Banded siliceous manganese-iron bearing sediments recognized as distinctive facies of Algoma type iron-formation constitute low grade resources of manganese in many countries. Manganiferous facies associated with oxide and carbonate facies of iron-formation have iron to manganese ratios ranging from 0.2 to 2 and commonly about one. Manganiferous facies up to 30 meters thick occurring separately or with other iron-formation facies are associated with cherts, carbonates, shales, turbidites, tuffs and lavas. Primary cherty manganiferous facies and their gondite metamorphic equivalents represent significant manganese resources and are protores for higher grade deposits derived by secondary enrichment processes.

In March of 1978 the first set of Angular Spiral Liners utilized in grate discharge ball mills for wet grinding was put into service in the San Flanuel Concentrator of Flagma Copper Company. The use of these liners has decreased grinding media consumption by 19.2% and grinding energy consumption by 15.8%. In addition a 1.1% increase in grinding throughput is being realized through the use of the system. This paper describes the Angular Spiral Lining System and reviews the test program at the San Manuel Arizona Concentrator. Operating parameters are discussed in addition to the current testing program to futher optimize the system.

Since plant start-up in January 1983, Golden Sunlight Mines, Inc. has implemented several process changes and improvements. Among these are a pulp preaeration circuit and a sand tailings retreatment circuit. The purpose of the preaeration circuit is to reduce reagent consumption during gold dissolution. The sand tailings retreatment circuit was added to recover and process separately pyrite concentrate to maintain acceptable overall gold recoveries with the more refractory sulfide ores. Research and plant operating data along with process and improvement descriptions are presented.

Large-scale coal mining will cause environmental problems such as aquifer damage, land excavation and occupation, soil erosion, vegetation damage, and regional landscape damage. The existing coal mine environmental restoration technology is relatively simple, and there is a lack of systematic research on environmental total factors. Based on the mechanism of coal mining damage and the laws of environmental natural succession, the concept of “coal environmental protection mining” is proposed, which combines damage reduction mining and environmental element system restoration. In accordance with the environmental protection principle of “source protection, process damage reduction, and systematic restoration,” a technical system of “coal environmental protection mining” is constructed for the two types of mining damage scenarios: underground mining and open-pit mining. In view of the damage characteristics of underground mining, source environmental protection technology based on optimization of mining process parameters, stability maintenance and damage reduction technology for overlying rock bearing arch shell structure, zoning and time-sharing treatment of surface cracks, and direct drainage irrigation technology for mine water have developed. In accordance with the damage characteristics caused by open-pit mining, land-saving and source reduction damage technology, near-natural stratigraphic reconstruction, topsoil improvement, and environmental storage and utilization technologies for seasonal precipitation have developed. By applying the technology in this paper, the maximum surface settlement value of 12401 working face in Shangwan coal mine was relatively reduced by 25%, the surface cracks have been adjusted from step-type cracks to dynamic small cracks, and since the technical implementation of the Shendong mining area in 2010, the vegetation coverage has increased loss and crushing decreased by 0.06 km2 every year, the environmental restoration period of the dump site was advanced by more than one year, and the vegetation coverage rate increased by 41.78% compared with the background value in the semi-arid area of the victory open-pit coal mine demonstration area. A surface reservoir with a water storage capacity of 400,000 cubic meters has been built, and the seasonal and graded utilization of mine water has been realized. An underground reservoir with a water storage capacity of 1.22 million square meters has been built in the Baorixiler open-pit coal mine.

An important part of process control engineering is the implementation of the basic control system design through commissioning to routine operation. This is a period when basic concepts can be reviewed and improvements either implemented or recorded for application in future systems. The experience of commissioning the process control systems in the Homer City coal cleaning plant are described and discussed. The current level of operating control performance in individual sections and the overall system are also reported and discussed.

In 1974- COGEMA (Compagnie Generale des Matieres Nucleaires) of France decided to exploit a uranium deposit discovered several years ago in a Permian formation of Southern France, near the town of Lodeve (Herault). The uranium occurs in black shales with high calcium carbonate content (7-10% CO2) and it was then necessary to use alkaline leaching. A fine grind (60-65% minue 270 mesh) was also necessary to obtain good' uranium recovery. A minimum of fresh water must be added to the alkaline system due to solution recycling. Filtration must be used because cake-washing requires less fresh water than countercurrent decantation.

Coal and water are the two basic external feedstocks required for a coal gasification project. The WESCO project in northwest New Mexico, a joint undertaking of Texas Eastern Transmission Corporation and Pacific Lighting Corporation, will require about 25,000 tons of coal and approximately 7.5 million gallons of water each day to produce 250 million cubic feet per day (MMCFD) of pipeline quality substitute natural gas (SNG). The coal and water supply arrangement with Utah International, Inc. assures the project of an adequate supply of these two vital feedstocks.

The Chino Mines Company, a Kennecott-Mitsubishi partnership, located in Hurley, New Mexico, recently completed a $405 million modernization of its mine, concentrator, and smelter facilities. The mine/ concentrator modernization commenced in 1980 and the smelter modernization began during 1982. Modernization of the mine and concentrator facilities involved increasing the mining rate from 98 kt/d (108,000 stpd) to 152.2 kt/d (167,800 stpd). Ore mining was designed to increase production from 20.2 kt/d (22,300 stpd) to 34.0 kt/d (37,500 stpd). A new concentrator was constructed near the mine using semi-autogenous grinding. The new smelter uses the INCO flash smelting process, increasing capacity by 40.8 kt/a (45,000 stpy) to 99.8 kt/a (110,000 stpy) of salable copper.

Tar sand deposits in Utah represent more than 25 billion barrels of in-place bitumen, 96% of the known U.S. reserves. The technological development of a hot water processing strategy for the Canadian tar sands and the commercial Production of synthetic crude oil from this natural resource suggest that similar success may be possible for the utilization of Utah tar sands to provide our country with a new domestic source of synthetic crude oil. In this regard an active research program to develop a hot water processing strategy for Utah tar sands has been sustained at the University of Utah for the past five years. The hot water process for Utah tar sands differs significantly from that used for Canadian, tar sands due to the inherent differences in the respective bitumen viscosities and the nature of the bitumen-sand association. These differences have led to the identification of certain design criteria necessary to achieve satisfactory phase disengagement during digestion. (8,9) Subsequent flotation of the digested tar sand is a subject of current attention and is considered in this contribution for the Asphalt Ridge tar sand deposit. Although contact angle measurements of pure Asphalt Ridge bitumen indicate moderate hydrophobicity, air bubble attachment to the bitumen concentrate taken from a 37 liter flotation cell is not possible. This surprising result suggests that the flotation separation is dependent on air bubble entrapment rather than on attachment due to surface hydrophobicity. The occlusion of air bubbles in the bitumen is apparent from visual examination of the concentrate, especially at lower temperatures. It seems that a bitumen bubble agglomerate forms in the impeller region of the flotation cell, the effective density of which is such to allow the agglomerate to float to the surface. A factorial design of the major operating variables in the flotation separation indicated that the quality of separation was significantly dependent on the flotation temperature and to a lesser extent on the degree of agitation. For a flotation temperature of 77C recovery of 96.7 percent was realized at a grade of 61.0 percent bitumen. The improved separation at higher flotation temperatures was found to be due to the decrease in bitumen viscosity resulting in more effective rejection of coarse sand from the concentrate.

An alternative way to the normal practice of precipitation of jarosite, goethite, or hematite for removal of iron from zinc sulphate process liquors/ is to employ the techniques of solvent extraction. The process presented avoids the addition of any external alkali for the extraction of iron by integrating the leaching and solvent extraction steps in a hydrometallurgical zinc plant. By starting the leaching of zinc from the solid zinc calcine material with an organic solution of an acid liquid cation exchanger, the organic phase is loaded with the organic zinc salt from the direct reaction with zinc oxide. The residue from the organic leaching is transferred to a hot acid leach circuit where the remaining zinc oxide and the zinc ferrites will dissolve form¬ing an aqueous sulphate solution of zinc and iron. In the subsequent solvent extraction of iron from this aqueous leach solution, iron is exchanged with zinc from the organic phase. The commercial carboxylic acid Versatic 10 (Shell) is highly efficient for this integrated process of leaching and solvent extraction. The resulting iron-loaded organic phase is heated to 150-200 C in the presence of water whereby the iron will be directly precipitated from the organic phase as iron oxide of high purity and the regenerated organic acid is recycled to the organic leaching step for reloading with zinc.

Continuous column flotation parameter testing, to improve operating methodologies, using coarse bubbles on fluorite ore from Nevada, revealed that retention time is the predominant factor affecting column flotation fluorite recoveries. Column height and feed injection location affected fluorite grades and recoveries because they affected particle retention times in the collection and cleaning zones. Other parameters tested, including froth depth, wash water addition, and axial mixing, showed varying results. Four defined zones within the column were found to have characteristic rates of upgrading per vertical foot. Fluorite-gangue separation was more efficient in a column than in a conventional cell at all particle sizes.

The U.S. Bureau of Mines, in cooperation with U.S. Borax and Chemical Corporation and the Kennecott Copper Corporation, has investigated the use of the microseismic method to evaluate the stability of large, open-pit slope walls. The method is based on the phenomenon that stressed rock normally emits subaudible rock noises, and the number of rock noises per unit time (noise rate) and the magnitude of the rock noises (amplitude) increase as the stresses in the rock approach the failure stress of the rock. Therefore, the detection and recording of those rock noises serve as a semiquantitative method of predicting the incipient failure of rock. This report briefly describes the three different types of microseismic apparatus, the procedures, and the results of microseismic investigations in the slope walls of the Boron Mine near Boron, California, and the Rimbley, Liberty, and Tripp-Veteran open-pit mines near Ely, Nevada. Microsesimic noise rates in stable inactive mining areas are between 0 and 10 noises/ hour; the rates in stable active mining areas are between 10 and 50 noises/hour; and the rate in unstable areas is as high as 2500 noises/ hour. High microseismic noise rates in the Liberty Pit correlate with the time of nearby earthquakes, indicating that the earthquakes affected the slope wall. The results provide evidence that the microseismic tech¬nique is applicable to large pit walls, and that the wide band, wide range microseismic equipment appears to be suitable for open-pit investigations.

The mining and processing of basic metals relies on water as a medium for transport. Metallurgical ores are ground, concentrated, leached and refined in an aqueous medium. Water is used for temperature control during processing and in air pollution abatement during smelting. All of these process steps result in liquid wastes. Many of the aqueous wastes from ore processing areas become the raw product for a second stage and water recycling may begin. The point at which water recycling or reuse has been initiated in the past, rather than water discharge, was where water conservation was manditory due to a shortage, where process conditions would allow or benefit from reuse, and where economic considerations demanded reuse. The Fontana, California plant of Kaiser Steel Corporation is an example of an integrated steel plant that was forced to practice water conservation and reuse due to its location in an arid environment.1 Only a small amount of water required to maintain the water reuse system in balance with respect to dissolved solids and product quality is discharged. The Butte, Montana copper ore processing plant of The Anaconda Company obtains 66% of the water required for production by recycling, after clarification and chemical treatment, 30 MGD of wastewater from its tailings ponds. This operation is estimated to save the company about $1200/day over a once through water system.2 Here plant location and economics favored water reuse.

The past few years have seen a much greater concern about air pollution in this country. This concern has led to increased legislation restricting the discharge of many substances such as sulfur dioxide and particulate matter to the atmosphere. In the future, it is anticipated the present permissible emission levels will be lowered. Current and impending restrictions on the emission of sulfur dioxide have brought out the fact that there is a shortage of available low-sulfur fuel for power plants and industrial use which promises to have an economic impact on the nation's energy picture (1) The Pittsburg & Midway Coal Mining Co., under the sponsorship of the Office of Coal Research, has developed a process to produce a fuel capable of meeting the energy requirements of this nation (2) The process is called "The Pittsburg & Midway Solvent Refined Coal Process". The principle product from the process is Solvent Refined Coal which is an ashless, low-sulfur fuel with 16,000 BTU per pound regardless of the rank coal from which it is produced. The product can be burned as either a solid or a liquid fuel. The process appears to be economically more attractive than other methods of alleviating the pollution problems of this nation. In addition to reducing the air pollution caused by stack gases, the product produced is potentially useful as a source of electrode coke and electrode binder pitch, as a gas turbine fuel, in the production of metallurigical coke and pavement asphalt, and as the first step in the overall process to produce distillate fuels and pipeline gas (3).

The Millenbach copper-zinc orebody is an ideal Canadian example of a stratabound base metal deposit in volcanic rocks. The mine, operated by Lake Dufault Divison, Falconbridge Copper Ltd. is located five miles north of the city of Noranda in northwestern Quebec. The deposit occurs within an Archean volcanic sequence which forms part of regional acidic volcanic center within the Abitibi greenstone belt. Preproduction ore reserves totalled 2,075,000 tons grading 3.5% copper, 3.6% zinc, 1.1 ounces per ton silver, and 0.02 ounces per ton gold. Stratabound lenses of massive sulphides together with underlying stringer sulphides are closely associated with a dome of quartz-feldspar porphyritic rhyolite approximately 3000 feet below surface. The paper describes the presently known geology of the deposit and includes documentation of sulphide mineralogy and textures as well as sulphide/ host rock relationships. The stratigraphy, petrography and chemistry of the volcanic host rocks are described with emphasis on the alteration intimately associated with the sulphide bodies. Although the volcanic stratigraphy is complex within the mine area, the presence of only low-grade metamorphism and the relative lack of structural deformation allow detailed interpretation of geological history. Presently recognized evidence strongly suggests that the sulphides were deposited at and near sea-floor, by hydrothermal solutions. The dome of porphyritic rhyolite appears to have been the most significant factor controlling sulphide localization.

Most recently the geologic setting of the mineral deposits in the Silver Cliff district is described by William M. Sharp in ?Geologic Map of the Silver Cliff and Rosita Volcanic Centers, Custer County, Colorado?, (U. S. G. S. Map I- 1081). The discussion will relate only to the southern half of the Silver Cliff volcanic center and differences in geologic interpretation, which are largely structural, will be pointed out as they arise. Only the manganese/silver zone of the Kate Area will be discussed in detail.

The Duquesne Light Company and GAI Consultants, Inc. conducted a demonstration program aimed at establishing permanent vegetative cover directly on acidic, deep coal mine refuse. Several plots were treated with formulas varying in soil amendment application rates and plant species. Periodic monitoring of refuse chemistry has indicated when maintenance applications of seed and soil amendments were required. To establish drainage control, the site had to be regraded. The most successful formula was applied to the entire site. Specific treatment for acidic spots has been initiated. Results of the program indicate that adequate permanent vegetation has been established.

Boron, estimated to comprise about 0.001 percent of the earth's crust (Fleischer 10), as an element is never found free in nature, although its compounds are found in many localities. the borates are the most important. Sassolite (B(OH)3) and boracite (Mg6C12B1406), non-borates, are-of-minor importance. The crystal structures of most natural borates are still unknown. A classification based solely on the ratio of boron to the total number of cations has been devised (Palache 28). This classification divides the borates into four, sub-groups; anhydrous borates, hydrated borates, borates containing hydroxyl or halogen and compound borates. Only four or five minerals of the hydrated borates group have ever been used commercially. In more recent years, the sodium borates have comprised all but a 'small fraction of all borates used. Borax, the hydrated borate compound, is the most important of all boron compounds. It has been used so long and so often that the layman often confuses borax and boron and, applies the terms synonymously.

Introduction Grinding is the reduction of ore and similar raw materials to particle sizes below the practical limits of commercial crushing ma¬chines. This size is about 36 in. (1 cm), in most cases, although some finer crushing machines are in regular use. The feed size to grinding machines may range upward to S in. in rod mills, and 12 in. or more in autogenous mills. The finest particle sizes produced in mineral processing operations result from grinding. Ordinary grinding of brittle materials is the result of impacting, rolling, and abrasion of heavy bodies, moving freely under the influ¬ence of gravity. These falling and rolling grinding bodies, which are usually of metal, must be much heavier and larger than the ore parti¬cles they break. This weight relationship is usually in excess of 100: 1. The sustained fall of the grinding bodies is obtained by placing them, together with the rock particles they grind, in a rotating drum or cylinder with horizontal axis, called a tumbling mill. The mill is nearly half full of grinding bodies and ore particles, which may be fed into one end and exit from the other through hollow trunnions which usually serve as the mill bearings. The mill lining must be thick to absorb wear and rough to prevent excessive slippage of the charge. The breakage of brittle rock or ore is accomplished by compression. The compression may be a rapid impact, from the fall and roll of a grinding ball, or it may result from the relatively slow and constrained motion as in a jaw crusher. Breakage by shear is a secondary result of the compressive motion. Ordinary rock has an extremely heterogenous structure with innumerable zones of weakness in which cracks, fractures, and breakages can form. When a rock is subjected to com¬pression it deforms. If the compressive force exceeds a certain critical value an incipient crack appears in the most fragile zones of weakness. This crack tip may first form on the particle surface or in its interior. When the first crack tip forms the compressive stresses immediately surrounding it flow to it, and this concentration of forces extends the crack and splits the rock. Other adjacent cracks may form during this extremely rapid process. Because of the nature of brittle particles, the work done in breaking them consists essentially of the work input required to compress them to the point at which the first crack tip forms. Breakage requires no appreciable additional energy input be¬yond that required for the deformation, since the stress energy already imported to the rock flows to the crack tip and extends it to breakage. Types of Tumbling Mills The general term tumbling mill includes the rod mill, ball mill, pebble mill, autogenous mill, and tube mill. It is of cylindrical or cylindro-conical shape and rotates about its horizontal axis. Rotational speed, liner type, and size and shape of tumbling media are selected to provide the desired operating conditions for the specific grinding application. IINTRODUCTION Widespread activities in precious metal projects in the western U.S., Australia, Canada and other parts of the world have opened a flood-gate of consul- ting expertise to aid and accelerate the development process. Utilization of outside expertise has taken on many shapes and forms that have in some instances actually "decelerated" or "retarded" project progress. Small mines are especially vulnerable to apparent false-starts and misdirections, be- cause of their generally lower capital commitments, shorter lead times and limited mineral in-house expertise. Mine development for small mines requires fundamental approaches by knowledgeable consultants that are timely and cost-efficient and in line with accelerated development, if they are to be successful. The development process is obviously that process which brings a given deposit into production. Or, put another way, the process comprises all activities, decisions and commitments which take place from the moment an authorizing entity (usually a board of directors) com- mits to development and production (usually on the basis of a final feasibility study) until the first ton of ore is processed to a saleable product. The activities, decisions and commitments over a development period--such a period can range from as short as a year or less to as long as 5 years or more--are many, highly varied, and often interdependent. The development period is also particularly risky, not only because of the varied and interdependent decisions and commitments, but also because of capital demand amounts. Delays in the development process are thus particularly costly - sometimes so costly that small and often undercapitalized mining companies, failing to reach production and a cash flow within a planned period, face, if not bankruptcy, at least severe equity dilution or particularly onerous and restrictive covenants on additional loan financing. It therefor behooves especially small mining companies to examine ways to accelerate development. By doing so, the development process may actually meet planned scheduling. The development process generally comprises environmental impact studies completion, final engineering, permit- ting, financing, equipment and machinery procurement, contractor selection and construction -- such activities largely being overlapping. The paper addresses what the small mines operator or the small mining company can do with consulting firms to accelerate development. By "small mines" is meant open pit operations of 2000 tpd or less and underground operations of 500 tpd or less. By "consulting firms" is meant entities who do not possess an engineering and construction capability, such as Derry Michener Booth & Wahl, Pincock Allen & Holt, Behre Dolbear-Riverside, etc. The paper concentrates on gold projects. PRIORITY CONSIDERATIONS Of the items listed in the previous paragraph which comprise the development process, the two which most consistently appear to cause delays are permitting and financing. The former's delays can be due to political overtones and thus the delays may not be reasonably foreseeable. The latter's delays are most often due to inadequate preparation, and thus are avoidable. For the reason stated above, and considering that financing is fundamental to all of the activities which constitute the development process, the paper focuses on financing as the priority item which can most assist in accelerating or retarding the development process.
