Throughout the 1960's and 1970's world trade grew rapidly, reaching a peak of USS1.8 trillion in 1980. Since then the world recession of the early 1980's shrunk trade to about US$1.6 trillion. The reduced cash flow to developing economies made it difficult to service their huge international debts, Nowadays lenders are reluctant to grant Third World countries additional credit. The shortage of export financing, plus trade barriers set up by developed countries, is further inhibiting international trade. Therefore, countries are turning to new and creative alternatives to financing imports of consumer as well as of investment goods. Non-cash transactions, including different forms of countertrade, are rapidly growing alternatives to traditional trade financing patterns. In 1983 about 30% of international trade, or close to US$600 bill ion, were presumably done by non-cash transactions, up from barely 2% in 1976. By year 2000, half the world trade is likely to be conducted on basis of barter. As of mid-1984 some 88 nations used countertrade regularly and Governments of at least 15 Latin American countries had arranged or mandated commercial countertrade.

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. "INTRODUCTION There is no doubt about the time and effort companies put in establishing and maintaining their equipment. However, the question about how these companies can map the benefits comes up. Neither do they have the tools to quantify the benefit of their action, nor do they have the tools to know the actual quality of their current maintenance system. The resources used in the process seem futile to observers. It seems impossible to trace improvements and to get information about the impact of actions in retrospect. Improvements in maintenance performance cannot be recognised by management or shareholders. Thus the necessity for measuring the performance of maintenance systems is given. In this paper ConMoto is systematically showing the strengths and weaknesses of many companies' maintenance management and is providing field-tested proven design elements for measuring maintenance systems and implementing Value Oriented Maintenance. Considering only business assets in production facilities and related machinery out of all investment goods in Europe, you reach a value of around 9.7 trillion euros in 2008. In Germany alone the equipment replacement value amounted to about 1.9 trillion euros [8,10,11,13]. If you calculate a cross sector maintenance costs rate of 4.8 % (corresponding to the average value identified in this study), direct maintenance costs in European production locations add up to over 450 billion euros per year [3]. These figures speak for themselves. Yet maintenance is not only of enormous significance for European enterprises. Our experiences show that maintenance and asset management, particularly sustainability issues, are also increasingly moving to the forefront in the BRIC states, in the Middle East and in many emerging countries. First of all, in order to meet the resulting high quality and cost related requirements of maintenance systems, a comprehensive overview of the issue is needed. This overview is provided by a detailed analysis of 83 companies and production plants from various sectors – with amazing results. SIGNIFICANCE OF MAINTENANCE Current studies show the high financial significance of maintenance and asset management. According to the market study in the Asset Manager [9], in industrialised countries about 10 to 15 per cent of the labour force are employed in maintenance and facility management tasks. In Europe about 40 to50 million people are directly and indirectly involved in retaining the value of machinery, plants, buildings, transport systems and infrastructure facilities. A glance at the costs side also demonstrates the great relevance of maintenance. EU-wide annual direct maintenance costs amount to a total of more than 1,500 billion euros. In Germany alone they are about 250 billion euros. This impressive total is considerably exceeded by indirect maintenance costs caused by technical failures. Indirect costs are estimated to be five times higher (Figure 1). [7,12,14]"

INTRODUCTION The subway line B of Toulouse (France) has been realized with three different tunnel boring machines (TBM) techniques: Contracts 2 and 5 are excavated with earth-pressure balanced TBM, Contract 4 with a slurry shield TBM, and Contract 3 with a compressed-air TBM. The first three machines are around 7.7 m in diameter, while the last one is 5.3 m. Moreover, a small part of the line (50 m) has been excavated by a conventional method. The tunnels run through the Toulouse molasses, composed of hard sandy clay with pockets and lenses of dense sand. Geotechnical investigations have shown that in these formations, K0 is greater than 1, around 1.8 at a depth of 25 m (Serratrice,2005) and that geotechnical characteristics are homogenous on the whole layout (? =22 kN/m3, Su = 300 kPa, c' = 30 kPa, F' = 32°). The water table is found between 2 and4 m below ground level. As geology, stratigraphy and tunnel cover (between 10 and 20 m) are almost identical, a comparison of movements induced by the excavation by each of the four excavation techniques is possible. This paper presents the soil mass movement measures in the case of the conventional excavation method and in the case of TBM sections. It shows how tunneling parameters may explain the different surface movements observed during excavation. For the sake of simplicity, only the results of Contract 2 (earth pressure balanced TBM)will be presented. A more effective method of fracturing and chipping the formation is necessary to significantly increase the productivity of blasthole drilling with a roller cone bit. The conventional rotary blasthole bit engages the formation and initiates spalls, chipping and fractures in the formation at a rate dependent on the amount of pull down force applied by the drill. The rotary speed of the drill increases the number of fractures and creates drilled chips that are removed from the hole by the air circulation. An engineering project was motivated to develop a low pressure, low impact downhole percussion hammer to provide an overstrike force to a blasthole bit, in addition to the conventional pull down force and rotary speed. The objective of the project was to utilize existing rig air packages in the range of 50-110 psig and provide an overstrike force to the bit in the range of 1100-1500 impacts per minute. Laboratory testing performed on Barre granite achieved, on average, a 40% improvement in rate of penetration. This performance has been confirmed in actual blasthole drilling in copper and iron ores mines. During the testing phase, additional unexpected benefits have also been realized.

Due to deposit shape and dimension, narrow vein makes reserve modeling, geological control, stope design, drill and blasting more challenging. It needs high standard quality control as errors can be created easily, which could cause significant amount of ore loss or dilution. From channel sampling, survey control, reserve modeling, drill hole design, blasting, communication with underground drillers to backfill, this paper illustrated every step and its quality control of a long hole stope mining. Compared to other narrow vein mining methods (cut and fill and shrinkage), long hole stoping means higher production, less labor, and significantly lower cost when deposit characteristics allowed.

The Bismark Mine is located in northern Chihuahua, Mexico, 150 km (95 miles) southwest of Ciudad Juarez (Fig.1). The ore deposit was discovered in 1979 and was placed in production in 1992. The production rate is about 2.4 kt/d (2650 stpd) from an ore reserve of 8.5 Mt (9.3 million st). Grades currently average about 8% zinc, 0.5% lead, 0.2% copper and 50 g/t (1.46 oz/st) silver. Substantial inflows of water into the underground mine complicate the operation. Complex metallurgy poses another challenge for the operators. Bismark is a joint venture with 90% participation by Minas Penoles, SA de CR of Mexico City and 10% participation by Promociones Industriales Banamex, S A de C V (PIB S A) of Mexico City. Anew company, Minera Bismark, SA de CV was formed to operate the property. Cyprus Minerals was a 40% participant in the joint venture but, in early 1993, sold its share to Minas Penoles. The Bismark Mine is one of the largest new underground mining projects built in Mexico during the last 10 years. It is the country's fifth largest underground metal mine and provides about 1 % of the world's zinc supply at about 50 t/a (55,000 stpy). Bismark is a trackless operation with overall productivities of 7.6 t/manshift (8.4 st/manshift). The 2.4-kt/d (2650-stpd) concentrator started up in March 1992.

Although Disputes Review Boards have been used for some time, they had not received wide publicity at the time Monroe County first used one. Public owners frequently resist adopting new contracting practices. This paper discusses an owner's experience with Dispute Review Boards, from learning about them to their use on two (2) projects. The experiences of potential and actual contractor claims are compared to a claim on an earlier contract and the ensuing litigation. Suggestions for possible use for Owner-Engineer disputes and recommendations for use are provided.

Solid-bowl (decanter) centrifuges are used extensively to dewater slurries in a wide range of industries. However, the application of decanters as classification devices is not as common. In this study, the performance of a continuous, pilot-scale, solid-bowl centrifuge was evaluated when classifying an ultrafine coal slurry containing nearly 60% material less than 10µm. The current study examined the effects of operating conditions on centrifuge performance. The test conditions included centrifuge bowl and scroll speeds, volumetric feed rates, solids concentration, and pond depth. Centrifuge performance was evaluated using partition curves, along with product yields and solids concentrations.

As lithium-ion batteries (LIBs) become more prevalent in the mining industry, new hazards of battery fire and explosion are emerging. Efforts must be taken to ensure that workers are safe from these new hazards, such as batteries undergoing thermal runaway in underground areas that may have explosive methane-air mixtures. Researchers at the National Institute for Occupational Safety and Health (NIOSH) investigated overpressures generated within a sealed battery enclosure filled with an explosive methane-air mixture and a single cell lithium-ion battery driven into thermal runaway using an accelerating rate calorimeter (ARC). For both iron phosphate (LFP) and nickel manganese cobalt (NMC) lithium-ion cells, the explosion overpressures remained unchanged with varying percentages of methane concentration in the atmosphere surrounding the cell. It’s likely that the gases released from the battery undergoing thermal runaway caused an inert atmosphere within the sealed canister. The results from this study will help mining equipment manufacturers develop proper measures to keep miners safe while working with lithium-ion batteries in underground gassy mines

The United States is being invaded... by foreign capital: marks, francs, pounds, yen, lire, riyals, you name it: On almost any given day the Wall Street Journal will contain a new report on a department store, newspaper, bank, hotel, agricultural land, supermarket chain, et a1 being bought into by overseas investment. Xenophobic reaction to this revised national condition has begun to set in. Several farming states have and are introducing legislation to monitor foreign land buying. In Congress a mandatory reporting requirement for foreign purchasing is currently under study. In a relatively short period the country has reverted from world leader- ship in overseas acquisition and involvement to become itself one of the prime investment opportunities in existence. Interestingly enough, one of the industries where this changed status has become most apparent and pronounced is within that small/regional/segmented/low value-to-weight bulk commodity enterprise ranked as the backbone of the nation's construction activity. U.S. cement making is not only undergoing internationalization in its ownership, but also in its product, equipment, and engineering expertise.

September 2005, Northern Dynasty Mines announced the discovery of a new, high-grade deposit at its Pebble project in southwest Alaska. The product of insightful geological investigation, Pebble East, as it is now known, is quickly growing into one of the most significant copper deposits in the world. Preliminary analysis shows it could reduce the U.S. copper supply deficit by a third. The new deposit has also altered Northern Dynasty’s view of how Pebble should be developed. This article describes the Pebble project as it is currently understood and outlines the work planned for the next several years.

You here are all familar with the myriad of new laws, some enacted and some pending, that affect the mining industry. These laws, for example those dealing with suspended matter, affect us in Alaska as they do you. Likewise, our friends in government, the Geological Survey and the Bureau of Mines, provide us with the same fine services that they do elsewhere. I am not going to speak today about these, but concentrate on one act of Washington, D.C. the impact of which is felt, for now at least, principally in Alaska. A little more than a year ago, I spoke in Spokane on the subject, "Governmental Challenge to Mineral Development in Alaska." I outlined some of the policies of Government which were operating to change the rules under which the industry operates and to alter the relation- ship between government, industry, and the individual. At that time the Native Claims Settlement Act had not been passed, but was on the verge of being so. In reading over what I said in Spokane, I note that I touched on many points where Government was actually challenging mineral development in Alaska. With the passage of the Alaska Native Claims Settlement Act, many of these actions were given a cloak of legality, and machinery was set up to concentrate the drive to tie up the public domain, machinery which will allow govern- mental control and interference with the actions of individuals on something like 90% of Alaska's land surface. This remarkable law is going to affect each and every one of you. Now, a year after its passage, we are only just beginning to see its lesson for the future. It was created by a coalition of powerful groups, who got other groups to support them by promising to deliver something they had no intention of delivering. Alaskan issues are again being used to get various groups not to oppose legislation which will severely harm them. It will help to understand the nature of this new drive if we understand the Native Claims Act and how it came into being.

Pregrouting is an extremely important part of many rock tunneling projects. However, poor and unsatisfactory performances have been frequently recorded often with very severe consequences, technically and financially. This paper, based on personal knowledge of several relevant case histories, provides recommendations with respect to specification drafting, drilling, water pressure testing, and grouting methodologies, and cementitious grout mix design principles. Even given that the logistical challenges facing tunnel pregrouting from underground will prevent all the sophistication and innovations of contemporary dam foundation grouting being practically implemented, there is still opportunity and need to change “traditional” approaches.

The accurate prediction of truck productivity plays a pivotal role in improving the efficiency and profitability of open-pit mining operations. However, predicting truck productivity is challenging owing to the complex nature of the working conditions of the mine site. This paper proposes a deep neural network model to overcome the challenge of predicting truck productivity in open-pit mines. The prediction model was built using eight variables and was optimized by considering different train-test split ratios, numbers of hidden layers and neurons, and activation functions. The proposed model's performance was evaluated using various metrics and was compared with other commonly used machine learning algorithms. According to the results, the proposed model outperformed traditional machine learning algorithms by achieving higher accuracy and lower error rates, with the best-performing model having four hidden layers with 70 neurons per layer and a scaled exponential linear unit activation function, resulting in a coefficient of determination value of 0.89. This demonstrates the potential of deep neural network models for predicting truck productivity in open-pit mine sites. Moreover, a single variable sensitivity analysis was conducted to investigate the impact of input variables on truck productivity. The results show that haul distance is the most influential variable for the prediction of truck productivity.

"Federal regulations require the installation of refuge alternatives (RAs) in underground coal mines. Mobile RAs have a limited ability to dissipate heat, and heat buildup can lead to a life-threatening condition as the RA internal air temperature and relative humidity increase. The National Institute for Occupational Safety and Health Office of Mine Safety and Health Research performed heat testing on a 10-person tent-type training RA and contracted ThermoAnalytics, Inc. to develop a validated thermal simulation model (TSM) of the tested RA. The TSM was used to examine the effects of the constant mine strata temperature assumption, initial mine air temperature (MAT), initial mine strata surface temperature (MSST), initial mine strata temperature at depth (MSTD), and mine strata thermal behavior on RA internal air temperature using 117 W of sensible heat input per simulated miner. For the studied RA, when the mine strata temperature was treated as a constant, the final predicted RA internal air temperature was 12.8°F lower than it was when the mine strata thermal behavior was included in the model. A 10°F increase in the initial MSST resulted in a 7.1°F increase in the final RA internal air temperature, whereas a 10°F increase in the initial MSTD yielded a 2.5°F increase in the final RA internal air temperature. INTRODUCTION Since 2008, the Mine Safety and Health Administration (MSHA) has required the installation of refuge alternatives (RAs) in underground coal mines (1). MSHA requires that RAs provide an environment with breathable air for entrapped miners for a 96-hour period. Heat buildup inside an occupied RA is a serious concern. Without a means to dissipate the heat and humidity generated by the occupants and the carbon dioxide scrubbing system, the temperature and humidity inside RAs could lead to severe discomfort or heat stress depending on the mine ambient temperature before and during occupation of the RA. NIOSH recommended an apparent temperature limit of 95°F in its 2007 report to Congress (2). In 30 CFR 7.504, MSHA has specified a maximum apparent temperature of 95°F inside an occupied RA (3). The apparent temperature is calculated using both air temperature and relative humidity (4). Calculations could be used to determine if the air within an occupied RA will reach the apparent temperature limit. In these calculations, in order to simplify the problem, the mine temperature could be assumed to remain constant. With this assumption, the effects of the mine strata thermal mass and thermal conductivity on the heat buildup in an RA are ignored. OMSHR research has shown that the mine air and strata temperatures surrounding an RA increase when subjected to the heat of an occupied RA (5). Thus, calculations performed with the assumption that the mine temperature is constant would under-predict the resulting dry-bulb temperature and apparent temperature for a given RA occupancy. The mine air temperature has been used as the basis for RA temperature calculations. However, research has not been used to confirm that the mine air temperature is the appropriate basis."

The Waste Isolation Pilot Plant (WIPP) is adding a third fan to operate in parallel with, and supplement, its two existing main fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) Carlsbad Area Office facility designed to permanently dispose of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for either modifying, supplementing, or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel, et al., 1997) to: identify and quantify operational concerns, evaluate possible alternatives, and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans, and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness, and improving system performance. The fan installation project accommodates several operational and scheduling constraints. WIPP is scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP's ability to declare facility readiness and had to minimize operational disruptions during the system tie-in. All engineering for the project is completed and physical modifications started in July 1997. The project was completed in 1998.

In Japanese tunneling history, it has commonly been accepted that the long-round driving is difficult due to the complicated geological condition. Therefore, the maximum past record has been less than 3 m per round. A new record of advance was established in the 99 m2 headrace tunnel of Imaichi Water Power Station Project with an advance of 239.5 m in a month by drilling 3.9 m deep blast holes. The geology of the headrace tunnel composed of pyroxine andesite (ie. 960-1770 kg/cm2, VP3.1-4.3 km/s) which had several clay seams and open cracks and was moderately weathered. Automatic shotcrete machine was used for shotcreting. Rock support was specified according to the N.A.T.M. with each different rock type. The contractor achieved a remarkable tunneling advance not earlier experienced in Japan.

Seafloor massive sulfides (SMS) study in the Russian Exploration Area at the northern equatorial Mid Atlantic Ridge began after signing the contract with International Seabed Authority in 2012. In order to evaluate the SMS resources in the course of exploration the major and rare metals with economic value should be determined. The evaluation is based on geochemistry and mineralogy and particularly on the type of rare metals occurrence in the SMS. As a case study research of the Semyenov cluster of SMS deposits have been conducted.
