"INTRODUCTION This past year commodity prices continued their dip with increased volatility causing market values to slide another 16% putting increased pressure on even the largest companies to improve their free cash flow.[1] Without a recovery in commodity prices in sight, companies must find a sustainable method to improve returns in the current economic climate. In an effort to improve plant sustainability, the mineral processing industry is investing in advanced automation technologies and innovative processing methods that are both more reliable and more efficient than ever before. One such breakthrough technology is Heap Leaching (HL). This method of extraction has certain advantages over traditional metallurgical methods making previously unsustainable operations economically feasible. While HL is already seeing use in the gold and copper industries among others, recent developments may allow for the use of HL to process primary sulfide ores which make up about 80% of today’s ores.[2] For this reason, this emerging technology is poised for exciting growth. Unfortunately, as with any process change, the implementation of HL projects requires significant training on both the control system as well as the underlying process, and further, due to the complex nature of the HL process, this can be a particularly difficult task. DEMOGRAPHIC TIME BOMB Even before the implementation of these new technologies, the availability of the skilled workforce has already become a significant problem for the mining and mineral processing industries. From a survey of 912 mining professionals, Stratum International found that a mere 0.4% of senior level candidates were between the ages of 25 and 34 and a similar proportion aged over 75 years.[3] This indicates that there is both a deficiency of young skilled workers and a skilled workforce that is retiring earlier than the previous generation. Combined with data published by the US Department of Labor stating that the median age of the mining workforce is approaching 50 years old, research suggests that up to 50% of skilled mining and mineral process professionals are expected to retire in the next 5 years, leaving with their irreplaceable knowledge and experience.[4] While it is projected that the labor pool will be sufficient to fill open positions, the real question is if this young workforce will have necessary skill sets and experiences. In addition to a rapidly aging workforce and an inexperienced labor pool, a study done by the Oil and Gas Journal showed that it takes about 7 years, on average, for new workers to achieve a level of competency that permits them to assess risks and appropriately make decisions.[5] Not only is this figure is in direct conflict with the typical tenure of 5 years in one position meaning that the thinly spread skilled labor will be required to become senior staff before they are able to achieve competency in their current role, this also means that these millennials are not given the opportunity to become competent in their role before the retirement of the more experienced workforce."

When a large area of open gob collapses suddenly, a windblast is produced that can cause considerable damage throughout the infrastructure of a mine. In a few cases, the windblast has been accompanied by ignitions of methane and/or coal dust. This paper describes the conduct and results of laboratory tests involving the compression of mixtures of air, methane and coal dust under a falling weight and while allowing controlled escape of the mixture. The transient responses on pressure and temperature sensors were recorded. In addition to an analysis of those records, the paper highlights those conditions in which ignitions occurred.

On August, 31, 2006, Tropical Storm Ernesto hit the City of Richmond, Virginia. The Battery Park area was hit particularly hard, as flooding forced an evacuation of the area. A large sinkhole collapsed a sewer line in the Battery Park area, blocking the pipe and causing more serious flooding. This case history describes the fast track design, bidding, and construction of an emergency tunnel to bypass the collapsed sewer. Innovative value engineering, tunneling and shaft sinking methods, and final lining design all contributed to the success of this project. The storm inundated Richmond, Virginia with up to twelve inches of rain in some areas causing widespread flooding and damage. One of the hardest hit areas of Richmond was Battery Park. A major trunk sewer in the Battery Park area collapsed causing local combined sewer and storm-water flooding. The collapsed sewer was an 8'-3" wide by 9'-6" high arch sewer that was constructed in the nineteen twenties and later filled over with municipal solid waste and a soil fill cap to current elevations. A sinkhole was created in the area of collapse approximately sixty feet deep and one hundred feet in diameter causing the existing arch sewer to become blocked. As a result of this blockage contaminated flood waters reached depths in low lying areas in excess of twenty five feet. [ ]

Pre-support measures for urban tunneling have seen a substantial development in the recent past. Ground improvement techniques, pipe-arch and spiling methods now allow for non-disruptive tunneling at very shallow depths under sensitive structures, rail tracks and roadways. The paper presents experience gained on national and international projects built over the past decade that represent case histories and therefore may be used as guidance for the development of similar solutions for future tunneling projects at shallow depths. Reference projects include tunnels for the Washington, DC Metro, London Underground, Dulles Inter-national Airport, Busway tunnels in Boston and the Ft. Canning Tunnel in Singapore.

The study evaluates the hydrological behaviour of exposed and covered waste rock dumps. The objectives were to determine the major factors influencing unsaturated flow in waste rock dumps and covers, and to improve the in-situ, laboratory and numerical modeling characterization methods. Using material properties obtained from in-situ and laboratory tests, waste rock dumps of different configurations, with and without covers, were modeled. It was found that a properly designed “Store, divert and release” (SDR) cover allows most of the water to be diverted downslope and discharged outside of the waste rock dumps. The SDR cover seems to work efficiently even in extreme storm events. The numerical modeling results show that the unsaturated hydraulic properties (e.g. air entry value and water entry value) of the materials largely control the infiltration of water into waste rock dumps.

There are three principle lines of evidence that indicate the clay minerals found in the Goathill North (GHN) rock pile at the Molycorp mine are predominantly a product of hydrothermal alteration, not weathering. The unweathered drill core and samples from GHN have similar types and abundances of clay-mineral groups based on XRD analysis. Chemical analyses from the electron microprobe reveal similar chemical compositions for the hydrothermal alteration clays in drill-core samples and clays found in the rock pile. Textural evidence gathered from petrographic and microprobe examination also suggests a hydrothermal origin for clay minerals.

Machine-related injuries are one of the major safety concerns in underground coal mines. Severe injuries and fatalities occur when a miner is struck, crushed, or pinned by mining equipment such as a continuous mining machine (CMM), shuttle car, or a scoop. Proximity detection systems (PDSs) have been applied in mining to reduce these types of injuries and fatalities. All of the PDSs that are currently approved by the Mine Safety and Health Administration (MSHA) for use in underground coal mines are magnetic-field based and could be affected by metallic objects such as trailing cables. Researchers from the National Institute for Occupational Safety and Health (NIOSH) investigated the influence of trailing cables on the performance of PDSs. In particular, the magnetic field coupled from proximity system generators to a de-energized trailing cable was characterized. The results show that significant energy can be coupled from the proximity system generators to a trailing cable when there is a closed loop in the cable. The effect on PDS performance from the magnetic field radiated around an energized trailing cable was also quantified for different current amplitudes in the cable. It is shown that the magnetic field caused by the electric current in the trailing cable mainly consists of a 60-Hz signal and its harmonics which causes little interference to the PDS. The results presented in this paper can help PDS manufacturers to design better systems that are more immune to these effects.

From a vast army of workers to gargantuan machines to immense volumes of material being moved, almost everything about the Port of Miami Tunnel (POMT) project points to tunneling on a massive scale. Almost.The star of this underground and underwater show is a Herrenknecht tunnel boring machine (TBM,) nicknamed ?Harriet? by a local Girl Scout troop. With her 12.9-m- (42.3-ft-) diameter cutting head and a total length of 139 m (457 ft), Harriet is boring through thousands of cubic meters of clay, dirt and sand, which is often mixed with coral and other materials, to create two 1,280-m (4,200-ft) traf?c tunnels connecting Watson Island and the Port of Miami (Dodge Island) beneath Biscayne Bay, FL. But in the midst of all of the oversized equipment and machines, a strong contender for the best supporting nod goes to a relatively tiny machine: the Brokk 400. Bouygues Civil Works Florida crews are using the compact, remote-controlled and electric-powered machine to excavate five cross passages between the twin traffic tunnels. The pas-sages will be essential to the safety of people who drive their vehicles under the bay every day.

"In a time that seems to be dominated with nothing but bad news coming from the mining industry, there is a success story that has been quietly happening in Southwestern Wyoming for more than 60 years, and it is one that is likely to continue for many decades to come.Beneath the wind swept high desert plains of Sweetwater County, WY, about 32 km (20 miles) west of Green River, lies the Green River Basin where five companies, including Tata Chemicals North America (TCNA), are mining the world’s largest known deposit of trona and, in turn, are collectively producing 15.3 Mt/a (17 million stpy) of soda ash.“We have a long-term growth story that has been, and will continue to be a steady earner for many years to come,” said J. Martin Keighley, managing director of TCNA who has been in charge of the mine, formerly known as General Chemical Industrial Products Inc., for Tata Chemicals for about three years.According to the U.S. Bureau of Land Management (BLM), Keighley is safe with his prediction of future success. The BLM estimates that there are enough reserves in the Green River Basin to last another 2,000 years. Currently, four trona beds in the Green River Basin are being mined and in all, there are 25 major trona beds that occur within the Wilkins Peak Member of the Upper Eocene Age Green River Formation. The trona deposit as a whole covers about 2,500 km2 (1,000 sq miles) within the Green River Basin.And imagine, this economic mainstay in the region was discovered accidently.Prior to 1948, soda ash, the salable commodity that comes from trona and is used in a host of products including glass and detergent, was produced synthetically. In 1938, an oil and gas exploration team working in the Green River Basin came away with a find that would change the soda ash industry and the physical and employment landscape of southwestern Wyoming forever. Within 10 years, the communities of Green River and Rock Springs, which were built largely on the back of coal mining and railroads, had another commodity beneath their feet."

One would be hard pressed to find another project as complex as this one given its configuration, the variety of issues to address and the required construction techniques. Contract C710 is currently under construction as part of Sound Transit’s Link Light Rail, connecting downtown Seattle with Sea-Tac Airport. The paper describes the construction-to-date of the deep mined station under Beacon Hill using the Sequential Excavation Method (SEM). This deep “binocular” station is being mined through some of the most challenging soft ground conditions in the USA. The excavated volume of the station is approximately 60,000 cy (46,000 m3) and the station comprises a variety of geometries and cross sections ranging from 235 sf (22 m2) up to 1,670 sf (155 m2). This underground complex includes platform, concourse, cross-passage and emergency ventilation tunnels together with station egress and ventilation shafts. Various excavation sequences are in use for the different tunnels including the twin-sidewall drifts for the impressive45 ft (13.7 m) wide by 42 ft ( 12.8 m) high concourse cross adits. This station has two train platforms approximately 165 feet (50m) below the surface. This station, constructed in highly variable glacial deposits including water bearing sands and silts approximately 50 ft below multiple perched water tables in an urban setting, creates a very unique and challenging situation. The ground is being managed with various types of ground improvements such as jet grouting and vacuum assisted deep dewatering wells from the surface, and from underground by use of “SEM Tool-box Items” such as barrel vault canopy, grouted pipe and rebar spiling, chemical grout,

The development of information concerning mesothelioma in South Africa started with the 1959 finding of Dr. J. Christopher Wagner of cases of mesothelioma in persons living in the vicinity or working in crocidolite mines in Cape Province. After more than 40 years, the data from South Africa now provide important insights into the differences in mesothelioma risk associated with different asbestos fiber-types. Three case series reports and one analytical report were reviewed in this session. In total, information on 504 proven cases was presented. There were 28% of cases arising from occupational exposure in mining, 35% from non-mining occupations, 23% from environmental exposures; 14% where no exposure was established and 9% where the exposure was unknown. Among the 129 cases for which occupational exposure and asbestos fiber-type were established, 115 cases were associated with occupational exposure to Cape crocidolite; 1 case associated with occupational exposure to Transvaal crocidolite and 9 cases with occupational exposure to amosite (grunerite asbestos) and 4 cases with occupational exposure to mixed fiber-types. There were no cases associated with chrysotile asbestos. There were 33 cases of environmental mesothelioma linked to Cape crocidolite exposure and 2 to exposure to amosite and crocidolite but none to Transvaal amosite alone or to chrysotile. The evidence shows that amosite is capable of causing mesothelioma but that the major risk in South Africa is associated with Cape crocidolite.

A limestone mine in Ohio has had roof instability problems that have led to massive roof falls extending to the surface. This paper describes a collaborative study of these events undertaken by the National Institute for Occupational Safety and Health and the mine owners. The study focuses on the roles that weak, moisture-sensitive floor and weak bands in pillars play in a general instability that led to roof falls at this mine. The NIOSH Stone Mine Pillar Design software (S-Pillar) does not include analysis for weak floor or weak bands and recommends that when such issues arise they should be investigated further using a more advanced analysis. It is important to recognize that without the impact of the floor or weak bands, the calculated inherent stability factor for these pillars is within the recommended design range. Therefore, to further investigate the observed instability occurring on a large scale at the Ohio mine, FLAC3D numerical models were employed to help determine the failure mechanism. Roof-to-floor convergence monitors were also installed in the areas predicted to have further instability. This case study will provide important information to limestone mine operators regarding the impact of weak floor causing the potential for roof collapse, pillar failure, and subsequent subsidence of the ground surface. This recent case demonstrates that weak floor can be a significant factor in pillar stability and should be assessed during the design stage of the mine.

Installation of a horizontal air blocking shelf around the inside perimeter of the surface mining drill deck shroud is proposed to improve dust capture. Without the use of this shelf, a strong coanda effect airflow pattern results in dust leakage to the environment, especially at the shroud-to-ground interface. Bailing air exits the drill hole and travels along the drill steel to the underside of the table, where it fans out across the bottom of the drill table and continues down the sides of the shroud. This dust-laden bailing air then strikes the ground and fans out under gaps between the shroud and the ground. The proposed shelf prevents dust-laden air from striking the ground by redirecting it toward the center of the enclosure, where it can be captured. Laboratory tests demonstrated that the shelf reduced dust levels outside of the shroud by 81% under operating conditions consisting of a 1.9:1 collector to bailing airflow ratio, and a 5.1-cm (2-in) gap between the shroud and ground. The shelf was 15.2-cm (6-in) wide and located at a height equal to 2/3 the distance measured from the bottom of the shroud to the bottom of the drill table. The air blocking shelf was also capable of overcoming the adverse impact of vertical leakage along the shroud seams as long as this leakage was confined to an area below the horizontal plane defined by the shelf location.

Combustion processes, comminution and materials handling can generate airborne particulates. Regulation of these particulates by the U.S. Environmental Protection Agency (U.S. EPA) is becoming progressively more stringent, and regulations will soon include ?nanoparticulates,? which are particles finer than 100 nanometers (0.1 mm). Nanoparticulates are believed to have significant negative health effects due to their high surface area and reactivity. Although it was argued that nanoparticulate concerns were only important for combustion, studies at Michigan Technological University have shown that materials handling and comminution release significant quantities of nanoparticles into the air. Laboratory studies have shown that the use of sodium metasilicate reduced airborne particles finer than 10 mm (PM10) by 86% and particles finer than 2.5 mm (PM2.5) by 80% for iron ore. Additional studies were conducted that revealed that nanoparticulate emissions were present in the types of operations conducted at pyrometallurgical facilities.

The exploiting of geothermal steam is a new endeavor in this country and is for that matter a very new science in the world. With the majority of steam wells in the world having been drilled during the last twelve years relatively little experience and knowledge has been gained that can guide us as compared to the techniques the oil and gas producers have developed for their use. We few technical personnel associated with the field find it a continuous challenge to understand and explain what effects or causes the various unusual phenomenon experienced. We have had unending discussions attempting to formulate pet theories which we can use as guides. We know, so the geologists tell us, that the source of the heat is from the hot magmatic core of the earth. Theory has it that the magma is cooling off and that hot gases are given off as this magma cools and shrinks. In volcanic' areas along fault lines where the magma reaches closer to the surface than in other areas, there is a higher concentration of gas evolution; consequently, geyser or geothermal areas are developed. As these hot gases rise toward the surface they encounter various minerals, including overlying bodies of water. It is into these underground lakes that our wells are penetrating. As the heat enters these lakes it spreads out by conduction, convection and water migration. We can strike this hot water over quite large areas in many of the geothermal fields. At present there is one anomaly to this in the United States as there is in Italy where our wells do not penetrate a hot water lake. This is at The Big Geysers in California. Here superheated steam is produced with a heat content, so high that it could not have been boiled off of a fresh water pool. This puzzled us until last year when a well was completed into a large body of brine in the Imperial Valley. This brine exists at close to 500°F and at a hydrostatic pressure sufficient to preclude any boiling. It is now believed by some of us that a similar pool of brine must exist below The Big Geysers area, from which the steam is emanating. If there is such a brine pool, it offers a plausible explanation of the high-heat content, for brine boils at a higher temperature than fresh water. I am now beginning to think that a similar brine pool may exist under all the geothermal basins for if it is under two of them, it is highly probable that it is under the others. The partial understanding of what we are drilling toward, and formulating a theory to explain its behavior helps guide us in our steam well drilling.

The National Mining Hall of Fame and Museum (NMHF&M) will induct the 2013 National Mining Hall of Fame class on Sept. 14, 2013. The ceremony will take place at the Brown Palace Hotel in Denver, CO. Representing the domestic and worldwide metal production, education, and health and safety sectors of the industry, this year?s five inductees cover a diverse cross-section of the mining industry. The inductees are: Charles F. Barber, Donald W. Gentry, Patrick H. O?Neill, Milton H. Ward and David A. Zegeer. They will join 218 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame at the 26th Annual Induction Banquet and Ceremony. They were selected for being visionaries, leaders and ambassadors, both within their own sectors and across the industry at large. Barber was a top executive at leading U.S. metals producer Asarco from 1956 to 1982. During his tenure, Asarco responded successfully to the demanding requirements of new environmental legislation in the United States and to changing concepts of foreign investment in mining, especially in Latin America. Gentry?s career took him from being a working mining engineer, to renowned mining educator, to president and chief executive officer of a mining company. As an educator, he had a positive impact upon hundreds, if not thousands, of new mining engineers and many others who took his short courses in mine economics. During his years in South America, O?Neill did everything from supervising operations of 15-bucket ladder gold dredges to becoming president of International Mining Corp. As an executive, he emphasized provision of education and training to local people working at mine sites for which he had responsibility. Ward?s experience covered the world and spectrum of metals, minerals and ores, ranging from A to Z (antimony to zinc and Australia to Zambia). He was president, chairman and chief executive officer of Cyprus Amax Minerals from 1992 to 1999, and he was president and chief operating officer of Freeport-McMoRan from 1983 to 1992, during which time he was instrumental in developing Freeport?s world-class Indonesian operations. Zegeer dedicated his mining career to protecting the health and safety of miners as a corporate executive, head of the U.S. Mine Safety and Health Administration (MSHA) and community leader. His tenure at MSHA coincided with a period of remarkable progress in U.S. mining safety .NMHF&M Board of Directors Chairman Paul C. Jones said: ?The five outstanding gentlemen being honored this year as inductees into the National Mining Hall of Fame are classic examples of the leadership and work ethic that has made America?s mining industry the world leader in technically sound, environmentally and socially correct, and economical mineral production that sets the standards for mining worldwide. We are very proud to add these five legendary gentlemen, who have demonstrated their sound technical and management skills to advance society on a worldwide basis, to our current list of 218 inductees being honored by the National Mining Hall of Fame.? 2013 Prazen Award winner ? As 1979 drew to a close, it was obvious that China would have another good year with output of most industrial products at 3-9% above levels attained in 1978. Most increases were registered on the basis of maximum utilization of existing capacities and nationalization of procedures and methods. There were also distinct improvements in the quality and variety of products. Coal output probably surpassed the 650-Mt level in 1979. Steel output was expected to reach the 35-Mt level, an increase of nearly 10% over 1978. Based on the vast amount of housing and road and project construction, cement production more than likely surpassed 70 Mt. The nonferrous base metal industries improved somewhat in 1978, but actual output levels in recent years may have been a little higher than previously estimated by the outside world. Stagnate world demand slowed growth in the "export metals" sector. Minerals like magnesite and talc were produced at tonnages much larger than previously thought, with gold also falling into this category. Sulfur and pyrite production are still short, although a big pyrite mine was being brought into production. Barite out-put was reportedly up and fluorspar output held its own. Westerners generally concede that difficulties in transportation and power supply are holding back mineral production. Throughout 1979, basic construction continued on the majority of projects started by the Chinese and those few foreign projects contracted before the adjustment of industrial priorities. Foreign Ventures Perspective The foreign connection looms large in China's plan for modernization. In effect, it is an extension of what China wants to do in terms of "walking on two legs"-that is, develop what can be done locally to the fullest extent, then rely on international technology to move into the bigger and more complicated projects. Foreign projects are designed to complement domestic projects rather than replace them. Many foreign projects were started or continued by the Chinese in 1979. Building the necessary infrastructure for the projects is usually a Chinese endeavor and requires Chinese technicians and money. In areas with a strong economic base, this activity proceeds without foreign aid. In other areas, added funds are requested. Foreign funds can come in many forms-equipment technology, low interest loans, equity capital, advance-of-funds on the basis of future delivery in kind, and joint venture money. The Chinese are exploring all these avenues, with the strategy of minimizing foreign exchange needs for individual projects. They feel very uncomfortable with high interest rates, even though interest can be treated as operating ex¬pense rather than capital expense. Then there's the question of rights. The problems associated with abandoned minelands are so extensive that neither federal, state, or local governments nor the mining industry nor watershed groups can adequately address these problems individually. By combining talents and resources, however, these problems are being solved efficiently, effectively, and economically. Utilizing existing water monitoring data, local public-private partnerships have successfully designed and built passive systems within five weeks to six months which treat discharges up to hundreds of gallons per minute that vary in quality from net alkaline to highly acidic, containing as much as 200 mg/L dissolved iron and 70 mg/L dissolved aluminum.

On Dec. 20, 2013, an 8-m (26.2-ft) diameter Robbins hybrid single shield/earth pressure balance tunnel boring machine (EPB TBM) was launched to bore the Grosvenor decline tunnel for Australia?s Anglo American coal mine. The machine was built using onsite first time assembly (OFTA) in order to fit within a tight project schedule. Assembly at the remote jobsite near Moranbah, Australia took about four-and-a-half months, and then the machine was walked down into a launch tunnel. Two decline tunnels, at grades of 1:6 and 1:8, will be used for mine access to new coal seams. The hybrid machine is tackling mixed ground conditions ranging from sand and clay to varying types of sedimentary hard rock up to 120 MPa UCS, as well as coal seams. Methane gas is expected to be present throughout the tunnel, so the machine has been designed as explosion-proof-compliant to ERZ-1. ?Grosvenor is the first underground coal mine in Queensland to use a TBM for drift construction,? said Glenn Tonkin, Grosvenor project director. ?We are proud to be pioneering this technology.? Only about 300 m (984 ft) of ground in each decline tunnel is expected to require EPB mode, while the rest of the tunnel will be bored in hard rock mode. Thus, the design was optimized toward hard rock excavation.

The US mining industry today is fighting for its existence. We are plagued by the shortage of materials, of equipment, of fuels, of capital, of manpower. If we solve those shortages, we are then frustrated in our attempts to open a new mine or, perish the thought, a new smelter. If we manage to make a profit, demagogues will accuse us of stealing from consumers; and, if we do not make a profit and have to shut down, the same demagogues will accuse us of creating unemployment. Meanwhile, in every aspect of our business - from research, exploration and development, to production, marketing and selling - we are hindered in every way by the bipartisan mismanagement and crippling controls of a government bureaucracy gone amok. We are fighting a war on every front. Some of you realize that ours is a war of ideas. In order to win, our industry must make its ideas heard. But to be heard, we must have something to say - which means: we must know our case logically and consistently, all the way down to essential principles. A principle is a primary truth applicable to a great number of instances. A principle is like a road map: it shows you all the possible alternatives for getting from where you are to where you want to go. Although practically everybody recognizes the usefulness of a map and the need to consult it to find the best way' to get from one city to another, most people are not as careful in charting the course of their life, or the course of their industry, or the course of their nation. And so they act blindly, at random, by the whim of the moment, and get nowhere fast.
