the proposed Ranger development. The inquiry was known as the Ranger Uranium Environmental Inquiry or more commonly, the Fox Inquiry after the presiding Commissioner, Mr Justice Fox.

INTRODUCTION Our present estimates of world P205 consumption for all uses show an average annual growth rate of approximately 1.9% per year. The estimated 1985 consumption of 41.5 million tonnes of P205 is predicted to increase to 57.1 million tonnes of P205 by the year 2005, which represents a growth from 157.7 million tonnes in 1985 to 217 million tonnes of phosphate rock in 2005. The present situation of oversupply and extremely weak phosphate product prices is, however, expected to continue in the short term and a normal supply/demand balance may not be achieved until after 1990. The growth in P205 demand, in conjunction with the higher cost of replacing low cost mines as they are depleted, will place economic pressure on world farm economies through the increased cost of phosphate fertilizers. The availability of rock supply is not the challenge; rather, it is the economics of new rock supply. This economic challenge of providing new rock supply is by no means limited to the United States. Even in centrally controlled economies, the cost of rock from domestic mines of marginal quality and economic viability, coupled with burdensome infra¬structure requirements, may result in tonnage additions at very high cost. Although government subsidies to offset higher production cost is a factor in some countries, world production in the next 20 years will be directed, if not governed, by economic factors. Established infrastructure, good quality reserves, and existing operations will provide a competitive advantage for new prod¬uction. It is our opinion that the current world supply structure will remain relatively stable through 2005, in that most of the traditional suppliers will retain supply roles. U.S. rock production, although it is not expected to grow beyond the present level, will still be a major contributor to world supply. Although dramatic changes within mining, fertilizer production and farm economics may appear disruptive, the current supply scenario will, in general, continue with the major issue being production economics. WORLD DEMAND Demand for P205 by region in the world has been estimated using projections of population, crops and yield, arable land, economic and other data as a basis for future demand projec¬tions by Blue-Johnson and Associates, our col¬laborators on a recent multi-client study. Non-fertilizer P205 demands were estimated in the same general manner. These estimates of future demand are based on an assumption of reasonable world political and economic stabil¬ity, debt repayment requirements maintained at workable levels, and resolution of problems in the agricultural economy to a point where normal supply/demand forces can interact freely to provide a basis for continued P205 supply. The results of these studies indicated an average growth rate of 1.9% per year through the year 2005. This growth could be as low as 1.5% per year, or as high as 2.5% per year. It is our opinion that the estimated rate of 1.9% per year is most probable. This moderate growth rate considers both the major economic constraints facing the world agricultural industry today and the general problem of affordability of fertilizers and other crop inputs. WORLD SUPPLY There are adequately defined world reserves of phosphate rock today to provide supply well into the future, even at much higher levels of demand than presently projected. Using the U.S. Bureau of Mines estimates, which are based on stringent criteria for definition of reserves, the present world reserves base is approximately 35 billion tonnes. Identified resources raise the potential for production by orders of magnitude. Potential resources based on geological trends, and including offshore deposits, would again result in orders of magnitude increases in rock resources. Morocco leads the world in reserves base with approxi¬mately 21 billion tonnes. The U.S. is second, followed by the Republic of South Africa and Russia. These four countries control about 87%

INTRODUCTION As practiced today, longwall mining is a mechanical version of an established mining system. The equipment for longwall mining consists of four basic units: roof supports, face conveyor, winning or mineral-getting ma¬chine, and stage-loader conveyor. The system mines relatively thin slices of mineral across a predetermined face length in a virtually continuous sequence. As the winning machine cuts, the mineral is loaded automatically onto the face conveyor. In turn, the face conveyor is pushed over into the newly cut track by hydraulic rams attached to the conveyor and the roof supports. The roof supports then are lowered individu¬ally from the roof, advanced to the repositioned con¬veyor, and reset to the roof. At the end of the pass, the longwall cutter is pushed over, and a slice is taken in the opposite direction, so the system repeats itself. Fig. I illustrates a typical longwall mining system. The principle behind the longwall mining system is that the roof is supported only immediately adjacent to the worked seam, keeping the blocks of immediate roof clamped securely from the face to the rear of the sup¬ports. At the rear of the supports, the roof is allowed to fall and break up, with the swell of the broken material eventually establishing an equilibrium in the strata be¬hind the mined area. Fig. 2 illustrates the principle of longwall support. There are two distinct types of longwall mining. The longwall retreating system is the most common in the United States, South Africa, and Australia. The longwall advancing system is the most common in the re¬maining industrialized countries such as Britain, Ger¬many, Poland, and the Soviet Union. The longwall retreating system comprises a mining panel, where the roadways that form the head entry (end at which mineral is delivered from the face con¬veyor to a stage-loader conveyor) and the tail entry are predriven before the longwall units starts production. In the longwall advancing system, the longwall unit makes the head and tail entries as the face advances, utilizing various techniques to prevent the entries from being destroyed as they are left in a consolidating gob area. Fig. 3 illustrates the comparative approaches of the longwall retreating and advancing operations. As with most other underground mining systems, there are many variations on these two basic systems, using combinations of the systems that are dictated by

INTRODUCTION Mount Isa Mines Ltd. operates a copper and silver- lead-zinc property at Mount Isa in northwest Queens- land, Australia. Mount Isa is located in the tropics at latitude 20°43'S and longitude 139°30’E (Fig. 1). It is on the upper watershed of the Leichhardt River and at an elevation of 365 m above sea level. The average rain- fall is 360 mm/y, the greater part of which falls in January to March (the hot summer months). The mean summer temperature for these months is 30°C (dry bulb), with a maximum temperature of 43°C; the mean wet bulb temperature is 25°C with a maximum of 28°C. Mount Isa is located geologically towards the western edge of the Precambrian Shield of northwestern Queensland. This complex forms a north-tilting dissected peneplain which extends in the north-south direction for 640 km, with widths varying from 32 km to 190 km. The combination of differential erosion, regional strike, and steep dips has produced a corrugated topography of low north-south orientated hills and valleys. The field was first discovered in 1923 as a silver- lead-zinc field. Mount Isa Mines Ltd. was formed the following year and subsequently became the sole operating company on the field. Lead and copper ore have been mined and treated separately and simultaneously at Mount Isa since 1953. Intensive exploration commenced in 1954 and an active exploration program provided the justification for a series of production expansion programs in both silver- lead-zinc and copper (see Table 1 ). The most recent and largest production expansion program at Mount Isa commenced when a decision was reached in December 1969 calling for an increase in copper production from 100 000 to 150 000 t/y of blister copper. A major factor which influenced this decision was the substantial additions to the ore reserves in the so-called 1100 ore body which is a massive copper sulfide ore body with a known strike length of approximately 2500 m, a height which is variable up to 300 m, and a width of generally 300 m up to a maximum of 370 m (see Figs. 2 and 3). Host to the copper mineralization is a complex and variable rock generally called "silica dolomite." The ore body strikes 6.02 to 6.1 rad (345° to 350°), dips west between 0.78 and 1.13 rad (45° and 65°), and is truncated at depth by fault implaced basement rocks. It first occurs some 600 m below the surface and bottoms at about 1000 m below the surface. The unconfined compressive strength of the silica dolomite ore varies from 150 to 250 MPa, whereas the basement rocks, carbonaceous mylonite, slaty shale, buck quartz, and greenstone (a chloritic schist) are considerably weaker, varying in strength from 20 to 80 MPa. The distribution of mineralization within the ore body is variable, but can be considered as generally high grade at or just above the basement contact and diminishing towards the upper reaches of the ore body. INTRODUCTION This chapter will discuss, both from fundamental and practical points of view, the flotation of non-sulfide min- eral s. The flotation characteristics of silicates, salt-type minerals, oxides and coal will be reviewed. Dup- lication of the thorough and excellent presentations by many authors is not intended and a comprehensive list of references is included. GENERAL PRINCIPLES Collectors for Non-Sulfide Minerals : All minerals, with only a few exceptions are readily wetted by water, that is, they are said to be hydrophilic. The purpose of a collector is to coat the mineral surface and render it hydrophobic, preferring an environment of air over an environment of water. Relative to sulphide minerals, the non- sulfides are more naturally hydrophilic and therefore, require a collector with a greater chain length. This is accomplished by using a collector which has a proportionally longer hydrocarbon chain. Both anionic and cationic flotation collectors are used in non- sulfide flotation. Anionic Collectors. These are collectors which ionize in solution to give a negatively charged radical. They have the general structure R-A, where R is a hydrocarbon having 8 or more carbon atoms and A is a hydrogen or an alkali metal. The most common collectors in this group are fatty acids which could have saturated or unsaturated hydrocarbon chains. Such chains may be straight or branched. The configuration of the chains affects their solubility in water and their adsorption characteristics. In general, as the chain length increases the adsorption and the collecting power increases. However, it should be noted that the solubility decreases. The solubility of unsaturated chains is greater than that of saturated fatty acids because double or triple bonds are polar and thus attract water molecules. Solubility data for collector metal salts, even though important for a proper understanding of flotation are not available for all collector systems. Solubilities and structures of different fatty acids are reported by Fuerstenau (1982). Values for the solubility products of fatty acid salts selected from a paper by Du Rietz (1958) are given in Table 1.

Metal production has traditionally been a cyclical industry. 1977 in the base metals industry has highlighted that fact with a steady decline in the market place for base metals. Corporate aggregate planning is based on good forecasting and when changing conditions make that forecasting inaccurate, alternate analysis of schedules must be accomplished quickly. The computer is the only medium powerful enough to answer management's questions within an acceptable time frame. Worldwide communications networks now make it possible for the many multinational mining companies to arrive at coordinated corporate production plans based on similar basic data from several producing divisions. The Ontario Div. of Inco Metals Co., a unit of Inco Ltd., encompassed during 1977 14 producing mines, 2 nonproducing mines, 1 nonproducing open pit, 5 flotation mills, I smelter, 2 nickel refineries, 1 copper refinery, and an iron ore recovery plant. Several new mines are under development. Mine production approximates 63 500 tpd (70,000 stpd) from some 1000 workplaces. The need for longrange mine planning and scheduling is obvious and until recently has been satisfied by manual methods. However, while manual methods are often quite practical for a small number of mines, or for mines with relatively short lives, or for mines with only one mining method, the situation in the Ontario Div. is too complex and long-term to allow effective, timely planning by such methods. In 1967, a year after the first computer was installed in the division, work was begun on the computerization of the more than 30,000 borehole logs kept in the mines exploration files with a view to speeding up the assessment of mineral resources. Also in 1967 one of the first substantial systems developed on the main business systems computer was the monthly scheduling of development and production for all mines. This system encompassed tons productions per workplace, feet development per workplace, auxiliary and service activities and the requisite labor for each of these. These two dates are mentioned to show that concurrently with the acquisition of computers in the division there was an early understanding of the importance of automating mine scheduling and planning and of the potential for effective and useful computerization of such activities. In 1970, a pilot program was developed in one of the mines containing a large number of workplaces (350) to schedule the production on a network basis. Varying degrees of interest were shown by the individual mine engineers based on the complexity of the production planning problem at each mine. In an evolutionary process, mines were added to the system as its value became obvious in terms of time saving, flexibility, and accuracy. In 1975, the central mine engineering department decided that the system should be extended to all mines so that a complete division-wide long-range scheduling system would be available upon which to base development and production planning. This system would use basic ore data, allow the addition of scheduling commands, and calculate a schedule for the life of the mine. Many reports could be produced for each mine and all-mine summaries would also be available. The significance of the system can be stated in one phrase-speed, accuracy, and flexibility. Whereas in the past a long-range all mines schedule might have been done once a year, taking from two to three months, now it can be done in a day. The chief mines engineer can incorporate changes in input data and external constraints and call for a "new look" at the long-range schedule to assist him and mines production management in their decision-making processes. Using previous manual methods this could not be done quickly enough to be useful.

An integrated steel company is an industrial complex ranging from raw materials mining, through pyrometallurgical smelting and refining, and hot shaping, to product finishing and coating. Within this complex is a great variety of operations which use vast quantities of water, and a variety of water uses which can result in pollution of many different types. The industry has recognized most of its problems for some time, and has spent a great deal of money and effort in reducing and eliminating pollution. A recent survey by AISI showed that the industry has spent, within the last 15 years, two hundred forty millions of dollars on water pollution control, and has authorized spending eighty-seven millions more on this type of non¬productive facilities. While much still remains to be done, I think the record to date is one we can be proud of. In this presentation, we will attempt to outline a number of the water pollution problems encountered in an integrated steel company and to show what types of corrective action have been and are being taken, using Jones & Laughlin Steel Corporation as an example.

The market prices received by producers of internationally traded commodity metals have been, and continue to be remarkably volatile and unpredictable compared with most other traded goods and services. This volatility results in an erratic financial performance on the part of producing companies, disruptive and often inflationary cost changes for consumers, unreliable tax revenues and export earnings for host governments and severe social and economic pressures on local, sometimes remote, communities which are dependent on the activity in question. Generally speaking, price volatility appears to be associated with the inability of the metal producing side of the industry to regulate the volume of supply in a manner that is consistent with metal demand, which in turn reflects broad macroeconomic and industrial developments around the world. This statement does not purport to apply to all metals or to all instances of volatility of course. Price movements may occur as a result of pure speculation or even illegal manipulation of the commodity markets. Embargoes, boycotts and other politically induced supply changes may contribute. Threatened or actual strikes also cause artificial swings in sales volumes and prices. How- ever, most of these developments are of a short-term nature. Yet metals price cycles may last for several years, as demonstrated by the extended copper price trough from 1981 to 1986. This paper deals with price volatility which reflects long-term economic cycles and the adaptive processes that exist within the industry in response to such cycles. Special emphasis is placed on the role of forecasts and forecasters in these processes. It should be said at the outset that this reflects the personal experience of one forecaster working in private sector commercial consulting practices that are independent of producers, consumers and host governments. However, the experience does cover the entire period since 1973 and has involved working with a substantial majority of the major companies that supply high volume commodity metals. By way of background it should be stated that the post-1973 world economy has provided a challenging environment for forecasters. One cannot be precise about the forecasting record of either industry insiders or outside consultants, financial analysts and academic forecasters because comprehensive records have not been kept, or if they have the results are too embarrassing to be published. Institutions such as the World Bank have published forecasts of the prices of major commodities on a regular basis and these have, presumably, had some influence on financing decisions in the industry. This record along with our own experience and numerous discussions with metal producers, major consumers and host governments permits certain generalizations to be made. The most important of these is that during the early 1980s. from about 1980 through 1985/6, the forecasters system- atically and substantially over- estimated metal prices. While some fore- casters did correctly anticipate a recession in the early 1980s and some consequential decline in prices, the magnitude and duration of the decline was far greater than anyone foresaw. This systematic forecasting "failure" appears to have occurred independently of the forecasting methodology employed. Moreover, its extent cannot be explained by obvious factors such as incorrect macroeconomic assumptions. INTRODUCTION The process of froth flotation as a means of upgrading the quality of coal by removing water and/or ash and/or pyrite has been receiving increasing attention since the 1960's by the world-wide coal industry. Historically, coal preparation practice has involved the use of primarily gravity based separation techniques, screening, and/or water washing in removing the larger fragments of inert material from coarse raw feed coal. The preparation, handling, and cleaning of raw coal finer than 500 micrometers was deliberately avoided. Most often the fine coal that was produced would be judiciously incorporated into the bulk of the larger sized cleaned coal product or simply discarded. Since the 1960's and accelerating in the 19701s, the desirability of performing some type of coal cleaning or upgrading on the finer raw coal feed materials has been increasing. There are several apparent industrial incentives for implementing fine coal ((500 urn) processing alternatives including the gradually increasing value of the normally lost fine coal product; the additional amounts of fine coal being produced due to changes in mining techniques; the need to appropriately dewater and upgrade fine coal streams in order to meet increasingly stringent environmental regulations on water quality. storage of fines, etc.; the increasing need to lower undesired sulfur and ash contents in some coal end-use applications; and the increasing development of speciality coal use processes that require inherently finer and cleaner coal particles such as in gasification, liquefaction, fuel injection, etc. Looking at the over 70 years of mineral oriented fine particle separation successes at the industrial level, the use of froth flotation in fine coal would also seem to be a natural process to utilize at the industrial level. In the world of strictly mineral processing technology and, more importantly in the world of mineral commodity economics, there are clearly a number of advantages to using froth flotation that are well documented and universally accepted. These include: the relatively low capital and space requirements required when compared to other process options available to upgrade minerals; the extreme flexibility inherent to the froth flotation process both with regard to throughput and differences in raw feed characteristics; the general availability of a wide range of equipment sizes and reliable suppliers of equipment; and the general availability of appropriate and relatively cheap chemicals that are the major driving forces behind mineral flotation. Just how has the implementation of froth flotation fared in coal upgrading over the last 20 years? It is towards answering this question that this paper will be oriented. As such, the discussion will be somewhat philosophical. The comments offered are based on the personal experiences of this author who has worked in the basic side of inventing new flotation chemistry and flotation analysis techniques with the major overriding goal of implementing this new technology successfully at the industrial level in both coal and mineral flotation throughout much of the world. This paper is not intended to be a complete reference to all published scientific work on the subject of industrial froth flotation of coal. As a brief background to what will be expanded upon in this paper, the author would like to offer the following summary comments: 1) the industrial practice of fine coal froth flotation is qualitatively similar but quantitatively different than industrial mineral froth flotation when viewed from either research considerations, operating viewpoints or economic evaluation criteria; 2) it is clearly possible to invent and/or develop new technology (such as new chemistry and/or equipment) that can do statistically better than current plant practice in well-controlled tests in either coal or mineral flotation circuits; 3) there is so much inherent variability to the raw feed coal streams and other operating parameters that even if there is a documented technical incentive to implement some new piece of technology, the people, instrumentation and control methodology required are often simply not available or not economic unless the potential payoff is quite large.

The Red Dog zinc/lead deposit in northwest Alaska is the second largest zinc deposit ever discovered. Being developed by Cominco Alaska with startup scheduled for early 1990, it will ultimately be the largest zinc mine in the Western World. Table 1 illustrates the reserves of the deposit.

INTRODUCTION There are many mine planning factors in sublevel caving, as in the other mining systems, which when varied can substantially alter mining costs and profit¬ability. In this chapter, the following four topics are addressed with regard to economic optimization of sub¬level caving: production planning, haulage level spacing, orepass spacing, and extraction cutoff. The costs used here are the right order of magnitude but since each mine is unique, they should be considered only as examples. The objective is to demonstrate the tech¬niques which can be used. In a real mine, the evalua¬tions must be done using actual costs and conditions. It is difficult to predict exactly the costs involved, and therefore it is valuable to perform a sensitivity analysis to evaluate the effect of making incorrect as¬sumptions. Since the mining industry is very capital intensive, the effect of the interest rate must also be studied. PRODUCTION PLAN FOR AN IRON ORE DEPOSIT Introduction The first and most important thing to do before de¬signing an underground mine is to establish a long-range production plan. Such a plan is necessary for all eco¬nomic evaluations and should provide information about the lifetime of the mine, how much ore and waste must be handled per year, how much development per year is required, etc. An example is given in the following section. Problem In an iron ore mine sublevel caving is used. The iron content is 42%, and the mine supplies a pelletizing plant with an annual capacity of 3 million t/a. The ore body is shown in Fig. 1. The length of the ore body is 1000 m and the width is 100 m. Each slice is 10 m high, and there are 10 m be¬tween crosscuts, each of which has an area of 20 m2. The density of the ore is 3.5 t/m3. The spacing between rings is 2 m, and the extraction is 100%. The iron con¬tent is 66% in the pellets and 6% in the tailings. The problem is to develop a detailed production plan. A typical sublevel caving sequence is shown in Fig. 2. Solution Amount of ore per meter of crosscut: 20 X 3.5 = 70 t. Number of crosscuts per slice= 100. Length of crosscuts per slice: 100 X 100 = 10 000. Ore from crosscuts per slice = 10 000 m X 20 m2 X 3.5 = 700 000 t. Number of sublevel caving rounds per slice: 10 000/2 = 5000. Area for each blast in sublevel caving: 10 X 10 - 20 = 80 m2. Amount of ore per blast: 80 m2 X 6 m X 3.5 = 560 t. Extraction: 100% (see extraction curve Fig. 12). Loaded ore per blast: 75% or 420 t. Loaded waste per blast: 25% or 140 t. Total: 560 t. Total amount of rock from each blast in the sublevel caving: Ore: 560 t of which 2 X 70 = 140 t from develop¬ment work and 420 t from sublevel caving. Waste: 140 t. Total: 700 t. The ore needed per year is 3 X (66-6)/42-6 5 mil¬lion t. Necessary number of blasts per year= 5,000,000/ 560 = 8929. Distance to develop per year = 8929 blasts per year X 2 m per blast 17 858 m. Recent work to upgrade the ventilation system for the el Mochito lead/zinc mine in central Honduras is discussed. Network modeling and underground measurements were used to evaluate cost-effective alternatives for achieving satisfactory ventilation in a complex and expanding underground operation. Both interim and long-term solutions were implemented to make mining possible under difficult conditions. INTRODUCTION Mining operations at the el Mochito Mine, located in the central highlands of Honduras, Central America, have been virtually continuous since the opening of the mine in 1948. Initially a high-grade silver mine, the mine has expanded along a westward trend of pipe-like orebodies to a distance of roughly one mile from two centrally located shafts. Production of the relatively large San Juan orebody at the western most extension of the mine (Paddock, 1981) led to the introduction of diesel-powered equipment; however, the ventilation infrastructure was insufficient to meet the needs of mechanized mining. A succession of owners/operators in the 1980s allowed the existing ventilation infrastructure to decay to the point that ventilation in the production areas of the mine was very poor. Environmental conditions in some working areas were not conducive to efficient ore extraction because of high dry bulb temperature, high humidity, and diesel emissions. Upon acquiring the mine in 1990, Breakwater Resources of Tucson, Arizona began an aggressive program to refurbish the mine infrastructure to complete extraction of the San Juan orebody and to allow the extension of the mine another 2500 ft to the west for extraction of the Nacional orebody. The program included increasing the capacity of the main ventilation system. This article presents a case history of the process of upgrading the ventilation system in a mine where extensive old workings cause large air leakage. This process has been one of selecting solutions to difficult technical problems that are compatible with the existing mine infrastructure and economic constraints. The initial ventilation system is described in the background section, along with ventilation projections for the mine expansion. Field characterization of the ventilation system for design verification and fan specification is then discussed. The paper describes a series of interim changes to the system to improve ventilation pending completion of new ventilation boreholes. In addition, the temperature/ heat problems in the mine are described. BACKGROUND Initial Condition of Ventilation System The ventilation system is illustrated in Figure 1, which shows the extent of mining with the main ventilation paths superimposed. Early mining around the two shafts opened up vertical connections (stopes and raises) over the entire 2420 ft (737.6 m) of vertical extent, and mining progressed to the west primarily using compressed air and electric-powered equipment. Since ventilation was not a complex problem in the original mining system, the stopes and interconnecting raises were not sealed. The San Juan orebody was much larger than the silver ore zones mined previously, being primarily zinc and other base metals. Its geometry, size, and grade allowed the use of vertical crater retreat (VCR) stoping with diesel mucking and haulage equipment. Its depth, along with the existence of warm groundwater, resulted in a mine climate problem on the lower levels. To establish a complete ventilation circuit, two vertical boreholes (Bonanza Nos. 1 and 2) had been drilled by previous owners from the surface in the vicinity of the San Juan orebody. The system design called for air to be drawn down the intake shafts, across the lower mine levels to the San Juan workings, then up through the San Juan ramps and ore passes to these two exhaust boreholes (see Figure 1). In practice, however, only the Bonanza No. 1 borehole was drawing air through the desired path. Leakage across the old upper levels from the intake shafts, the Caliche tunnel, and from intervening abandoned stopes and raises supplied most of the air flowing to the base of the Bonanza No. 2 borehole. In effect, there were two ventilation circuits in semi-parallel through the mine, of which only one was delivering appreciable air to the San Juan workings.

In the garden of national problems recognized by the American public, imports of mineral products is a hardy perennial. Concern for the security of mineral supplies has preoccupied nations since the industrial revolution and the mechanization of warfare. Since 1973, Americans have also been sensitized to the potential economic costs of overseas mineral supply disruptions and the cartelization of foreign production. Though oil prices have plunged since 1981, the import dependency issue remains topical. Political turmoil in Southern Africa reminds us that mineral supply disruptions will occur in the future as they have in the past. Producers of iron and steel, copper, and refined petroleum products seek protection from imports on national security grounds. The Reagan administration is proposing sweeping changes in the management of the federal mineral stockpiles. s an enduring need to take stock of the mineral trade position of the United States. This article considers the changing role that the U.S. has played in the twentieth century in non-fuel minerals trade. We begin by enunciating some principles that are useful in analyzing this trade. The changing pattern of trade in the 1900-1969 period is then reviewed. There follows a more detailed analysis of mineral trade trends in the 1970-84 period. Some consideration is given in the final section to the significance of non-fuel mineral trade for the U.S. economy. THE ECONOMICS OF U.S. MINERAL TRADE The allocation of non-fuel mineral products in the United States has in this century been accomplished primarily through the market mechanism. Except where trade barriers have distorted price signals, this means that mineral supplies have been obtained from the least cost source, with little regard for their country of origin. Mineral prices facing U.S. firms are sensitive to shifts in the domestic supply and demand, but are also sensitive to economic conditions overseas. The balance of trade in each mineral product has depended on the amount that is profitably produced and consumed domestically at the world price. The nation has produced exactly as much as it has consumed only by chance. U.S. demand for non-fuel minerals is derived from the demand for manufactures, farm commodities, and other goods whose production requires mineral products as inputs. The demand for such goods can be quite volatile, and in most industries moves cyclically due to its sensitivity to the level of aggregate economic activity. The supply of mineral products depends on the cost of extracting and processing mineral raw materials. These costs do not vary greatly in the short run. Because of these attributes of mineral markets, U. S. trade in mineral products fluctuates considerably from year to year. Most of this volatility results from shifts in domestic and overseas demand and from changes in exchange rates and trade barriers. Longer run changes in the mineral trade pattern can also be discerned. These depend on secular trends in demand and in the cost of mineral extraction and processing at home and overseas. The United States was originally endowed with extensive reserves of an array of mineral-rich ores and fossil fuels. It is also a nation with an entrepreneurial climate and technological capability conducive to extracting and processing those reserves. Not surprisingly, it has at one time or another ranked among the world's leading producers of a great many mineral products. With a population that is large and an economy that is technologically advanced by world standards, the U.S. has also been a leading consumer of mineral products. Because of its voracious appetite, the bulk of mineral products produced domestically has traditionally been consumed domestically as well. Net exports have been sizable only in those industries in which the nation has enjoyed an extraordinary cost advantage. INTRODUCTION Anticipated increase of nuclear fuel production in the future coincides with growing concern about the occupational health risk of miners from inhaled radon decay products. As a consequence it has been suggested to even lower presently permitted exposure levels (NIOSH, 1980) and implement more stringent control on measurement programmes. Compliance with these regulations requires large investments in new or modified ventilation systems as well as in increased expenditure for staff and instrumentation for health physics operational monitoring. Since both costs are directly related to the overall ore production costs, this can have far reaching implications with regards to the economic feasibility of certain mining operations and consequently reduce estimates of low-cost minable ore reserves. In addition there is increasing evidence that the radon problem is not limited to the nuclear fuel cycle only, but can also represent a significant hazard to non-uranium miners. A key component in the cost-effective implementation of legislative control measures is the monitoring system employed. The choice of system is decisive for the total costs of installation and maintenance, manpower requirements and accuracy of nuclide determination. In the following operational specifications are defined for monitors in mining and milling environments. Different types of available instrumentation are discussed with regard to their suitability for practical radiation protection in underground mines, open cut mines and mills. ATMOSPHERIC CHARACTERISTICS Underground mines Radon in the air of underground mining operations is exhaled from surrounding rock surfaces, crushed material and, to a lesser extent, from water seepage. Whilst in uranium mines radon releasing ore bodies are generally localized in distinct areas, radon sources in non-uranium mines can be very dispersed throughout the system of mine tunnels. The ventilation scheme used influences the absolute atmospheric level of radon as well as the equilibrium conditions between radon and its decay products (factor F). In uranium mines mechanical forced-air ventilation is normally the only way to achieve and maintain legally required nuclide levels. This causes the F-factor to be rather low, e.g. in French CFA-mines F is of the order of 0.2 (Francois, Pradel, Zettwoog, 1975). At the same time the fraction of unattached radon decay products (fp) can increase due to the high air velocities employed. However, it is possible to find non-uranium mines with either natural draught ventilation only or assisted on demand by forced air ventilation during special operations or climatic conditions. Thereby the F-factor is more dependent on seasonal changes of temperature differences between outdoors and mine atmosphere and work routines. As a result F can cover a wide range from 0.02 to 0.95 (Steinhäusler, 1976). The use of filters or electro-precipitators in mine ventilation systems can modify the atmospheric characteristics twofold as it generally decreases the content of radon decay products, but at the same time increases the content of the unattached fraction fp . Average concentration levels of radon decay products are mostly lower in mechanically ventilated non-uranium mines than in equally ventilated uranium mines and are below 0.3 Working Level (UNSCEAR, 1977). However, some working places in non-uranium mines, specially with only natural draught ventilation can occassionally approach maximum permissible levels as defined for uranium mines (Strong, Laidlaw, O&apos;Riordan, 1975; Snihs, 1976; Sciocchetti, Scacco, Clemente, 1981). Open pit- and surface mines Radionuclide levels of radon decay products in the atmosphere of these mines are mostly too low to represent a significant inhalation hazard for miners, ranging typically from 0.03 to 0.1 Working Level (Steinhäusler, 1976). However, personnel using airpurifying respirators or working in cabins ventilated with filtered air can be exposed to a radon atmosphere with low value for the F-factor (F [<] 0.1) and high fp-value up to 80 % (Leach and Lokan, 1979). Mills Atmospheric radon concentration in crushing, grinding, drying and packing sections depends on the radium 226 content of the ore, ore storage methods and ventilation system employed. Providing adequate ventilation ([>] 2 air changes per hour) and control of dust production radon and its decay products represent only a minor problem (Saconney, 1979). Radon in the Environment Radon, as a natural nobel gas, can be detected nearly everywhere in the environment as a decay product of ubiquitous uranium. As it is emanated from soil and rocks measurable concentrations have been found at the surface of soils and in even higher concentrations in enclosed spaces like, for example, mines and buildings. While above soil surface activities caused by radon have been found in an order of magnitude of up to 1 pCi/l (Weigel, F. 1978), concentrations in enclosed spaces and mines are higher because of the lack of atmospheric circulation. Beside air circulation the relevant figure depends on the Ra226-concentration in the surrounding rocks or building material, as well as on emanation coefficient and the diffusion coefficient. While representative Rn222concentrations in well ventilated buildings are reported to be in an order of magnitude of 1 pCi/l maximum values up to one order of magnitude higher have been found in badly ventilated brick buildings (Ettenhuber, E., Lehmann, R., Clajus, P., 1978) (Aitken, J.H., et al., 1977). Just now it was stated that the reduced air circulation due to German legal regulations on energy conservation will increase radon exposure of the public considerably (Jacobi, W., 1979). Radon in Mines Radon exposure of workers is, of course, a matter of concern in uranium ore mines where relatively high concentrations of the uranium to be mined are present. Measures to protect workers&apos; health have been implemented, based on experience on dose-effect relationship. They serve to meet exposure standards by limiting inhalation of radioactive particles, in reducing radon concentrations or in limiting working hours. Both improved measuring devices and capacity as well as the lower discrimination threshold enable to measure radon concentrations in other mines, e.g. in coal mines. It is known that radioactivity in coal is small compared with that in other minerals and even soil, rocks. Nevertheless, radioactive elements were identified in coal and so the question was whether the concentrations of radon in coal mines might be a subject of concern. The problems encountered when measuring radon in coal mines are described below, as the measuring device has to be flame proofed which is an important additional requirement. Measured radon concentrations in British coal mines have already been published (Duggan, M.J., Howell, D.M., Soilleux, P.J., 1968 (Dungey, C.J., Hore, J., Walter, M.D., 1978). The authors found concentrations of up to 14 pCi/l in Cornish mines. In most cases the values were in the order of 2 pCi/l. These results were consistent with measurements reported from U.S.-coal mines (Lucas, H.F., Gabrush, A.F., 1966). Such concentrations of radon were not considered to represent a hazard for British miners (Ogden, T.L., 1974). In Germany, too, first measurements have been carried out in five coal mines in the Saarland in the 60&apos;s. Air samples were taken at different places in the coal mines, dried, fed to an ionisation cell and measured by a device including reference cells. Samples taken at ventilated places showed radon concentrations consistent with the lower British results. They all kept within the standards of the first German regulation on protection against radiation. Measuring the radon daughters was renounced because of the relatively low radon concentrations and the requirements for flame proofness in coal mines. Moreover, it can be ascertained that because of the effective ventilation the disequilibrium factor between the decay products and the radon concentration remains far below the value of one (Muth, H., 1978) (Keller, G.). In 1979 the committee on mine safety and health protection in coal and other mines of the EEC proposed to have measured and evaluated radon concentrations in European coal mines to find out whether they complied with international standards. Great Britain and Germany agreed to this proposal and by commissioning such measurements to scientific institutes complied with the request to harmonize the methods used. In the Federal Republic of Germany, e.g. Westfälische Berggewerkschaftskasse (WBK) and Staatliches Materialprüfungsamt; Dortmund (MPA) were requested to carry out the measurements in coal mines of the Ruhr coalfield whereas Saarberg Interplan was responsible for the Saar coalfield. The WBK measurements are reported in later paragraphs.

I feel very privileged to be added to the distinguished group that has received this award since the first recipient, Reno Sales, received it in 1954. If my research is correct, the last geologist to be honored was Bill Callahan in 1982. Perhaps the Awards Committee decided it was about time to select a geologist, and I became the beneficiary. Regarding the discovery of the Carlin ore body, it was the culmination of several studies - one going back as far as 1939 when a US Bureau of Mines engineer named W.O. Vanderberg recognized an unusual type of gold mineralization in sediments in northern Nevada. What was unusual was the fact that the gold was so fine that it would not concentrate in a pan. This, plus the study of the Roberts Mountain thrust by Ralph Roberts (1960) and conversations with Harry Bishop, manager of the Gold Acres Mine, pointed Alan Coope and me in the direction of the Lynn Window and, eventually, the Carlin discovery. There has been a great deal written about this discovery. I thought it would be interesting to discuss the evolution of Carlin gold exploration in Nevada since this time and to discuss the changes in perception of this unique type of mineralization. The method used by Coope and me in following up on Roberts&apos; work was to map geologically the Roberts Mountain thrust and conduct geochemical sampling of favorable outcrops and float. Coope was highly experienced in geochemical exploration, as he had graduated from the Royal School of Mines in London, studying under John S. Webb, one of the pioneers of geochemistry as applied to mineral exploration. We first considered using pathfinder elements, but finally concentrated on gold analyses alone, even though the sensitivity of fire assays used at that time was only about one-half part per million. According to the spatial relationship of the mineralization to the Roberts Mountain thrust, as pointed out by Roberts (1960), we were looking for mineralization within the thrust itself. Our models were the known Gold Acres and Getchell mines, which contained reserves on the order of 0.9 to 1.8 mt (1 to 2 million st). These were not of substantial size, but I had hoped we might find more than one of these tributary to a mill that would justify an operation for our employer, Newmont Mining Corp. What we ended up with was the type of deposit we were looking for - an open pit deposit of micron gold, which the old timers had missed because the gold was not capable of being panned. But never in our wildest dreams did we think there was a chance of finding a body containing 10 mt (11 million st) of ore at 0.30 oz/st (10.3 g/t).The deposit was not in the thrust proper but was found in a favorable horizon of Roberts Mountain siltstone that was below the thrust. This is the first example of how a model should not be followed blindly. Newmont was successful in keeping this discovery quiet for some time. After a considerable amount of drilling, a rumor circulated that they had discovered a large low-grade ore body of around 1.7 to 2.1 g/t (0.05 to 0.06 oz/st), which of course would not have been economic with gold at $1.13/g ($35/oz), which was the fixed price at that time. The company, for obvious reasons, did not discourage the rumor. When, however, the true results came out there was a lot of feverish activity. Because of this new type of so-called "invisible gold," which could have been missed by the old timers, the thought was that other deposits would be discovered very soon. The Carlin and other smaller deposits, including Bootstrap, Blue Star and Gold Quarry, were in windows where the lower plate of the Roberts Mountain formation (below the thrust) had been exposed by erosion. Virtual reality (VR) is a concept in which the human experience of perceiving and interacting with a computer-modeled environment is achieved through the use of sensors and effectors. It is an advanced form of computer graphics. The images are generated based on where the user looks and how the user moves. As personal-computer-based (PC) instruction gains acceptance as an innovative approach to providing safety training, VR can provide a multisensory, rather than merely a multimedia, mode of presentation. New technology continues to be introduced into the mining industry to meet the productivity needs of coal and noncoal producers. There is also an increased need for more innovative training of mine workers. New technology and equipment designs often affect the basic causes of accidents. For example, the development of cabs and canopies for underground coal-mine equipment has reduced the number of accidents related to roof falls and rib rolls. However, safety-training specialists then had to focus on the machines themselves, because the modifications had the potential for causing "pinch-point" accidents. In fact, although the overall physical demands on mine workers have diminished, there has been an escalation in the concerns about trauma from repetitive physical activity. Thus, health-and-safety training specialists have shifted their atten¬tion to the recognition, evaluation and control of workplace hazards (Hancock and Hill, 1995). Recognizing that the spatial relationships of a workplace convey more information about hazards when experienced rather than described, trainers agree that simulation is the method of choice. Unfortunately, until recently, simulation systems were either simple software programs that did not come close to portraying the real experience or were complex hardware systems (such as flight simulators) that did, but at a cost of millions of dollars (Fritz, 1991). However, researchers and training specialists are excited about an emerging approach to work-force education based on virtual reality. VR is also described as cyberspace, immersive simulation, artificial reality, telepresence, virtual environment or virtual world (Meyer and Dunn-Roberts, 1992; Peterson, 1992). It represents a group of concurrent advances in computer and interface technologies. They enable an individual to interact in a multisensory way with a computer-generated environment. To achieve this, a typical VR system incorporates a computer that contains the necessary databases for producing realistic images and audio; a head-mounted display (HMD) or screen for viewing the images; and a three-dimensional controller, joystick or data glove for interacting with the computer-generated environment. If virtual reality is to become an effective tool for the safety training of mine workers, its attributes will have to be measured against other forms of delivery. Accordingly, Carr (1992) listed the following areas in which VR should be considered the method of choice: ? When training mistakes would be costly. ? When the necessary environment cannot be experienced in the real world. ? To build interfaces that are sensible and can be manipulated. ? To make training situations really "real." ?To make perceptible the imperceptible.

The "Hormite Group" was proposed for palygorskite (attapulgite) and sepiolite for their complex magnesium silicate composition and elongate crystals (Martin-Vivaldi and Robertson, 1971). These minerals occur in close association with each other and more complex structural variations may exist (Bailey, 1972). In 1862 Savchenkov used the name palygorskite to describe a mineral from the Palygorsk locality (Hay, 1975), near the Ural Mountains. Ovecharenko and Kukovsky (1984) mention that when mountain leather deposits were prospected in the Palygorsk Division mine it was assumed this unusual mineral was a variety of asbestos. Early mineralogists used the terms "mountain cork" or "mountain leather" when referring to palygorskite. Robertson (1986) mentions that it appears palygorskite was known since Theophrastus&apos; time, ca. 314 BC. J. de Lapparent used "attapulgite" for clays from Attapulgus, GA, and Mormoiron, France, because he thought them different from palygorskite, but the two types were proved to be the same (Bailey et al., 1971). The name attapulgite is still used for the Florida and Georgia deposits when the crystal length to diameter ratio does not exceed 10:1(Merkl, 1989). Georgia palygorskite clays are of much shorter length compared to classic palygorskite. In 1847 Glocker first used the name sepiolite which was called "Meerschaum" by Werner (1788) and Hauy (1801) namedit "Ecume de Mer." Brochant (1802) described low density and white magnesium silicates adding the name Talcum Plasticum and Ecume de Mer. In the Meigs-Attapulgus-Quincy district palygorskite (attapulgite) commonly occurs in two distinct forms referred to as short length palygorskite (Meigs Member) and long length palygorskite (Dogtown Member) (Merkl, 1989). Long length palygorskite crystals (> 10 pm) are rarely observed in the Meigs and Dogtown Members, but when present are in association with dolomite crystals. The short length form is usually less than 2 pm in length and has a low magnesium content whereas the long length form has a high magnesium content and a length greater than 2 pm. The distinctions in morphology are not only important because of the relationship to the origin of the deposits, but also in relation to activity in causing membranolytic activity related to data on palygorskite samples from 9 locations ranging from relatively inert to active in work reported by Nolan et al. (1989). The > 10 pm lengths amounted to only 51 of 17,401 fibers sized. The shortest lengths (< 0.5 pm) were relatively inert. This study pointed out that surface activity, morphology, and chemical differences may be distinctly different within the definition of palygorskite, or for that matter for any individual mineral so that health and other properties must be measured because the name alone does not necessarily indicate uniformity. Palygorskite (attapulgite) fuller&apos;s earth was first sold for drilling mud in 1941. The market for this use expanded slowly and has maintained a level of 7 to 10% of the total US production during the last few years. Most of the fuller&apos;s earth sold for drilling mud comes from the southern part of the Meigs-Attapulgus-Quincy district of Georgia and Florida. Palygorskite clays produced in this area are superior to most other fuller&apos;s earth for mud used in drilling salt formations, but because of high water loss, they are inferior to bentonite where the rocks drilled contain no saltwater. According to Oulton (1965), more than 90 different grades of fuller&apos;s earth are produced. Some of these grades are used for pharmaceuticals designed to absorb toxins, bacteria, and alkaloids; for treatment of dysentery; for purifying water and dry cleaning fluids, dry cleaning powders and granules; for the manufacture of NCR (no carbon required) multiple copy paper; for the manufacture of wallpaper; and as extenders or fillers for plastic, paint, and putty. Fuller&apos;s earth mined near Ellenton, FL, was used for making lightweight aggregates for the construction of concrete barges during World War I1 (Calver, 1957). Still other uses of fuller&apos;s earth and its suitability for uses in new products are outlined by Haden, Jr., and Schwint (1967), Haden, Jr., (1972), and Haas (1970). One special use of fuller&apos;s earth is as a carrier of platinum catalysts that are made in the United Kingdom from sepiolite clays mined in Spain. Other uses of sepiolite fuller&apos;s earth (Chambers, 1959) are similar to those of the palygorskite (attapulgite) type mined in the United States.

The electrostatic charge on spray droplets of ionic surfactant solutions and coal particles was measured and the results were correlated with the dust collection efficiency. When various surfactant were added, the magnitude of the droplet charge increased significantly and it was observed to be a function of surfactant type and concentration. The concentration of maximum droplet charge coincided with surfactant concentration where maximum collection efficiency was observed for these surfactants. Particles of coal also carried substantial amount of charge magnitude of which seemed to be a function of coal rank. Based on the results presented in this paper, it was concluded that ionic surfactant primarily act as a strong electrostatic charge inducer for droplets. Due to interactions between these highly charged droplets and naturally charged particles, the efficiency of droplet-particle collisions play a primary role when compared to the wetting and engulfment phenomenon which could only follow a successful collision. INTRODUCTION Water spray are widely used to suppress airborne dust in mine atmospheres (Walton and Woolcock, 1960; Kobrick, 1970; Hamilton, 1974; Jayaraman et al., 1986). Several investigators have considered the use of surfactants to enhance the effectiveness of water sprays especially for difficult to wet particles such as those of coal (Glanville and Wightman, 1979). The capture of dust particles by water droplets involves droplet-particle collisions, adhesion of particles to droplets, and engulfment of particles into droplets. Surfactants affect these sub processes through their influence on droplet charge, surface tension, and wetting. The last two mechanism have been thoroughly studied in recent years (Walker et al., 1952; Cohen and Rosen, 1981; Glenville and Haley, 1982; Chander et al., 1988; 1991). However, little attention has been paid to the role of electrical charge on particles and droplets on the collision and adhesion of spray droplets and dust particles. Airborne particles of dust have long been known to carry a significant amount of electrostatic charge (Hopper and Laby, 1941; Kunkel, 1948; Kunkel, 1950; Dodd, 1952; Liu et al., 1987; Kutsuwada and Nakamura, 1989). It is reasonable to assume that presence of charge on particles will effect their agglomeration and particle-droplet interactions. Polat et al., (1991) showed that virtually all freshly generated dust particles were agglomerated in air. They suggested that electrostatic charge and humidity were important factors responsible for agglomeration. Previous theoretical studies on the interactions between charged particles and collectors by Nielsen and Hill (1976) show that, the collision efficiency is a strong function of the particle charge. In addition to charge on particles, spray droplets might also carry substantial amount of charge (Chapman, 1937;1938; Blanchard, 1958; Iribarne and Mason, 1967; Jonas and Mason, 1968; Byrne, 1977; Bailey, 1988). In theoretical studies of interactions between a spherical collector and airborne particle, it was found that the collision efficiency was significantly altered depending on whether the collector and the particles were charged. If neither the collector nor the particles carried a charge, the collision occurred by inertial and gravitational forces. The collisions took place on the front part of the collector (the front capture). If either of the collector or the particles were charged, the collision was enhanced due to the induced image forces. If both the collector and the particles were charged, the collision efficiency was significantly affected by the sign of the charge as well as its magnitude. For oppositely charged collector-particle pairs a collision could take place on the rear of the collector even if the particle flied past the collector upon approach (the rear capture) (Nielsen and Hill, 1976; Wang et al., 1986; Chang et al., 1987). On the other hand, the columbic force became negligible as the particle size increased and the inertial force became dominant. The electrostatic attraction was predominant for particles of less than about 2.5 µm in diameter. For particles larger than about 8 µm the inertia of particles was sufficient to overcome the columbic force and inertial impaction became the dominant collision mechanism (Grover and Beard, 1975; Chang, 1987). Previous studies of dust suppression using charged spray droplets generated by applying high voltage to the spray nozzle showed significant improvements in collection efficiencies (USBM open file report, 1983; McCoy et al., 1985). With the price of precious metals at an 18-year low, every ounce of metal produced is important. The theft of metals from mining and refining sites can mean the diffrence between profit and loss for many mining companies. Low metal prices do not reduce the potential for the theft of precious metals. History has shown that the price of gold has little to do with the desire for employees to steal precious or base metals. There is actually evidence that the theft of precious metals increases when the price of this commodity goes down. Several of the major precious metal thefts in the past year took place at silver mines when the price of silver was less than 16 cents/g ($5/oz). How does the lowest gold price in 18 years affect the need for security at precious metals properties? There is no short answer to this question. One reason is because the exposure to theft of precious metals is unique to each property. This makes it important that each property be evaluated individually. More than 95% of all precious metals thefts can be attributed to those working at the mine site. So preventing employee theft is the primary concern. One consideration is the location of the property. Gold selling at any price is still an attractive commodity in countries where the employees are making between US$400 and US$600 a month. It is not uncommon for employees at mines in countries where low wages are the norm to consider the value of a gram or two of gold to be a significant amount of money. A gram or two of gold a day may not seem like much. But if 15 employees steal two grams a day, that equates to a significant amount of money during a year. The type of property where the precious metals product is being recovered is also important. For example, a property with a gravity circuit is more likely to suffer from the theft of gold product than a property where all gold is finely disseminated and the only gold seen in the ore body is through a microscope. Gravity circuits increase an operation&apos;s exposure to theft because the grinding circuit that is associated with a gravity circuit often becomes a giant concentrator. Areas such as the bottom of grinding-mill pump boxes, cyclone-feed-pump clean out traps and the sumps often become locations where precious metals concentrate (Figs. 1 and 2). Muck concentrations in these locations can be as high as 25% to 40% of gold or silver. Not long ago, muck was removed from a barren-solution sump at a Merrill Crowe circuit that had concentrated to more than 40% gold. At a milling site in the Pacific Rim, residents of the community adjacent to the mine learned about the value of the concentrates in the sump under the ball mill and committed an armed rob¬bery. While several of their co-conspirators held the em¬ployees at bay with machetes, the others emptied the contents of the sump into buckets and removed it from the site. Armed robbery is not as common as employee theft. However, while this article was being written, an armed robbery occurred at a gold property in Central America. Armed perpetrators took as hostages the night shift employees at a process plant and used cutting torches that were on site to cut into the high-security and gold-storage areas. The perpetrators then stole a company vehicle to remove the stolen gold buttons and sludge from the site. Unfortunately, this type of activity goes on regularly. But managements of most mining companies are reluctant to discuss theft scenarios. So information pertaining to the theft of precious metals seldom becomes a newsworthy item. An audit conducted at a mine site with a gravity circuit recommended that the gravity recovery area be shut down until adequate protection could be provided. Although it was not connected with the audit, it was necessary to shut down the gravity area for a pro¬longed period because of problems with the gravity table. In the two months that followed, gold production at the site increased by about 31 kg/month (1,000 oz/month). It is difficult to attribute all of this increase to the theft of concentrates. But there was a good chance that at least part of the increase was due to the fact that concentrates were being stolen from the gravity area.
