This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. Of the 155 developing countries in the world, approximately half produce minerals other than common building materials, and only 32 account for more than five percent of world pro-

24.1-BASIC PRINCIPLES JAMES R. TAYLOR The basic principle involved in maintenance is protection of a company's investment through the care and upkeep of machinery and equipment, buildings and properties. Maintenance is justified through making available to the maximum extent possible the facilities, machines and services required by the operating and production departments in their function of insuring optimum return on investment. As the size, cost and complexity of the equipment used in modern mining and related industries increase, operating and production personnel become proportionately more dependent upon maintenance engineering for its contribution to the overall profit picture. A greater part of the total cost now is charged to maintenance and the maintenance group becomes a major company unit. Basic maintenance concepts have changed very little over the years, but the advances in methods and technique have brought about tremendous challenge and have in consequence assumed a greater influence and importance. The older "sledge- hammer" methods have given way to engineered and scientific systems, while the accelerating development of intricate equipment and machinery, and the instrumentation essential for control, demand an ever-increasing upgrading of maintenance personnel. Regardless of this growth in importance, cost and complexity of the maintenance function, it is important to remember that it is not an independent and self-sufficient unit, but is a necessary facet of the entire plant operation and is subject to the company's total production effort. As one part of a team, maintenance is successful only when functioning cooperatively wit11 the other departments it serves Close collaboration in all areas served by n maintenance group is essential if it is to function fully to protect the company's investment, whether the assets are in machinery, materials or people. 24.1.1-MAINTENANCE SCOPE Maintenance functions may be grouped into the two general classifications of primary and secondary. This grouping constitutes a basic division although, in practice, the scope of the maintenance activity varies in each mine or plant and is subject to differences in size and type of operations and company policy, plus the influence of precedent, which may be sectional or industry-wide. The primary functions supply the justification for the maintenance engineering department. while secondary functions are variable according to plant conditions and needs. The primary functions may be categorized as follows: 1. Maintenance of existing machinery and equipment. 2. Maintenance of existing buildings and grounds. 3. Inspection and lubrication of equipment and machinery. 4. Utilities generation and distribution. 5. Alterations to existing equipment and facilities. 6. Installation of new equipment and facilities. 7. Instrumentation.

"The Jinhae Geoje gas pipeline tunnel project is the largest (7.8 km) and the deepest (90 m) subsea tunnel in South Korea. This tunnel will house a pipeline to carry natural gas from the mainland to Geoje Island southeast of the country to alleviate the increased demands for natural gas, especially in the winter season. Tunneling is currently underway using two slurry shield TBMs of 3.5 m diameter. This paper describes the major design elements of the tunneling machines and their performance evaluation. For this purpose, a thorough analysis of geotechnical information was performed to evaluate the tunnel elevation to reduce the risk of tunneling under high water pressure in unstable and permeable rock mass under 9 bar water pressure. TBM specification and TBM performance were also analyzed using different methods, including well-known models as well as a rotary cutting machine test developed in house in Hyundai Engineering and Construction Company. INTRODUCTION High demand for natural gas, especially in winter season was the primary driving factor for the design of the Jinhae Geoje gas pipeline project. This project is located southeast of South Korea between Jinhae district and Geoje Island and runs for over 50 km length. The mid part of this project includes a 3.5 m diameter subsea tunnel consisting of two sections of Geoje to Jiri Island (4.3 km) and Jinhae to Jiri Island (3.5 km). Figure 1 shows the tunnel project location and its layout. Figure 2 shows the geological profile along the tunnel. As can be seen, the tunnel passes mainly through three rock types: granite, tuff breccia, and andesite tuff. This tunnel was planned to be constructed by two face pressurized shielded TBMs and to be lined with a segmental lining of 2.8 m internal diameter. The major challenge for this tunnel is its maximum expected water pressure at the tunnel invert (8.83 bar). At such a high water pressure, the TBMs required special design to ensure they can handle unexpected water pressure and to ensure the risks for the TBM maintenance intervention are minimal. In this regard, a thorough analysis was conducted on the TBM design parameters and geotechnical information to define required TBMs’ design parameters and to identify the safest tunnel elevation. This paper provides a brief overview of the project geotechnical information, TBM selection and its design specification, tunnel elevation selection, and TBM penetration rate evaluation. In this regard, a rotary cutting machine testing equipment was used to perform trial tests on a similar rock type encountered along the tunnel for performance evaluation and optimization."

JAMES DONALD FORRESTER 32.1-EXAMINATIONS The field examination of a mineral deposit or mining enterprise requires a comprehensive effort to determine all natural and man-made factors bearing upon the problem to be resolved by the investigation. Therefore, the purpose to be served by an examination must be fully understood before the engineer assumes responsibility, and before actual field work starts. A clear understanding facilitates planning the approach to the project for maximum efficiency and thorough acquisition of information. It follows, of course, that the engineer has the necessary knowledge and experience to discharge satisfactorily the professional obligations attending the project. Some studies are in herently more complex than others, and the requirements of the problem are not always the same. Some examinations require the detailed investigation of large operating or nonoperating mines or, possibly, of mining districts; others involve more or less reconnaissance studies; and still others rela¬tively small undeveloped mineral occurrences. Likewise, the primary objective of some analyses may be the evaluation of a mineral deposit or a mining property, whereas in other projects the major objective may be guiding mining or drilling work in the discovery of new or hidden ore bodies and mineral-bearing structures. Thus, the possible range of any given examination may extend in varying degree through one, or more, of the following types of procedures: 32.1.1--GEOGRAPHIC ENVIRONMENT Studies of geographic environment should be made to ascertain the general physical situation in the area under consideration and to identify those correlative factors hearing on the, findings resulting from the field examination. This commonly will include determinations of: A. Location of the field area with respect to the state and county in which it occurs and, if feasible, a record of the township, range and section with reference to the principal meridian, and base line (or lines) that apply. For examinations in foreign countries, or in regions outside the continental United States, it is desirable that the field locality, in each instance, be identified with reference to the boundaries of some form of political entity essentially comparable in character to the divisions used in the United States. B. Distances from existing communities and related service centers, via: 1. Roads, both improved and unimproved. 2. Railroads. 3. Navigable waterways. 4. Airports. C. Topographic relief as it will influence the selection of 1. Pit site or positions of underground mine portals or shaft sites, including dump areas. 2. Mill site, including tailings disposal area.

"Can the ever-increasing tonnages of ore and waste being mined today be accommodated simply by using bigger and better crushers? This paper reviews the latest primary crushing and large cone crusher designs. It highlights how—in addition to using the larger crushers now available—maximizing the utilization percentages in each of the four stages of the rock size reduction circuit will assist in meeting the larger production requirements of existing and new mining operations. Its goal is to help consultants and operators select the optimal equipment and custom-designed items in the material handling flowsheet from the mine to the mill, maximizing operating hours per year. INTRODUCTION Are larger crushers the answer to meeting the demands of existing or new mining projects for increased tonnage? Boyd (2002) predicted that larger crushers for primary and fine crushing would be beneficial and contribute to the further development of mineral processing. Larger crushers for primary and fine crushing applications are now available. The rock size reduction process from the mine to the selected milling process facility has not changed since man first broke a rock to get at the interesting mineralization within. The rock size reduction process circuit from the mine to the mill can be summarized in four stages: • Stage 1: Mining (rock breakage and fragmentation) • Stage 2: Pre-screening (scalping) • Stage 3: Primary crushing • Stage 4: Fine crushing (secondary, tertiary and quaternary) Plant throughput and ore delivery schedule will form the basis for flowsheet design and equipment selection. Once the project design criteria and the mine plan have been established, the circuit’s utilization percentage (percentage of hours when the circuit is being utilized) can be optimized for each of the four stages. The mining and process departments are the key stakeholders in the selection of the final comminution circuit, and both departments should be familiar with and contribute to the design of the circuit. This paper focuses on the four stages of a rock size reduction circuit from the mine to the mill, equipment selection, various ore and waste handling flowsheets, and improvements in crusher station design, all with the purpose of maximizing availability and plant utilization percentages. What is a large tonnage? From 1907 to 1914, the American Panama Canal excavated 300 million tonnes of material in 7 years (History of the Panama Canal, Wikipedia). Today’s large mining operations can move the same material in 10 months, using large crushers or multiple crushers for ore processing and large crushers and a mixture of truck haulage and conveyors for handling the large waste tonnages. "Rare earth elements (REEs) found in coal are in the form of minerals, ion-adsorbed onto clay surfaces or inner layers, or organically bound. Rare earth minerals such as monazite exist in coal and have grain sizes smaller than 5 µm. In this study, froth flotation was successful in concentrating rare earth minerals existing in a thickener underflow material derived from Fire Clay seam coal that contained around 431 ppm of total rare earth elements (TREE) on a dry ash basis. Conditioning with fatty acid followed by processing using multiple stages of conventional flotation produced a final concentrate containing 2,300 ppm TREE. Using a laboratory flotation column to limit hydraulic entrainment, the TREE content was further enriched to around 4,700 ppm, which equated to an enrichment ratio of 10:1.IntroductionRare earth elements (REEs) are becoming increasingly important and have been widely used as raw materials for the production of phosphor, metal catalysts, magnets and batteries (Binnemans et al., 2013; Zhang et al., 2015). REE recovery from alternative sources such as coal and coal byproducts has the potential to stabilize the economic viability of coal mining operations while providing a dependable supply of critical materials.The average REE content of the world’s coal resources is around 60 to 70 ppm (Zhang et al., 2015). There are many well-known coal beds with high contents of REEs such as those in the Far East coalfields in Russia with contents of 300 to 1,000 ppm, the Fire Clay coal seam in eastern Kentucky in the United States with contents around 500 ppm and the Sydney Basin in Nova Scotia, Canada, with contents of 72 to 483 ppm (Birk and White, 1991; Seredin, 1996; Hower, Ruppert and Eble, 1999; Blissett, Smalley and Rowson, 2014). The occurrence of REEs in coal and coal byproducts can be classified into three types: (1) rare earth minerals, such as monazite and xenotime, (2) ion-adsorbed REEs on clays and (3) REEs associated with organic matrices. The rare earth minerals in coal and coal byproducts are very small in particle size, generally on the micrometer and/or nanometer scales (Honaker et al., 2014). Froth flotation, which concentrates minerals based on surface chemistry differences, has been widely used to treat fine rare earth industrial minerals such as monazite, xenotime and bastnaesite (Abeidu, 1972; Cheng, Holtham and Tran, 1993; Pavez and Peres, 1994; Pavez, Brandao and Peres, 1996; Jordens et al., 2014). As such, flotation is a promising method for the concentration of rare earth minerals from coal and coal byproducts."

INTRODUCTION Today, flotation is clearly the dominant mineral concentration method. Since it is a relatively selective process, it is used for almost all sulfide minerals. A recent U. S. Bureau of Mines study indicated that approximately 225 million metric tons of sulfide ore was processed in 67 plants in the United States in 1980 (USBM Staff, 1981). There were over 100 plants processing copper ores in the world (Bassarear, 1985). Sulfide ores containing lead, zinc, copper, molybdenum, precious metals, cobalt, nickel, and iron are generally separated and concentrated by flotation. This chapter briefly reviews the plant practice related to the recovery of the above-mentioned sulfide minerals with emphasis on chemical reagents used for the production of marketable-grade products. PROCESSING OF SULFIDE ORES It is beyond the scope of this chapter to review the milling data for operating plants which have been extensively covered in literature (Tveter and McQuiston, 1962; Rausch and Mariacher, 1970; Weiss, 1985; Crozier, 1979). However, the following generalizations can be made regarding the processing of sulfide ores: 1. The primary grind is targeted to produce as coarse a product as necessary to provide an economic degree of liberation. 2. The concentration process, generally flotation, is designed to produce a concentrate consisting predominantly of valuable minerals and a middling fraction which may require further grinding to produce an optimum release of minerals. 3. The chemical reagent suite (collectors, frothers, etc.) for the separation of sulfide minerals from gangue minerals is generally complex. Total reagents used in the flotation process can be as high as six to eight, as is the case for lead and molybdenite separation from complex sulfide ores. 4. Chemical reagents are generally expensive because of the high selectivity for sulfide minerals. The process flowsheet is dependent on several factors, including ore grade and mineralogical composition. Generic process flowsheets for processing different sulfide ores have been developed for discussion in this chapter. However, there appears to be a consistent relationship between the reagent combination choice and the mineralogical composition of the ore (Tveter and McQuiston, 1962). These are covered in detail in the following sections. LEAD AND ZINC Galena (PbS) and sphalerite (ZnS), which commonly occur together, are the only minerals of lead and zinc, respectively, in most primary deposits. Feed ore grades are typically 1 to 5 percent Pb and 1 to 10 percent Zn. Very often economic quantities of copper and precious metals, silver and gold, also occur with these base metals.

"The Ejpovice tunnels in Czech Republic were built by EPBM in soft Clyashale, and in weathered profile with low soil overburden. The segmented liner at the cross-passage openings required support, which would not interfere with the EPBM clearance envelope during the scheduled pull back of the EPBM through both tunnel tubes. For that reason support frames or radial bolting could not be used. Steel rods inserted into the neighboring segments during the ring assembly, and later grouted were tested and realized as an innovative solution. The paper presents practical experience gained with the segmented liner support during cross-passages construction. INTRODUCTION An innovative solution using the grouted dowels was developed and realized for sixteen cross-passage openings of the twin Ejpovice Tunnels, whose construction was part of the railway track Rokycany – Plzen modernization. The following paper described practical experience gained with the innovative support of cross-passage openings, which was realized by short steel dowels grouted within the segments of the EPBM segmented liner. The paper is a continuation of the paper published in WTC 2015, which described the design aspects of the grouted dowels support, while the following paper concentrated on the production, and the performance of the dowel support observed during the breakout for the cross-passages openings. The connection by grouted dowels was patented by Metrostav, a.s. Company THE EJPOVICE TUNNELS CONSTRUCTION The Ejpovice tunnels construction started in 2013. The start of the high speed train operation through the tunnels was planned for 2018. The project was funded by the state government with the support of European Union funds of up to 70%.The tunnels were excavated with one EPBM (Earth Pressure Balanced Machine) with the external diameter of 9.89 m. The segmental liner inner diameter was 8.7 m, and thickness of 0.4 m. First, the South tunnel tube was excavated from the East portal, then the EPBM was pulled back through the South tunnel, and the excavation was started from the same portal for the North tube. After the South tube was freed from the EPBM excavation operations the cross-passage construction started. Due to the short time schedule, in the North tube the cross-passage construction started while the tunnel was still under construction. Therefore, the cross-passage construction was performed concurrently with the segments transportation, and with the EPBM pull-back through the tunnel. There were 8 cross-passages along the tunnels with a maximum distance of about 500 m, Fig.1."

Face ventilation and water sprays are the primary controls used on continuous miner sections to protect workers from respirable coal and silica (quartz) dust. Laboratory tests were conducted by the U.S. Bureau of Mines to determine the impact on respirable dust concentrations when increasing airflow from 3000 to 9000 cfm (1.42 to 4.25 m3/sec), water flow from 15 to 35 gpm (0.057 to 0.132 m3/min) , and water pressure from 80 to 200 psi (5.52 x105 to 1.38 x106 pa). The effective limits for each control and interactions between these controls were of particular interest. Initial analysis concentrated on defining the impact of the control parameters on the respirable fraction of the feed dust, which was a blend containing 90% coal and 10% quartz. Gravimetric sampling indicated that airflow had the most significant individual impact on respirable dust levels and resulted in reductions of 99% at the operator and 57% in the return. Regression modeling was used to predict dust concentrations at the operator and in the return. Significant interactions were observed between control parameters and often, defined the level for a control parameter where increases above that level did not significantly benefit dust control. Increasing airflow to 8400 cfm (3.96 m3/sec), water flow to 25 gpm (0.095 m3/min), and water pressure to 140 psi (9.65 x105 Pa) typically provided respirable dust reductions at both sampling locations, while optimizing use of control resources. After determining these relationships for the total respirable fraction, selected filters were analyzed for quartz content to define the impact on the quartz component of the feed dust. For the individual control parameters, airflow again had the most significant impact and resulted in reductions of 98% at the operator and 26% in the return. Regression modeling of the quartz concentrations indicated that no significant interactions between control parameters were present. At the operators location, airflow was the only parameter identified as having a statistically significant reduction for quartz dust. A reduction in quartz approaching 95% was observed for increasing airflow to 6000 cfm (2.83 m3/sec). Increases above 6000 cfm had little additional impact. In the return, a linear relationship between control parameters and quartz levels was observed with reductions of approximately 27% predicted for increasing any one control parameter to its maximum level. The synergistic impact of increasing all control parameters to maximum levels resulted in a maximum predicted reduction of 81%.

INTRODUCTION The driving of drifts is a very important aspect of underground mining. It is not unusual for the percent¬age of rock broken during development in a mine using sublevel caving, for example, to be as much as 25% of the total. If one also considers the amount broken for transport, ventilation, and exploration drifts, one can easily understand that the planning and excavation of drifts play a major part in the total economics of the mine (Fig. 1). Increasing mechanization in mining demands larger tunnel areas for transport and mining equipment. With modern machines the hard work involved in using hand¬held pushers is gone, and a better environment is achieved. More rational methods could be used, but much of the experience the working man acquired by working close to the rock face (such as utilizing the natural weak planes in the rock when he placed the drill¬ing holes) has unfortunately been lost. By having sepa¬rate shifts for drilling, loading, and hauling, more atten¬tion has to be placed upon a well-designed drilling pattern. Some reduction in the number of holes required can be achieved with mechanized drilling because of the larger holes that can be produced. On the other hand, it is probably not possible to achieve the same precision as with pneumatic pushers, and it is difficult to utilize the larger holes because these cause more damage to the re¬maining rock. Recently, however, the precision has be¬come very good with the parallel booms and automatic devices for setting the lookout angle (Fig. 2). A larger arch of the drift roof requires a more carefully executed blasting procedure than before in order to prevent rock fall and to insure a sufficiently long stand-up time. In this chapter, empirical relationships that can be used to design an economic and optimal drift blasting design will be presented. The principles of the calcula¬tion method are based upon the earlier work of Langefors and Kihlström (1963) and Gustafsson (1973). COMPARISON OF EXPLOSIVES To provide for the use of various explosives it is necessary to have a basis of comparison. Several meth¬ods have been developed to characterize the strength of an explosive. Some examples are comparison of values given by (1) calculated explosion energies; (2) the ballistic mortar test; (3) the Trauzl lead block test; (4) the brisance test; (5) the weight strength concept; and (6) the underwater test. The two calcium sulfate minerals, gypsum and anhydrite, occur in many parts of the world, and gypsum has long been of economic importance in the family of industrial minerals. Gypsum, the dihydrate form of calcium sulfate (CaSO, . 2H20) and anhydrite, the anhydrous form (CaSO,) are frequently found in close association, and it is seldom that a calcium sulfate deposit will consist exclusively of one mineral or the other. Although known gypsum deposits are extensive, anhydrite makes up the larger part of total calcium sulfate resources. Although it has very minor economic use, it is important to the understanding of gypsum deposits and is referred to frequently in the following discussion. Calcium sulfate is one of the principal constituents of evaporite deposits, and when pure, has the following composition: [ ] Deposits of pure gypsum or of pure anhydrite which are large enough to be considered commercial have not yet been found because of both the metastable relationship between the two minerals, and the presence of impurities such as calcium or magnesium carbonates, chlorides, other sulfate minerals, clay minerals, or silica. Most gypsum produced ranges from 80 to 95% pure and beneficiation is normally limited to selective mining or quarrying or upgrading by crushing and screening during mill processing. END USES The largest use for gypsum is based upon the unique property which calcium sulfate has of readily giving up, or taking on, water of crystallization. With the application of a moderate amount of heat in a process known as calcining, gypsum is converted to plaster of paris, the hemihydrate of calcium sulfate (CaSO4 ½ H2O), which when mixed with water will set or harden as the calcium sulfate returns to the stable dihydrate form. This semifinished product, usually called stucco, is then manufactured into a large variety of plasters, wallboard, and block for construction use, or into plasters for industrial applications. About 75% of the gypsum used in the United States is calcined for these purposes. Uses of uncalcined gypsum are principally as a retarder for portland cement, as a soil conditioner, as a mineral filler, and other minor industrial applications. About 25% of the gypsum mined in the United States goes into these markets; however, in other countries with building practices different from those in the United States and Canada, relative usage varies widely. Calcium sulfate deposits are the world's largest sulfur resources; minor quantities of gypsum and anhydrite have been used to produce sulfur or sulfur compounds. This use is accompanied by a unique site-specific set of economics because sulfur is generally available from non-gypsum sources at lower cost.

GENERAL DESCRIPTION OF THE METHOD The original application of sublevel caving was in ground so weak that it would collapse even in small headings when the support was removed. Heavily tim¬bered drifts were driven across the ore body; the timber was removed at the end of the drift, and the ore caved and slushed out. When dilution became excessive the next set was removed and so on. This method gave high dilution and poor recovery and was slow, but it was the only way to mine this type of ore body at that time. In more recent times the method has been adapted to stronger ground which needs to be drilled and blasted, so it is not a caving method as far as the ore is con¬cerned. However, the method does rely on the walls to cave and so the name sublevel caving has been retained. The method as presently generally applied is shown in Figs. 1, 2, and 3. Sublevels are established at approximately 7.6 to 12.2-m (25 to 40-ft) vertical intervals. They are usually accessed from a ramp system. A haulage drift is driven down the strike of the ore body, but in the waste. Production drifts are turned off the haulage drift and driven across the ore body on about 10.7-m (35-ft) horizontal centers. This divides the ore body into a geometrical pattern. Slot raises are driven at the end of the drifts near the ore-waste contact and the slot is expanded to the shape of the fan drilling. Up holes are drilled to break towards the slot at burdens of 1.2 to 1.8 m (4 to 6 ft). They are drilled past the next sublevel to the production drift im¬mediately above. When a sufficient number of fans has been drilled, production can start by blasting one or two fans at a time towards the slot. Load-haul-dump (LHD) units are used to muck the ore, which rills out into the drift. At first, when only a small area is mined, the walls may not cave, and the operation will be similar to open stoping. INTRODUCTION The Bunker Hill mine, located at Kellogg, ID, in the Coeur d'Alene mining district, has been a major pro¬ducer of lead-zinc-silver ore since 1887. Since its dis¬covery, it has produced over 25 401 171 t (28 million st) of ore from 20 to 25 veins and ore zones. The mine now covers an area of approximately 1.609 km (1 mile) in length and 0.8 km (1/2 mile) in width and extends from 1097 m (3600 ft) above sea level to 488 m (1600 ft) below sea level. Production is presently at a rate of 1542 t/d (1700 stpd). During 1965, a new stoping method, the Bunker Hill pillar system, was developed to enable the profitable mining of large, low-grade zinc ore bodies. The system was specifically designed to in¬corporate the Atlas Copco T26GH rubber-tired loaders. High productivities were achieved, and the method was adapted for mining the higher grade stopes where large timber square sets are utilized. This results in nearly 100% extraction. GEOLOGY The area encompassing the Bunker Hill mine lies immediately south of the Osburn fault, a major east-west striking, deep-seated strike slip fault which is the dominant structural feature in the Coeur d'Alene district. The Bunker Hill forms a series of veins and mineralized zones which occur as link structures, tension fractures, and breccia zones in folded, interbedded argillaceous quartzites of the Revett and St. Regis formations of the Precambrian belt series. The Rosco ore body is predominantly a zinc ore body above the Cate fault, which is presently known to occur from the 13 level. [elevation 488 m (1600 ft)] to the 1600 level [elevation 304 m (1000 ft) ]. These ore bodies are stringer zones with at least one dominant 1.8 to 4.5 m (6 to 15 ft) wide band of ore. They dip 0.09 to 0.26 rad (5° to 15°) steeper than the local 0.61 rad (35°) dip of the Cate fault, and also deviate 0.26 to 0.52 rad (15° to 30°) in strike from the Cate. Because of the flat dip and fractured weak hanging wall, normal cut-and-fill mining has not proven practical in this ore body. The mechanized timber methods described in the next section and the Bunker Hill pillar system are the mining methods successfully used. Introduction In modern society, vanadium is defined as a strategic metal. Some 90% of the global consumption is used as an alloying agent for carbon steels, tool steels, and high-strength low-alloy steels (particularly for pipelines). Advanced titanium-aluminum-vanadium alloys are seeing application in the aerospace industry. Small but ever growing amounts are finding application as catalysts or in electronics. New uses are continually being discovered for this metal. One example of a new application is the vanadium-redox battery for use in generation plants and back-up power sources. Vanadium is found in a large number of minerals, of which the most important are carnotite, roscoelite, vanadinite, mottramite, and patronite. Just over a third of the world's vanadium is produced as a primary product; the balance is a by-product of the iron and steel, oil refining, power generation and uranium enrichment industries. Vanadium can also be sourced by recycling spent catalysts from the petrochemical industry and ash produced by the combustion of oil emulsion in power stations. However, recycling activities are believed to account for only a small amount of total world supply. Vanadium is recovered from these ores largely as the pentoxide (V2O5) [1]. The major sources of vanadium-bearing magnetite ores are scattered throughout Australia, China, Russia, and South Africa. Current estimates of world’s Proven & Probable vanadium reserves are of the order of 41.3 million tones [2, 3]. Commercial vanadium-bearing titaniferous magnetite deposits can be found in Kachkanar, Russia; Pan Zhihua, China; Bushveld, South Africa; and Windimurra, Western Australia [4]. Other deposits have been found in New Zealand, Canada, and India, among other countries. Vanadium consumption in the steel sector has increased some 7% per ton of steel over the last 10 years as new alloying applications have been found to improve steel's strength-to-weight ratio. Future demand from the aerospace and nuclear industries for non-ferrous vanadium alloys such as titanium and super-alloys is also likely to grow. Vanadium is usually added in the form of ferrovanadium, a vanadium-iron alloy. Vanadium compounds, especially the pentoxide form, are used in the ceramics, glass, and dye industries, and are also important as catalysts in the chemical industry. While established approaches may be used at an industrial scale to treat vanadium-bearing titaniferous magnetite ores in several countries, new alternatives are being developed worldwide. This review will give short overview of the treatment of vanadium-bearing titaniferous magnetite ores, an overview of direct reduction and direct smelting processes and an approach to determine technical alternatives for the property.

"Since entering the new century, China’s coal industry has witnessed the rapid development, and provided a reliable energy supply for the national economic and social development. But after the “golden decade” of rapid development, the coal industry now is facing overcapacity, low industrial concentration and production efficiency, high pressure of production safety and environmental protection and other prominent issues. Based on defining the connotation of highly-efficient recovery of coal resources, this paper established the relevant 8 indicators to reflect the highly-efficient recovery level of coal resources, summarized the present situation of China's coal resources recovery and the main problems, analyzed the development environment of China's coal industry under the new situation, and finally put forward the strategic measures to promote highly-efficient recovery of coal resources in China.1. Background Coal is the main energy in China. Since entering the new century, China's coal industry has made significant progress, and the level of production safety, resource recovery rate and mining mechanization increased significantly, which provided a reliable energy supply for the rapid development of the national economy. However, due to the changes of China's economic environment, slow growth of energy demand and other factors, some prominent contradictions in the coal industry have significantly restricted the healthy development of the industry. The first problem is serious overcapacity. In the past few years, 16 industries including coal, electric power, chemical and others have invested in coal mines. It is reported (Han 2016) that only during the nine years from 2005 to 2014, the fixed assets of coal industry increased totally more than 3.3 trillion RMB, which brought a large number of production capacity. Affected by the slowdown of economic growth and energy structure adjustment, Chinese coal demand has reached the peak platform and caused the overcapacity of coal supply, so shutting down the backward capacity is the most important task in the future. The second problem is the low efficiency of coal production. There are about 4.3 million coal mine workers in China, and the annual coal production per capita is less than 900 tons, while it was reported (EIA 2016) that the annual production per capita in the United States is more than 10 thousand tons. The third problem is that the green coal resources are not rich. Among the 1.53 trillion tons proven reserves, only about one third are green coal resources in accordance with the principle of ""safety, technology, environment and economy"". The coal resources with high quality and easily mining conditions are not abundant."

INTRODUCTION "When there is an economic need for cleaning fine coal to low ash, the technical difficulties will be solved. The utilization of fines below 28 mesh will determine the degree to which beneficiation will be carried. Whenever these "fines" will be processed into smokeless fuels or used as new materials for the chemical industry or for hydrogenation, a higher degree of cleaning will be economically justified”.(l) This quote from the 1943 edition of Coal Preparation correctly anticipates the use of fines as "smokeless" fuel or as a future component of boiler fuel and a1 so as a raw material for the chemical industry or possible new uses such as for internal combustion engines. Fines utilization depends upon an economic need and possibly neglects to say an environmental need or a government funded development program as the prime mover for development. In any event, this conference is faced with the "need" to beneficiate fine coal and undoubtedly among the processes that will be discussed are the unit processes of future coal preparation facilities. HISTORY OF DEVELOPMENT It is interesting to look at where we have been, where we are now and where we possibly will be in the future. In order to put some limitations on this presentation, we will for the most part confine our remarks to this century and particularly developments since World War II. We also will limit our remarks to the preparation of bituminous coals in the United States, and for the most part, to wet processes. In the 1943 edition of Coal Preparation, clues to the processes being used to beneficiate coal are contained in the Chapter Titles. An extensive treatment of "Hand Picking" was contained in Chapter 8. Chapter 7 contained a description of methods for "Preparation at the Face". Chapter 18 dealt with "Slurries, Sludges, Slimes and Water Treatment" and defined this size of coal as being the size at which "Jigs and Chance Cones are usually dispensed with and other methods such as the hydrator, tables, and froth flotation are employed. Generally the limit is 1.7mm to 3.4mm. In the days before World War I1 the then modern bituminous coal preparation plant contained jigs or Chance Cones for the coarse material +6.35mm, concentrating tables, launders or some classifier type of coal washer for the fines (6.35 x 0.15mm), and froth flotation as the only method of cleaning minus 0.15mm coal which was used very sparingly.

"With the background of water shortages and serious water pollution, issues of water involved in energy exploration and utilization have become critical problems affecting urban water usage. In order to identify the relationships of the energy-water nexus, this paper characterizes the energy-water nexus literature using a bibliometric method and based on the Chinese National Knowledge Infrastructure database platform. The results reveal that 1) Scientific outcomes in this field have increased sharply since 2003, with a slightly higher growth rate than that of general disciplines. 2) China Water Resources, Yangtze River and Express Water Resources & Hydropower Information are the dominant journals, and the main research fields include industrial economics, environmental science, and management, among other disciplines. 3) Hohai University, the Chinese Hydraulic Engineering Society, the Institute of Geographic Sciences and Natural Resources Research, and the Changjiang Water Resources Commission are the main research institutions in this field. However, the proportion of publications of these institutions is not high, which suggests that there is no institution dominating this field. 4) According to the keyword analysis, the hot spots in this field include ecological environment, sustainable development, environmental protection, climate change, etc. Energy-mining related keywords have increased over time, implying that the energy-water nexus from the perspective of the energy exploitation industry can become a key issue. At the same time, the frequency of keywords related to sustainable development has been maintained at a high level, and the studies concerned with the impacts of climate change were introduced into this field relatively late. The conclusion of this study provides a foundation for a comprehensive understanding of the current situation as well as for further research in the energy-water nexus field.Introduction As an important strategic resource for national economic and social sustainable development, water has been increasingly focused on by the Chinese Government. Over the next decade, the total water demand of China will continue to grow steadily, which lead to a significant trend of increasing water consumption in the future (Zhang 2013). To reasonably exploit, utilize, conserve and protect water resources, the Water Law of the People's Republic of China was enacted by the members of the 9th National People's Congress Standing Committee in 1988 and after multiple revisions, the latest of which, in September 1, 2016, has involved water infrastructures in the national economic and social development plans of the government at all levels and regulated the rationale for water engineering construction. Thus, in the context of serious water shortages and water pollution, China’s government has taken several measures to make rational use of water resources."

In order to improve the thermal environment in deep coal mines, two principles can be applied: firstly, the reduction of heat flow into the air stream, and secondly, cooling of the air current. First of all one should try to minimize the heat-flow rate into the air stream underground by the mining method itself. German coal mines prefer the caving system of advance longwall mining simultaneously on several levels with ascensional ventilation. The effects of descensional ventilation and different face ventilation layouts on the thermal environment are discussed, besides the effects of pneumatic and hydraulic stowing. Application of all mentioned possibilities together instead of today's common mining method would reduce the Basis Effective Temperature considerably. In the future, hydraulic haulage of the raw coal underground substituting belt conveying may be a mean to improve the thermal environment further on. If the working depth of a coal mine exceeds about 1 000 m, cooling of the air stream under-ground will be necessary in addition to the above- mentioned measures. Generally, in German coal mines different types of indirect-contact air coolers located nearby the face are used. Besides such so-called cooling coils, large-capacity spray coolers are used because they work more efficiently if a great cooling duty is demanded. Common designs of both air cooler types and their possible utilizations are demonstrated. Deep coal mines in the Federal Republic of Germany need up to 30 MW of total cooling capacity. Mostly, the needed chilled water is cooled by large-capacity refrigeration plants placed on surface, underground or in combination of the above locations nearby the shaft. Due to the increasing underground cooling demand, the distribution of the chilled water and the control of the air coolers become more important. The conception of a control system is discussed, which is based on the control of the single air coolers. All air coolers of a mine are controlled so as to optimize the supply water-flow rate with regard to the demanded cooling duty of the coolers. On the next upper level of the control system the whole chilled water network and finally the refrigeration plant is regulated. Present research work deals with the use of ice for cooling mines. There are some unsolved problems in this new cooling concept. Some aspects of making, transporting and storing ice are described. The use of ice may probably reduce the cooling costs of German collieries, which are at present approximately 4 DM per ton of saleable coal.

Staurolite, an iron aluminum silicate mineral, is used industrially as a high value-in-use sandblasting agent, as a premium-grade foundry sand, and as the source of aluminum in portland cement manufacture in areas where the aluminum constituent is not economically available from shale or argillaceous limestone. Staurolite is produced by E. I. duPont de Nemours and Company as a coproduct of titanium mineral production in Florida, where it was first recovered on a commercial scale in 1952 from the Pleistocene sand deposit known as Trail Ridge. At this deposit it comprises about one-fifth of the heavy mineral suite, the principal other heavy minerals being ilmenite, leucoxene, rutile, zircon, kyanite, sillimanite, and tourmaline. Staurolite and other nonconductive silicate heavy minerals are separated from the conductive titanium minerals on high-tension electrostatic separators. The silicates are then separated from one another magnetically, the staurolite being relatively magnetic. In the total process, 200 t of raw sand yield 7 t of heavy mineral concentrate from which about 1 t of staurolite is recovered. The staurolite concentrates have the characteristics given in Table 1. Staurolite concentrates are sold in three grades having the size distribution of subrounded grains shown in Table 2. All three grades are used in sandblasting for cleaning metal, for paint removal, and for cleaning masonry buildings. Staurolite compares favorably with lower priced abrasives, such as boiler slags and silica sand, in applications where the abrasive is used only once and is not recovered and recycled. Because it is hard, fine, clean, and dense it can reduce blasting time, and less material is required to clean a specific area. Compared to higher priced abrasives such as aluminum oxide and garnet, which are recycled, staurolite costs significantly less per kilogram and cleans at equal or faster rates. Its breakdown factor, which is a measure of recycling performance, is intermediate between those for aluminum oxide and garnet. [ ] [Tables 3 and 4] show the blast cleaning performance of the three staurolite grades compared to other abrasives. [Table 5] compares the longevity of premium priced abrasives during recycling. [Table 6] shows a cost comparison between silica sand and staurolite. Fringe benefits claimed for staurolite's use as an abrasive are: 1. Good flow properties and freedom from the lumps or slivers found in silica sand or boiler slag abrasives. 2. Low dusting affords good visibility, permits faster working, and reduces cleanup problems. 3. Heated storage is not required during freezing conditions, because the mineral is nonhygroscopic.

In Oct. 1981, Ranchers Exploration and Development Corp. began producing silver bullion from the Escalante mine and mill complex, located in southwestern Utah. Current in-place reserves are estimated at 2.42 Mt (2.67 million st) of ore, containing about 936 t (33 million oz) of silver at an average grade of 428.5 g/t (12.5 oz/st). The vein-type deposit is being mined underground through a decline that is currently 864 m (2,835 ft) in length, but will ultimately be at least 1.5 km (5,100 ft) long. The mine is completely mechanized with rubber-tired equipment, and is producing 680 t/d (750 stpd) of ore, five days a week, or 177 kt/a (195,000 stpy). Additional capacity is available. The cyanide leach mill and associated refinery are presently producing 4.35 t/month (140,000 oz/month) of silver bullion-an an¬nual rate of about 52.25 t (1.68 million oz). With minor modifications, the mill can produce up to about 70 t/a (2.25 million oz/year), and expansion is currently underway. History The Escalante property is located 68 km (42 miles) west of Cedar City, UT, on the west side of the Escalante Valley, where the vein forms a gentle ridge in an area of low, rolling hills. For years, the vein has been the object of considerable exploration, but never became more than a sporadic producer, primarily due to low silver prices. Heber Holt of Enterprise, UT, staked the original four claims in 1896; they were patented in 1910. During the next 48 years, limited exploration and mining activity was conducted on the property. Systematic evaluation and development did not, however, begin until March 1958, when Samuel S. Arentz, a prominent mining engineer and consultant, formed several joint ventures with mining and oil companies that conducted drilling, drifting, mining, and water drawdown tests on the property. However, it remained uneconomic, principally because of low silver prices and costs for pumping large flows of underground water. In 1975, Ranchers obtained an option on the property and in 1979 began a drilling program. As of May 1982, the company had drilled 70 core holes, bringing the number of exploratory holes drilled on the property to 138. Test mining began in 1979 as silver prices increased, and full mine development began in 1980. Mill construction began in Sept. 1980, and on Aug 29, 1981, the first ore was fed to the mill.
