INTRODUCTION Much of present fracture toughness testing con¬cerns chevron notched specimens (Newman Jr., 1984) since these, in principle, require neither fatigue precracking nor more registration than failure load to determine fracture toughness. Two such specimens which can be made from diamond drilled rock cores with minimal machining are the Short Rod (Barker, 1977) and the Chevron Edge Notch Round Bar in Bend¬ing or CENRBB Specimen (Ouchterlony, 1980). Even if the precracking property is especially valuable for a material like rock, practice has made the relative advantages of these chevron notched specimens much less apparent (Ouchterlony, 1982; Ouchterlony and Sun, 1983). Enough remains, however, to have the Commission on Testing Methods of the International Society for Rock Mechanics (ISRM) focus on them as standard configurations in a "Suggested Method for Determining Fracture Tough¬ness of Rock Material", which is in preparation. This paper presents material which supports the ISRM effort: 1. An experimental compliance calibration of the Chevron Bend (CENRBB or CB for short) and re¬sulting formulas. 2. Specimen tolerances, evaluation formulas, and loading rate requirements relating to both Short Rod and Chevron Bend Specimens of suggest¬ed standard proportions. 3. Some fracture toughness values obtained with the Chevron Bend Specimen. This material is mainly based on two reports (Ouchterlony, 1984 and 1985). The International Finance Corporation (IFC), the private investment arm of the World Bank Group (WBG), requires all IFC-financed projects to comply with its environmental and social policies and guidelines. IFC's review process involves an environmental and social assessment and the implementation of an Environmental Action Plan (EAP) that will set forth the necessary actions to bring the operation into compliance. This paper provides an overview of the environmental and social policies and guidelines that apply to mining projects and examines how WBG/IFC policies and guidelines are applied to mining projects in developing countries. In addition, it includes a review of the increased emphasis IFC is giving to social issues over the past several years based on the existing WBG policies. IFC’s process for the environmental and social review of proposed investments is briefly discussed. The paper focuses on how IFC emphasis has shifted from the traditional environmental and impact mitigation analyses of a few years ago to the integrated social and environmental awareness, action (EAP), and implementation programs (social plans) required today. Today, IFC's focus is to promote sustainable development by investing in projects that directly benefit local communities and the environment. Examples of these changes will be highlighted by a review of recent investments located in West Africa. The goalposts have not moved, but the rules of the game have become tougher.

The ability to predict the liberation spectra that will be produced by a closed-continuous grinding circuit is of fundamental importance for the design, optimization and control of most operations in an ore dressing plant. The only known approach through which such a calculation can be performed is the population-balance-model equation. The latest, and certainly most significant, advance made in this area is the solution proposed by King (1990), which requires one textural parameter measured directly from the ore being studied. The main advantage of King's solution is that, unlike the conventional solutions, it does not require the estimation of hundreds of arbitrary parameters that cannot be independently measured. However, King's solution relies heavily on a knowledge of the detailed internal structure of the Andrews-Mika diagram (Andrews and Mika, 1975), which has never been measured for any ore. The characterization of the internal structure if the Andrews-Mika diagram requires the measurement of the liberation spectra at several progeny sizes produced by the breakage of monosize-monograde particles at several different grades. In this paper, a procedure based on magnetic fluid fractionation for generating seven narrow-size, narrow-grade samples is presented. Each of these samples was then broken into six progeny size classes in an ultrasonic mill. The one- dimensional liberation spectra of each of the 42 progeny and seven parent particle samples were then measured by image analysis. The measured linear-grade distributions are presented in this paper. The calculation of the correspondent volumetric-grade distributions is discussed.

Inco Limited operates nine underground mines on the rim of the Sudbury Basin. These operations are situated near the City of Sudbury, 589 km (365 miles) west of Montreal, and 363 km (225 miles) north of Toronto. The ores are mined primarily for nickel and copper, and the principal minerals are pentlandite, chalcopyrite, and pyrrhotite. Total ore production from underground is in excess of 51,000 tons per day. The total volume of fresh air supplied to the nine mines is six million cubic feet per minute. There are 50 main fans in operation at these mines, powered by electric motors totalling 11,200 kw (15,000 hp). The trend in metal mining during recent years towards mechanization and high-tonnage production methods has greatly increased ventilation requirements. The flow of air must quickly dilute and carry away diesel exhaust fumes, dust created by mining operations, and the fumes of the explosives used in blasting. Mechanical ventilation is required to obtain the necessary volume and control, as natural ventilation pressures alone are, for the most part, inadequate and unreliable. In the event of a mine fire or other needs, close control of ventilation is essential. There are two unique heating systems presently in operation at Inco: Creighton Natural Heat Ex- changer and Stobie Ice Stopes.

This paper presents results from pilot-scale and field testing of an innovative technology that uses sulfate-reducing bacteria (SRB) to treat and control acid mine drainage (AMD). Sulfate-reducing bacteria, a common group of anaerobic bacteria, produce hydrogen sulfide and bicarbonate when supplied with sources of carbon and sulfate. Hydrogen sulfide reacts with metal ions in AMD, precipitating them as metal sulfides. The bicarbonate produced serves to help neutralize the drainage. Pilot-scale metal-removal efficiencies reached 99% for zinc, 99% for aluminum, 96% for manganese, 98% for cadmium and 96% for copper. However, the iron and arsenic removals were not as effective as the aforementioned metals. This was largely attributed to high levels of iron and arsenic that contaminating the organic substrate. There was evidence that both adsorption and sulfate reduction were occurring within the reactors. The SRB field demonstration involved using the flooded subsurface mine workings of the Lilly/Orphan Boy Mine near Elliston, MT, as an "in situ biological reactor." In the mine, high removal efficiencies were observed for aluminum, cadmium, copper and zinc (70% to near 100%) during the four years of monitoring. However, for reasons similar to the pilot scale testing, low removal efficiencies were observed for arsenic and iron. Sulfate reduction was evident by measured decreases in sulfate and the detection of soluble sulfide within the mine water.

Friction factors or coefficients of friction used to estimate the resistances of mine airways are, in the main, estimated from empirical measurements made in other airways considered to be of a similar geometry and type of lining. A somewhat more analytical approach, although still based on empiricism, is to estimate the ratio of the average height of the asperities to the hydraulic mean diameter of the airway (e/D ratio) and then to employ the Moody Chart or one of the equations that have long been established to represent the [coefficient of friction v Reynolds number curves] on that chart. Unfortunately, the Moody Chart and corresponding equations are based on pipes of uniformly distributed (sand grain) roughness whereas the asperities that exist on the surfaces of mine openings are frequently highly irregular both in their size and distribution. This is considered to be a major cause of discrepancies that have been found between coefficients of friction by the Moody Chart and those actually measured in mine airways. The work described in this paper examines an alternative method of estimating coefficients of friction for rough natural surfaces with uneven sizes and distribution of surface asperities. The technique utilizes the relatively recent developments in fractal analysis. A fractal dimension is determined from the topography of the surface. This has been correlated to coefficient of friction for a scale model of a mine airway. Further work is being carried out in actual mine airways. However, at this time, it appears promising that the fractal method may allow coefficient of friction to be predicted for given types of strata and method of roadway drivage.

The National Institute for Occupational Safety and Health’s(NIOSH) Pittsburgh Research Laboratory (PRL), RAG Pennsylvania and Strata Control Technologies of Australia have collaborated to conduct an extensive study of roof bolt strata interaction at the Emerald mine in Southwestern Pennsylvania. The primary goal of the project was to obtain detailed data on the interaction between the mine roof and the support elements for use in modeling studies. The study site was a longwall tailgate subjected to high horizontal stress. Three arrays of instruments were installed at the site, one in the tail-gate entry and two in an adjacent crosscut. Pumpable concrete cribs were present in the tailgate array, and cable bolts were installed in one of the crosscut arrays. The instruments included mechanical and sonic extensometers for measuring roof movement, instrumented roof bolts, and three-dimensional roof stress cells. The study was ultimately successful in determining the magnitude of the horizontal stress concentration, the height of roof failure and the roof failure sequence, and the loading history of the primary roof supports.

The Disjunctive Kriging (DK) procedure was developed to estimate ore recovery figures within a deposit/ domain from limited diamond drill hole (DDH) core assay data taken at the exploration stage. Local recovery figures include minable ore tonnage and ore grades within relatively small areas such as stopes or small panels on a pit bench, for a given cut-off grade. The grade and tonnage should be computed based on the true selective mining units, that is, the average grade distribution of selective mining units within a panel. Local recovery figures are critical information for economic and engineering feasibility studies before mine development, as well as for short-term mine planning for operating mines. This kind of information can be provided only by non-linear geostatistical methods including DK and the Multivariate Gaussian Approach (MG) (Journel, 2, Parker, et al, 5).

Starting up a fan or modifying its setting point either by rotational speed variations or blade angle changes, obviously results in new ventilation conditions in the network, which is, of course, the object of the operation. However, since transient phenomena may then occur, particularly in complex networks, there may be a need to simulate these situations prior to any action. This is all the more true, if we are dealing with a multiple interactive fan sys- tem. Simulations with a transient model have shown that the flow in certain airways could be temporarily reversed due to the pres- sure variations that reach both its ends with a different time lag. This phenomenon may cause dangerous situations to occur in cases of fire or outburst of methane. It is also true that the air flow could be reversed in secondary and less powerful fans, while still rotating in the normal direction. The study and the experimental investigation of the extension of the reverse flow characteristic is therefore justified from two points of view : • a numerical simulation model for transient flow conditions must be capable of handling temporary reversed flows, and thus have appropriate fan characteristic curves available over the entire operating domain; • while operating fans, reversed flows should be avoided or at least reduced. Therefore, the design of start-up procedures or real time control algorithms should take these phenomena into account. A particular interesting application is the operating of two fans in parallel. In order to investigate experimentally the characteristic curves of a fan under reversed flow conditions a small scale model was built. This facility was designed in such a manner that it was possible to carry out experiments concerning flow reversions and to try out sequential start-up procedures for two fans in parallel.

Williams Mine was considering spending a large amount of capital to install a pumping system underground to rid the mine of slimes; with the introduction of Delvo Stabilizer this challenge would be met. This paper will address the process to introducing the Delvo Technology into the Cemented Roddill Program. Some areas that were worked on included: testing of the mix design, bet dosage rate for an economical solution, temperatures at different levels of the mine, the amount of time needed once the grout was put to sleep, preventing plugs in the delivery system A controlled dosage that gave the Operator a 12 hour window of flowable material was developed and an added feature to the introduction of Delvo was also noted; an increase in MPa strength over the design. Collectively with the help of operators at the batch plant and the underground miners involved with the program all concerns where addressed and all goals met. A cost effective program was implemented thus increasing productivity, preventing costly plugs, and improved the actual maintenance on the entire delivery system, which included the batch tanks, aggitator tanks, all pumps required in the system and of course reducing buildup of slimes at the cones.

The purpose of this research was to investigate airborne coal mine dust characteristics in order to assess the possibility of contribution of these characteristics to the incidence of coal workers' pneumoconiosis (CWP). The characteristics studied included physical (mass concentration and size distribution), chemical (elemental composition), and mineralogical (quartz and kaolinite content) variables of the dust. The results are based primarily upon analysis of the characteristics of 99 impactor samples from 18 mines in seven states. Because the eight stages of the impactor span the range of dust sizes up to 20 microns, the characteristics analyzed should represent respirable dust characteristics well and also provide size-dependent representations of the characteristics. In general, the patterns of mass concentration and size distribution in the various mines studied were similar with mass concentrations being high downwind of the continuous miner. The concentrations and size distributions were more variable upwind of the continuous miner, apparently as a result of the variations in the dust conditions in the working section. Significant size effects on the elemental and mineralogical content are shown in the data. Concentrations of most of the elements decrease as size decreases. However, minerals content increases as the dust size decreases. Regional variations of elemental and mineralogical content are also significant. Quartz and kaolinite contents are small in regions with low incidences of CWP. However, the elements of Cu and Zn are high by comparison to their content in high-incidence coal fields and may have the effect of protecting against the disease.

INTRODUCTION With the world media full of predictions that the price of gold will quadruple in three years (Maybury, R.J., 1988), and with financial forecasters and strategists touting opportunities to make 400% in gold (Skousen, M., 1988), explorationists and entrepreneurs are scurrying to find enough gold to feed the global gold fever created. At the same time, gold deposits in the United States and other developed and intermediate countries are becoming less attractive because of environmental restrictions, radical reductions in tax incentives, and depleting reserves, causing people in the mining industry to begin looking at opportunities for foreign investment in gold mining concessions in lesser developed countries (LDCs). Meanwhile, LDCs are responding with chamber-of-commerce aplomb in marketing their opportunities. In the face of all this frenzy and hype, targeting gold mining concessions in LDCs for foreign investment may be done more objectively by employing a systematic approach. For this paper the SHOP rating system (Corbin, R.K., 1987), which considers factors of the LDC's stability, hospitability, ore occurrence, and profitability potential is used. The result is that a tiny banana-growing republic in Central America, first discovered by Columbus and named the "Rich Coast'' because of the many gold adornments worn by its Indians, has been rediscovered and emerges as a classic LDC gold target.

Cement raw materials used in southern California and Arizona cement plants occur in a wide variety of geologic environments. Limestone, the primary material making up 75-80% of the raw materials mix used in cement manufacture, is mined solely from Paleozoic Era deposits. During this time, 570-245 million years ago, vastly more limestone was formed in California and Arizona than at any other time (continent was in southern latitudes). The general geology of each limestone deposit associated with the eight southern California and two Arizona cement plants will be reviewed. Many of these deposits are geologically complex, having been subjected to Mesozoic deformation, metamorphism and instrusive events, along with Cenozoic uplift and deformation. All of the cement plants in this region require the use of secondary additives in order to meet the chemical requirements for cement. The kinds of additives vary greatly, depending upon the chemistry of the limestone deposit, cement specifications, and the cement manufacturing process. In some cases, clay deposits with suitable chemistry on or near the limestone sources are utilized. Where alkali limitations or need for alumina-rich materials exist, then specialty clay deposits are used. Iron-rich sources in the region include iron ore deposits and slag or mill scale from local steel mills. The geologic setting and location of these additives, along with gypsum and silica-rich deposits presently in use, will be mentioned.

About 45-50% of the coal mined in the U.S. passes through coal preparation plants; east of the Mississippi River this number increases to about 75-80%. Although the cost for coal preparation is worthwhile to some, the coal industry faces the challenges of continuing downward pressure on the price of coal and the impact of new environmental regulations. Coal preparation, as commercially practiced today, is an effective process achieving 75-803 ash reduction, 15-8m trace element reduction, and 85-90% Btu recovery; it is less effective for pyrite reduction (35-70%), and on-line operating time (40-60%), and suffers from obsolete control systems. Methods will be discussed for reducing costs of coal preparation and improving the performance of coal preparation plants. Comments are included on equipment selection, especially for -28 mesh coal, and prep plant operation and control practices. Btu recovery, ash and pyrite reduction, fines processing including dewatering and slurry fuel use options are emphasized. Trace element removal and expert control systems for maximization of prep plant operation also will be highlighted.

The Research Council of SME, at its Annual Meeting in Reno, NR, in February 1993, held a Research Forum on Technology for the Future. The Forum's purpose was to find out from the members, particularly those from industry, their opinions on research needed in the mineral industries. Panelists were selected for their breadth of knowledge and connections. Many panelists, in turn, solicited opinions from additional contacts. A similar effort is underway with mineral-oriented schools. A parallel mission has been undertaken by the American Mining Congress (AMC) through its Committee on Technology. In particular, AMC is concerned that the needs of industry be transmitted in a timely way to federal agencies, especially the US Bureau of Mines. This article reports to the SME membership the principal findings of the Research Forum. The article is derived from a full report that is available from SME. Many of the calls for research made during the Forum can be clustered into five broad categories. These categories are discussed in the following sections of this article. However, since the time of the Forum, many reviewers of the full report have noticed that fundamental research was not given much emphasis. The Research Council points out that the Forum was organized around industrial needs. There is a call to the academic and research community to organize a similar Forum. The Council emphasizes that this is not the last word on research needs and that the membership is urged to continue to give ideas and opinions to the SME Research Council. There will be an opportunity at its next meeting during the SME Annual Meeting in Albuquerque, NM, Feb. 22, 1994, for open discussion of this report. Because the opinions were intentionally confined to representatives from industry, the problems portrayed and the solutions sought are from the vantage of an operator. It comes as no surprise that many of the espoused research desiderata seek more efficient or cost-effective outcomes for the various mining activities discussed. The order of the Forum was a straightforward set of mining activities: exploration, evaluation, mining and processing.

In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by " remote control " mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation. In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term "communications" as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. Primarily aimed at the workers, who greatly outnumber the salaried administrative people, this publication mainly documents the fortunes of individual mine workers who are felt to have achieved something with their lives, e.g., a mine worker who had managed to put four children through universities, the philosophy behind this being to inspire other workers to achieve worth- while goals.

The Coal, characterized by coal quality parameters as for example, ash content (Ad), moisture (Wrt), heat content (Qr1), sulphur content (Sd) and other parameters is still in many countries the basic source of energy. Energy is life, especially in modern society, where the demand for ecologically clean energy is very high; and therefore, there is great importance in effective coal utilization Direct utilization - burning of coal for energy generation, is still one of the most effective methods. In most cases, it is one of the cheapest energy transformation methods in spite of the fact that this energy transformation is connected with the deterioration of our surroundings. Deterioration can be substantially reduced if the burning of coal at power stations, heat power stations and other coal consumers is optimized. That means the burning is done in steam boilers, the technical state of which is very good; the coal has minimimum .variations with respect to the projected values; and the burning process is controlled and checked not only from a regulation point-of-view but also from an ecological point-of-view. The instrumentation capable of measuring the characteristic coal quality parameters in real time exists and it forms the basic assumption for the work our research team has made. The proper application of this instrumentation is able to provide information for burning process optimalization. It is the main topic of this paper, which is the compilation of the information on our work -made during the last five years. JAMIE DAVIS: Our next speaker is Craig Ammar. He's director of equipment management for Cyprus Climax Metals Company. He has, prior to this assignment, been responsible for maintenance at Bagdad Copper, Cyprus' Miami smelter, and Thompson Creek. Like Jerry, he's very shy and retiring, and doesn't have any strong opinions about maintenance. INTRODUCTION CRAIG AMMAR: The ultimate goal behind implementing a proactive equipment management process is to provide capacity assurance and ultimately increase an organization's ability to generate revenue while reducing operating costs. Targeting such lofty objectives has brought many an organization to its knees, utilizing new maintenance techniques, concepts, and technology aimed at making our lives better and more organized. The root cause of such frustration generally stems from a lack of understanding or support for the fundamentals of implementing a proactive equipment management process. There are just two types of maintenance programs, reactive and proactive. It's an established fact that you need a little of both to run an effective equipment management process, obviously more of one (proactive) than the other. Here are some telltale signs that your equipment management process is in trouble: -Maintenance is performed as a knee jerk reaction when equipment fails. -Repeated and frequent equipment failures occur, with no focus on eliminating the root cause. -Sketchy, inconsistent, unclear preventive maintenance is performed or there is no support for the preventive maintenance process. -No predictive maintenance technology process is in place, or little support for predictive maintenance exists. -Less than 50 percent of your work is generated by the maintenance group resulting from inspections.

Extensive gravel deposits exist within a six-county area in the mountains surrounding the Salt Lake Valley, and in the mountain ranges to the west. The six-county area includes Davis, Salt Lake, Summit, Tooele, Utah, and Wasatch Counties. The majority of these are beach deposits from prehistoric Lake Bonneville. However, real estate development associated with a projected population increase of 54 percent over the next 20 years is expected to remove most gravel deposits in Salt Lake County from consideration for mining, forcing gravel operations to relocate from eastern Salt Lake Valley to the Oquirrh and Stansbury Mountains farther west. The gravels in these ranges are of lower quality and require additional processing to manufacture asphalt and concrete. Replacing gravel resources along the Wasatch Front with resources in the Oquirrh and Stansbury Mountains over the next 20 years has the potential to increase construction costs by nearly $1 billion. The majority of this cost (82 percent) is the result of increased transportation costs due to longer distances to market. The remainder of the cost is attributable to lower quality gravels that will require additional processing in the manufacture of asphalt and concrete. The following analysis and discussion does not take into consideration the amount of crushed stone that is currently being used in the construction industry in northern Utah, its use as a substitute for lower quality gravels, or as a factor in the base case projection.

The MSHA prescribed method for the determination of quartz in airborne respirable-dust samples from underground coal mines is the P-7 method, a combination of low-temperature, radio-frequency ashing (LTA) and infrared analysis (IR). There is no prescribed procedure for quartz analysis in bulk samples of coal and host rock. Dispersive infrared (IR), Fourier-transform infrared (FTIR) and X-ray diffraction (XRD) methods are most commonly used for the analysis of quartz in powders. Several aspects of the experimental procedures, such as the preparation of the analysis sample from bulk samples, ashing techniques, scanning procedures, peak measurement location, calibration techniques, sample amounts, size consist and data interpretation, affect the results from each of the methods differently. Significant differences in analytical results obtained from X-ray diffraction (XRD) and infrared spectroscopy (IR) on the same samples are reported. All studies point to the need for reliable quartz analysis methods. In a recent research program, a procedure for preparing bulk-coal and host-rock samples for quantitative quartz analysis was developed. Further, the results from X-ray diffractometry and infrared spectroscopy for quartz content on identical samples were compared. Calibrations with pure and mixed standards were used to assess the influence of particle-size distribution, matrix and calibration on the analytical results. In this paper, several issues concerning the measurement of quartz in the samples of coal, host-rock and airborne respirable dust from mines are outlined and quantified.
