Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. Cyprus Amax's interest in Russia began before the mid-1991 breakup of the former Soviet Union. In 1990, Cyprus Amax began searching for such an opportunity. Early this year, production will begin at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1.75-kt/d (1,930-stpd) open-pit operation that will produce more than 9.3 t/a (300,000 oz/year) of gold. Identifying Russian mining opportunities In late 1990, the first Cyprus Amax people travelled to Russia. The trip was to determine the potential for western firms to develop profitable mines. This encouraging visit suggested that Cyprus Amax focus on the Russian Far East with its mineral riches and its easier access to the United States. The company's initial efforts thus focused on working with the Soviet Union's Northeast Geologic Expedition, the then government agency for exploration and geology in Russia's Far East. After the breakup of the Soviet Union, Cyprus Amax continued working with the same people, but they now represented new independent, nongovernmental entities. For three years, Cyprus Amax investigated numerous deposits. This resulted in the identification of two properties of significant interest, one of which was Kubaka. Location Kubaka is located in the Northern Evensk District of the Magadan Oblast in the Russian Far East. This is an area east of Siberia. The project is situated in a mountainous area of the Kolyma Range, about 300 km (985 miles) south of the Arctic Circle. It is 285 km (180 miles) north of the fishing village of Evensk and 380 km (235 miles) northeast of the silver-mining town Omsukchan. The site is 950 km (590 miles) northeast of the regional capital city of Magadan. Magadan, the political and economic center of the Oblast, has a population of about 150,000 people. INTRODUCTION How accurate are past and present employee radondaughter exposure records of underground uranium miners employed in the United States? This often-debated question is essential for future substantiation of safe exposure limits. An apparent discrepancy between company-reported exposures and Mining Enforcement and Safety Administration (MESA) projected exposures was detected in 1977. For these reasons a need for an updated comparison of these exposure data was indicated. This paper gives some of the conclusions of the earlier study and compares more recent exposure records compiled by the Atomic Industrial Forum, Inc., with projected exposures based on sampling by Federal mine inspectors. EARLIER STUDY In its 1977 Annual Report (U.S. Department of the Interior, 1978), MSHA's predecessor, the Mining Enforcement and Safety Administration (MESA), reported that there was "an apparent discrepancy between Federal inspection results and company records." Both company records and MESA's projections from samples taken during routine Federal inspections indicated reductions in the average exposure of underground uranium miners from 1975 to 1977, but the MESA projections were over 4 times higher than the company-reported averages. This apparent discrepancy however, was based on a comparison of exposure data reported for all U.S. underground uranium miners. This projection more closely represented the average exposure of U.S. underground uranium mine production workers who worked 1,500 hours or more during the year. Exposures of such workers are reported each year by the Atomic Industrial Forum, Inc. (AIF) in summaries of exposure data reported to the AIF by uranium mining companies throughout the United States. (The AIF exposure summary for 1979 appears as tables A-1 and A-2 in the appendix of this paper.) Assuming that the average exposure for each exposure range category is the midpoint of each exposure range category, table 1 compares the estimated average exposures for U.S. underground uranium mine production workers who worked underground 1,500 hours or more each year in 1975 through 1977 with the exposures projected by MESA for those years. Reported- Projected Year (WLM) (WLM) 1975 1.59 5.68 1976 1.84 4.64 1977 1.68 4.08 1 Atomic Industrial Forum, 1976, 1977, 1978. 2 U.S. Dept. of the Interior, 1978.] Table 1 indicates that, even after adjustment to ensure better comparability an apparent discrepancy between Federal inspection results and company reported exposures for 1975-1977 exists; however, the apparent discrepancy diminished over the 3 years. Slade, 1977, explained some of the discrepancy between company records and MESA projections of miners' average radon-daughter exposures as follows: 1) Concentrations of radon daughters in some work areas can vary greatly during any one day. A variation from 0.3 WL to 17.0 WL has been measured in the same stope on the same day. 2) Seemingly simple abatement problems indicated by the regular Federal and State inspections were solved simply by manipulating the mine ventilation. 3) The methods used by mine operators to compute cumulative exposures were such that high radiation readings were seldom or never reflected in the records. For example, a work area sampled on Monday indicated a radon-daughter level equal to 0.2 WL and this was recorded. It was sampled again on Wednesday of the following week and the level was 2.2 WL. The miners were withdrawn or told to fix the ventilation, and when this was accomplished the area was sampled and found to be at 0.2 WL again. Although the miners could have been working in the higher concentration up to 6 days, this reading might never be reflected in their records. If it was recorded, only a fraction of the day on which it was discovered would be entered into the cumulative exposure calculation (time-weighted average). 4) Some of the mines visited used a mine average radiation concentration, and every employee working underground was given the same exposure per unit of time spent underground. As a result of the 1977 study, more stringent sampling and recordkeeping standards were proposed and public hearings held in 1977. The resulting new and revised health standards on radon-daughter sampling and exposure recordkeeping became effective August 30, 1979 (Mine Safety and Health Administration, 1979). Prior to these new regulations, radondaughter sampling requirements were on an "as often as necessary" basis (Code of Federal Regulations, 1978). The new regulations required practically all active work areas in underground mines to be sampled at least once every 2 weeks, with many areas requiring weekly sampling. INTRODUCTION This paper is for the mining manager, generally meaning mine superintendent, chief engineer, and others who have control over the mine operation responsible for feeding the insatiable beast called the mill or processing plant. The author is not from mine management but from the field of technical mine engineering consulting. This fact illustrates the authors gross inadequacy to comment on this subject. On the other hand, the consulting profession allows visits to many mine operations, worldwide, supplying many different commodities. The common complaints and misunderstandings that have been heard worldwide will be shared within the following few paragraphs. In order to discuss optimization, one must first define it. There certainly will be many papers in the following sessions that claim to optimize something, or other, based on a technical definition of cost, efficiency, throughput or some other quantifiable basis. DEFINE OPTIMIZATION Actual optimization of an operation is not as easily achieved as most of us in the technical world would like. Borrowing terminology from the technical world, the boundary conditions and the optimization function are usually not well defined. The problems in many cases do not lend themselves to quantification. Typical management procedures are to establish goals or strategies that set the approach or general boundary conditions to the overall plant. Three simple cases are listed below as possible corporate strategies to optimization of a mine-process plant complex. 1) Maximized discounted cash flow 2) Minimized long term cost of product 3) Maximized resource utilization This list seems simple when presented in the above context, uncluttered by constraints such as market position, capital availability, or environmental limitations. "Bridgestone Americas opened the company’s first U.S.-based giant off-road radial (ORR) tire plant in November. The 139,000-m2 (1.5 -million-sq ft) plant, located on a 222-ha (550- acre) site in Aiken County, SC, will produce radial tire products, including 157-cm (63-in.) tires, used on mining and aggregate haul trucks.The plant, announced in 2011 as a $970-million investment, represents the largest investment that Bridgestone has made in the United States, and is also the single largest investment ever made in South Carolina. Although it had already been producing tires for a few months, the plant officially opened with a ceremony in November 2014, attended by South Carolina federal, state and local elected officials, as well as Bridgestone personnel from the United States and Japan. Prior to the Aiken County plant’s construction, all of Bridgestone’s giant ORR tires were manufactured at its Shimonoseki and Kitakyushu facilities in Japan.Kurt Danielson, president of Bridgestone’s U.S. & Canada Commercial Group, said the facility was built to primarily serve the North American mining and aggregate industries in a more efficient manner. "It’s a real change for us," he said of the U.S.-based plant at its opening ceremony. "This allows us to have a true global presence."The Aiken County plant is intended to allow Bridgestone to meet customer demand for ORR tires, Danielson said. "It really frees up our other plants in Japan to service the rest of the world, allowing us to serve our customers faster," Danielson said. "As soon as we build (a tire), we can have it to our customers."Tires manufactured at Bridgestone’s Japanese plants could spend up to a month in transit to the American continents; from initial mixing of the rubber and other compounds to being warehoused, tires manufactured at the Aiken County plant can be ready to ship in four to five days.Danielson said most of the tires built in Aiken County will be used by customers on the American continents. "We will export," he said, "but our desire is to use as much capacity as we can for the Americas."Ground was broken for the facility inSeptember 2011, when commodity prices were much different than today and global demand for tires had skyrocketed."

Evver since it first displayed an autonomous mining truck at the 1996 MinExpo show in Las Vegas, NV, Caterpillar has been building the blocks to a fully autonomous mine. In May, the company unveiled another block in that progression, the new Cat MineStar System that it says is ?the industry?s broadest, most comprehensively integrated miner operations and mobile equipment management system.? The full system is comprised of five capability sets ? Fleet, Terrain, Detect, Health and Command ? to help operators define the size and scope of their management system based on the needs of their mining operations. Michael Murphy, technology and autonomy manager for Cat Global Mining, explained that the customers were not ready for an autonomous mining truck in 1996, but that many customers wanted the building blocks to eventually get to autonomous mining. After 15 years of work, Murphy said the building blocks have come together in the form of the Cat MineStar System.

Most of the world’s production of natural soda ash comes from the mining and processing of trona found near Green River, WY. The processing of trona ores to ultimately yield a high-quality dense soda ash product and reject the insoluble gangue species, primarily in the form of oil shale, is water and energy intensive. It is speculated, however, that the glass-manufacturing industry, which is the largest consumer of soda ash, may be able to use product of a lower grade and consistent level of the insoluble constituents. Thus, the viability of using sensor-based sorting to produce a beneficiated trona stream that would be fed to calcination was investigated. The study encompassed the preparation of a run-of-mine (ROM) Green River ore sample; selection of specimens sized 25 to 75 mm; imaging of the specimens by sensors based on X-ray transmission (XRT), color and laser-induced fluorescence (LIF); insolubles analysis of the specimens; and a bench-scale sorting test. Results of the study established that a correlation between the color of the individual ore particles and their insoluble content exists, and that a surface-detection-based sensor, particularly LIF, is apparently more suitable than XRT to produce a beneficiated trona stream. The bench-scale sorting test demonstrated that a 65 percent separation efficiency and a 70 percent recovery of trona could be achieved.

Surface subsidence events induced by underground longwall coal-mining operations can cause various disturbances to surface structures, ranging from integrity and stability to functionality problems. Highway bridges, as a kind of special road construction that can only tolerate smaller movements and deformations than road pavements, are particularly susceptible to severe influence caused by subsidence-induced ground movements and deformations. However, based on accurate subsidence prediction and correct influence assessments, efficient and effective mitigation and remediation measures can be designed and implemented to ensure the continuous service of bridges, safety of travelers, and smooth mining operations. In this paper, based on the predicted final and dynamic surface movements and deformations, the techniques to assess subsidence influence on the integrity, stability and functionality of bridge structures (such as decks, beams and abutments) are presented. A number of mitigation measures to protect bridge structures are recommended, along with an actual application case.

While preparing this paper, I soon realized I had a problem in defining what injuries should be classified as "personal." Admittedly, in some cases, falls of persons, sprains and strains, pulling and pushing injuries, and back injuries may have been caused by the individual. But, I believe the number of injuries directly attributed to an individual's carelessness is relatively small in comparison to the total number of injuries in those categories. For discussion purposes, the injuries most often considered to be personal, that is, caused by individuals are those classified as back injuries. My paper will be devoted to back injuries because this category represents the greatest number of injuries occurring in coal mining. A man's best friends are his wife, his back, and his dog. The back, however, has a reputation of not being as faithful as his other two friends.1 "Industrial back injury is one of the major occupational health problems plaguing industry to- day. According to national surveys, back injury accounts for more lost time than any other occupational injury and costs companies thousands of dollars in compensation, medical fees and over- time pay."2 A study conducted by USA Today found that back ailments afflict an estimated 75 million Americans, have totally disabled about 2.5 million adults, lead to as many as 200,000 required surgeries each year, are a leading cause of absenteeism and disability, are the second leading cause of hospitalization, are responsible for 18 million doctor visits a year and cost about 93 million work-days annually. The cost to industry is estimated at $14 billion a year.3 During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, this effort has not produced any great change in the incidence of the injury. Back injuries should be of the utmost concern to everyone here today. I don't need to tell you what the incidence rate is for back injuries, nor will I use any statistics to inform you of the incidence rate for the coal mine industry or any specific mine. It is only important to know that the number of back injuries is excessive. Back in- juries resulting from lifting have been and continue to be one of the most constant and undiminishing problems in the occupational environment. The fact is, we use our backs to per- form work that the back was not designed to do. Historically, manual materials handling related accidents have consistently accounted for the largest percentage of all industrial accidents. In fact, over 25 percent of all industrial accidents are related to handling of materials.4 In underground coal mining operations, material handling accidents account for even larger percentage of lost time injuries. In 1983, for example, they accounted for 34 percent of all lost time injuries and 32.6 percent of all non-lost time injuries. 5 I want to use one example of a task that will illustrate what I have just said: the building of a concrete block stopping. Each solid concrete block will weigh from 60 to 70 pounds. To build a stop- ping 6 feet high and 20 feet wide will take approximately 80 blocks. On the average, these 80 blocks will be handled at least four times from loading into the conveyance for transportation to being placed while constructing the stopping. Jerry is the maintenance planning supervisor and is in charge of preventative maintenance and maintenance scheduling. Jerry's group uses predictive tools to monitor and predict the equipment failure throughout the mine, from pumps to shovels to motors, you name it. The title of Jerry's talk is "If You're Not Using Predictive Tools, You're Behind the Curve." I’ll turn it over to Jerry.

The 86th Annual Meeting of the SME Minnesota section/74th Annual University of Minnesota Mining Symposium partnered with the Canadian Institute of Mining Metallurgy and Petroleum (CIM)?s Iron Ore Symposium for a historic joint conference, held this year in Duluth, MN, April 15- 17. One of a flurry of recent collaborations between SME and CIM, the joint conference was a natural fit for the conference held in the heart of the Iron Range. As CIM National President Terence Bowles said in his joint keynote with SME President Jessica Kogel, ?The U.S. imports $51 billion from Canada and Canada imports $38 billion the U.S.; that?s 50 percent of Canada?s exports and 51 percent of its imports.? The two countries? economies are linked, and nowhere more closely than in their iron ore mining activities. Kogel opened the conference with a plenary speech identifying the top 10 issues facing mining and how these issues present opportunities for mining companies. She said that it is important that the mining industry stay flexible and adapt to changing conditions, or it will go the way of the dinosaur. However, she said that these challenges can lead to new opportunities. For example, one of the major challenges facing mining is the current state of risk aversion among investors, which makes for ?less money in the pipeline.? However, this situation creates a better climate for mergers and acquisitions, which is another, less risky way to get funding. Likewise, another challenge globally is geopolitical risk; this challenge is likely to drive growth toward stable countries, which was good news for an audience composed mostly of Minnesota and Canadian mining industry personnel. One of the highlights of Kogel?s address was a triangle illustrating the interdependent nature of sustainable development and corporate social responsibility (Fig. 1). This triangle consists of four equal components: the social environment, transparency, local and global impact and future generations. The most important takeaway, Kogel said, was that sustainable development and environmental and social responsibility, while they do add to the cost of doing business, are no longer optional.

Peru has become an established mining country. The industry and industry-related businesses account for a significant amount of the country´s revenue, on state and local levels. But like other countries with thriving mining industries, Peru has seen its mining industry revenues fall off in recent years due to a lackluster global economy. And the mining industry in Peru must also deal with increasing concerns about mining?s environmental impacts, local community and other social issues, as well as a regulatory environment that has placed more restrictions on what miners can do. That said, the Peruvian government is beginning to realize how important mining and natural resource development is to building the nation?s economy, improving its infrastructure and lifting its population out of poverty. The government support was evident during the Perumin 2013 mining convention, held in September in Arequipa. In addition to Peru?s President Ollanta Humala speaking at the closing ceremony, the country?s ministers of Energy and Mines, and Economy and Finance participated in the event, as well as numerous other federal and state authorities. Perumin is put on by the Instituto de Ingenieros de Minas del Peru (IIMP, or Peruvian Institute of Mine Engineers). The 31st edition of the convention, billed as the ?world?s largest mining convention? by the IIMP, this event was led by Abraham Chahuan CEO of Antamina and Romulo Mucho (SME member) as president of IIMP, attracted about 118,000 participants from more than 48 countries. This was more than the anticipated 75,000 attendance and well past the 51,000 people who attended the 2011 convention. The last edition of PERUMIN was led by the CEO of Compañía Minera Antamina, Abraham Chahuan and Rómulo Mucho (SME member) and representative of the IIMP. The event attracted more than 1,000 journalists from all over the world, the IIMP said. A total of 2,213 booths from equipment and machinery supplying companies from the five continents were present at the Mining Technology Exhibition (Extemin), including companies from the United States, Canada, China, South Africa, Germany, Australia, Brazil and Chile, among others. The convention has grown so large in recent years, that the IIMP shifted its location from Tecsup vocational school in Arequipa to the Cerro Juli Convention Center. The venue is 116 percent larger than Tecsup, the IIMP reported, covering about 20 ha (40 acres). It was reported by Latinomineria magazine that about 10 million Peruvian soles were invested in the new venue to create a world-class events center. It was also estimated that the event generated more than 234 million soles to Arequipa?s economy.

The mining sector, which is important in terms of raw-material and energy supply, is seen as a sector with high number of fatal accidents compared to other sectors. In this century of heightened occupational health and safety awareness, it is important to review past accident statistics and analyze current deficiencies using the information in inventory. Although there are many studies assessing occupational accidents occurring in the mining sector, there are few studies using the nonparametric linear programming method. There are many input and output parameters related to occupational health and safety. Nonparametric linear programming method has been found to be useful because it provides simultaneous evaluation of these input-output parameters, does not require functional form in the analyses and provides guidance on the improvement needed by the related parameter. However, this method analyzes data using a single period of time and does not take into account any changes in efficiency over time. In the literature, there is no study in which the change of occupational accidents occurring in mining and even other sectors over time is examined and the Malmquist total factor productivity index (MPI) is used. Within the scope of the present study, the aim was to examine the change of occupational accidents occurring in Western Lignite Corp. in Turkey, where underground and surface production methods are applied, between 2005 and 2018. It is the first time MPI is used to examine the change of occupational accidents over time. The DEAP 2.1 computer program written by Coelli [1] was used in the solution of the models [2].

There are bound to be changes with age, so I should not have been surprised or disappointed when what I had considered as high ad- ventures were much fewer and more widely scattered in the last 20 years of my long and active business life. But such adventures came until I was past 80 years of age and no one could expect more than this. Frequent visits to mines in this country and Canada and directorships in Bralorne and its subsidiaries, Homestake Mining Co., Bradley Mining Co., and the Bunker Hill Co.; and Copper Range Co. and its great new White Pine mine in Michigan, lasted far beyond the usual retirement age. The least happy part of my last two decades of active life was the death or sickness of many of my old friends. Hubert d'Autremont, whose friendship no one could replace, died suddenly in 1946. Henry Carlisle and Temple Bridgeman, for many years office associates, had heart attacks that cut down their activities far too soon. Many other less intimate friends died or became ill, but I knew that with advancing years such losses were inevitable. These memoirs would be endless if they covered all of the unusual work and associations I found in the last 20 years. So I must confine the rest of my recollections to expeditions that would have thrilled any engineer at any time. "Sometimes it’s the smallest things that make the biggest difference. In the world of mining, erosion can lead to small cracks, which can then lead to bigger problems that, over time, can eventually lead to a catastrophic event. However, when managed correctly, as in the case of the Manefey Slide at the Bingham Canyon Mine in Utah, the damage can be minimized.Numerous industry conferences, technical papers, studies and resources are dedicated to these issues each year, but what is sometimes overlooked is how the erosion of personal ethics can also have life-changing effects.At the 2019 SME Minnesota Conference, April 15-17 in Duluth, MN, two inmates serving their respective prison sentences at the U.S. Federal Prison Camp in Duluth spoke to the conference about how small cracks in their ethical foundations grew over time, eventually leading each man to his new address at the minimum-security facility.The men’s full names were not released and they were introduced as Jeff and Tony. Other than the matching green uniforms, both middle-aged men could have fit in with the rest of the crowd. They are well-educated and articulate whose career paths eroded thanks to greed and careless decisions.Tony, a licensed professional engineer, enjoyed a successful career working in contract oversight for the U.S. Department of Defense. Jeff is a former senior vice president of investments who ran a well-respected investment management team. Both spoke openly about the mistakes they made and emphasized that their crimes were not flagrant violations of the black and white rules but grew from ethical violations that live in the gray area between black and white, and right and wrong.Working in contract oversight for the U.S. Department of Defense (DOD), Tony said he was befriended by a wealthy man who was generous with his money. As Tony told it, a few meals with this man led to a few trips to casinos and eventually to gifts of money. The donor did not ask for anything in return, and at the time, Tony said he did not think that he was doing anything wrong. He admits now that the perception of a high-ranking officer in the DOD accepting gifts is not a good one, as it could be construed as the donor might have been trying to gain favor for future contracts; which is how it was presented in court by the prosecution team."

The mining paradigm is changing on the continent of Africa. Jessica Kogel?s closing statement from her September 2013 President?s Page (ME, September 2013, pp. 6) has never been more appropriate, ?Africa is shaping up to be the next mining powerhouse, and there is huge opportunity for local communities, national governments and private industry to work together to create a win-win situation for all.? Supporting this notion, attendance at numerous industry conferences around the world demonstrates the shift toward a more sustainable, more environmentally conscious extractive model. But questions remain: How effectively is the industry making this transition, and how willing are companies to learn from the experiences of others? The international development community, as we like to call ourselves, is going through a parallel shift. We are experiencing our own funding crisis; governments are not as flush with resources as they were pre-economic meltdown. But more importantly, after a half century of implementing development programs, we must admit that while some of our programs have been fantastically successful, too many still fail to achieve the goal of poverty alleviation for the world?s poorest. Moving forward, we are forced to recognize that achieving success in scale and sustainability is not always accomplished from our work alone. As the director of international programs for Africare, a nonprofit with more than 40 years of experience implementing community-based development programs in Africa, I can report that our organization is changing the way we think about successful development partnerships. Africare recognizes that for too long the mining sector and nonprofits have been at odds, choosing noncommunication as a ?solution? to the problem. Both sides now recognize that this standoff is outdated, and Africare, specifically, is ready to cross the proverbial line. We see the potential benefits of mining for local communities and, when done responsibly, the opportunity to properly manage Africa?s resource boom as a benefit to all. There are challenges in this conversation. Many mining professionals view nonprofits as whistle-blowers, ready in a pinch to speak to news sources and complain about poor operational standards. Those are advocacy organizations, and while their role is important, they are not the only nonprofits interested in mining operations in developing countries. "The mining industry suffers from a number of incorrect perceptions, one of which is that it is an outdated industry that has not changed for hundreds of years. But the truth of the matter is that mining is a vibrant, highly complex industry that not only employs highly skilled and educated professionals but is also often on the cutting edge of technology. It is an industry with projects that are ever-evolving and among the most challenging engineering feats in the world.Take for instance the U.S. 53 Highway Relocation project in Virginia, MN. While more of a civil engineering job than a traditional mining project, it is still a complex engineering challenge taking place in a mining environment that has called on the skills of eight state agencies, three federal agencies, a host of contractors and many consultants, including many from the local mining industry in the Iron Range of Minnesota.In 1960, the Minnesota Department of Transportation (MnDOT) constructed U.S, Highway 53 on a private easement owned by US Steel that cut across a massive taconite deposit. MnDOT constructed the highway with the agreement that if the highway needed to be moved to access the taconite deposit before 1987, US Steel would foot the bill. And if the move was required after 1987, the responsibility would fall to MnDOT. In 2010, MnDOT received the notice that the highway would have to move as property owner United Taconite planned to access the ore, setting in motion one of the greatest engineering challenges, and the highest risk project, in the history of the states’ transportation department.Pat Huston, U.S. Highway 53 Relocation project manager, opened the 90th SME Minnesota Section Conference in Duluth, MN on April 19 with a presentation about the project that includes 5 km (3.2 miles) of fourlane highway and a new 345-m (1,132-ft) bridge that will be the tallest in Minnesota when it is completed later this year.“This project was not business as usual,” Huston told the packed crowd. “Highway 53 connects Canada and the Iron Range to Duluth and Lake Superior. Risk ranking of projects is one of the importance parts of the complicated risk management procedure. Recognizing the riskiest criteria enable the managers to plan for risk reduction. The first stage for meeting this aim is defining the risky parameters and then working to establish order between them. There are variety methods for risk ranking. The ELECTRE method is one of the best among the multi criteria decision making methods. In this paper with implementing the fuzzy ELECTRE, The risky criteria in the Tehran Subway project are being ranked. The result of this research presents damage and accident of machineries as well as the lack of labor and equipment safety is located in the first order. Collapse factors and local prices are in second rank. Also wrong design, pollution, urban facilities damageable are in third to fifth respectively. Delay and ? are located in the last positions.

"There are few people more qualified to speak of the tumultuous times in the global mining industry during the past four years than Newmont Mining Corp. president and chief executive officer Gary Goldberg.Goldberg stepped into his current position in 2012, just before MINExpo 2012. Gold prices had hit record highs not long before that ($54.15/g or $1,856.40/oz on Sept. 8, 2011), expansions were happening around the world and the gold mining sector was still living in the glow of one of its longest upswings in history.That all changed between April 8 and April 15, 2013 when the price of gold dropped by nearly $200/oz ($46.27/g or $1,586.20/oz on April 8 to $40.45/g or $1,386.80/oz on April 15), putting an end to the decade-long mining boom and forcing mining companies like Newmont to re-evaluateeverything.Three years later, with the gold sector recovering, Newmont Mining is not only surviving but is thriving with a pair of mines coming online, Long Canyon in Nevada and Merian in Suriname. On Oct. 1, the Merian Mine went into production on time and more than $150 million under the initial development capital budget.Goldberg, who was one of the featured speakers at the opening session of MINExpo International 2016 on Sept. 26, also spoke with Mining Engineering about the previous four years and the future of the industry.“Mining goes through cycles all the time and gold is no different,” Goldberg told Mining Engineering when asked about surviving the downturn since 2012. “I thought it was important that we take a good methodical and steady approach across the business to determine what was the right thing to do and to set the business up to improve performance. Anyone can cut costs for the short term, but we set out to do it in a sustainable and reliable way. We created a program we call Full Potential to look for sustainable ways to reduce costs and improve productivity. That program has taken more than a billion dollars out of our costs since we implemented it 2013 and that shows up in our results. Our all in sustaining costs are down 28 percent and our productivity is up 39 percent.”During the downturn, Newmont restructured its business model, sold off some assets and created a leaner, more nimble operation. It has paid off with the addition of two new mines and the acquisition of another, the Cripple Creek & Victor Mine in Cripple Creek, CO.“The gold industry had not seen a downturn in 12 years. We had half a generation that had not experienced a downturn, so helping them through that in an organized way and keeping a view toward the long term throughout the downturn was important. We were one of the few companies that continued to invest in assets,” he said."

"During the past nine years the number of cellular phones connected to a network has increased from 34 percent of the world’s population in 2005 to 93 percent in 2014. These phones are powered by a combination of materials including elements such as gold, silver, copper and rare earths. And, as more parts of the world become connected to networks, the number of phones being produced, and the elements they will need, will continue to increase. The demand comes as prices for these commodities are slumping and access to the commodities is getting more difficult, technically and socially.These mobile devices have connected people around the world in ways that could not have been imagined two decades before, and, ironically, this communication has strengthened opposition to the development of the mines that produce the very materials they need to operate.In his keynote address to the 2014 SME Arizona Conference at the JW Starr Pass Resort in Tucson, AZ, on Dec. 8, 2014, John O. Marsden, SME President and president of Metallurgium, spoke to more than 500 attendees about the challenge to produce the materials that society needs while at the same time challenging the general public’s perception of mining that is often inaccurate and less than favorable.Marsden highlighted the amount of raw materials that will be needed not just for phones, but also for things such as automobiles, including electric cars, as a way to illustrate the importance of mining. Even so-called green products such as Tesla cars, which require about 317 kg (700 lbs) of aluminum, 13 kg (30 lbs) of copper and 36 kg (80 lbs) of cobalt for their eco-friendly batteries, will need materials mining provides.These are some of the numbers that the general public is often unaware of. They are part of the necessary things that mining provides for society but are rarely reported on. Instead, it is the accidents like the tailings spill at the Mount Polley Mine in British Columbia and at the Buena Vista Mine (Sonora, Mexico) that grab headlines and stick in the minds of the public, adding more challenges to an industry that already has its own complex technical challenges to deal with."

Mining on Bureau of Land Management (BLM) administered lands is affected by Federal laws and regulations requiring the mining industry to plan for the environmental consequences of surface disturbance. Regardless of the requirements for obtaining a claim, permit, lease or contract to mine, a notice or a mining and reclamation plan will be submitted and an acceptable environmental document must be prepared prior to mining. A bond may be required based on the results of the environmental evaluation, public interest and the operator's past history of compliance. In several areas, Federal requirements are different from California's requirements under their Surface Mine and Reclamation Act (SMARA). Therefore, the BLM is negotiating with the State in order to work out problem areas of responsibility and duplication of effort.
