Waste clay ponds are a necessary part of the phosphate rock beneficiation process. They are large, averaging a square mile in size; unsightly, in that they protrude 20 to 50 feet (6 -15 meters) above natural grade; stabilization and reclamation is slow; and they have had a history of catastrophic failure. The State of Florida has never published a specific rule regarding the configuration or height of these ponds, but has enforced numerous policies along these lines. The current rules are given and interpreted, along with the reasoning for current policy. In addition, an overview of the history of the policies, and an attempt at explaining the reasons for the changes that have occurred is given. The industry has been forced to make major monetary decisions, having effect for decades on mine economics, in a constantly changing regulatory environment. The Bureau of Mine Reclamation is confident that a direction of regulation has been solidified, but changes are still to be anticipated.

When plotted as head vs. volume, fan curves start high and decrease in head with increasing volume while mine head curves start low and rise with increasing volume. Their intersection is the system operating point But wait a minute: Isn't head loss a negative number, a debit? And isn't fan head an energy addition, a credit? This, as every ventilation instructor knows, is often a stumbling block to student or audience comprehension. It is possible to use the intuitively correct curves -pressure losses as negative values and energy additions as positive values -and still obtain the correct operating point: adding the two curves produces a third curve that intersects the x-axis at the operating point, the point at \\tIich the fan energy input exactly matches air circulation energy loss. Using this technique also makes it easier to account for outside influences on the system, such as natural ventilating pressure; with the standard approach it is quite easy to add or subtract such influences to the wrong curve. This approach can be extended to the graphical solution of any series/parallel circuit or ventilation net\wrk. The results are the same, and the approach is logically consistent and less confusing.

The paper discusses the background and theories of the conditions that led to the settlement of a Lovat TBM mining in an earth pressure balance mode on a recent project in Milwaukee, Wisconsin. The settlement occurred independent of human error and caused the cost of the project to increase 50 percent. The project was mined in the highly congested downtown area in alluvial and estuarine deposits, 7.6 m below the water table with a prescribed contract requirement that precluded dewatering in deference to concern for foundations of adjacent existing buildings.

"Quartz Dust is a major health hazard in underground works, wherever the ground contains quartz and depending on the chosen method of excavation. A research project initiated by the Swiss Tunnelling Society and realized by the Swiss Federal Institut of Technology, Zurich, established a correlation between the potential of quartz dust generation during excavation and well known geotechnical characteristics – the Cerchar Abrasivity Index CAI and the Uniaxial Compressive Strength UCS - of ten typical Swiss rocks. The results are at the center of a new guideline by the Swiss Society of Engineers and Architects on the requirements for early project stages regarding ventilation and logistics in function of the quartz dust related risk of the expected ground type of the project. The approach presented could be applied worldwide, contributing to more effective health protection as well as to better cost stability in underground works. CONTEXT Respirable quartz dust (aerodynamic diameter of particles < 10 micron) is universally recognized as a major workplace health hazard. Chronic bronchitis, silicosis and lung cancer can be caused by excessive exposure to quartz dust, as has been proved by many medical studies. Therefore, the legislations of many nations specify a maximum workplace concentration (Maximale Arbeitsplatzkonzentration MAK, Occupational Exposure Level OEL). In Switzerland, for example, the Threshold Limit Value TLV for respirable Quartz or Crystalline Silica imposed by the Federal Committee on Exposure Levels (Grenzwertkommission) is 0.15mg/m3 air. Some nations refrain from establishing a OEL because of the carcinogenic nature of quartz."

The Davis magnetic tube concentrator is a laboratory machine designed to separate a small sample of pulverized magnetic iron ore into magnetic and non-magnetic fractions. It was developed in 1921 by mechanization of a test previously performed manually. (1)(2)(3)(1) No significant changes have been made in the design of the apparatus since that time. The Davis magnetic tube test continues to serve as a practical basis for judging the amenability of an ore to magnetic separation and for controlling magnetic separation plant operations. The apparatus consists of an inclined cylindrical glass tube supported adjacent to closely spaced pointed poles of a powerful C-magnet. (Figure 1). To conduct a tube test, a sample of a suitably prepared ore is poured into the water-filled tube. With wash water flowing through, the tube is oscillated to gradually reject the weakly magnetic ore particles until the desired degree of separation is attained. Both the magnetic concentrate and the tailings may be recovered for examination.

A recent coal mine elevator accident resulted in serious injuries to four passengers. The miners struck the ceiling of the elevator car as it collided into the overhead structure at an estimated speed four times faster than normal. In response to mine hoisting accidents, safety authorities have required additional protective devices on new and existing mine hoists and elevators. This paper examines supplemental safety circuits and new devices designed to provide ascending car overspeed protection on mine hoists and elevators. These devices provide needed protection that eliminates the hazard or significantly reduces the potential of a mine hoisting accident.

Electricity is a major cause of lost-time accidents and fatalities in the mining industry. Major hazards and unsafe practices that contribute to electrical hazards are identified in this paper. Recommendations for reducing electrical accidents in surface mining are given and are directed toward the following three areas: preventing equipment contact with overhead lines, preventing maintenance related accidents, and defining system protection techniques.

The use of frozen soil as ground improvement and temporary ground support for the excavation and construction of cross passages and adits has gained in popularity over the last decade. Frozen soil provides a number of advantages for this application such as being waterproof, structurally stable, and working well with any soil type. One of the greatest advantages is the ability for the system to be adaptable to the project geometry and site limitations. Multiple case histories illustrate that freezing can occur from the ground surface, from within the tunnel, or as a combination.

In most open pit operations mining porphyry type deposits, production planning rests on an are reserve inventory block file which is derived from diamond drill hole data. With such a practice, the way by which block values are generated is critical and in the recent years many studies deal with the comparison of different estimation methods for block grades (Mueller, E. (1), Knudsen et al (2) (3), Barnes, (4), Williamson and Mueller (5). Typically in such studies, one selects a bench or a group of benches where there is a "sufficient" number of blast holes (BH) with assay values in each of the blocks (generally 30.5 x 30.5 m (100 x 100 ft) or 15.2 x15.2 m (50 x50 ft). Then the arithmetic mean of the BH values in each block is computed and it is assumed to represent the real block grade against which different estimated values are compared. However it is sometimes observed that the variation of these BH values within a block is high and that their arithmetic average may significantly differ from the real average grade of the block (Barnes (4). The problem of the precision of the mean BH grade in a block has been examined by Williamson and Langlois (6) in an experimental way. They strove to find a better estimate of the average block grade than the mean BH grade but their results were not conclusive. The purpose of this study is to investigate the same problem within the frame of geostatistical models (David (7). Besides practical results obtained with these models, two general points are emphasized and illustrated in the text. First, "good results" are obtained if "good geostatistics" is done (David et al (8).

The world&apos;s largest grinding mill operates at the Cadia Hill Mine in Australia. Svedala Industries supplied the 12.2-m- (40-ft-) diam, 20-MW Cadia gearless, semiautogenous grinding mill (SAG). This was a leap of more than 40% above the largest operating SAG mill. This article reviews the significant items involved in the development, design, manufacture, installation and operation of this mill. Description of the Cadia project The Cadia Hill Mine is located 25 km (15 miles) southwest of Orange, in the Central Tablelands of New South Wales, Australia. The mining lease covers about 3,100 hm2 (7,660 acres) of the Cadia Valley. The Cadia deposit is a large, homogeneous, low-grade, porphyry-type, gold-copper resource. Current reserves stand at 202 Mt (222 million st), grading 0.73 g/t (0.02 oz/st) gold and 0.17% copper. They contain 146.2 t (4.7 million oz) of gold and 347 Kt (382,500 st) of copper. The operation consists of openpit mining and ore processing to produce gold bullion and a gold/copper concentrate. The operation processes 17 Mt/a (19 millon stpy) of ore to produce 91 kt/a (100,300 stpy) of concentrate and 9.1 t/a (293,000 oz/year) of gold. The plant operates two 12-hour shifts a day and had a targeted availability of 94%. The plant facilities include a copper concentrator, o water supply system, an openpit mine, tailings pipeline and dam, and a concentrate pipeline and dewatering facility located in Blayney, about 35 km (22 miles) from the concentrator. Significant features of the process plant include o primary crusher and stockpile, a reclaim conveyor system feeding, the Cadia SAG mill (Figs. 1 and 2) and two 6.7-m- (22-ft-) diam ball mills (Fig. 3). A portion of the gold is extracted in a gravity circuit. The balance is extracted with the copper in the flotation section of the plant. Concentrate is thickened and piped about 35 km (22 miles) to the filter plant and rail loadout facility located in Blayney. Tailings are pumped to a tailings dam and process water is reclaimed from the tailings dam. The water system is designed to control and capture available runoff from local creeks, and to store these waters in dams and weirs. In addition, a major portion of the water for the process plant is treated effluent from the city of Orange and a smaller portion from Blayney Mill selection. The low-grade ore posed a dilemma for Cadia. To achieve a satisfactory economic operation, large-scale processing was required. The selection of the mills, equal to the largest designed and operated at the time, gave a plant configuration consisting of two 11.1- x 5.8-m (36- x 19-ft) SAG mills and three 6.1- x 9.1-m (20 x 30-ft) ball mills. This configuration did not provide the most satisfactory economic model for the project. A review of the single line configuration indicated that a significant reduction in the overall capital cost of the plant could be achieved by increasing the size of the mills and reducing the quantity. Carajás is one of the largest open pit mines in the world. The mine is comprised by a haul road network more than 100 km long, where the need for good roads is paramount and determining of the truck performances. This work integrates, regarding the ultimate pit design, an approach to consider an economic value to an originally unfit material, assuming it has the appropriate characteristics for haul road construction, which sometimes lies over economic iron ore. This measure demonstrated an improvement in the utilization of resources and guarantee the necessary material to the haul road design and Mining Pads maintenance.

The effect of the stability and rheological properties of magnetite dense medium on the separation performance of a 6" dense medium cyclone (DMC) is studied with the use of fine density tracers. The tests in which different size fractions of magnetite are used to prepare the dense media reveal that at low medium densities (<1.5 s.g.), the best separation is achieved when using the magnetite with intermediate particle sizes (du3.2=18 11m). At medium densities above 1.5 s.g., however, it is beneficial to use coarser magnetite. With the fine magnetite dense medium, an increase in medium density results in a decrease in separation efficiency. With the coarse magnetite, an opposite trend is observed; the separation efficiency is improved with increasing medium density. An accurate cutpoint control is critical in gravity separation. The cutpoint shift for coarse feed particles is found to decrease with increasing medium stability (density). It assumes values close to zero in a highly stable fine dense medium. When the size of the treated particles is small (<0.5 mm), the cutpoint shift is mainly determined by medium rheology. With increasing medium density, a continuous increase in cutpoint shift is observed.

Test work indicated and plant operation has since confirmed that SAG milling is a viable option for INCO&apos;s Sudbury Operation milling rationalization project only if pebble crushing is included in the SAG/ball mill circuit. Throughput increases more than fifty percent with pebble crushing incorporated into the comminution process. The finer product of high speed pebble crushing provides further energy savings. The unconventional approach of pumping the pebble crusher product, while simplifying plant layout, has produced challenging wear problems.

"As part of the Metropolitan Transportation Authority’s $10.5bn East Side Access Project in New York, 3,200 m of tunnel had to be constructed in rock, mix face and soft ground conditions beneath one of the largest passenger railroad junctions in North America, handling over 780 trains per day. The use of risk based decision making tools was essential in developing the bespoke contract framework that was adopted as well as making informed decisions once excavation commenced. This paper will outline the risk management process adopted, discuss the risks and mitigation strategies adopted and comment on the impacts of this approach on the as built Project cost and schedule. In particular, the paper will outline the unique approach used to establish the baseline against which the Contractors performance would be measured as the selection of a Slurry TBM to excavate the tunnels was considered to compromise the effective use of a Geotechnical Baseline Report. BACKGROUND AND CHALLENGES Contract CQ031, Queens bored Tunnels and Structures was awarded in September 2009 to a joint venture of Granite Northeast/Traylor Brothers/Frontier Kemper (GTF JV) for $717.6m following a negotiated procurement process. A robust approach was taken with regard to the management and payment for risks associated with the construction of these tunnels. Risk assessments were carried out during the design phase and a risk register was developed prior to procurement. During the procurement phase close attention was paid to ensuring that the allocation and pricing of known risks, together with mechanisms for managing future risks were clearly defined between the MTA and GTF JV.In comparison to the excavation work in Manhattan, which was performed in competent hard Manhattan schist, the tunnels in Queens were excavated predominantly through soft ground with a high water table and complex environmental conditions. Not only did this require the use of pressurized face TBM technology, a first in New York, but also a re-evaluation of the contractual mechanisms used to manage the hard rock excavation contracts for their appropriateness to the soft ground tunnel work."

Area wide pillar failures, or “squeezes,” were once fairly common in underground coal mines. While rare today, they do occur. This paper describes seven case histories that were investigated by MSHA Technical Support. They occurred across the range of US coalfields, in both longwall and room-and-pillar mines, and involved development mining, pillar recovery, longwall panel extraction, and multiple seam interactions. Significant lessons from each are discussed.

This paper focuses on the use of an integrated mine planing software package entitled "REMINE" which was constructed to provide a project evaluation tool for analysis of remining projects. Coal remining constitutes the affecting of sites which have had a past history of mining and have a pre-existing pollutional discharge. Such sites require a Best Professional Judgement (BPJ) analysis. The program was written to provide such an analysis with flexibility in the mine plans which can be analyzed. The process required for a BPJ analysis will be detailed and mine plan simulation performed to demonstrate the analysis.

Coal producers and utilities depend on automated coal blending systems to reduce costs and meet stringent environmental regulations. Over 30 systems installed in the United States since 1987 use on-line PGNAA (Prompt Gamma Neutron Activation Analysis) analyzers to accurately control the blending process. Experience and detailed engineering are required to integrate real-time data produced by the coal analyzer with a control system to meet demanding performance specifications. This article reviews successful installations and lists important features including interfacing analyzers with plant control systems, specifying feeders and weigh scales, and managing data.

The USSR, over the last 20 years, has continued to increase its out-put year by year and it is now almost four times what it was at the end of the Second World War. In 1975, it exceeded 700 million tons of run-oi-mine coal (all ranks) which amounts to over 20 percent of world output. This rapid progress has been due to modernization of the industry, by means of increased mechanization and automation and the development of new machines and systems for underground workings and by the expansion of open-pit workings and the development and implementation of larger earthmoving machines.
