The higher stress zone adjacent to an underground opening causes a velocity anomaly that can be mapped in favorable conditions with an acoustic cross-borehole logging system. Bureau personnel used a specialized system at the Colorado School of Mines test site near Idaho Springs, Colorado, to locate the Edgar Mine tunnel and its associated stress anomaly. Data from the logging system' were processed with a tomographic image reconstruction algorithm to map the opening and the location of the high velocity zone around the opening. The velocity imagery from tomographic analysis compared favorably with predictions from numerical modelling of the location of the stress anomaly.

Grinding balls, simple in shape, are actually sophisticated machine components, and essential elements of mineral grinding mills. Their physical properties and quality must be adequate to achieve design life and grinding mission with few failures. Consistant properties and freedom from breakage are essential. Size, mass, hardness profile, chemistry, and microstructure are important variables which should be designed, specified, controlled, and verified to achieve optimal mill performance. Failure to specify ball properties in detail or failure to obtain required ball properties and quality can cause milling productivity losses and excessive costs that could endanger a milling operations survival in the competive mineral industry.

Planning the development of the Quartz Hill molybdenum open pit mine in Southeast Alaska required a number of special considerations. Located in mountainous glaciated terrain, about 3.8 m (150 in.) of annual precipitation (with annual snowfall over 10.2 m (400 :in.) was a primary consideration. Mine planning included muskeg and snow removal, avalanche control, clearing timber, water quality control, dust control, seismicity, mine schedule, work force and reclamation. Quartz Hill is in an environmentally sensitive area which has required extensive environmental baseline data collection, four Environmental Impact statements (EIS) and a large number of permits.

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. Tailings disposal has been a problem for the mining engineer since the beginning of the metal milling process. Disposal systems in common use have evolved as the most economic method for the disposal of an unwanted waste material within the disposal restrictions in force at the time of construction. As restrictions are constantly being expanded, the design requirements for tailings disposal systems are also being enlarged. However, proper design will always be to provide the most economic disposal system that will meet current safety and pollution requirements. This paper presents a brief description of some of the design features of tailings disposal systems in common use and presents specific design features of the gypsum tailings disposal pond at Kimberley, British Columbia, owned and operated by Cominco Ltd.

A series of adsorption tests are carried out to understand the ability of cationic surfactants and metal ions to adsorb onto sepiolite. Adsorption tests conducted as a function of heat treatment reveal that sepiolite is rather conducive to the uptake of both organic and inorganic ions. An ion exchange mechanism between surfactant or metal cation and magnesium ion followed by chain-chain association is proposed to explain the incorporation of cationic surfactants into the structure of sepiolite.

During the past 20 years, the seismic refraction method has been used for depth to bedrock investigations. Its usefulness, however, has been recognized mainly in engineering applications, for instance in connection with the construction of power stations and in dam site investigations etc. Although some knowledge of the depth to bedrock can be of advantage in many other fields, the use of the conventional 12 or 24 channel seismic refraction equipment has been very limited, especially in ore prospecting and mining operations. The reasons for this are mainly the rather complicated operation of the instruments and the high costs. A conventional seismic equipment requires a crew of six men, a highly trained operator and an interpreter. Furthermore, the use of explosives can under certain conditions be undesirable (naighbourhood of houses, damage to agricultural areas etc.). Since 1957 a new one-channel seismograph, 'constructed by Geophysical Specialties Company, Minneapolis, Minnesota, has been in use and this instrument simplifies operations and reduces their costs considerably.

Agglomeration developments in the iron ore industry of North America are closely related to shifting patterns in commercially acceptable ore grades and even the definition of iron ores. These relationships have occurred mainly during the last 20 years. Many of these changes are an outgrowth of events which involved the history of the Mesabi Range. Although magnetic taconites had been discovered in the Lake Superior area about 1870, they remained unworked in part for lack of concentration methods and a generally unfavorable economic climate. Some 20 years later the rich Mesabi hematites were found beginning the era of direct shipping ores which continued through World War II. These Lake Superior iron ores included reserves of an estimated three billion tons. Following World War II, decreasing ore grades and rising costs began to force the closing of many underground iron mines. The early 501 s saw the beginning of the decline in direct shipping ores and a spurt in production of natural iron concentrate s. However, the market for unprocessed concentrates began to decline in the early 601 s as agglomerated products and foreign ores began to dominate the U. S. market.

The continuous flow, horizontal drum blender has dynamic properties which may be described by the same type of equations which often arise in electrical filter analysis. Furthermore, the equations may be readily solved by the same techniques used in electrical control analysis. For this reason the blender model developed is termed an "Electric Analog", although strictly speaking it is a mathematical model. Presentation of the dynamic performance of the blender as an electrical (or mathematical) model is desirable for several reasons. The model can be of assistance in correlating performance data with equipment design parameters. The model 'can be used with other process equipment models for simulation of an entire plant operation or in stability studies. In addition, the model may be useful in providing insight into the actual blending mechanism, or it may suggest a similar method of analysis for other closely allied equipment.

Previous research developed guide- lines to restrict the placement of air velocity sensors to areas of Low turbulence in underground nines. Even though these guidelines are theoretically correct, and may be easy to follow in underground coal mines, their application in small underground metal mines is difficult. As a result, study was undertaken at the Colorado School of Mines Experimental Mine to determine if an air velocity sensor could be placed in other locations with acceptable results. It was found chat by applying a variable calibration function to correct for changes in amounts of turbulence, instead of the previously used calibration factor multiplication, the sensor could be used successfully in areas of moderate turbulence.

The stability problems of back- filled spoil banks became more important since the Federal Surface Mining Control and Reclamation Act of 1977 was enacted. The material properties of spoil banks were categorized as the first part of the study and spoil slope stability was evaluated using computer programs as a second part. Emphasis was placed on the effects of natural barriers, which is required in the federal law.

In a recently completed research project for the U.S. Bureau of Mines - Twin Cities Research Center, a computerized costing procedure for uranium in situ leach mining was developed by the NUS Corporation. This costing procedure, termed a cost model, employs a process engineering approach for estimating total project costs as well as equipment and manpower requirements for uranium in situ leaching operations in either Texas or Wyoming. 80th capital and operating costs are generated by the model along with the overall production cost/pound U3O8 subject to a known rate of return. Conversely, rate of return on equity can be solved for, subject to a given price of yellowcake. During the course of the research effort, this cost model was applied 50 typical site conditions in Texas and Wyoming. Sensitivity rests were conducted for numerous key parameters to determine the cost influence attributable to incremental changes In parameter values. The results of these sensitivity tests along with a description of the in situ leaching cost model have been documented as Bureau of Mines, Mineral Research Contract Report No. J019912, "Cost and Sensitivities Analysis for Uranium In Situ Leach Mining," dated March 1981.

Since the advent of resin-in-pulp (RIP) technology for treatment of uranium-bearing ores in the 1950?s to current carbon-in-pulp (CIP) processing of gold values, metallurgies and operators alike have wrestled with the problem of interstage screening. Early gold CIP plants such as at Homestake utilized externally mounted vibrating screens in conjunction with air lifts to effect carbon-pulp disengagement. Other operations world-wide have likewise adopted this technique with varying degrees of success. Subsequent development of in-tank launder screens both in South Africa and the United States have been of the air cleaned variety (EPAC)

A physical elastic seismic model, based on the Peoria oil field was constructed and used to produce multi mode cross-borehole seismic data. Because this was a physical model, it was necessary to deal with a complex wave field consisting of compressional waves, shear waves, and converted waves. The recorded raw data were complex, have no resemblance to the inter-well geology, and were difficult or impossible to interpret. These unintelligible data sets were extensively computer processed. Detailed, accurate, images of the inter-well structure, and reflecting horizons were obtained as a result of this processing. This investigation demonstrates that excellent, accurate images of the inter-well geology can be obtained by skilled seismic cross-well data acquisition and extensive careful computer processing.

With increased CO2 emissions from steel and coal industry, there is great opportunity to capture CO2 and utilize the captured CO2 for economic advantage. The primary goal is to develop energy-efficient processes that reductively couple CO2, an abundant and renewable carbon source, for the production of value-added chemicals such as methanol, ethanol, and oxalic acid. These chemicals can be used elsewhere in the refining process or sold as valuable by-products. Geological sequestration, in comparison, has no economic return. Current CO2 utilization research at Michigan Technological University focuses on electrochemical reduction of CO2. Electrochemical reduction of CO2 to hydrocarbons and other chemicals is a complex multistep reaction with adsorbed intermediates. The exact reaction mechanisms leading to various products are not clear from the literature to date and will likely change over the range of conditions like pH, electrode potential, electrolyte medium, catalyst, etc. This paper will present different ideas and their viability to utilize CO2 as a feedstock to produce several value-added compounds. INTRODUCTION Carbon dioxide (CO2) emissions into the atmosphere will need to be drastically reduced to curb the various undesirable effects of climate change. The large contribution in total CO2 emission originates from coal or natural gas power plants, and a considerable amount from steel plants. Average CO2 emissions in the US from steel industry is 2.9t CO2/t steel (Global CCS Institute 2013). Capturing the available CO2 from the steel and coal industries for economic advantage is a win-win situation for the industry. This technology is not only important scientifically but is also vital for a sustainable future. The various ongoing investigations can be categorized as biochemical, thermochemical, photochemical, and electrochemical approaches. Among these, the electrochemical method shows the most promise as an efficient form of CO2 conversion technology, because of its many advantages like high reactivity under ambient conditions and good extensibility from small- to large-scale processes1 BACKGROUND Extensive research has been done on the chemistry of transforming carbon dioxide into more useful products. Methods are known to convert carbon dioxide into a wide variety of substances, including methanol, isobutanol, carbohydrates, methane, carbonates, urea, formic acid, oxalic acid, carbon monoxide, epoxides, formaldehyde, and so on. Several of these (carbohydrates, formaldehyde, isobutanol etc.) are primarily results from biological processes. The rest are results of strong reduction reactions or electrolytic reduction. In short, electrolytic reduction can be used to form methane, methanol, formic acid, oxalic acid, carbon monoxide from carbon dioxide2. CO2 reduces at the cathode in an electrolysis cell. These processes have the general form of generating the carbon dioxide anion radical (2⋅−) and allowing it to react with itself or the electrolyte3. Catalysts can be added to influence the formation of the anion radical or to suppress side reactions3. The electrolyte, catalyst, voltage, electrode material and CO2 content are all known to effect the reaction pathway. On September 13, 1973 MAPCO Inc. leased from Pocahontas Land Corporation an 18,000 acre tract of coal lands in Eastern Kentucky's Martin County (See Figure 1.). In July, 1974 initial run of mine coal shipments commenced and in April, 1976 shipments of a 12,500 BTU, less than 1% sulphur, washed coal was being shipped. Results of exploration demonstrated that large quantities of overburden would have to be moved. MAPCO decided to invest in large surface mining equipment to tackle the job.

This often requires performing economic ana1ysls for an area with limited geologic information available. Input to the economic decision process relies heavily on estimates of mine and mill costs for the potential resources in the area being considered. The installations to be discussed demonstrate the variety of conditions, materials, and results desired which must be evaluated before a selection is made from the specialized crusher technology available today. Natural resins, those derived from coal and those mined in the Uintah basin, face challenges from synthetic resins that are derived from petroleum sources and rosin or wood sources. In the past, fossil resins from coal were produced by various companies, the last one being Hercules, Inc., which sold BLACKHAWK resin until a fire destroyed the plant in the mid 1970's. Approximately four to fjve million pounds of BLACKHAWK were produced and sold mostly to the printing ink industry. Uintaite, more commonly known as Gilsonite® resin, was widely used by various industries, notably in printing inks, coatings, stains, adhesives, foundry, asphalt paving, and oil well drilling muds. Gilsonite has lost market share over the last thirty years to various synthetic resins particularly hydrocarbon resins that are derived from petroleum sources.

This article describes three practical applications of the Hill of Value (HoV) methodology within different stages of strategic planning for open-pit mining operations and projects. In the pursuit of optimal mine planning, this study establishes a comprehensive case study during the (i)design phase, by refining key parameters for efficient decisionmaking. (ii)production planning, where the HoV is used to define achievable production rates, enhancing operational effectiveness through a nuanced consideration of mining and processing capacities. (iii)Additionally, the study introduces a conceptual framework for orchestrating the optimal sequence of multiple pits during the planning phase, with a focus on maximizing project value.
