The Research and development review arrived too late to appear in the May issue. The competitiveness of the US mining industry in a world market depends on many factors. The introduction of new and innovative methods, though, can have a significant, long-term impact. As industry cuts back its own long- term research and development efforts, the federal government continues to provide the major support for mining and minerals research. The US Bureau of Mines works with the mining industry and the academic community to develop innovative concepts for the mining and processing of non-fuel minerals. The Bureau’s research focuses on exploration and mining technology, minerals and materials science, processing technology, health and safety and environmental technology. Mine design A conical caving system, being designed by the Bureau, would allow the development of low-grade ore bodies, early startup at lower initial capital costs and increased safety and versatility in development and production. This method is a form of mass caving that allows the ore to be drawn from a central loading point at the bottom of the cone- shaped caving zone (Fig. 1). A simulation laboratory model and computer analysis show initial promise for predicted performance. For tabular, flat-lying ore deposits, the Bureau is investigating a version of the Finnish slot-and-fill system. For this total extraction method, a pattern of rectangular panels is laid out. One panel is extracted in a series of parallel slots and is replaced by alternating-row pillars of backfill. After one panel is mined, equipment and operations are transferred to another panel. By transforming this rectangular layout to a curvilinear geometry, one continuous spiral can be mined without re positioning equipment. Instead of parallel slots and pillars aligned in a rectangle, the slots and pillars are arranged in a spiral.

The paper under discussion provides an excellent and concise study of compartment ergonomics for thin seam equipment. However, in accomplishing this, some very important operational aspects were ignored. Since these are likely to be determinant, the authors' response is solicited. The novel shuttle car with its cross-car, end-mounted compartment is operationally very different from the current one. The latter can be considered a highly mobile extension of the continuous miner or loader, with a pass-through conveyor, dump boom, and extra storage. As such, the vehicle's kinematics are the simple "I," or shuttle pattern, bent for going around pillars, with an intermediate stop at the "change-out point" (Adler, 1986). The action of the cable reel adjusts well to this pattern. The proposed shuttle car's motion either superimposes a "Y," time is lost (5 seconds) for each cycle, space is needed, line of sight is compromised, and a cable anchor is probably required at the dump. A chute is almost prohibitive in construction time and cost. The lack of a dump boom further curtails flexibility in the proposal. The value of a standard hand and opposite standard hand configuration also needs consideration. Many front-end loaders have a rocker (overshot) capability that is designed to achieve an "I" pattern. And crawler loaders sometimes use a side dumping bucket variant for the same purpose. These examples indicate the pattern's importance. For underground, thin seam application, the ram car has become popular. This is an articulated truck, battery-powered, and with an ejector dump. Its operational patterns would be similar to the novel shuttle car, except without the loading flexibility provided by a conveyor. Since the cab location of the proposed shuttle car largely obviates some of the major advantages of the present shuttle car, the question arises whether this configuration could be adapted to the current ram car and scoop.

With the utilization of most of the "high dam" sites for hydro-electric power and the completion of most railroad routes, many tunnel contractors were extremely doubtful that tunnel driving would continue to be an important element of heavy contracting. Experience has proved otherwise. The ever-increasing need for rapid transit and for pollution control have generated, and will continue for the indefinite future to generate, a very high level of tunneling activity. At the same time, the costs of construction have traveled an upward curve in the tunnel industry, as in all other types of construction. As a result, Owners, Engineers and Contractors have sought ways and means of constructing more economically through the development and use of labor-saving devices and techniques. The development of mining machines and lasers has contributed tremendously to such economy. Before giving you a contractor's viewpoint on Owner-Engineer-Contractor relationships in tunneling, it may be well to provide some background as to matters which give rise to that viewpoint. Construction contractors in general, and tunnel contractors in particular, have always had to contend with the physical environment in which the work has to be accomplished. However, when a building contractor has constructed his foundation, and certainly after he has "closed in", he deals thereafter with known physical conditions, or at least with conditions which he could reasonably have estimated would occur. Except, perhaps, for the hazard as to earthquakes, he has cleared Nature's threats. A tunnel contractor, however, must give thought to what the physical environment may do to his job, each and every day that he is driving a tunnel. Since its passage, the Mining Law of 1872 has been modified several times to meet the changing needs of America's society and economy. Despite the fact that it continues to provide an effective framework for a robust US exploration and mining industry, the mining law continues to be criticized in some quarters as outdated. Pressure to reform the Mining Law of 1872 has reached new levels in recent years. Many proposals for reform of the law have been introduced during the 1990s. None, though, have been enacted. The issue will not likely disappear and is certain to be raised during the 105th Congress. To provide a better understanding of the status of current congressional reform proposals, this article presents an overview of the major moments in the history of mining laws in the western United States - from the days before the 1872 mining law and the days following its promulgation, to the current dilemma over mining law reform. The future of the mining law is assessed as are the interests at stake for the modern mining industry. Mining before 1872 No discussion of the Mining Law of 1872 is complete without some historical background to provide an understanding of the origins of this unique law. There was plenty of mining activity on the public lands before the mining law was enacted. At first, the federal government's policy was to allow all miners to work freely on the public lands and to resolve disputes among themselves. In this "hands off" environment, miners operated according to laws they promulgated. These were based on previous experiences in Europe and Mexico. INTRODUCTION The literature on project management considerations and techniques for large rail rapid transit projects in mid-1979 was fairly large and getting larger. UMTA was establishing special organizational elements to deal with the subject as it related to those properties requesting capital assistance, and comprehensive project management plans were being requested from those properties as an early step to build confidence in UMTA that the particular project could be planned, designed, and executed efficiently and effectively, thereby using critically short capital assistance funds to best advantage. In the late 60's and early 70's, the choices of models for heavy rail construction would have been quite limited.., and perhaps much simpler than was the case in 1979. One of the writers was with an agency in 1979 in the process of finalizing its organization for project implementation after several years of study and had the opportunity to review the experiences of others at length, presumably to build on the success and to try to avoid the pitfalls and failures. The properties that were surveyed all reported more or less success stories. One could only conclude that there are many ways to organize for a major transit (construction) project and that there is a great variety of viable management structures, but it seemed that chances for success were best where the executing property had prepared a comprehensive project management plan, then resolved to follow it. Perhaps more important, a commitment or prior approval had been sought from UMTA as to the validity of the project management plan, and the property was allowed to proceed without detailed prior UMTA review or approval of all specific intermediate steps. Most important, however, an early overall UMTA funding commitment had been obtained that permitted some reasonable expectation of the rate of funding, perhaps by commitment

Belt network simulators developed in the last two decades are reviewed. Critical parameters in belt network design are identified, and the capabilities of belt simulators in providing values of these parameters are investigated. An alternative design model that optimizes values of the critical parameters is introduced. To illustrate the capabilities of the alternative model, a real life case is treated and the outcomes are discussed.

The Bureau of Mines performed a study to determine optimal locations for longwall face methane monitoring equipment. Longwall face ignitions continue to be a concern to the U.S. coal mining industry. Gains in ignition control technology have been somewhat negated by advances in longwall productivity. More reliable, heavy-duty longwall face systems generate higher production rates and increase methane liberation rates. These rates will likely continue to rise in the future as further coal production increases occur. Efforts will continue in the areas of methane drainage, methane containment, and methane dilution. In addition, more effective face methane monitoring is needed. As technology continues toward automated longwall panels, the importance of monitoring for methane at the shearer becomes even more significant. Since the primary face ignition source is the shearer mining machine, the Bureau ran tests to determine the best location to take methane readings on the shearer. This information, in conjunction with data obtained from field studies, provides a knowledge base for selecting optimum face methane monitoring locations.

As shown in former publications there are problems in load sharing of backstops in multiple drives of conveyors. Therefore, detailed calculation methods and design recommendations are required. In this paper various designs of load sharing methods are described and a dynamic torque calculation method will be presented. With this method the loadsharing properties for low and high speed backstops are calculated and compared. These properties depend on the spring characteristic of the drive train between backstop and load. Furthermore, the properties depend on the method of torquearm support and shock absorber configuration. Remarkable differences for external and internal backstops are shown

"While genetic algorithms have been widely adopted in ore grade estimation and optimization, mine design, and production scheduling in the mining engineering field, reliability and maintainability analysis of mining equipment using genetic algorithms has been a relatively new research area in recent years. This paper presents an application of genetic algorithms using case studies with seven underground scoop trams whose maintenance records have been collected over a period of 12 months from an underground mine in the Sudbury mining area. Based on the assumption that various factors that contribute to machine failures resemble the biological evolution process, the authors have developed an in-house PC software application called GenRel which adopts genetic algorithms in its programming. In this study, the authors feed the historical maintenance data into GenRel in order to predict future maintenance characteristics of mining equipment in a time period of three months. Then the predicted maintenance characteristics are compared to the actual maintenance records in the same time period. A statistical study is then used to examine the similarity between the predicted data and the recorded data.INTRODUCTION Today maintenance costs of sophisticated engineering systems are so high that maintainability draws great attention from scientific researchers to operations managers. For instance, a study by [1] shows that American manufacturers spend more than 300 billion U.S. dollars on plant maintenance and operations. Therefore it is understandable that the main objectives of applying maintainability principles to engineering systems are to reduce projected maintenance costs, to use maintainability data to estimate system or equipment availability/unavailability and to determine labor-hours and other related resources needed to perform the projected maintenance. A system with better maintainability would inherently provide the benefit of lower maintenance costs, less time to recover with lower breakdown frequency (design for simplicity), less complexity of maintenance tasks and relatively reduced man-hours [2]. Most maintainability functions use the Time To Repair (TTR) as the independent variable. It is common to use probabilistic or statistical concepts to define a maintainability function, for example, the probability density function. Let t denote the time. Assuming a repair starts at t=0 and completes at time T, the maintainability can be mathematically defined [3] as in Equation (1)."

The occurrence of acid mine Drainage (AMD) with coal mining has been well documented. (1) Less documentation is available of its association with other types of mining, e.g., copper, gold, zinc, and sulfur. Yet there are many locations in the western states where acid mine drainage is as great a pollution problem as in Appalachia and in some cases, because of the high copper, zinc, and arsenic concentrations, they present an even more difficult problem. Until a few years ago, it was generally believed that the neutralization of acid mine drainage was uneconomical thus, AMD was allowed to discharge freely into our streams. However, the demand for good water finally dictated that the mining industry be included under pollution laws. In 1964 the Commonwealth of Pennsylvania passed a law requiring that all active mine discharges meet a discharge standard of pH 6-9, iron less than 7 mg/1, and the water must have a net alkalinity. Several other states now require active mines to treat AMD. In all but a few cases, lime neutralization, often in conjunction with aeration, has been the treatment method used. The high cost of lime as compared to limestone and the poor quality sludge, (slow settling, large volumes, and low solids content) has stimulated work in the utilization of limestone. This paper reports on the current state-of-the-art of limestone treatment of AMD.

This paper will discuss a U.S. Bureau of Mines project designed to assess and predict the impacts which surface coal mining will have on the regional shallow groundwater systems in the Powder River Basin. The primary objective will be met through the accomplishment of the following: (1) The design and establishment of a regional network for monitoring of shallow groundwater systems in the Basin. (2) Monitoring of the direction and rate of flow, water quality, and aquifer characteristics of the shallow groundwater systems. (3) Development of a regional groundwater simulation model with appurtenant subroutines to determine local effects.

"SUMMARY The “28 May Station” is the only transfer station between the existing Green and Red metro lines in Baku. As part of the huge development strategy of the metro network, the complete separation of the existing underground lines has been planned at this location, in order to simplify the operation of the future metro system. The extreme challenge of the project is represented by the need of achieve the separation of such lines over a breakdown of the operation of just five weeks. The lack of direct access from the surface, a complex geology with artesian water layers, a congested underground space and sensible buildings represent additional constraints. The chosen design solution consists in creating a complex steel pipe jacking frame around the operating tunnels and then excavating under such frame two large caverns where the separation of the existing lines and the construction of the new metro tunnels will be achieved. Soil treatments have been conceived to mitigate the geotechnical risks and to reduce possible impacts on the existing structures. The paper illustrate the challenges of this extraordinary project, one of the most complex underground structures under study, the design solutions and the risk management approach used to manage the complexity and to design the mitigations measures. INTRODUCTION The metro network in the capital of Azerbaijan is rapidly growing together with its metropolitan area. The beginnings of the existing metro system started in Baku in 1967 in Soviet times. To date, only two lines (Green and Red) are in operation with a total length of 34 km, including 23 stations. The future network will be much wider: besides the construction of three completely new lines and the extension of two existing lines, the whole metro project includes the development and modernization of the existing metro sections. A consortium formed by Systra (leader), Mott MacDonald (Praha) and Saman (Korea) awarded the contract for the preliminary and detailed design of infrastructures for the extension of Baku Metro Network. This extension consists in 83 km of new lines and extension of existing lines. As part of this modernization project, the connection of the Green Line at the 28 May / Cefer Cabbarli Stations, focus of this paper, represent also it’s ""Achilles' heel"" given that the already very congested system have only one transfer station."

As environmental laws and regulations become more complex and the economic cost of non-compliance becomes greater, periodic assessment of environmental compliance, identification of potential liability and implementation of any necessary remedial action should be a standard part of the operational methods of any successful business. The title of this paper "Environmental Audits, A Shield, A Sword or A Trojan Horse?" is intended to draw attention to the fact that environmental audits can be used positively to shield a business operations from actual or potential environmental liability; can be used proactively as a 'sword" in both a marketing context ("do business with us because we conduct our business safely and professionally?) and as a mechanism for developing positive relationships with environmental regulators; and, used negatively, as a "Trojan horse", by developing information which those same environmental regulators (or the public) use in an enforcement context against your business or that of your clients. This paper will discuss the concept of environmental audits in general; the pros and cons of conducting the same; and the role of the attorney, as part of the "audit" team, to insure, to the greatest extent possible, that the audit process is productive from both a managerial and legal perspective.

Two types of hydrothermal massive sulfide fields were discovered in the Mid-Atlantic ridge (MAR) in the last twenty years. The first type associates with basalts and includes the TAG, Snakepit, Broken Spur, Lucky Strike and Krasnov hydrothermal fields. The second type is related to ultramafic rocks and represented by the Logatchev, Rainbow and Ashadze hydrothermal fields. In 2007 a new, probably, the largest cluster of hydrothermal massive sulfide field on the MAR (Fig. 1), related both to basaltic and ultramafic rocks, was discovered at 13°31'N of the MAR (Beltenev et al., 2007). Maintaining satisfactory air quality in electro-winning tankhouses has been problematic and costly, particularly as plant operating current densities have increased. Conventional approaches, including the use of beads, hollow spheres, surfactants and coalescer devices, have not proved completely effective, requiring that powerful ventilation systems be installed. As workplace and environmental regulations become more stringent, containment of the acid mist at its source is more attractive. An electrode cap system based on this approach has been developed and tested in two commercial copper electrowinning tankhouses. The design, development, installation and cost of the new electrode cap system are described.

Much progress has been made in the application of geostatistics to hard rock ore deposits.1,2,3 4,8 Progress in the application of geostatistics to coal deposits has developed over a period of time out of hard rock technology.5,7 Exploratory drilling in many hard rock deposits is frequently significantly more productive than exploratory drilling in coal deposits. For example, hundreds of feet of drilling and/or many drill setups are frequently necessary to obtain a few samples from a typical 4 to 6 foot thick coal seam. With hard rock deposits, which are frequently thick or volumetric, less drilling dead work is involved in sampling the deposit. To produce a variogram, which is the basic element needed for geostatistical analysis, a few well positioned holes drilled into a hard rock deposit where the core(s) can be divided into many sections can produce a detailed variogram. To produce a similar type variogram in coal, it is necessary to drill many dozens of holes with much of the core length consisting of overburden data which is frequently of only secondary importance. To apply geostatistics to coal, not only are many separate sample sites needed, but frequently a problem exists in that the interval distance between samples cannot be controlled with the ease that hard rock drilling intervals can be controlled where it is only necessary to cut core segments according to some preassigned interval of distance. Because the uses of existing coal deposit samples are frequently handicapped by irregular sample distances and lack of sampling density along certain directions needed for the development of variograms, the application of geostatistics to coal deposits frequently does not proceed with the same efficiency and rapidity as when these techniques are applied to ore deposits. Grid-fitting was developed by the writers, as a logical and evolutionary improvement over the long and successful application of geostatistics to coal seams.6,9 Grid-fitting combines the trending of variance as well as other aspects of probability theory to optimize informational yields from the commonly less productive data derived from coal exploratory programs. Grid-fitting is basically a technique where a hypothesis involving numerous grid patterns, where each pattern is of a given geometry, size and direction is repeatedly matched against actual sample data to determine which match results in the closest fit of the hypothesis to the data. To determine the closest fit, a special index known as a selectivity index was developed. The selectivity index is basically the product of the mean and variance of the variances contained within each of the grids. hence, if SI is the selectivity index then [SI = Xs E (S i - Xs) /N] where [X]s is the mean of individual grid variances Si2 for any pattern of given geometry, direction and size.

Power consumption of stirred media mills has been studied by an approach developed from work on stirred reactors. Relationships between torque required to rotate both disc and pin impellers immersed in dense particulate media as a function of speed, impeller and tank dimensions, and other relevant variables are evaluated. Data collected during numerous different experimental conditions are analyzed. The results can be summarized and presented in the form of characteristic plots, general equations and dimensionless group correlations involving power and modified Reynolds numbers. Special attention is directed towards the rheological properties of the media, which is considered as non-Newtonian liquids and hence, the equation of power law liquids is employed. Procedure for estimating parameters of effective viscosity and scale-up guidelines with respect to power consumption are put forward.

"Shotcrete and mesh are often installed to control ground deformation, falls and ejection between bolts. The combination of mesh and shotcrete forms a panel or plate that is typically bent by ground extruding between restraining rockbolts. The ground pressure applied (that is, the resistance of these panels to bending) over large ground deformations is important for maintaining ground support safety. This paper describes a new test device that measures this resistance and its evolution over large deformations. Mixes of shotcrete, mesh and other components that can maintain significant support pressure are desired, a characteristic described as the “toughness” of support. Results show toughness depends largely on how shotcrete is integrated with other components. Shotcrete strength is less important. INTRODUCTION Ground control safety often depends on supporting, or at least containing, the ground between the rockbolts. Shotcrete and mesh, in various combinations and with other components, are often called upon to do this (Figure 1). Applications are especially common in mines with squeezing ground or seismic loading. The support pressure maintained during ground deformation is key to the performance of these systems, and to protecting miner safety. However, the toughness of a design is difficult to estimate. Researchers at the Office of Mine Safety and Health Research (OMSHR) responded to this deficiency or “gap” by designing a full scale test device, described in this paper, and beginning a testing program. Some initial results from this program are reported to demonstrate test capabilities.BACKGROUND - TOUGHNESS Mining in ground that fails from the combination of in situ and mining induced stress is commonplace. Ground support elements are installed to reinforce such ground and preserve mine safety. Typically, the strength of support is considered key, and is used to prevent or halt yielding. However, ground movements driven by creep of weak ground or seismic loading may be impossible to halt altogether. In these cases, it is essential that support is able to yield with the ground in a safe manner while maintaining confining pressure that mobilizes the strength of rock in the immediate perimeter of the opening. In addition, it’s usually desirable to contain ground between rockbolts to protect miners from loose rock that might fall or be ejected. Shotcrete and screen are often employed, sometimes together and in combination with other support elements, to accomplish this function. A key characteristic of such a system is its ability to maintain support pressure through large ground deformations, a characteristic often called “toughness” – especially in support systems incorporating shotcrete. Toughness can be quantified as the work done during deformation (e.g. force x displacement)."

There is a great number of asbestos deposits in the USSR. Some of them are quite large ones. The main deposits of chrysotile asbestos can be seen in the sketch map (fig. 1). Bazhenovo deposit situated in Sverdlovsk region is the largest of them. It is on mining operations since year 1889. Systematical studies of asbestos deposits were begun from the first years of Soviet Government and connected with the names of K.E. Tarasov, P. M. Tatarinov, B. J. Merenkov, N.D. Sobolev, F. V. Syromjatnikov, V. N. Lodochnikov, V.P. Petrov, V.P. Eremeev, L.A. Sokolova, V. R. Artemov, V.F. Dybkov and many others. This investigations served the USSR to be one of the most important producers of asbestos in the world. In the limits of the report a characteristic of the main asbestos deposits of the USSR may be done in general outline, from the point of view of their genesis, and in order to show their common features and differences that must be taken into account for forecasting, exploration, and mining of asbestos. All chrysotile asbestos deposits of the USSR were formed of magnesium rock as a result of comparatively lower-grade temperature hydrothermal alteration and free crystallization of fibrous chrysotile in open cavities that served as catalyst As a matter of fact an important mineral for industry is not chrysotile in general, a widely distributed rock-forming mineral, but a long fibrous and mainly vein variety of chrysotile. It must serve for geologists as an important prospecting criteria. A geologist should search for the mineral not only places of possible chrysotile generations, but places where asbestos may be crystallized in its long fibers that could be fiberized well. The Soviet geologists distinguish two groups of chrysotile-asbestos deposits: (1) related to ultrabasic rocks and (2) related to sedimentary dolomite terranes, taking into account what the maternal rock was affected by hydrothermal solutions. The largest deposits related to ultrabasite. The largest deposits in dolomite are small ones but their asbestos contains almost no iron. So much asbestos is a better filler into insulating plastics. There is a few types of asbestos deposits in the limits of the ultrabasic group. The largest of them is a Bazhenovo type which the deposits of Urals are attributed, and Bazhenovo deposits is the first instance. The Bazhenovo type is characterized by the most complete zonality in disposition of various kinds of asbestization. This type of deposits is practically the only one to be in working now in the USSR.

The importance of mineralogical and chemical characterization of fine particles in the fields of mineral and metallurgical processing is discussed. Emphasis is placed on electron beam analysis techniques including electron diffraction and energy dispersive analysis with special reference to the scanning trans- mission electron microscope. The correct choice of instrument depending upon particle size, composition and nature of sample is stressed and the analytica1 capabilities of different types of instruments are evaluated. Recent applications of electron beam equipment to processing problems are presented and the paper concludes with a review of new developments in the fields of surface analysis and micro-diffraction.
