The extended weakness of dollar-denominated commodity prices during the past four years has often been attributed to, among other factors, the strong rise in the value of the dollar, and many U. S. producers have hoped for a recovery in metals and minerals prices once the dollar weakened in foreign exchange markets. The recent turnaround in dollar strength may put this view to the test quite soon. Hence a review of the role of exchange rate changes in the determination of the prices of world-traded metals and minerals may be timely. This paper has three parts. Part I reviews the recent summary record of price movements in commodity and foreign exchange markets. Part 11 reviews the distinct ways in which exchange rate changes influence the supply and demand sides of a representative commodity market. Part III then more closely examines copper and aluminum prices to highlight the potential differences in the effects of exchange rate changes for commodities whose production is dominated by geology and commodities which are processing-dominated. The paper also contemplates the likely implications of these differences for commodity prices in the case of a decline in the trade-weighted dollar. The evidence suggests that the degree of recovery for dollar- measured commodity prices may be very different for differing goods. And it may be the case that some commodities whose prices appear to have been most affected by exchange rate influences may show the least recovery in response to a fall in the trade- weighted dollar.

The objective of this investigation was to verify the effectiveness of commercial and synthetic depressing agents in a complex oxidized zinc mineral flotation flowsheet using sodium sulfides and amine. The flotation tests were run on a finely-disseminated calamine ore grading 16.96% Zn and containing smithsonite, hemimorphite, cerussite, calcite, quartz and iron oxide, present essentially in colloidal form. The reagents used in the testing can be grouped into four classes: guar, starch, celluloses and acrylic polymers having various degrees of substitution and molecular weights. The depressants exhibiting the greatest selectivity towards the gangue (considered as a whole) are tripolyphosphate, polycarboxylic acids, methylcarboxylate guars and ethyl hydroxylic starch. In the rougher stage, the Zn recovery ranged from 70% to 80%, and the Zn grade ranged from 27% to 29%. In the Zn-Fe2O3 separation, the compounds ensuring the most efficient separation are the tripolyphosphate and the polycarboxylic acids. In the Zn-SiO2 separation, the compounds that exhibit the best separation efficiency are tripolyphosphate and guar of methylcarboxylic sodium salt. In the case of the Zn-Ca separation, methyl-carboxylic guar exerts the best depressing effect and does not adversely affect the Zn recovery. The separation provided by ethyl hydroxylic guar is also good, although not as good as the preceding reagent. Regarding the Zn-Al separation, the tripolyphosphate, the celluloses and the carboxylate guars are the best depressants. A hypothesis is advanced to interpret the depressing action of the most effective reagents.

Division II at Kamoto mine in Kolwezi, Zaire represents a transition zone between Divisions I and III where transverse and longitudinal cut-and-fill rooms were being mined. Because this transition zone had been geologically depicted as being badly faulted the mining in this division had been deferred to a future time. However, to increase production and to reduce mining costs by carrying out the mining of the 3 divisions simultaneously, it was decided to mine Division II. The mining research group of Gecamines was given the task of designing a mining geometry then testing this design in a full scale test. Based on an evaluation of the faulting and fracturing of the 2 parallel orebodies and on an extensive in situ testing program preliminary mathematical analyses were used to develop and evaluate room and pillar designs in the 35°-65° dipping bedded formations. Based on these analyses and the constraints of having to fit the design of Division II to grade into Divisions I and III in a logical manner, a mining geometry for Division II evolved. To test this design an instrumented room was excavated in the most critical area. The results of this full scale testing showed that the behavior of the roof and wall rocks were as had been predicted by finite element computer model studies which incorporated the material properties and results of the field testing. The room geometry design was both judged and observed to be stable, hence mining commenced.

Since 1964, the US Bureau of Mines has been conducting a comprehensive program of research on the origin and control of coal bed gas. Several extensive databases have been developed during the work representing information from every major coal producing region in the United States. Gas content measurements have been made on 885 coal samples from 15 states representing 221 coal beds. Records indicate that the range of gas content varies from zero to over 640 ft3 per ton (20 cm3 per gm). During the conduct of the research program, several drilling and completion techniques have been developed or refined to divert and collect coal bed gas before it enters the mine environment. Such techniques include horizontal, cross-measure and vertical boreholes. Samples of gas collected from boreholes drilled under the program indicate that the primary gas constituent is methane which comprises 97 pct, the remaining hydrocarbons make up approximately 0.2 pct. Nitrogen and carbon dioxide account for the majority of the remaining gases at average concentrations of 1 pct each. Surveys have been made on the total daily gas emissions from underground coal mines. In fact, the most recent survey indicates that 180 mines had emissions in excess of 100 Mft3 per day (2.8 Mm3 per day). Furthermore, total mine emissions were in excess of 300 MMft3 per day (8493 Mm3 per day). An analysis of the data showed that there appears to be no relationship between in-place gas content and coal bed gas composition. Furthermore, no correlation was observed between in- place gas content and daily mine emissions. In a general sense, the higher the gas content the higher the relative gas emissions. Perhaps a more direct relationship would be observed if more complete emissions information (including gob gas borehole production) was available.

Investigations in the Ortiz Mountains have revealed the relationship of igneous activity and gold mineralization to the Tijeras-Canoncito Fault System (TCFS). The northeast-trending TCFS passes through the southeastern part of the Ortiz Mountains where its principal structure is the asymmetric Ortiz Graben. Several fault blocks, containing up to 305 m (1000 ft ) of Eocene Galisteo Formation, comprise the graben that has up to 1220 and 610 m (4000 and 2000 ft) of stratigraphic separation on its southeast and northwest sides, respectively. Intrusions in the Ortiz Mountains can be subdivided into two petrochemical types: an older calcalkaline suite and a younger alkaline suite. The calc-alkaline rocks are characterized by extensive sill, dike, and laccolithic bodies of latite-andesite intrusives and at least one younger (?) granodiorite stock at Candelaria Mountain. The alkaline rocks consist of a large nepheline-bearing augite-monzonite stock, a latite-porphyry hypabyssal plug, the Ortiz diatreme (vent breccia), and trachytic-latite dikes radial to the diatreme. K-Ar age determinations suggest the older suite to be 34 +/-2.2 million years while the younger alkaline rocks range from about 30 to 26 million years. Gold mineralization in the Ortiz Mountains occurs in five distinct environments: brecciapipes, skarns, veins, porphyry-like stockworks, and placers. Lode mineralization is associated with the alkaline suite of intrusive rocks postdating the Ortiz diatreme and predating most of the trachytic-latite radial dikes.

At first glance the staid Joralemon background does not seem to equate with the life of adventure that irresistibly called me for over 70 years. But my ancestors had their adventures too. My father's family were Dutch Reformed Protestants who had energy or daring enough to come to America to escape the Catholic persecution that followed the Massacre of St. Bartholemew. The first Joralemon came from Friesland to New Amsterdam m 1636, just after Peter Stuyvesant. My father's mother's family, the Berdans, were French Huguenots who came to northern New Jersey only a little later to escape the Catholic domination in France. Some say that the first Berdan to come to America was given all the land between the Passaic and the Hacken-sack Rivers by King James. Whatever, the Berdan family settled there and was able to make a scanty living by farming and selling their produce in Manhattan. The spirit of adventure in my mother's family was just as tenuous. Gamaliel Beaman was pastor of a shipload of Puritans who came to Massachusetts in 1636. Gamaliel's descendents were peaceful farmers and some ministers in New England and later New York State. They had got all of the adventure out of their systems in the long and dangerous voyage across the Atlantic to escape religious persecution. The Joralemons and the Berdans married into families that had been in America almost as long as they had. On my father's side the Berdans, Doremus, DeGreys, Vanderbeeks, and Varicks showed by their names their Dutch or French Huguenot stock. The only one who achieved any fame was Peter Varick, who was George Washington's military secretary during the American Revolution. After this he was nine times mayor of New York and was one of the founders of Kings College, later Columbia University. He was responsible for one of my few ancestral claims to distinction. This paper will explore the technology behind and applications of smart motor control centers (MCCs) being used today in mineral processing facilities. The two technologies to be discussed are solid-state motor controllers that can be installed in MCCs and the complementary digital communication networks that can transmit operational parameters of the solid-state devices to the supervisory system. The toughness and reliability of solid-state technologies have led to a dramatic increase in their usage throughout the mining industry. Products such as solid-state motor protectors, controllers, and variable frequency drives have demonstrated greater flexibility and performance in a variety of applications than their electromechanical and mechanical counterparts. The three key trends apparent in the solid-state devices are: 1. A shift to smaller, smarter, more integrated devices, which allows a single solid-state device to serve the purpose of multiple electromechanical devices but in a much smaller form factor. 2. Distribution of control logic in motor control devices rather than conveyed through a hard wired connection to a central automation system. 3. Embedded network communication that allows supervisory systems to have an expanded view into critical loads and sensors. In applications, the use of smart actuators and sensors with integral local intelligence and communication allow a supervisory controller to send high level commands and let the smart device coordinate its own work The ability of smart field devices to return noncontrolled, nonpoled information opens a whole array of new capabilities for preventive maintenance and diagnostics and forms the basis for an effective motor management program. The smart motor control devices this paper will explore are the smart motor protectors (SMP), smart motor controllers (SMC), and variable frequency drives (VFD).

INTRODUCTION To be effective and useful, monitoring of tunnel construction must be carefully planned throughout all steps. A vital and frequently overlooked step is a clear definition of the specific purposes of the instrumentation. Most tunnel construction monitoring has in the past been of benefit to research, the advancement of tunneling practice, wittingly or not. The development of monitoring instrumentation for the benefit of the project from which the data are recovered has very significant potential for risk and cost reduction of soft ground tunneling. A systematic approach to tunnel construction monitoring, from conception to full implementation, includes at least the following nine tasks or steps: Definition of benefits and purposes; design and project specification to draw full benefits; selection of monitoring parameters; selection of instruments and writing of specifications for procurement and installation; procurement and installation; reading and maintenance; data storage and retrieval; interpretation; implementation. Some of these steps are fairly easy and resolved through the use of established theories and technologies. The difficult ones are those that require the bending of minds, those that involve changes in the ways engineers design soft ground tunnels, the way owners pay for tunnels, and the construction is managed, inspected and controlled. Automation and mechanization in mining has no value of its own. It has to be measured in economic terms or in Increased safety or in the utilization of deposits which otherwise were unavailable. The mechanization and automation of workphases in the mining and rock construction process has led to the decrease of manual work. This has had a very essential importance in the countries where the labor is expensive or where there has been difficulties in the availability of labor. The work has become much more efficient. We would like to argue that the need of mechanization has been initiated mostly from the above mentioned reasons. The origin has seldom been the "process" approach or the real need or will to change the way mining is done. Through mechanization bigger unit sizes of machines and operations have become possible and better efficiency is achieved. This has led to new problems as well, but in most cases they have been solved so that better and more economic outcome than before has been the end result. The changes have thus been justified. It is perhaps feasible to state already at this stage that we see that the mechanization andautomation steps in the difficult conditions of mining have been remarkable. There is not a slightest underestimation of the achievements and importance of this development in our mind. Where we are to- day is the result of the experience, know-how and technological excellency of all the parties involved. The natural approach to automation has been through mechanization and automation of individual unit operations and machines. This has been the way as well in manufacturing industry as in mining. There may not have been any other way. The other presentations in this session tell us very clearly of the approach .which the machine manufacturers have taken. They have not done it alone but 'most of the initiatives have come from them. A good use of their present achievements gives many possibilities to increase the, efficiency in mining. We would, however, like to extend the view one step further to the future:

Rheological models are widely accepted as a means of describing the mechanical behavior of geologic materials. It has been found, however, that rheological models developed for a specific stress level on the basis of linear visco-elasticity generally are not satisfactory at other stress levels. It has been suggested that the parameters of such models should be functions of stress level (Hardy, 1965; Kim, 1971). In this paper, continuous functions of stress have been utilized to obtain the required variation of Burgers model parameters with stress level. The model developed using these functions provides a constitutive relation which reflects the real time-dependent behavior of rock materials. The new model is capable of predicting the creep behavior over a wide range of stress levels and also predicts mechanical behavior under different loading condition (e.g. constant stress rate). It is also interesting to note that the mechanical behavior of individual elements in the model appear to reflect the different stages of brittle fracture in rocks (Bieniawski, 1967), namely; crack closure, elastic deformation, stable fracture propagation and unstable fracture propagation.

INTRODUCTION High in the Sierra Nevada Mountains of California, some 50 airline miles (80 km) northeast of Fresno, and near the John Muir Wilderness and Kings Canyon National Park, a large underground hydroelectric project is under construction. Pacific Gas & Electric (PG&E) Company's 1,125 MW Helms Pumped Storage Project exhibits a number of impressive statistics, unusual features, and other characteristics of interest to the tunneling or power plant designer and construction contractor. The most significant underground facilities include almost 20,000 ft (6,096 m) of 27-ft (8.2 m) diam concrete-lined pressure tunnel; 3,700 ft (1,128 m) of access tunnel; 1,600 ft (488 m) of steel-lined high-pressure conduit, 2 major underground chambers more than 1,000 ft (305 m) below ground; 3 deep vertical shafts, and one steep inclined shaft. Maximum static pressures within the conduits range from 200 ft (61 m) to 1,744 ft (532 m), with hydraulic transients that increase pressure to 2,500 ft (762 m). The purpose of these underground works is to provide 475,000 hp (354,350 KW) of water power to each of the 3 reversible pump-turbines, each connected to a 375 MW generator motor. The units, rated at 1,744 ft (532 m) maximum static head, are among the world's front-runners, considering the size-head combination. The Helms Project develops the existing power drop between two of PG&E's reservoirs, Courtright Lake and Lake Wishon. These reservoirs are retained by two concrete-faced rockfill dams completed in 1958, each storing approximately 125,000 acre ft (154 x 106 m3) of water. We wish to comment on the paper by G.W. Heunisch (MINING ENGINEERING, January 1987), which raised several important points regarding treatment of acidic waste waters. This paper confirms, in part, tests carried out by Allyn Corp. Allyn is the manufacturer of the proprietary product Alka-Ment, one of the materials that Heunisch tested. The first point is the extreme sensitivity of the sedimentation rate on the nature of the treatment material used. This apparently results from differences in nucleation of the metal hydroxides, and is consistently higher for Alka-Ment. This decreased sludge volume is also observed when Alka-Ment is combined with flocculants, such as organic polymers (see Table 1). Our second point is to emphasize that Heunisch's work shows how dependent the sludge volume is on pH. It is common practice to overtreat AMD by raising pH to 9 or 10. This practice, in addition to being wasteful of material, actually decreases the density of the resulting sludge, probably by creating charged particles that do not readily coalesce. When treating with Alka-Ment, we recommend that the treatment be monitored by testing both pH and dissolved iron. For both tests, it is important to allow adequate time to elapse between treatment and measurement, so that dissolution of alkali, aerobic oxidation of iron, and precipitation of the metal hydroxides are nearly complete. Our tests have indicated that from 30 minutes to one hour is commonly required. Only in this way can a minimum pH be attained, with adequate treatment, denser sludge, and lower treatment rates achieved. Thirdly, Heunisch correctly recognizes that ASTM titration of Alka-Ment does not reflect the true treatment value available in a unit of Alka-Ment. Our work at Allyn indicates this is a most important consideration when evaluating various materials for the treatment of acidic waste waters. While we were unaware of Mr. Heunisch's work, we welcome comparisons between Alka-Ment and any competitive products readily available for field use. Allyn has hundreds of hours of laboratory and field data we are ready to share with interested parties treating acidic waste water.

For reasons of hydraulic design and constructability, water supply tunnel systems are often located relatively deep, in competent rock. Where the rock lies below a thick cover of water bearing soils, artificial ground freezing offers a low risk, cost-effective method of constructing access shafts. Several examples, in Kansas City, MO and in Brooklyn and Queens, NY, illustrate the use of freezing to provide structural support and ground water exclusion. In the case histories presented, the shafts range from 6m to 12m (20 to 40 ft) in diameter and soils vary from clays to boulder beds with depths in excess of 73m (240 ft) to competent bedrock. Where tunnels for infrastructure are designed to be driven in rock, vertical access may encounter a considerable thickness of overburden soils with groundwater. In such cases, shaft sinking problems are analogous to those confronted by mining engineers over 100 years ago. At that time, newly developed refrigeration machines were set to freeze the ground water and stabilize running sands. Although modern technology has refined our efforts, the basic features of the ground freezing to be described here are the same as those used in the last century. Vertical holes drilled on a circle surrounding the shaft site are equipped with leak-free steelpipes through which a refrigerated brine is circulated. In this manner, a frozen cylinder, seated in rock, is formed when the earth freezes between adjacent pipes. Shaft excavations take place inside a self-supporting, ground-water excluding structure. For mines, no better method of sinking production shafts through deepwater-bearing ground has yet been established. Indeed, major deposits of coal, potash, and salt would have remained inaccessible to this day were it not for the continued use of artificial ground freezing. If mine shaft freezing became relatively commonplace, early applications to civil engineering were few. Mussche and Waddington (1946) mention only five projects between 1892 and 1935; three of these relate to subway or vehicular tunnels in Paris, Antwerp, and (the most extensive) at five locations of the Moscow Metropolitan Railway development. It is said that there is nothing new under the sun and this is certainly true about refractory gold Ores. Ores which have been refractory to treatment have been the bane of the Metallurgist's life ever since gold has been recognized as a metal valued for its indestructability, malleability and beauty. Webster's Dictionary defines "Refractory" as; "Resisting control or authority, stubborn, resistant to treatment or cure, unresponsive to stimuli, difficult to corrode or draw out," And gives as a synonym the word "unruly." I don't think any metallurgist would disagree with these definitions as they quite accurately describe refractory gold ores as we know them and I wouldn't be a bit surprised if many of you in this room today had applied far stonger language to your own refractory ores in the course of your metallurgical test programs. Pliny the elder put it very well when he wrote in 79 A.D., Gold is the first of man's follies, Silver the second." Perhaps Pliny was speaking of "unassayable gold" or "incipient gold." These are truly refrac tory ores which probably existed before Pliny's time and although many people have claimed to have solved their metallurgy the untold wealth that lies within them has never been bankable. On the other hand, Virgil is his Aenead, could very well have been speaking of refractory ores when he wrote; "Quid non mortalia pectora cogis, auri sacra fames!" which translates as, Accursed thirst for gold! What doest thou not compel mortals to do. Certainly, gold was extremely rare at that time because it had to be recovered by much labor from the then refractory ores and their refractoriness caused the early metallurgists (or alchemists if you will) to seek an easier way to produce it; thus the long and fruitless search for the "philosopher 's stone" which would aid in turn-

This report was written because of concerns of the possible error involved when stopping leakage is incorrectly assumed to be turbulent. It is common practice to use turbulent flow to characterize each airway branch for computer models of mine ventilation circuits. This report addresses computer methods to accurately model air-leakage paths. A graphical method is described for deriving the equations of leakage through stoppings. The significance of modeling leakage according to the proper flow regime (turbulent or laminar) is demonstrated by the following method. A hypothetical mine was developed to represent present-day conditions. The stoppings of the mine were chosen to leak according to laminar flow properties. The mine was represented by constructing two base models. One base model used turbulent leakage equations for each stopping, while allowing the corresponding resistances to vary. The other base model used the correct laminar leakage equations and held corresponding resistances constant. The mine circuit was then expanded to demonstrate future development. The expanded portion was designed with stoppings that were identical to those in the base mine. The mine in the future state was represented by two projection models. Each projection model was an extended version of its associated base model; one used turbulent leakage equations and one used laminar leakage equations for stoppings. The laminar projection was theoretically correct and is used as a basis for comparison of differences in airflow quantities. Rather than modeling every leakage path for stoppings, a more practical approach is also discussed. A good level of accuracy is maintained by combining leakage paths if the proper flow equations are used. This method was used on the hypothetical mine projection and the flows were very similar to the theoretical values.

By international standards, Indian coal seams are not very gassy. In some of the major coalfields such as Singareni, Wardha, Pench, Chirimiri, Rewa and Talcher Coalfields practically no methane is emitted from the coal seams. Even in the coalfields of Ranigang, Jharia, Bokaro and Karanpura, all of which are situated in the basin of the Damodar river, only a few mines are faced with excessive gas emission problems. But the number of such mines is increasing as deeper reserves are being worked and already the exploitation of some of the best quality coal reserves in the country is held up pending measures for control of methane emission in these mines. Even in mines having no previous history of gas emission, methane has been met near dykes and faults. This was dramatically revealed by an explosion in Dhori colliery in 1965 wherein 268 persons got killed. Until that time, Dhori colliery was considered as a non-gassy mine but on that fateful day gas came to the workings through a freshly exposed fault plane. Similar incidences of ignition of firedamp in so-called non-gassy mines have also occured in the past, for example, in Chapui Khas and Samla Dalurband collieries, but the casualty figures were not as high. After the Dhori explosion, all Indian coal seams have been declared to be gassy, whether presence of methane is detected in the workings or not.

A B S T R A C T The Los Pijiguaos bauxite is one of the largest accumulations of trihydrate alumina ore recently discovered; it is a plateau type, with no overburden, relatively soft tertiary quartz-bearing bauxite developed on a pre-Cambrian Rapakivi Granite batholith. The deposits are found in the northwestern rim of the Guiana Shield, State of Bolivar, Venezuela, and were discovered in 1976 after a grass-roots exploration campaign. Target areas were mainly selected on the basis of geological and geo¬morpholigcal criteria, guided by correlation with known deposits elsewhere in the Guiana Shield. The vertical. lateritic profile consists of an upper concretionary zone, followed by a mottled zone, a palid zone and finally the weathered rock merging into fresh granite. The upper concretionary zone displays a cellular, pisolitic or spongy texture and contains the following minerals: gibbsite (60-90%),quartz (5-10%), hematite (5-10%), goethite (under 5%), boehmite (traces), kaolinite (traces). The gibbsite content decreases sharply downward from the lower limit of the concretionary zone and the kaolinite and quartz content increases in the underlying mottled zone. The mottled and palid zones display a pseudo rapakivi texture and quartz, kaolinite and mica are the. essential minerals.

The electrochemical behavior of pyrite in borate/sulfate solutions was investigated using cyclic voltammetry. Three anodic peaks at approximately -0.8 V, -0.1 V and +0.5 V (SCE) were detected along with their corresponding reduction peaks. The first two peaks correspond to the oxidation of surface products. The third peak corresponds to the direct oxidation of pyrite with reaction products FeO oxides. sulfate ion and partially oxidized sulfur intermediates present as a surface film of polysulfides and So. The Few oxides and sulfur intermediates were reduced to ferrous hydroxide and HS during the negative-going scan. The HS interacted preferentially with Fe(OH), on the surface to form FeS. Excess fenous hydroxide continued to reduce to metallic iron. During the return positive-going scan, metallic iron was oxidized to ferrous hydroxide and FeS was oxidized to pyrite. These reactions are characterized by a unique double peak observed in the region -0.8 to -0.65 V. The growth kinetics of the surface sulfur film formed during anodic oxidation were studied using chronoarnperomeay. Potentiostatic measurements were well correlated by a paralinear rate equation, suggesting the formation of an intermediate passive film, associated with the simultaneous dissolution of the outer layer of the film. The reaction rates were affected by applied potential, solution pH and temperature, but were independent of electrode rotation speed. The geostatistical estimation of the reserves of an ore deposit is highly dependent on the quality and stability of the variograms of the sample grades. Gold deposits commonly show a skewed grade distribution. The few high grades at the tail end of the distribution produce unstable variograms that are difficult to model. If these grades are cut to a lower grade value or removed, more stable variograms are obtained. However, outlier grades may make a deposit economically viable, and their cutting or removal should be treated with caution. To reduce (but not to eliminate) the effect of high grades, a transformation of the raw data can be performed. Most commonly used transformations are: logarithm, gaussian anamorphosis, rank and indicator. Variograms of the transformed grades are resistant to high grades and present a clear structure. The weak point of data transformation appears when grades are estimated by kriging; the estimates are very sensitive to slight variations in the parameters of the back-transformation. More robust variogram estimation procedures can also be used, but often these procedures are not suitable for skewed grade distributions as they are based on an assumption of a contaminated normal distribution. The Porgera gold deposit in Papua New Guinea has a highly skewed grade distribution, with grades ranging from 0.01 to 3500 g/t and a coefficient of variation greater than 5. For the geostatistical estimation of the high grade zone of the deposit, the influence of the high grades was quantified by calculating and comparing the following variograms: raw grades, raw grades with the highest grades removed and transformed grades. The study confirmed that there is no general method for handling high grades in a geostatistical reserve study. Several methods should be tried to quantify the influence of high grades.

INTRODUCTION On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. These Amendments cover many aspects of air pollution control. The provisions which seek to control emissions of "air toxics" may, however, be the most far-reaching and will potentially have the greatest effect on American industry. The Administration has estimated that by the year 2005 industry will be spending $6.7 billion per year on air toxics control. Meanwhile, the Business Round Table has estimated that the price will be far higher, up to $62 billion per year, depending on how EPA and the States implement the program. BASIC REQUIREMENTS Any "major" source of emissions of 189 air toxics will be required to install "MACT." The translation of this statement requires some definitions: •MAJOR SOURCE - A facility (a contiguous property under single ownership and control) which has actual emissions of 10 tons or more per year of any single one of the air toxics or 25 tons per year of any combination of air toxics. •AIR TOXICS - Congress has provided a list of the 189 chemicals on this list. Those that may be important to the mining industry are shown on Table 1. This list can be changed by petition or by EPA. •MACT - Maximum Achievable Control Technology is to be defined by EPA for each industrial source category. EPA says there are about 400 categories. The Act defines MACT as: "the average emission limit achieved by the best performing 12% of the existing sources ... for categories with 30 sources or more" or, "the average emission limitation achieved by the best performing 5 sources in the category."
