It is always a pleasure for me to address a group of mining engineers. I am doubly grateful when I am allotted sufficient time to describe the total Office of Coal Research program. My remarks are directed to our total program but I trust you will all understand my emphasis of the utilization aspect of our activities since that is my portion of the program. From its inception, the Office of Coal Research has sought out creative ideas for improving our national use of coal by developing new uses, improved mining procedures, lower costs, and appropriate studies with respect to the resource itself. Quite early in the game, our Economics and Marketing Division contracted for studies with respect to New England export market, Western coal, and similar items. Our Mining and Preparation Division has successfully developed a packaged coal-fired boiler and has partially developed a packaged fluid-bed type boiler as well. Our Mining and Preparation Division is working in such diverse fields as treatment of sewage with coal and the separation of coal into distinct-petrographic constituents so that all fractions of the coal can be put to the best possible use. We would like to be doing more work on improved mining methods, better preparation techniques, and any other mining improvement that will benefit the industry and our program. The synthetic fuel plants I will describe later will operate seven days per week, 24 hours per day. We would like the mine to operate on this same sort of cycle and are prepared to support research that will lead to this.

Minerals have many uses in paint systems. These roles include use as primary and extender pigments, sheen control, film durability enhancement, and rheology control. These and other uses of minerals in paints, and the effects of mineral quality variations on coatings performance are discussed. As coatings performance requirements become more demanding, tighter consistency of important mineral properties, such as particle size distribution and purity, is becoming increasingly vital. Future directions of mineral use to meet projected environmental restrictions and performance demands on coatings, including the use of advanced minerals technologies, are examined.

Approximately seven (7) years of recent intensive mining activity in the Wasatch Plateau Coal Field of Utah has revealed distinct geologic patterns which, at times, profoundly influence reserve estimates, coal quality, mine layout, and reserve accessibility. Mine planning, economic feasibility, and resource recovery activities by Getty Coal Company utilize a multi-faceted approach by necessity when evaluating Utah properties. Two specific operating mines offer examples of the affects of adverse geologic conditions on mine operation and project economics.

The enthusiasm with which individuals have participated in mineral exploration in the development of this country testifies to the fact that there was once a very real probability of making a worthwhile discovery. Over the years, the discovery and subsequent exploitation of the accessible ore deposits have made the finding of new deposits progressively more difficult. Present day mineral exploration has evolved from the lone prospector with the grubstaker behind him to a very costly and complex business, involving large sums of money and a staff of experts in the fields of exploration technology. Exploration today must be carried out on a large scale to be profitable. With the involvement of large amounts of capital, there has been a good deal of interest in methods of optimization of the allocation of the resources of a firm 'engaged in mineral exploration. As a step toward this, mathematical models have been formulated which are designed to quantify those variables of mineral exploration in such a manner that they can be integrated with all phases of the firms operations so as to optimize its profit objective or more simply, to make exploration more efficient and effective.

RADON EXPOSURE AND CARCINOGENIC CELL TRANSFORMATION The highest radiation burden to miners is due to inhalation of radon and its short-lived decay products. The quantification of the risk associated with this radiation burden is complicated by modeldependent lung dosimetry, insufficient accuracy of past human exposure data as well as lacking knowledge about potential synergism of various carcinogens. Nevertheless, it is evident from epidemiological studies of miners that inhalation of elevated levels of radon daughters is correlated with increased lung cancer incidence (UNSCEAR, 1977). The situation is further complicated by the lack of reliable data on the biological variability of the latency period for the development of lung tumor under varying exposure conditions. At present information on variation with age is scarce, however, it is indicated that the excess lung cancer rate for workers exposed to high radon levels is considerably higher, if exposure occurs at ages over 40 years as compared to under 30 years of age (Sevc, Kunz, Placek, 1976). Furthermore, latency period is shorter by 6 - 7 years for smokers exposed to elevated radon levels than for non-smokers (Fry, 1976). Analysis of US- and CSR-uranium miner data revealed that the mean latency period is in the order of about 15 years (Jacobi, 1973). These uncertainties, together with medical diagnostic shortcomings, lead to the dissatisfying situation that at present the detection of radon induced injury of mining personal is primarily the assessment of the endpoint, i.e. radiation induced cancerous transformation of lung cells with typically less than 10% chance for recovery. Therefore it would be advantageous to develop practically applicable diagnostic aids to indicate already early precancerogenic changes of cell characteristics. This would permit the identification of specific population groups at increased risk for the development of lung cancer, thereby increasing the chances of more successful medical treatment. Despite continuous improvements in the reliability of test methods for the diagnosis of cancer cells there is still need for techniques, which enable the detection of transformed cells before the onset of invasion of the host organism. It is generally recognized that the transformation of a cell into a malignant state leads to a change of the cell surface, indicating a correlation between membrane-specific immunological properties and loss of growth control. Surface alterations on cells appear to be responsible in part for the malignant state and are not simply secondary effects of the transformation (Schnebli and Burger, 1973). Furthermore, membranes of cancer cells differ significantly from those of normal cells, particularly, in permeability properties (Rastogi, 1976). In dying cells, proteins, glycoproteins, peptides, aminoacids and their breakdown products are released, which block the permeation of the membrane itself. A mammalian cell can be considered as a 3-phase system (interior, boundary, environment) with the membrane forming a heterogeneous barrier between two subsystems. Under normal circumstances a difference of chemical potential is maintained on both sides of the membrane, causing an ion gradient across and fixed surface charges on the membrane. This results in a membrane resting potential (MRP) between cytoplasm and the bulk medium. It has been shown that MRP is a highly sensitive indicator for cellular reactions due to physical, chemical and biological agents, particularly whenever phenomena of transport and ion gradients as well as permeability are involved (Redmann, 1980). The primary interaction of the agent "ionizing radiation" with any form of living matter occurs at the cellular level. The component with the highest hit probability is the cell membrane. In the study presented MRP-changes of human cells were investigated with simultaneous measurements during irradiation and post-irradiation intervals up to six days. Furthermore, the suitability of MRP-measurements of human cells was tested as an indicator for early changes of cellular properties prior to the histological confirmation of carcinogenic transformation. EXPERIMENTAL METHODS Lung cells The biological specimen used were cultured human lung cells and human lung biopsy samples. Monolayers of lung fibroblasts (W138) were grown in petridishes using conventional culture techniques. In addition, transformed lung cells (W138SV13, subline 2RA) were used applying similar culture methods. All petridishes were incubated at 37°C and only cells in logarithmic growth phase were used. Freshly excised lung biopsy samples were obtained from randomly selected male and female patients (20 cases), where suspected or unclear malignancies were indicated by clinical or X-ray observations. At the time of sampling 80 % of the patients were or had been smokers in the past. The samples were taken by means of a stiff bronchoscope introduced into the trachea under local anasthesia with 1 % Novesinsolution (preparation with Atropin and Pantopen). This permitted the observation of both main bronchi down to the segmental bronchials. From each patient two tissue samples were excised from the mucusepithelial layer under visual control with fiber optics and transferred immediately into 1 % NaClsolution. During the past ten years we have experienced a period of rapidly-changing ground rules for the mining industry. Domestically we have had to contend with numerous new regulations controlling the impact of mining-related activities on the environment. However, for the purposes of this presentation we will assume that in the United States, after a certain amount of compromise on all sides, the industry will be able to work within the framework of the new regulations, and therefore we will concentrate on offshore developments. Due to the limitations in time and scope, this paper will be directed primarily toward the metal mining industry. We contend that the U.S.-headquartered mining company should remain active, and even expand its interests in foreign countries in the future. This is our feeling in spite of recent setbacks and the low return on investment experienced in recent years by some of the metal mining companies in their foreign operations.

Minerals contribute to U.S. gross domestic product (GDP) at several levels ? from mining and processing to the manufacturing of Anished products. In 2009, the estimated real GDP of the United States decreased by 2.4 percent compared with, and the estimated nominal GDP was about $14.2 trillion (Table 1). Trends in various sectors of the domestic economy are often reflected in mineral production and consumption rates. In 2009, the continued decline of the housing market was reflected in reductions in the production and consumption of cement, clays, construction sand and gravel, and crushed stone (those mineral commodities that are used almost exclusively in construction). Production of mineral commodities associated with the manufacture of goods for the housing market, such as ceramic tile, heating and air conditioning equipment, paint, plumbing and sanitaryware, roofing, wiring and wallboard also decreased. A hydrologically isolated surface coal mine was reclaimed using acid material handling, alkaline addition and ground-water management techniques. Eight pit floor drains were installed during reclamation to intercept ground-water flow in the mine backfill and minimize water table buildup. All drains began flowing within six months of installation. Water quality and ground-water discharge have been monitored for four years after mine closure. A thin water table aquifer about five to seven feet thick has developed in minespoil about 20 to 40 feet thick. Ground-water flow direction is largely controlled by geologic structure and the drains. Median ground- water discharge is about 0.43 gallons per acre per minute, and varies an order of magnitude between wet and dry seasons. About 19 % of precipitation enters the aquifer as recharge. Seven of the eight drains typically discharge net alkaline water. Alkalinity is produced continuously and concentrations are highest during dry periods. Conversely, sulfate and acidity concentrations increase during wet periods as slugs of accumulated acid products are leached. Overall water quality is controlled principally by minespoil geochemistry and added alkaline material. The drains have successfully directed ground-water to a planned discharge area. Without the drains, a ground-water mound was expected to form against a buried highwall and discharge over a large area.

The response of 174 domestic water supplies to longwall mining of the Pittsburgh coal seam was compared to various physical parameters. Sixty-four percent of domestic water supplies returned to service without the need for intervention, while thirty six percent required intervention to reestablish a suitable water supply. Domestic well response is strongly correlated with the topographic setting. Valley wells showed the least effect while hilltop wells showed the greatest effect. Well response was also found to be correlated to the location of the well above the mining with greater effects observed in zones of surface tension and compression, and fewer effects in zones which are stress neutral. Ground water supplies remained unaffected or were re¬established at 149 of 150 sites, indicating that ground water resources remain available to domestic wells after mining. Results of this study support the stress-relief model of ground water flow in the Northern Appalachian Basin. Longwall mining's effect on this system is to locally increase fracture connectivity in the near surface zone. This may shift the zones of saturated fractures to greater depths beneath hilltops and hillsides, and increase recharge and storage in valleys. General trends in well response are predict¬able utilizing the stress relief conceptual model, the topographic setting of the water sources, and their location over the mine.

The cost of transportation of industrial minerals frequently is higher than the cost of the product. When a mine, industrial-mineral plant, or customer is served by a single railroad, because of the lack of competition, that railroad may in- crease rates and/or reduce service so that the economics of that mine, plant, or customer are affected adversely. Transloading of industrial minerals from rail-to-truck or truck-to-rail to improve economics and sales of product is not a new concept. However, transloading to create competition and reduce freight costs or to improve service is a relatively new concept brought on by the recent mergers of many of the main-line railroads, both in the eastern and western United States. For example, in 1998, with completion of the Burlington Northern/Santa Fe (BNSF) and the Union Pacific/Southern Pacific mergers (UPSP), the western United States has only two main-line railroads. The industrial-mineral producer, to reduce the cost of transportation or increase the level of service, must evaluate potential transloading opportunities in light of higher prices and reduced service brought on by reduced railroad competition. This paper discusses industrial-mineral transloading and examines the case history of the Tucker Hill perlite project in southern Oregon. The Tucker Hill project is a classic study of industrial-minerals transloading where the project would have failed without the transloading.

The U. S. Department of Energy is constructing and operating the Waste Isolation Pilot Plant (WIPP), a research and development facility near Carlsbad, New Mexico, to determine whether or not defense-generated high-level radioactive waste can be stored safely in bedded salt. The goal of the WIPP modeling program is to develop the capability to predict room responses from one site to another without a priori knowledge of the actual room responses. Data from one of the early WIPP excavations, called the South Drift, have already been used to form an initial evaluation of computational models for predicting room closures as a result of salt creep [Morgan et al., 19851. In that study, a significant unresolved discrepancy existed between predicted and measured room closures. It was suggested that future studies address alternate forms of the constitutive law. In this paper, an alternate form of the creep model for salt is used that is founded upon the deformation- mechanism map for the micromechanical deformation processes. This model embodies both steady-state and transient creep. Also, quasi-static plasticity is incorporated into the complete constitutive model for salt. The conclusion is drawn that the combination of the mechanistic creep model, plasticity, and flow potential can approximate the late time South Drift deformation. Further improvement of the model fit of plasticity in the future is expected to further improve the simulation.

Special-purpose analog computers are being profitably applied in the process industries to perform miscellaneoas online computing functions in situations where conventional measurement and/or control hardware cannot perform a required task satisfactorily. This paper will discuss the application of such equipment in the mining industry. It is divided into two parts, beginning with a description of operation of the hardware, followed by a discussion of several applications of the computers to mining industry control problems.

The results of column leaching tests on 3 different mixed oxide/sulfide ores from a Chilean deposit are presented. The 3 samples contained different ratios of oxide copper minerals to chalcocite and chalcopyrite. The results of the column leach tests are interpreted in light of the shrinking core model for coarse particle leaching. The copper recovery from the oxide minerals and the sulfide minerals each conforms to the shrinking core model with the total recovery equal to the weighted average of the individual minerals. The use of column test results to predict field heap leaching results using the multi-mineral shrinking core model is discussed.

A feasibility seismic refraction and reflection field survey was conducted at the U. S. Borax Company open-pit mine, Boron, California by the writers during the weekend of March 13 and 14, 1976. This field survey was carried out as a preliminary investigation primarily for the purpose of evaluating and establishing the ability of such geophysical techniques to locate and outline the subsurface openings of the old room-and-pillar mining under the present open-pit. The value of such knowledge about the old underground workings is directly related to the safe and economical operation of the open-pit mine for the company. Although mine maps of the old underground workings are available at the mine, the extent of roof and wall cavings and the present condition of the old underground openings are unknown. Owen and Suhler (2) are the first investigators who used electromagnetic methods, Pulse-Echo System, and electric resistivity measurement to solve the problem without success. A few years later, Herzig and Owen (1) attempted to solve the problem with application of earth resistivity measurement method with unfavorable results. The U. S. Borax Company carried out an extensive study for slope failure problems of the open-pit with application of dipmeter measurements. However, the slope stability study was not correlated to the old underground openings lying under the present open-pit (3).

Having an interest in coal slurry pipelines from a decade of arguments with Ed Wasp and crew at Bechtel about pumping thicker slurries slower, I immediately read this article and found nothing in it pertinant to the title. Ayat and Scott pumped five unidentified coals at 9% solids (50%-60% is the area of interest) in a 25-mm (1-in.) pipe around two square elbows through a 76-mm (3-in.) cyclone for up to 60 minutes and sized a large number of samples of unstated size on an unidentified wet screening device. They did not measure power consumption, discharge pressure, flow rate, or give pump tip speed or impeller diameter. They siad the cyclone had a "high" pressure drop (unmeasured) and did much of the degradation (measured) but more or less per unit of energy expended? Hargrove was not measured, so there are no data as to whether it would correlate with degradation. The authors conclude, with no attempt, correlation is "hard to establish." Please experiment before concluding. I am at a loss to know what "increasingly smaller size" means, much less what theory says such particles take "exponentially larger quantities of energy," which the authors neglected to measure. If such experiments without pertinent data or justified conclusions must be published, please attach a pertinant title.

Some gold production was obtained from placer deposits in Puerto Rico during the period of Spanish colonial rule, but most of the gold was produced prior to 1536. There had been no significant hard rock mining, other than in quarries for road metal or construction purposes or for raw materials to make cement, prior to 1954 when the government of the Commonwealth of Puerto Rico recognized that changes in the mining code were necessary to stimulate exploration for metalliferous ore deposits. The Puerto Rican Legislature passed an act (No. 6), which was approved on Oct. 6, 1954, that reiterated that the title to all "commercial minerals" is vested in the Commonwealth of Puerto Rico. The act provided for the establishment of a Mining Commission, stipulated the power% with which the Mining Commission was vested, and provided that no one may dispose of "commercial minerals" in Puerto Rico without a Commonwealth grant issued on its behalf by the Mining Commission. Act No. 6 also provided for prospecting permits, mining leases, and grants. The Mining Commission, by authority granted to it by Act No. 6, adopted regulations effective Nov. 21, 1957, relating to prospecting, leasing, and producing commercial minerals in Puerto Rico. Royalty rates were also specified for various types of deposits at different annual tonnage production levels.

The minerals industry, comprising producers and users of industrial minerals and metals, aggregates and ornamental or dimensional stone, oil, gas and derivates as well as coal and by-products, provides vital inputs to Europe's economy and social well-being. Because of their great diversity, minerals and their derived products are necessary for almost every aspect of life. The European Technology Platform on Sustainable Mineral Resources (ETP SMR) unites hundreds stakeholders from industry, the re-search community, public authorities, the financial community, regulators, consumers and civil society around the major technological challenges to the sector, in order to jointly act towards a common vision. The Platform will contribute to strengthening one of the fundamental pillars of the European economy and society. The Strategic Research Agenda (SRA) of the ETP SMR is designed to act as a realistic and inspirational guide to defining a comprehensive research programme that will mobilise stake-holders and ensure that European competences are at the forefront of science & technology worldwide. It will help to stimulate investment in research and provide guidance for policy options. The SRA shows the way the mineral industry has to proceed in forthcoming decades if it is to serve European society in the way necessary. Without a strong European minerals industry, the future development of the EU economy risks to be curbed significantly.

Central system of ventilation, adopted almost universally in coal mines of India and elsewhere in the world, has often proved deficent in providing a cost effective solution to the acute ventilation problems of remote workings in many mines. Loss of air due to leakage through a number of stoppings, doors etc. and accumulation of heat and moisture by intake air on its way to a working through long and circuitous route are the main unavoidable reasons for low efficiency of the system, sluggish and oppressive ventilation of workings. Multi-zonal ventilation system using large diameter bore holes for feeding fresh air in the mine close to a working has been proposed as a viable economic alternative. The method promises to provide congenial environment at working faces without resorting to air conditioning or use of booster fan. Optimum location and diameter of bore holes as well as general design procedure have been dealt in the paper. Finally, the technical as well as economic advantages of the method over the conventional design have been highlighted with the help of a case study where ventilation system of an extensive shallow mine in Central India has been redesigned according to the old and the new concepts. The methodology is general enough for adoption elsewhere in other mines under similar circumstances.

Diethylenetriamine (DETA) is a selective depressant for nickeliferous pyrrhotite during pentlandite flotation. Laboratory flotation tests conducted on ore and process samples showed that pyrrhotite rejection is greatly improved by small additions of DETA; however, the effectiveness of this depressant is most noticeable when the mineral sample is oxidized. LIMS and XPS analyses conducted on flotation products and pyrrhotite specimens showed that the difficulty in pyrrhotite rejection arises from inadvertent activation of the mineral by heavy metal ions, such as Ni2+, cu2+ and Ag+, that are present in the process water. In the presence of DETA, however, the mineral is deactivated under oxidizing conditions. The deactivation mechanism may involve oxidation of the activation products, which are likely in the form of heavy metal sulfides, followed by solubilization by DETA. FTIR spectra of pyrrhotite electrodes contacted with DETA showed no trace of the reagent on the surface, substantiating the view that its role is one of complexing agent that enhances the dissolution of activation products under oxidizing conditions. FTIR spectra of pyrrhotite contacted with amyl xanthate solutions showed that both dixanthogen and iron xanthate are formed on the surface, the latter becoming more predominant at higher potentials. In the presence of DETA, however, only a small amount of xanthate is adsorbed on the mineral at potentials (Eh) approximately 200 mV higher than the case without DETA.

During the past few years monitoring systems have been installed to measure the effects of environmental changes on the ground-water resource. The design of a monitoring system depends upon the designer's perception of how the environmental factors merge with his perception of the ground-water flow system. The validity and representativeness of measurements made during a monitoring program depend upon the validicy of the designer's perceptions and concepts. To optimize the design of a ground- water monitoring program the designer should make preliminary measurements to confirm his assumptions.
