When assessing the safety of a tailings dam, the constant weight method (CWM) is one of the most commonly used methods. However, when the evaluation indicator value suggests serious defects, the evaluation value is often inconsistent with the actual situation. To address this issue, the variable weight method (VWM) is introduced to assess the safety of the tailings dam. Initially, a three-layer indicator system for dam failure safety assessment is built, and individual indicator values are divided into four grades. Then, an appropriate state variable weight function is constructed and relevant parameters are determined. Finally, a case study is illustrated to verify the effectiveness of the model. The assessment results of the VWM more closely represent the actual situation than that of the CWM, which is more helpful for decision makers and technicians to take scientific and reasonable precautionary measures, thereby improving the safety management of the tailings pond.

In the past 15 years the enforced improvement of the public traffic systems caused a boom in urban tunnel construction. In 1961 the City of Paris started to build the Express-Metro. Of the 47 km long double-track line crossing the city center, nearly 45 km are in operation since 1971. Still missing is here only an about 2.6 km long connecting stretch, which is under construction now. From 1963 to 1969 the 21.8 km long Victoria Line was built in London as extension of the existing network,. A little later, in the years 1965 to 1973, the City of Hamburg supplemented its subway network by the construction of a 16.8 km long line between the Boroughs of Billstedt and Stellingen. Also in 1965 the City o Munich started to build a subway system of 54 km f length. Thereof a stretch of 16.2 km could be taken into operation in 1972 shortly before the Olympic Games. These are only some of the better known projectsas examples of the activities in European cities. In nearly all cities with more than about ½ million inhabitants subsurface traffic lines were begun or supplemented. Furthermore, numerous undercuts or other subsurface structures were built. The Ij Tunnel in Amsterdam and the new Elbe Tunnel in Hamburg may be mentioned, both structures finding international attention.

The amenability of carbonate separation from a sedimentary phosphate ore using a bioflotation process was studied. Two types of bacteria were chosen for this study. The experiments were performed using oleic acid as collector. The flotation experiments were carried out using statistical designs for optimizing the main operating parameters. A concentrate containing 0.78% MgO and 30.15% P2O5 with a recovery of 92.31% was obtained from a feed containing about 2.45% MgO and 27% P2O5. These specifications could not be obtained using conventional flotation experiments under similar conditions in the absence of bacteria. Measurements of zeta potential, adsorption of bacteria and collector, as well as froth power, were performed to explain the role of microorganisms in the surface modification of both dolomite and phosphate and in their interaction with the collector.

Equipment wear and corrosion have significant adverse impacts on the operating cost and efficiency of mineral processing plants. In this project advanced surface enhancement technologies are being investigated to decrease the wear and corrosion rate of metal surface. Enhanced metal surfaces are achieved through surface conversion, enrichment, and coating by use of advanced High-Density Infrared (HDI) and other technologies. Studies have been done to determine the effects of process parameters on surface properties and identify optimum conditions. The microstructure of the enhanced metal surfaces was characterized by SEM, EDS, and microindentation. Laboratory wear testing was carried out to investigate the wear performance and the viable coating candidate was determined.

Research in the field of mining safety and health in the United States plays an important part in protecting the lives of miners. The National Institute for Occupational Safety and Health (NIOSH) Mining Program conducts surveillance, studies and developmental work aimed at improving the safety and health of miners. With recent reviews of the Mining Program by the National Academy of Sciences and the Mining Program response (NIOSH, 2008), the importance of setting goals, conducting high quality engineering and scientific research and evaluating the outputs, outcomes, relevance and impacts of these projects has been reemphasized. Surveillance of reported injuries is a first step in deciding on research directions and in designing specific projects. Groups of injuries often share features and attributes that suggest common causes and may respond to similar preventive efforts. Identifying groups of injuries also serves to prioritize intervention efforts. The Mine Safety and Health Administration (MSHA) Accident and Injury database (MSHA, 2008) provides individual case reports of mining injuries, illnesses and certain no-injury accidents (events such as roof falls that stop mine production or miners’ activities for more than one hour). This database is an indispensable resource for researchers and stakeholders needing information on the statistics of these events. From an epidemiological perspective, research projects target groups of miners at risk due to specific patterns of work, equipment, mine settings and the management of safety and health in their mines. Incidence rates are provided by the MSHA data for selected variables, such as surface/underground location, standard industrial classification and state. While incidence rates are the preferred measure for all variables, denominators are not typically available; for example, to more clearly understand the data about injury by occupational type, it would be necessary to conduct demographic surveys. A current survey of the demographics of the mining industry should be complete by 2010, which will allow incidence rates to be developed for a number of variables such as age, occupation and experience. This survey will provide the first update of its kind since the first survey was conducted in 1985. This report describes an alternative method of analyzing and presenting MSHA data for the purpose of identifying high-cost, high-severity injuries and illnesses. Researchers at the NIOSH Spokane Research Laboratory (SRL) developed programs to find the top five most frequent accident classes, natures of injury, types of accidents and other selected variables from the MSHA database. Studying these variables gives a cross-sectional snapshot of the most frequent groups of injuries within a commodity, regional group or time period, and allows researchers to quickly understand developing patterns for new research projects. The new 9300 TPD sinter plant being built for China Steel Corporation is incorporating the latest computer technology for plant control systems. The control system will use a central computer and distributed micro-processors to control instrument loops and switching logic in the blending yard and sintering plant. All plant functions, including combustion and fan controls, will be controlled by remote microprocessors located throughout the plant, and connected by a communications link to the centrally located computer and control room. The design, programming, construction and operation of a microprocessor based control system presents new challenges to the control engineer. With microprocessors in the control system, more power exists in the individual control loop and many supervisory functions may be added at the loop level. The specification of the microprocessor system and the resolution of hardware design and control system design can lead to development of powerful systems capable of higher level control and optimization functions

The ideal entering freshman for the College of Mineral Industries possesses the necessary aptitude to complete successfully a difficult technical curriculum, has a highly developed intellectual curiosity and adequate preparation in basic mathematics, sciences, and English, is enthusiastic about pursuing a career in the mineral industries, and puts forth a good academic effort while attending Penn State. The present programs of the University?s Division of Counseling and the College of Mineral Industries are directed toward providing the College with students who will meet these requirements. At present, freshmen are admitted to the Pennsylvania State University without entrance examination if they are in the upper two-fifths of their high school classes. All Pennsylvania students in the lower three-fifths are required to take the University Aptitude Test and all out-of-state students the College Entrance Board Examinations. Such students are admitted only if they score sufficiently high on either test to indicate the ability to do satisfactorily the work of University students. Only to this extent, are native intelligence and areas of greatest aptitude known for the Freshman prior to admission, and they are, therefore, largely beyond the control of either the Division of Counseling or the College of Mineral Industries. Because all freshmen, with exceptions that are numerically minor, are required to select a curriculum before admission to Penn State, each student who presents himself for required counseling during the summer, prior to his first semester, has already made a choice of his course of study. In many instances, such choices have been made without a rational and serious consideration of the student?s abilities and interests. Through tests given between the date of admission and the date of the counselling interview, it is possible to measure these characteristics and for the Division of Counselling to advise the student of his chances of success in his chosen curriculum. If he is qualified for the curriculum he has selected, Counselling Service goes on to direct the student?s attention to those other curriculums which are in the same general area as the one he has chosen and which will also challenge his abilities and correspond to his interests, Through this counselling, the curriculums of the College of Mineral Industries, which are often less well known to high school students than others for which they are no more qualified by ability or interest, are brought to the attention of the incoming freshman.

The 2004 Prospectors and Developers Association of Canada (PDAC) conference contained an air of optimism and excitement that has not been seen since 1997. Many segments of the mining industry are alive and well. This is largely a reflection of improved metal prices, themselves due to the strong euro and improvements in Asian economies. Those factors offset higher oil prices, a weaker U.S. dollar and concerns about the Middle East. This report is an overview of the conference. It is supplemented by an examination of conference handouts, abstracts and a few complete papers that are on the PDAC’s Web site www.pdac.ca. Sixty PDAC 2004 abstracts are available at the same site, along with 15 complete papers in PDF format. The conference was held March 7-10 in Toronto, Ontario. It was attended by a record 9,200 delegates from 85 countries. About 8,000 people from 74 countries attended the 2003 conference.

The fluidized solids technique for the calcination of phosphate rock has been well established for over 10 years. This paper is intended to review the recent performance of many of the Dorr-Oliver FluoSolids* calciners. In addition, design features of these three compartment refrac¬tory construction reactors will be described and a comparison made with fuel requirements for single compartment calcination. Also presented will be certain, aspects of the use of the rock including a discussion of non sulfate sulfur in the rock. A system is described for producing a blended mixture of calcined and uncalcined rock.

With more electronic systems being introduced underground, the mining industry faces electromagnetic compatibility (EMC) issues caused by electromagnetic energy emitted by one device adversely impacting the normal function of another. This paper provides an overview of EMC and electromagnetic interference (EMI) research for underground mining, including a review of EMI in other industries applicable to mining, published EMI research pertaining to mining applications, representative EMI incidences, related EMI legislation in mining, and mitigation strategies.

Riachuelo Lot 3 forms part of a sanitation programme being implemented in Argentina to relieve the Riachuelo river basin from its current contamination. The programme, by far the most important in its kind in the country during the last decades, will expand the sewage capacity of Buenos Aires and will benefit an area of 4.3 millions inhabitants by intercepting a number of waste water discharges and conveying them to a new treatment plant prior to final discharge into the Rio de la Plata. The project foresees amongst other works the construction of an onshore 48 m deep shaft at the outlet of the treatment plant plus a 4,3 m inner diameter outfall tunnel of 12 km length. The last 1.5 km of the alignment is fitted with 34 vertical risers jacked from inside the tunnel to allow the discharge and dilution of the treated effluent into the Rio de la Plata. This paper describes the peculiarities and challenges, both in terms of design and in terms of construction, of the outfall tunnel, which was entirely bored under the Rio de la Plata using a 5.2 m cut diameter Tunnel Boring Machine (TBM). On one hand, the tunnel segmental lining was designed to work in tension during the system flow rate peaks while on the other the tunnel excavation faced a variety of complex conditions, such as crossing water bearing permeable soft ground formations and advancing at face pressures in excess of 3,5 bars for the entire route.

Minproc Engineers is taking an active role in establishing detailed design criteria for a number of apparently competing processes. This involves generating a detailed understanding of the metallurgy involved, systematic pilot plant testing, and the application of advanced engineering technologies. This presentation outlines the approach adopted by Minproc as well as the design criteria for several current projects.

The Kiruna Mine in Sweden currently has three ventilation systems. The first two (a new and old system) serve the production areas. The third system is used for the facilities on the former main haulage level 775. That area includes offices and workshops for load haul dumpers (LHD) and drill rigs. The third ventilation system also covers the crushing and haulage on level 1045. At the present time, the total airflow for the mine is 1,600 m3/sec(3.4 million cfm). The current system serves the levels above the 775 level. The new one is for the levels between 775 and 1,085 m (2,540 and 3,560 ft), which are needed for the new ore body. When all of the production is below level 775, the old ventilation system will be closed down.

This research sought to facilitate improved stakeholder analysis in mining by providing further insights into the preferences of local community members using discrete choice theory. While recent research has demonstrated the usefulness of discrete choice theory in mining stakeholder analysis, no previous work has examined which discrete choice model (DCM) is most suitable. This paper provides a research note on a case study in a mining community that was performed to compare three DCMs. After a thorough examination of the benefits and deficiencies of all models, this study concludes that the conditional logit model stratified by questions is the most useful DCM for mining stakeholder analysis. The recommendation is based on the usefulness and accuracy (ability to match the survey data) of this model.

The US Geological Survey (USGS) is currently conducting a coal resource assessment of the coalbeds and zones that are projected to provide the bulk of the nation’s resources for the next few decades. The Pittsburgh and Upper Freeport coals are the first two beds in the northern and central Appalachian basin region to undergo fully digital coal assessments. The bed-specific assessments are being carried out in partnership with the state geologic surveys of West Virginia, Ohio, Pennsylvania and Maryland. Comprehensive stratigraphic and geochemical databases have been developed for both of the beds. The extent of the bed with mined areas, structure contour, isopach, and overburden thickness maps for the Pittsburgh coal bed have been released as USGS open-file reports.

"Placer gold mineralizations have been observed in the north-eastern parts of Greece. Some of them have been at first evaluated to be of special interest so, exploration campaigns have been designed and carried out. Among the other exploration techniques applied on the sites of interest, drilling was the one to give the detailed information and data for the evaluation of the deposits. Having collected the data from trenching and two consecutive drilling campaigns, they were processed geostatistically to estimate the ore reserves and therefore the economic interest of the deposits. The latter was done by using exploitability indices, which would give a rough idea whether the deposits were economically feasible. A small number of such deposits have been spotted in the area and have been explored and evaluated as above. The present paper deals with the most important of them, giving all the process followed and the results derived from the exploration carried out."

The West Gates Deicing Industrial Waste Pond Expansion project at Denver International Airport seeks to expand utilities to accommodate additional terminal gates. The project includes six tunnel crossings beneath taxiways and runways with lengths ranging from 239 to 2,025 linear feet. Excavation methods include shielded tunnel boring machines and steerable auger boring. Designed initial support includes liner plate, steel ribs and lagging, steel casing, and Fiberglass Reinforced Pipe and ranges in size from 24" to 132". This paper will discuss challenges associated with the overall layout and design of the project, including contingencies to protect critical infrastructure. In addition, a construction update is provided.
