Froth removal rate is perhaps the most important parameter in scaling up from laboratory tests to plant froth flotation circuits. The WEMCO froth factor, the percentage of the froth height over the lip of the cell, accounts for the difference between laboratory and plant froth removal rates. As laboratory tests are generally run with a high pulp level, laboratory results are directly comparable to plant results only when a high froth factor (high pulp level) is run in the plant. When a plant does not have a high pulp level, laboratory results must be modified by using a ratio between laboratory and plant kinetics to predict plant results. This ratio, which accounts for the froth factor is important in testing any new reagents or reagent dosage levels. CQ Inc. researchers have used predictive scale-up equations using this froth factor coupled with equations for kinetics and the residence time distribution in the froth flotation cells. These equations show that modifying the froth factor in the plant can have a large impact on flotation cell yield and reagent use. EQUATIONS DESCRIBING FROTH FLOTATION Scaling up from laboratory- to plant-scale coal froth flotation has been the subject of much research and debate over the years. Determining the proper rate equation to describe flotation kinetics and an equation to describe the residence time distribution in a bank of flotation cells have been particular areas of study. As shown in Tables 1 and 2, various rate equations and residence time distribution equations have been proposed in the literature. These equations consist of one or two parameters giving the rate constant(s) in units of time-1 and a parameter for recovery at infinite time, [Roo]. Dowling, Klimpel, and Aplan (1985) evaluated the rate equations in Table 1 for their ability to fit froth flotation kinetic data and found that all of the equations give reasonably low standard errors. Several of these equations, however, proved to have superior confidence limits for the parameters. Other equations have also been proposed to describe the recovery versus time profile. Most recently, Diao et al. (1992) proposed a first-order form with a sine wave distribution. As indicated in Table 2, investigators have suggested many equations to describe the residence time distribution in continuous froth flotation. To measure the water residence time distribution in a bank of cells, a soluble tracer is often used, with the level of tracer being measured over time at the tailings discharge. This response is then put on a dimensionless basis as described by Austin et al. (1984) in order to compare mixing behavior between cells or under different conditions. Coal flotation cells are generally of the flow-through or hog-trough variety allowing for some degree of backmixing and short-circuiting. While the water residence time distribution (see Figure 1) at the end of one cell in a bank of 1.4 cu ft WEMCO froth flotation cells may approximate perfect mixing conditions (Arnold, 1989), the water residence time distribution at the end of a bank of cells does not. Figure 2 shows the RTD for various flotation cell types compared to that for perfect mixers in series. To better describe the water residence time distribution in coal froth flotation cells, Van Orden (1986) used an equation similar to the perfect-mixers-in-aeries equation. This

INTRODUCTION The use of specialty chemicals In mining Is an Important consideration In determining the economic efficiency of a floatation plant. The plant metallurgist would like to maximize the recovery of valuable minerals while maintaining an acceptable grade product. The direct cost of the reagents, while significant, Is only a part of their economic effect. Reagents determine the flotation rates and the selectivity of the mineral separation. In flotation practice, mineral selectivity can be achieved through the addition of various reagents that can control the wettablllty of a particular mineral In the flotation pulp. The reagents which will generally optimize the flotation process are commonly classified Into three distinctive categories: collectors frothers and modifiers. Large tonnages of metal sulphide concentrates which are the source of most of the common base metals are produced economically by fairly standard flotation techniques. The advent of modern technology coupled with the necessity of processing finely disseminated and complex ores of low grade has Increased the need for utilization of non traditional and high selective chemicals reagents for the economic recovery of metals and raw materials. Mining operations in developing countries continue to progress at a rapid growth as many countries mine and process both metallic and nonmetallic ores. The total mine production of base metals, precious metals, Iron ores and coal In developing countries In Africa, Asia and South America has been much higher as compared to the western world production In terms of tonnage and dollar value. Global capital Investments In mining during 1991-95 Is $ 55.1 billion and It Is anticipated that the development of new and specialty reagents may be concentrated In the processing of aluminum , copper, precious metals and Industrial minerals with special reference to potash, phosphates, kaolin and silica sands.(1) The challenge for the design and development of new specialty chemicals Is dependent on Its cost performance and environmental acceptability. Information on the theory and application on the development of mining chemicals has been reviewed In several conference proceedlngs,(2-4) publications(5) and also discussed by several Individual authors.(1,6-10) These publications serve as a comprehensive reference source on the reagents used In several flotation processes. This paper discusses the present trend in the use of specialty mining chemicals In diversified mining operations on several mineral systems with particular reference to sulfide ore systems. The necessity to expose these specialty chemicals through aggressive marketing techniques In mining operations In many developing countries Is also presented. SPECIALTY CHEMICALS Specialty mining chemicals, like other specialty chemicals, share common business characteristics that transcend geographic boundaries. They are manufactured 1n a few selected areas, generally expensive relative to commodity chemicals, shipped and compete globally and usually require specialized knowledge for proper use. Specialty mining chemicals are relative newcomers to chemical markets. The vast majority of mining chemicals are derived from products that are less than two decades old. Traditional collectors and frothers have been available for a considerably longer time. The emphasis on adding value to existing products and byproducts Is responsible for several characteristic features of the mining chemicals business. Most raw materials for these chemicals are related to oil and gas byproducts, chemical refineries, pulp and paper mills and all chemical manufacturers. Until the last several years these operations were located In Industrialized countries, while a significant number of mining chemical users were In developing countries. Therefore International trade In mining chemicals developed through agencies or agents in each particular country.

Mica is a generic term that applies to a group of complex aluminosilicate minerals that have a sheet or plate-like structure and with different chemical compositions and physical properties. All micas form flat six-sided monoclinic crystals with remarkable cleavage parallel to the direction of the large surfaces, which permits them to be split into optically flat films; as thin as 1µm in thickness in some cases (Rajgarhia, 1987). Some micas are more easily split than others. For example, muscovite mica found in pegmatites is more easily split into thin films than is phlogopite. Mica found in mica schist is not as easily delaminated as mica found in weathered pegmatites. According to Dawson (1 949), the commercially important mica minerals are: Muscovite-potassium mica (colorless to pale green and ruby) Biotite-magnesium-iron mica (dark brown to black) Phlogopite-magnesium mica (pale yellow to dark brown) Vermiculite-hydrated biotite or magnesium-iron-mica (bronze yellow flakes) Lepidolite-potassium-lithium mica (pale lilac to deep purple) Some micas of less importance are: Zinnwaldite-lithium-iron mica (gray to smoky brown) Roscoelite-vanadium-potassium-magnesium mica (various shades of green and brown) Mica, principally muscovite, is widely used for industrial applications because of its exceptional physical, chemical, electrical, thermal, and mechanical properties (Table 1). Phlogopite and vermiculite follow muscovite in importance. Biotite finds very little commercial application at the present time. Commercially, mica is used in a number of forms. These forms and their description follow: Sheet mica refers to books of mica either mined from hard rock (pegmatites) or from loosely consolidated clayey material formed from the weathering of pegmatites and alaskites. These books can be readily split into thin film or splittings with specific thicknesses ranging from 0.0031 to 0.10 mm (Davis, 1985). Quality sheet mica is graded into 10 quality classifications (Tables 2 and 3). Books of mica that are flawed with excess inclusions, cracks, or folds (A mica) are called scrap mica and are either ground into commercial products by a dry or wet process. Built-up mica was developed in 1894 as a result of the cost and scarcity of sheet mica, and because many satisfactory electrical parts could be made from it (Preston, 1971). This type mica is formed by layering pieces of mica splittings upon one another and binding them together with inorganic or organic binders. These sheets are then pressed together under high temperature. Mica for this process is produced from pieces of sheet mica too small to be punched into electrical parts (Davis, 1985). Reconstituted mica is mica paper produced by forming a mat of very thin delaminated flakes of scrap mica. This mat is usually impregnated with an organic binder, but is also available unimpregnated. It is dried at 110°C. The mica for this process is either produced from the trimmings of a sheet mica operation or from blocks of A type mica (Davis, 1985, Chapman, 1983). Ground mica constitutes by far the largest use of mica, both quantitatively and application wise. It is produced by grinding and sizing scrap mica (also mica concentrate) obtained from five sources, 1) trimming from sheet mica, 2) A type mica blocks, 3) as a byproduct of spodumene and feldspar mining, 4) weathered pegmatites and alaskites, and 5) metamorphic schists. Synthetic mica is produced by crystal growth in a slowly cooled melt of accurately proportioned chemical oxides. Extended cooling times at a specific viscosity result in larger crystals. Many different micas have been formed by this process; however, fluorophlogopite is the most common.

INTRODTUCTION The use of spiral concentrators for processing fine coal particles is an old idea that has recently gained acceptance in the 11.S. coal industry. It was not onti1 the Australian Minerals Industry developed a spiral concentrator specifically for separating coal from ash in the latter 1970's and early 1980's that spiral concentrators were seriously considered as viable equipment for processing fine coal. The Wright Coal Spiral was introduced in 1980, the Mineral Deposits Limited Mark 10 Coal Spiral was introduced in 1982, and the Vickers Wyong Coal Spiral was introduced in the latter part of 1984. Each spiral design was different and utilized constant profile troughs, constant pitch troughs, compound profile troughs, and various splitter arrangements. Mineral Deposits Limited has combined the best features of the compound profile trough and constant pitch trough with critically-placed splitters to develop the MDL LD4 spiral concentrator which is a truly efficient coal washing spiral. This spiral concentrator was introduced into the U.S. Coal Industry in 1987. Recently, Mineral Engineering Technology of the United Kingdom and Multotec of South Africa have introduced their own coal spiral designs. Spiral concentrators were first installed in fine coal processing circuits in the Australian, South African, and Canadian Coal Industries in the early 1980's and in the U.S. Coal Industry in 1985. SPIRAL CONCENTRATOR SEPARATION PROCESS The separation process that occurs within the spiral concentrator trough is very complex, as it is a combination of three gravity separation processes. When the coal slurry first enters the spiral trough, each coal and ash particle and the water is subjected to centrifugal forces. These forces cause the water, light coal particles, fine heavy ash particles, and medium middlings particles to the outer vertical portion of the spiral trough. The coarse ash particles and the coarse middling particles remain on the inside of the spiral trough. The center or transitional area of the trough contains a mixture of middlings particles and near-gravity material that is present in the slurry, as shown in Figure 1. At the same time the coal and ash particles are suhjected to centrifugal forces, the trough design (both profile and pitch) causes the particles to be subjected to flowing film and stratified bed separations. The combination of these three separations, whose efficiency is dictated by the spiral troogh design, will effect the separation of the lighter coal particles from the heavier ash and middlings particles. As the slurry flows down the spiral, the profile and pitch design of the trough will counteract the centrifugal forces on the fine, heavy ash particles and fine middlings particles and cause them to migrate from the vertical portion of the trough to the center or inner portion of the trough. At the same time, any heavy particles trapped in the transitional area of the trough will be forced to migrate to the inner edge of the trough and any coal particles will be forced to migrate to the outer edge of the trough. SPIRAL SPLI'TTEP ARRANGEMENT The critical placement of splitters along the inner edge of the trough for removal of the heavy ash particles as the slurry flows down the trough further enhances the separation of the coal particles. At the bottom of the spiral trough are product splitters arranged to make a final separation of the slurry stream into clean coal, middlings, and refuse products.

INTRODUCTION Monitoring devices used for detecting and measuring airborne radon in mines are limited due to the rugged environment in which they must operate. Personnel monitors now available are either passive or require filters and an air pump. Area air monitors usually have bulky batteries or require electric power service to the instrument. Thus, there are few instruments presently in use in mines capable of discriminating between the various radon isotopes and their daughters. Occasionally it is desirable to determine which radon daughters are the principal dose contributors in mine air. In some areas, such as the Elliot Lake mine in Canada, there exist sizable quantities of 220Rn in the mine air due to 232Th in the ore (Cote and Townsend, 1981). Since there has been recent interest in radon daughters in homes and factories, as well as caves and mines, methods and instrumentation are being developed to address these cases. Some of these methods can be employed in uranium mines. Although there have been very few determinations of the three radon isotopes (222Rn, 220Rn, and 219Rn) and their daughters made in uranium mines, these isotopes have been measured in process buildings and in private homes under circumstances that suggest these isotopes could also be present in uranium mine air (Perdue, Leggett, and Haywood, 1980; Yarborough, 1980) METHODS Cryogenic air sampling was developed about 15 years ago (Rasmussen, 1972) to concentrate various airborne chemicals for later fractional distillation and measurement of various organics using gas chromatography. A version of this technique has been developed to measure tritium, krypton, and other radioactive gases in nuclear power station buildings (Anon, 1980). In this method, fractional distillation is used in conjunction with various detectors to identify the radionuclides present. The cryogenic method to be discussed here was developed at Oak Ridge National Laboratory (ORNL). It uses the liquid air accumulated in a sampling device for a direct analysis of all gamma-ray emitters present. The air sampler (Fig. 1) could be employed in a mine to liquefy air, using the difference between the point of liquefaction of air (~80 deg. Kelvin) and the boiling point of liquid nitrogen (77 deg. Kelvin) to liquefy an air sample. By using a proper orifice at the entry to the sampling vessel, air of any dust concentration and relative humidity [ ] may be sampled. The energy for sampling is provided by the slow evaporation of the liquid nitrogen; no other power source is required. This type of sampler could be used to augment the usual filter and pump, or passive system presently employed to estimate personnel dose from radon daughters. It would also allow measurement of any combination of daughters from the three radon isotopes. Upon completion of sampling, the sampler is closed and removed from the mine. This sampler, with its liquid air contents maintained by the slow evaporation of liquid nitrogen, is taken to the place of measurement. There, the sampler is opened, the accumulation of water and ice in the neck is chiseled down into the liquid air, and the sample is transferred quickly to a precooled counting dewar (Fig. 2). This counting dewar is then placed upon a gamma radiation detector; we recommend a high purity germanium detector. A determination of all the radon daughters can be made in 1 to 4 hours after the sample is taken.

Introduction The US mineral industry in 1983 participated in the recovery from the recent recession. Compared with 1982, the value of raw nonfuel mineral output rose 8% to $21.2 billion. The $218 billion worth of goods processed from this crude mineral output represented a 9% increase over 1982. Even in real terms, these figures reflect growth. Demand for nonfuel mineral materials, of course, depends on the overall state of the economy, which steadily improved each quarter in 1983. Of particular importance to the mineral industry were surges in key mineral-consuming sectors such as construction and automobile manufacturing. New housing starts rose one-third, to 1.7 million units, while automakers turned out about 35% more cars (6.8 million) and 25% more trucks (2.4 million) than in 1982. These are significant increases, even considering recent trends toward smaller, lighter vehicles, and multiple-unit housing. A comeback for the mineral industry, however, is bound to proceed unevenly, particularly at the beginning. Traditionally, the industry lags behind the rest of the economy during a recovery, and some mineral products respond to overall economic improvement more quickly than others. This pattern has been repeated many times and the industry is used to it. Mineral executives know it is best to be patient and cautious during the first stages of an economic upturn. Many experts say that it may take extraordinary toughness, patience, and caution this time around. Steel Improves Raw steel production - a major indicator of both material use and mineral production - rose 14% to 77 Mt (85 million st), stimulating a 7% rise in domestic iron ore production to 39 Mt (38 million It). Still, the iron ore industry operated at less than half capacity, with most major mines remaining closed for part of the year. Iron ore imports dropped 24% to 10 Mt (11 million st), so demand was partly met by withdrawals from stocks. Despite the increase in steel production for 1983, output remained far below levels of just a few years ago. For example, 1983 production was still 29% less than in 1981. Raw steelmaking capacity actually declined about 10% during the year to 122 Mt (135 million st). The industry continued to cite steel imports, especially those from developing nations, as a major cause of domestic capacity loss. As long as steel production remains weak, steelmaking metals suffer. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about one-third capacity in 1983, with six of the 19 companies involved being closed all year. The US mined no manganese or chromium, and very little nickel, although the country's only nickel mine did resume production in November. Molybdenum production, at 13.6 t (15 st), was only about one-third as much as in 1982. The major molybdenum mines, Climax and Henderson in Colorado, remained closed all year. To meet demand, molybdenum stocks were halved to 19 t (21 st). Mine shipments of tungsten, another mineral tied to steel production, dropped 30% to 1.1 kt (1,200 st) of contained metal. One of the most positive responses to the general economic recovery came from the aluminum smelting industry. By the end of the year, it was operating at about 79% capacity, compared to 59% in January. Nevertheless, the 3.3 Mt (3.64 million st) of primary aluminum produced represented only a slight increase over 1982. Total bauxite imports were about 27% below 1982 levels. Production of magnesium metal rose 11% to 100 kt (110,000 st). But titanium was more typical of other

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is a research facility located in Southeastern New Mexico. The WIPP is being developed by the U. S. Department of Energy (DOE) to demonstrate the safe storage of defense-related radioactive wastes in bedded salt. Since the WIPP is a research facility. a number of large-scale in situ experiments have been planned and are currently under construction (Munson, 1983). These experiments were designed to study various aspects of nuclear waste storage in bedded salt such as mechanical responses and creep closures of drifts, thermal response due to heated canisters, and thermally-induced fluid migration. One purpose of the WIPP is to develop and demonstrate a general predictive structural analysis capability for a bedded salt repository. One set of experiments, called the Geomechanical Evaluation (Room G), is heavily instrumented to study the creep around several rooms with different configuration. A Layout of the Geomechanical Evaluation room is shown in Figure 1. One portion of it consists of wedge shaped pillar where two drifts intersect at an angle of 7.5 degrees. The pillar can be seen at the bottom of Figure 1. One purpose of the wedge pillar experiment is to study progressive pillar failure in the tip region. Another is to determine how nonuniform pillar thickness affects creep closure of the drifts. An important aspect of the experiments is the correlation between experimental data and corresponding pretest finite element analyses of the site. The finite element simulations serve two purposes. First, the computer simulations aid in understanding the experimental results by providing calculated stress. strain and displacement fields that cannot be measured directly. Second, comparison of calculated and measured drift closures serves as a method for validating or improving the finite element models and the constitutive models employed. The wedge pillar geometry required a 3-D finite element creep calculation. Results from these 3-D calculations will be presented in this paper. A 2-D plane strain double drift model which approximates the wedge pillar geometry at a slice perpendicular to the drift has also been performed and will be compared to the 3-D results in this paper. FINITE ELEMENT COMPUTER PROGRAMS Two finite element computer programs. JAC (Biffle, 1984) and JAC3D (Biffle. 1986), were used. JAC is a 2-D finite element program developed for quasi-static analysis of non-linear solids. It employs the conjugate gradient iterative technique to obtain a solution Spatial integration is performed using a single gauss point in each four node quadrilateral element. An hourglass viscosity technique is used to control the zero energy modes that occur with single point integration. The single point integration combined with the explicit nature of the program and exploitation of CRAY-1 computer architecture results in very efficient execution J4: results were compared to results obtained with eight other 2-D structural creep computer codes in the second WIPP benchmark exercise (Morgan, 1981) JAC3D was derived from JAC to treat 3-D finite element models and has many of the same characteristics including single point integration and hourglass viscosity. These characteristics have made 3-D creep analyses more reasonable by significantly reducing computation time The first exercise of the creep capability

It is imperative that the hydrogeologic frame- work and the ground water flow systems of a Potential mine area be investigated prior to initiation of mining. Such investigations are necessary so that potential mine water inflow problems can be anticipated and controlled. Obvious difficulties can arise if large inflows of ground water occur in underground workings. Costs of water removal and disposal, if not foreseen and included in economic planning, can severely limit or eliminate profit from a mining operation. Safety problems associated with large inflows are an additional potential problem. The inflow of water into a mine necessarily alters the associated ground water system. The inflow also may impact nearby surface water regimes, depending upon the interaction of the surface water and ground water systems. The inflow of water into a mine inevitably causes a decline in the ground water levels in the vicinity of the mine. This decline may be restricted to a small area or it may extend a considerable distance, depending upon the hydrogeologic properties of the associated hydrostratigraphic units. A decrease in surface flow will result if the area of ground water level decline intersects a stream or spring that is hydraulically connected to the ground water system. Mine inflow problems historically have been evaluated after-the-fact. Premining hydrologic investigations only recently have been initiated. Brown's (1977)* report on anticipated hydrologic impacts of oil shale mining in the Piceance Basin of Colorado is an example of premining hydrologic planning. Observed difficulties inherent in designing a data collection network and then utilizing the data to predict mine inflow have led us to the preparation of this manuscript. This manuscript reflects a two-phase effort. The first phase describes and develops analytical and numerical techniques for mine inflow prediction. Emphasis in this section is placed on the selection and application of data collection techniques and data analysis procedures. The second phase applies the prediction technique(s) developed during phase 1 to two existing mines. The objective of phase 1 efforts is to evaluate the hydrologic variables associated with surface water systems and ground water systems that can affect the inflow of water into an underground mine. Subsequently these variables are incorporated into predictive techniques for estimating underground mine water inflow and its effect on associated ground water and surface water systems. The specific objectives of phases 1 and 2 are to: 1) Determine the hydrologic parameters required for predicting underground mine water in- flow and the potential effects of the inflow on surface and ground water systems. The hydrologic parameters represent both premining and past initiation conditions. 2) Outline methods for obtaining the necessary input data for the predictive techniques in pre- mining and post initiation periods. 3) Present existing numerical techniques for predicting underground mine water inflow including assumptions Ad required input. 4) Evaluate existing numerical techniques previously tabulated based on their applicability to mine water inflow prediction. 5) Attempt to develop analytical techniques for predicting underground mine water inflow. 6) Develop, through modification of existing models, a general mathematical model as a numerical technique for predicting underground mine water inflow and the resultant effects on surface and ground water systems. 7) Apply the predictive techniques to two existing mines selected for this purpose. 8) Compare the predicted inflow rates to measured inflow rates at both mines. 9) Compare predicted impact on district hydrology to observed impacts where possible. 10) Evaluate the predictive technique.

Introduction The concept of in-the-wall haulage was formally introduced to the mining community in the early 1970s. The basic concept is simple. Rather than the traditional in-the-pit haulage/access ramp, single or twin ramps driven in the pit wall are used with crosscut connections on the working levels. The in-the-wall pit haulage system could be considered as part of the opening of a new mine, a way of completing to final depth an existing pit, or part of the transition from open-pit to underground mining with the ramp remaining as part of the access. This paper is intended to acquaint the reader, particularly mine planning engineers, with some of the possibilities presented by the concept. Nordstrom (1983) said, "In many countries, mining engineers are either open-pit or underground specialists and, hence, often don't consider the possibilities for combining the best aspects of each into a hybrid mining system." This is believed to be true. There are few "hybrid mines" employing, for example, open-pit methods with underground haulage systems. One reason is the variance with the experience of the mining company and the engineers involved. However, with today's low metal prices, innovative and unconventional thinking may be just what a property requires to remain in production. All the possible situations where an in-the-wall ramp might be considered cannot be presented here. Rather, a few examples will be discussed for illustration purposes. Potential savings in stripping costs A major cost in open-pit mining is associated with the removal of overburden and waste rock. Although much of this stripping cannot be avoided, the volume (V) associated with the presence of an in-pit haul road can be quite large, V 100 (pit depth) a (road width) 2 x road grade (%) As an example, consider a vertical ore body 400 m (1312 ft) long, 60 m (197 ft) thick, extending to a depth of 160 m (525 ft). Cross sections are shown in Fig. 1. Other data are: ore tonnage = 11 Mt (12 million st), ore density = 2.9 t/m3 (0.09 st per cu ft), waste rock density = 2.7 t/m3 (0.08 st per cu ft), road width = 20 m (66 ft), road gradient = 10%, and level interval = 10 m (33 ft). The evaluation has been made assuming that the pit slope (0) is constant around the pit except on the side with the haul road. On this side, the slope is decreased to allow for the road. Slope angles of 30° to 60° have been selected to indicate the dependence of stripping volume (V) on slope angle. The stripping at the ends have been calculated assuming representation by cones. The volume associated with the haul road is 2.6 Mm3 (92.8 million cu ft). A comparison of the strip volumes involved is shown in Table 1. As can be seen, the percent savings in strip volume varies from about 4% to 17% and depends greatly on the slope angle. It is perhaps more interesting to examine the savings in stripping costs that could then be used to cover the cost of the access ramp and the crosscuts for stripping costs of $3/m3 ($0.08 per cu ft). The cost with the road volume is 2.6 million x 3 = $7.8 million.

Introduction Coal petrography is the microscopic study and description of coal and other organic substances in terms of the microscopically recognizable organic constituents and of the rank of the material. Petrography studies of coal and other organic substances are useful in themselves, and have a number of practical applications. Some of these include determining coking quality of coal, estimating yields of methane from coal beds, and assisting in coal preparation. Petrography studies can also help in mine planning, in source rock studies, in combustion problems, and in synthetic fuel applications. Most recently, petrography has been found to be useful in studying sediment-hosted ore deposits. Microscopic constituents-macerals Under the microscope, coal is a heterogeneous assemblage of the coalified remains of woody matter and plant remains from the swamp or bog from which the coal was formed. The individually recognizable materials making up the organic mass are termed macerals by petrographers. They are the organic equivalent of the minerals that make up rocks. Coal petrographers can examine coal in two ways. Those interested primarily in the microscopically transparent macerals or in the study of very low rank materials, lignites for examples, like to use transmitted light microscopy where light passes through a microsection about 3 to 6 µm (0.0001 to 0.0002 in.) thick (Fig. 1). The dominant red color of the section in Fig. 1 is inherent, not a stain or produced by a filter. Distinct suggestions of textures in the reddish constituents can be seen. The red material is vitrinite and is thought to be the coalified remains of woody tissues. The yellow, lenticular substance is exinite. It is what remains of the waxy coating on a spore. Also seen are white dots of mineral matter and black opaque material that is better seen and described in polished sections. A polished microsection is prepared by grinding and polishing to a mirror polish a compact of coal and embedding resin or a coherent chunk of coal. The resulting microsection is then examined in a reflecting microscope. High magnification, 200X to 400X, and an oil immersion lens are needed to resolve fully the macerals of the organic matter so prepared. Figure 2 shows two macerals, an even gray vitrinite, unstructured and fusinite, a whitish, more or less cellular constituent. Fusinite is thought to represent more or less completely carbonized cellular material. Coal petrographers appreciate that coal is a heterogeneous material. Figure 3 is a view of another section. The generally structureless gray material is vitrinite. The bean-shaped dark constituents are exinites. The long, narrow, somewhat scalloped dark constituent is cutinite. Cutinite is thought to be derived from leaf coatings. Some coal petrographers would describe the large white, structureless mass as micrinite. Others might prefer the term macrinite. A few fragments of fusinite can also be seen. Figure 4 shows a coalified fungal remain, termed sclerotinite. It is surrounded by vitrinite and crushed fragments of fusinite all floating in a sea of embedding resin. Sometimes the microscope reveals the great heterogeneity of coal even on the microscope scale. Figure 5 shows a section with semi-fusinite, inertodetritinite, vitrinite, and micrinite. The nature of the heterogeneity may be judged by noting that the long dimension of the photomicrograph is about 70 µm (0.0027 in.). Measurement of rank Hoffmann and Jenkner (1932) discovered that measuring the reflectance of the vitrinite constituent of coal in a polished section gave a good measurement of the rank of the coal. The studies conducted by Laplante and coworkers (1983,1984) with flotation of galena and quartz, showed that the rate of flotation reaches a maximum value for a certain intermediate value of the air flow rate. A similar, though less pronounced, effect of the air flow rate on the selectivity was also observed. Luttrell and coworkers (1985) showed that the size of air bubbles has a significant effect on both rate and selectivity of coal flotation. These two studies used flotation tests in which no froth layer was formed. This note describes effects of the air flow rate and bubble size on the rate constant and selectivity of coal flotation, using a mechanical laboratory machine with a froth layer allowed to form. Experimental A raw, dry ground Illinois coal was used in flotation tests. The size distribution and ash content of the samples are : Particle size (µm) Weight (%) Ash (%) +600 4.30 41.7 600/200 43.05 19.0 200/74 22.25 16.0 - 74 30.40 24.0 average 20.8 No. 2 fuel oil with a concentration of 200 g/t of feed and M.IBC with concentrations of 11, 22, and 33 mg/L of pulp (128, 256, 384 g/t, respectively) were used as flotation reagents. Tap water with a natural pH of 7.0 to 7.8 was used throughout the tests. No other reagents were used. The starting concentration of coal in the pulp was 86 g/L. A standard flotation machine with the pulp volume of 5 L was used in experiments. Three different air flow rates were employed, resulting in three air escape velocity values of 14, 30, and 70 cm/min. The air escape velocity (AEV) was calculated as the ratio of air flow rate (Qa) to the slurry surface (Ss) in the machine. For a comparison, the upper limit of air escape velocity values used in commercial size flotation machines is between 70 and 100 cm/min (WEMCO, 1983). A machine consisting of a generator of fine bubbles and a separatory column, described elsewhere (Szatkowski and Freyberger, 1985), was used for some tests where bubble size lower than that generated in the standard machines was required. Prior to a flotation test, a batch of coal was mixed with water in the flotation cell for at least 10 minutes to ensure that all coal was thoroughly wet. Then the specified amount of fuel oil was added and the pulp was conditioned for five minutes. The specified amount of MIBC was added 15 seconds before the end of conditioning. After air flow was opened, flotation products were collected for 0 to 30, 30 to 60, and 60 to 120 second intervals. Content of the combustible material in samples was determined by subtracting the ash content from 100%. A photographic technique was used to determine initial distributions of bubble size generated by the flotation machines. Bubbles generated in water containing the prescribed amount of the frother but no solids were photographed against a black background. The average diameter and standard deviation were then calculated for each set of flotation conditions. The method gives results reproducible within k 5% of the average bubble size. Table 1 contains information about the measured bubble size distributions expressed by the average bubble diameter (Db) and the standard deviation ( SD ) . Demand for both lead and zinc to the year 2000 will be characterised by modest to nil growth in mature economies, with positive 3 to 4 per cent annual growth rates in developing nations. Asia and China will feature significantly in this growth. Overall lead demand is expected to grow about 1 per cent a year, with industry becoming more dependent on the fortunes of the automotive industry as the lead-acid battery will be the only major end use to expand. Zinc will become more dependent on its main use, galvanising, as the automotive and construction industries move to high levels of dependence on corrosion prevention. Strong growth in zinc consumption in S.E. Asia, China and India is likely to feature widespread development of the continuous steel strip mini-galvanising line technology. Thank you Mr. Chairman for inviting me to this Conference. As an Australian I am honoured to be here to offer some thoughts about future trends in metal consumption -- with particular reference to the role of countries in my own neighbourhood, the developing Asian nations, including China. It is customary for a member of the producer fraternity to speak to the topic of future development. This is no doubt due to the fact that our companies are so often engaged in endeavours to determine the future prospects of the metals as essential background to massive investment decisions relating to the development of new mines and smelters. This is sometimes also applied in relation to the more painful decision of closures of aging operations. In this paper I have drawn upon recent studies by AM&S into the future of lead and zinc. While this work has been thorough and skillful, we are nonetheless left with uncertainty on a number of counts. Firstly. predictions in the past in our industry have not been all that credible. Need I remind a U.S. audience for instance of the Paley ' investigation setup by President Truman in 1950 to study U.S. copper requirements for 25 years in the future. Asarco's Simon Strauss gave those of us daring to forecast long term commodity trends a salutary reminder that the Paley Commission with all the expertise at its disposal missed the mark in its copper predictions by a very wide margin indeed. Additionally, it is difficult to take comfort from longer term economic forecasts. Too many important economic issues remain unresolved suggesting considerable caution. These include the threat of growing protectionism; low economic growth rates with stubborn unemployment levels; and levels of government expenditure at near saturation as a percentage of GDP, to name a few. However, on a more optimistic note. we can look to China, where there appears to be momentum in its economic growth; oil, where stable oil prices to the mid 1990's will contribute to inflation control; and the fact that LDC debt, while still a major issue, is declining in importance and priority. In the short time allocated to us. I wish to deal succinctly with the lead and zinc raw materials supply picture, which is one I do not believe will hold too many surprises for this audience. Following the review of raw materials supply, we will turn our attention to the changes in the pattern of demand towards the year 2000. emphasising the Asian position. In this context. I would like to focus on the theme of the changes in OECD consumption levels relative to those of the emerging nations. One area we will be paying special attention to is China.

Introduction In view of the continuing depletion of natural resources, requirements for energy conservation, plant optimization and hazardous waste management, and environmental consciousness, recycling and secondary recovery of materials are being developed with increasing interest Many secondary recovery processes are being developed that apply mineral processing technology. Gravity separation, magnetic separation and flotation have all emerged as explicit methods for recovering residual values from various process streams and hazardous constituents from waste streams. Recently, a technique for concentrating metallics has been successfully reintroduced. The concept of the alternating magnetic field eddy-current separator was developed over a century ago using rudimentary electromagnets (Patent 400317 issued to Thomas Edison on March 26, 1889). Widespread acceptance was, however, hindered by high costs, marginal results and poor economic incentives for secondary recovery. With the recent increased interest in secondary recovery and the development of high-energy rare earth permanent magnets, the eddy-current separator has now gained prominent acceptance. The separation forces imparted by an eddy current separator are the function of the magnetic field intensity and the alternating frequency of the magnetic field. The evolution of permanent magnets has provided a cost effective alternative for the generation of high-intensity magnetic fields. High-energy rare earth permanent magnets have substantially reduced the capital and operating costs over the electromagnetic circuits employed in antecedent eddy-current separators. Specifically, in recent years, the strength of permanent magnets has increased several fold with neodymium-boron-iron rare earth magnets now providing an energy product of 35 million gauss-oersted. Figure 1 shows the evolution in the strength of permanent magnets. The development of these rare earth magnets has led to the design of circuits possessing a magnetic force an order of magnitude greater than that of conventional permanent magnetic circuits. The eddy-current separator has been successfully applied in several metal sorting and recovery operations. Most common is the sorting of metal from shredded automobile scrap and municipal waste. With the advent of high-frequency, high-intensity magnetic fields, the separator has advanced to the point where it has direct application in the beneficiation of fine sized metals. Relatively fine sized (-1/4 in.) metal bearing slags and spent foundry casting sands as well as precious metal hearing electronic scrap demonstrate excellent metallurgical response to the eddy-current separator, and applications have progressed to finer materials and more selective separations. Theory Electrical currents are induced in all conductors when exposed to an alternating magnetic field. The induced current generates a magnetic field in the conductor that opposes that of the alternating magnetic field. Figure 2, is a schematic illustration of generated eddy currents. In this particular example, the alternating magnetic field is produced by a series of permanent magnets mounted on the circumference of a rotor. The permanent magnets have alternating polarity. As the rotor revolves, an alternating magnetic field is produced, and the rate of revolution determines the frequency of the alternating magnetic field. When a conductor, such as a metallic disc in the illustration, is placed in the alternating magnetic field, a closed loop current flow occurs. The current loop in the conductor produces a magnetic field that is a mirror image of the alternating magnetic field. At any point in time, the induced magnetic field in the conductor directly opposes the alternating magnetic field. This opposition of magnetic fields produces an instantaneous repulsion in the conductor. The conductor is consequently repelled from the rotor. The alternating magnetic field has no effect on nonmetallic materials as they pass through the magnetic field and discharge the rotor in a natural trajectory. [ ]

On behalf of my agency, the Mine Safety and Health Administration, I would like to add my appreciation that all of you could be here today. Previous dust symposia over the years have proved the value of close cooperation among universities, government agencies, and professional societies in advancing knowledge of dust research and development in the interest of miners and the industry. I'll just comment briefly on MSHA's part of the overall effort by all parties to control miners' exposure to respirable coal dust and other airborne dusts. As you know, our agency's congressional mandate is to do what is necessary to assure that miners will have safe and healthful workplaces. In the area of coal mine health, this has meant joining with the mining community in a continuous campaign to keep respirable dust and quartz levels below applicable standards to prevent or reduce disabling coal workers' pneumoconiosis and silicosis arising from excessive exposure to respirable quartz. Currently, our agency is processing about 120,000 coal dust samples taken by MSHA and company people during the year and about 8,000 samples taken from metal and nonmetal mining operations. Our dust program, like other MSHA programs, has benefited from increased computerization of records. The attack on CWP has had the highest priority of government and industry. The goal has been to sharply reduce social costs of suffering victims and their families as well as the associated future payments under the black lung benefits program. During the 1989 fiscal year, about 104,000 former miners received about one and a half billion dollars in benefits. Since the program began, nearly 25 billion dollars have been paid out. Much progress has been made in lowering dust levels in coal mines since the standard of two milligrams per meter of air was established in 1972. Before that time, there was a 4-to-10-percent probability of a miner developing coal workers' pneumoconiosis at typical pre-1972 exposure levels. However, under the maximum respirable dust levels allowed today, this probability has been reduced to about 1 percent. Since average dust levels are lower today, we can expect fewer miners to develop CWP in the future. Out goal continues to be elimination of both coal workers' pneumoconiosis and silicosis in both coal and nonmetal mining. In 1985, MSHA revised its coal mine quartz policy to allow mine operators to submit dust samples used in setting the quartz standard. Previously, only single MSHA samples were used. Even though less than half of the mine operators have taken advantage of this change, it has provided a larger population of samples for analysis then before. Also the policy allows operations that are on a reduced quartz standard to have the standard reviewed every six months. In underground coal mining, the job of roof bolter typically has higher than normal exposures to quartz. About 45 percent of respirable dust samples from roof bolting operations contain more than 5 percent quartz and therefore are put on a reduced quartz standard. One objective of the policy revision was to improve miners' health by follow-up monitoring, and this is being done with roof bolting jobs. MSHA studies of surface coal mining operations have provided data showing that bulldozer operators and highwall rotary drill operators often have high exposure to quartz dust, and our agency is directing enforcement efforts to reducing this hazard. One of the most important responsibilities of MSHA's metal and nonmetal mine health division is the respirable dust sampling program. In the last few years, nearly 3 out of 10 samples have

For small precious metals mining to show a comeback a different perspective must be taken than that of larger mining companies. This perspective must be much the same as that of past successful smaller mining enterprises such as when the US had a need for Uranium. Abandoned mines and environmental concerns in older mining districts have discouraged many from entering with the attitudes of why try there if so many unsuccessful mines exist. A small mining venture can be successful there but must have a "think smart'' attitude. There must be a thorough understanding of deposits, utilization of advanced technology and a properly managed mining operation. "THINK SMART" MINING The small mine operator is usually looking for small high grade deposits, consequently, long term success depends on a series of small successful mining operations. The small miner must succeed right-off or credibility and future project funding will suffer. No veteran of even a few years in the mining industry needs to be told that a dollar spent on production today fails to yield as much as it once did. More efficient equipment and techniques have helped soften the problem, but there is little likelihood that a mining company can do much to control inflation, wages, regulations, or grade. That leaves the small miner to "think smart" as one area where operating dollars can still be stretched to produce more than they presently do (Gardner. 1981). In the planning stage of a mining venture, when most options are still open, the main controllable elements are market timing, deposit selection, cutoff grade, mining method, mine design, mining sequence, rate of production build up, process design, project financing structure, project management, and project ownership structure. During planning, optimum criteria can be established for each of these. Once a mine is in production, these options are foreclosed or at least severely constrained. The more thought given to a mining program using all information available the less the risk of encountering disabling surprises. Thus the intent of this paper is to suggest the "think smart" attitude most small mine operations use for long term success. If one looks at a number of successful mining ventures, whether large or small, there is a general logic most have followed to be successful. They have used proven exploration, mining and processing techniques along with economic evaluation and experienced personnel to improve their odds. LOGIC IN DEVELOPING A FEASIBLE VENTURE Most successful small mine ventures achieve positive cash flow as quickly as possible by seeking out those deposits which require the least time and expense on activities leading up to production. To do this they look for deposits that are the most accessible, easily investigated, mined and processed with the cheapest fundamental methods. The general sequence of events starting with district selection are deposit selection, preliminary feasibility, exploration, detailed economic feasibility, mine planning, development and production. Each successive step becomes more costly requiring intermediate decisions along the way. District Selection Small operations should look for known deposits which favor the occurrence of the type deposit sought rather than efforts in unproductive areas. Known deposits in developed areas have some advantages over remote areas: 1. More alternative methods of transportation are available. 2. A larger stable work force is available. 3. The area is usually more pro-mining. 4. Power, water, housing, technical services, skilled services, schools, recreation and shopping are available.

INTRODUCTION Conveyor belt fires represent a serious hazard in underground mines. This fact is well understood in most mining countries. The statistical data for Ontario mines (1) indicates that the majority of the conveyor fires occurred at the head pulley of the conveyor belt. The main emphasis for fire prevention and detection should then be concentrated at the drive pulley of the conveyor designed to transport non-combustible material. In the case of conveyor belt fires, it is of utmost importance to detect the hazard at an early stage, when the overheating has not yet reached the ignition point. Thermal noise detection sensors were installed in 1987 at several conveyor sites at Inco mines. PRODUCTS OF COMBUSTION THERMAL DEGRADATION OF CONVEYOR BELT Various investigations on conveyor belt fire hazards have been made in the past (2, 3, 4, 5, 6, 7). Several belt samples (6, 7) were subjected to thermal oxidative degradation. The belts used in these tests were neoprene, polyvinyl chloride and styrene-butadiene rubber (6). About 70 different compounds were identified in the volatile thermooxidative products. As expected, hydrogen chloride was the major toxic product formed, accompanied by relatively low quantities of other toxic compounds such as carbon dioxide, carbon monoxide, sulfur dioxide, carbon disulfide, hydrogen sulfide, benzene, chloroprene, cresols, chloroethanol, formic acid and C8 hydrocarbons. The research investigation (8) performed by the USBM indicated that "smoldering combustibles generate a very low level of CO compared to the level of smoke produced". The cited publication (8), states that, "During smoldering combustion, typical mine combustibles produce about 2.5 times more smoke than CO. As fires develop to their flaming stages, the trend reverses and about eight times as much CO is produced as smoke." The reader is referred to several significant sources of additional information pertaining to emission products that can be found in references (8), (9), and (10). ANALYSIS OF FIRE HAZARDS U.S.A. AND ENGLAND Nearly 15 percent of all underground coal mine fires in the United States involved ignition of conveyor belts (7). In many cases, the fires propagated through thousands of feet of belt entry and created losses in the millions of dollars. Some of these fires consisted of rubber belts. Some involved polyvinyl chloride and neoprene belts that were classified "fire resistant". Typically, a belt fire begins after the conveyor is stopped. The fire is initiated by burning coal dust and grease accumulation around defective rollers or belt drives that have become heated by friction (7). An analysis of 113 conveyor fires (11) showed that 41 originated at the driving pulleys, 32 at the defective rollers, and 40 elsewhere on the conveyor system. The severity of the fire, which can spread along a conveyor road, has been emphasized by the disaster at Creswell Colliery, Derbyshire, on September 26, 1950, when 80 men were overcome and killed by toxic fumes from the fire (12). The fire started from smoldering caused by friction, and developed into a flaming combustion, propagating along the roadway containing the rubber belt at an estimated speed of 40.2 m/s (90 mph), and travelling a total of 650 m (2100 ft) THE INFLAMMATION OF CONVEYOR BELTS THE MECHANISM OF IGNITION Defective operation of a conveyor belt may start a fire in several ways: - Friction of the belt on the drive pulley. - Jamming of a guide roller, and others.

This chapter deals with the Mine Safety and Health Administrations's (MSHA] concern and obligations with regard to asbestiform minerals. Asbestiform minerals are defined as the magical group of hydrated, silicate minerals that possess a fiberlike structure capable of being woven into cloth. Their unique combination of properties, such as resistance to heat and chemical attack, high tensile strength, and flexibility was recognized centuries before Christ. Pausanias, the early Greek geographer, speaks of golden lamps, made about 430 BC, with in- combustible wicks of Carpathian flax. The Ro- mans used asbestos as cremation clothes to con- serve the ashes of deceased persons of rank. Charlemagne had an asbestos table cloth that he used to pass through fire to clean (Lanza, 19381. Early recognition of the health hazards associated with exposure to asbestos was documented in the first century by Pliny the Elder, a Roman naturalist, and Strabo, a Greek geographer. Both wrote of slaves with sickness of the lungs, whose occupation was that of weaving asbestos into cloth. This concern for the health of asbestos workers disappeared over the ages. Today, with the use of modern technology, asbestos products have been greatly exploited. The asbestos output has increased over a hundredfold in the past 70 years. World production has jumped from 454 t/y (500 stpy) in 1900 to 4.5 Mt/y (5 million stpy) in 1978. An increase in health problems for asbestos workers accompanied this increased usage. However, it was not until the modern era that the association of asbestos with chronic respiratory disease was rediscovered. Reports were published at the turn of the century documenting the effects of asbestos exposure on textile workers. One such report in 1907 by H.M. Montague Murray described the post mortem findings on a 34-year- old carding machine operator. Murray de- scribed the lungs as showing extensive diffuse pulmonary fibrosis spicules of asbestos. Subsequently, more reports of pulmonary fibrosis following inhalation of asbestos were published, including an epidemiological study of asbestos miners in 1930 (Merewether and Price, 1930), at Thetford, Que., Canada. This study took place at the mine 52 years after large-scale mining of asbestos had begun. But, the cancer- producing potential of asbestos was not established until 1949 when a report by Merewether in England described an excess of cancer of the lung and pleura [the lining of the lungs) among individuals dying from asbestosis (Merewether, 1949). In the past decade much attention has been focused on asbestosis, mesothelioma, and bronchogenic carcinoma, as the three major biological effects associated with asbestos ex- posure. Parenchymal and pleural asbestosis is a fibrosis in the substance of the lung with thickening and often calcification of the membranes lining the thoracic cavity. Mesothelioma is a malignant tumor of the membranes lining the thoracic or abdominal cavities, and bronchogenic carcinoma is a cancer of the lung tissue itself. These diseases occur in various degrees and combinations. The severity and occurrence of these biological effects are directly influenced by conditions such as dose response relationships, intensity of exposure, duration of exposure, lapse of time since initial exposure, and cigarette smoking. Numerous studies indicate that the relationship between these conditions and the incidence of disease is proportional. Congress has recently concluded (Congressional Record, 1979) that, "exposure to asbestos fibers has been identified as significantly in- creasing the incidence of cancer and other severe or fatal diseases such as abestosis." Congress conveys its concerns for the safety and health of the nation's miners through the Federal Mine Safety and Health Act of 1977 in which it gave MSHA the authority to set safe

J.R. Sturgul Thompson and Adler (1988) present a new simulator for use in designing conveyor belt systems for underground mines. Their model uses a large Fortran program to do a Monte Carlo simulation. Their approach is similar to that done by other researchers, such as Stanford (1965) and Newhart (1977). All Fortran based simulation models use an imaginary clock that is advanced a time increment. At each advance of time increment the program has to determine what is to take place in the system. Since many things can take place at different places in the system, this approach requires that a large amount of logic is needed at each step of the program. This, then, necessitates a great amount of jumping between different portions of the program. In fact, the Fortran program, CMBCS, takes up to 15 to 20 minutes to run on the mainframe and several hours for the PC. Such execution times are typical of Fortran based simulation studies. There have been other examples of Fortran based simulation studies in mining. Cross and Williamson (1969) presented a model of a working open-pit copper mine. Fosinato (1982) presented a model of the bucketwheel excavators for the large open-pit mines in Southern Victoria in Australia. These excavators discharge into a complex conveyor system, which can be thought of as being similar, but more complicated than the one modeled by CMBCS. All previous simulation studies using Fortran as the source code have several things in common: they all are very lengthy, often being of the order of 10,000 lines of code and take a great deal of CPU time to execute. The program of Fosinato takes more than 4.5 hours to run on a large mainframe. Also not mentioned by Thompson and Adler is the actual time it took to write the Fortran code. This, too, can be considerable, as Fosinato's program took several man years to write and de-bug. In order to change it, as the parameters change or as the mine increases, further large amount of time is needed. An alternate to such Fortran based programs is provided by using a special computer language known as General Purpose Simulation System (GPSS). This language is designed to solve a wide variety of discrete event simulation problems and appears to be particularly suited for mining situations as shown by Sturgul and Yi (1987). Although GPSS was introduced as far back as 1961, it has not been used in mining to any great extent. However, the original form was quite crude and inefficient compared to modern versions. Perhaps with the increasing popularity and availability of these recent versions, this will change. Two such versions are GPSS/H for the mainframe and GPSS/PC for the personal computer. GPSS/H allows for interactive usage, such as allowing input data to be entered via a menu. GPSS/PC has excellent graphical capabilities and one can actually view the simulation in progress. In addition, one can halt the simulation and change values of various parameters. If a particular portion of the simulation is in progress via a concept known as "microwindows." These new versions have greatly increased the potential for using the language for mining situations. Mining applications of GPSS have been given by Sturgul and Yi (1987), Sturgul and Harrison (1987), Sturgul (1987), and Sturgul and Singhal (1988). The first form of a surety bond was an honest handshake between two or more parties agreeing to a decision, and their personal guarantee of following through to completion. This has all changed. In 1895, the United States Treasury Department disclosed that $35 million worth of personal surety guarantees on file had become worthless. A law was then passed requiring all surety bonds, in favor of the United States, must be corporate surety bonds. Today, a surety bond is one of the nation's leading fi¬nancial instruments used to guarantee the completion of an obligation. One hundred-fifty years before cor¬porate surety bonds, outcrops near Richmond, VA, were being mined. These surface mines became under¬ground mines. Today, both are still being used to obtain a leading energy source, coal. Since that time, more than 5956 km2 (1.47 million acres) of coal mined lands have been reclaimed in the US (Coal News, August, 1987). More than 25,000 state and Federal mining permits cover¬ing 14,164 km2 (3.5 million acres) have been issued during the last 10 years. Coal production has exceeded 7.2 Gt (8 billion st). More than 5665 km2 (1.4 million acres) of mined land has been reclaimed by active coal mining opera¬tions and 267 km2 (66,000 acres) of abandoned mined lands have been re¬claimed by others. Reclamation bonds were freely writ¬ten in the 1970s. So why are they almost extinct today? Contract bond losses have been severe in the past several years, sureties reporting losses exceed¬ing 110%. But the same proof is not provided on coal reclamation bonds. A surety bond is generally required when one party has an agreement with another party, and that party wants a guarantee from a third party that a job will be completed according to the terms and conditions of a written contract. In the case of a reclamation bond, the surety company (surety) is the financial party. It extends the credit and a guarantee to the obligee (the State, Commonwealth, or Office of Surface Mining) that the principal (the coal operator/company) will complete the terms and conditions of the contract (the rules and regulations governing mining and reclamation). The Surety Association of America defines a surety bond as an agreement providing for monetary compensation should there be a failure to perform specified acts within a stated period. Webster's Dictionary defines surety in the following ways: "l: the state of being sure; 2a: a pledge or other formal engagement given for the fulfillment of an undertaking and; 3b: one who has become legally liable for the debt, de¬fault, or failure in duty of another." Banks never make accommodation loans. Either the loan is good or no loan is made. Surety companies feel the same way about surety bonds. In fact, the average person does not realize the dangers of becoming surety for another. How does a surety determine if a company is worthy of receiving surety credit? How is a coal account under¬written today for an obligation that may not be released for many years? When a surety company executes a reclama¬tion bond, it financially puts its name behind the coal company and its guaran¬tee that should the coal miner default on the obligation, the surety will fulfill the contract. How is the surety to determine if a coal company may still be in business five, 10, 20, or 40 years from today?

Introduction Gravity-based coal/mineral preparation plants must be operated to yield products of a quality satisfactory to existing markets. However, because of historic control problems, recovery is frequently sacrificed to achieve quality, resulting in losses of valuable product. Plant control has ranged from intuitive in-plant spot quality judgments made by various operators to gross methods involving such devices as density gauges, floats, grabsample on-the-spot sink/float tests, etc. Millions of tons of quality coal/minerals are lost to refuse each year, because of the historic lack of a continuous and dependable control system. The result is serious economic, as well as environmental, losses. While the economic losses are obvious, the less obvious environmental ones, in the case of coal, result from the misplacement of more ignitable quality fuel to refuse banks. Until recently, a control system capable of supplying a market-grade coal/mineral product, while continuously minimizing product losses to refuse, has been technologically unavailable. Coal/Mineral Washing Tracer System Performance Monitor (CMWTSPM) The first Coal/Mineral Washing Tracer System Performance Monitor (CMWTSPM) originated in the late 1970s as an innovative idea and ultimately resulted in Leonard Patent No. 4,345,994 issued on August 24, 1982. In a classic example of successful university basic research, the patent was followed by two US Department of Energy (DOE) merit awards for fundamental optimization research at the University of Kentucky, a number of publications, a successful applied research program (underwritten by SENTREX at Irvine, CA) and field tests at the Rochester and Pittsburgh Coal Company Keystone Mine near Indiana, PA. The system is now operational and is marketed by SENTREX as the SENTREX Performance Monitor. A diagram of the system is shown in Fig. 1. This system relies on metal detection as the basic tracing medium. Since it is capable of tracing particles as fine as 0.19-in., the system is ideal for coarse coal/ mineral cleaning processes. Basically, the CMWTSPM records the distribution of synthetic coal/mineral particles, of known size and specific gravity, between product and refuse output streams of coal/mineral washing, gravity-concentrating processes. For any given particle size, surface area and shape are constant. The particles are [ ] designed to find their way into the center of their respective inprocess specific gravity/size streamlines. The system will yield a complete partition curve to show the percentage of misplacement for any selected size/specific-gravity particle fraction, thereby providing a point-to-point insight into process failure. When used to evaluate operational processes, this full partition curve is far more diagnostic than the simplifying, derivative, single index number known as the Ep value. The Ep value is commonly used for convenience to represent symmetrical partition curves, but, if the actual partition curve is non-symmetrical, use of the Ep value can result in serious diagnostic error. While the Ep is useful in design and for rapid performance evaluation and process adjustment, the full partition curve is by far the more diagnostic. It will provide insight into the behavior of particulate flow, through non-symmetry, as a means to highlight potential systemic failures. Performance of the process is measured and improved by determining the extent of particle misplacement and by making timely adjustments to the unit to reduce the misplacement. Used in this manner, the CMWTSPM is not only a long needed processing control monitor, but it is also a very powerful diagnostic tool which, in the hands of skilled operators, has
