In the real world of coal mining, the bottom line for almost every support project decision is economic (i.e., what is it going to cost?). Up to this point, I have discussed the methods to improve the performance of typical support projects by better installation, materials, and techniques, thus lowering the impact of the bottom line cost. In this chapter, 1 shall explore what costs are relevant in mining construction, and how these costs are developed. The chapter centers around two major discussions: (I) developing cost accounting techniques, and (2) cost-estimating procedures for support construction. Each focuses on the fundamentals of practical cost considerations necessary for decisions on construction projects underground. Since cost accounting, economics, and investment planning are all subjects which warrant complete discussions on their own, this chapter will focus on distilling the important concepts required by a planning engineer into an easily understandable presentation.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the United States could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the United States, with Australia's internationally respected VALMIN Code providing the benchmark. In the United States, the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its 1981 rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The United States is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia's VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the United States should work jointly on updating VALMIN for global use.

The United States Army Corps of Engineers (USACE) has committed to solve a major drainage problem in the suburban Chicago community of Griffith, Indiana. The Cady Marsh Ditch is currently undersized and on occasion spills its banks causing flooding and economic setbacks to the community. Preliminary studies have identified both tunnel and surface solutions as being attractive and viable. The USACE has decided that this project is an opportunity to use the design-build contracting approach to maximize ingenuity in project approach and to allow the market to dictate whether a surface or subsurface solution is most attractive. The tunnel would be over one-mile in length through sands, gravels and clay. Water control will be an issue during tunneling. The paper will explore the contracting approach to the project and the adaptation of Underground Technology Research Council (UTRC) guidelines for underground contracting to a design build project. The roles of Owner, Owner’s consultant, and design-build contractor will be defined as interpreted by the USACE and key contract provisions will be described and contrasted with a traditional design-bid-build approach to tunnel construction.

The Bureau of Mines is conducting a research project in cooperation with the Mine Safety and Health Administration (MSHA). Mining companies, and equipment manufacturers are also participating through the Colorado Mining Association (CMA). The objectives of this cooperative research project are to determine the practicality of coupling a dry exhaust conditioning system (dry system) and diesel particulate filter (DPF) to make an integrated control system, and to determine the effectiveness and durability of the integrated system in an underground coal mine. Diesel-powered mining machines must be equipped with control devices to reduce surface and exhaust temperatures to safe levels and prevent flames and sparks from being emitted to the mine atmosphere. Diesel exhaust-gas water scrubbers have been successfully used for many years but they have several disadvantages; they are large, consume large quantities of water, and require frequent maintenance to remain functional. Additionally, diesel exhaust is a source of noxious gases and particulate matter. Particulate emissions are composed primarily of small carbon particles with absorbed hydrocarbons and they are almost entirely respirable in size. Even an engine in good mechanical condition can emit up to 400 mg/cu m of respirable particulate matter. A dry system for control of diesel fire and explosion hazards, coupled to a DPF, promises to be a complete control system for diesel engines. The dry system cools the exhaust and suppresses sparks and flame with a heat exchanger and flame and spark traps. The conditioner is smaller, consumes no water, and requires less maintenance than a comparable water scrubber. The DPF uses a ceramic substrate as a wall-flow filter and is very efficient at collecting exhaust particles. Average particulate mass collection efficiency is 90%. This report describes a cooperative research project to combine the dry system with the DPF, conduct performance tests on the integrated system at Bureau and MSHA 1aboratory facilities, and conduct field tests of the system on a production machine in an underground coal mine.

1. INTRODUCTION The safe disposal of tailings is the most important environmental question facing the uranium mining industry today. This is because tailings present a major long term radiological hazard as they contain about 71% of the radioactivity originally in the ore. The magnitude of the problem can be appreciated by considering the quantity of tailings involved. For example, projections of milling programs in Australia indicate that there will be 100 million tonnes of tailings produced by the year 2000 (Levins 1980). The United States currently has in excess of 100 million tonnes and by the year 2000 will have between 900 and 1700 million tonnes (Landa 1980). Present options for tailings rehabilitation include leaving them above ground, returning them to the mine or placing them in specially excavated pits. In any event, the tailings will be covered with earth and revegetation attempted. This will remove the problems of airborne radioactive dust and water erosion of the tailings, at least in the short term, but diffusion of radon-222* from the tailings may still occur. The Atomic Energy Control Board of Canada (1981) has proposed a maximum allowable radon flux from rehabilitated tailings of 0.074-0.37 Bq m -2s-1(2-10 pCi M-2 s-1); the exact level is to be determined "after discussion with other regulatory agencies and the industry". The United States Nuclear Regulatory Commission (USNRC 1980) has been more restrictive in recommending a maximum flux of 0.074 Bq m -2s-1 (2 pCi m-2s-1). As a guideline they also suggested a minimum depth of covering material of 3 m to achieve this surface flux for tailings typically found in the western milling regions of the United States. The design of rehabilitation schemes is aided by a knowledge of radon transport through tailings piles. In this paper we present the results of a theoretical analysis and experimental study of radon diffusion through selected Australian tailings and cover material. The minimum cover criteria of 3 m is reexamined in the light of these findings. [ ]

Introduction Many old underground mines have been developed extensively into reserves requiring large numbers of workers to maintain and rehabilitate lengthy track haulages and/or belt conveyor systems. Often, large numbers of fans are required to maintain minimal airflows in areas where poor conditions and huge leakages prevail. Problems that beset one such coal mine and projects undertaken to restore it to potential profitability are presented. Brief history The Vesta No. 5 mine was opened in 1908. Drift development began near the Monongahela River, which was the primary avenue for shipping metallurgical coal to coke ovens in Pittsburgh. Over the ensuing 75 years, the main haulage entries were developed a distance of 16.1 km (10 miles) to the present mining area. Track haulage was used to transport coal from working sections to the river loading facility. As haulage distance and areas of high water influx increased, management decided, in 1973, to construct an underground conveyor belt system. The project spanned 36 months and culminated in a system of 22 flights, ranging from 205.7 to 1767.8 m (675 to 5800 ft) long. Six intake and eight return entries were developed as the mains were advanced. These entries provided adequate ventilating capacity over the years, but as extensive gob areas progressed and roof conditions deteriorated, the entries became inaccessible and more resistant to airflow. By 1981, five fans were being used to circulate 943.9 m3/s (555.5 cfm) of air through the mine. An average of 6440 t (7100 st) were produced from 20.8 continuous miner unit shifts and 2.7 longwall unit shifts each day in 1981. The ratio of support to production personnel was 1.94. To maintain the outby 16.1 km (10 miles) of haulage, 110 personnel were used. The average cost per ton was $43.54 ($39.58 per st), resulting in excessive bottom-line losses. The mine possessed a rather promising reserve, mostly in lease, of good quality, medium-sulfur metallurgical coal, but it also had a number of formidable operating problems. Operating problems Contributing factors toward relatively low productivity and high costs were the conditions of the track haulage, conveyor, and ventilation systems. Productivity was affected greatly by downtime associated with the conveyor system, which lacked adequate access for making splices or other repairs. Clay minerals can be a source of problems in heap leaching operations. The ore for many heap leach operations is commonly acid-sulfate alteration zone rocks which may be found in hot springs deposits as well as the supergene zone of other near- surface gold deposits. Clays can be important constituents of these ores. Swelling clays, such as smectite, can come loose from the agglomerated ore, migrate within the heap, concentrate in pore spaces and often plug up flow channels in the heap Cement is often added to the ore as a binder during the agglomeration process. Lime is added for pH control. Their presence, combined with the sodium cyanide commonly used to leach, can raise the pH of the leach solution to 10 or even 12. This very alkaline solution can cause dissolution of some mineral Some clays, such as kaolinite, are not very stable in high pH solutions. They can be dissolved and reprecipitated as other clay species if sufficient silica and the appropriate cations are available in solution. Silica gels and amorphous materials can also be created from the dissolved kaolinite and other minerals and act as retardants to the flow of leach solutions in the heap. Therefore, before a heap leach operation is built, the operator should evaluate the clays in the ore and test the agglomeration procedure. It is important to know not only the mineralogy and the chemistry of the leach environment but how the minerals and solutions interact and what the products of this interaction are. A hypothesis is presented in this paper that expanding smectite- bearing clays can be generated within the heap. How and why this happens will be explained.

As part of an MSHA program to assess the effectiveness of dust control parameters for longwall mining operations, respirable dust studies were conducted on six longwall sections. The purpose of these studies was to evaluate the influence of airflow and production on longwall dust control. The sections were sampled for 3 to 35 shifts. In addition to dust, ventilation and production measurements, other dust control and operational parameters were measured. The water spray system at each operation conformed with generally recommended practices. Therefore, improvements to the dust control system would be most appropriately achieved through improvements to ventilation along the face. Two methods of assessing the influence of ventilation and production were used. For two of the six mines where extensive sampling (22 and 35 shifts) was conducted, multiple linear regressions were used to relate the dust concentration versus airflow and production data. For these two mines, statistically significant correlations existed between concentration and both production and airflow. The multiple regressions fit to the data indicated that for every 0.47 m3/s (1,000 cfm) increase in airflow, there would be approximately 0.04 to 0.07 mg/m3 reduction in dust concentration; and, for every 1,000 ton increase in production, there would be approximately 0.15 to 0.50 mg/m3 increase in dust concentration. For the four mines with limited data (3 to 10 shifts), as well as for the two mines with extensive sampling, an average ratio of airflow per ton of coal mined was calculated by proportioning the airflow to production and the designated occupation personal respirable dust exposure to a 2.0 mg/m3 concentration. The airflow-to-tons ratio required to maintain a 2.0 mg/m3 dust concentration ranged from 0.0038 0.0071 m3/s per ton (8 to 15 cfm/ton). Both of these data treatments were used to calculate airflow requirements based on normal production rates. For the two mines where both the regression and airflow-to-tons ratio were calculated, results from the two methods agreed within 25 percent.

Shotcrete is used both in mining and tunnelling for supporting rock. Both dry and wet processes are used for shotcreting, and each produces good quality concrete. Thick shotcrete layers function as a concrete arch supporting loose rock. Thin layers prevent relative movements between the blocks of rock due to the fine concrete in the cracks and joints. No progressive fallouts occur since key blocks are kept in place. Rockbolts are often used together with shotcrete in order to create an arch around the tunnel making the rock to support itself. Shotcrete is sprayed either manually or by means of mechanized equipment. The aim is to spray required the layer thickness in one pass and with a minimum amount of rebound. Sprayed layers should also be as even as possible. The tip of the nozzle should be moved in circular movements. The shotcrete should be sprayed at a right angle to the rock surface; the optimum distance from the nozzle to the application surface must be found by experiment. In a mine shotcreting forms a materials handling system which includes batching, transporting and the actual shotcreting. The equipment used vary depending on the spraying method, mining conditions and the location of the mine. Shotcreting is performed with a purpose-designed unit in most cases where operation is mechanized. The shotcreting unit consists of a spraying machine with a hose and a nozzle, an additive system, a manipulator and a mobile carrier with all the necessary controls and accessories. The key element of the unit is the shotcreting manipulator which holds and guides the nozzle as required. The manipulators currently in use are hydraulically operated, and their remote controlled booms are also often called robots. These manipulators have enabled users to increase their output capacities, to remove the operator away from unsafe areas and from the influence of dust and rebound. Furthermore, they improve the shotcrete quality and reduce shotcreting costs.

In 1990, US mine production of barite increased 54.1 %. Barite consumption, sold or used by grinding plants, increased by 27.6%. Imports were about the same as 1989. World mine production in¬creased 12.3%, according to the US Bureau of Mines. The value of domestically produced barite, fob mine, decreased 12.7%, according to the Bureau. The declared value, cif US port, of all imported crude barite during the year 1990 increased from $40.27/t ($36.54 per st) in 1989 to $40.61/t ($36.84 per st). Nevada continued to be the leading producer of barite with 82% of the total, followed by Georgia and Missouri. It is estimated that 750/c, of the domestically mined barite was used as a weighting agent in drilling fluids. The remaining 25% was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia and Tennessee was used in the non-oilfield sector. Of the total barite used by grinding plants and chemical manufacturers, it is estimated that 90% was used in drilling fluids and 10% in the non-oilfield sector. This includes barium chemicals and fillers in paper, plastics, and glass. Tonnage consumed in the drilling fluids market increased due to the higher average rig count during 1990. The average number of rotary rigs operating, (1010), was 16.2% more than the 1989 average of 869 in the US.

He must strive to produce a salable product in an environmentally acceptable process while continuously Improving the profit margln.(1,2) Metal prices fluctuate on a regular basis. They directly Impact revenue and hence operating philosophy. The mineral engineer needs to develop an optimum operating strategy to meet his overall objectives, One would expect that, In the modem era of complex computer models, it would be easy to develop an economic model to maximize profits and/or cash flow. Discussions with mill managers Indicate that one mine/corporation's optimum operating strategy is not necessarily optimum for another. This paper approaches the problems from basics "Economics 101" and Illustrates the complexity of developing a universal model which can be applicable to all mines. Case examples are used to illustrate the need for better communication to avoid the basic economic fallacy “that optimization of segments leads to optimization of the whole system.” TECHNICAL MODELS Technical models are a prerequisite to the development of economic models because they provide the necessary Input data to these models, The flow of material from a mine through the sale of the finished product is shown In Figure 1. The ore Is mined and milled, and the concentrate can be stored for sale or smelted and refined In-house or at a toll facility. The finished product(s) are held In Inventory until sold either through existing contracts or in the spot market. [ ] Fairly reliable technical models have been developed for mining, milling and smelter operations. Mine plans are developed to provide a good Indication of the relationship between production and cut-off grade. It is easier to change surface mine plans than plans for underground mines. However, there are limits to maximum production that can be achieved with existing equipment. It Is possible that mine benches may not be developed to handle additional equipment, even If It was purchased to enhance production. More often than not, the cut-off grade Is lowered to Increase throughput goals.

The United States has very large coal reserves in seams that are less than 1065 mm (42 in.) thick. These reserves are often not mined because of the difficulty of working in low heights and, in most cases, the seams are beyond the technical or economical limits. It is estimated that the remaining reserves in 355 to 710 mm (14 to 28 in.) thick seams that are not faulted or intruded, dip less than 15° and under a cover of 610 m (2000 ft) or less are nearly 910 Gt (1 trillion st). This is a very large percentage of coal reserves in the United States (Unrug, 1985; DuCarme et al., 1990). The US Bureau of Mines is attempting to develop new techniques for mining 150 to 1065 mm (6 to 42 in.) thick coal seams. Research has focused on existing thin seam mining techniques, testing of small- and full-scale physical models of the Bureau's slot mining concept and computer modeling of the full-scale process. In 1986, only 21 % of the total US coal production came from -1065 mm (-42 in.) thick seams. Of that, 355 to 710 mm (14 to 28 in.) thick seams share of production was minimal, probably 5% or less (Mayercheck et al., 1990). This shows that the thin seams, particularly the seams 355 to 710 mm (14 to 28 in.) thick, have not been mined to the extent of the available reserves. Thin seam coal, generally, is of premium quality. As thicker seams are depleted, the mining of thin seams could become more important. Thus, there is a need to develop technology to mine these seams (J. Farinelli et al., 1987). A successfully applied technology could change reserve categorization. In the Appalachian Plateau there are 417 Gt (460 billion st) in 355 to 1065 mm (14 to 42 in.) seams. This represents nearly 9.2% of the US remaining reserves (Unrug, 1985). At depths of 152 m (500 ft) or less, the Appalachian Plateau has about 214 Gt (236 billion st) of reserves in 355 to 1065 mm (14 to 42 in.) thick seams. Other mining areas also have substantial coal reserves in this seam thickness category. Those, however, are not as attractive for mining as the Appalachian Plateau. In the past, most of the reserves of the Appalachian Plateau region were partially worked by contour and highwall auger mining. It is estimated that these mining systems had left some 40,230 km (25,000 miles) (Readers Digest, 1987) of unreclaimed highwalls. The Bureau recognized this situation. In FY1987, the agency initiated a research project to develop anew technology for mining thin seams of the Appalachian Plateau.

A new face ventilation system was needed at the Allied Chemical Trona mine, near Green River, Wyoming. The development of an exhaust manifold face ventilation system came from a need to reduce the dust and noise concentration level while maintaining methane control at the continuous miner working face. Dust laden air from a heading being driven by a continuous miner was contaminating the intake air in the mine around the roof bolter operator and adjacent headings. Each working heading was exhausted into the last open crosscut by a face fan. A face fan would contaminate the adjacent downstream heading with dust-laden air until a high dust concentration developed in the final entry before the returns. A face ventilation system was needed to give the exhaust of each heading an individual path to the return air. In addition, the system could not interfere with the present room and pillar mining process. A manifold system of rigid duct ventilation tubing was designed using the existing fans in a parallel arrangement. Each system was to consist of the rigid duct tubing in three headings junctioned together at the last open crosscut and exhausted at a common branch in the return air. Each heading was to have its own damper (or valve) so that air could be directed where it was most needed. The system was installed using both round and oval rigid duct ventilation tubing to minimize head loss and to allow proper ground clearance for mining machinery. Two fans in parallel were used to exhaust three headings. By adjusting the valves at each heading, up to 18.0 kcfm (9.36 cu m per sec) could be exhausted from one heading and still keep the methane level controlled in the other two headings. The manifold exhaust system has proven to be an efficient, long lasting ventilation system at the Alchem Mine. It has reduced the dust and noise exposure levels at the working faces while keeping the methane level under control.

The compared advantages of digital and analogue computers for solving ventilation problems have for many years been a matter of discussion among the specialists whose respective arguments have prevailed in turn depending on the progress of technology. In the French coal mines however none of these two techniques has superseded the other so far. In France, between 1956 and 1962 only the digital computer and from 1962 to 1967 only the analogue computer was used. Since then they are both used concurrently and complementarily. Depending on the problems dealt with, the most advantageous method is chosen in each case. In the case of ventilation planning for projected workings, it is possible to test variant forms of the development plans and many parameters can be varied. In such a case the flexibility of the analogue computer is a great help. Wrong lines taken will be rapidly abandoned and little by little solutions will be found. By examining the results of a test, new ideas will generally come into the mind and they can be tested right away. Such an investigation is always-carried out in conjunction with the engineers of the mine concerned. In complex networks it often leads to solu¬tions which could not have been devised from the start. The same work could be done by using a numerical method and the digital computers operating in the different coal mine districts, but for the same tests, the time required would be much longer and the participants would not be encouraged to use their imagination so intensively. Or the other hand for calculations of ventilation networks in ventilation surveying, use is made of the digital computer which gives the possibility of storing the data corresponding to the different mines concerned. The questions to be solved concern problems for which the ventilation network is essentially known, and in which only a small number of parameters can be varied. The few possible alternatives to be calculated can therefore be handled by the digital computer in spite of the relative lack of flexibility of the method. To sum up our ventilation studies are conducted in France as follows: - For ventilation studies and modifications due to projected workings use is made of the ana¬logue computer. For a given mine the updating of such ventilation studies is carried out every 3 or 5 years according to the progression of the workings. - For ventilation surveying while normal working operations are in progress, use is made of the digital computer.

The Lucerne Valley limestone mining district is in the San Bernardino Mountains, one of the major ranges in the Transverse Range Province of southern California. Several large limestone mining operations are present along the north range front in Lucerne Valley, and the area is one of the premier limestone mining districts in the country. Resources are contained in Paleozoic carbonate rocks that are part of a thick late Precambrian and Paleozoic sequence that uncomformably overlies crystalline basement. The district has been affected by multiple episodes of metamorphism and deformation, as well as by a complex sequence of late Cenozoic structural events. Detailed studies, however, have demonstrated that these rocks can be divided into formations correlatable with late Precambrian to Permian strata of the Cordilleran miogeocline. The district is the leading producer of white, high-purity calcium-carbonate products in western North America. Pluess-Staufer (California) Inc. mines and processes high-purity white limestone from extensive deposits, and is one of the largest producers of high-quality limestone fillers and extenders in the western United States. Major factors influencing the genesis of economic carbonate deposits in the district include depositional environment, post-depositional processes such as diagenesis, dolomitization and/or silicification, regional and/or contact metamorphism and associated intrusive activity, faulting, folding, uplift and erosion, and preservation from erosion. Regional geologic studies, detailed geologic mapping, intimate knowledge of stratigraphy, and recognition of complex structural relationships have proven to be invaluable tools in the discovery of high quality calcium carbonate deposits in the district.

10.1 INTRODUCTION This chapter presents considerations which should be applied to heap leach pad site selection, site evaluation, and design, relative to the geotechnics of the site and ore. 10.1.1 General Guidelines are presented covering the topics encountered in design and construction of heap leach faci1ities. Because geotechnical characteristics vary from site to site, not all geotechnical topics associated with a specific heap leach facility are presented, and there may be exceptions to some of these guidelines. The general features of a heap leach facility (from Chapter 1) to be discussed in this chapter are: • Leach pad (including leach pad foundation and liner); • Heap; • Solution storage faci1ities (for pregnant and barren process solutions) ; and • Solution collection facilities (which collect and convey solutions in the heap and convey them to solution storage facilities). These general features are illustrated in Figure 10.1. Liners for these facilities are discussed in Chapter 11. Solution application systems and the sizing aspects of solution storage facilities are discussed in Chapters 6, 7, and 12. The general features listed above are constructed with and overlie naturally occurring materials (such as ore, borrow soils, and subsurface soils and rock). These natural materials are relied upon to perform in an acceptable manner as a component of the leach facility (such as the liner, drain material, and foundation).

INTRODUCTION Coal workers' pneumoconiosis and sili- cosis are only two of several diseases which are rlassed as pneumoconiosis. These are respiratory diseases caused by dusts which are inhaled and accumulated in the lungs. The individual particles of dust cannot be seen by the human eye. They are so small that they escape the natural cleansing mechanism of the nose and air passages and make their way down to the terminal air sacs of the lung where they injure the cells and cause the formation of scar tissue. Consequently, if there is exposure to high concentrations of dust over a period of time - usually, a number of years - the amount of scar tissue increases and begins to impair breathing. As a result, the miner develops shortness of breath, coughing and wheezing ad-if exposure continues - this progresses to permanent disability and frequently to death. Death is often due to pulmonary heart disease, the effect of stress on the heart 2s it tries to compensate for the weakened lungs. Specifically, silicosis is an occupational lung disease caused by the accumulation of free silica (quartz) in the lungs. Silicosis is considered the most important form of pneumoconiosis, not only because of its seriousness as a respiratory crippler, but also because of the large number of workers who risk contracting it in a variety of occupations. Quartz is one of the most common substances of the earth's crust, estimated at about 60 percent. Silicosis has been found in coal, metal and granite miners, as well as in other workers, such as sandblasters and pottery makers. Silicosis is also known to predispose the lung to tuberculosis and to increase the chances that a worker will contract chronic bronchitis and emphysema. The seriousness of silicosis was tragically brought to public attention about 50 years ago. During 1932-34, workers were involved in digging a tunnel through rock at Gauley Bridge, West Virginia. While their exposure time was relatively short, they developed silicosis because of the high concentrations of quartz. By 1936, 476 workers had died of silicosis and about 1500 were believed to have the disease (Washington Post, 1982). It is difficult to tell how many coal miners have silicosis. Cyanidation is one of the most common practices used in the extraction of gold and silver. One method of application is heap or dump leaching which entails the leaching of the gold or silver ore by spraying or dripping a cyanide lixiviant over the ore and collecting the effluent. The ore is placed on what is known as a leach pad system. A typical leach pad system consists of a foundation, a leakaqe detection system, a liner, and a cover layer (Strachan and van Zyl, 1988). There are many types of liners available for use. The type of liner depends upon what type leaching pad system us used. Generally, leaching pad systems can be categorized into two types: an expandable pad and a reusable pad. An expandable pad exposes the liner to the elements only in the initial stages of ore placement on the leach pad system. A reusable pad exposes the liner to the elements on a periodic basis. In addition to the exposure to the elements, the liner is also under the stress of the ore placed on it and the stress of the vehicular traffic across it. These stresses and exposure to the elements are the major causes of liner failures, which can appear as punctures, tears, cracks, and deterioration. Because of the possibility of the failure of the pads to contain cyanide-laden solutions the designs for liners of pads and ponds have become more and more stringent. Currently, though, there is some recognition that in some locales such stringent design criteria may not be required (Chatwin, 1989). Some soils have significant cyanide attenuation and degradation capacity. It has been found that soils containing carbon- aceous materia1 wi11 remove cyanide from solutions percolating through them (Chatwin, 1989). Of course metallurgists have long recognized the deleterious effect of carbonaceous material in the mill circuit. Sheridan, et a1 (1988) have shown that WAD cyanide is detected in the effluent of a 2 m column filled with ground carbonaceous ore only after it had been continuously washed with greater than 9 pore volumes of NaCN solution. It was decided to examine the potential of successfully attenuating cyanide by placing an organic material layer between a 1iner and the prepared soil base. One consideration for the selection of the organic material was cost. Sawmill wastes, ground agricultural wastes (such as corn cobs), and other organic wastes were considered. But the first waste to be tested was a product found at any metropolitan area, sewage sludge.

"Mixed ground tunnels come in all kinds. In rock tunnels with possible faults and high pressure water, the challenges are many. With the advent of Crossover TBMs, contractors can minimize machine wear in such conditions while maximizing efficiency. The newest generation of Crossover is exemplified by two projects in Albania and Turkey. A 5.56 m Crossover TBM destined for Turkey’s Gerede Water Transmission will be assembled using Onsite First Time Assembly (OFTA) from within an existing tunnel. The unique machine will bore through 30 fault zones requiring the TBM to be sealable to up to 20 bar so pre-consolidation grouting can be done. If boring under pressure is required, the TBM will bore sequentially using the screw conveyor fore and aft gates. Skewing further towards hard rock, a unique 6.2 m diameter Double Shield TBM with Crossover features was designed for Albania’s Moglicë Headrace Tunnel. The machine features closure doors and a sealing system to contain inrushes of water until they can be grouted off. This paper will discuss the unique aspects of the Crossover designs, including their inception as based on past projects in difficult ground, and their utilization at the two current projects. INTRODUCTION Specialized tunnel boring machines have been made for years to tackle specific types of ground conditions. Traditional types of TBMs bore within a specific set of ground conditions. If a project is located in a competent granite face, then a Main Beam machine is a good solution. In soft ground, Earth Pressure Balance (EPB) machines are the method of choice. Years of experience and engineering advancements have made both types of machines fast and economical solutions for tunneling. Unfortunately not all ground conditions are a perfect swath of one material, and the need for a more diverse machine is apparent."

Acid mine drainage (AMD) forms when sulfide minerals are exposed to oxidizing conditions in coal and metal mining, highway construction, and other large-scale excavations. Iron sulfides common in coal regions are predominately pyrite and marcasite (FeS2), but other metals may be complexed with sulfides forming chalcopyrite (CuFeS2), covellite (CuS), galena (PbS), and sphalerite (ZnS). Pyrite commonly occurs with these other metal sulfides thereby causing AMD where Cu, Pb, and Zn are mined. Upon exposure to water and oxygen, sulfide minerals oxidize to form acidic, sulfate-rich drainage. Metal concentrations in AMD depend on the type and quantity of sulfide minerals present. The drainage quality emanating from underground mines or backfills of surface mines is dependent on the acid-producing (sulfide) and alkaline (carbonate) minerals contained in the disturbed rock. In general, sulfide-rich and carbonate-poor materials produce acidic drainage. In contrast, alkaline-rich materials, even with significant sulfide concentrations, often produce alkaline conditions in water. Approximately 20,000 km of streams and rivers in the United States are degraded by AMD. About 90% of the AMD reaching streams originates in abandoned surface and deep mines. Since no company or individual claims responsibility for reclaiming abandoned mine lands (AML), no treatment of the AMD occurs and continual contamination of surface and groundwater resources results. The oxidation of iron disulfides and the generation of acidity occur through several reactions (Stumm and Morgan, 1970). The chemical equations can be found in Caruccio and Geidel (2000). If any of the processes represented by the equations were slowed or altogether stopped, the generation of AMD would also slow or cease. The equations show that 1000 Mg of rock containing 1% sulfur, all as pyrite, would yield upon complete reaction 31.25 Mg of acidity. Therefore, 31.25 Mg of 100% CaCO3 would be required to neutralize the acidity. The alkaline content of overburden determines whether there is enough neutralization potential (NP) to counteract the acid produced from pyrite oxidation. Of the many types of alkaline compounds present in rocks, only carbonates and clays occur in sufficient quantity to effectively neutalize AMD. A balance between the acid-producing potential and neutralizing capacity of an overburden sample will indicate the ultimate acidity or alkalinity that might be expected in the material upon complete weathering. Accurate prediction and control of AMD before surface mining require an understanding of three important factors: 1) overburden geochemistry, 2) method and precision of overburden handling and placement in the backfill during reclamation, and 3) the postmining hydrology of the site.
