INTRODUCTION Controlled blasting is used at some time during most civil engineering projects where there is rock excavation. Controlled blasting is often necessary because the blasting must take place in the near proximity of adjacent structures. In other instances, the blasting is controlled because a smooth perimeter is desired to minimize rock support and overbreak. The construction of tunnels and shafts for subways, rock excavations for foundations and the excavation of road cuts for interstate highways, sometimes require blasting operations which must be conducted in an urban environment. Unfortunately, blasting operations produce unwanted sounds and vibration along with their beneficial effects. Thus, in the writing of specifications for blasting in an urban environment, potential damage to adjacent structures by ground vibrations must be considered, possible damage to windows from airblasts must be considered, potential damage from fly rock must be considered, and the discomfort to people from ground vibrations, airblast, and noise must be taken into account. The contractor or the owner's engineer is faced with determining the maximum weight of explosives which may be detonated without damage to structures on adjacent property. If the weight of explosive is overestimated, the resulting damage to adjacent structures may result in costly losses. But, if the engineer or contractor is too conservative, and the weight of explosive becomes too restrictive, progress of the project may be curtailed and the cost of excavation will increase accordingly. An intelligent supervisor developed using expert system tools and applied to a crushing plant is presented in this paper. The structure of this supervisor, based on a model of a human operator, consists of a Knowledge base containing a qualitative model of the process, and a Rules base with the heuristic logic used by an operator when supervising a plant. The simulation results obtained show the potential of this type of systems to supervise the automatic operation of a plant.

INTRODUCTION Standards limiting the annual exposure of United States uranium miners to radon daughters were established in 1967 at 12 Working-Level-Months (WLM). The standard was reduced by a factor of three, to 4 WLM, in 1971. Currently, the standard is again being examined to determine if it should be changed. Since 1967, Union Carbide has calculated individual monthly exposures in company and contract-operated mines located on the Colorado Plateau. Although it has been possible, by extensive ventilation control measures and accurate routine sampling, to meet the current exposure standard, there are many miners whose exposures closely approach the 4 WLM standard for any given year. However, it was noted that for miners who work for any extended period of years the [average] exposure was much less than the standard. The primary purpose of this paper is to show that, in effect, any annual exposure standard to radon daughters results in a long-term exposure considerably below that standard. Further, most miners, due to their job assignments and/or employment habits, only receive a small fraction of the standard. HISTORY OF EXPOSURE STANDARDS Prior to 1967, radiation protection in uranium mines was fundamentally based on a radon daughter concentration guide. In 1960, the American Standards Association published mine and mill radiation protection standards (ASA-1960). The Colorado Department of Mines, in 1961, adoped a standard which followed the ASA Standard and provided that if concentrations exceeded 10 Working Levels (WL), the area was to be shut down until corrective action was taken; if between 3 and 10 WL, corrective action was to be initiated; between 1 and 3, additional samples were to be taken and individual exposures evaluated; and if below 1 WL, conditions were considered to be controlled. In 1967, the U.S. Department of Labor issued the first exposure standard which called originally for limiting annual exposures to 3.6 WLM but which was later changed to 12 WLM. The complicated regulatory developments leading to this standard have been described elsewhere (Beverly-1969, Rock & Walker-1970). Effective July 1, 1971, this exposure standard was lowered to 4 WLM per year, which is the current standard. Over the past year, there has been speculation about the potential risk to uranium miners working at the present standard. A recent NIOSH Study Group Report (NIOSH-1980) concluded: "There is also strong evidence that a substantial risk extends to and below 120 WLM of exposure." The 120 WLM corresponds to a miner working in uranium mines for 30 years, a rare occurrence, at an exposure rate of 4 WLM per year, an even rarer occurrence. On the other hand, the General Accounting Office, in a recent Report to the Congress (GAO-1981), was very critical of reports by NIOSH on general low-level radiation risks. The GAO recognized that”...important questions remain unanswered about the cancer risks of low-level ionizing radiation exposure;" and recommended that Congress enact legislation giving statutory authority to an interagency committee to coordinate Federal research on health effects of ionizing radiation exposure. The International Commission on Radiation Protection at its March, 1980 meeting recommended limiting the inhalation of radon daughters to 0.02 J per year, equivalent to 0.4 WL, which on an annual basis would be 4.8 WLM and noted it is common to reduce this figure by 20% for allowance in the case of uranium miners for external and/or dust exposure(Sowby-1980). This is essentially equal to the present standard of 4 WLM. As earlier uranium miner exposure studies are reevaluated, and as new studies are conducted, it is important that the relationship between regulatory standards and the resulting actual exposures be recognized. UNION CARBIDE URANIUM MINING EXPERIENCE Union Carbide started mining Colorado Plateau uranium-vanadium ores in the late 1920s for the contained vanadium values. In the early 1950s, the Atomic Energy Commission contracted Union Carbide to produce uranium at mills located in Uravan and Rifle, Colorado. The company now has over fifty years of mining experience in the area. Some mines are operated as company mines and others are operated by private mining companies under a contractual arrangement. Ventilation, sampling, and exposure calculations are carried out the same in contract mines as in company-operated mines. Data presented in this report do not differentiate between company or contract employees and include all employees who worked underground any portion of a year in Union Carbide mines from 1967 through 1980. At the peak of uranium mining activities in 1970, there were 577 miners employed at year end (285 company employees and 292 contract) and 52 mines in operation (8 company-operated and 44 contract mines). Contract mines varied from two-man operations up to 15 employees. Company mines were generally the larger operations and employed from 20 to 100 miners.

Although known primarily for native copper, the Keweenaw Peninsula of northern Michigan also has deposits of copper sulfide (chalcocite) ore. A number of small, but rich, deposits are present at relatively shallow depths near the base of a thick, steeply dipping sequence of volcanic and sedimentary rocks. Because much of the ore is fracture-controlled, the deposits appear to be ideal candidates for in-situ leaching. Fracture mapping from drill core and borehole logs coupled with borehole packer permeability tests are being applied to evaluate the suitability of the ore for in-situ leaching. A leaching scheme utilizing a bacterial-assisted ferric iron lixiviant is being tested at bench scale. A pilot scale test is being designed to evaluate the system in the field.

The National Uranium Resource Evaluation (NURE) program since 1974 has been designed to accomplish a comprehensive coverage of the 48 conterminous States and Alaska to evaluate the total uranium resources of the USA. This resource base includes both ore reserves and potential resources. Techniques include airborne radiometric and magnetic surveys, by hydrogeochemical surveys, surface and subsurface geologic studies, and the application of improved geochemical exploration and resource assessment methods (Table 1). In brief review, the current status of each of the five basic NURE elements is as follows: In the Aerial Surveys, in the conterminous 48 states, the flying has been completed in 89 of the NTMS 10 x 2° NURE quadrangles, and is in progress in 39 more (Figure 1). Complete quadrangle data have already been open filed for 46 additional quadrangles, for a total of 174 for which data gathering is either complete or in progress. In Alaska, the flying is complete in 42 quadrangles, and quadrangle data have been open filed for 34 more, for a total of 76 (Figure 2).

Much has been said about digital computer control of metal and mineral ore dressing processes, but little has been done. This pa- per discusses what practical use can be made today of a digital computer in an ore concentrator and how such application can be made successfully. A hypothetical, but commercially common, grinding and flotation circuit is presented in terms of analog measurements which can and are being made in existing plants and a centralized computer control system which is reasonable in terms of today's technology. Dangers and possible disadvantages of such an approach are discussed as well as estimated benefits. Possible future benefits are presented in terms of improved control technology. Development of new measuring devices is not considered as a criterion for computer benefits. The control systems described have been utilized successfully in existing ore dressing operations. However, the degree of success or failure of analog systems is generally left to the interpretation of management rather than absolute analysis. Many factors affect the economic operation of a mineral recovery circuit such as size of facility, flow sheet design, number of operating personnel, percent of recoverable mineral in the ore body, loss to tails, and haulage rates. In existing mills where little or no instrumentation has been used, it is extremely difficult to prove or disprove the advantage of analog control systems on one mill line versus its sisters due to the lack of standards and the lack of ability to separate final products by ton.

"INTRODUCTION Longwall coal mining leaves large areas where the coal has been made removed and the roof rock strata collapse, forming a zone of broken rock rubble called the gob. Figure 1 shows a typical longwall gob area along with the gate roads. The ventilation pattern for progressively sealed longwall panels follows a simple “U” pattern where fresh air is coursed inby to the headgate, flows along the face and exhausts through the outby tailgate as shown in figure 1(a). An important variation of this pattern is the back return (BR) arrangement where the exhaust air from the face is drawn inby and around the nearest open cross cut before it turns in the outby direction towards the exhaust fan. Figure 1(b) illustrates the use of back return. This arrangement moves the point of low pressure from the tailgate corner up to 60 m inby and thus maintains fresh air in the tailgate region that could otherwise be contaminated with gob air.The gob area may contain remnants of unmined coal or parts of overlying coal beds that continue to release methane, eventually filling the gob area with methane in concentrations far above the explosive range of about 4.5 to 15%. Many gob areas must be equipped with gob ventilation boreholes (GVBs) to extract methane, and GVBs often exhaust methane at concentrations from 50% to 90% (Saki, 2016). Due to oxidation processes occurring in the gob, the oxygen content is reduced to a low level, with nitrogen and CO2 making up the major remaining components of the gob atmosphere. FORMATION OF EXPLOSIVE GAS ZONES IN GOBS Since the longwall face area is ventilated with fresh air below 1% methane and the face and gob areas are not separated, an explosive fringe will form where the methane content lies within the explosive range and oxygen content remains above 12%. Figure 2 shows a typical development of such an EGZ. This figure is based on a computational fluid dynamics (CFD) model developed by CSM researchers to analyze gas concentrations and flow patterns in longwall mining. Figure 2(a) shows the formation of EGZ in the gob with a U type ventilation scheme, where EGZ lies right behind the shields in the tailgate corner. Figure 2(b) shows the formation of EGZ in the gob combining U type ventilation scheme with BR, where EGZ is pushed away from the face deep into the gob. The CFD modeling parameters and boundary conditions have been verified with field data from two cooperating, active longwall mines (see Worrall 2012, Marts 2015, Gilmore 2015 and Saki 2016). Other mine geometries, methane inflow rates and gob permeability distributions can be modeled to establish representative gob atmospheric conditions. Two GVBs were operating in the model, extracting 0.165 m3/sec each. The methane in the working areas and returns was kept below 1%. Methane flowing into the model from a rider coal bed above the mined seam was at the rate of 0.55 m3/sec."

Introduction The use of frequency of vibration measurements to determine tension has long been accepted by industries that use electrical or stranded cables of wire ropes in their operations. In contemplating how to determine the tension in chords of a roof truss, it seems almost inevitable that a similar approach should be investigated even though there are some important dissimilarities in physical behavior between a chord of a rod-type Birmingham truss and a stretched wire rope. While the dominant feature of both types of behavior is the existence of tension, the bending resistance of the vibrating truss chord cannot be ignored. And it is common to have attached to the chord, pieces of hardware (turnbuckles, extension sleeves, wedge boxes) that represent concentrations of mass not usually found in a vibrating wire rope. Analytical solutions to the problem of vibrating wires or beams can be found in the literature on vibrations (Timoshensko, 1955; Den Hartog, 1956). But in every case, at least one of the ingredients of the vibrating truss chord is missing. The presence of axial tension, or bending resistance, of concentrated masses and of end conditions peculiar to truss chords is a combination that appears not to have been dealt with before, although the techniques for dealing with it are commonly known. The purpose of this note is to report the results of a project to measure and calibrate such frequencies. The work was conducted by the University of Pittsburgh under the sponsorship of the US Bureau of Mines. Field observations Tests were conducted on 24 different truss installations. The first 18 trusses were installed in shale roofs above Kentucky No. 9 seam and Illinois No. 6 seam. The remaining six were placed against the competent sandstone over the Pocahontas No. 3 seam in West Virginia. Chord tension was determined by two electrical resistance strain gages, in series, applied diametrically opposite to one another on the rod before tensioning. Due to the combined effects of inexact gage placement, rod bending and residual torsion in the chord due to tightening, errors in tension as high as 1780 N (400 lb) were reasonably possible. Due to faulty soldering or damage, three of the first 18 trusses and one of the final six were rendered completely unreliable. In addition to strain, the first natural frequency of vibration was observed to the nearest 0.1 Hz. Dimensions recorded included the span between contact points at the bearing blocks (Fig. 1) and the locations and amount of excess rod and rod gap at the wedge box and turnbuckle, respectively.

Education in the mineral engineering professions is in the same flux and turmoil as is the entire minerals industry. Overcapacity in some areas, undercapacity in others, and the constant fear of substitution plague education as well as industry. The exercise in long-range planning that The Society of Mining Engineers has undertaken gives an excellent opportunity to examine the problems and the opportunities in minerals engineering education. Charge to the Committee The Educational Activities Committee was asked by the Long-Range Planning Commission (LRPC) to examine SME's future role with respect to "education policy, role and organization, education department, education board, continuing education, short courses, and extension courses." This examination is timely. It follows a reorganization of SME's Education Board designed to make the Board more efficient in its operation, more responsive to the needs of education, and more active in the setting of Society policy on education. In addition, the roller-coaster cycle of boom and bust experienced by the mineral industry in the last decade has been shared by the minerals schools and has created enrollment problems that need to be addressed promptly. Within SME there is much experience on educational issues to draw from and many problems to solve. Major Premise The committee is emphatic in espousing the philosophy that SME should support, in word and in deed, the highest possible standards that can be maintained by the minerals schools. As guardians of the various mineral engineering and scientific professions (geological engineering, geophysical engineering, mineral engineering, mineral processing engineering, and mining engineering), it is appropriate for the Society to be a watchdog for academic standards. One member of the committee put it succinctly, "We need to educate engineers and technologists, not muckers." A vital and profitable minerals industry needs professionals educated by good teachers, equipped with the most modern available methods, techniques, and knowledge, and challenged by their education to be innovative contributors to their chosen profession. Such education occurs only if it takes place in an institution that is vital and challenging. SME can enhance the quality of its membership if it works to maintain the standards of the schools that graduate new members. Education does not end with the award of a degree. It is appropriate for SME to strive for continued technical quality of its membership. To this goal, SME should maintain its attention to the process of licensing professional engineers, and it must continue and expand its efforts in continuing education for the membership. Recommendations for Action The following recommendations were submitted by the committee and then amended slightly by the full commission. The recommendations have support from the SME Board. • SME Education Coordinator and Staff Department of Education - Staff support for education should be provided by someone with experience in engineering education who would be appointed as SME Education Coordinator for all educational activities: accreditation, continuing education, student affairs, and liaison with mineral schools. The Board has approved an Education Coordinator and the position has been filled. • Advisory Committee on Education - SME should recognize, by amending its committee structure, that functions important to education are filled by SME-appointed representatives to the Accreditation Board for Engineering and Technology (ABET), its Engineering Accreditation Commission (EAC), and Technology Accreditation Commission (TAC). It is suggested that these persons, plus the chairman of the Education Council, plus two other persons appointed by the SME Board, form an advisory committee on education. An accurate estimation of mining block grades continues to be a challenging task for ore reserve practitioners. Two of the factors that affect the accuracy of the estimates are the estimation method used and the variability of the mineralization in the deposit. The objectives of the study are twofold: Firstly, to see how different estimation methods perform on a given deposit. Secondly, to determine the impact of particular nature of the mineralization on the results. The comparison of several estimation methods for the prediction accuracy is performed using the conditional simulation results as the basis.

Over the past seven years a large database of coal self-heating rates under adiabatic conditions has been developed at The University of Queensland. Coals have been tested from Australia (Queensland and New South Wales), New Zealand (North and South Island), Indonesia and more recently the United States. As a result of this work, definitive relationships and trends have been established for the effects of various intrinsic coal properties on self-heating rates and anomalous coals have also been identified. Previously held views on the effects of coal rank, type and inorganic constituents are examined in this paper. Many of the published relationships do not hold true in terms of coal self-heating rates. A propensity rating scheme has also been developed which is routinely used in Australia for assessing coals and identifying appropriate mining analogues for spontaneous combustion management planning. A selection of examples will be presented in the paper, which shows the significance of this assessment strategy.

Dump truck operators are exposed to whole-body vibration (WBV) levels that exceed the International Standard Organization (ISO) 2631-1. The WBV level measured by RMS acceleration value, for operator comfort, and long-term health and safety is under 0.315 m/s2 by these standards. However, fundamental research by Frimpong and Aouad (2009, 2012) and field experimental study by Kumar (1999) have shown that operators are exposed to extreme WBV levels exposing them to injuries and musculoskeletal diseases in the long-term. These extreme WBV values in the vertical direction are equal to 3.56 m/s2, 1.12 m/s2 and 0.87 m/s2 for the operator?s seat, lower-back and cervical regions, respectively. Due to the large installed electrical power and the large number of electric drives in minerals and mining plants power factor compensation and harmonic filtering has always been an important issue. For the design of harmonic filter and power factor compensation installations several approaches can be taken. The paper describes different concepts and their advantages and analyzes special requirements and design considerations for minerals and mining plants. It also highlights areas where problems can occur and which points need to be addressed carefully. Optimized designs and solutions are discussed in case studies and the resulting energy savings and benefits for the plant operation are shown.

Conventional methods for selecting a production plan for an open pit mine is based on the assumption that ore grades throughout mine life as well as market variables are known with certainty. Another important issue that is also being ignored in the conventional procedure is the value of management flexibility to revise operating policy with time according to the arrival of new information. Based on this oversimplification of reality, an optimum mine plan that is thought to be maximizing net present value (NPV) of the project is selected. Given the multiple sources of risk affecting the estimated NPV, there is a high probability that the actual value will be different from that estimated. This could mislead decision making process regarding selecting an optimum mine plan. This paper proposes a multi-criteria ranking system for selection between alternative mine designs under both geological and market uncertainties. The system is based on integrating multiple market and geological uncertainties as well as the operating flexibility to revise the ultimate pit limits using a Monte Carlo-based real options valuation (ROV) model. To compare the methods, the article applies the proposed system, along with the conventional NPV-based method, to rank possible mine designs for a copper and a gold mine. It has been found that, considering multiple risk analysis measures while integrating uncertainty and operating flexibility results in selecting a mine design that is different from that selected by the conventional method.

In this paper, in order to solve the problems of low accuracy and slow speed of fire flame recognition, an extreme learning machine (ELM) method based on improved Harris hawks optimization (IHHO) is proposed for fire flame recognition. A novel Harris hawks optimization (HHO) is used to solve the problem of parameter selection of ELM. In order to solve the problem that the original HHO is prone to fall into local optimum, firstly circle mapping is used to initialize the population to solve the problem of uneven distribution and small range of the initial population. Then the formula of escaping energy of HHO is modified to make the population have a large range in the middle and late iterations while gradually decreasing in the whole iteration process. Thus, the exploitation stage in HHO is improved to make the search range smaller near the optimal solution to accelerate the convergence process. Finally, at the end of each iteration, a certain number of individuals are selected to perform Gaussian and Cauchy hybrid mutation to prevent the IHHO from falling into local optimization. Through three groups of experiments, the effectiveness of the proposed IHHO and IHHO-ELM is verified. In experiment 1, the convergence performance of IHHO is significantly better than that of the other remaining algorithms in the test results of six benchmark functions. In experiments 2 and 3 of real fire flame recognition case, IHHO-ELM outperforms other remaining algorithms on the whole and has significant advantages in some indexes.

The high temperature lubricant molybdenite, MoS2, is usually produced by a complex sequence of processes involving mineral dressing of molybdenite concentrates followed by leaching with hydrofluoric acid to remove abrasive impurities such as silica (1). Many attempts have been made, mostly by techniques involving, direct fusion of molybdenum compounds with sulphur, to produce synthetic molybdenite. However, apart from some experiments of geochemical interest (2) in which aqueous solutions of sodium sulphomolybdate, Nat MoS4, were decomposed under pressure at temperatures between 300°C and 700°C, no attempts to produce the mineral by hydrometallurgical procedures have been reported. Since molybdenite is nominally a compound of tetravalent molybdenum with sulphur, and the most common state of molybdenum is +6, production of molybdenite is likely to involve reduction and sulphidization. The present study, therefore, describes the reduction, with hydrogen and carbon monoxide, of molybdenum in the hexavalent state in alkaline aqueous solutions containing sulphide ion. In these

Traditionally in coal processing jigs have been used to clean the coarse coal fraction, the +3/8" or +1/4" material. Today with the advent of modern fine coal jigs in the United States, its place was moved from the coarse to the inter- mediate coal circuit, the 3/8" x 100 mesh. The most economical coarse coal circuit to build and operate is a heavy media bath circuit. The following table summarizes the cost per raw coal ton processed for a coarse coal jig circuit, and a coarse coal heavy media bath circuit. The flowsheets used to compare these two circuits are shown in Figures 1 and 2.

This study showed the kinetics of gold chlorination leaching from an anode slime complex containing copper, silver, barium, selenium, and tellurium. AgCl and BaSO4 control the rate of gold leaching, and the interface transfer and diffusion across the product was selected as the desirable kinetic model. The concentration of hydrochloric acid, chlorine gas flow rate, pulp density, and temperature have been precisely studied. The results showed that temperature and hydrochloric acid have a favorable influence on the leaching rate. However, the chlorine gas flow rate is inactive in the reaction rate. Furthermore, the leaching rate decreased with an increasing pulp density. The leaching process was controlled by the interface transfer and diffusion across the product, and the activation energy was determined to be 13.66 kJ mol–1.

The purpose of this paper is to tell a story - and it is a story with a moral. My topic is Present Trends in the Tax Environment Affecting Mineral Development in Canada, and the first thing to recognize is that, with depressed metal prices and weakening western economies, taxes, in and of themselves, are not really the cause of the Canadian mining industry's present doldrums. But the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what taxes the industry will face in future years will influence the industry's further growth. My theme today is that, in Canada, our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself. This is a story with some happy parts in it, and, in fact, governments in Canada did learn, haltingly and grudgingly, that there are limits on the amounts that governments could safely extract from the industry, and that some assurances of long term fiscal stability were necessary if investors were to be induced to make massive commitments which could only be recovered over very lengthy periods.
